The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

"Can the increasing tonnages of ore and waste mined today be accommodated simply by using bigger and better crushers? This paper reviews the latest primary crushing and large cone crusher designs. It highlights how—in addition to using the larger crushers now available—maximizing the utilization percentages in each stage of the rock size reduction circuit will assist in meeting the larger production requirements of existing and new mining operations. Larger crushers for primary and fine crushing applications have since become available.The rock size reduction process from the mine to the selected milling process facility has not changed since a person first broke a rock to get at the interesting mineralization within. The rock size reduction process circuit from the mine to the mill can be summarized in four stages:• stage 1: mining (rock breakage and fragmentation);• stage 2: prescreening (scalping);• stage 3: primary crushing; and• stage 4: fine crushing (secondary, tertiary, and quaternary).Plant throughput and ore delivery schedule will form the basis for flowsheet design and equipment selection. Once the project design criteria and the mine plan have been established, the circuit’s utilization percentage (percentage of hours when the circuit is being utilized) can be optimized for each of the four stages. The mining and process departments play a key role in the selection of the final comminution circuit, and both departments should be familiar with and contribute to the design of the circuit."

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

The basic rule for correct design of a sample plant is that all parts of the material being sampled must have an equal probability of being collected and becoming part of the final sample for analysis. However, this rule is often ignored in the design of sample plants to save capital costs. This is false economy, because the samples taken are likely to be seriously biased and the precision may be compromised. The introduction of bias is particularly serious, because no amount of replicate sampling and analysis will reduce bias once it is present and it is often quite difficult and expensive to subsequently rectify the problem due to space limitations around the primary sampling location. This is also true of secondary and tertiary sampling stages, particularly in terms of the relationship between particle size and retained sample mass. The best strategy is to seek expert sampling advice and design the sample plant correctly at the outset.

A commercial Ti-Fe-Cr alloy, Ti-150, exhibits a martensitic transformation on cooling and two nucleation and growth reactions, one above and one below the Mg-Mf region, on isothermal holding below the single-phase ß temperature range. The reactions were followed by metallographic, X-ray diffraction, and microhardness methods. THE rapidly expanding engineering application of titanium and its alloys makes increasingly urgent an adequate knowledge of the effect of heat treatment on this material. The work herein reported is an attempt to determine certain aspects of the behavior of a commercially available alloy, Ti-150, during heat treatment. The alloy, with a nominal composition of 2.7 pct Cr, 1.3 pct Fe, 0.25 pct 0, 0.02 pct N, and 0.02 pct C, was received in the as-rolled condition as a 3/4 in. round. Slugs 0.11 to 0.12 in. thick were cut under a coolant using a silicon carbide wheel. Preliminary work established that the alloy consists of two phases, a (hexagonal close-packed) and /3 (body-centered cubic), at temperatures below 1750" to 1775"F, and of only /3 phase at higher temperatures. The slugs were heated for 1 hr in air at 1800°F to form a single-phase /3 matrix, then transferred to molten tin (1250° to 1650°F) or lead (1150°F and below) for isothermal holding. Holding temperatures ranged from 700° to 1650°F, times from 0.001 to 23 hr. The treated slugs were then sectioned, one part for metallographic examination and diamond pyramid hardness, the other, after deep etching to remove the high oxygen surface,' for comparative lattice parameter determination and X-ray phase identification. Hardness measurements were taken on the lightly etched surfaces of the metallographic specimens; a 1000 g load on a 136° diamond pyramid was used. Five impressions on each sample were made and the average of the hardness calculated. The use of microhardness measurements to follow the course of an isothermal transformation reaction is undesirable because of the possibility of wide differences in microconstituent hardness.' They were used in this case, however, because of the small amount of material available. At the higher transformation temperatures, where the above-mentioned objection was apparent, the readings were proportioned to correspond to the estimated ratio of transformed and untransformed constituents present. At lower temperatures, resulting in much finer microconstituents, the microhardness measurements were more uniform. The standard deviation of the mean of five impressions calculated from these latter values was 4.2 DPH. Employing 2a limits (probability 0.95) the experimental error of the hardness measurements averages was 8.4 DPH. The etchant used was composed of one part glyc-erol and one part 48 pct hydrofluoric acid." Of a number of etches tried, this one appeared most satisfactory. All micrographs were taken at 500X magnification and with oblique lighting to permit easier identification of the acicular structure resulting from rapid cooling. No advantage was gained by using polarized light for metallographic examination. Phase identification and lattice parameter measurements were made with a North American Philips high angle spectrometer in conjunction with a recording potentiometer. Considerable difficulty was encountered with some of the lattice parameter measurements because of the extreme broadness of the few diffraction lines obtained from samples consisting mainly of strained, untempered, quenched structures.

