Joseph William Richards, was born in Oldbury, Worcestershire, England, on July 28, 1864, of English-Scotch parents, Joseph and Bridget (Harvey) Richards. In 1871, he came to this country with his parents. He attended the public schools of Philadelphia, Pa., where his father was a manufacturing metallurgist, and in 1882, graduated from the Central High School with the degree of A. B. The same year he entered Lehigh University, from which he received the degree of A. C. (Analytical Chemist) in 1886; M. S. in 1891, and Ph. D. in 1893. His connection with the university was continuous from 1887 until his death, and he therefore adds another to the list of names of men Prominent in the A. I. 11. E. who have helped to develop Lehigh University to the important position which it now occupies in mining and metallurgical education in respect of world-wide fame. It is fitting to recall in this connection that, Eckley B. Coxe, a fonnder of the A. I. M. E., four times its vice-president,, and president in 1878-79, was literally a pillar of the university for several years prior to his death; Thomas M. Drown, founder, vice-presi(lent, secretary for 11 years, honorary member, and president in 1897, was president of Lehigh University from 1895 to 1904; and Henry S. Drinker, founder, manager, vice-president, and honorary member, was president of the university from 1905 to 1920. Doctor Richards was no less active in both institutions. With the exception of the years 1886 to 1887, when he was superintendent of the Delaware Metal Refinery of Philadelphia, his professional life was devoted to the upbuilding of the metallurgical department of the university, in part through his continuous services as a member of the teaching staff, and in part through the international renown won for the department by his achievevements as author, investigator, expert and rerognizcd authority in metallurgy, especially the metallurgy of aluminum, metallurgical-chemical calculations, and electrometallurgy. He was assistant instructor in metallurgy and blowpiping in 1887; instructor, 1888-90; instructor in metallurgy, mineralogy and blowpiping, 1890-97; assistant professor, 1897--1903; professor of metallurgy, 1903-1921. He died at his home in Bethlehem, Pa., on Oct. 12, 1921, of heart failure. To the A. I. M. E., for a continuous period of a dozen years, his services were equally loyal and effective. It seems to me that uniformity of mining law in North America must of necessity start with uniformity in each country. I understand that the Provinces of Canada have the right to make their own individual laws and conditions, to prescribe the terms under which the prospector or the applicant for mineral titles may secure the same. That is not true of the states in the United States. In this country, the Federal Mining Law was made applicable to the public domain, which, at the time of the adoption of this Act in 1872, was chiefly west of the Missouri River; it is impossible to locate a mining claim in most of our eastern states. It is true, however, that there are certain holdover rights, mostly obsolete, arising from the fact that at the time of the formation of the Confederation of States, the land that belonged to each state became the property of the Federal Government. I am not quite correc-t in that, it was sometime after the adoption of our Constitution, I think it was 1778, but those rights were largely, by agreement, surrendered to the Federal Government; but it is a fact that the great acquisitions of territory in the West, with the single exception of Texas, were of domain that came into the possession of the Federal Government and our Federal Mining Law applies to that territory. No state has the right to (by legislative enactment) enlarge upon the rights given by the Federal Mining Law, governing the acquisition of mining claims in its territory, within its boundaries. Each state, however, may, and some of them do, limit somewhat the rights given to the prospector. For instance, the Federal Mining Law provides that a claim may be taken, staked upon the public domain, of 600 ft. in width and 1500 ft. in length. Some of the states, like South Dakota and Colorado, have at times said "that is an excessive amount of land for a single mining claim; we will therefore limit it to 300 ft. or 200 ft. in width." There is, therefore, not any direct and immediate need for uniformity of mining laws in the United States, such as there might possibly be if it were considered at all desirable upon the whole in Canada. "In the article there is set forth a development experience of JSC LEBEDINSKY GOK Beneficiation Plant concerning the plan of increase in the production volumes of the iron ore concentrate with Fe content more than 69.5%. There are considered the issues regarding implementation of the updated process scheme of the concentrate beneficiation using fine screening operation, its industrial tests have shown an exploitability of this development direction. There are described the issues relating to the ceramic filters for dehydration of the additionally-beneficiated concentrate, there are given the production and process figures achieved during the exploitation. The methods of the research. In the paper there have been used the following scientific research methods: the methods of system analysis, mathematical statistics, classification, comparison, modelling, observance, experiment. INTRODUCTION JSC LEBEDINSKY GOK is the largest leading enterprise for iron ore beneficiation and the unique RF producer of the merchant hot briquetted sponge iron (HBI) highly demanded by the consumers. Raw materials for hot briquetted iron production are fluxed pellets produced from iron ore concentrate with Fe content more than 69.5% (additionally-beneficiated concentrate). Strategic program of the plant’s development foresees expansion of production of the highly demanded products that imposes a necessity of expending capacity of the enterprise and implementation in production of modern processes and equipment having low resource intensity and ensuring in addition a high efficiency. Construction of the third stage of the HBI Plant became one of directions for the strategic development of JSC LEBEDINSKY GOK implemented in 2017 that caused a demand in the production volumes and filtration of the iron ore concentrate with Fe content more than 69.5%. Purpose of the work – to develop and to provide a rationalization for efficiency of the production process and filtration of the iron ore concentrate with Fe content more than 69.5% ensuring increase of production volumes and its prime cost."

AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades: I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. I t is a fact which many of you can certify to, that we are wasting fully me-half of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth . below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

THE plummet lamp, to which I called the attention of the Institute, at the Bethlehem meeting, in August, 1871, with the improvement of the compensating ring, suggested by Mr. Heller, having come into general use for mine surveying in this country, and my attention having been called to the fact that it could not be employed in mines in which there was danger of meeting with fire-damp, I have so modified it that it can be used in all cases with safety. Mining engineers, who are in active practice in those districts where fire-damp is met with in the mines (and I am sorry to say it is becoming much more common in the anthracite regions), know how dangerous their work is when they are called upon to survey such mines, particularly when they are obliged to run lines in those parts of a mine which have been unworked, since by opening of doors, brattice, etc., to get the sights, they are liable to disarrange the currents of air, and cause any fire-damp that may have accumulated in the old workings to find its way into the levels, etc., where the party is at work. It is, therefore, very dangerous to leave an open light (such as the original form of plummet lamp) in an old breast or gangway, even when the safety lamp has shown that no fire-damp is present, for the opening of the doors, etc., may drive the fire-damp to the light, and thus endanger the lives of the engineers. The improved form of plummet lamp, now shown to you, can be used either with or without the safety apparatus. Upon the top of the plumb-bob portion of the old lamp a screw is cut, upon which a ring A is screwed. (See Plate II.) On the external cylindrical part of this ring two small conical holes are drilled, 180° apart. The compensating ring, by which the plumb-bob part of the lamp is suspended, passes over the ring A, and is fastened to it by two small screws having conical points, which fit into the conical holes in the ring A. The safety apparatus resembles, to a certain extent, that of the Mueseler lamp. It consists of a ring B and plate C, which are united by four rods. The plate C has a cylindrical hole in the middle, and four apertures distributed radially around it. "The apatite staffelite ores (ASO) of Kovdor deposit are dominated by fine-grained aggregates containing both phosphate minerals and silicates — vermiculite, smectites, zeolites. These minerals exhibit ion-exchange properties. In this connection, the magnitude of cation exchange, along with the content of P2O5 and CO2, is an important property of apatite staffelite ore, which largely determines the performance of concentration processes. In the examined ASO samples, the magnitude of cation exchange measured in terms of Ca2+ is 2546-4790 g/ton. The conducted laboratory studies of apatite staffelite ores with various mineral composition showed that adding calcined soda improves the recovery of P2O5 into the flotation concentrate. Full-scale tests were conducted at the apatite staffelite ore processing plant at Kovdor Mining and Concentration Operation and demonstrated the high performance of the proposed agent treatment. The test results showed that in the flotation of apatite staffelite ores, the optimum calcined soda feed rates range from 3,500 to 5,000 g/ton of the flotation feed. With close flotation feed and concentrate grade parameters, the P2O5 recovery gain is 17%. The effect of adding soda is associated with the desorption of the hardness cations from the minerals, precipitation in the pulp and, accordingly, improvement in the ionic composition of the liquid phase of the flotation feed due to a reduced content of calcium ions. Based on the test results, the proposed agent treatment with an elevated feed rate of calcined soda was implemented at Kovdor Mining and Concentration Operation in the flotation of apatite staffelite ore. The apatite staffelite ores (ASO) of Kovdor deposit are dominated by fine-grained aggregates containing both phosphate minerals and silicates — vermiculite, smectites, zeolites. These minerals exhibit ion-exchange properties. These minerals have certain properties requiring a more detailed examination for a better understanding of the flotation properties of apatite staffelite ores."

