I truly free enterprise system requires free and unrestricted competition among a diversity of suppliers, in order to function properly. The natural attrition of the marketplace tends on the one hand to narrow the competitive field ... but the flow of new competitors entering the arena provides a "diluting" effect, and a "balanced" market place. Without the ready flow of new business entrants, the market becomes increasingly concentrated in the hands of fewer and. fewer firms. Competition among suppliers is diminished and the "free" marketplace suffers accordingly. A number of organizations, both governmental and private, have recently expressed grave con¬cern over the competitive future of the Western coal market. While most have noted that there is currently adequate competition within the Western market, some have cited the growing con¬centration of coal ownership ... particularly federal lease ownership ... in the hands of a relatively few firms. They suggest that unless this apparent trend is reversed or at least stemmed, the number of new firms entering the federally-dominated West may become reduced to the point where competition will suffer.

BEFORE discussing some of the technical aspects of the steam generating plants of Nova Scotia Light and Power Company, Limited, it might be of interest to go back through history and see the development of steam generation in this public utility. Back around 1902 Nova Scotia Light and Power Company, Limited, had three slide-valve engines in-stalled at its Water Street, Halifax, generating station for a total capacity of 1,800 kilowatts. The plant remained at about this size until 1910 and in 1911 a 2,000 kilowatt steam turbine was installed to raise the total capacity of the plant to 3,800 kilowatts. In 1916, a 3,000 kilowatt turbine was installed and one of the slide-valve engines was removed to make a total plant capacity of 6,200 kilowatts. The total demand in the Company's service 8rea was at that time 4,000 kilo-watts.

The chloridizing roasting of ores is applied when metal sulfides and oxides are to be converted into soluble or volatile compounds. The chlorine required is either obtained from the admixed chlorides of sodium or calcium or added in the gaseous state. In the first part of the investigations the reaction rate of the chlorides of sodium or calcium with gas mixtures of SO,-0, or SO ,-O2 ,-SO , was measured. The rate for reactions with gas mixtures SO2-O2 is ThE chloridizing roasting of ores is applied when metal sulfides and oxides are to be converted into soluble or volatile compounds. At present the process is mainly applied to produce nonferrous metals which occur in pyrite cinders in small concentrations. Thereby the nonferrous metals are converted into water-soluble, acid-soluble, or volatile compounds whereas all the iron remains as insoluble oxide. The chlorine required is either obtained from the admixed chlorides of sodium or calcium or added in the gaseous state. The reactions occurring during the roasting process can be divided into two groups: solid-solid reaction and gas-solid reaction. The reactions between solids proceed by means of solid-state diffusion and are therefore of low velocity. The heterogeneous reactions between solids and gases of the roasting atmosphere5 are high-velocity processes and determine the velocity of the chloridizing roasting. These gas-solid reactions shall be the subject of the paper presented. In order to investigate the still little-known processes which occur during the chloridizing roasting 6-' the complex reaction is split into several partial steps. First the reactions of NaCl and CaCl, with gas mixtures of SO2 and 0, have been investigated at temperatures between 500" and 600°C by measuring the weight increase of the samples. The gas mixtures used in this series of experiments had first variable compositions, then the amount of SO 2 had been increased. Furthermore the influence of Fe 2 O3 admixtures upon these reactions, the behavior of pure Fe 2 O3 with the gaseous reactants, and the chlorination of the sulfides of lead, copper, nickel, and zinc have been investigated. FORMATION OF GASEOUS CHLORINE Pyrite cinders are never completely roasted and therefore contain still a small amount of sulfide sulfur. When heated again in air, this sulfur is converted into SO,. Accordingly the formation of chlorine can first be described by the reactions: dependent on the composition of the gas phase. If more than 1 pct SO 3 is added to the roasting gas, the reaction rate is determined only by the concentrations of the SO,. In the second part the reactions between chlorine and metal sulfides are discussed. The rate of formation of gaseous chlorine is higher by me order of magnitude than is the reaction rate between ZnS and chlorine. The reaction rate of NiS and PbS lies considerably below that of ZnS. The conversion rate of both pure Fe 2 O 3 and Fe 2 O 3 containing NaCl or CaCl2 when reacting with SO2-O2, mixtures with and without SO3 portions was measured at temperatures of 500", 550°, and 600°C. The weight increase of pressings was determined by means of a spiral balanceg and the reaction rate calculated therefrom according to Eqs. [ll to [31 and [5] to [7]. The prepared samples were suspended on a platinum filament