One of the advantages of the market¬place, economists believe, is that it automatically generates information which would otherwise be hard to come by. For example, supply and demand signals imply something about private and social sacrifices and benefits. This information is seldom perfect, and can neglect some costs and benefits, but it nevertheless is crucial data. Moreover, marketplaces can also eliminate the need for some information. For example; since market participants are voluntary actors, only those transactions are culminated in which a mutual gain occurs. This eliminates the need for some cost-benefit calculations. A corollary to this standard economic doctrine is that whenever a government or other party supplants a marketplace, it must generate some of the information either lost or newly-needed. (Schultze, 1977) In 1981, following a ten-year moratorium the United States government resumed leasing of publicly-owned coal. When the government designed this program, the goal was to guide the marketplace, rather than merely to respond, as a landlord, to the market's wishes. This goal has been modified somewhat, due both to the changing political climate and to the practical difficulties of implementing so ambitious an undertaking. Nevertheless, during this period of program design and implementation, part of the challenge of creating and using the necessary information fell to the professional modelling fraternity.

10.3-1. Introduction. Equipment replacement or maintenance is of major concern to every company today. It can be the difference between an efficient and profitable operation or an inefficient and struggling one. Mining equipment, as everyone knows, will not last forever. Some equipment becomes obsolete before it wears out while some may be doing its intended job, yet not economically. It is a major problem for management to make the decision as to whether a piece of equipment should be repaired or replaced. There are numerous approaches to this problem; using formulas, charts, and graphs. These would be very good if all conditions were stable. Since conditions and requirements are constantly changing, an accurate observation cannot be derived from a set formula. A formula does, however, serve as a reminder to include most of the items that should be considered when evaluating old and new equipment. In the field of mining there are several questions which enter into the reasoning that are difficult to put into an equation. Some of these are: 1. Will the present equipment produce the required output of the mine, or an increase if necessary? 2. Are reserves adequate to support the purchase of new equipment? 3. Can the old equipment be repaired to efficiently continue the mining operation? 4. What is the stability of future markets for the product? Depreciation rate, or the write-off life, is a factor that can directly effect decisions on replacement. If the initial life expectancy is too long and the price of equipment is not written off when discarded, then the original investment has not been recovered. If the write-off time is too short, then the equipment is written off before replacement is even considered. In this case, the depreciation accrual is usually used to finance some other phase of the operation. In view of the increasing prices, the amount of depreciation fund is generally too small for much incentive to replace an older unit

During 1995 a catastrophic accident took place at the No 2 Vaal Reefs shaft in South Africa, when a locomotive fell onto a cage, causing the death of 104 people. The subsequent Commission of Enquiry found that the safety detaching hook had opened when hit by parts of the falling locomotive, detaching the cage from the rope and allowing the cage to drop 400 m down the shaft. It was believed that had the hook not detached, the rope would have been sufficiently elastic not to have failed, implying that many fatalities may have been avoided. In addition, the risk of accidental opening of hooks due to impact with smaller falling objects in shafts became a concern. This paper deals with a comprehensive statistical investigation that was performed to quantify this risk, establish acceptable levels of such risks and to derive criteria for the resistance of detachment hooks against accidental opening caused by impacts. The investigation involved a survey, dynamic finite element analyses and Monte Carlo simulations.

Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

"Abstract-The Orion gold mine, located 7 km northeast of the town of Malartic, Quebec, was discovered in mid-1985. Underground exploration was undertaken in 1986Ieading to commercial production in 1988. The upper part of the orebody was exploited above the 125 m level and a total of 131 090 t at an average grade of 5.31 g/t gold were extracted.This paper describes the authors' current knowledge and interpretation of the geology, gold distribution, and structure of the Orion No. 8 ore zone deposit. The deposit is an epigenetic lode gold occurrence somewhat unique in that both quartz-vein type and pyritic type of gold ore occur side-by-side. It is located within the Marban-Norlartic Deformation Corridor (MNDC) formed during a first deformation stage (D1). The MNDC is a well-defined regional structural feature in the Val d'Or- Malartic mining camp. Primary gold mineralization is associated with the D1 event and is represented by pyritized , silicified and brecciated basaltic lavas enclosed by ultramafic flow units. The ore zone is concordant with the MNDC. Felsic intrusions are spatially related with the ore zone, but their role in the genesis of the ore has yet to be defined.A second deformation event (D2) resulted in local folding, a second schistosity (S2) and reverse faulting. Gold remobilization, the formation of the gold-bearing quartz breccia and the emplacement of the main quartz vein at the No . 8 zone deposit were associated with this event."

