[ ] ENGINEERING research consists, broadly speaking, in the investigation of the effect of the variations in a number of factors on some property of a product or characteristic of a process. The unambiguous description of the product or process requires that the property or characteristic be expressible in quantitative terms. For the purpose of practical control, it is likewise desirable that the independently variable factors governing the product or process be quantities, although this ideal goal is not always attained. Maximum efficiency-i.e., the attainment of the maximum amount of reliable, useful information relating to the influence of the factors on the property of the product or characteristic of the process, for the least expense-is an important requirement for the satisfactory operation of a research organization. Obviously, a necessary condition for the attainment of maximum efficiency is an adequate knowledge of the specialized field in which the experimental research lies. While necessary, this condition is not sufficient. Proper attention must also be given to the general principles of experimental design together with the modem methods for the analysis and evaluation of experimental data. The present discussion is confined to a single design, the so-called "factorial" design. Cobalt consumption will increase during the next decade at an average rate at least equal that of nickel. In the past, use of cobalt has at times been curtailed by lack of availability or by high price. In the future, output of cobalt derived from copper ores and iron sulfides will continue to grow and output of cobalt from nickel ores will be greatly increased. There should therefore be an adequate supply of this metal at a reasonable price. Nickeliferous limonites constitute by far the largest known terrestrial reserves of cobalt. A process has been conceived, based upon selective reduction and aqueous chlorination for treatment of such ores. The proposed procedure permits good extraction of the ore's cobalt content, comparable to that of the nickel, and is adaptable to large-scale, automated unit operations. Chlorine leaching of the ore enhances its value as a potential source of iron and chromium. Over four thousand years ago, cobalt pigments were employed for decorative purposes in some glass and glazes of Egypt and Persia, and by 1000 B.C. they were widely used in the Middle East.' " However, prior to 1914, virtually no cobalt was produced as metal and ceramics remained the largest consumer of the element as oxide. During World War I cobalt-containing high-speed steels came into their own and the metal's merit in magnet steels was established.

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

I INTRODUCTION The Washington Metropolitan Area Transit Authorities (WMATA) rapid transit system (METRO), currently under construction, will have a total length of 98 miles. Forty-eight of these miles are underground and require either open cut excavations or tunnels. Despite stringent construction controls, it is inevitable that some ground settlement will occur adjacent to the deep open cut earth excavations and large diameter earth tunnels. It is therefore essential to underpin nearby important structures to prevent excessive differential settlements and Fig. 1 presents the METRO criteria for this underpinning. This paper describes the underpinning methods currently used on METRO and evaluates the effectiveness of each method. II DESCRIPTION OF SUBSURFACE STRATA The foundation materials in the Washington, D.C. area are extremely variable. Fig. 2 presents an idealized profile showing typical subsurface strata. The engineering properties of each stratum have been determined by extensive exploration and testing programs. Fill: Washington, D.C. fills consist of every variety of soil and rubble. They are not important to this study because no underpinning is founded on fill material. Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

MARTIN) IN PRESENTING THE CERTIFICATE TO SIR MAURICE MAWBY, C.B.E.Members of The Institute, distinguished guests of which there are many, ladies and gentlemen, you are welcome. And might I add a special welcome to Lady Mawby and Lady Fisher and to Sir George's only son, Peter, who with his wife, Betty and one of Sir George's three daughters, Helen, are present this evening, and also to Sir Maurice's son, Colin, and Colin's wife, Jay, also in our company.The family presence must surely be a great source of pleasure and satisfaction to all those so intimately concerned.It is hardly necessary for me to state the sole and only reason for our presence here tonight, which is to confer on Sir George Fisher and Sir Maurice Mawby Honorary Membership of The Australasian Institute of Mining and Metallurgy, and at the same time to acknowledge two people who have rendered great service to the mining industry, albeit tinged with sadness to all of us in the knowledge that from now on their influence may diminish. It is now my pleasure to introduce, although that is hardly necessary, Sir Maurice Mawby, the second member of the duo we honour here this evening, and whose contribution to the mining industry is also beyond assessment.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years. Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the Illawarra Measures of the Southern Coalfield of New South Wales were carried out. The optimum range of vitrinite was found to lie between 45% and 60% (mineral matter free). Above and below this vitrinite range coke strength deteriorated. I Coke strength indices increased with rank and the optimum vitrinite content increased with an increase in rank. These changes will require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal. . T Use of- petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved. Significantly more work is required before coal reserves can be utilised to optimum advantage. This work would require extension of-the studies discussed in this paper and, in particular, the testing of a wider range of rank.