in a vertically mounted tube of mullite (ID 4 cm, length 110 cm) which could be heated by a resistance tube furnace. The platinum filament was tied to the lower end of the spiral balance. A supremax glass tube (length 70 cm) was mounted gas-tight on top of the reaction tube. The unit was sealed up at its top by a ground-in stopper which was holding the spiral balance with the sample. The spiral balance therefore hung outside the high-temperature region of the furnace. Fig. 2 shows the experimental arrangement schematically. While lowering the sample into the reaction tube pure nitrogen was flowing through the reaction zone providing a protective atmosphere. After the sample had reached the reaction temperature within approximately 1 min, the protective gas was replaced by the sulfur dioxide-oxygen reaction mixture. The microstructure of dispersion-strengthened aluminum aluminum-oxide products containing from 0.2 to 4.7 wt pct of aluminum oxide has been examined by optical and transmission electron microscopy, and the flow stress has been determined at room temperature and at 400C by tensile testing. Products were examined as recrystallized and as high-temperature extruded, and the microstructures consisted of a fine dispersion of oxide particles in a matrix divided by respectively recrystallized grain boundaries and subgrain boundaries. The flow stress (0.2 pct offset) at room temperature of recrystallized dispersion strengthened aluminum aluminum-oxide products is the superposition of dispersion strengthening and grain boundary strengthening. This superposition has been found to be linear. The flow stress (a) can be related to the grain size (t) by the Petch equation: ing content of oxide and k is a constant independent of the oxide content. For extruded products a similar relation has been found by replacing the grain size by the subgrain size. The k-value is of the same order for the two types of structure, which shows that the subgrain boundaries are as effective slip barriers as grain boundaries. Tensile testing at 400C of re-crystallized and extruded products shows that oxide dispersion strengthening is very effective, whereas the strengthening effect of grain boundaries and subgrain boundaries is small. THE microstructure of dispersion-strengthened products consists of hard particles finely distributed in a metal matrix. The strengthening effect of the dispersed phase has been fairly well established,1 and it has been found that the size and volume fractions of the dispersed particles are important structural parameters. However, in many dispersion-strengthened products which have been worked and heat-treated during manufacture the matrix is divided into well-defined grains or sub-grains, which may also have a strengthening effect. A model of the matrix strengthening in dispersed products worked during manufacture has been proposed,2 introducing the energy of the structure as a strengthening factor, especially at low temperatures. A difficulty in this model is, however, to relate this (stored) energy to the structural parameters directly observable as for instance grain size. The strengthening effect of the matrix grain size after recrystallization has been in- vestigated for nickel-thoria (TD-Nickel) products3 and for copper aluminum-oxide products. Conclusive results were, however, not obtained as the grain size of TD-nickel was constant. 5 to II , after recrystallization at temperatures from 700 to 1200°C and as the copper products containing 5 to 1 wt pct of aluminum oxide could not be recrystallized even after severe cold reduction and heat treatment at 1050C. For aluminum aluminum-oxide products containing from 1 to 5 wt pct of aluminum oxide it has been shown that the tensile strength at room temperature decreases when an extruded product is cold-worked and recrystallized. The matrix in the extruded products is divided into well-defined subgrains of micron size, and as the grain size of the recrystallized products is about two orders of magnitude higher, it is obvious that grain boundary strengthening occurs. Preliminary results8 have indicated that the flow stress containing no grain boundaries, A is a constant and t is the subgrain size. At elevated temperatures the effect of boundaries is more complex; it has been shown11 that recrystallized products having an oxide content of about 3 wt pct are more creep resistant than extruded material in the temperature range 400° to 600°C, whereas on application of a higher strain rate the tensile flow stress (0.2 pct offset) is higher in extruded than in recrystallized aluminum—5 wt pct aluminum oxide products at temperatures from room temperature to 427°C (800), Finally it has been shown12 that the Brinell hardness at 350°C of extruded products having about the same content of aluminum oxide increases with decreasing grain size, determined by X-ray line-width measurements. The present study was undertaken to obtain a quantitative relationship between the tensile strength and the grain size of aluminum aluminum-oxide products in the recrystallized as well as in the extruded state. The tensile testing was performed at room temperature and at 400uC. The grain size of the recrystallized products was varied by changing the degree of cold-work preceding the