(Referring to map) If there are any methods to improve on this I would like to have some suggestions on it. The maps there are on a scale of one inch to two hundred feet. At the time of each extension a letter is used and a line drawn across the entry and the room. The date of the extension is given up in the margin of the map. Here is an extension made April 6th. Extension L is shown in each one of the rooms, November 29th. N-you see the two rooms have been finished down into here. 0-the last extension, has just been stopped, and the three working rooms. Now, one of the features of this plan, when the rooms have been stopped, the line is drawn straight across. When the room or entry is still going, there is a small projection beyond the line, indicating that the next cut is changed. When the distance cannot be ascertained by the engineer, he gets the distance from the mine boss or some other source which is reliable, and that is put on in a dotted line. That gives you a complete story. Anyone looking over the map can see immediately every place that was working at the time of this extension, every place that is inaccessible, and get a complete picture. The extension of the coal is put on the extension at each extension. The survey stations are put in, showing each survey point. The pillars when they are pulled-only the pillars that are pulled are cross-hatched. The whole map is in cross-hatch without any regard as to what pillars are pulled. If a little stump is left in, that is shown on the map. The engineer only shows what pillars are pulled that he has actual knowledge of, or has been given to him in detail by the mine foreman. I believe that concludes the work on the mine map, and there is certainly room for a lot of improvement on most of the mine maps which we have been getting into the office. PRESIDENT PRYDE: Does anyone want to ask any questions? Any questions about the leasing regulations? I want to say there are several leases in the Rock Springs field, and when Mr. Smith comes on one of his visits the Rock Springs Institute have asked him to address them on the leasing proposition.

The following correspondence relating to a paper bearing the above title, presented by J. F. Wolff, at the New York meeting in February, 1917, and published in the Transactions, Volume LVI, page 142, has passed between the author of the paper, and Mr. Anson G. Betts, and is interesting, although it was received much too late for incorporation in its proper place in Volume LVI. ANSON CT. BETTS, Asheville, N. C.-1. I should like to ask Mr. Wolff if he finds-from analysis of the iron formation and of the iron ore, and from the relative amounts of each in each unit area of the formation, unleached and after leaching, that the iron remains entirely insoluble and the total quantity still remains present; or whether he finds that some of the iron is removed, or possibly even added by deposition from the water passing through the formation. 2. The water that passed into the iron formation had to go somewhere; was it absorbed by underlying formations through hydration, or, after passing through the ore formation, did it come to the surface in springs at a lower elevation, or how did it escape from the ground? 3. I should like to ask Mr. Wolff whether he finds that the iron formation in the sedimentary series does not, come next to the quartzites and generally between the quartzites and slates. J. F. In common with others, you appear to have some hesitancy in accepting the fact of the removal, by solution, of the enormous quantity of silica which has been leached out of portions of the Biwabik iron formation, thus forming orebodies of merchantable iron ore. I believe that even Dr. Waldemar Lindgren once hesitated to accept this fact. However, the evidence is so simple and absolutely conclusive that the fact is established beyond all question. At the contact of orebodies with their rock walls, the bands of iron ore in the orebody can be seen in contact with the corresponding bands of original iron oxide in the rock wall, and the chert layers in the rock wall can be seen to give place to fine granular material (fine silica and iron oxide) and pore space. This is especially noticeable where slumping at the rock walls his not been so great as to displace the layers in the orebody from their contact with their corresponding layers in the rock wall.

DEMANDS upon power plants by the war program in 1941 intensified problems of coal utilization. It was an outstanding year in that field. The domestic heating stove witnessed outstanding development; the research folks progressing so rapidly that the design of the "perfect" stove is just around the corner. Use of colored motion pictures in analyzing fuel-bed performances has reached a new high with the colored pictures taken at minute intervals and projected at sixteen frames a second as shown by the Koppers Coal Co. and the Anthracite Institute (on domestic stokers) and the Consolidated Edison Co. (industrial stokers). Continued efforts of this kind will be beneficial in analyzing further some of the "Code for Testing Coal" problems confronting Subcommittee No. 2 of the Joint A. I. M. E. - A. S. M. E. Committees.

At the Director's dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.

