THE recent completion by the United States Aluminum Company of a $4,000,000 addition to its plant at Massena, N. Y., consisting of a large blooming mill and structural mill, gives this organization, a subsidiary of the Aluminum Company of America, the distinction of possessing the largest aluminum rolling mill in the world, as well as the first mil1 in this country to roll aluminum exclusively. The plant is located near the international boundary line between Canada and the United States, about 3 miles from the St. Lawrence River, to take advantage of the development of cheap hydroelectric power which is needed not only for the manufacture of structural shapes from the ingots, but in the reduction of alumina to the metal by the well-known Hall process as well. A power canal from the St. Lawrence River to the power house on the Grasse River at the plant provides for the waterflow, which, coupled with a drop of 47 ft. in 2% miles, generates 80,000 hp. through vertical turbines. An additional 60,000 hp. is purchased.

I. L. Dillamore (University of Birmingham)—The different textures developed in various fcc metals have long awaited satisfactory explanation and it has now become clear that these differences are related to parallel differences in the deformation characteristics of the metals. Liu is correct, therefore, in seeking to account for the observed textures in terms of the flow mechanisms but I believe, for the reasons outlined below, that the particular interpretation of flow mechanisms proposed by Liu is open to substantial objections. By considering the forty-eight possible designations of the twelve octahedral slip systems found in fcc metals as distinct and separate deformation modes, Liu has fallen into the error of assuming that only positive glide dislocations associated with each system are present. In fact both positive and negative dislocations will be present and the only difference between for instance the systems B4 and B4' (in Liu's notation) is that under a stress of given sign the direction of motion of a dislocation is reversed on changing from B4 to B4'. For both orientations positive and negative dislocations will be present. In considering possible dislocation interactions it is, therefore, inadmissible to differentiate between R4 and R4' as Liu does. Liu considers those dislocation interactions which give the biggest reduction in energy to be the most favorable and neglects, on the grounds that they will form strong barriers to slip, interactions between dislocations with perpendicular Burgers vectors. Setting aside interactions between positive and negative dislocations of the same slip system, which must occur regardless of the combination of slip systems chosen, the biggest reduction in energy occurs for the Lomer-Cottrell interaction and it is Lomer-Cottrell barriers which are thought to provide the stronger dislocation obstacles. On the other hand the intersection of dislocations with perpendicular Burgers vectors is thought to be a low-energy process which contributes only a fairly small temperature-dependent part of the total work hardening. On this basis it seems doubtful whether the reduction in energy through possible dislocation interactions provides a reasonable criterion for choosing the operative slip systems. From the point of view of texture development it is unsatisfactory to ignore the slip rotations leading to an end position and to neglect to consider the stability of the chosen end point. It is also unsatisfactory to treat the two stress axes as interchangeable since, if the stress system is idealized as biaxial, one stress is compressive and the other is tensile. For the same reason the rotations of the two stress axes are not made compatible simply by assuming that the same slip directions are responsible for the rotations of the two stress axes. It is, in short, essential to treat the two stress axes as acting together on the same slip systems. Turning to the question of the difference between the copper-type and the brass-type texture, there now remains little doubt that the difference is attributable to differences in stacking-fault energy (y), as noted by Liu, but it is doubtful whether the temperature dependence of the texture in copper and in silver is due to increasing stacking-fault energy with increasing temperature. The results of Swann and Nutting42 cited by Liu were obtained in Cu-A1 alloys and the apparent increase in stacking-fault energy on raising the temperature may be influenced by short-range ordering. In pure metals such effects are absent and the only data available on the variation of y with temperature are those of Buhler et a1.43 for silver. They report a minimum at 200°C which does not fit the hypothesis put forward by Liu. It is much more likely that thermal activation of cross slip is important in determining which texture develops, as proposed by Dillamore and tors. These workers have proposed an explanation for the differences in observed texture among the fcc metals and the pole figures predicted consist of an orientation spread which is in better agreement with observation than the limited number of discrete orientations suggested by Liu. The theory of Dillamore and Roberts is also able to account for the differences between aluminum and copper which Liu still leaves unexplained. Y. C. A study of the fatigue properties of several grades of commercially pure titanium has established that the strain-aging process is of minor importance in the development of a fatigue limit and a relatively high fatigue strength ratio. Metallographic observations and damping measurements at room temperature indicate that striations are able to spread from grain to grain only at stress levels above the fatigue limit. This suggests that the fatigue limit represents the stress above which large-scale dislocation unlocking takes place. Fatigue tests on annealed material at - 60" and - 196" c showed that under conditions when a thermally activated diffusion process would be suppressed the fatigue limit is not eliminated. Prestraining at room temperature did not have a detrimental effect on fatigue strength at room temperature but a decrease was recorded at — 60°C. This is further evidence that initial dislocation locking is a important strengthening mechanism. TITANIUM and titanium alloys have S-N curves with a definite fatigue limit, and a high ratio of fatigue limit to UTS can be attained. Other materials which show similar fatigue characteristics are mild steel and some Al-Mg alloys. The fatigue limit of these materials has been associated with their strain-aging capacity. It is well-known that commercial-purity titanium contains interstitial impurities which can give rise to a sharp yield point, and a small strain-aging effect following static strain has been demonstrated.7 This type of aging reaction is differentiated from the dynamic aging process when aging occurs during plastic deformation, and which is generally observed at elevated temperatures. In a titanium at room temperature, dislocation locking is associated with the interaction of interstitial oxygen, nitrogen, and carbon atoms with dislocations. Ehr-lich has shown that the distortion produced by introduction of these atoms into the hcp lattice has no shear stress component and hence there is no interaction between the stress field and the screw component of a dislocation. Thus the dislocations as a whole are only weakly locked. It is clear that strain-aging effects in hcp a titanium will be much less pronounced than those observed in bcc iron and steel. In recent years, the attribution of the fatigue limit solely to strain aging has been questioned. It has been pointed out that a definite fatigue limit is observed at temperatures as low as -196°C in some titanium alloys,' and strain aging is not expected to be effective at this temperature. The role of initial locking of dislocations in determining fatigue behavior has been examined in low-carbon steel by Oates and Wilson. They showed that under conditions in which the aging potential is low the factors which control the buildup of local stresses and hence affect dislocation unlocking, e.g., grain size, are important. There are indications that other metals can have a definite fatigue limit with no established strain-aging capacity, an example being magnesium12 which has the same crystal structure as a titanium. The spread of plasticity from grain to grain in hexagonal metals may be more difficult than in cubic metals because of the limited number of slip systems in the former, and this may account in part for their fatigue behavior. The present work was undertaken to elucidate the relative importance of crystal structure, strain aging, and initial dislocation locking in determining the properties of commercially pure titanium when subjected to cyclic stressing. 1) EXPERIMENTAL METHODS Three grades of commercial-purity titanium were used and a material of lower interstitial content was prepared by melting high-purity Japanese sponge titanium (referred to as H.P. Ti). The compositions and typical mechanical properties of the materials are shown in Table I. Fatigue tests were made in push-pull (zero mean stress) using an Amsler Vibraphore machine at a frequency of about 160 cps. Two types of fatigue specimen were used—one with a waisted gage length for determination of S-N curves and the other with a parallel gage length for metallographic studies and damping measurements. After careful machining and mechanical polishing, all specimens were electropolished prior to fatigue testing. The electrolyte consisted of 10 parts methyl alcohol, 6 parts 2-butoxyethanol, and 1 part perchloric acid (SG 1.54) and it was maintained at a temperature of -10" to -20°C during polishing. Tests at room temperature were normally carried out with the specimen immersed in a silicone oil bath which could be heated for elevated-temperature tests.