recrystallization heat treatment. In extruded products grain (or subgrain) size variations were obtained by high-temperature heat treatment after extrusion. EXPERIMENTAL a) Materials. This paper presents a brief overview of current bump mechanics theories and pillar design methodologies, and relates these concepts to experiences at two mines located in a north-central Utah coalfield where different pillar designs were used to control mountain bumps. Experiences gained at the first mine demonstrated the successful implementation of a two-entry, 9.8 m (32 ft)-wide, yield-pillar design. A U.S. Bureau of Mines field study quantified the timing of chain pillar yielding and resulting load transfer from the gateroad. In-mine pillar response, although apparently sensitive to site-specific conditions, compared favorably to estimates derived using two yield-pillar design methods. A second study conducted at another mine located in the same district, but subjected to different geologic conditions, documents the unsuccessful attempts to employ progressively narrower three-entry pillar designs based on successes achieved at the first mine site. This second mine never achieved a true yield-pillar design. Use of pillar widths ranging between 9.1 m (30 ft) and 27.4 m (90 ft) always resulted in violent bumps in the tailgate pillars. The pillars were either too large to yield, or too small to support peak operational loads. Hypothetical gateroad systems were evaluated using both analytical and empirical approaches for configurations comprised of two rows of conventional pillars, and systems incorporating both yield and abutment pillars. Analysis concluded that yield pillars less than 6.1 m (20 ft) wide and abutment pillars ranging between 30.5 m (100 ft) and 39.6 m (130 ft) square would be required to achieve a stable gateroad design. However, results of a field study conducted on a two-entry, 36.6 m (120 ft)-wide abutment pillar concluded that abutment pressures from the first panel overrode the pillar, and that a still larger pillar may be required to preclude bumps in the tailgate during second panel mining. Without the benefit of a demonstrated in-mine success, it is not clear which design would ensure elimination of gateroad bumps.

The orientation relationship between the dejormation and recrystallization textztres of binary Cu-P alloys of high phosphorus content was observed to he a ± 14-deg (110) rotation. According to the ori-ented-gvowth hypothesis, the same relationship should exist between a successfully flowing pain and the strained single-crystal matrix of alloys of corresponding composition. The orientations of thirty successfully growing grains were obtained in a Cu-1.0 at. pct P alloy. Both a conventional analysis and the more detailed analysis advanced in the present study demonstrate that the observed orientation relationship is not comparahle to that predicted by the oriented growth hypothesis. IT has been shown experimentally that the formation of recrystallization textures in metals may be explained on the basis of the oriented-growth hypothesis. This conclusion is based primarily on the results of cooperative experiments carried out by various investigators in aluminum. Beck and HU' suggested that the orientation relationship between the recrystallization and deformation textures of aluminum is a 38-deg(111) rotation. A similar relationship, i.e., a 40-deg(111) rotation, was observed between the primary and secondary recrys-tallization textures.' Since the secondary grains result from a process of selective growth, this naturally implies that the same mechanism is also responsible for the formation of the primary re-crystallization texture from the deformed matrix. Further evidence was provided by the experiments of Liebmann, Liicke, and Massing3 and Yoshida, Liebmann, and Lucke.4 They observed that grains which could successfully grow into strained aluminum single crystals invariably exhibited the same orientation relationships with their matrix. Thus, regardless of other opinions,5'9 these results offered good evidence in favor of the oriented-growth hypothesis. In order to examine broader applications of this oriented-growth hypothesis, experiments should be carried out in metals other than aluminum. In a recent investigation on the recrystallization textures of binary copper alloys with phosphorus, arsenic, and antimony,7 it was found that the predominant recrystallization components were related to the deformation textures by a (110) rotation. The (110) rotational relationship is different from the (111) relationship generally proposed between the recrystallization and deformation components of other binary copper alloys. 