In order for a taxpayer to produce income, he may be required to exhaust his capital assets. With respect to the mining industry, those exhaustible capital assets may result in income tax deductions under the general categories of depreciation, obsolescence, losses and depletion. The percentage depletion deduct ion concept is not based upon "economic" depletion, or "geological" depletion theories. Instead, it is wholly an income tax concept created by Congress. This is significant in that, in its application, tax depletion has no adherence to traditional economic or geological depletion concepts For example, the Internal Revenue Code limits percentage depletion to 50 percent of the miner's net income for the taxable period.1/ Should a particular miner extract and sell 500,000 tons of material during the year, but at a loss, he receives no percentage depletion. The same would apply to an electric utility which mined its own coal. Should its mining costs exceed the "going price" for coal, as established by actual arm's-length sales in the market, the utility has no net income, and is therefore not entitled to percentage depletion.2/

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

The Bureau of Mines conducted this research to determine the feasibility of using soil redox measurements, a relatively new method in mining geophysics, to locate or define a variety of conditions that are hazardous or otherwise of interest to the mining industry. The method was used in three widely separated areas in an attempt to de- fine subsurface concentrations of methane, the edges of coal-burn areas, and a hydrothermal vein set. Both a description of the method used and test cases are given in this report.

Who is particularly interested in that subject? The type of boilers is practically a standard practice now. I do not know of anybody that is using the tandem system now. No one is building a plant with a tandem system in it.

By Sims Some two years ago we began investigating low coke button bituminous coal for use at our Bound Brook, New Jersey plant as a replacement for anthracite. Since August, 1957 the plant has been operating continously on this coal with the exception of a new 200,000#/hr, cyclone boiler. This study was motivated not from our desire to conduct combustion research, but for the sole purpose of reducing our steam costs, The indications were that the economics were greatly in favor of the use of the bituminous coal. The attempts to reduce the costs have developed some knowledge that has enabled this program to succeed reasonably well as will be discussed later by Mr. Ludden. The production of steam size anthracite is dependent upon either the reclamation of old culm banks or the breakage in the production of the domestic sizes. The anthracite industry has not as yet been able to cut, its mining costs to the point where the production of steam sizes has become a profitable business. This has resulted in two basic problems: (1) A constantly rising price in an attempt to have those sizes carry their share of the cost and, (2) Periodic shortages of supply when the demand is good but the market price prohibits the mining of anthracite to produce those sizes only, These conditions have made the long range forecast appear as though the price would go even higher and/or the supply at times be critically short.

The microstructure of commercially pure aluminum was investigated by using polarized optical microscopy (POM), orientation imaging microscopy (OIM), and transmission electron microscopy (TEM) techniques. Specimens were deformed in torsion at 400°C and equivalent strain rate of 0.1 s-1, to various strains of 0.2, 0.5, 1, 4, and 6. The results indicate that POM can usefully reveal grain and subgrain structures over a large field in aluminum. TEM is most suitable to study dislocation substructure and evolution of subgrains. While TEM microscopy and OIM are capable of resolving individual subgrains, OIM can not reliably distinguish subgrains with small misorientations, particularly in samples with low strain. On the other hand, the OIM technique is very useful in the analysis of many regions surrounded by high, medium, and low angle boundaries (HAB, MAB, LAB). Various misorientation maps were studied using different data processing methods. The analysis revealed that the subgrain size is relatively insensitive to strain. The fraction of low LAB ( < 5°) decreased and HAB (>15°) increased conversely with increasing strain, whereas MAB (5-15°) remained stable. The development of an increasingly bimodal grain boundary misorientation distribution is consistent with the predominance of dynamic recovery (DRV) in the evolution of microstructure, combined with geometrical dynamic recrystallization (gDRX), now called grain-refining DRV.