"The aim of this work was the study of the effect of the type (Fe3+, Al3+ and Fe3+ and Al3+ mixture) and of the coprecipitant concentration on As5+ removal by ACF. Removal of As5+ using sodium dodecyl sulfate (SDS) as a collector was studied by Adsorbing Colloid Flotation (ACF) at laboratory scale. The morphology of the precipitate retained in the foam was analyzed by Scanning Electron Microscopy (SEM/EDS).In order to investigate the effect of the initial concentration of Fe3+ on As removal, sets of experiments were performed with a concentration of Fe3+ in the proper range of pH (5,0 – 6,0) previously observed in the coprecipitation tests. As removal improves significantly as the concentration of the coprecipitant agent increases from 60 mg.L-1 (77,4%) to 80 mg.L-1 (99,7%). This is probably due to the higher concentration of ferric hydroxide (Fe(OH)3) which provides a larger surface area available for adsorption of As. From the initial coprecipitant concentration of 80 mg.L-1, As removal has shown to be rather high (? 99,7%), with the maximum being (99,9%) by using a Fe3+ concentration of 160 mg.L-1. Therefore, for a maximum As removal, under these test conditions, the optimum concentration of Fe3+ is 160mg.L-1.This paper also shows the effect of the initial concentration of Al3+ on As removal at a suitable range of pH (7,0 – 8,0). A very significant increase on As removal was found to occur as the initial concentration of coprecipitant was increased from 60 mg.L-1 (35,7%) to 80 mg.L-1 (97,7%) and a decrease in As floatability (43,7% - 54,5%) was found to occur from that Al3+ concentration amount. Based upon those results, the optimum Al3+ concentration so as to remove As under these test conditions is 80 mg.L-1."

IN 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 1 5/8 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 1 5/8 inches and 1 3/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 1 5/8 inches diameter, and of iron. It was specified for the steel rods : Elastic limit, - 45,000 lbs. Tensile strength, - 80,000 lbs. Elongation, - 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 2 3/4 at elastic limit, while a similar factor of 2 1/2 had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 1 3/8 inches in diameter, and three 1 5/8 inches in. diameter. The broken rods were tested, and three of them. analyzed at Altoona to ascertain the cause of failure, and what modi¬fications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. In testing the rods micrometer screws,. reading to .0001" with electric bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.