1,8,9 Applying the observations made for aluminum, the oriented-growth hypothesis predicts that the orientation relationship of grains successfully growing into the strained single crystals of either one of these copper alloys should correspond to that observed in the textural study. Verification of this prediction would provide a critical test of general applicability of the oriented-growth hypothesis to the formation of recrystallization textures in fcc metals other than aluminum. The term potash refers to potassium oxide (K2O), a compound not found in nature or produced by man but used as a basis for comparison of all potassium compounds and now is applied generally to various compounds of potassium used by agriculture and industry. Potassium, the last of the three major plant foods to be used in appreciable quantities by agriculture, was originally produced only from organic materials for chemical uses. The first recorded identification of a mineral source of potassium was in 1797; but, until the discovery in 1839 of the large deposits of soluble potassium salts in Germany and their development in 1860-61, nearly all potassium compounds continued to come from organic sources. With the importance of potash to plant life discovered in 1840 by von Liebig and the production of potash in Germany after 1861, agriculture soon became the major consumer of potash. In 1958 agriculture accounted for about 95 pct of the total potash consumption; the chemical industry used the remaining 5 pct. Mineralogy and Geology Potassium, an important constituent of the earth's crust, occurs in many forms in numerous rocks and minerals, including water solutions, but is not found in its native state. Twenty-five of the more important potash minerals are listed in Table 1. The properties of the five potash minerals most common in Permian salt formations follow: Sylvite is isometric; has a hardness of 2, a specific gravity of 1.98, vitreous luster, and cubic cleavage; and ranges in color from clear to brick red. In taste it is similar to halite but has a sharper taste and a cooling effect on the tongue. It is very plastic under pressure. Langbeinite is isometric; has a hardness of 4, a specific gravity of 2.82, vitreous luster, conchoidal fracture, and no cleavage; and ranges in color from clear to gray. The mechanism of caving is of interest to the mining engineer only in areas where he is directly concerned. One area is surface subsidence which is outside the scope of this paper. Another area is at the face where coal is being extracted and where control of caving is of vital importance. Coal mining systems have been developed with many considerations in mind, but in this list of considerations, strata control has seldom been given much importance. Research is in progress in Australia to endeavour to determine an optimum sequence for coal extraction underground. As information becomes avail- able from this work it is hoped that appropriate methods of controlling caving in various strata conditions will be devised. When this is done, equipment may be introduced to permit the mining operation to proceed under optimum conditions for strata control, rather than devising a mining procedure to suit the equipment available and methods developed for other reasons.

"AFTER SPENDING a lifetime in the mining industry it is normal that one should be concerned with the future of his profession, especially if he is directly responsible for the education and formation of future mining engineers. It is not necessary to insist on the importance of mining for Canada and for the entire world to prove the necessity of the Mining Engineer. A statement was made by Zay Jeffries, former vicepresident of General Electric Co., and here I quote: ""Even though minerals without man are of no moment, man would not be man as we know him without minerals ... ""minerals are as essential to the life of social man as food is to man himself"". This certainly expresses magnificently the purpose of the mining profession. These are the reasons why I have accepted to present my views on the future of the Mining Engineer. If I express some concern it is not because I feel that there is any danger for the profession to disappear; men will always respond to a challenge and this can be found in the extraction of minerals as well as in any other field of human endeavour. However, the first big question concerns the competitive position of Canada in the world of mining. To be made available to Canadians and to the rest of the world, all this tremendous potential mineral wealth that our country has been so generously endowed with by nature must be gained from the earth's crust at a competitive cost. Otherwise it will never become ore and will have no value. Let us not forget that although minerals are discovered, mines are not found but are made. So let us be more efficient mine makers. To accomplish this end, it is the duty of the different responsible organizations at all levels - be they governmental, para-governmental, public or private institutions - to do their utmost to assure the profitable development of our mineral wealth. The University has an all-important role to play in preparing all the specialists required by this intricate machine that mining is. All the different disciplines of engineering, health, social and -managerial sciences are needed for the good functioning of the mining industry. Although they are all essential, some will play a more important role as a member of the structure. In this discussion it is the role of the most important member, the mining engineer, who is actually responsible for the extraction of the minerals from the earth's crust that must be established. From this we will then be able to analyse his responsibilities and try to suggest the mining engineering program most suitable to prepare this engineer for his future role."

