The extended weakness of dollar-denominated commodity prices during the past four years has often been attributed to, among other factors, the strong rise in the value of the dollar, and many U. S. producers have hoped for a recovery in metals and minerals prices once the dollar weakened in foreign exchange markets. The recent turnaround in dollar strength may put this view to the test quite soon. Hence a review of the role of exchange rate changes in the determination of the prices of world-traded metals and minerals may be timely. This paper has three parts. Part I reviews the recent summary record of price movements in commodity and foreign exchange markets. Part 11 reviews the distinct ways in which exchange rate changes influence the supply and demand sides of a representative commodity market. Part III then more closely examines copper and aluminum prices to highlight the potential differences in the effects of exchange rate changes for commodities whose production is dominated by geology and commodities which are processing-dominated. The paper also contemplates the likely implications of these differences for commodity prices in the case of a decline in the trade-weighted dollar. The evidence suggests that the degree of recovery for dollar- measured commodity prices may be very different for differing goods. And it may be the case that some commodities whose prices appear to have been most affected by exchange rate influences may show the least recovery in response to a fall in the trade- weighted dollar.

ALTHOUGH the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, were not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz. THE best method for the estimation of copper in ores and secondary products is that proposed by Dr. Steinbeck* for the award offered by the Mansfeld'schen Ober-Berg-und Hutten-Direction. It is based upon the decolorization of the blue ammonia solution of copper by potassic cyanide,† It is necessary for the accurate estimation of copper in arsenides that the arsenic be separated from the copper before the ammonia solution is made. The presence of a notable amount of arsenic renders the titration by potassic cyanide inaccurate, the end reaction being obscured by the appearance of a yellowish-green tint towards the end of the titration. The change of the color of the ammonia solution from blue to the tint caused by the presence of arsenic cannot be used for an end reaction, for the intensity and quick appearance of the latter-color depend upon the amount of arsenic present in the solution. In the analysis of speise, the method of separating the copper by an oxidizing and reducing treatment in the muffle, to volatilize the arsenic, gives poor results, and there may easily be some loss of the weighed sample. The separation of the precipitated sulphides of arsenic and copper by treating with sodic sulphide, gives good results, but the process is tedious. I have used the two following methods, which are simpler and more expeditious than those mentioned, with good results. * Fresenius, Zeitschrift Air Anal. TO the large majority of visitors the unique features of the National Park are interesting chiefly on account of their novelty. Scientists of all schools may find here food for reflection, and much that is rare and marvelous; but the real, practical uses of the reservation, aside from its pleasure-giving adaptations, are not as yet fully appreciated. Since 1873, the writer has on frequent occasions expressed freely his own views upon the proper means of utilizing the Park for the best interests of science.* Some of the recommendations made have been adopted by the authorities. At the suggestion of friends I present here a brief statement of facts concerning matters which may be of advantage for visiting engineers to know, hoping that the very limited stay of the Institute may thereby be rendered a little more profitable, and that our common profession may possibly receive some benefit. First, then, it should be understood that, as in many other cases in. the West, the present routes to the Park from the south are not the most direct. The expedition of Captain (now Major) Jones in 1873 discovered a practicable route for a, wagon or railroad via the head of Wind River, through To-gwo-tee Pass and Two-Ocean Pass, by which the distance from Point of Rocks, Wyoming, on the Union Pacific R.R., to the Yellowstone Lake, is only 290 miles. The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. Probably no one has had occasion to examine an undeveloped coal property without hearing some hopeful or interested party insist that the bed will improve when opened some distance under cover. When the bed is already in good condition, the opinion is usually advanced that the same character may be expected, at least to the bounds of the hopeful individual's holdings. My attention has been called in this way to the extent to which a bed is affected by its outcrop at the surface ; and having had opportunity to examine a number of openings immediately at the surface, and also a short distance under cover, I submit some observations bearing on this question. Whatever may have been the original variations, we may assume that coal-basins presented in comparatively modern times approximately parallel beds interstratified with fire-clay, slate, sandstone, etc., as represented by Fig. 1. Under the effect of erosion, Fig. 2 would be formed. It is obvious that along the line A, B, C, in Fig. 1, the beds exist under conditions differing from those at A', B', C', or again at A", B", C", in Fig. 2, in their exposures to atmospheric agencies, pressure and erosion. The effect of the first is to decompose and soften many of the strata; of the second, when presented unequally, to cause the movement of such material as was at all plastic towards the point of least pressure ; and of the third, to remove the strata in whole or in part. An interesting paper by J. E. Merion and Edward Hart, in Volume I., No. 2, of the Journal of Analytical Chemistry, on the Decomposition of Blast-Furnace Cinder by Acid, describes a plan of sampling the cinder by means of a previously-heated iron bar thrust into the cinder car or into the cinder at the notch, and then allowed to cool, thus chilling the cinder which adheres to the bar, and rendering it decomposable by hydrochloric acid, of 1.12 sp. gr. A short series of results is given, from which the deduction follows that blast-furnace cinder " is decomposed perfectly when chilled." Where many silica determinations are to be made, this method, if reliable, would effect notable economy of time and reagents. The conversion of insoluble silicates by fusion with an alkaline carbonate, together with the subsequent solution, evaporation, drying, etc., is destined to remain the standard method. But all fusionmethods are time-consuming and expensive. Chilling appears to render the supplementary method available for all practical purposes, in the determination of silica in cinder. But, with a view of securing more evidence on the subject, and in view of the fact that uniform results were not obtained by employing this method, it was decided to test the method in the laboratory of the Thomas Iron Company where a large number of silica determinations are made. The experience met with may not be devoid of value, both theoretical and practical. INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered are those circumstances under which any company, including one that is cash-rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not 'attempt to cover the raising of equity capital in public markets in this paper. But little has been written concerning the camp of Republic. In 1900 Chatard and Whitehead 1 reported the results of some experiments with samples of ore from the Republic mine, and a few years later Fritz Cirkel2 described the construction, operation, and results attained in the mill at the Mountain Lion mine. From time to time brief articles, mostly of a semi-technical nature, have appeared in the Engineering and Mining Journal and other mining periodicals. The general geology of the camp, especially in regard.to its areal features, has recently been ably described by Joseph B. Umpleby.3 To bring to mind the general features of the district it may perhaps be well to review briefly some facts in regard to it, before discussing the treatment of the ore. I. History and Production. The town of Republic is situated in the NW. corner of Ferry county, about 25 miles south of the International Boundary, on the head-waters of the San Poi1 river, in what was formerly the " north-half" of the Colville Indian reservation. On Washington's birthday, 1896, this portion of the reservation was thrown open to mineral location, and within a few weeks important discoveries had been made. The present Eureka mining-district was organized, the camp grew apace, and consignments of ore were shipped by wagon to Grand Forks, 30 miles away; or to Marcus, a somewhat greater distance. It is reported that the first 1,500 tons shipped from the Republic mine uetted the owners $160 per ton, after being hauled