Ik presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent, from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel. Physically sound steel, as I would classify it, must be free from blow-holes as well as pipe. The line of demarcation between harmless and harmful blow-holes is exceedingly difficult to define. It is certainly the better and safer practice to eliminate blow-holes from the saleable portion of the ingots and to form a well-defined shrinkage-cavity or pipe at the upper crop-end of ingot. A new method of slaking lime has been developed by DENVER EQUIPMENT DIVISION of Joy Industrial Equipment Company and patented under U. S. Patent 4,261,953. The new method utilizes an attrition machine, commonly used in mineral processing circuits as a sand scrubbing device, to slake lime. The scrubbing effect of the attrition slaker continuously produces a fresh reactive surface so that further slaking may occur. This process allows for utilization of slaking all grades of burnt lime and most grades of dolomite lime. Testing indicates that poor grades of water usually not considered for this service can now be tolerated using the attrition slaker. The slaked lime produced is of higher quality, faster reacting and much less apt to produce scaling problems than previously experienced. The attrition slaker can be combined with a spiral classifier and ball mill to eliminate any need for grit handling or grit removal. The attrition slaker can be designed for all burnt lime tonnages up to the limit of 175 tph and 1" pebble lime size. Control can be maintained easily with minimal operator assistance. The equipment, the principals of process metallurgy, and the above topics will be presented.

Technical service is assuming an increasingly important role in the sale of asbestos fibre,, Manufacturers are examining raw materials more closely than ever before in order to, obtain the most efficient usage in their processes. Asbestos is one of the more difficult materials to evaluate and consequently has been are of the last to be subjected to evaluation. The main problem encountered in the evaluation of asbestos fibre is that minor differences in grade and texture are not shown up by chemical analysis, and are identified only by specialized physical analyses or actual production use. However, such minor differences become more critical as manufacturing processes are made more efficient, and many purchasing agents and plant chemists are applying a closer scrutiny to their supply of raw asbestos fibre. Many processes have been formulated around grades and qualities of asbestos fibre, which were standard some time ago, but which may now be subject to modification and improvement.

Continuous processing plants handling liquids have achieved a high degree of centralized automatic control. Many chemical plants are operated from one room, with automatic control of the various process flow rates. These plants know from experience that automatic control can produce higher through-put, better uniformity of product, decreased operating costs and reduction of storage capacity, Plants which process materials in the form of bulk solids have not been able to use control to as great an extent, primarily due to the lack of measuring equipment capable of providing the same types of continuous automatic control available with liquid flow meters. This paper will describe a scale for measuring flows of bulk materials on conveyor belts which is particularly adaptable to remote centralized instrumentation and automatic control, and will also describe some typical control applications. Fig. 1 illustrates the basic method of measurement of this scale. A conveyor belt idler is supported on a rigid carriage which in turn is mounted in two anti- friction bearings on the conveyor stringers. The pivoted carriage is prevented from rotating about the pivot shaft by an electric strain gauge load cell connected between the carriage and a cross support. Increasing load on the conveyor belt increases the moment of the carriage frame about the pivot shaft, and proportionally increases the tension in the load cell. The belt speed is measured by a conventional d. c. tachometer generator driven from a pulley, usually on the return belt. The speed signal from the tachometer generator and the load signal from the load cell are combined to produce a signal proportional to the flow rate of material in tons per hour, or lbs. per foot, or equivalent units, It will be important to remember, in considering various control applications, that the flow rate of material on the belt is composed of these two component signals, namely the weight of material and the speed at which it is moving. The feed rate is then indicated and recorded by a self-balancing potentiometer of the type used for measuring temperature by means of thermocouples. These instruments may also be equipped with integrating mechanisms reading the totalized tonnage over a period of time.