Chemistry of the evolution of materials in contact with copper converter tuyeres is delineated by means of analyses of periodic punch rod samples taken during a converter cycle. Lining samples from known peripheral and end locations from three converters were investigated chemically and petrographically. One set of eight specimens representative of all lining parts was removed for study before completion of the campaign. Purely surface removal by slag action is minor. Slag filling of interconnecting cracks extending to the hot face results in a "stoping'' action which shapes the hot face contour and is a significant factor. Major wear mechanism is believed to be copper metal slabbbing caused by metal first penetrating joins and invading fractures or impregnating brick structure laterally from the joints. Importance of lining design and joint fit are emphasized. New laboratory tests are indicated. In the copper converter, molten matte, which is essentially a solution of iron and copper sulfides, is blown with air to produce blister copper. During the first stage of the process the FeS component is oxidized to SOz and FeO, the latter combining with a siliceous flux to form a predominantly ferrous silicate slag. Successive increments of matte and flux are charged, blown, and skimmed of slag until sufficient CuzS ("white metal") has accumulated. This white metal is then blown to copper metal in the final or blister-forming stage by the oxidation of sulfur to SOz and the reduction of combined copper to metal. The reactions of both stages are exothermic so provide the required heat. Temperature is controlled by cold scrap copper, flue dusts, smelter reverts, and so forth. Considerable vari- ation in practices occur depending on the type of converter, grades of the matte and flu, and other factors. Lathe and Hodnett's' survey of world converter practices gives much information on these variations and their effects on the refractories. Principles of converting chemistry are presented by Newton and wilson,' Ruddle,' and schuhmann. Most copper converting occurs within the temperature range 2100" to 2370°F although individual smelters report1 ranges from as low as 1700" to 2240°F to a high of 2200" to 2400°F. Temperature intervals reported from beginning to end of blow varied from 45" to 540°F. Average temperature range was 2030" to 2260°F and the average interval 250°F During the matte-blowing stage varying amounts of magnetite (FeO.Fe,O,) are formed in the slag as suspended crystals and also the liquid portion of the slag will contain, in addition to ferrous silicate, some Fe20s which adds to the potential magnetite formation if the temperature falls. This is a component of the so-called "dissolved magnetite" often referred to in the literature. Although the slag may contain minor amounts of CaO, A1209, MgO, and alkalies, the principal components are Fe0-Fez03-SiO,. The phase equilibria relationships of this system have been elucidated by Muan~ and Schuhmann, et a1.' These data and estimates of converting atmospheres by schuhmann4 are useful tools in studying slag behavior. It would appear that in many cases reported magnetite contents of slags are apparently higher than actually is present at operating temperature. This is probably because much of it is formed during slag solidification. The quaternary systems which have Mg-0,1,0,' and addition to iron oxides and silica are also of interest in considering the reactions of the slags with basic refractories. The formation of magnetite has an important interrelationship throughout the pyrometallurgy of copper (Mossman,' Gronningsater and Drummond," Ruddle,' Elwood and Henderson") but its presence in the converter particularly relates to operating efficiency and lining life in certain instances. "INTRODUCTION The property of the Silver Spot Mines Co. is in the Boston Hill area within and adjacent to the southwest corner of Silver City, N. Mex. The area was visited by Bureau of Mines engineers 3/ in 1941 and 1942 during the investigation of possible sources of manganese. The area was visited again in November 1944 4/ to study the possibilities of geophysical exploration of the manganiferous-iron deposits. This geophysical work was performed in 1945 5/, confirmed the existence of known deposits of manganiferous-iron ores, and indicated the probable extent and situation of others.The Silver Spot property was churn-drilled from 1926 to 1929 during exploration for manganiferous-iron ores. The sludges from a number of the holes indicated low-grade lead-zinc mineralization. Lead and zinc minerals also were found on the dumps of some of the old shafts when the property was visited by D. H. Mullen, an engineer of the Bureau of Mines late in 1946. A diamond-drilling project was proposed. It was started in April 1947 with the intention of investigating the best of the known ore indications as shown by the old churn-drill holes and thus gathering new data upon which to base future work. Only one hole was drilled before the project was terminated because of lack of funds and time."

