Mandatory Codes of Practice to Combat Rock Fall Accidents came into force on South African Collieries in 1997. These were drawn up in accordance with guidelines issued by the Chief Inspector of Mines, The Codes of Practice (CoP's) are legal documents in terms of the South African Mine Health and Safety Act 1996. One of the main results Of the introduction of the COP'S from a practitioner's point of view is that they formalized much of what would have constituted a typical visit to an underground section previously. Other important requirements were as Billows: Support rules and Strata Control Standard Procedures were to be drawn tip. Identification of Special Areas (areas requiring a higher level of rock engineering input and with, typically, higher order of support and restrictions on mining geometries), Changing conditions underground to he identified timeously. Implementation of the CoP to he monitored. To comply with these requirements on Ingwe Collieries (a division of BHPO Billiton Energy Coal) it was decided to produce too separate forms to be used in conjunction with each other. The first of these, the "Underground Section Physical Risk Rating" measures the physical conditions in each section whereas the second form, the "Section Perfomance Rating" determines how well the section personnel are Coping with the conditions. This form also pleasures compliance with the Support Rules and Strata Control Standards. Both forms are essentially risk matrices but with various scenarios described, each with a certain weighting. The "Risk and Performance Form" system for bord and pillar operations has by now been used for five years in the Ingwe and Eyesizwe Mining Collieries and has achieved a great deal of acceptance. This system has enabled the quantification of previously subjective observations and has improved the strata control awareness and management of underground mining sections. Amongst other initiatives it has assisted ill reducing the severity and frequency of fall of-ground accidents.

In this time of increased coal demand, a faster and safer method for roof support is needed. This report outlines the preparation and testing of a machine which we feel will help answer this need. The results of the tests are encouraging, and indicate that further exploration of the method should be continued.

Nevada Goldfields' Aurora Mine consists of a 270 mtpd (300 tpd) precious metals mining and milling facility located 28 miles southwest of Hawthorne, Mineral County, Nevada and lies within five kilometers of the Nevada-California border. (Figure 1) Ore production presently is derived 85% from an open pit source with the balance from underground. The Aurora Mill is a compact conventional cyanide plant utilizing a carbon-in-leach extraction process followed by stripping of loaded carbon and electrowinning at Nevada Goldfields Kingston Mine, located near Austin, Nevada. Production commenced in December 1987 and annual gold production is currently 20,000 troy ounces of gold and 22,000 troy ounces of silver per annum, produced at an average cash cost of $178 per ounce of gold. Tailings handling at, Aurora was originally accomplished using a belt filter press producing a solid cake that was then transported to a final storage area. Although overall operating costs at the mine were' in the lower percentile of producing gold mines, the tailings handling portion of the operating costs were inordinately high.