MR. A. D. BADOUX: I have listened to Mr. Gordon&apos;s excellent paper with great interest, as I personally have gone through some of the experi­ences he has so clearly depicted. In particular, there were a good many times when we were greatly exercised in our minds as to whether we were justified or not in closing-off certain sections in the Allan mine. The difficulty in these cases arose from the fact that a peculiar smell could be detected in these sections but at the same ti me there was no positive evidence of spontaneous combustion either from heat being apparent or from the possible indications of fire getting any worse. It was suspected that the small percentage of -carbon monoxide that could be obtained by analysis in the air in these sections, and also the peculiar odour, were emanating from the coal itself, and, in order to verify this, bore-holes were drilled in the coal and the gases released from these bore-holes were analyzed. They were found to contain carbon monoxide. After quite a considerable length of time this contained carbon monoxide gradually diminished and finally could not be detected when analyzing such samples of gas. It was our intention to follow this matter up further, as such an occurrence of carbon monoxide is practically unknown, but the sections in which these occurrences were found had to be abandoned. Mr. Gordon referred t0 a case of spontaneous combustion in the Allan . mine, and I may say that, although the section in which that occurrence took place was travelled and carefully examined every day by the colliery officials, yet nothing unusual was noticed until the fire actually took place. This tire was the cause of a slight explosion.

In 1998, the Blast Vibration and Seismograph Section of the International Society of Explosives Engineers formed a working group to collect and compile a list of regulations limiting ground vibrations from blasting. The goal was to locate those countries, states, provinces, and cities that have such regulations, identify which governmental body enforces them, and determine what limits on ground vibrations are imposed upon the blasting operations. In the course of this study, data was collected from over 60 jurisdictions where peak particle velocity restrictions range from non-existent to very stringent. Some of the regulations were found to be based upon standards grounded in good science, while others possess little or no technical justification. This presentation will summarize the findings of the subcommittee, focusing primarily on what the limits are, which type of blasting operations must adhere to them, and to what structures they apply. The degree to which these regulations are based upon valid scientific and engineering research will be discussed. Exposure to mineral aerosol is an occupational health hazard in mining and mineral processing industries because of the risk of developing pneumoconiosis. Agricola (1556) described this hazard for metal mining in Carpathia. He described shortness of breath and consumption, conditions that are now associated with asthma and emphysema. By the end of the nineteenth century, several respiratory diseases were known to affect miners, including silicosis and coal workers&apos; pneumoconiosis (Fletcher, 1948; Seaton et al., 1981). For example, silicosis, not tuberculosis, was clearly recognized as the hazard in the Vermont granite quarries and stone-cutting sheds (McFarland, 1927). The Gauly Bridge Tunnel disaster in the mid-1930s caused the deaths of an estimated 700 workers by acute silicosis and focused the nation&apos;s attention on this disease (Cherniack, 1986). By the mid-twentieth century, it was clear that risk of simple pneumoconiosis is associated with a miner&apos;s cumulative exposure to mine aerosol in the respirable size range and that prevention lies in reducing that exposure through regulation (Seaton, 1986). In the United States, regulation of mine worker exposure to airborne mine dust is the responsibility of the Mine Safety and Health Administration (MSHA) in the U.S. Department of Labor. The key legislation relating to improved mine worker health was the Federal Coal Mine Health and Safety Act, enacted in 1969 (U.S. Congress, 1969) and subsequently amended as the Federal Mine Safety and Health Act of 1977 (U.S. Congress, 1977). MSHA receives technical assistance from the National Institute for Occupational Safety and Health (NIOSH). NIOSH also provides recommended exposure limits (RELs) for contaminants to MSHA. MSHA&apos;s regulation of mines includes the establishment of a dust standard administratively based on the these RELs. Some mine operators must submit a dust control plan designed to meet the dust standard. Periodic mine inspections determine if mines are com- plying with both the dust standard and the dust control plans (MSHA, 1991). The most common dust measurements are those for respirable dust (according to the definition given in Fig. 26-7), that is, the fraction of aerosol particles able to reach the gas exchange region of the lungs. The other health-related size fractions (inhalable and thoracic-see Fig. 25-1, and "total" dust) are also occasionally measured. A "total" dust measurement is defined by the common practice of the last 30 years or so, using 25 mm or 37mm plastic cassettes (e.g., from PAL, MIL, SKC ). The types of mines have been categorized