We have studied the simple case of repeated stress, without considering impact, which might bring in other factors. This investigation has shown that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. According to one theory, fatigue is the result of changes in crystalline structure by repeated stress. I do not know of any evidence in favor of this theory. The crystals are broken under repeated stress. According to Bauschinger, under repeated stress some inherent property of the material changes its elastic limit; possibly some property of the amorphous cement between the crystals. A third theory is that all fatigue of metals is the result of the spread of damage from little localized overstresses. While I do not feel justified in accepting the last theory rather than the second, I have yet to run across a case of failure of steel or other metal, either in the laboratory or in service, that could not be explained by the gradual spread of damage from some nucleus. We have found, for example, that it is possible to subject a homogeneous steel, like Armco iron or a 0.90 per cent. carbon steel, that has been thoroughly annealed, to one hundred million reversals of stress as high as the elastic limit of the steel with no sign of failure. On the other hand, a complex structured steel, like a chrome-nickel steel that has been hardened with very little drawing, will fail at a stress about 58 per cent. of its elastic limit. Between these two we get a variety of results. In the steel work of any building, there are undoubtedly many thousands of places where structural damage was done—where riveted members were bent into place cold and where the rivets were fitted with drift pins, etc. Locally the steel in the building was stressed beyond its yield point in many places. These little localized overstresses do no damage at all; the building is entirely safe. But if this building were subjected eight or ten times a day to a mild earthquake, these little localized overstresses might be nuclei from which damage would spread

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.

"The Winand Diagram was developed and has been used for decades to illustrate the interaction between polarization, mass transport and inhibition on the resulting structure of a metal electrodeposit. Recently, Adcock et al. criticized the Winand Diagram and developed their own structural diagram based on nucleation and plating overpotentials. Their work was based on zinc electrodeposition using a galvanostatic staircase method. This work explores the nucleation and plating overpotentials for copper electrodeposition using conditions typical for primary electrowinning and the galvanostatic staircase experimental technique. Additionally, the effects of organic additives and plating substrate on these overpotentials are reported.IntroductionThe control of electrodeposited structures is critically important to modem electrometallurgy operations to insure proper quality and efficient energy use. Electrodeposition of base metals for primary recovery (e.g. electrowinning or electrorefining), while similar to plating for decorative or device manufacturing, differs in the need to produce deposits that cover large areas and grow to significant thickness. Thus, controlling nucleation and particularly growth of electrodeposits is critically important for base metal electrometallurgical operations.The control of nucleation and growth on an industrial scale is most influenced by five parameters - current density, temperature, metal concentration, electrolyte agitation and additives. The effects of these parameters on electrodeposition are interrelated. To describe their effects on the type ofelectrodeposits generated and provide practitioners with a useful tool, Winand developed what is known as the Winand Diagram [1-2]. An adapted version of the Winand Diagram is shown in Figure 1.Winand characterized electrodeposits using Fischer's classification [3] and plotted the various deposit types versus inhibition on a vertical axis and the ratio of current density to bulk metal concentration on the horizontal axis. Inhibition intensity is a complex parameter and is still not well understood even though Fischer introduced the term in 1960 [4]. Often, inhibition intensity is simplified to equal the concentration of organic additive at the deposit surface and is related to the inverse of the exchange current density of the metal being deposited. The ratio of current density to bulk metal concentration is used to represent the ratio of crystallization overvoltage to mass transport of the depositing ion. As such i/iL could also be along the horizontal axis, where iL is the limiting current density of the electrodeposition reaction."