A study has been made of the efject oj different dislocation-precipitate interactions upon the temperature dependence of the flow stress of aged Ni-14 at. pct A1 alloy. It is observed that when the dislocations bow between widely spaced (-20004 coherent Ni3Al particles the flow stress decreases with increasing temperature in the normal way. However, when the dislocations cut closely spaced (-5004 particles the flow stress is independent of temperature from -100 to 600°C, due to a balance between softening of the matrix and an increase in strength of the particles with increasing temperature. The retention of strength at high tempera-tures of commercial nickel-base alloys, which are strengthened by the precipitation of a phase based upon Ni3Al, is thought to be due to the unusual strength properties of Ni3Al. The flow stress of Ni3Al increases continuous1y from -196"C to a maximum at -600"C. It is concluded from a series of thermal-mechanical tests that the sevenfold increase in flow stress over this temperature interval is due to a lattice effect and is not diffusion-controlled. The flow stress of precipitation- or dispersion-hardened materials depends on the resistance to dislocation motion within the matrix and the extra energy required for dislocations to bow between or to cut particles. If the dislocations bow between the particles or if the strength of the cut particles is constant with temperature, then the flow stress of the precipitation-hardened alloy must decrease with increasing temperature due at least to the decrease in elastic modulus of the material. There will be softening also from thermally activated cross-slip or climb, offering an additional degree of freedom for dislocations to avoid particles. For example, in the case of nickel containing a dispersion of thoria,' which most probably deforms by dislocations bowing between particles, the flow stress decreases by about 50 pct between 25" and 650°C. In A1-Cu alloys2 aged to produce the 8" precipitate, dislocations cut the particles, and the flow stress decreases by about 20 pct between -269" and 25°C. However, many commercial high-temperature nickel-base alloys, for example Inconel-X and Udimet-700, exhibit little or no decrease in flow stress with increasing temperature up to about 700°C. A characteristic feature of these alloys is that they are strengthened by the precipitation of a phase based upon Ni3A1. Guard and westbrook4 and flinn' have shown that Ni3Al (and alloys in which a third element such as molybdenum or iron is substituted for part of the aluminum) is unusual in that the hardness and flow stress increase with temperature to a maximum at about 600°C. For the flow stress of a precipitation-hardened alloy to be independent of temperature we propose that the particles must be cut by dislocations moving through the matrix and that the strength of the particle must increase with increasing temperature. Theories of precipitation hardening do not take into account the flow stress of the dispersed particles that are cut during deformation; the only dissipative process usually considered7 is the creation of interface within the particle and between the precipitate and matrix. The purpose of the present investigation has been to study in detail the temperature dependence of the flow stress of a nickel-base alloy strengthened by the precipitation of Ni3Al in two structural conditions such that when deformation occurs it does so by dislocations a) bowing between the particles and b) cutting the particles, respectively. A simple binary Ni-14 at. pct A1 alloy was chosen because considerable information is already available for this system concerning phase equilibria and precipitation reactions and rates.' Dislocation-precipitate interactions in the binary alloy should be similar to those in the more complex commercial alloys. In addition, the mechanical and physical properties of NisAl were studied in detail in the hope of elucidating the mechanism by which the strength increases with increasing temperature up to 600°C. EXPERIMENTAL PROCEDURE For the study of the effect of precipitation of Ni3A1 upon the temperature dependence of the flow stress, an alloy containing 14 at. pct A1 was utilized; a Ni-8 at. pct A1 solid-solution alloy was employed as a comparison material. Vacuum-cast ingots were hot-rolled at 1000°C and cylindrical compression samples, 0.20 in. diam by 0.40 in. high, were prepared from the 1/4-in.-diam rod. Specimens were recrystallized and solution-treated at 1000°C for 1/2 hr and then water-quenched. A preliminary study revealed that, when the Ni-14 at. pct A1 alloy was aged for 1 hr at 700°C, significant precipitation hardening was obtained, and that the structure was free from grain boundary discontinuous precipitation; an overaged condition was produced by annealing the aged specimens at 850°C for 1 hr. Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

This report summarizes the results of laboratory investigations by the Alaska Mining Experiment Station, Juneau, to determine the practicability of treating cinnabar-stibnite ore by bulk flotation and controlled-atmosphere roasting of the concentrate. Ore from the Red Devil mine near Sleetmute, Alaska, was selected for testing; it is typical of ores widely distributed throughout the Kuskokwim River Basin. The material, consisting of stibnite and cinnabar in ankerite, dolomite, and quartz, assayed 1.55 percent Hg and 2.87 percent Sb. Continuous treatment of the ore in a laboratory flotation circuit recovered 95.7 percent of the mercury and 82.6 percent of the antimony in a concentrate that assayed 20.4 percent Hg and 34.6 percent Sb.

