Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.

Arsenal Football Club required the development of a new home stadium in north London, subsequently named the Emirates Stadium. The proposed development comprised a 60,000 seat stadium, with associated facilities and a sports training centre. Described are the foundation solutions and piling construction techniques used, which take into consideration the potential impacts on existing above and below ground railway infrastructure and underground water structures. Methods used by the piling contractor to improve aspects associated with health, safety and quality are also described.

"Indonesia is one of the world leaders in palm oil production. Palm oil industry is an industry to be considered when it comes to environmental impacts. This paper utilizes three step approaches. First, a material flow analysis of palm oil related industry was conducted in Indonesia. Second, a factory visit survey was conducted for getting information on environmental impacts of plantation and CPO mills. Third, a LCA study was made for a model Indonesian CPO mill in several bio-waste treatment options. Main findings were that, first; over 70% of FFB was bio-wastes generated from CPO mills. Second, some mills introduced a zero emission bio-waste policy. However, untreated bio-wastes in the zero emission policy, such as, CH4 from POME ponds, may have potential to reduce more impacts on the environment. Introduction Indonesia is one of the world leaders in palm oil production with approximately 12.4 million tons of crude palm oil (CPO) production in 2005 and with the plantation area 5.6 million ha spreading out in 19 provinces [10]. The expansion of palm oil cultivation in Indonesia and its export oriented industry heavily relies on the strong world market demand for food. Currently, there are 320 CPO industries in Indonesia [10]. These include plantations and palm oil related factories. Among them, there are six biggest players in CPO business in Indonesia: PT. Perkebunan Nusantara (PTPN) consisting of 9 PTPN, Sinar Mas, Raja Garuda Mas, Astra Agro Lestari, Minamas Plantation and Indofood. They are managing more than 50% of plantation estate in Indonesia and are leading the Indonesian palm oil business.Palm oil industry is an industry to be considered when it comes to environmental impacts. Unfortunately, there is not so much available information related to the performance of each CPO on environmental impacts. There are reports which provide information on environmental impacts of CPO mills in South East Asian countries, but are limited to, for instance, Thailand’s cases [4 and 5] and Malaysia’s cases [1, 3, 6, 7, 9, 11 and 12]. On the other hand, similar studies on the Indonesian’s case are not well established in academic literatures. And also there is limitation on Indonesian palm oil industrial information from plantation to consumption and disposal in academic articles. There is no literature related to material flow analysis focusing on the whole Indonesian palm oil related industry. One way to describe and present the environmental impacts is through a life cycle assessment (LCA). The LCA could be used to estimate the impacts of CPO production including the stages of plantation, transportation and milling [5, 8 and 11]. However, studies on Indonesian CPO production process were not well established in academic articles. The purpose of this paper is thus to clarify environmental impacts of palm oil industry in Indonesia especially by focusing on plantation and CPO mills with consideration to various bio-waste treatments."

An experimental degasification program using a vertical borehole and vacuum pump to drain gas from the gob area of a longwall panel was successful at Bethlehem Mines Corporation, Cambria Division, No. 33 coal mine. Sixty-one million cubic feet of methane has been exhausted during a 9-month period. Daily production time in the panel increased as a result of lower methane levels in the returns. Removal of large quantities of methane in this way and the exclusion of it from the ventilating system will provide reduced cost in mine ventilation and provide a safer environment for the mine.

The effect of the TiC addition on corrosion resistance of the Al2O3-C refractories in smelting reduction melts has been studied by quasi-station immersion and rotary immersion. The corrosion rate of Al2O3-C refractories is decreased with the TiC addition. The corrosion mechanism of Al2O3-C refractories is oxidization of graphite carbon by the oxides of the melts and the formation of deteriorate layer.

The Honourable Mr Molefe, Premier of the North- West Province; Or Scot-Russel, Chairman of the CMMI's XV Congress; Mr Loton, Chairman of the CMMI; distinguished guests, ladies and gentlemen. At the outset may I express my sincere appreciation to the organisers of this Congress for their kind invitation to me to participate in the plenary session. May I also thank the CMMI for inviting me to be their fifth distinguished lecturer. This is a signal honour and one which is sincerely appreciated by my Group and myself. The subject of gold is a very emotive one. It conjures up different images in the minds of a wide variety of people. For many of us it is very simply the ultimate metal. In ancient times gold was sought after and treasured; it was the chosen metal for adornment and many of the best preserved artefacts of that time were hand-fashioned from gold which had been won by primitive mining techniques. Gold's rarity and its value was recognised by those who fashioned the earliest gold coins thus underlining gold's special place as a store of value.

I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

Of late considerable experimental and theoretical interest has been shown in the rates of transformation from a single phase, usually a supercooled solid solution, into one or more phases. Such reactions may involve both diffusion and transformation of the major constituent, as in iron alloys, or it may simply involve diffusion, as in superstructure formation and in age-hardening systems. Most of the work has been confined to ferrous alloy1-9† although two investigations have been made on copper alloys10*". That such work may be of considerable practical importance has been demonstrated by Bain12, by the workers at the Kaiser Wilhelm Institut fur Eisen-for~chung'13, 14, and by the everyday use of precipitation and age-hardening principles15. Experiments in this country have generally followed Davenport and Bain's technique of rapid supercooling followed by isothermal treatment. In Germany16, 17 the work has been extended to the study of the influence of accurately controlled and measured rates of cooling. The work on steel indicates that there are two subcritical temperature ranges where reaction starts sooner after quenching and proceeds at a more rapid rate than at other temperatures. At suberitical temperatures above Ar" (temperature of martensite formation) where reaction is dependent upon atomic migration there is a period of time of which the length depends upon the alloy content and the temperature, before which no reaction has been detected. Davenport and Bain' find that different sorts of atoms in solid solution in gamma iron affect the length of this " prereaction" period differently, manganese probably being the most effective in lengthening it. It is very difficult to believe that nothing occurs within these "prereaction" regions, for if this were so there is no reason why any reaction at all should be observed. If you will be patient, we will explain how our plans to research the fishing possibilities of the Buffalo River following the SME Fall Meeting turned out, in general, to be an extension of the main theme of that meeting and, in particular, to confirm an astute observation on research made by Australian T. R. A. Davey in his Award-acceptance address at the Pb-Zn Research Luncheon. Buffalo River State Park is reached via Yellville where we tried without success to find one Odie Tollett who had been recommended as a boat liveryman. However, Mrs. Leon Dodd, in the Park, outfitted us nicely with a 17-foot aluminum canoe. Rain had dominated the recent weather of the Ozarks in northwestern Arkansas. So, under a leaden sky and intermittent showers, we stood on the bank of the turgid Buffalo demonstrating to our spouse, Sylvia, how to cast. Of course, with the water up and the sediment, the outlook for catching fish was bad. Sylvia said, however, "Oh, I get it. Let me try. Umm, like this I got one!" Sylvia reeled in a pretty ten-inch brown trout. "The poor thing, let's throw him back."

Anthracite from the four producing regions in Pennsylvania was both ashed in the laboratory and burned on a chain-grate stoker to determine the sulfur-retention properties of its ash. The retention of sulfur in laboratory-prepared anthracite ash was shown to be related to ashing temperature and to the amounts of sulfur and calcium present in the coal. At the usual laboratory ashing temperature of 750° C sulfur retention ranged from 0.8 to 13.2 percent of the total coal sulfur. Sulfur retention in the ash was negligible, o to 0.3 percent, at 1,200° C, which is the thermal decomposition temperature of calcium sulfate; thus calcium sulfate does not form and cannot serve as a sulfur-retaining agent. In several tests the anthracite was mixed with 6 or 10 percent dolomite prior to firing in the chain-grate stoker. The dolomite did not improve sulfur retention owing to the high temperature in the fuel bed. Sulfur retention was, however, related to the unburned carbon in the ash. The relationship of the percentage of original coal sulfur retained in the ash (Y) to the percentage of the original carbon in the coal remaining in the ash (X) is expressed by Y = -0.579 + 0.914X. The percentage of sulfur retained is almost directly proportionate to the percentage of original coal carbon in the ash.

Application of technology to the search for new deposits went on apace in 1963. Traditional methods, aided by modern communications, were successful in some out-of-the way corners of the world that had not been adequately prospected, but the co-ordination of several mutually supporting techniques is necessary to define exploration targets in most areas today. Although these obviously include geophysics and geochemistry, which are treated elsewhere in this issue, geology continues to play a major role. As the search focuses on less and less obvious targets there will be more need than ever to "pull out all the stops." Any anomaly may have significance and must be evaluated as a possible lead. Ability to detect them increases as the laboratory workers refine techniques for measuring physical, chemical, and isotopic properties; it will be increasingly the responsibility of the exploration geologist to understand and apply these to economic problems. Simple propecting, the search for outcrops of recognizable ores of traditional types, was perhaps most successful for iron. Potentially large deposits of high-grade magnetite-specularite-hematite ore have been found in the Mary River area near the north end of Baffin Island. The ore holds up four hills that stand some 1500 ft above the surrounding country; obviously they were ripe for discovery by the first person to come across them, in this case Murray Watts, president of British Ungava Explorations, Ltd, As preliminary examination indicates a lump ore averaging 68 to 70% iron, these deposits may be commercial in spite of the unfavorable climate and their isolation from world markets.

In a 2,000 square mile area of Polk, Hillsborough, Hardee and Manatee Counties in Central Florida is located one of the richest known deposits of the life-giving mineral, phosphorus. Under layers of sand and clay are found millions of tons of phosphate rock, best source of this element which is necessary to all forms of life - plant, animal and human. Phosphorus is an irreplaceable ingredient in all complete plant foods, and more than 90% of Florida's vast production goes to enrich the croplands of the United States and many other areas of a hungry world. In addition to this, it has wide industrial use in the manufacture of many products - detergents, baking powder, carbonated beverages, steel, matches, munitions, glass, insecticides, dyes, water softeners and innumerable others. Not only does phosphorus make life possible for us - it also helps us to live longer and better.