Experimental work on liquefaction of coal was taken up by the Bureau of Mines in 1936 when it became evident that a prudent policy from the national point of view should include preparation for the time when gradual exhaustion of petroleum resources would require supplementing the growing demand for motor fuel with gasoline and diesel oil from coal. At that time (1936) certain foreign nations that had no home sources of petroleum, especially Germany, England, and Japan, were conducting active research and at least two of them were producing liquid fuel from coal on a commercial scale. Germany was reported to have an annual producing capacity of 800,000 metric tons of gasoline per year, and England had just put into operation the Billingham plant of Imperial Chemical Industries for the hydrogehation of bituminous coal and tar by the Bergius-I.G. process. The annual capacity of this plant was about 150,000 long tons of gasoline per annum (3500 bbl. per day). With these developments taking place in foreign countries, it seemed important to undertake a long-range program of fundamental research in this country to establish a sound groundwork for the evaluation of foreign work on synthetic liquid fuels and at the same time to obtain data on the oil yields and operating difficulties using various kinds of American coals and lignite to the hydrogenation process. The results of such research would be useful in determining the yields and quality of liquid products obtainable from various coals so that American industry would be in position to select the most suitable coals and make rapid progress in establishing this new industry when the commercial need should arise. It was hoped, also, that progress in a better understanding of the chemistry of coal hydrogenation would reduce the cost of the process materially. To carry out this program, a small continuous unit capable of hydrogenating 100 Ib. of coal in 24 hr. was installed at the Central Experiment Station of the Bureau of Mines at Pittsburgh, Pa. Small steel autoclaves or bombs of 0.3 gal. (1.2 liters) capacity also were used for batch-hydro-genation experiments in the study of the chemical fundamentals of the process. Much valuable assistance was obtained in planning the experimental program and designing the equipment from the Fuel Research Station of Great Britain and the Fuel Laboratories of the Mines Department of Canada, where such investigations had been in progress for several years. "Australia's prosperity relies significantly on income generated from exports of resources and agricultural products. In 1989-1990, coal was Australia's most valuable export commodity, contributing. A $5.7 billion or 14% of all export income.The abundance and quality of its coal resources and the proximity of Australia to the rapidly developing economies of Southeast Asia were significant factors that encouraged export-oriented growth and investment and will continue to do so. On the other hand, the 1980shighlighted the sensitivity of the industry to international changes in supply and demand, currency and socio-political forces.Following many years of disappointing returns for investors, mainly as a result of falling Australian dollar coal prices, resolve will be necessary to maintain competitiveness with resource-rich nations. In recent years, operators, unions and governments have begun to embark on a long overdue rationalization of domestic issues in a bid to increase productivity and reduce costs.The nature of mining operations is also changing; deeper surface mines and the growth of longwall mining will require the development of new technology and skills. Other challenges emerging from the international environmental debate will require that Australia responds appropriately to demands for cleaner fuels, energy efficiency and environmental responsibility.The future development of the Australian coal industry will therefore be influenced by its own ability to become more efficient and mature in the production of quality coal products and through rational international response to environmental questions."

While coal was undoubtedly seen by the Spanish explorers in Texas, no mention can be found of it in any of their available published records; it was likely noticed by the first Americans, and coal along the Rio Grande River was reported in 1834.1 The next record is that of brown coal in Bastrop County in 1837 by James Nicholson and Judge Pinckney Hill? Dr. Riddell saw brown coal along the Trinity River in 1839 and described it as follows: "In the banks of the Trinity, associated with the iron ore, and overlying the brown coal, whole trees and fragments of trees, piled sometimes one upon another, present themselves completely transformed into stone. In some logs a diversified metamorphosis is observable; one portion of the vegetable structure having been replaced with silex, another with brown oxide of iron, and a third is bitumenized or converted into coal. "In concern with Dr. F. B. Page, I took considerable pains in the exploration of the Trinity brown coal formation., As no excavations for working have yet been made, the best places for inspecting the formation are where the Trinity cuts its way through the highlands, or where its banks present themselves in bold high bluffs, as at New Cincinnati, and near the site of the projected town of Osceola. The coal lies in horizontal strata, dipping one foot in thirty to the northwest. The main stratum at the latter place, just above Bedias creek; is represented by the concurrent statement of W. C. Brookfield, surveyor, Mr. James S. Hunter, of Huntsville, Texas, Dr. Page, and some other persons whom I consulted, as between six and seven feet in thickness, the lower portion being between three and four feet above low water mark. Unfortunately, during my sojourn there, the river was unusually high and turbid for the season of year; I could not consequently verify the same by personal observation and measurements. The most