Electrochemical measuretnents of the solid oxide electrolyte galvanic cells CY-Cr2O3 I ZrO2 (CaO) 1 O (in Fe alloy) CY-Cr2O3 I Tho2 (Y2O3)I O en Fe alloy) have been made at 1600°C (2912°F) in order to test the Performance of such cells at liquid steel temperatures. The oxygen pvobe (cell) consists of a disk of ZrO2 (CaO) or Tho2 (Y2O3) electrolyte fused at one end of a silica tube filled with a mixture of Cr-Cr2O3 which is the reference electrode. Upon immersion in liquid steel, the electromotive force readings achieve a steady value within a few seconds, and remain steady for 30 win or more. The perforwzance of the probes has been tested using Fe-O, Fe-Si-O, Fe-Cr-O, Fe-V-O, and Fe-Al-O alloys; the oxygen contents of liquid steel derived from the measured electromotive forces are in satisfactory agreement with those determined by arulysis. Use of the probe in the deoxi-datiorz of steel, in laboratory experiments, is discussed. The results indicate that there is insignificant electronic conductivity in ZrO2(CuO) at oxygen activities down to those corresponding to 10 ppm in steel. At lower oxygen activities, probes tipped with ThOn (Y2O3) disks perform satisfactorily at oxygen activities down to 1 ppm O or less. THE key to the control of deoxidation of steel is a sensing device to measure rapidly the concentration of oxygen in liquid steel in the furnace, ladle or tun-dish at any desired stage of deoxidation. The analysis of the cast steel by the neutron-activation or vacuum-fusion method gives total oxygen as oxide and silicate inclusions. This analysis is important for guidance to steel cleanliness; however, such a postmortem is of little value in the control of deoxidation of liquid steel. At the General Meeting of the American Iron and Steel Institute in New York, 1968, Turkdogan and Fruehan' presented a paper on the preliminary results of the work done in this laboratory on rapid determination of oxygen in steel by an oxygen probe. Details of the work done in this laboratory leading to the development of a galvanic cell for the determination of oxygen in liquid steel, and the results of the tests made are given in this paper. It was through Wagner's contributions, since the early Thirties, to the physical chemistry of semiconductors in general that it ultimately became possible to construct galvanic cells for application at high temperatures. In 1957, Kiukkola and wagner2 successfully demonstrated the use of several solid electrolytes in measuring the free energies of several chemical reactions, in particular, the use of lime-stabilized zir-conia in high-temperature oxidation reactions. Starting 7 years later, a number of papers appeared in the technical literature3-' demonstrating possible applicability of galvanic cells for the determination of oxygen in liquid steel. In the earliest work, Japanese investigators3j4 experimented with various types of reference electrodes, e.g., graphite-saturated liquid iron at 1 atm CO or Ni-NiO mixtures; the results obtained, though promising, were not of sufficient accuracy. Except for the work of Baker and West,6 all other investigators5,7,8 showed that ZrO2(CaO) electrolyte could be used for this purpose. The main part of the galvanic cell used by Fischer and ~ckermann' and by schwerdtfeger7 (the latter work was done in this laboratory), consisted of a ZrO2(CaO) tube, -1 cm ID, closed at one end, with a platinum contact wire fixed mechanically inside the closed end. The tube was flushed with a gas of known oxygen partial pressure, e.g., air, CO-CO2 or H2-CO2 mixtures; gas along with the platinum lead wire served as the reference electrode. The oxygen contents derived from measured electromotive forces agreed reasonably well with the oxygen contents determined by vacuum-fusion analysis. It is evident from recent investigations that the electromotive force technique using a solid oxide electrolyte is fundamentally well suited for the determination of oxygen in liquid steel. However, it is equally clear that the cell arrangement of the type as commonly used is in need of considerable improvement, as it exhibits several shortcomings for industrial and even laboratory use. 1) Because of its size, the zirconia tube, though stabilized, has a poor resistance to thermal shock. 2) Fine pores and microcracks, which are invariably present in zirconia tubes, are detrimental to the satisfactory operation of the cell, particularly when gas reference electrodes are used. 3) Air or carbon dioxide reference electrodes give rise to high electromotive force readings; as a result, the determination of oxygen in steel becomes less accurate. For higher accuracy, the oxygen partial pressure of the reference electrode should be in the range similar to that of oxygen in steel. 