IN this paper the authors aim to chronicle the experience and salient points brought out in changing flotation reagents at a concentrator which had probably been using a mininium amount of oil at a minimum cost per ton, to a more complicated system requiring a partial chemical control. The original oils were coal tar and pine oil. The new reagents are lime, xanthate and pine oil. It was found that there were no insurmountable difficulties and eventually the cost of the new reagents per ton of ore proved to be very little more than that of the old. LIME PLANT When the question of handling lime came up there were two propositions open: (1) to handle the lime dry; (2) to handle it wet in the form of an emulsion. Granting that a dry lime feeder would function properly, delivering lime uniformly, the chief objection was the dust that would be raised when these feeders were being charged or operated, as the only possible location was on a gallery beneath which men were working. With this objection the handling of lime as an emulsion seemed to be the better scheme. The lime plant which was first installed was for experimental work on one section. This was gradually changed and developed until it was of sufficient size to accommodate 20 sections. The various changes will not be discussed and the following description deals only with the fully developed plant. Crude as it is, and perhaps somewhat expensive to operate, the lime-handling plant has been quite successful. Much has been learned which will pave the way for a better installation in the future. Burnt lime is received loose in standard gage box cars. This is the product of the kilns and has had no screening or sorting. A grab sample is taken from each car as it is unloaded. INCREASING governmental control of human activities seems inevitable. Within the present generation railroad rates and the public sale of water, gas and electricity have been subjected to rigid regulation. The field of control is slowly but surely being enlarged, and it is the object of this paper to outline in brief space this tendency toward increased governmental regulation, as far as mineral resources are concerned. Our, dual form of government complicates the problem. We must deal not only with the powers of the Federal Government, but also with those of the individual States. In order to approach this question intelligently we must have some conception of the powers and jurisdiction of the States and the United States, respectively, over mineral lands and mineral production. Starting with the Federal Government we find it never owned any public domain within the States that formed a part of the thirteen original colonies and, for historical reasons, the same is true of Tennessee and Texas. The Mid-Western States were erected out of the public domain which was acquired by the United States through cession from the original States or by purchase from foreign nations. Congress early in the last century adopted a policy of leasing public lands containing lead deposits in a portion of this Mid-Western territory, but later abandoned that policy and disposed of such public, lands, mineral and non-mineral, outright so that they long since have practically all passed into private ownership and become subject to the general jurisdiction of the respective State governments. In the great public domain lying west of the Mississippi River, and in portions of some of the Southern States, the Federal Government adopted a new mineral land policy following the discovery of gold in California. (Acts of Congress of 1866, 1870, and 1872.) The mineral lands within these States, instead of being disposed of on the game basis as agricultural lands, as occurred in the Mid-Western States, were segregated from agricultural lands and sold under special laws intended to encourage mining, giving the miner the free right to locate and work these mineral lands without paying any royalty to the Federal Government. The 1987-88 Denver Brown Cloud Study was performed to determine the sources of the particle cloud which forms over Denver each winter. The study was organized under the leadership of Colorado Governor Roy Romer , EPA Region VIII and the Greater Denver Chamber of Commerce. The study was sponsored by over 40 organizations representing governmental agencies, the natural gas industry, the coal industry, utilities, oil companies, railroads, the motor vehicle industry, and other Denver area companies and organizations. The cost of the study was $1.5 million which was raised almost entirely from private sources. The study team was headed by Dr. John Watson of the Desert Research Institute of the University of Nevada. Dr. Watson is a recognized expert in conducting studies of this type.

This paper presents an innovative mining method with the application of the water jet. The basic principle of this mining method is to mine a thin panel slice with a water jet system and to allow the roof to deflect elastically and subsequently to be supported by the coal floor without artificial roof support. Through the sequential mining of layers from top to bottom, the entire seam is extracted and the roof rests upon the mine floor. The advantages of this method are that the safety of underground operation can be greatly increased and the surface overburden disturbance will be markedly reduced. . An economic evaluation of such a system is presented for the total cost estimated per ton of coal mined at the face. This evaluation is then compared to that of a continuous mining section utilizing a room and pillar mining method.