considerable coal beds which I had opportunity fully to inspect, were in the Trinity bluffs, southwest side, at New Cincinnati, six miles lower down, and just below the mouth of Salt creek, near six miles above. The workable stratum of brown coal in each of these localities is about five feet thick, and situated some fifteen feet or so above low water mark. In quality it is said to be precisely similar to the coal in the seven feet bed."2 . As a practicing mining engineer, I face many rock mechanics' problems daily and would like to mention one or two examples to illustrate the current gap between laboratory investigations and actual field problems. I would like to endorse Dr. Obert's suggestion that more field measurements and observations should be undertaken. There is an ever-increasing body of data beginning with Hast's results in Sweden,l then measurements at Elliot Lake, Canada, and so on, including our own measurements at White Pine, which clearly indicate that the horizontal stresses underground are often at least as large as the vertical stresses. Visual obsenation of the deformation of roof and pillars (including failure due to horizontal compression) also demonstrates that the horizontal stresses are often most important. Yet almost every laboratory investigation begins with the assumption that the only stresses acting are vertical. Roof spans in layered formations. for example, are calculated on the assumption that the rock behaves as a gravity loaded beam. This is all too often unrealistic. Roof bolts are also often considered to be simply means of suspending the gravity loaded beams. As Dr. Reed has mentioned they are probably, in fact, acting to restrain a beam which is attempting to buckle due to lateral pressure. The fact that moisture can reduce the strengths of some rocks as much as 50 percent has been known for many years. In the mine me are almost always faced with wet rock, yet no one has investigated ways in which this wakening effect can be overcome. as, for example, by waterproofing the rock. C. Fairhurst, University of Minnesota I would like to mention that we have found,2 from stress-relief determinations, that appreciable (over 1000 lb per sq in.) horizontal pressures occur also at the surface in granites quarried in central Minnesota. Whilst I agree that more field measurements are desirable, it is important to point out that most university research is undertaken by graduate students who must attend classes daily. Their research is therefore restricted to the laboratory. A.M. Starfield, University of Minnesota No one denies the importance of obtaining: data from field measurements. It is equally important, however, that field measurements be guided by theory. Much time and money can be wasted by indiscriminate measurement. An example of the value of theory in interpreting measurements is given in Dr. Obert's comments on the time dependent strain observed in a salt mine. He anticipated that the stress at the wall of the opening would change with time because salt is viscoelastic rather than elastic. The ß and a ß transformations in plutonium were studied with particular emphasis on the transformation kinetics and microstructure. Significant observations are: 1) The kinetic data show conclusively that the ß — a transformation in high-purity plutonium can proceed isothermally with no athermal component. 2) Plastic deformation of the stable (3 phase retards the subsequent (3 — a transformation. 3) Plastic deformation of the stable a phase accelerates the a — ß transformation; the acceleration is attributed only to residual stresses. 4) The a and a?a volume changes occur anisotroPically in textured plutonium. 5) An apparent crystallogvaphic relationship exists between the parent and the product phases of the and (3 — a transformations. 6) Both applied uniaxial compressive stresses and uniaxial tensile stresses raise the starting temperature for the ß — a transformation. 7) A given uniaxial tensile stress favors the a — ß transformation more than an equivalent applied uniaxial compressive stress opposes the transformation. These observations of the (ß —a and a — ß phase changes in plutonium are consistent with known mar-tensitic transformations. ThIS paper elucidates some of the characteristics of the a— ß and ß —a transformations in plutonium. Because considerable conjecture exists about the mechanisms by which the phase transformations occur in plutonium, experiments have been performed to provide indirect information concerning the mechanisms responsible for the a —ß and ß -a transformations. Indirect information is of particular value in the study of plutonium because of the experimental difficulties presented by the metal. Single crystals have not been produced in any of the allotropes. The large density results in high X-ray and electron-absorption factors and consequently complicating X-ray and electron diffraction. The kinetics of ß — a and a — ß transformations of plutonium and the behavior of the transformations under a variety of conditions have been investigated in detail. Information about the mechanisms of the allo-tropic transformations of plutonium was obtained indirectly from three sources: 1) the effect of plastic deformation of the stable parent phase upon the transformation kinetics; 2) the behavior of the metal transforming under applied stresses; and 3) the microstruc-tural and crystallographic features between parent and product phases. PHASE-TRANSFORMATION CHARACTERISTICS In characterizing solid-state phase transformations in metals and alloys, it is useful to define several types of transformations. An aim of the present work was to identify the low-temperature transformations in plutonium by type, i.e., as martensitic or nonmar-tensitic. Practical definitions for these terms follow. The terms commonly used to categorize phase transformations lack universally accepted definitions. This confusion arises doubtlessly because some terms specify crystallographic or