4) Even in laboratory experiments, difficulties are experienced when flushing the tube with gases and maintaining the proper gas flow rate. Fischer and Ackermann,' who used air as the reference electrode, reported that when the flow rate was too low, furnace gases would leak into the electrolyte tube, therefore lowering the oxygen potential and measured electromotive force. The required flow rate in order to avoid leakage depended on the tightness of the electrolyte tube which varied with different tubes, thus making it difficult to predict in advance the required flow rate. "Zeolites are naturally occurring as hydrated aluminosilicate minerals. They belong to the class of minerals known as “tectosilicates” and are related to the common minerals feldspar and quartz. Seven natural zeolites that occur in large, commercially exploitable deposits, are: clinoptilolite, chabazite, mordenite, phillipsite, erionite, analcite, and ferrierite. Among them, clinoptilolite is the most abundant one and is not the best known, but is one of the more useful natural zeolite. Clinoptilolite [(Na3K3) (Al6Si30O72) 24 H2O] is very closely related to heulandite and is currently being considered for disuse it self as it may just be a variety of heulandite. It differs from heulandite significantly only in its enrichment in potassium and slightly more silica and it is argued that a separate mineral is not needed.There are large zeolite deposits in western part of Turkey. The sample used in this study was taken from the Gördes region of these deposits. Screen, chemical, XRD and mineralogical analyses were used to determine properties of the natural zeolite sample used in this work.According to the size distribution of the sample, it is found that the zeolite sample used in this study is below 1 mm in size and almost 80% of it is below 0.5 mm. X-Ray Diffraction (XRD) and mineralogical analyses show that the natural zeolite is found to be in the forms of clinoptilolite and heulandite. Clinoptilolite forms as a devitrification product of volcanic glass in tuffs. Quartz, clay minerals, orthoclase, plagioclase, biotite, seruzite-muskovite and epidote were observed as impurities. XRD analysis also shows that the sample contains approximately 58-60% clinoptilolite, 5% quartz, 5% feldspar, 10% smectite, 5- 10% illite and mica and remaining volcanic tuffs. Several types of mineral processing methods were performed in order to remove impurities from the natural zeolite sample to produce high purity zeolite. Gravity separation methods such as shaking table and superpanner were carried out for separating heavy minerals, while high intensity dry magnetic separation was used for discarding magnetic minerals."

"The tailings of the Bigadiç Colemanite Concentrator at the West of Turkey which contain 18 % B2O3 and 1.57 % SO3 are collected at the tailing dams near the Concentrator. In this research, it was aimed to obtain colemanite concentrates with a minimum content of 40 % B2O3 and a maximum 0.5 % SO3 from the tailings. At the experimental studies, decrepitation methods were systematically applied following attrition scrubbing and sizing. At the end of the tests, the best decrepitation result were described, at 500oC temperature for 15 min. duration, the final concentrate having 57.84 % B2O3, 0.44 % SO3 with 73 % recovery was obtained.Boron ores reserves of Turkey are about 2.5 billion tons and Turkey has the 63% share of the World’s boron reserves. The boron reserves are located at Eskisehir (Kirka), Kutahya (Emet), Balikesir (Bigadic) and Bursa (Kestelek) districts in Western Turkey. In 2002, the total amount of boron production of Turkey was about 1.4 million tons, which is 40 % of the World boron production.Bigadiç colemanite (Ca2B6O11. 5 H2O) ore with a content of 30-31 %B2O3 are concentrated by attrition tumbling and classification process. So the final concentrates with contents of 40 and 42 % B2O3 are obtained at the size fractions of –125+25mm and –25+ 3 mm respectively. The tailings materials with an 18 % B2O3 content are collected at the tailing dams near the Concentrator. In this research, it was aimed to obtain colemanite concentrates with a minimum content of 40 % B2O3 and a maximum 0.5 % SO3 from Bigadic tailings having 18 % B2O3 and 1.57 % SO3.In experimental tests, attrition scrubbing, wet sieving, gravity separation, electrostatic separation, flotation and decrepitation were adopted to the colemanite tailings, and optimum beneficiation conditions were obtained."

The accompanying tables' show that in 1936 production of crude oil in Poland decreased very slightly (Tables 1 and 5), by about 1 per cent, and that gas production increased by about 11 per cent. As in preceding years, drilling (Tables 1, 2 and 3) was devoted principally to extension of oil fields in the Jaslo district (fields 1, 5 and 7) and, in a lesser degree, of those in the Stanislaw6w district (field 27). Production of crude oil is being sustained in a large measure by the deepening of old wells; besides a total number of 183 new wells completed (Table 3) about 152 wells were deepened, and in a general way the results of deepening were better than those of new wells drilled. Reserves of "proved land" have not increased as far as crude oil is concerned, but a notable extension of gas fieldsZ was attained in Daszawa (field 25) and in the Roztoki area (field 5). In the sub-carpathian zone gas fields have been proved in the vicinity of Kalusz, Kos6wJ and in the northwestern sector of that zone, between Tarnow and Lezajsk. The gas horizons of Daszawa occur in the Upper Tortonian, those of Kos6w in the Lower Tortonian (Middle Miocene). Exploratory drilling has been performed near Kalusz, and has been commenced near Kos6w and in the Tarn6w area. The Kos6w gas approaches the "wet" type. A possible gas reserve with a volume of 4,000,000,000 cu. m. (141,000,-000,000 cu. ft.) has been calculated, for an area of about 5 sq. km. of the Daszawa field, on the basis of production obtained and of decreases in pressure and their distribution. The fields of Roztoki and Strachocina (No. 12) have not yet supplied sufficient data for a calculation of reserves, which might possibly be estimated at 2,000,000,000 cu, m. (70,000,-000,000 cu. ft.).

