One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

Zone melting is a purification process in which separation of impurities is effected by slowly moving a narrow melted zone through a bar of solid material. Equations are presented which 1—predict the concentration profiles after successive passes of the zone and 2—give the limiting distribution of solute along the bar after an infinite number of passes of the molten zone. These equations take into account the effect of normal freezing in the last zone length. These equations were solved numerically using an electronic computer, and the concentration profiles are presented as a function of the solute distribution coefficient and the ratio of molten zone to total bar length. ZONE MELTING is a purification process in which separation of impurities is effected by slowly moving a narrow melted zone through a bar of solid material. Separation occurs if the solid freezing from a solution at any moment has a composition different from that of the liquid from which it is freezing. Solutes which lower the freezing point will tend to remain in solution and will be moved in the direction of zone travel. Solutes which raise the freezing point will preferentially freeze out, and they will be moved in a direction opposite to that of zone travel. After repeated unidirectional passage of a molten zone through a bar of material, impurities will be concentrated in the ends of the bar. A limiting concentration gradient will be reached in the bar after a large number of passes of the molten zone. Both the magnitude of this limiting concentration gradient and the rate of movement of solute in any pass depend on the zone length and on the equilibrium concentrations of solute in the liquid and solid phases. The basic theory of zone melting was thoroughly covered by Pfann.1 The purpose of this paper is to extend the theory of zone melting by presenting 1—equations which relate the concentration profiles in successive passes of the zone and 2—equations which give the limiting distribution of solute along the bar after an infinite number of passes of the molten zone. These equations take into account the effect of normal freezing* in the last zone length concentration of a given solute in the solid to the concentration of the same solute in the liquid. Analytical methods for determining the concentration profiles after any pass have been developed by Lord2 and Reiss. The method developed by Lord does not take into account normal freezing in the last zone and also becomes very complicated when the number of passes becomes large. The method developed by Reiss enables the direct calculation of the complete concentration profiles (including that in the last zone) after any pass for values of k close to unity (0.9 < k < 1.1). Both methods are useful and provide valuable insight into the zone melting process. The equations given in this article are based on the same assumptions used by Pfann. These are: 1—uniform composition in the liquid, 2—negligible diffusion in the solid, 3—constant distribution coefficient, 4—constant length of the liquid zone (except at the ends), and 5—solubility of the solute in the melt is not exceeded at any point. Queensland hosts vast deposits of brown and black coal, significant accumulations ranging in age from Permian to early Tertiary. The great diversity of coal resources in the State to some extent reflects the proximity of Queensland to plate-marginal tectonic processes through much of the Phanerozoic eon. Coal is contained within sedimentary basin fills of four fundamental types; 1. extensional, 2. foreland, 3. strike-slip, and 4. intracratonic. Thick (10 m+) though laterally restricted coal bodies are characteristic of extensional and strike-slip basins, whereas coals of more modest thickness but much greater lateral extent are typical of foreland and intracratonic basins.

Fire-brick stoves have become a necessary part of the modern coke blast-furnace equipment, and are also superseding the cast-iron pipe stoves in anthracite- and charcoal-furnaces. The brick stoves in general use are of either the Cowper or Whitwell type, or modifications of these bearing the names of those who invented the alterations from the original types rather than any real departure from then]. All these stoves have approximately the same valve-equipment and follow the same line of operation. The waste gas from the furnace enters at one port and burns in a single combustion-chamber, and the heated products are drawn through the various passe; in the brickwork to a stack of proper height to create the necessary draught. The last passes of these stoves receive a very small percentage of the heat from the gas, owing to their extreme distance from the combustion-chamber; and this chamber also suffers great deterioration in the attempt to force the heat into the farthest passes. At best, about 70 per cent. of the heat taken up is held in the combustion-chamher and the first down-pass of the Whitwell stoves. Mr. Hugh Kennedy, Manager of the Isabella Furnaces, Pittsburgh, Pa., who has had a large experience with the fire-brick hotblast stoves, was so strongly impressed with the fact that but about thirty per cent of the brick of the average stove were doing proper duty as heat-agents, that, after careful study and experiment, he had three 20- by 60-feet stoves constructed with a view of more uniformly heating all the brick. In these the general lines of the Whitwell stove are followed, with the blast-connections unaltered, but gas is introduced at the bottom of each pass, and outlets are provided at the top, so that the gases have a direct natural draught in each pass and the highest heats are obtained at the bottom instead of the top. The natural tendency being toward the reverse condition, the brickwork soon acquires an almost uniform temperature.