The (001) fiber-texture component, found in aluminum rods extruded at subzero temperatures, consists of particles of various sizes having extremely irregular shapes dispersed in a nonuniform way throughout a matrix of the (111) orientation. Apparently the (001) texture component is not a result of recrystallization but rather is due to the presence of reimanents of the original grains which fragmented from the main body of material as it reoriented towards the (111) orientation during the extrusion process. Both X-ray line-broadening measurements and electron-microscopic observatwns indicate that, after extrusion, regions having (001) orientations are in a state of relatively less strain and distortion than (111) regions, suggesting that the former have undergone less plastic deformation. A (001) fiber-texture component is also found after complete recrystallization of extruded specimens. Approximately one third of the recrys-stallized volume has this orientation. The (001) fragments, formed during the extrusion process, act as nuclei for recrystallization; i.e., the pain boundaries separating these fragments from the matrix are capable of migrating during annealing. Electron-transmission microscopic observations and X-ray line-broadening measurements indicate that (001) regions recover at a much more rapid rate than (111) regions at annealing temperatures up to 187°C. DURING the extrusion of a rod or the drawing of a wire the individual grains comprising the piece tend to reorient towards a preferred orientation (texture) which is of the fiber type where a particular crys-tallographic direction, (uvw), in each crystallite tends to be aligned parallel to the longitudinal axis