This Bureau of Mines study was conducted to obtain a better understanding of the coal mine bump problem and its effect on underground coal mining in the Eastern United States. To accomplish this, information was collected on the geologic conditions, mining techniques, and engineering parameters at five bump-prone mines. Two geologic conditions have been found to cause the occurrence of bumps in the Eastern United States: (1) relatively thick overburden and (2) extremely rigid strata occurring immediately above and below the mine coalbed. Additionally, the probability of bump occurrence is increased by certain mining practices that concentrate stresses during retreat mining, in areas where geologic conditions are conducive to bumps. Mining plans that permit the development of pillar line points or long roof spans that project over gob areas should be avoided because these features may contribute to the occurrence of bumps.

Fly ash as an additive for oil well cement was introduced to the oil industry by the Halliburton Company in 1949. Since its early usage in the Illinois area of the U. S., the total amount of fly ash pumped into wells has exceeded 30 million sacks, The advantages of using fly ash-portland cement mixtures in wells are fundamentally the same as for concrete except the conditions of placement and curing are variable and the nomenclature of properties are expressed somewhat differently. In some instances deep wells have been cemented with mixtures of fly ash and hydrated lime together with an activator which functions as a catalyst for setting. This fly ash-lime formula has many advantages for high temperature-pressure conditions found in wells.

"A regional mapping program, conducted by the Nova Scotia Department of Mines, has shown that the George River Group of pre-Middle Cambrian rocks consists of a wide range of sedimentary and volcanic rocks, intruded by syenite, granite, granodiorite and lesser amounts of gabbro and diorite. Together, these rocks support the high ground of northern Cape Breton Island. Over this large area, the metamorphic grade ranges from low to extremely high.The rocks were folded prior to emplacement of the intrusions in Middle Cambrian time, and there was also post-Mississippian disturbance and faulting, but the structural history and pattern are still only imperfectly understood.Sulphide mineralization is known at Meat Cove, Lime Hill and in a number of smaller deposits. The most Cavour-able host rocks appear to be magnesian Iimestone, or schists derived from shales. Ail known sulphide bodies have an associated halo of retrograde metamorphism; in some cases, this is extensive enough to be used as a prospecting aidA vein of nickel-bearing sulphides has recently been re-discovered in the former gold mine at Second Gold Brook-an association which appears to be unique."