Two methods used to measure the exposure of mine workers to diesel exhaust particulate were compared. One method was developed by the U.S. Bureau of Mines and the University of Minnesota's Particle Technology Laboratory. The method which was originally developed for use in coal mines is a size selective sampling technique. The other method uses an “ashing" approach to assess the exposure to diesel particulate. This second method is based on the principles of sampling according to the ACGIH respirable dust sampling criteria and the use of a silver membrane filter as collection substrate. Because a silver membrane filter is used, both respirable combustible dust (diesel particulate) and respirable silica can be measured from one sample. The comparison study took place in a Canadian lead-zinc mine during tests which were primarily designed to evaluate the gaseous and particulate emissions characteristics of new diesel engine technology. The study has shown that under the test conditions encountered, some differences were observed between the results as obtained by the two methods. These differences seem to depend on the characteristics of the respirable dust found in the work- place, i.e., size and composition. The impact, on sampling and analysis of diesel particulate, of the proposed guideline (ACGIH) for a TLV® of 0.15 mq/m3 is discussed briefly.

THE reduction of tungstic oxide to tungsten metal powder by hydrogen is a process by which one might expect the resultant metal powder to be porous. In- [ ] deed, sponge iron, prepared by reduction of the oxide in a reducing gas, is generally accepted as quite porous, with pores large enough to be seen readily under the optical microscope at relatively low magnifications. However, any pores that may exist in tungsten metal powder are not resolved by the optical microscope, and apparently, not even by the electron microscope. Fig I shows commercial tungsten powder magnified at 10,000X by the electron microscope,1 both etched and unetched. In an earlier paper by one of the authors,2 the existence of pores in tungsten powder [ ] was required to explain adequately the particle size changes occurring during the reduction of tungstic oxide. The inability to detect these pores under the electron microscope at 10,000 X implies that these pores are of a size of 100 A units or less. (This in itself is by no means proof that pores above 100 A would not exist, since polishing effects on the specimen might smear up holes of such small magnitude). If, then, these pores are less than 100 A, and of the order of molecular size, then the density of the metal powder should be

In the course of the persistent and rapid advance of our country towards the goal she has set for herself, of commercial and manufacturing supremacy, there stand out certain periods or cycles of prosperity or depression, succeeding one another with a comparative regularity as to their ultimate trend, but of varying lengths and intensities. I might compare this course to that of a railroad between two points at different levels, with intervening mountain ranges and valleys, the up-grades climbing towards the final upper terminal of prosperity, while the down-grades retard the ascent, and tend to return to the valleys below. Just at the present time we are evidently at the bottom of one of these valleys, and, before starting to climb the next divide, it may be prudent for us to look into the condition of our rolling-stock, and especially into that of our brakes, and see what the experience of our downward journey has taught us, and whether we are properly equipped for the new upward advance which now lies before us. No mystery shrouds the discovery of chromium. The indefatigable French chemist Vauquelin, in reporting his discovery of this chemical element to 1'Institut National in 1798, concluded his discourse with the statement: "I place before the eyes of the Institute a small quantity of chromium and several of its most re- markable combinations." Working with the so-called "red lead of Siberia, Vauquelin not only prepared numerous chemical compounds of the new metal, but he reduced the oxide to the metallic state. These chemical compounds possessed a variety of remarkably distinctive colors; so, acceding to suggestion, Vauquelin named the new element chrome (chromium), a derivative of the Greek word chroma, meaning color. Siberian "red lead" (crocoite) was not plentiful; however, it was not long before Vauquelin's prediction was realized that the chemical compounds of chromium would become useful in the arts when sources of chromium became more readily available. Although chrome-iron ore (chromite) became obtainable in France, the United States and elsewhere during the early part of the nineteenth century, it is interesting to note that from 1828 to about 1860, Maryland, Pennsylvania, and others of the eastern United States furnished almost the entire chrome-ore requirements of the world. The advent of the space age and its promise of interplanetary flight has prompted new ideas for propulsion systems that will allow maximum energy with minimum fuel weight. The use of cesium as the source of energy for such rocket flights has been found desirable. Theoretical efficiency of a rocket fuel is measured in terms of specific impulse, defined as the number of pounds of thrust per pound of propellant consumed per second. Specific impulse is usually expressed in seconds (the number of seconds for which one pound of fuel would produce one pound of thrust) although it is really a measure of total energy, not of power. The most sophisticated chemical fuels have a specific impulse of 300 to 400 sec; liquid hydrogen heated by nuclear reactor has a specific impulse of 1000 to 1200 sec. Specific impulses as high as 20,000 sec, however, are theoretically attainable with the ion rocket, in which free cesium ions are accelerated across a voltage drop and ejected at high velocity.' Characteristics of the system have been sketched by Boden. The desirable properties of an ion propellant are: 1) low ionization potential, 2) low boiling point, and 3) high atomic weight. Alkali metals best fulfill these requirements, and Table I indicates the superiority of cesium. The use of heavy complex ions such as UCl; is ruled out by their instability and other disadvantages.