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces. Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost, and significantly influence dragline productive time. Both work in very difficult conditions and wear out rapidly. As a result frequent rope changes are required at a substantial cost and time loss to the operation. Although performance of rigging has a profound impact on dragline performance, there are no industry-wide standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The life of drag and hoist ropes depends on: (1) rope construction, which should closely match requirements of the specific application, (2) correct definition and application of the rope discard criteria, so that full advantage of the rope can be taken without endangering safety of operation, and (3) rope operating conditions and its maintenance. The study presented in this paper was intended to address the above points, based on a survey and assessment of the present industry practice.

Earlier publications from The University of Alabama have indicated that column flotation performance is improved when operating at low pulp levels and when the feed is directed into the froth phase. To validate these early observations a series of tests were performed in which the position of the feed entry to the column and the pulp-froth interface were systematically varied. The optimum grade-recovery relationship was achieved with high feed entry (WA) of column height) and very low pulp levels (<10% of column height). The position of the pulp-froth interface appears to be the more critical variable. When operating in this mode (1. e. at low pulp levels) column flotation becomes. in reality. a froth separation process.

"This research used the austempering heat treatment on the SCM435 thin specimen with a type of double loop and obtained the Cr-Mo bainite structure, and then we could further investigate the mechanical properties of SCM435 bainite structure. Experimental data showed the stability of the mechanical properties of specimen with austempering temperature 830°C for 25 minutes was better than that of 15 minutes. The size of austenite grain affected the strength of thin specimen. After austempering at 830°C-25minutes and salt bath at 290°C, the stability of UTS was better than that of salt bath at 310°C and 330°C. The average hardness of all specimens was about more than HRA70. The specimen with austempering at 830°C-25minutes and salt bath at 290°C-30minutes had bigger grain size of austenite and retained y, it also had higher hardness and strength toughness. So, its stability was improved for tensile strength comparing with traditional tempered martensite process.IntroductionSCM435 is a Cr-Mo steel with high strength and high hardness properties, and it has been widely used in machine parts, shafts, gears and strength screw products [1-3]. However, this system often has lower reliability due to the brittleness of high-temperature tempering and quenching inequality. Considering the austempering heat treatment can obtain the uniform bainite structure to improve the temper brittleness, and the austempering heat treatment is a continuous process that it also has efficiency and uniformity. For the thin plate specimens, the mechanical properties of the bainite structure are better than traditional martempering structures."

The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone&apos;s benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is &apos;locked-up&apos;; and ò how companies can negotiate with Aboriginal people.

LABOR disputes caused considerable turbulence in the coal mining industry during 1946. As an outcome of these disputes, a definitely fundamental change in safety procedure was instituted: establishment of safety regultions for coal mines through the agency of agreements between the miners&apos; union and the agency or agencies operating the coal mines. Although a temporary plan at present, the future will determine the. extent to which it may become permanent. Notwithstanding the turmoil in the industry extending through much of the year, the safety record for the first eleven months of 1946 was the best in the history of the industry for that period. The fatality rate for 1946 is lower than in any other year in the history of coal mining in the United States. This follows a pattern inasmuch as new low coal-mine fatality records were also made in 1945, 1944, and 1943. The five-year period 1942 to 1946 inclusive has a coal-mining fatality rate far lower than any other five-year period in the history of the industry. It is significant that this period exactly coincides with the operation of Federal coal mine inspection which got under way early in 1942.

It has been a generally held concept that crushing operations were, by their nature, too simple to benefit from the implementation of advanced process control. The commissioning of an OCS¬ expert control system and image-based oversize detection system, VisioRock, at the Pilbara Iron Tom Price facility are dispelling these notions. A constraint-based OCS¬ expert control system has been designed and commissioned on the high-grade crushing and screening plant along with a vision-based oversize detection system functioning on six product conveyor belts. To date, the expert control has demonstrated the ability to increase production by maximising dynamic constraint utilisation. Dynamic constraint utilisation is a concept developed by Rio Tinto Technical Services for effectively evaluating constraint-based control logic performance. The VisioRock system has been installed and configured and has been operating for a period of several months. Currently, Tom Price and Metso personnel are working to define correct oversize detection thresholds. Details of the plant implementation are discussed.