THE strength of hard drawn copper wire is a question of considerable importance to both manufacturer and consumer. Unlike steel and alloy wires, in which strength is governed by both chemical and physical considerations, the high conductivity required for copper wire in the electrical industry generally precludes the possibility of obtaining tensile strength through the use of alloys. Consequently, this strength is largely a matter of the physical structure, and all factors known to affect this structure, such as rolling temperature, die contours, lubricants, drawing speeds, etc., are matters of prime importance. The experiments described here have been carried out during the past year at the Baltimore plant of the American Smelting & Refining Co., in connection with a general investigation of some of the questions mentioned above, with the object of studying the physical structure of hard drawn copper, wire and the influence of certain factors on that structure. The work has been of an exploratory nature, rather than comprehensive, but it was thought that the results might prove of sufficient general interest to warrant their publication. The bulk of the hard drawn copper wire used in places where strength is an important factor is manufactured to strict specification, based usually in the United States on that of the American Society for Testing Materials (B-1-23). This specification calls for almost as high a value of tensile strength; consistent with elongation, as it is possible practically to obtain, and only physically perfect material can be relied on to meet such a specification. Obvious defects, such as laminations produced through fins in the original rods or brittleness due to overdrawing, are usually recognized and need only passing reference. Laminations can be detected by twisting and untwisting the wire several times; they will show up on the surface in the form of fins. Fig. 1 shows a very bad example of this defect. The wire may be perfectly smooth before twisting but when such laminations are present they will readily show up under this treatment. This trouble is caused by similar defects in the original rod produced by overfills in rolling. Fig. 2 shows the cross-section of the rod from which the wire in Fig.1 was drawn.

More than a decade ago, CANMET management recognized the need to make better use of existing technological information in mining and extractive metallurgy-two fields basic to the economic well-being of Canada. There were at that time no indexes or files dedicated to disseminating technical information for the many minerals mined and processed in Canada, including coal. CANMET, with the nation's largest research and library resources in the minerals field, was in a unique position to fill this need. Initial efforts were concentrated on building a mining file, beginning with identification of world sources of published information, development of a special thesaurus of terms for language control and adoption of a manual indexing/retrieval system. By early 1973, this file held 8,300 references, with source, abstract and keywords given for each reference. In mid-1973, operations were computerized. Software for indexing and retrieval by batch mode was written by CANMET staff to utilize the hardware facilities of EMR's Computer Science Centre. The resulting MINTEC file-one of the few files of technological information produced in Canada-is the basis for the national literature search service in mining offered by CANMET. Attention is now focussed on building a sister-file in extractive metallurgy using the system already developed. Published information sources have been identified and a thesaurus of terms is being compiled and tested. The software developed for CANMET's file-building operations has several features, including the selective dissemination of information and production from magnetic tape of photo ready copy for publication, as in a bi-monthly abstracts journal.

Information regarding the use of ixanganese alloys has hitherto been incomplete and available only from widely scattered sources. This paper attempts a systematic description of properties and uses of alloys other than manganese bronze, manganin and duralumin, which are probably the only non-ferrous alloys associated with manganese in the minds of most metallurgists. Properties of Manganese Manganese can react either acid or basic; it is hard to obtain in the pure state; it has two different crystalline lattice structures, both of the cubic system, one stable above 850" C. and the other below 650" C., both coexisting in the intermediate range. Although the commercial product is hard and brittle, the pure metal seems to be ductile. In fact Zhemchuzhny, in Russia, was able to obtain ductile manganese and draw it to fine wires by the simple expedient of adding about 3 per cent. copper to the alumino-thermic product. Copper most probably brings the sili-cides, aluminides, nitrides and carbides present in the commercial product into a much less harmful form of distribution. One industrial use that can be foreseen for wrought manganese articles is as anodes for electrolytic processes in sulfate and nitrate solutions, particularly with high voltages. A practically insoluble skin of manganese peroxide is likely to form in such cases and an insoluble and strong anode material will be available. Manganese as a Scavengek Because of its activity manganese might become the most efficient scavenger and refiner of copper, were it not for the fact that 0.01 per cent.