The authors present an interesting review of various applications of rather well known theories. Their rearrangement of the original working equations is strictly computer oriented and serves well to that effect; however, the new appearance will be confusing to the slide rule-wielding members of the profession. In reviewing discrepancies existing between calculations made by Baker Oil Tools, Inc. field engineering staff members and computer output submitted based on the authors' program, the following error in concept was discovered in Eq. 4. The authors quote the length change due to helical buckling in the following form We appreciate Kurt Leutwyler's awareness of Archimedes' principle, and concur that the final term in the denominator of Eq. 4 results in a small error. Examples checked revealed less than I ft error, and corrective expressions for the four possibilities of displacement follow. The portion of the denominator within extra large brackets represents the original term W,, = weight of outside fluid displaced per unit length. The authors interpreted the expression "displaced" in general oilfield terminology as a fluid displacement, such as "mud displaced with water, etc." A review of the theory forming the basis for these helical buckling calculations discloses that this displacement is meant to be interpreted in the Archimedean sense, i.e., fluid displaced by the solid body. here the tubing and the seal nipple. Lubinski* illustrated the point by summing moments due to mechanical and hydraulic forces acting on a free body immersed in fluid. This moment summation, always in the Archi,medean sense, yields effects of the real forces, including W,, and the fictitious force on the bending mechanism. I would be interested to hear the authors' comments regarding this theoretical point, which nevertheless is not mute since its lack of recognition seems to result in erroneous calculations. We must not remain mute to Leutwyler's suggestion that these equations, although computer oriented, are confusing to the slide rule engineers. Such input information as density in pounds per gallon, pipe diameters in inches, pumping rate in barrels per minute and pipe length in feet is not confusing to most of us. Yet there may be some rugged individuals in field positions who carry tables of conversion constants and have committed to memory such items as coefficients of thermal expansion and Poisson's ratio; however, even this type of individual would welcome a simplified equation occasionally. INTRODUCTION The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, is the daring and unique concept developed by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer over-flows (CSOs). Phase I, primarily for pollution control, includes the tunnels, shafts, connecting sewers and structures. These Phase I facilities intercept, during wet weather events, the CSOs within the MWRDGC TARP service area. The tunnels and shafts provide temporary storage of the CSOs for subsequent treatment at Water Reclamation Plants (WRP) before discharging into waterways. Ultimately, upon completion of Phase II, the tunnels, located from 45 m(150 ft) to 100 m (330 ft) below ground, will convey the CSOs to reservoirs for storage until WRP capacity is available. Phase II, which includes the reservoirs, pumping facilities, additional tunnels and shafts, has been planned to serve a dual purpose. The reservoirs provide storage of excess flows during wet weather events, those beyond the WRP capacity. Following the wet weather events, the stored flows can be conveyed, at controlled rates, to the WRPs for full treatment. These excess flows previously would have resulted in both overflows into the waterways and eventually backups in the local sewer systems. The storage capacity of the reservoirs also will promote the full utilization of the conveyance capacity of the tunnels and shafts, which in turn results in optimizing the conveyance capacity of the existing sewer systems. Therefore pollution control is further enhanced by allowing for capture of a greater volume of CSOs and greatly minimizing backups in the local sewer systems. The TARP project consists of four systems: O’Hare, Mainstream, Des Plaines, and Calumet, covering a total area of 971 km2 (375 mi2) and serving the City of Chicago and 51neighboring communities as shown in Figure1. With only two contracts left before completion of the Phase I tunnels, the 12.7km (7.9mi) Torrence Avenue leg, to be awarded in 1997, and the 12.4km (7.7mi) Little Calumet leg unfunded as of yet, both part of the Calumet System, the pollution control phase of the project is now 86% complete (Table 1).

F. C. HENDERSCHOTT,* New York, N. Y.-I am going to take, as the text of what I shall discuss, a portion of the second paragraph of Mr. Stanford's paper. It read as follows: "The most vital need of the management is for more brains. The logical course for an engineer ;in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training and guiding of-all the brains in his organization. This is easier said than done, for it involves the carrying on toward two objectives, the maximum of productive work and the development of the individuals, who perform it;" and the last sentence of the paper; "Industry has no greater asset than an intelligent workman." The United States of America, at the outbreak of the present war, had the best equipment of any nation in the world. That statement holds not only for our -shops and our transportation systems and our stores and our farms and our homes, but it holds generally.. There was no other nation in. the world that had so good equipment as the United States. There was no other nation in the world that could be called progressive that has such poorly trained workers as the United States. Even Norway, Denmark, Sweden and New Zealand ranked ahead of us. Now that is the, problem, generally speaking, and there was recognition of that fact, a growing recognition which-took form, and one of its forms was what we call the corporation school. Now obviously a corporation has no particular educational functions, but as is said in the closing sentence of Mr. Stanford's paper, or as is implied, an industrial institution is, after all, the reflection of the aggregate of the efficiency of the individuals who compose that organization. There is no way of getting away from that. If your individuals, from your president down, are efficient, if your individual has developed his brains, if he is a trained man, you have got an efficient organization, and if you haven't that condition, you have got weaknesses and your organization is no stronger than those weaknesses. I maintain that the same thing holds for a nation; .a nation is as efficient as the collective efficiency of the individuals who compose the nation, and no more so.