Simulation modeling of portions of two platinum mines using General Purpose Simulation Software (GPSS/H™) is presented in this paper. Both mines, located in the Bushveld Igneous Complex PIC) of South Africa, exploit Merensky and UG2 reef horizons, which are processed separately and therefore handled individually from the stope face to surface, requiring duplication of storage arrangements and batch operation of transport facilities. The first simulation assignment concerns the upgrading of a shaft system operating exclusively on Merensky ore, to hoist UG2 ore and increase production. The second assignment comprises a simulation of rock flow from the stope face to surface by way of tramming, inclined conveying and vertical hoisting. Development ends and stope boxholes were modeled down to individual hoppers (cars) demonstrating the versatility of the GPSS/H™ language.

Till date, coke has been produced mainly from coals with a content of volatile matters in the range of 20% to 28% and good coking properties. If such so-called &quot;selfcoking&quot; coals are available, blast furnace coke or foundry coke with the required quality characteristics can be produced in top-charged horizontal ovens. In this case, the possibility of using high-volatile coals and in particular coals with low-caking properties is very restricted. Even if high-volatile coking coals have good coking properties, coke produced from such coal alone will not meet the requirements in terms of coke strength. The mechanical coke properties are influenced by the charge coal blend and the coking conditions. In this context, the bulk density of the oven charge is a decisive factor. Research and development in the field of coke production in horizontal chamber ovens aims at improving the specific oven throughput, increasing the raw material basis and introducing environmental protection technologies. The key factor, however, is to guarantee and further improve the rentability of the coke production. It is very important to reduce the cost of the charge coal to a minimum at the same time maintaining or even improving the coke quality.

A spectrographic procedure applicable to the semiquantitative determination of 29 elements in tungsten is presented. The method is designed to give estimates of impurity concentrations up to 500 p.p.m. Limits of detectability range from 0.3 p.p.m. for the more sensitive elements to 100 p.p.m. for the less sensitive ones. Tungsten metal samples varying in particle size from minus 300-to 30-mesh are excited in the presence of 5 percent germanium with a direct current arc. Germanium acts to stabilize the arc, minimizes the volatilization of tungsten, and serves as an efficient carrier to sweep impurities from the tungsten into the excitation zone. Curves are presented that show the volatilization behavior of germanium, tungsten, and impurities in tungsten at different concentration levels. Data obtained were used as guides in establishing the method of analysis. In the absence of established reliable analytical procedures for determining many impurities in tungsten in the parts per million concentration range, the spectrographic method described here should prove to be helpful in evaluating high-purity tungsten.

With a realization of the rapidly increasing importance of automatic stokers as a medium for domestic heating, the Anthracite Institute Laboratory has conducted extensive investigations, over a period of several years, to determine the various outstanding characteristics of stoker design and performance. The purpose of this paper is to summarize these findings as a guide to current practices. Stokees Investigated One or more models of the underfeed stokers listed below were included in the various phases of this investigation: Beckley Gilkoal Burnwell Iron Fireman Combustioneer Motor Stokor Electric Furnace Man Norristown Super-stoker Erie Heat Generator Whitney Fire Ball (Tests Incomplete.) Fuel Saver Principles of Construction.—The operating principle of the leading makes of underfeed stokers is similar (Fig. 1). A plunger1 or slowly revolving worm2, conveys the buckwheat or rice sizes of anthracite to the center of a specially constructed tuyere pot where air is admitted to the coal through suitable ports of varying design. As the fuel burns, it is slowly forced to the outside circumference of the tuyere by the pressure of the incoming coal; eventually the ash falls over the edge of the pot, either entirely by gravity or aided by mechanical sweepers. In at least one model, the entire firepot revolves. While various special details have been included in the design of a number of stokers, they do not affect the general principles as described above, and therefore have not been included in this discussion.

Over a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institution, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles underlying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. Nature of Proration Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot
