INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

The EKATI"" Diamond Mine commenced operation in October 1998. It is operated by BHP Diamonds Inc., which is a part of the Non-Ferrous and Industrial Materials Division of BHP Minerals, a business unit of BHP Company Ltd. of Melbourne, Australia. The EKATI"" Diamond Mine is a joint venture of BHP Diamonds Inc. (51%), Dia Met Minerals Ltd. (29%), Charles E. Fipke (10%) and Dr. Stewart L. Blusson (10%). In December 1993, an office was opened in Yellowknife, Northwest Territories specifically for the then Northwest Territories Diamonds Project (EKATI"" Diamond Mine) development. EKATI"" Diamond Mine is located 300 kilometres northeast of Yellowknife and 200 kilometres south of the Arctic Circle in the Northwest Territories of Canada (Figure 1 ). The site is located in a remote tundra area of continuous permafrost, north of the tree line, which is part of the Canadian Shield. Wekweti (Snare Lake), a Dogrib community approximately 180 kilometres southwest of the project, is the closest neighbour. The mining area and facilities lie within the 10 960 hectares land leases held by the joint venture. The total claim block (core zone and buffer zone joint ventures) covers 344 000 hectares. To date, more than one hundred kimberlite pipes have been identified within the claims. Five of these provide the basis for the present mine plan. Total capital investment in the project is over C$700 million. At full production employment will be about 600, including employees and long-term contractors, with over 33% being Aboriginal from the Northwest Territories.

The Blocked Iron Corporation has been active for many years in the development of mineral agglomeration processes by cold chemical induration. Millions of tons of iron ore fines agglomerated by their methods have been consumed in open hearth steel making furnaces. Some of you may remember these open hearth agglomerates as the carbonate-bonded cylindrical block shown in figure 1. With the realization that iron making would create the greatest demand for agglomerates our research efforts were directed to the production of carbonate- bonded (C-B) pellets containing iron ore, flux and carbon, shown in figure 2.

"The Blue Star subdistrict in the Carlin Trend, Nevada, includes multiple mines with 33.9 t Au in reserve and past production totaling 89 .1 t Au. The deposits are characterized by zoned alteration mineralogy and gold grades. From orebody centers outward the zones include: 1) a silicified core with erratic gold grade; 2) adjacent mill-grade (> 1.37 Au git) intense quartz-sericite-pyrite alteration; 3) enveloping leach-grade (0.21 Au g/t to 1.37 Au git) weaker sericite-kaolinite-quartzpyrite alteration; 4) surrounding decarbonatized and intensely argillized waste and leach grade ore; 5) pervasively decarbonatized waste rock; and 6) peripheral waste with weak decarbonatization and local propylitic alteration. Zoned alteration extends as much as 1500 m beyond orebodies.Understanding Blue Star subdistrict zoned alteration assemblages and gold grades has increased geologists' ability to provide practical and economically significant information to geotechnical engineers, mine planners and drill and blast personnel. Alteration influences geotechnical pitslope design because each assemblage has distinct rock strength. Geotechnical engineers use three-dimensional models of incompetent alteration types as a foundation for pit-slope design. In the drill and blast cycle, hard and soft alteration types require modified practices (powder column, blast hole spacing, delay design etc.) for optimum blast energy distribution. Further, geotechnically instable alteration types require careful blast procedures to prevent backbreak whic~ damages ultimate walls. In addition to mine planning and mining applications, zoned alteration assemblages extending beyond orebodies provide a useful exploration guide. Metallurgical character also varies with alteration type. Intensely quartz-sericite-pyrite altered or silicified ore has relatively high partical-size dependency and poor leach recoveries. Moderately sericite-kaolinite-quartz-pyrite altered rock, in contrast, shows little size dependency and good leach recoveries.The author sincerely thanks L. Schutz, P. Williams, C. Clode, W. In recent considerations of the utilization and beneficiation of coal, the chemise and the chemical engineer have been occupying the centre of the stage with their presentation of the picture of new fuel forms. The stage hands and supernumeraries of the cast, the miners and the consumers who carry the brunt of the present-day burdens, are apt to be forgotten in the glorious settings and the climaxes. With no thought of disparaging or of minimizing the efforts of our fellow scientists, let us remember that economic considerations as well as technical difficulties will limit these chemical applications, which must develop and move slowly before reaching the stage of industrial application at some later day. In the meantime, the coal-mining industry must live on hard faces rather than rosy dreams. In these brief notes it is my purpose to call attention to some of the physical advances in the utilization and beneficiation of coal which have been of interest to the industry in the State of Washington.