The Bureau of Mines wrote a computer program which calculates the saturation curves and condensation characteristics of gaseous mixtures consisting of binary organic vapor and air. The program employs an algorithm which assumes an equilibrium mechanism for condensation, and the degree of fractionation obtained is predicted on the basis of relative volatility. The program incorporates a feature which allows the user to examine the fractionation resulting from condensation as a function of the size of the temperature increments over which condensation is assumed to occur. If a single. temperature interval between the dewpoint of the mixture and the outlet temperature of the condenser is assumed for the calculation, the results obtained will be those resulting from a single equilibrium condensation. If the condensation is assumed to occur over a number of temperature increments, the results obtained will approach those predicted by the Rayleigh equation as the magnitude of the temperature increments approaches zero. The results from calculations performed on vapor mixtures from organic heavy liquid solutions used in beneficiating potash and brucite ores are presented. The liquids are solutions of dibromomethane in trichloroethylene or perchloroethylene. The results show the degree of liquid recovery which is possible by cooling mixtures of organic vapor in air. Compositions of the vapor range from 10 to 95 percent air, and assumed condenser exit temperatures range from 110° to 50° F.

"The Freeport-McMoRan Sierrita Crystal Plant produces Copper (II) Sulfate Pentahydrate (CuSO4·5H2O) through a series of cooling crystallizers. In this process, high supersaturation and unwanted spontaneous nucleation promote fine crystals. Seeding through recycled crystal classification can manipulate the crystal size distribution (CSD) for larger crystals. Proper selection of the crystallizer for seeding can prevent spontaneous nucleation and promote final crystal size. This study shows when seeding temperature is closer to the crystallizer temperature, suspension densities in the crystallizers are promoted and overall CSD shifts to a larger size of crystals. INTRODUCTION Figure 1 shows an overview of the crystallization process. The in-plant feed flow, called Pregnant Mother Liquor (PML), enters the first crystallizer and is subsequently cooled through a series of four crystallizers. Specific temperatures are targeted for each crystallizer to ensure the crystallization process is operating within the metastable zone (MSZ). The discharged flow from crystallizer #5 then enters two cyclones. The overflow from the cyclones contains smaller crystals providing seed crystals for crystallizer #5. The underflow from the cyclones begins the drying process. The overflow from crystallizer #5 enters cyclone #3 for removal of fine crystals and seeding purposes. The underflow from cyclone #3 has the capability to provide seed crystals for crystallizer #1 or crystallizer #2. The overflow leaves the system as Spent Mother Liquor (SML). Undersize crystals dissolve into the PML and return back to crystallizer #1.THEORIES AND METALLURGICAL TESTS Seeding requires an understanding of the crystal size, solution temperature and amount of crystals that enter the crystallizers (1). For the seed crystal size, classified crystal seeds can prevent fine crystals returning back into the system which eventually leads to excessive agglomeration (2). Proper selection of the crystallizer can ensure seeding at an appropriate temperature. Seeding at a temperature much lower or higher than the saturation temperature promotes spontaneous nucleation. Typically, seeding between 4-5°F below the saturation temperature is acceptable (5). A general rule of thumb is to add the seed crystals at the temperature between the solubility curve and the metastable zone. An experiment conducted by Mettler-Toledo AutoChem, Inc. indicates seeding close to the solubility curve rather than the metastable zone promotes a lower supersaturation and nucleation rate but yields a higher growth rate and a greater number of larger crystals (1). The amount of seed crystals can not only change the suspension density but also narrows the width of the MSZ in the crystallizers. An experiment conducted by Jaroslav Nyvlt reports with the crystals absent, the maximum allowable undercooling is 6.3 degrees at a cooling rate, 5°C/hour. With the presence of crystals, it narrows the MSZ width to 2.2 degrees (4). Industrial crystallizers normally operate at suspension densities between 15% and 25% by mass. When suspension densities are lower than 15%, it increases the risk of primary nucleation and the probability of incrustations; on the other hand, if the suspension densities are greater than 25%, it can cause a greater attrition rate and increase the probability of deposits (6). Moreover, operating suspension densities between 15% and 25% are also sufficient to minimize supersaturation rate which promotes crystal growth over nucleation (2, 6)."