"China is the world's largest steel producer, in order to give environment load comprehensive analysis of steel and iron industry in china using LCA method, the life cycle inventory was compiled and assessment model based on Gabi software was also established. Environmental impact of two different routes ofBF-BOF and the EAF were analyzed respectively and intercompared. The results show that the modem EAF route is superior to the traditional BFBOF route on almost all the environmental impact indexes, which including acidification potential, eutrification potential, global warming potential, ozone depletion potential, etc. In the whole life cycle ofBF-BOF route in China, the transporting process ranks the biggest contribution part to the overall global warming potential, which can be explained by the fossil fuel burning of transporting vehicles during the long distance from Australia to China as the iron ore used are mainly imported from Australia. Apart from transporting process, Coking, blast furnace and iron mining processes could induce great environmental problems, while for the EAF route, the electricity consumption is considerable, which causing large amount ofC02 emission indirectly. Based on the analysis, several further countermeasures were proposed. At the year of2009, China crude steel output of 568 million tons, accounting for 46.6% of the global crude steel production, more than the total sum of crude steel production produced by 20 countries ranked behind. In 2011, China's crude steel production which is expected to be or close to 700 million tons, an increase of 12% than last year, will account for half of the global steel production.The steel industry, however, is intensive resources industry with huge consumptions of energy and water together with mineral resources. Energy consumption of the iron and steel industry has been about 10% of the total energy consumption since 1980. Coal dominants, power next and other energies share least in the energy consumption structure, for example coal accounts for 72.19%, power 23.52% and other total sums less than 5% in the steel energy consumption at year of 2002[2,3]. The consumption of coal discharges much emission of CO2, yet emissions of C02 in China steel industry, secondary only to the power and cement industry, ranked the third, and the coal dominant energy structure and its process have a close relationship. The aim of this research is to target steel production of typical blast furnace-converter (BFBOF) and electric furnace, using GABI software to evaluate and analyze resources and environment influence of LCA, directing at the existing problems in the development of China steel as well as finding the possible way to improve ability of reducing pollution and energy consumption in order to realize the sustainable development of the steel industry [ 4-7]."

Silver contained in zinc calcines undergoes several phase changes as it proceeds through the leaching circuit of a roast-leach-electrowin zinc plant. In the present study, the flotation response of silver from leach residues prepared under a variety of carefully controlled operating conditions in the pilot plant has been examined. Flotation of neutral leach residue is shown to be technically viable and to merit consideration for those plants without a high acid leach circuit, but having significant silver values in the feed. Residue leach conditions must be kept slightly acidic to promote the formation of Ag2S, (Ag, CU)2S and Ag2S rims on residual unroasted sphalerite, while simultaneously avoiding the hydrolysis of soluble iron which depresses silver recovery and grade. Factors to be considered during integration of a flotation process into an electrolytic zinc plant are discussed.

El gran desafío de la compañía es generar valor a partir de rocas con contenido muy pequeño, con media del 0,19 % para el estaño y del 0,23 % para los óxidos de niobio y tántalo. Sin embargo, ganar ese desafío es posible, a través del perfeccionamiento constante de los procesos de producción utilizados en las plantas. En este caso fue posible incrementar las recuperaciones de estaño del 68,7 % al 80,0 % y la recuperación de niobio y tantalio salió de niveles del 44,5 % al 68,0 %.