A relaxation peak thought to be due to the presence of C-C pairs in cobalt has been observed. It exists both above 420"C, where cobalt has the fcc structure, and below 420"C, where cobalt has the hcp structure at equilibrium. The effect is thought, however, to be caused by motion of C-C pairs in the fcc phase in both instances; enough retained fcc phase was deduced to be present at temperatures below 420°C to make the phenomenon possible. Measurements of the aniso-tropy of the effect in single crystals of various orientations of fcc phase showed the effect to have a maximum value in longitudinal strain for a [loo] crystal and a minimum value for a [Ill] crystal. This observation seems to rule out the possibility of (110) nn pairs being responsible for the effect. From measurements of the strength of the relaxation in the alloys, we reach the conclusion that both the binding energy of the pairs and the specific relaxation per pair are smaller than corresponding quantities for interstitial pairs in bcc metals. DETERMINATION of the details of atom placement of small atoms such as carbon, nitrogen, oxygen, and hydrogen in metals has been a difficult problem. In certain alloys such as martensite extensive departure from random placement of the interstitials can be deduced from X-ray diffraction off the atoms of the host metal, but such diffraction techniques are of small help for small departures from randomness. A technique which does offer promise in the latter instance is the anelasticity of these interstitial alloys. Most previous investigations using this property have utilized alloys in which the solvent is one of the bcc metals, alloys such as These studies have been interpreted to show that an interaction exists between interstitials which causes them to form clusters in more than random numbers; the binding energy of interstitials in such clusters has been deduced to be about 0.1 ev per atom (for small clusters of size two to four atoms). Similar investigations have been carried out on close-packed solvent metals, Ni-C by and Diamond and Ag-O by Papazian.8- In both of these svstems. no relaxation of the singly dissolved interstitial is expected, so an-elastic behavior of the interstitials must be caused by their association in some cluster or complex of non-cubic symmetry. Since relaxations in these alloys were observed to have a strength which varied about as the square of the interstitial concentration, the effect was deduced to be caused predominately by motion of i-i pairs in the crystal. A striking difference is observed in relaxation strength of interstitial alloys between the bcc and fcc systems. The specific effect per interstitial atom is much larger for the alloys in the bcc crystals than for those in fcc crystals. Comparing clusters of size two in the Nb-O system4 and the Ni-C system,7 one finds the magnitude of the anelastic effect per interstitial atom in the former to be some 100 times greater than that in the latter. Such a difference in relaxation strength might be caused by a difference in concentration of the pairs (this means a higher binding energy in the bcc crystals). It might also be caused by a large difference in shape factor of the elastic strain field about the pairs between the two cases (a much more noncubic shape factor would be required for the bcc crystals). This investigation was undertaken to examine the possibility of C-C pair formation in alloys of cobalt and carbon using anelastic effects. Since cobalt has both fcc and hep phases, it seemed to offer the chance that measurements over a range of frequency might permit comparison of properties of pairs in the two crystal types. Although this goal was not reached, several significant facts were deduced from the observations. 1) An anelastic phenomenon believed to be associated with the presence of C-C pairs in cobalt exists. It has many features in common with that observed in nickel. 2) The effect is thought to be caused by pair motion in the fcc phase. 3) Calculations of the relaxation strength A, which includes as a parameter the product of the pair concentration, C, and the square of the shape factor ', show that this parameter is much smaller in the CO-C alloy system than in the interstitial alloys in the bcc systems. 4) From this finding, we reach the conclusion that both the binding energy of C-C pairs in cobalt and the specific relaxation strength per pair are small compared to corresponding values for such pairs in the bcc systems. 