Joule-THomson coefficients for two natural gases were determined at pressures up to 600 lb. per sq. in. throughout the temperature interval between 70" and 310°F. From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. Relatively small samples of these natural gases were available, together with their analyses, and the Joule-Thomson coeffi- The Joule-Thomson coefficients were determined by measuring the change in temperature resulting from the passage of the gas through a porous thimble with a known pressure difference and under such conditions that the process was substantially isonthalpic. The details of the apparatus employed for this purpose have been described.' Joule-THomson coefficients for two natural gases were determined at pressures up to 600 lb. per sq. in. throughout the temperature interval between 70" and 310°F. From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. In laboratory tests using reconstructed soil columns, rubber latex showed good sealing efficiency when applied at a rate equivalent to 4000-5000 pounds per acre. Results of field testing, however, were inconclusive. The ideal situation in which latex would coagulate in a narrow zone two to three feet below the surface by reacting with acidic or metallic constituents of the soil was not attained. Rather, the latex was deposited progressively as it passed through the soil (most of it remained in the top foot), the rate of deposition being dependent on soil structure and composition as well as on properties of the latex such as particle size and emulsion stability. Latex stability appears to be a more critical property than latex particle size in controlling penetration. Addition of excess anionic or nonionic surfactants to latex improved its penetration into the soil. A styrene-butadiene (SBR) rubber latex of 2400 Å average particle size with high mechanical stability gave the best balance of penetrating ability and sealing capacity in laboratory tests and this was confirmed in tests on a 5 x 5 foot test plot at Lanse, Pennsylvania. This latex was subsequently applied to three one-quarter-acre plots at Lanse by sprinkler irrigation, and compared to adjacent areas that were sprinkled with water only. Soil moisture measurements did not enable us to judge the effectiveness of the seal because differences between sampling positions were greater than differences between treated and untreated sections, but permeability tests showed that water flow was much slower (90-99% reduction) within the top ten inches of soil in the latex- treated sections. This sealing effectiveness was reduced after wintering. There was no deleterious effect on the vegetation as a result of sprinkling the areas with latex. A laboratory study conducted in a 5 x 5 x 5 foot box containing uniform reconstructed soil from a New Jersey source suggests that latex penetration into the soil in the field occurs mainly through natural macro openings and not through the capillaries of the soil structure. Dilute solutions of ammonium hydroxide or sodium carbonate (with no latex present) were found to seal effectively in laboratory soil columns as well as in field applications. However, since these chemicals are water soluble, the seal is temporary. Raw material costs of latex at the application rates used in the field testing are in the order of $1000 per acre. THE stage is set for the 1930 Annual Meeting. It will take place in the Engineering Societies Building. Feb. 17, 18, 19 and 20, and an unusual pro- gram of technical papers, symposia, lectures and addresses, interspersed with luncheons, dinners, excursions and worthwhile entertainment for the four days has been arranged. The curtain rises on Monday morning and the first act is by the entire company-registration. Then the meeting hits its stride, for there are ten technical sessions on Monday, and the range of subjects includes most of the Institute membership. The Committee on Coal and Coal Products, which is about to become the Coal Division, presents a symposium of a dozen or more papers on Coal Classification, concluding its afternoon session with several papers on general subjects. At its luncheon between sessions, C. E. Bockus, president of the National Coal Association, will be the honored guest. Papers of theoretical character will be discussed at the morning session of the Committee on Geophysical Prospecting; at its afternoon session there will be presented summaries of results obtained at various properties by methods described at previous meetings of this group and permanently recorded in "Geophysical Prospecting," published by the Institute early in 1929. Members of the Petroleum Division should not overlook the paper by Theodor Zuschlag, on this Committee's program. It is entitled, "Oil Structure Mapping by the Sundberg Method." Members of the Iron and Steel and Institute of Metals divisions will find it profitable to attend the session on Engineering Education on Monday afternoon. E. A. Holbrook has arranged a program of ten-minute talks on Metallurgical Education which are designed to get down to "brass tacks." and the practical man may, in discussion, contribute as well as learn. At 5 p. m. Thomas T. Read will lecture+ at Columbia University, on "Recent Progress in Economics of the Mineral Industries."

The Cartersville barite district is near Cartersville, Ga., in the southeastern part of Bartow County, about 43 miles northeast of Atlanta. The area over which active mining is being done extends about six miles in a northeasterly direction and is about three miles wide. Barite production in Georgia began about 1907,' but the existence of the mineral was known much earlier. At present four companies are operating washing plants and three other plants are operating on leases from those companies. The chief impurities in the ores are silica and iron oxide. The silica is easily washed and jigged out and gives little trouble. Any gravity separation between the iron and the barite is generally poor, owing to the slight difference in specific gravity. Two operators have turned to magnetic separation as the solution to the problem and have made remarkable improvements in the finished product. By very close sizing prior to jigging, the separation between iron and barite has been greatly improved. In some localities manganese occasionally appears as an impurity, but is fairly easy to eliminate by gravity methods. A considerable percentage of iron and silica is eliminated by being broken free in crushing. Until methods for the recovery of fine ore were introduced a minimum of crushing was done, but modern methods allow more than formerly. The depression years brought about the need for increased recovery of ore handled on the part of the producers and a demand for a higher grade of product on the part of the buyers. Improvements in milling and mining practice have had a far greater effect, however, than merely the production of a better grade of ore with greater recovery. They have opened for mining large areas that a few years ago were considered noncommercial deposits because of their inaccessibility and their high iron content. It is no exaggeration to say that the new methods have more than doubled present known reserves of barite ore of economic value.