The Vesta Preparation Plant of the Jones & Laughlin Steel Corporation is located on the Monongahela River, eight miles south of Brownsville, Pennsylvania. This plant is capable of cleaning 2400 NT/hr of a mixture of Pittsburgh seam high volatile coals from the Vesta and Shannopin mines to produce a metallurgical coal of 6.75% ash and a steam coal containing 14% ash. Heavy media vessels are utilized to upgrade the coarse coal while launders and tables. handle the -1/4" fraction of the raw coal feed. Cleaned -coal goes to boot classifiers where the +48 mesh material settles and is removed by bucket elevators. This 1/4 x 48 mesh material is then sent to centrifugal driers for dewatering. As designed, the minus 48 mesh fraction overflows the boot as a 7 to 8% solids slurry and is recovered by cyclones and a thickener and dewatered by filtration. The-products of the heavy media circuit, the launder-table-boot-drier circuit and the cyclone-thickener-filter circuit are combined to constitute the shipped metallurgical coal. This Vesta-Shannopin mix is combined at J&L's Pittsburgh and Aliquippa Works with purchased low and medium volatile coals for the production of metallurgical coke.

Fire accident is one of the most classic safety concerns in underground mines both in the USA and abroad. It may occur from pool fires due to leakages in hose or pipes, vehicle fires, or fires in tires and conveyor belts in the underground mines. It may also result from the storage of flammable materials such as gasoline, diesel, and explosives in the underground. When fire occurs in an underground mine, it releases heat, smoke, and other toxic gases such as carbon monoxide, and methane to the surrounding thereby making life unbearable to the miners. Furthermore, smoke greatly impact visibility in the underground which makes evacuation even more onerous and challenging. To this end, a thorough investigation of fire behavior and spread of toxic gases in a practical underground mine is imperative to develop a reliable emergency evacuation plan in an event of fire disaster in the underground mine. The objective of this study is to investigate temperature variation and CO spread along mine airways by conducting full-scale fire experiment in the underground mine. The results presented from this study are crucial to developing evacuation plans in underground mines. In addition, the findings from this study could be used to validate existing evacuation models.

A complete mining cycle involves digging, loading, hauling and dumping of the materials. Moving the ore from the pit to the crusher or to the waste dump requires access routes, which are termed haul roads. These roads have to be designed, constructed and maintained. A review of the literature indicates a common consensus among researchers that there should be a balance between haul road economics and safety of the road users. However, there is no universally accepted theory on the design of haul road geometry and, in particular, road dimensions. The current industry practice is based on empirical data and rules of thumb developed by engineers. Therefore, this paper will use the overlooked and less valued branch of mathematics, arithmetic progression, to derive a road width equation. It is beyond the scope of this paper to discuss all road design components. The focus will be on the geometric aspects, which more often have a direct impact on road safety. In this paper, the current design practices and techniques for haul road geometrics design will be explored, using arithmetic progression to formulate road width equations, case examples to apply the equation and then validating the results with conventional techniques that have confirmed the reliability of road width equations, thus eliminating use of tables during design.

A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to July 1, 1928, was published in Bureau of Mines Information Circular 60772. The present list includes practically all equipment tested and, approved by the Bureau, up to and including Jan. 1, 1929. It covers electric air compressors, coal drills, mining machines, loading machines, conveyors, mine pumps, room hoists, mine telephones, rock-dusting machines, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamps, methane indicators and detectors, blasting units, storage barrery locomotives, tandem locomotives, power trucks, concrete mixers, self-contained oxygen breathing apparatus and gas masks. The system under which those devices were tested permits the manufacturer, after his equipment has passed certain tests prescribed by the Bureau of Mines, to mark his equipment with a seal shoring that it has been "approved" by the Bureau. These tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the Bureau in making such tests and pub- lishing lists of permissible equirment is to safeguard the lives of workers and to help lesson the hazards of mining.

Among them are the CuPRO MEX™ Brand of copper extractants that are based on the well- known 2- hydroxy 5-nonylsalicylaldoxime and 2-hydroxy acetophenoneoxime. This paper presents the laboratory and pilot plant trial results for SNF FloMin’s CuPRO MEX™ 3302 reagent, the equivalent to the wellknown ACORGA® M5640 extractant, and the composition of these reagents are described. Some examples of SNF FloMin’s CuPRO-Sim™ Advanced solvent extraction simulator are presented.