morphological character while other words have a kinetic or a thermodynamic connotation. For example, martensitic specifies certain definite crystallographic restrictions. Unfortunately, martensitic is sometimes used in an ill-defined way to imply kinetic characteristics. Further confusion attends the use of such expressions as nucleation and growth, diffusional, and massive. From time to time new systems of phase-transformation nomenclature are suggested; unfortunately none of these has gained general acceptance.1,2 The authors of the present paper have no intention of entering the controversy. We recognize that some readers may object to the nomencliture used here. For exampie, the terms military and civilian have recently been used in much the same way as martensitic and non-martensitic are used in this paper. This paper is intended to describe several specific details of the low-temperature phase transformations in plutonium. The authors have found it useful to identify these transformations as martensitic; the term was chosen as the best available to describe the experimentally observed features of the transformations studied. A martensitic transformation is one that occurs by the cooperative movement of many atoms; the rearrangement of atoms from parent to product crystal structure occurs by the passage of a mobile semico-herent growth interface. The geometric features characteristic of a martensitic transformation are a specific orientation relationship between the product and parent phase lattices, a specific habit-plane orientation for the growth interface, and a shape change with a specifically oriented shear component. There is no alloy partition between the parent and product phases in a martensitic transformation. Martensitic transformations may display either athermal kinetic behavior or thermally activated isothermal kinetic behavior. Some martensitic transformations occur isothermally, although more commonly martensitic transformations are athermal. Isothermal martensitic transformations are suppressible by rapid cooling. In athermal martensitic transformations, nucleation and growth are not thermally activated and the transformations are essentially time-independent. The effect of tempering temperature and time upon the properties of quenched steel is clearly a subject of great practical importance, as well as of considerable theoretical interest. It would be very desirable to be able to predict the properties of a quenched steel when given any selected tempering cycle, with a minimum of experimental work upon that heat or even type of steel. Two problems are involved: one consists of relating the structure obtained to the physical properties, and will not be discussed here; the other, with which this paper deals, involves the relations of time, temperature and composition with the structure obtained 011 tempering. Indentation hardness is perhaps the most convenient quantitative measure of the tempered structure, or of what might be called the "degree of tempering." Undoubtedly, it is not an exact measure, and in some cases (as when temper-brittleness occurs) pieces of the same quenched and tempered steel may have widely differing properties at the same hardness. However, hardness has the advantage of being simple to determine and is certainly the most widely used indication of the degree of tempering. Moreover, for fully quenched steels that are not temper-brittle and do not contain retained austenite when quenched, it appears that, in general, if the hardness of the steel is the same, the tensile and impact properties will also be identical, whether a high or a low tempering temperature is used. The tempering charts available in the metallurgical literature usually give the hardness as a function of tempering temperature for only one tempering time. However, in practice, tempering times frequently vary, and a method of converting tempering curves for one time to tempering curves for some other time would be very valuable. It is also advantageous, in determining the tempering treatment necessary for a given part, not to have to temper samples at several temperatures for the time used for the commercial tempering operation. A more satisfactory procedure would be to employ times of the order of 10 to 30 min., rather than 5 or 10 hr., and if possible to use only one temperature. Furthermore, it is frequently desirable, for reasons such as temper-brittleness,* to obtain a given hardness with short times at relatively high temperatures, and it would be convenient to be able to compute without tests the time required to produce this hardness. The immediate roof at the test site consisted of laminated clay shale that is likely to be susceptible to weathering. With seasonal dry-wet cycles in the mine ventilation air, the roof in the intake air would deteriorate and lose integrity over time. In many instances, the weathering-prone roof would gradually scale off piece by piece between bolts and over the entry corners. In some long-term entries, roof weathering could develop up to 2-3 ft deep with columns of bolted roof hanging under the upper intact roof. If wire mesh is used, the roof bags down and reduces the entry height, and the weight of the bagged roof tends to pull the bolts out and poses a safety hazard. An effective measure is always sought to support this type of weak roof that is sensitive to moisture degradation. One solution is to seal the roof shortly after entry development to prevent moisture penetration so that roof integrity can be maintained for the long term. In this application, a polymer-based sealing material was tested in the Rockspring mine for weathering protection and reinforcement. The material is a one-component polymer powder for spray application onto the roof and rib. The sealant material is mixed with water in the spraying nozzle to apply to the roof and rib as a paste. The product sets within 5-10 minutes and forms a membrane as thin as about 1/8-in. The membrane will quickly develop tensile and bonding strength within minutes and completely cure within a few days. Through sealing, bonding and lateral reinforcement, the integrity of the weak roof can be maintained. The material has been tried in a long-term evaluation over several months in a set of main entries in the Rockspring mine owned and operated by Rockspring Development, Inc., affiliate of Foundation Coal. Preliminary evaluation has shown that the material is an effective and economical solution to ensuring the long-term stability of weathering-prone roof.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