EVERY man connected with the mining industry should take a significant pride in the fact that he belongs to an industry and to a profession that, from the beginning, has been constructive. The miner digs his ore and he gives the metal to art, to industry, and to commerce. The nature of our business is destructive only in that we deal with a wasting asset. That should be a source of great pride to those who belong to the profession. But unfortunately, the product of our mines, our smelters, and our re- fineries does not always go to constructive purposes. There are times when, in the administration of the affairs of men, our product chiefly goes to purposes which are destructive. When we look upon the panorama of horror that is being enacted throughout the world today, we wonder whether any effort toward the development of civilization and culture and education and well-being has been worthwhile. We are appalled to see the things that have been developed, through the application of science, toward progress and efficiency, now used for the catastrophic destruction of those things which are the most valuable that man has built. We must find hope that this is but an episodic thing; that it must, in the infinite wisdom of the Almighty, usher in a period of peace and progress, of civilization and development that will make man's existence upon earth worthwhile.

The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

The DC Water and Sewer Authority's Long Term Control Plan includes tunnels, sewer separation, pumping station rehabilitation and green infrastructure to reduce combined sewer overflow (CSO) discharges to the District waterways. The Northeast Boundary Tunnel is a deep, large sewer tunnel that will reduce CSO discharges; signifi- cantly mitigate known chronic flooding in the Northeast Boundary drainage area and improve the water quality of the Anacostia River. This paper presents the unique combination of Owner and Contractor perspectives of the entire Project from conception through procurement, execution, and contract management, providing lesson learned, chal- lenges encountered, and solutions implemented to deliver the Project successfully.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

BLANDFORD. C. BURGESS, the new Chairman of the Industrial Minerals Division, took the advice of Horace Greeley in reverse-he turned his hack on San Francisco and the Golden Gate, and after a few side excursions toward Alaska and Arizona, hit the trail eastward, not for the lonesome pine, but for Spruce Pine, N. C. Born Aug. 10, 1893, in San Francisco. Burgess found his first job, shortly after finishing high school at 19, as axeman for a surveying party of engineers working for the Southern Pacific Co. in Oregon. Later he moved on up with them into Alaska. He liked the engineering profession, and decided to equip himself further so he entered the University of California in the fall of 1913. and for the next two years devoted himself to acquiring an education in civil engineering.

In 1994, Claude Bazin presented a novel method for linking size data from milling models to the feed input of flotation models. It was achieved with the simple addition of a metal/mineral distribution–size distribution relationship. This allows grade and recovery predictions from a varying mine plan through product size distribution predictions.