"Mining activities under hard roof could easily induce rock burst. Based on the geological conditions of widespread hard roof in China, this paper discusses the type, mechanism of occurrence and prevention of rock burst caused by hard roof from energy evolution point of view. It analyzed the interaction between the solid backfilled body and roof under different backfilling ratios. And by establishing and applying the mechanical model, the deformation of hard roof and energy evolution of the panel under different backfilling ratios were determined, revealing the control effect of solid backfilling on disaster-causing energy. As a result, an innovative method using the solid backfilling method was proposed as a solution to the hard-roof-induced rock burst hazards. Moreover, mine trial was conducted in Panel 6304-1 of Jisan Mine. The result shows that the stress concentration factor of the front abutment stress was only 1.44; the coal dusts in drill holes didn’t exceed the limits and microseism of large energy didn’t occur during mining mining, indicating that solid backfilling mining could be applied as an effective method for preventing rock burst caused by hard roof.INTRODUCTIONSHard roof refers to the thick strata above the coal seam or thin immediate roof. It is strong with poor joint development. After mining, instead of immediate caving, it will overhang for a large area in the gob, resulting in high stress in front of the face and difficulty in gas dispersion. As a result, the face spalls, the roof exposes and the gas accumulates in the gob. With the continuing advance of the face and increase in area of overhang, the stress in the hard roof will eventually exceed its ultimate strength and cause a large area of caving, followed by quick release of energy concentrated in the roof and coal seam, which may cause rock bursts and other dynamic disasters in the mine as well as serious equipment damage and casualties. Therefore, the hard roof becomes one of the main factors causing rock bursts at the face.Hard roofs in China varies in conditions. It ranges from dozens of meters to hundreds of meters in thickness. However, coal reserve under hard roofs accounts for about 1/3 of the total reserve; moreover, nearly 40% of the fully-mechanized coal mining panels are those with hard roofs and more than 50% of the mining areas are associated with problems of hard roofs. Aiming at this problem, researchers at home and abroad have proposed many solutions, e.g. coal pillar support, strength weakening and forced caving, to prevent rock bursts caused by hard roof. These solutions have been employed in some cases with good results. However, due to the variability in geological conditions of mining and hard roofs, the application of the above solutions is limited."

Automatic digital phase imaging should yield unbiased and representative characterizations of gold ores. However, this is not a simple tusk due to low gold grade, fine grain size, possible complex mineralogy, nugget effect, etc. Using the same sections of a gold-rich ore, a critical test was performed using an optical microscope (OM) and an electron microscope (EM). In general, the two methods are consistent and useful for ore processing. There are some minor differences, such as the detection of very fine gold grains is enhanced by EM. GOLD mining in Nova Scotia, as in any other gold district, has its own peculiar problems. Being in close proximity to excellent roads and to railways, and being blessed with good labour, the majority of gold mines in the Province find their paramount trouble is geological, namely, ore finding. After six years of continuous mining at Goldenville, the staff of Guysborough Mines, Limited, has collected many facts, has come to some definite conclusions, and has made a lot of guesses, some good and some bad. It is the purpose of this paper to set down such information as we have been able to gain in the hope that it may prove useful to other operators, present and future, faced with similar problems. What may be true of one Nova Scotian mine will not necessarily be true of another, so that the observations that follow should be considered as primarily applicable to Goldenville. Stated facts, conclusions, and theories are the result of the combined thought and effort of Head Office officials, of members of the Provincial and Federal Departments of Mines, and of members of the mine staff, past and present. In the opinion of these authors, technology alone can never give an organization an edge over competitors or provide an industry step change. However, history has shown that technology applied with correct logistics and strategy makes a significant difference. Never has the minerals industry faced such daunting challenges and been in such need of a step change. Application of autonomous systems has been steadily increasing in the minerals industry. Automation technology has changed the mining value chain from exploration to mineral processing and refining. The future state will only see additional in-roads of automation into more processes and the whole system design. To better understand the near-future potential of automation, it is useful to explore and review the current state of automation in minerals development. A review of the state of automation research is given. The review will consider three critical areas: automation technology, system’s engineering and management processes around automation, and the role of human factors engineering in automated and semi-automated systems. The review ends with a discussion on the social and political risks of automation in terms of shared value and sustainable development.