Systematic sampling, in reconnaissance fashion, of the continental shelves of the United States to define favorable areas of offshore mineral deposits, is one of the long-range marine mineral; programs of the U.S. Department of the Interior. In mid-1966 the Department of the Interior launched its Heavy Metals Program to stimulate domestic output of gold which is in serious short supply. The program is jointly conducted by the Geological Survey and the Bureau of Mines.

Pyrometallurgy is an important sector of modern industrial society actively participating in solving current environmental, economic, materials scarcity and other challenges. Recent advances in analytical methods, experimental techniques, thermodynamic, phase equilibria and process modelling tools provide new opportunities to increase the productivity of pyrometallurgical reactors, the treatment of complex feeds and metal recoveries. Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimisation strategies. The implementation of these improvements require ongoing collaboration between researchers, industry and government.

Abstract -The Halfmile Lake stratiform volcanogenic massive-sulfide deposit consists of pyrrhotite­ rich breccia-matrix sulfides and pyrite-pyrrhotite-rich layered sulfides that form a laterally continuous sheet stratigraphically underlain by an extensive pyrrhotite-chalcopyrite-quartz stringer zone. Mineralization is hosted by a sequence of felsic pyroclastics and volcanic-derived, fine-grained metasediments. The proportion of volcanic to sedimentary rocks indicates increasing vent proximity from southwest to northeast across the deposit area. Fine- to medium-grained felsic pyroclastics and roughly equal amounts of fine-grained metasediments comprise the stratigraphic footwall to the mineralization. Quartz-feldspar porphyritic bodies cut this sequence and may have provided the heat source for exhalite activity. Felsic tuffs, locally crystal-rich, and lesser amounts of metasedimentary rocks make up the immediate stratigraphie hanging wall. This sequence is stratigraphically overlain and locally interfmgered with matie volcanics that contain substantial proportions of felsic fragments. Deposition of sulfides post-dated the beginning of felsic volcanism, which places the deposit in the middle of the Lower Tetagouche Group. Compositions of the volcanic rocks range from basait to rhyolite and exhibit sub-alkaline affinities. Strongly overprinted whole-rock, trace-element, and REE geochemical signatures resulting from mineralizing hydrothermal activity confirm the genetic relationship be­tween the stringer zone and the mineralized sheet. Large-scale D1 folding has overturned the entire sequence. D1 thrust faults and related sheath-like folds have profoundly affected sulfide distribution. D2 is manifested by a penetrative S2 foliation, and D3 is represented by large-scale open folds.

Se a rota de processamento do projeto inclui moagem no HPGR, são necessários testes em escala de laboratório para o escalonamento. A caracterização da moagem pode ser realizada em um HPGR com rolos de pequeno diâmetro, como o LABWAL. Alguns laboratórios comerciais recomendam utilizar amostras de 20-30 kg para estes testes, resultando em um custo elevado. A pergunta que está sendo avaliada aqui é o quanto de amostra é realmente necessário para realizar esses ensaios? Certamente, quanto maior a quantidade de material disponível mais confiáveis serão os resultados dos testes. No entanto, quando o tamanho da amostra é reduzido, qual será o impacto sobre os dados que são produzidos? Neste trabalho, seis amostras de flogopitito pesando 20 kg foram testadas no HPGR LABWAL, usando seis pressões hidráulicas iniciais, de 10 a 60 BAR. Todos os parâmetros dos ensaios foram determinados. O trabalho foi então repetido utilizando amostras de 5 e 10 kg. Os resultados mostram que, sob as condições que foram escolhidas, as amostras pesando 5 kg são suficientes para a caracterização no HPGR LABWAL.

O aço 27MnCrB5-2 tem sido muito utilizado para aplicação em facas, além de peças de boa resistência mecânica e resistência ao desgaste, alguns exemplos são verificados no ramo agrícola como faca para corte basal de colheitadeiras de cana, lâminas de roçadeira e helicoide para transporte de grãos. A indústria de beneficiamento de papel/papelão é outro segmento onde esse aço está presente, sendo usado para facas de corte e vinco. Com o objetivo de melhorar a conformabilidade da liga 27MnCrB5-2 no estado temperado, de forma a atender o nível de conformação solicitado, principalmente na fabricação de facas de corte e vinco, foram processados quatro lotes com diferentes conceitos de tratamento térmico de têmpera (martêmpera e austêmpera) para posterior avaliação das estruturas e propriedades mecânicas, a fim de correlacioná-las com a conformabilidade da dobra em cada situação. Com os resultados encontrados e testes práticos realizados durante fabricação da faca de corte e vinco, foi possível constatar melhora significativa na microestrutura/propriedade mecânica/processamento da peça considerando sua conformabilidade com um dos parâmetros de austêmpera utilizados.