STATISTICAL methods are becoming increasingly important for interpreting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor,&apos; written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.-Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science,, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of variables more or less constantly tending to affect it. As pointed out by Daeves,2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should .they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such plants. † Many Useful Statistical Devices Available.-Many statistical methods of attack are available for the analysis of plant data. Exhaust emissions were measured from 25 aircraft turbine engines using Jet A fuel. Analytical apparatus, procedures, and results are described. Carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and aldehydes were measured at engine operating modes representing power levels used in airline operation. Carbon monoxide, hydrocarbon, and aldehyde emissions were highest at idle and lowest at takeoff; oxides of nitrogen were lowest at idle and highest at takeoff. Of the total oxides of nitrogen emitted, nitrogen dioxide constituted from 10 to 100 pct, depending on the exhaust gas temperature. Engines retrofitted with smoke-reducing burner cans produced less carbon monoxide, hydrocarbon, and aldehyde emissions, and slightly more oxides of nitrogen then engines with standard burner cans.

During this period, the search for .and development of iron ore deposits in Canada bas proven eminently successful and there is every indication that exploration will continue to be active for many years.This paper has been prepared primarily for the information of those who have bad little or no experience in iron ore exploration. For convenience, it is divided into three parts: ( 1) a brief discussion of the marketing of iron ores, with special reference to Canadian production; (2) a summary of the main features to be considered when prospecting for or evaluating a potential iron ore deposit; and (3) an outline of the methods and procedures used in the search for the direct-shipping iron ores in the Quebec•-Labrador iron ore field.The Iron Ore MarketDue to the tremendous tonnages of high-grade direct-shipping iron ore indicated in the iron ore fields of the Quebec-Labrador and Steep •Rock areas, it might be assumed that there would have been a sharp decline in iron ore prospecting in this country. On the contrary, the development of these two major fields, which must be classed among the world's greatest, has been responsible for much of the current activity. The search for high and medium grade magnetite deposits is being• conducted in many parts of the country and a number of these have reached the development stage. Production is being expanded from the known fields, such as Wabana in Newfoundland and Michipicoten in Ontario."

A glance into the immediate future of the refining industry, and a retrospective view of 1929, cannot fail to emphasize the need for effective measures of control of refinery still runs. With oil producers alert to the need for control of the crude supply, it has become more than ever necessary for refiners to complete the movement toward stabilization by concerted determination to maintain still run schedules within the limitations prescribed by the demand for gasoline. The outlook for continued growth in the demand for gasoline appears to be well sustained by a preliminary survey of requirements for 1930. In fact, it is apparent that the industry will be assured of a market for gasoline that will aggregate in volume at least 472,000,000 bbl. this year. This indicates a gain in total demand over 1929 of about 9 per cent. or about 4.6 per cent, less than the gain recorded during 1929 over 1928, which amounted to 13.6 per cent. Despite the indicated increase in gasoline demand this year, it is apparent that little, if any, more crude will be required than last year. This is shown in Table 1, presenting estimates of gasoline demand and probable crude requirements for 1930. This paper summarizes recent developments in modeling of underground coal slurry haulage networks to determine optimum design and operating parameters. The model presented is based on a stochastic dynamic program¬ming formulation. It is applicable in any typical room-and-pillar or longwall mining configuration commonly practiced in the US. The formulation and structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

The Copper Concentrator at Mount Isa Mines Limited treats approximately 6 Mt of chalcopyrite ore annually. The ore is currently sourced from the 1100 and 3000 orebodies at Mount Isa. Chalcopyrite is the only significant copper bearing mineral, with pyrite, quartz and dolomite being major gangue minerals. Ore is typically 10% chalcopyrite, 11% iron sulphides and 79% non-sulphide gangue. Copper ore is treated through two autogenous mills, two ball mills and a flotation circuit. The autogenous mills replaced a crushing plant, two rod mills and two primary ball mills during 1991. For routine analysis of concentrator performance, composite samples of mill feed, final concentrate and tailings are generated every 4 week period. All samples are sized and size fractions are assayed. Recovery of mineral species to the concentrate are then calculated for each size fraction. Sometimes liberation analysis was also performed by QEM*SEM (Quantitative Evaluation of Material by Scanning Electron Microscope).

A generalized mathematical structure is proposed whereby internal species mass flows within a flotation network are defined uniquely by a matrix of enhancement factors. An element of the enhancement factor matrix is defined as the ratio of the mass flow of that species leaving a given cell in the concentrate to the species mass flow leaving the same cell in the tailings. To predict the enhancement factors, knowledge of flotation kinetics effects is required. Recently experimental data has become available relating to the performance of industrial flotation circuits which indicate that the discrete or discrete-distributed kinetic schemes are capable of reasonably effective simulations. These simulations show the importance of including froth effects. The prediction of performance of networks from small-scale batch tests on flotation streams shows that the model for the froth phase used in the simulations does not scale-up well and that aeration effects are also difficult to predict. The network analysis should be useful in differential flotation of complex ores and it is disappointing-in this context that little information on the kinetics of activation and depression is available.