X-ray diffraction techniques are commonly used in the identification and quantification of fine-grained materials. A relationship exists between the size of crystals in a sample and the degree to which they diffract X-rays. The Scherrer equation relates the broadness of diffraction peaks to the size of crystals responsible for diffraction (Klug and Alexander, 1974). Relatively large crystals of the order of I - 10 ¦m strongly diffract X-rays; the diffractogram of such crystals exhibit narrow intense peaks. As the size of the crystals in a sample is reduced, diffraction peaks become broader and less intense. Crystals less than 10 nm generally exhibit broad, diffuse and low intensity peaks. Some material is so fine-grained and poorly-diffracting that X-ray patterns show very little information in a normal one-hour scan thereby necessitating very long acquisition times of up to 12 hours. The term poorly-diffracting material (PDM) was coined for such material found within the bauxite deposit of Weipa, northern Queensland (Tilley and Eggleton, 1994; 1996). Common regolith minerals such as hematite, goethite and layer silicate clays are quite commonly fine enough to possess a poorly-diffracting character. Noncrystalline and poorly crystalline Fe-Si-Al-oxyhydroxides such as allophane, opal, ferrihydrite and hisingerite, have either a nondiffracting (amorphous) or poorly-diffracting nature (Eggleton, 1987).

The Peter Hayes Symposium on Pyrometallurgy, held as part of Extraction 2018, is an acknowledgement of his contributions to the basic science and principles underpinning modern pyrometallurgical processing. After completing his PhD at Strathclyde University, Scotland, in 1974, Peter took up a teaching position at The University of Queensland, Brisbane, Queensland, Australia in 1976. Peter Hayes’ research at the University since then has been focussed on: • The mechanisms and kinetics of heterogeneous solid/solid, gas/solid and liquid/ solid reactions, and • Experimental measurement of phase equilibria in complex high temperature metallurgical systems. This paper provides a brief biography of Dr. Peter Hayes and gives a full listing of Peter Hayes’ publications.

The often-heard question "How can we interest young geologists and engineers in AIME?" is virtually the same as "How can we interest young geologists and engineers in the glamorous mining industry?" Many persons would reply that AIME and industry should improve their image by various devices aimed at high school students and teachers, boy scouts, and even grade school children. For more immediate results, I suggest that we concentrate our efforts at the professional level on students already identified as geol¬ogists and engineers. Why does our glamorous profession appear distinctly unglamorous to most of the engineers and geologists currently in college and graduate school? The answers seem quite simple to me. First, the profession talks almost exclusively to itself, seldom to the engineering or geologic public, and almost never to the lay public. Second, the industry has been overly conservative in all aspects of recruiting during an especially competitive and affluent period. Consequently, mining has taken a terrific public drubbing from preservationists who still portray its leaders as robber barons. SME and AIME have, of course, various commendable programs for enticing student interest, including student membership, the low dues for this membership, the somewhat reduced prices at which students can attend AIME meetings and buy AIME volumes, and the large number of AIME Student chapters on campuses. Obviously, more active encouragements are needed.