The minerals industry is under political and economic pressure to reduce its processing wastes and minimize their impact on the environment: Recycling is one of the means by which the minerals Industry can reduce the quantities of effluents and residues that are discharged to the environment. The wise use of available resources is not only an environmental necessity but also an economic benefit as natural mineral resources are depleted and/or become more complex. The purpose of this paper is to review the technical and regulatory issues that will help shape the future of minerals recycling over the next ten years. Research and development to address technical issues will be discussed with emphasis on the Bureau of Mines recycling research program.

The Global Industry Standard on Tailings Management (GISTM) requires mining companies to make four key appointments as part of their tailings management structure. These four positions are an Accountable Executive with policymaking responsibilities, a Responsible Tailings Facility Engineer with operational responsibility, an Engineer of Record to ensure facilities are designed, operated, and closed safely, and an Independent Tailings Review Board to assess safety drivers regularly. Little guidance on the traits of these individuals is available in a South African context. Consequently, the tailings community of practice was surveyed to develop a table of ideal competencies and establish the flexibility in meeting these traits.

THE farmer pays the phosphate miner! Phosphorus is used in fireworks; goes to battle in military smoke screens, incendiary shells, and tracer bullets; and, in vermin destroying pastes, does its part in the war against insects. A lemon phosphate can be had for a nickel at most soda fountains, and tens of thousands of tons of phosphate rock are mined annually for use in the food industries, chiefly for making monocaleium phosphate baking powder. Sodium phosphate cleaning, washing, and scouring compounds consume substantial quantities: the iron and steel industries buy a few thousand tons yearly to make ferrophosphorus and to balance foundry-iron furnace charges; and even nonferrous metallurgists use a little for phosphor bronze and other alloys. Phosphoric acid, its salts, and diverse other derivatives of this versatile element have countless applications, and industrial outlets are increasing rapidly, especially in the United States. Nevertheless, in this country nearly 90 per cent and in the whole world fully 95 per cent of the phosphate rock consumed is absorbed ultimately in agriculture.

As populations grow and industry expands, the limited fresh water resources available are increasingly under stress. This situation creates conflict between communities and industry; and the sustainability of both is threatened. The symbiotic relationship between community and industry highlights the need to develop innovative solutions to these water shortages. The sea may hold the key to providing the resource to permit the development of industry, the sustainability of communities, and the protection of the dwindling legacy water resources around the world. Desalination technologies have developed to where it is now economically viable to create industrial and potable water quality from seawater. Nowhere is this development more important than in the arid region of Northern Chile, where high copper prices have encouraged a boom in mine development.

In a future world of 8.5 billion people in 2035, the Energy Information Administration's (EIA) projected 50% increase in energy consumption will require true "all of the above" energy resource use from oil, gas, renewables, nuclear, and coal. In particular, coal will continue to be the world's energy cornerstone, providing more incremental energy over that same time period than any other single fuel. Coal has long been a centerpiece of a low-cost, high-reliability electricity grid. Today there are 1.3 billion people across the globe without access to electricity and 2.7 billion people who do not have clean cooking facilities. The problem is spread across the developing world, but it is particularly severe in sub-Saharan Africa and developing Asia, which together account for 95% of people in energy poverty. Without a commitment to achieve universal energy access it has been estimated that by 2030, there will be an additional 1.5 million premature deaths per year caused by household pollution from burning wood and dung and through a lack of access to clean water, basic sanitation and healthcare. Modern energy sources are essential to meeting these challenges.

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron and carbon steel), three types of liquids (diesel fuel, hydraulic fluid and engine oil) and four air ventilation speeds (0, 0.5, 1.5 and 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperatures. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. Tantalum (Ta) and niobium (Nb) are extracted from many different ore types. The major economic orebody mined for tantalum and niobium consists of tantalite ((FeMn)Ta2O5) and columbite ((FeMnNb2O5)) in a solid-solution mineral commonly referred to as “coltan.” The largest supplying region, The Democratic Republic of the Congo (DRC), is unfortunately also the most ethically compromised source for this critical mineral. Officially, the U.S. government has deemed coltan ore from the DRC a “conflict mineral” [1]. The lack of pragmatic and effective local mining regulation in Central Africa, when coupled with high levels of violence and corruption, has spawned a widespread, illegal, unethical and, most importantly, unsafe economy. This illicit economy is centered around first, illegally mining these valuable conflict minerals and second, smuggling these minerals into the global supply chain. Handheld spectroscopy devices could provide further transparency to these opaque supply chains, giving miners, traders and refiners the ability to authenticate the provenance of the minerals they encounter, and allowing companies to prove compliance with the regulatory agencies attempting to curtail illicit mining.