In the past decade a principal growth area in refractory technology has been the development and use of extra high alumina refractories. The refractories user is asking for, and is prepared to pay for, higher purity, more dense materials with longer life, less maintenance, and better dimensional tolerance to meet the exacting demand of high output processes. High alumina and bauxite refractories are being used more and more to keep pace with the demand for guaranteed performance. The steel industry, for example, is starting to place great reliance on these products. A unique material now available with all the requirements for extreme purity and density is tabular alumina, already proving itself in many refractory applications.

The carbonaceous Monkemeyer sandstone member of the Creede Formation on Bachelor Mountain hosts alteration and mineralization which contrasts with other silver deposits of the Amethyst system. More than 20 million ounces of silver are contained in disseminated mineralization in the volcaniclastic conglomerates and sandstones. Hydrothermal fluids entered the Creede Formation directly from the Amethyst fault system and mixed with flowing meteoric ground waters trapped beneath the Monkemeyer sandstone. Portions of the basal rocks of the Creede Formation were argillically altered by more dense acidic fluids generated by boiling. The carbonaceous base of the Monkemeyer and much of the conglomerates below were mineralized and well silicified. Deposition of the mineralization resulted from two processes: (1) reduction by carbon in the Monkemeyer, and (2) fluid mixing in the conglomerates. Monkemeyer mineralization is confined to the carbonaceous basal material and silver content is relatively consistent. Silver is contained in acanthite which is commonly associated with traces of galena, chalcocite, covellite and sphalerite. Fluid mixing and mineral deposition in the poorly sorted conglomerates was controlled by the highly variable porosity and permeability. Anomalous silver contents are dispersed throughout a large volume of conglomerates but zones of higher silver content reflect the crude layering of the conglomerates. Acanthite is finely disseminated in pore spaces and partly replaces some detrital magnetite. other metallic minerals are rare in the main zone of mineralization.

Increasing demands for pure wolframite ore in the form of ammonium paratungstate (APT), tungsten oxide cannot be over emphasized. Thus, treatment of a Nigerian wolframite ore containing admixtures of scheelite (CaWO4: 96-900-9631) and stolzite (PbWO4: 96-900-9813) by hydrometallurgical route was investigated in hydrochloric acid chelated with phosphoric acid to extract tungsten via solvent extraction. During leaching, parameters such as leachant concentration, chelate dosage and reaction temperature on ore dissolution were examined. At optimal conditions (1.5 mol/L HCl + 2.0 mol/L H3PO4 solution; 75 °C), 95.0% of the initial 10 g/L ore reacted within 120 min. The derived activation energy of 56.80 kJ/mol supported the proposed dissolution mechanism. The unreacted product analyzed by XRD was found to contain siliceous impurities. Tungsten recovery from leachate was carried out by solvent extraction with Aliquat 336 in kerosene. Pure tungsten was recovered as APT and beneficiated to produce high grade industrial tungsten oxide of industrial values.

"Nickel-copper sulphide deposits associated with basic rocks in the Quill Greek area and the White River area in the Yukon Territory have been studied and compared from the view-point of their general geology, structural geology, and the mineralogy of the ores. The relative amounts of the major constituents, magnesium, iron and calcium, and the minor constituents, nickel, cobalt and chromium have been determined spectrographically for two cross sections of the basic rocks at Quill Creek and one at White River. These data, along with petrologic and field evidence, were used to determine the sill and dyke-like character and nature of the basic intrusions. Loss on ignition is employed as a measure of the degree of serpentinization. The distribution determined shows that the serpentinization does not appear to have greatly influenced the inferred original distribution and lithophile associations of magnesium and nickel. The cobalt content may have been altered.The nickel content of the serpentinized peridotites ranges from an average of 0.36 per cent in one section to an average of 0.24 per cent in each of the other two sections studied. The cobalt averages 0.0038 per cent in the samples from the two Quill Creek sections and averages 0.0042 per cent at White River. These results have been compared with other available data.The sulphide ores are later than both the peridotite and gabbroic rocks and may be co-magmatic with them. There is no evidence in these areas to support an origin by lateral secretion; on the contrary, the alteration associated with the ores, the mineralogy and spatial relationship to basic and ultrabasic rocks, indicate the ores are derived from a basic magma."

A couple of miles southwest of the town of Saltville in the western tip of Virginia is a little village called Plasterco. Gypsum has been produced in this area since about the year 1815, being originally found as small outcrops at the surface. Production in the early days was very small, and the use of the mineral was limited to that of "land plaster" or ground gypsum which was spread on the land to sweeten the soil. In the late 1800&apos;s, a small calcining plant was constructed and the production of gypsum plaster began. About this same time, the surface rock was depleted and it became necessary to begin underground mining operations in order to maintain a continuous supply of raw material. The United States Gypsum Company became interested in this property in 1909, and has operated there ever since, having enlarged the calcining mill and built a plant for the manufacture of gypsum wall-board in the middle 1920&apos;s. Production of gypsum continues from underground&apos; mining operations, and the present mine at Plasterco is now about 1,000 feet below the surface, making it the deepest gypsum mine&apos; in the world.