The FMC Westvaco Trona Mine is located near Green River, Wyoming and has an annual production of 4.5 M tons. The underground mine has three active development panels and one longwall panel. The mining horizon is about 500 m below surface and strata liberate methane. Three surface-based blowing fans provide ventilation air. A ventilation survey and subsequent analysis was undertaken and a simulation model developed. Air heating during winter is essential to prevent freezing of pipelines and to lesser degree, for miner comfort. Air at all three intake shafts is heated using gas-fired heat exchangers. A strata heat study was conducted in one of the active panels to determine rock attributes. Tests included in-situ measurements of rock thermal conductivity and geothermal gradient. Continuously methane monitors have also been installed in an active development panel?s return drift. Ventsim ventilation software was used to aid the heat and contaminant simulation study. An exercise was also undertaken to gain some understanding of methane contaminant levels throughout the mine. It was further used to determine an adequate surface intake air heating rate and consequently the minimum natural gas consumption needed for winter intake air heating at the mine.

THE influence of cobalt and nickel on the properties of steel might be readily expected to be very similar. The two elements occupy close and somewhat unusual positions in the periodic table, their chemical behavior and compounds are so completely analogous and their various physical properties, including the ferro-magnetic characteristic, show such a remarkable correspondence, that there is no doubt of a strong resemblance existing between these two metals. However, the variety of, properties that are obtained from steel is due, largely to the fact that the element iron possesses allotropic forms. Alloying elements that affect these allotropic forms, or alter the nature of the allotropic changes, exert a profound influence on the resulting steel. In the case of nickel and cobalt, although these elements are very similar chemically and physically, it is found that they differ distinctly in their individual effects on the critical points of iron. Both nickel and cobalt form a series of homogeneous solid solutions with iron at temperatures above 1800° F. The difference in their behavior does not occur until changes begin to take place in the solid state below this temperature. An inspection of the respective thermal equilibrium diagrams at the lower temperatures makes the opposite effects of nickel and cobalt clearly evident.

The meeting was called to order with President George B. Pryde in the chair, and C. M. Schloss, acting Secrcetary. The meeting immediately pro¬ceeded to the reading of the papers. Mr. L. S. Ickis read a paper by A. L. Jones, entitled, "Underground Sub-Station Control," and elaborating on the general topic of automatic sub-stations. The discussion was led in part by Mr. E. H. Weitzel, acting as Chairman, in Mr. Pryde's temporary absence. Mr. S. R. DeBoer, who specializes on landscape architecture, gave an interesting talk on the subject of "City Planning and Landscape Architecture for Western Coal Camps." Notes were taken of this talk, which will be found in the proceedings. Mr. Pryde then resumed the Chair; There was no discussion of this paper. Mr. Thomas Foster, of Reliance, Wyoming, then read his paper on "Coal Dust in Mines." After the discussion of Mr. Foster's paper, the discussion of Mr. McKeehan's paper on track bonding, read at the Salt Lake meeting, was resumed, and this discussion will be found printed separately in the proceedings. Mr. Schloss then read an amusing and friendly telegram from C. H. Stevenson, of Price, Utah, which caused considerable merriment, and the Chairman asked Messrs. Weitzel, Littlejohn and Schloss to form an appro¬priate answer, and they answered it in the same spirit. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were muqh the most rapidly destroyed. Longwall mine layouts with their entries, chain pillars, face support systems, advancing mining faces and compacting gobs represent a geomechanically complex mining operation. Geomechanical aspects are further complicated if mining occurs at depths exceeding 350 m, as stresses induced adjacent to the excavations exceed the unconfined strength of the coal and result in fracturing of the sidewalls of entries and chain pillars during development. Traditional methods of geomechanical analysis, whether empirical or numerical, are unable to represent such behavior satisfactorily. Achieving some meaningful results requires explicit representation of the three-dimensional boundary conditions and implementation of appropriate constitutive models for the rock mass. This paper describes a numerical modeling methodology for deep longwall mines operation using the FLAC3D finite difference de, which incorporates a strain softening constitutive law for modeling failure of coal. An important aspect of the modeling method includes accounting for stress relief provided to the pillars and entries due to the increasing load applied to the compacting gob.