The centrifuge has been found to be an extremely useful tool for determining capillary pressure curves and for establishing connate water and residual oil in small core plugs. The use of the centrifuge for determining the properties of small core plugs has been discussed in the literature,',' but practically no experimental evidence has been presented justifying the use of this method in preference to other methods (mainly disc method) now in use. Data have been accumulated and are now presented demonstrating the advantages of the centrifugal method, some of which are: (1) rapid establishment of equilibrium, (2) excellent precision yielding very reproducible results, (3) availability of high pressure differences between phases, (4) simple operational procedure, and (5) ability to establish connate water, residual oil, or to obtain complete capillary pressure curve in one day or less. A commercially available centrifuge capable of speeds up to 3,800 rpm, and a high speed attachment providing a maximum rate of rotation of 18,000 rpm were used in this work in conjunction with core holding tubes designed specifically for this application. In view of the outstanding advantages associated with the use of the centrifuge the conclusion has been drawn that this method should be used in place of the more tedious, slower, and less reliable disc method for determining capillary pressure curves and for establishing connate water and residual oil in small core plugs. INTRODUCTION The need for accurate values of connate water, residual oil, and capillary pressure curves in reservoir engineering has been recognized for many years, and the extent of the effort devoted toward solving these problems is reflected in the large number of papers3-" which have appeared in the literature during the past decade. Most of the methods discussed in the recent literature employ a porous disc as a semi-permeable membrane to separate two immiscible phases and make pos-ible the application of an explicit difference in pressure between two phases in the core. Thus, in the determination of the capillary pressure curve the wetting phase (water) is displaced by the non-wetting phase (air or oil). Several investigators1,2 have used centrifugal forces to develop pressure differences between phases. As a result of the first work' in this field the conclusion was reached that "the more rapid centrifugal method for measuring irreducible saturation may have equal value, (compared to use of discs) but more work is required to establish this point." This work was followed in 1945 by a more detailed study2 in which the concepts of this experimental work were more clearly enunciated. A method for calculating saturation for any given speed of rotation based on the observed volume of water displaced was developed and a wider application of the method was suggested. The absence of any subsequent pertinent literature on this subject is interpreted as indicating that no additional work has been completed to substantiate or deny the earlier claims and suggestions of promise contained in the original papers on this subject. One purpose of this report is to provide evidence designed to establish the practical value of centrifugal methods in determining core properties such as connate water and capillary pressure curves. It is also our purpose to suggest a broadening of the scope of this tool to include determinations of residual oil by gas or water drives. A method is described by which three elements can be condensed simirltaneously on a common substrate in such a way that the composition varies with position on the substrate. Almost all possible combinations of three solid elements can be formed in a single evaporation. The three elements are heated by magnetically deflected electron beams. The alloys and cornpounds formed by this method generally correspond to those trade by other methods; however, many exceptions exist. Simple symmetric crystallographic phases tend to form in preference to more complex phases. The Nb-Sn. Cr-Fe-Nt, and other systems of alloys made by this method will be discussed. Phases that form very slowly, such as the o phase in Cr-Fe alloys, may be formed rapidly by this method when certain substrate temperatures are used. STUDYING all the mixtures and compounds of two or more elements by the preparation of individual samples forces the investigator to make sampling sufficiently close together so that the properties of the intermediate compositions can be inferred. A completely unknown system will require a dis c our aging ly large number of preparations in order to fully know all its properties. For the purpose of expediting this type of investigation, methods have been devised to prepare samples that have a continuous variation in composition over some predefined area. The code-position of two elements onto suitable substrates has been used to produce alloys or compounds that have variable compositions depending on their positions on the substrates Composition gradients have been formed by depositing a wedge-shaped layer of one element and then depositing a second wedge-shaped layer on top of it such that the total film thickness is kept constant. Concentration equilibrium perpendicular to the surface is then established by annealing.4 This paper describes a method for the simultaneous condensation of three volatile components on a substrate such that there is a regular variation of composition with position on the substrate. The arrangement of the evaporation sources and the substrate is shown schematically in Fig. 1. Materials to be evaporated are placed in three water-cooled crucibles located at the corners of a 10-in. equilateral triangle. Electron beams from cathodes located below the crucibles are bent 180 deg by magnetic fields and focused on the material to be evaporated. The cathodes are connected in parallel to a constant-current 12-kv power supply. The distribution of emission current from each cathode is controlled by filament temperature. When materials that sublime are to be evaporated, the electron beam is deflected by an auxiliary ac magnetic field so that the beam moves over the surface of the evaporating material rather than digging a hole in one spot. The substrate is a 10-in. triangle of 2-mil stainless steel or molybdenum which is stretched against a slightly curved heat sink by a frame as shown in Fig. 2. This frame and heat sink are located so that each corner is directly above an evaporation source. Utah Power and Light Company's Deer Creek Mine had been developed to a point where mine ventilation efficiency had declined to an unacceptable level. Problems identified were ventilation of inactive areas, excessive leakage, and restrictions in the return and intake air ways. Mine management implemented an intensive mine ventilation improvement program to alleviate future problems with respirable dust in the working sections and diesel equipment emissions. Program objectives included sealing of inactive areas of the mine, rehabilitation of high resistance areas, and construction of additional intake and return aircourses. Applications of computer modeling techniques are used to predict the effects of ventilation changes and improvements. Improvements are then prioritized to achieve the largest efficiency increases first. Actual real time assessment of the mine environment and ventilation changes are accomplished with a mine wide monitoring computer system. The Deer Creek ventilation improvement program has more than doubled the ventilating efficiency of the mine.