In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). Implementation of a robust REMP can maximise outcomes for both the proponents and the environment.CITATION:Thorburn, L, 2013. Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. So far, we have developed and reported on algorithms that automatically produce accurate time-study reports of continuous miner data from kilowatt sensors at the Deserado Mine, and we are extending the system to accept other types of sensor data input. This paper focuses on AI techniques that improve accuracy of the numerical algorithms in the PRS module. Additional AI work for the KRS module is summarized in this paper.

Some of the broader relations between structure and ore deposition along the London fault, deduced from a thorough study of the geology of the eastern part of the Mosquito Range, should be of general interest to economic geologists. The first part of this paper is a generalized statement of the geology of the region in which the London fault is located; it may be supplemented by reference to several earlier publications by the writers and to the U. S. Geological Survey's Professional Paper 148, on the Leadville district. The second part deals with the structure of both the fault and the disturbed zone adjoining the fault. The third part discusses the salient features of the ore deposits, particularly emphasizing structural control. The two generalized maps are complementary to one another but contain too many data to show on a single small map. The London fault is between Leadville and Alma, and the ore deposits along it are said to lie in the Alma district. Field work in this district, during six summers since 1927, has been a part of the cooperative work of the U. S. Geological Survey, the State of Colorado, and the Colorado Metal Mining Board. The writers have made use of work by R. D. Butler, J. W. Vanderwilt and R. E. Landon. G. F. Loughlin and C. H. Behre, Jr., who have worked on the west side of the range, have contributed valuable suggestions. Mining men of the district have aided in many ways. General Geology Pre-Cambrian Rocks.—The oldest rocks in the district are schists, correlated with the Idaho Springs formation of the Front Range. Quartz-mica schist predominates, but other types occur locally; almost everywhere the rocks show considerable lit-par-lit injection. Intrusive into the schists are two varieties of granite, only one of which is widespread. It is a fine-grained, porphyritie, gray granite correlated with the Silver Plume granite of the Front Range. THE autumn is the time that nearly all the special groups within the broad field of the Institute's activitives chose for their own special meetings. The big annual meeting in New York in February has its own special advantages, but to realize them involves sacrificing others. A meeting of a smaller group with the subjects brought up for discussion much more closely limited to a single field of interest has some advantages that a big general meeting cannot possibly have. And so the custom has gradually developed of having these smaller meetings in the autumn, at con¬venient places, so the men will not have to travel too far from the job to be present. Sometimes the meetings have for their field of interest a single phase of mineral technology, and are called divisional, and at other times they cover a diversity of topics that are locally important in that geographical area, and are then called regional meetings. Of the five meetings to be held this fall, four are divisional and one regional. Two of the divisional meetings are to be held in the same place at the same time, but with programs so arranged that they do not conflict.

During the early history of the Lake Superior district, tamarack timber was used almost exclusively in the wines. It had the strength and lasting qualities necessary for a satisfactory mining timber. But about fifteen years ago the tamarack trees were attacked by a blight which killed nearly all of them so today no tamarack timber is available. Hemlock, spruce, and poplar have neither the necessary strength nor the lasting qualities for mining timber, but a large supply of maple and birch is available. These have ample strength but, when placed underground, fail by decay in about three years. This means that, instead of replacing the timber sets once in fifteen years, it must be done five or more times in the same space of time which involves not only incraesed timber costs but more important, an increased labor cost.

The introduction of continuous papermaking in the early 1800's was the beginning of the industry as we know it today. Since that time, the majority of the paper produced has employed an acid process. However, in the mid 1960?s, European producers began a transition to an alkaline papermaking process. Early European mill conversions to alkaline papermaking begun in the 601s, accelerated during the 1970's influenced by the dramatically higher cost for OPEC energy as well as the high cost of fiber and imported filler clay.

Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. The Nuclear Regulatory Commission (NRC) regulation 10 CFR 60 requires that the ventilation system for the geologic repository be designed to: (1) control the transport of radioactive particulates and gases, (2) assure continued function during normal operations and under accident conditions, and (3) separate the ventilation of excavation and emplacement areas. The ventilation system design should take into account thermal loading; maintenance of the retrieval option and-the separation of the development and emplacement ventilation circuits. An analysis was performed by NRC's contractor, Engineers International on the ventilation system design described in the Department of Energy's conceptual design for Nevada. The ventilation analysis is of a preliminary nature. The conclusions presented in this paper reflect the views of the authors and may not represent the views of the NRC. In this analysis, available Nevada Nuclear Waste Storage Investigation (NNWSI) ventilation design information was reviewed and a ventilation network analysis was performed.

Nearly 2000 people are employed at Kennecott's Chino Mines Division, which recently completed its 50th year as a leading copper producer. Chino operates an open pit mine at Santa Rita, N.M., and a reduction plant, including mill, power plant, and smelter, at Hurley, N.M. The property mines 66,000 tons of copper ore and materials per day. There have been safety and industrial health programs at Chino for a number of years, but in 1955 these procedures were reorganized on a more active basis. The following discussion evaluates the progress made during the 1955-1958 period.