The various methods of treating pulp in air-agitation tanks offer problems for experiment and study which are fascinating as well as practical. The usual method heretofore has been to fill each tank in turn, agitate the mixture the required period and then discharge the treated pulp into a storage-tank, from which it is drawn to the filter as required. A later method is to run the pulp from the tube-mill, classifier, thickener, or settler into the first of a set of tanks, and thence continuously or in series through the remaining tanks, finally drawing off the pulp to a continuous filter, or to a pulp-storage tank if the filter is of the intermittent type. It is this method which I propose to discuss here in a preliminary way, with the idea of going exhaustively into the examination of the results of a series of experiments in a later paper. It may be of interest to note that the design of a cyanide-plant has recently been completed in which the estimated cost of the agitation-tanks, storage-tanks, and pumps was 30 per cent. higher for the charge-agitation arrangement than for the series plan. The first question in studying the series method is, " What is the actual period of treatment undergone by the pulp ?" One first supposes that by chance some of the pulp may get through with little or no treatment, while other portions may stay in the tanks a needlessly long period. The wire saw is a tool not less than 60 years old, probably nearer 100 years old. It was developed in Europe and is reputed to have originated in Belgium. Frombold is said to be the original patentee. Wire sawing equipment, as indicated in Fig. I, is very simple. It consists of a three-strand wire cable, usually pis or 1/4 in. in diameter, or a single flat ribbon of medium hard, tough, alloy steel twisted into a helix of those diameters, made to form an endless belt of any length up to several thousand feet. The wire is guided into the cut by sheaves mounted in slides on steel columns situated close to either end of the cut. The feed motion usually is controlled either by gravity or by hand-operated feed screws. The steel columns or "standards" range from 15 to 30 ft. in length. At the top is a swiveled arm supporting a sheave similar to the traveling sheave below. Immediately under the swivel-mounted sheave is a guy plate or collar with shackles attaching four chain or wire-rope guys with suitable tightening devices, or with two guys and two jack legs for supporting the standard vertically or at any desired anale. The usual drive is by a 10-hp. motor through a gear reducer, on which are Insti- two grooved sheaves, One of which is keyed and the other free running On the shaft. Having suggested magmatic waters as the probable agents of vein- and ore-deposition in Southeastern Alaska in a paper entitled, The Geology of the Treadwell Ore-Deposits,' it is with particular interest that I note Mr. W. Lindgren's application of the hypothesis of igneous emanations to the gold-quartz veins of Victoria and of California. After describing the similarities of the veins and of the changes in the wall-rock due to the action of vein-waters in the two regions considered by him, Mr. Lindgren formulates the hypothesie that the veins of this type " have been deposited chiefly by ' eruptive after-effects ;' in other words, chiefly by hot ascending waters originally contained in the granitic magma and relased from it by decreasing pressure, due to its irruption into the upper parts of the litho-sphere. It is quite possible that atmospheric waters may have played a certain part by aiding the precipitation and by effecting certain forms of concentration in the deposits." There are many reasons for extending this hypothesis to southeastern Alaska. This region and the Sierra Nevada belt of California are undoubtedly parts of one geologic province, throughout which the main events of geologic time are evidenced by identical or closely similar records in the rocks. Our knowledge of the former region is still fragmentary, to be sure; but the origin-dates of the most prominent features of geology have been located in the time-scale, and found to correspond completely with the red-letter dates in the Californian record. It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. Another reason, however, exists in the fact that a large number of men in charge of mining operations are greatly prejudiced against the introduction of machinery underground, from the idea that it cannot be made to adapt itself to the various positions and

Co-rich hydrogenetic ferromanganese crusts are typical marine interface products of growth processes taking place on sediment-free substrate rocks on the seafloor. They grow very slowly and preferentially in water depths below the oxygen-minimum zone (OMZ) and have so far been found even in water depths of up to more than 5000 m, i.e. also below the calcite compensation depth (CCD); these deep ferromanganese crusts are particularly rich in Fe. It is assumed that the O2-minimum zone is the most important source layer of dissolved manganese, the decomposition of fecal pellets here also contributes to this Mn-budget. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical as well as a surface-chemical mechanism. Microbial mediations can be assumed, in particular since steps of redox-reactions are involved. The two main components of the hydrogenetic substance are hydrated d-MnO2 (vernadite) and x-ray amorphous Fe-oxyhydroxide, both of which are intimately intergrown with each other forming the extremely fine-grained hydrous oxidic material. In seawater, elements occur as dissolved hydrated ions or as inorganic as well as organic complexes which, in general, have either a positive or a negative surface charge depending on the pH of the respective marine environment. These complexes form hydrated colloids that interact with each other or with other dissolved hydrous metal ions. The main agent to oxidize the dissolved Mn2+ ions is oxygen, transported upwards from deeper water by turbulent eddy diffusion and turbulent rise processes at seamount slopes.