On-line analyzers have made possible the use of Fuzzy Logic Control (FLC) for local control applications in coal preparation plants. This includes FLC control of complete circuits such as heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be readily developed using Statistical Process Control (SPC) techniques which are first applied off-line in manual mode through the use of control charts and then this process is brought on-line using FLC in conjunction with an on-line analyzer to fully automate the circuit. This paper outlines the types of control strategies employed and presents examples of automatic verses manual control.

SCOPE OF DISCUSSION THE laws here referred to Are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry.

"The ever increasing number of automobiles and the consequential increase in consumption of tires have generated a pressing environmental issue, concerning the disposal of unserviceable tires. The worldwide disposed of waste tires is approximately 1 billion units per year and this amount is expected to increase by 2% each year. This work presents a microstructural characterization of nanomaterials synthesized in a catalyst system from the effluent of burning waste tire chips in a horizontal two-stage laminar-flow furnace. Controlled combustion of waste tire chips took place at temperatures of 900 or 1000 °C, and stainless steel meshes were used to synthesize the nanomaterials at 1000°C. Produced materials were analyzed by scanning electron microscopy (SEM) and transmission electron microscopy (TEM). The catalyst meshes were covered by materials with diameters of 20 to 200 nm and lengths of about 40 µm. They possessed structures similar to those of carbon nanotubes.IntroductionThe motor vehicles on the road have been increasing annually. World motor vehicle production in 2009 approached 62 million units. Consequently, the consumption of tires has also been on the rise; about 1.4 billion units were produced around the world in 2007 [l]. The disposal of scrap tires is a serious environmental problem. The worldwide disposed of waste tires is almost 1 billion units per year with an expected increase of around 2% each year. However, less than 7% of produced waste tires are recycled (excluding reuse, retreading or incineration). The waste rubber tires are a thermoset polymer, which cannot be reprocessed like thermoplastics polymers, therefore the recycling of this material requires special techniques that demand big investments [2, 3].A solution to the disposal of waste tires is the sequential pyrolysis/combustion process. Past research showed that waste tires are an attractive potential fuel due the high heating value (29-3 7 MJ/kg), which is comparable, or even higher to those of typical bituminous coals [ 4, 5]. Pyrolysis is a process wherein the material is thermally decomposed at elevated temperatures at the absence of an oxidizing gas. Combustion is characterized by the addition of the oxidizing gases during the process. Several studies indicate that the pyrolysis and combustion processes for the tires treatment have a great energy conversion potential [4, 5, 6]."

Current scrubber capacities vary from 1.89 to 4.72 m3/s (4,000 to 10,000 cfm), and there is interest in using scrubbers with capacities up to 6.61 m3/s (14,000 cfm). This paper describes research to compare the effectiveness of blowing and exhausting face ventilation systems using high-capacity scrubbers with flows up to 6.61 m3/s. Tests were conducted in a surface ventilation gallery with exhaust and blowing systems operating under similar conditions. The mining machine was equipped with a machine-mounted scrubber. Methane gas was released at constant flow at the mining face and measured at several face locations. Effectiveness of exhausting and blowing systems was compared by determining average face methane concentrations. For each operating condition tested, blowing ventilation was more effective than exhausting for controlling face methane levels. Raising scrubber flow to 6.61 m3/s reduced methane levels for both blowing and exhausting systems.