Concealed thermal events in longwall gobs present safety hazards for underground coal miners and can significantly interrupt mining production. The probable causes for such thermal events range from coal oxidation at slightly above ambient temperature to smoldering fires due to spontaneous combustion of the broken coal left in the gobs. Locating such “hot spots” is the key step for planning and implementing mitigation measures to bring such thermal events under control. If a mine section, or even an entire mine, has to be sealed, understanding the status of the sealed mine atmosphere is important for the decisions guiding subsequent actions. The gas composition data obtained through the tube bundle mine atmospheric monitoring system is firsthand information of great value. Fire ratios proposed by various researchers and derived from gas composition data are useful in determining the fire status and even approximating the source locations (Timko and Derick, 2006). However, the applicability of each of these ratios under particular conditions should be carefully evaluated. The use of properly combined fire ratios can enhance the certainty of analysis. The explosibility of a sealed mine atmosphere deserves primary concern for safety reasons during seal construction, idle time and reopening of the sealed area.Mine atmospheric monitoring data from a longwall mine with flame fire have been analyzed. Efforts have been made to identify the possible causes, locations and statuses of these events using the obtained gas data, as well as other ventilation, geological and mining parameters. The effect of injected inert gas to control the events has also been quantified. The explosibility of the sealed atmosphere has been determined using two methods.

Air is fundamental to flotation; not only is it required to collect the valuable particles, but it also controls the froth stability and consequently the separation performance for a given feed. Froth stability can be described and quantified in numerous ways, which are subtly different. Air recovery is one such measure of froth stability which accounts for both the stability of the bubbles and the mobility of the froth. The benefit of using air recovery as a measure of froth stability is that it exhibits a peak as air flow rate is increased, and this corresponds to the air rate at which the optimal separation performance is obtained. As such, it provides a single target value for optimising air flowrate for a given set of feed conditions. Use of air recovery, however, has one potential drawback: accurate measurement of the inlet air flow rate to a flotation cell is required. This can be problematic for operations, particularly where calibration of air flow rate is carried out infrequently or where there is no air flow rate measurement, such as for many self-aerated flotation cells. To this end, we present an alternative method for determining the peak in air recovery (PAR) air rate.We introduce a simplified method for determining the PAR air rate using trends in froth velocity and overflowing froth height, both of which are readily measured using existing froth image analysis systems. We will show, using industrial data, the application of this simple technique to find the optimal air flowrate for flotation cells. This report presents a Bureau of Mines study comparing the construction costs, leakage measurements, and predicted performance of different types of large stoppings built and tested in a room-and-pillar oil-shale mine. The six full-sized structures (30 ft high by 55 ft wide) included both permanent and temporary stoppings and were fabricated using materials ranging from structural steel to coated brattice cloth. Leakage across each stopping was measured at differential pressures ranging up to 1.0 in w.g., using both the brattice window method and sulfur hexa-fluoride (SF6) tracer gas. Blast air pressures resulting from a full-scale face blast of approximately 1,800 lb of ammonium nitrate-fuel oil (ANFO) explosives were measured across two of the stoppings and the pre-and post-leakage rates were compared for all the stoppings. Overall performance of the stoppings for production applications was evaluated using an operational model of a two-panel oil-shale mine. Different combinations of temporary and permanent stoppings were evaluated based upon ventilation performance and construction and operating costs.

Three basic questions must be answered by an engineer performing an economic analysis of a mineral property: (1) How much can the company afford to pay for the property; (2) At what rate should the property be mined; (3) What will be the return on the investment. These questions often defy reasonable analysis, because at the point in time at which they must be answered little may be known about the grade of ore and the reserve tonnage. The purpose of this report is twofold. First, to derive a method of determining purchase price, rate of production and return on investment which is valid under varying conditions of ore grade and tonnage reserve; and, second, to apply this method to the Margay deposit in an attempt to evaluate it as a business enterprise. This is an actual economic analysis of an existing nickel-copper deposit fictitiously named the Margay. It was carried out for a mining corporation and proved to be the determining factor in the subsequent purchase and development of the property. All data referring to costs, quality and quantity of ore, etc., are accurate and truly represented. Prices used are obsolete but the method is not dependent on those variables. Basic assumptions for the analysis are given in Table I, page 71.

Life Cycle Assessment (LCA) is a holistic environmental assessment tool that allows the compilation and evaluation of the inputs, outputs, and potential environmental impacts of a product or service throughout its life cycle, from cradle to grave (i.e., from resource extraction and transformation to final disposal, including production and use stages). The relevance of LCA for the mining industry is twofold. First, the mining industry has a role in providing the LCA community the data that allows subsequent evaluations of the life cycle environmental impacts of primary materials such as metals, as well as the environmental comparison of the downstream products of the mining industry with other competing materials for specific uses. Second, the mining industry can use LCA in order to evaluate the environmental impacts of its activities, identify their environmental hotspots and compare the impacts of available technical options. For example, the environmental impacts of different extractive and processing technology can be compared through the use of LCA. This latter use of LCA by the mining industry is less common. This paper discusses the use of LCA to compare sulphidic tailings management options. The paper also presents some of the LCA research challenges that still have to be addressed to increase the relevance of LCA results for the specific context of mining activities.