GENERAL GEOLOGIC DESCRIPTION The Escalante silver deposit located in southwestern Utah is an epithermal vein system consisting of a hanging wall and footwall vein, straight along strike and dipping about 1.2 rad (70°). The veins consist of banded quartz and calcite fissure fillings between volcanic wall rock that are silicified for some distance outward from the vein. The walls of the veins are sharp and the silver values are irratically distributed through the various bands within the vein. Only very low grade values are to be found in the wall rock on either side. The portion of the veins above the water table have been somewhat leached, with some secondary enrichment below. The mineralogical zonation is variable due to a fluctuating water table through geologic time. SAMPLE MANAGEMENT AND COMPOSITE ASSAYS Sample data for the deposit was obtained from over 50 diamond drill holes, from channel samples cut at intervals across a drift, and from scattered surface trenches along the out- crop of the hanging wall vein. Fig. 13-1 is a surface plan map showing the vein outcrop and some diamond drill locations. Two cross sections through the vein are shown in Figs. 1 3-2 and 13-3. Nearly all of the diamond drill core of vein material was assayed in 0.3-m (I-ft) lengths, from which weighted composite assays were manually calculated for the horizontal thickness of the vein. (communication to the Secretary*). -I hesitate to discuss in general terms a paper such as Mr. Wysor's, which bears evidence of so much careful and detailed investigation, yet it is the broad possibilities which his paper presents that are really attractive and his cautious conservatism may make us unappreciative of these possibilities. Mr. Wysor calls attention to the fact that the iron-ore mixture which he uses, carrying 0.28 per cent. of potash, is probably above the average. No doubt this is true, but on the other hand it may be very much less than the mixture at some blast furnaces or very much less than would be the case with special mixtures bearing the question of potash in mind. Unfortunately, iron ores are not ordinarily examined for potash, and with the ordinary analyst there is opportunity for very considerable error in the determination. The 10th Census gives 270 complete analyses of iron ore, on the accuracy of which we may rely. Of these, there are 21, or 8 per cent., that carry more potash than Mr. Wysor's mixture; 14 of these carry approximately twice as much, or more; eight carry approximately three times as much, or more; three carry approximately five times as much; one carries over seven times as much. It may be worth while to take some of the ores that are known to be high in potash and consider the possibilities in the light of Mr. Wysor's investigations.

The p-y method is one of the most popular methods in pile design and has been calibrated for various boundary conditions using numerical and experimental studies during recent years. Most studies on reinforced concrete (RC) piles have included the impact of flexural nonlinearity, (e.g. nonlinear moment?curvature relations) but not considered associated pile shear deformations when deriving p-y curves from field data. Common p-y curves may be better applicable for piles with flexure dominated failures (e.g. piles with free- head boundary conditions). For piles with fixed head boundaries (i.e. rotation restrained piles) shear deformations could be of significant influence. To study this problem, a coupled shear flexure interaction model for axial-bending-shear behavior coded in OpenSees is applied to a 0.61 m flagpole and a 0.61m fixed head pile specimen to investigate the possible influence of shear deformations to the overall pile responses. The surrounding soil is represented by p-y curves derived from prior large scale testing on piles with similar boundary conditions. Analysis results show that for flagpole piles, shear forces and shear deformations were insignificant. Considerable contributions of pile shear displacements and forces were observed for the fixed head pile, with shear displacements contributing up to 40% of the total pile displacement. Results suggest that nonlinear shear deformations for reinforced concrete piles should be considered for fixed-head or similar conditions, and that currently used p-y curves may underestimate the actual lateral pile displacement and possibly lead to unsafe design for the particular boundary condition.

A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.