New York has a small but not insignificant place in the oil and natural gas industries of the United States. It has had a continuous record as an oil producer since 1872, with an aggregate yield of about 104,000,000 bbl. The reported output for 1935 was 4,237,000 bbl., a gain of more than 10 per cent for the year and a total that has been exceeded only in the early period of flush production half a century ago. The industry has been steadily building up since 1920 with the successful practice of the water drive, which has given a new lease of life to pools that had been practically drained of oil recoverable by pumping. An additional output of 2000 bbl. or more per acre is being procured by this method. Altogether the fields in New York State cover about 55,000 acres. Their limits are well defined and it is unlikely that they will be extended in the future, although there is some prospect of finding additional supplies by deeper drilling. The oil from New York is all classed as Pennsylvania grade, for which the recent price has been about $2.50 a barrel. It is refined at Olean, Wellsville and Bolivar, in the oil district, and partly in Pennsylvania refineries. Exploration for natural gas, outside of the established districts, was considerable during the year. Altogether 59 wells were drilled, distributed over 13 counties, of which 33 were listed as producers and 26 were dry. At the close of the year, 13 wells were in process of drilling. The 33 producing wells had a combined estimated flow of 278 million cubic feet per day. The best results were obtained from exploration in Allegany County, where out of eight wells drilled to the Oriskany sandstone five were successful and showed a combined open-flow capacity of 107 million cubic feet. The Oriskany sandstone was encountered at a depth of 4500 to 4900 ft. In Steuben County, next east of Allegany County, two out of seven wells to the Oriskany proved productive, and one of these, in the town of Greenwood, on the Watkins structure, was probably the largest that has so far been opened in the state, with a reported yield of 35 million a day. During 1936 the Russian oil industry made very satisfactory progress and, while not all difficulties of organization have been ironed out, the country is now assured of a supply of petroleum products in sufficient quantities and of quality demanded by modern motor equipment. The year 1937 promises to better by a wide margin the good showing of 1936. The statistics given in this paper for the first time take into consideration the varying gravities of crude oils of the several Russian oil fields instead of using a flat conversion factor of 7 bbl. per metric ton. It was found from the detailed study that the generally used average conversion factor should be increased from 7 to 7.25 bbl. per metric ton, the figure varying, of course, with the gravity of oil in the individual fields. Crude-oil production during 1936 is estimated at 201,500,000 bbl. as compared with 182,970,000 bbl. produced in 1935, an increase of 9.4 per cent. The greatest increase was again recorded in the Baku district, which increased its production by 10.9 per cent, from 141,257,000 bbl. in 1935 to 158,300,000 in 1936. Grozny district maintained its production at a level of about 23,000,000 bbl., but its old fields continued to decline and production was sustained by the development of newer fields. A great advance was made in drilling speeds and the total footage in 1936 reached 6,694,200 ft. as compared with 4,926,600 ft. drilled in 1935, an increase of 26.4 per cent. In older deep fields, producers were being completed at over 8000 ft.—a great depth for Russian drillers but two years ago. Several major discoveries were made in 1936. Northeast Caucasus.—Izberbash, east from Grozny and on the Caspian Sea, was the outstanding discovery, the initial production of the discovery well being around 3000 bbl. per day from about 5000 ft. The importance of the field is due to the large area of the structure, half of which, however, is under the sea, and also to its strategic location on the shores of the Caspian and near a trunk pipe line to the Grozny refining center. An active development program is being pursued in Izberbash and its 1937 production quota is set at 7,500,000 bbl. Present practice in applying instrumentation and control to the Grate-Kiln system of iron ore pelletizing is described. Major control points and loops are tabulated. Future trends in the application of digital control including computer data logging systems are described.