There are many potential uses in gold mining for an initially stiff element of backfill that will yield at a predetermined load and maintain that load to beyond a compression of 30%. Such elements could be used as yielding rib pillars, as replacements for more conventional supporting packs, as con- fining bulkheads for mass backfill, as supports to provide lateral constraint, and load-carrying augmentation to overloaded rock pillars. The paper describes a system of reinforced cemented backfill that can be used to provide the above requirements. The necessary characteristics of the reinforcing and the cemented tailings are described together with the method of design to obtain a predetermined stiffness and yield load. The load-compression characteristics of the reinforced tailings elements are described and the effect of changing various of the design parameters is demonstrated.

The etching effect that is produced on a piece of polished iron or steel when it is heated in hydrogen or in a vacuum seems to have been observed first by Osmond,' who believed that he could distinguish four systems of grain boundaries on a piece of steel which had been heated in hydrogen. In a number of other investigations, samples of pure iron were found, after heating, to have complex networks in which two or three systems of grain boundaries could be detected. It was further noticed that samples that had been polished plane before being placed in the furnace were, after treatment, roughened and undulating over their entire surfaces. From a comparison of the temperature of heat treatment with that of the A3 transformation, it was concluded that the changed appearance of the samples was definitely related to the latter phenomenon. Certain other deductions were made but these are not of importance here and only observations on the appearance of the samples will be reviewed. Ewen2 heated a strip of polished iron in a vacuum in such a way that one end was maintained at a temperature of 1000" C. and the other at 580" C. On the cooler end there was outlined a simple polyhedral network, and at the hotter there appeared the complex systern of lines ant the undulating surface characteristic of iron which has passed through the A3 transformation. He found that in going from the cooler toward thc hotter end the sample maintained much the same character of surface up to the beginning of the transformed area, but that near this region doublc grain boundaries were of frequent occurrence. Rawdon and Scott concluded that the simple type of network brought out by heating a sample of pure iron in a vacuum was of the same type as that developec by ordinary etching methods. The most extensive oil shale development program ever undertaken in the United States has been that carried out by Colony Development Operation at Para- chute Creek in western Colorado. Field development goals were completed this spring, with the remainder of the $24 million joint venture program, primarily engineering, environmental and economic analysis, due to be finished by the end of 1972. Upon completion of the overall program, a decision concerning a commercial venture is expected. This program points up the increasing attention being focused on oil shale as a source of crude oil and energy for the U.S. at a time when the nation's supply of oil produced by conventional methods is far from adequate to meet the demand. The oil shale reserves of the Green River formation in Colorado, Utah and Wyoming are the largest hydrocarbon reservoir. The Piceance basin of Colorado, alone, contains some 80 billion bbl of shale oil recoverable by modern methods in reserves more than 30 ft thick and containing at least 30 gal of oil per ton. The U.S. Geological Survey has estimated that the total shale oil reserves of the Green River formation in the states of Colorado, Utah and Wyoming is more than 600 billion bbl of oil in deposits containing at least 25 gal per ton of shale oil.

Those who for the first time see, at a mine, a great hole caused by subsidence; or, going underground, see an extensive fall of roof or hanging wall are apt to regard such an occurrence as an accident and not a normal condition of exhaustive mining. Moreover, the public is inclined to believe that a cave or subsidence of the surface is the result of carelcssness in mining or the rapacity of the mine operators in "robbing pillars," a tern too loosely used in descriptions of coal mining. This belief is fostered by the common-law requirement that an owner of the surface or of surface improvements is entitled to full support of the surface. Court decisions have upheld this law even when that owner has sold or leased the underlying mineral, unless a clause in the sale or lease contract exempts the mining company from paying the owner of the surface for damages that may result from mining. Another reason for this belief is the earlier practice (which is still extensively followed in this country) of leaving all coal pillars unmined, except as they have been thinned by so-called robbing; by not extracting the pillars, the surface may be supported by them for years, perhaps for generations. Inasmuch as the practice of leaving permanently in the mines from one-third to one-half of the mineral is wrong, with respect to conservation of a national resource, it behooves the mining engineers to assemble data and disseminate information on the subject, pointing out that subsidence must follow complete extraction, unless expensive methods of back-filling are employed, such as are used in Germany and France. These methods inevitably increase the cost of mining and the price of the mineral produced. It is popular to speak of "waste in mining" without a realization that much so-called wasting is unavoidable unless subsidence is accepted and provision made therefor where the surface is valuable, or else the only present known alternative of hydraulically placing sand or crushed stone filling in the excavations, at an increased cost of the mineral product to the consumer.