5) The crystalline anisotropy of the effect permits the identification of reasonable geometrical models of close C-C pairs. I) EXPERIMENTAL PROCEDURE A) Method of Measurement. The anelastic measurements-—all of which were constant frequency measurements of internal friction—were designed to study the expected phenomenon in both the hcp and fcc structures in cobalt. Knowledge of similar measurements in Ni-C alloys led us to believe that the damping peak should occur below the transformation temperature for frequencies near 1 cps and above for frequencies near 100 kcps. This surmise was correct. The low-frequency measurements were made on wire specimens using a vacuum torsion pendulum; the damping peak was found at about 2'70°C at a frequency of 1 cps. The Péchelbronn oil field is located in the province of Alsace, in the Rhine Valley, about 30 miles north of Strasbourg. It is approximately 4 miles wide and 12 miles long, extending from the villages of Lobsann on the north to Wintershausen and Ohlungen near Haguenau on the south. (See Fig. 1.) The productive area includes about 44,000 hectares (107,680 acres). The name Péchelbronn signifies "pitch-spring" or "pitch-fountain." The first exploratory galleries were driven in from the hillside in 1735; and in 1745 the first official concession was granted by the French government and the first pit sunk to a depth of about 30 ft. Extraction by drilled wells was begun in 1879, supplementing the mining operations, and during the next 10 years 200 wells were drilled to an average depth of 172 m. (568 ft.). The bringing in of two "gusher" wells, in 1882 and 1888, respectively, was followed by the abandonment of all underground work. Underground mining, with a view to increasing the production of petroleum by recovering the oil left in the sands after drilling wells, was resumed in 1916. This mining operation started by sinking shaft No. 1 to a depth of 150 m. (495 ft.). The underground developments were pushed during 1917 and 1918 and the annual production of the Péchel-bronn field was increased to about 50,000 metric tons or 350,000 bbl. On the signing of the Versailles Treaty the province of Alsace, which had been taken by Germany as the result of the war of 1870, was returned to France, and the proprietary rights were taken over by the French Government. Concessions or leases, which embraced all the known oil-bearing territory of the field, were granted to the present operating company, Mines de Péchelbronn. This company followed both the drilling and the mining methods of the previous company.

The Black Mesa coal field is part of the Hopi and Navajo Indian Reservation in Apache, Navajo, and Coconino Counties, Ariz. The field is in an isolated area with the nearest railroad 70 to 90 miles to the south. Travel is restricted by roads that become impassable during inclement weather. The area is a mesa and rises from 500 to 2,000 feet above the surrounding territory. Water is very scarce, and the nearest stream of any consequence is the Colorado River about 90 miles northwest from the center of the field. Coal beds are found in the Mesaverde formation of the Cretaceous age, but they are uncorrelated and range from subbituminous to bituminous in rank. Huddle2/ estimates the reserves of subbituminous coal in Arizona at about 15 billion tons, most of which is in the Black Mesa field. The geology of the field has been reported by Campbell and Gregory.3/ Coal production is small, and the output is used almost exclusively for domestic fuel in the Indian schools, missions, and trading posts.

That calcium will activate quartz for flotation with anionic collectors such as soaps has been known for a number of years,1 2 3 and the method has been applied to the concentration of various iron ore 4 5 6 as well as to other materials. Clemmer gives the permissible pH range for the activation of quartz by calcium as between 9.5 and 12.5 with an optimum value of 11.0, and Hertzog7 has determined the calcium abstraction of iron ores and of Ottawa sand, but otherwise little quantitative data are available. The purpose of the present investigation was to determine those conditions under which dilute solutions of calcium chloride will activate quartz for anionic flotation and to determine the amount of calcium ion adsorbed by quartz. Those variables, the influence of which was primary, such as calcium, sodium, and hydrogen ion concentrations, were studied. Other factors which influenced the results are discussed in the description of the experiments. Three different experimental methods were used to determine the activation of the quartz. The first method was to treat a sample of ground, deslimed quartz with solutions of calcium chloride and sodium hydroxide, and to determine the calcium adsorbed by chemical analysis of the solution.