The current piling practices in the U. S. have, to a great degree, been influenced by our founding fathers. When our constitution was written by the delegates from the original thirteen colonies, it was a document of compromise. Generally, the individual states retained their sovereign power over those duties that they had historically performed. The concept of States Rights has been tested throughout our history and has been preserved as of today. An example of the extent of this protection is occurring in the State of Ohio where I currently live. Each of the 50 states receives funds for highway construction from the federal government, approximately in proportion to its population. Congress, when it allocates the funds, quite often attaches amendments to the funding bill to exercise their authority. The major amendment prior to the most recent increase in the speed limit to 65 mph from 55 mph was to increase the legal drinking age to 21 from 18 years old. Embodied within the bill was the provision that the Federal government deduct a percentage from the allocation of any state that did not revise its legal drinking age law from 18 to 21. In the State of Ohio, this change in the law was put to a vote of the people and it was defeated. The federal government now is deducting funds

CLEVENGER, Palo Alto, Cal.-Since the precipitation of extremely dilute solutions as regards cyanide presents one of the greatest problems of zinc-dust precipitation, I should like to ask Mr. Clark the minimum concentration in cyanide of the solution from which it is possible to precipitate satisfactorily the gold with zinc dust in Homestake practice. A. J. CLARK.-For a day's work about 0.015 per cent. That is precipitating a very low-grade solution, very low in alkalinity. It requires probably 0.2 lb. of zinc dust to the ton. JOHN A. FULTON, Melones, Cal.-At the Melones mine, we have been working very low-grade rock for a number of years, the process being amalgamation and concentration up to the last year. The value of the ore increased so that we had to supplement the concentration with a sand and slime plant. Classification was a problem, since to install classifiers would mean tearing the mill all to pieces. We are therefore making use of a Wilfley table for this purpose. In recent years a number of explosive blends including ANFO, emulsion and watergel products have been used in a variety of ground types and applications. These `standard' explosives' technologies are not new, but out of the uses and applications, have sprung a new generation of tailored explosives that match the ground type and the operating environment. This is in stark contrast to the norm, where various patterns and loading configurations have traditionally been designed to accommodate the explosive. This paper discusses these tailored explosives and the explosives' technology behind why they work. Active tailoring of explosive formulations can save mining dollars while essentially leaving the explosive price unchanged. Tailoring explosives may lead to increased rock breakage, heave, digging rates; lower digging maintenance costs and in some cases replacing earth moving machinery altogether. Tailored explosives may have other benefits such as reduced over pressure compared with standard alternatives. The tailoring of explosive performance generally involves three major methods (other than changing the bulk density and sensitivity): (i) replacing fast burning reactants with slower burning reactants or vice versa; or (ii) leaving the explosive intact and diluting the entire explosive with slow burning or `inert' material; or (iii) changing the concentration of the fuel/oxidiser mix. When tailoring explosives for particular applications, authorising, testing, costing, manufacturing, and delivery systems must also be taken into account.

The Call for Papers described the session as "Top down applications; management tools for decisions, planning, investment/finance, and negotiations." In order to attract papers, and know which ones to include as well as those to reject, it was necessary to (1) define the executive suite, (2) review what had been done in previous APCOM symposia, and (3) find out what's happening now, what isn't being done, and what can be predicted. To accomplish this, especially the third task, senior managers throughout the mineral industry were generous with their time in telephone and personal interviews. Five papers were selected for presentation at the symposium and inclusion in the proceedings; the content is divided between the Executive suite in the mineral industry and those elements which apply to any Executive Suite. The Executive Suite is the top portion of the organizational tri- angle (I), those to whom the managers of functional areas such as exploration, production, finance, and marketing report. The make-up and specific activities within an executive suite reflect the organization and culture of its corporation. As there is no typical corporation, there is no typical executive suite; however, those who work within the executive suite typically do not have day to day operational responsibilities and either are, or report to, the Chief Executive Officer.

EUGENE COSTE, ? Calgary, Alta.-Evidently in Argentine they have a petroliferous province just east of the Andes where very much the same conditions exist as are found on the east side of the Rocky Mountains and in the plains adjacent. It strikes me, though, that the same mistake is being made in Argentine in the exploration for oil as was made in Alberta, Canada; viz., drilling the wells too .near the seepages in the belt in the eastern part of the petroliferous province, too near the mountains. This same mistake was made in Alberta, with disastrous results; viz., only fissure production was found. The strata so near the mountains are tilted at a very strong angle, such as is described in this paper, and the dislocations are intense. On the other hand, we have found that when we get 100 or 200 mi. away from the mountains we get into oil and gas belts which are very prolific. So far our fields in Alberta have been gas, but in Wyoming, as you know, they get many thousands of barrels a day. I have no doubt that conditions in Argentine are exactly similar but that they have so far kept too near the mountains and that they want to explore the belts farther east to obtain better results.