C. M. Decroly (University of Brussels, Belgium) — The importance of the fluorides in the process metallurgy of special metals has already been accepted and it will probably increase in the future. Free energy diagrams as such established by Professor Kellogg are therefore very useful. It is interesting to note that the absolute value of the standard free energy of formation of HF increases with temperature, whereas for almost all the other fluorides it decreases; consequently it should be theoretically possible to reduce all the fluorides of the metals which, at low temperature, have a greater affinity for fluorine than hydrogen by this last element, provided a sufficiently high temperature is used in order to have a good efficiency. However, with regard to the reduction of UFe by hydrogen, I doubt that it will be possible to obtain directly the metal at comparatively low temperatures. There are other uranium fluorides which are more stable than UF6 and it is very likely that such fluorides will be obtained first. For example, in considering the reaction: UF6gas + H2gas + UF1so1id + 2 HFgas it is found, using the thermodynamic data of Brewer et al, that ?H298 = —66 kcal and ?G°298, = —65.2 kcal. As a result, the reduction of UF6 to UF4solld should proceed spontaneously even at ordinary temperature. On the other hand, the standard free energy of formation of UF4solid at 298°K is AG°298 = -209 kcal per mol of F2. The reduction of UF4 by hydrogen will be practically difficult and, as it is known, the only practical way of reducing this compound is to use alkaline-earth metals such as calcium or magnesium. I should like to point out, further, that the fluorination of many metal oxides can be carried out very easily by using the ammonium difluoride method of preparation, which renders the use of fluoride gas unnecessary. The first compound formed is generally a double fluoride of the metal and ammonium. This compound can be decomposed by heating either in a vacuum or in an inert atmosphere, ammonium fluoride being volatilized leaving the metal fluoride in a very pure state. H. H. Kellogg (author's reply)—Professor Decroly is quite right in pointing out that the formation of lower halides of uranium may complicate the reduction of UF6 by H2. I was unable to find his reference to the free energy of formation of UF4 in the compilation of Brewer.13 however. The value of AG°298, = —209 kcal for formation of ½ UFa seems rather high, and I hope the source of this value may be made clear.

Otto Schaaber (Institut für Harterei-Technik, Bremen -Schönebeck, Germany)— Langenberg, Pestel, and Honeycutt gave an interesting example of the grain refining effect nonstationary magnetic fields may execute on a solidifying metal. Probably some additional comments, based on more than a decade of experience with this method of influencing crystallization, may be useful. They refer to an attempt to explain the mechanism of grain refinement by such fields, and to recent European developments which have not been mentioned in the paper. I. During studies of the temperature distribution in a metal body near the phase boundary solid/liquid, an anomaly was observed under certain special conditions: a) direction of heat transfer as horizontal as possible, b) steady state (equilibrium, i.e,, solidification resp. melting rate exactly zero). In the liquid phase, immediately adjacent to the phase boundary, the temperature was found to be constant over an appreciable distance in spite of a high value of heat transfer (40.000 to 70.000 keal/ m2h).3 Convection, which might explain this phenomenon, could not be observed. Therefore another explanation had to be sought. The assumption that a metallic melt, especially at temperatures near the point of solidification, contains some sort of atomic arrangement with a higher degree of order than the surrounding liquid, now is generally accepted. Considering the differences in energy between such an arrangement and its environs, a transport of heat even in absence of any temperature gradient is conceivable by continued formation and redissolution of regions with a higher degree of order, i.e., with lower energy level.3 At this stage, it was not necessary to postulate any special condition as to the form or size of these regions or the distance between arrangements to be newly formed and those to be redissolved. However, a simple consideration shows that an energy transfer from one region to another will only be possible without loss of energy, if the distance between will be equal to the lattice parameters, and if, secondly, crystallographic axis or planes will be parallel.4 By the way, this assumption might give a reasonable explanation of the well known orientation effect of the heat flow during solidification. Any measures to prevent columnar crystallization should act upon this ordering mechanism: a) the regions with a lower energy (higher order) should not be allowed to arrange themselves parallel to the direction of heat flow, and their growth should be disturbed; b) all conditions leading to an appreciable heat flow of uniform direction should be avoided or removed. Condition a) may be satisfied by a physical force preferably under 90 deg to the main axis of the columnar crystals (i.e., parallel to the solidification front) acting on the ordered regions; condition b) by equalizing any differences in