Chromium solution in wustite depresses the oxygen activity in a nonideal manner and expands the lattice slightly. Gravimetric measurements of the equilibrium compositions of wustite containing 0.00 to 1.38 wt pct Cr define the oxygen potential (CO2-CO atm) and the limits of the phase field at 1000°C. These data extrapolate to a maximum solubility of 2 wt pct Cr. The lattice parameter data, room-temperature measurements of quenched samples, differ significantly from those in the literature. Both pure and chromium wus-tites contract at uniform and equal rates as the oxygen content (metal deficit) increases. The a. US metal deficit relationships are straight lines showing none of the curvature previously reported. At constant metal deficit, the a. expands by 0.002? on alloying with 0.4 to 0.5 wt pct Cr but is insensitive to further chromium additions: a small expansion rather than a marked contraction. These results require a modification of the accepted alloying mechanism. IN the high-temperature oxidation of Fe-Cr alloys in Ha-H,and CO2-CO atmospheres the vapor transfer of oxygen from the continuous wustite outer scale to the porous inner scale/alloy interface sustains the high oxidation rates.1"3 The driving force for this transport is the difference in the oxygen activity of the outer wustite and that at the inner scale/alloy interface. In pure CO2, as well as in CO2-CO atmospheres, carburization of the alloy accompanies this oxidation. Current efforts to evaluate the parameters controlling this carburization have shown that the process is not simple; i.e., the carbon concentration in the alloy initially increases rapidly, reaches a maximum, and then decreases slowly as the oxidation time is extended. This is the same pattern reported by McCoy for the more complex oxidation-carburization of stainless steels and an Fe-Cr alloy in CO2 at lower temperatures.4 These changes in the carburization process occur while the overall oxidation rate and the lattice parameters of the scale layers remain constant. If this invariance of the lattice parameter is assumed to indicate a constant scale composition and thus a constant oxygen potential, the carburization results are not easily explained. Electron microprobe traces across the thickness of these outer scales, however, have revealed distinct chromium gradients penetrating 10 to 50 µ from the inner surface where the chromium concentrations were estimated at a few tenths percent. The variation of the chromium cmcentration on the inner surface of the scale, and the resulting change of the oxygen activity, during the oxidation process is considered to be important in defining the carburization process. Thus, to gain an understanding of the complex oxidation-carburization proc- ess, it was necessary to measure the properties of wustite containing known amounts of chromium (chromium wustite). Although the general features of the Fe-Cr-0 equilibrium diagram between 900° and 1300°C have been fairly well established by Richards and white: Wood-house and White,6 Seybolt,7 and Katsura and Muan,8 there have been no detailed studies of the limits of the chromium wustite phase field or the properties of these alloyed wustites. The recent results of a limited study of chromium wustite by Levin and wagner9 indicate that more than 0.67 wt pct Cr is soluble in wustite above 850°C and that this alloying is accompanied by a substantial lattice contraction. This change in the lattice parameter was not evident in the X-ray diffraction patterns of wustite layers from the oxidation experiments;1,3 the lines were sharp even though a chromium gradient existed in the scale. The present paper describes gravimetric equilibrium experiments which delineate the boundaries of the chromium wustite single-phase field at 1000°C and define the changes in the oxygen activity and the lattice parameter of wustite as functions of chromium and oxygen contents. The lattice parameter data of chromium wustite obtained from these equilibrium and special quenching experiments differ considerably from those reported.9 Those for pure wustite show significant differences from the widely accepted data of Jette and Foote.10 Since the causes of these differences are not easily assignable, and since the literature contains many sets of data on wustite which if not in conflict are at best not in harmony, the experimental procedures are discussed in the present paper. EXPERIMENTAL Oxide Preparation. The specimens used in these studies were porous pellets compacted from high-purity (Fe,Cr)2O3 or Fe2O3 powders. These powders were prepared from electrolytic chromium (99.8 pct purity) and electrolytic iron purified by consumable-electrode, vacuum arc-melting processing (299.9 pct purity).11 The oxides were produced by standard analytical procedures: solution of the metals in acids (HC1, then HNO3 added), coprecipitation of the hydroxides (NHaOH), and filtering and washing these precipitates. Initial dehydration of the coprecipitated hydroxides was done in a porcelain evaporating dish heated by a Meker-type burner, final dehydration by firing in a recrystallized alumina crucible at 1000" to 1050°C for 20 hr in an electrically heated furnace. Spectrographic analysis detected the following impurities: silicon, 0.01 pct or less; aluminum, 0.001 pct to trace; manganese and copper, 0.0001 pct to none.
