Most coal mining areas of the Western United States are characterized either by thick beds, steep pitches or heavy cover. Individually, each of these may present inherent safety hazards that influence miring. When all are met at one location, the combined effect is to make the safe operation of the mining property a challenge to management. These combined, conditions are met in most coal mines in southeastern Utah including those of the United States Steel Corporation. This coal bed measures up to 16 feet in thickness, the pitch is as much as 25% and mining is under a cover approaching 2, 000 feet. The Sunnyside coal bed is found in the Book Cliff Mountains, a great escarpment extending from west of Castle Gate, Utah, some 180 miles to Grand Junction, Colorado. West of Green River, Utah, the Book Cliffs swing sharply to the north because of the domelike uplift of the San Rafael Swell to the southwest..It is in this northerly extension of the Book Cliffs that the Sunnyside coal in the Blackhawk Formation of the Mesa Verde Group, Upper Cretaceous Age is found. The strata are transected by numerous faults with from a few inches to as much as a hundred feet of displacement. All of these faults have had some effect on the mining operation, either in roof control or, in the case of major faulting, the pattern of mine development.

The rapid development of the Portland-cement industry implies that the country is being very carefully searched for material suitable for its manufacture. Such material can be found at a great many places; but deposits thoroughly satisfactory in chemical composition, and at the same time meeting all the other requirements connected with the economic production and profitable marketing of the product, are exceedingly few, if I may judge from the investigations which I have had to make in a number of States. The raw mixture which by its clinkering and grinding forms Portland cement contains approximately 75 per cent. of carbonate of lime. This is found in nature as limestone or marl. The natural rock commonly carries either more than the required percentage of carbonate of lime (in which case it has to be reduced by suitable admixture of clayey ingredients) or less—in which case purer lime carbonate has to be added. The controlling ingredient, therefore, is carbonate of lime, or limestone of the right composition.

In response to the growing demand for low-sulfur coking coal for iron-making, the coal industry is continually striving to perfect methods for cleaning coal to acceptable ash and sulfur levels while maintaining maximum product yield. By present standards the industry has adequate processes for cleaning coarse coal, (i.e., +28 mesh) at almost any desired specific gravity. However, in the case of fine coal (i.e., -28 mesh) neither of the two existing processes-froth flotation and hydrocycloning-in its present state of development yields products that are comparable in ash and/or sulfur content to products normally obtained from coarse coal processes. The work outlined in this article is part of a larger study directed toward maximum exploitation of froth flotation for fine coal processing. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of froth flotation with other fine-coal processing methods.

4.1 Introduction Using methods outlined in previous sections of this report, programs were written and/or obtained to: i) select best combinations of "a" and "k" for up to 8 different value parameters, ii) calculate available and unavailable ore tonnages and other statistics, and iii) produce contour maps of various parameter characteristics and available tonnages on a line printer. All the above programs are written in Fortran IV for execu¬tion on IBM 360/370 computers. 4.2 Calculation of Coal Reserves The Ore Reserve program suite consists of the following sections: (a) UNIT 1: This unit is a subroutine called by Unit 2 to determine values for "a" and "k" from the given data. (b) UNIT 2: These programs calculate ore reserves and are composed of a main program and several sub¬routines. FOREWORD-Back in October of last year, I approached three of the largest commercial banks in the country to solicit an article about the role of commercial banks in mine financing. "We'll be delighted to cooperate with you in any way we can," was the stock response. As the September 1975 deadline approached, however, every bank officer I had contacted almost a year earlier informed me that he couldn't write such an article be- cause of "prior commitments," "an excessive workload," or "vacation schedule," etc. This was not a total surprise. Any commercial banker will be truly delighted in talking with you, if you have a good mining prospect, a good reputation, a good batting average in your business-and if he has the capital you want to borrow. But what happens when banks themselves are illiquid? Much as they would like to help you, they simply can't. And most of them clam up.

I was asked here today to discuss the first long-term freight rate contract ever signed by a U.S. railroad and shipper. That was ICG's contract with the hoosier energy company to haul coal from southern Illinois to an Indiana power plant. I?ll also talk about why you can expect to see more such contracts in the future But first, let me tell you a little bit about the Illinois central gulf railroad and why coal contracts are so important to us. ICG is a principal mid-American freight carrier. We are one of the ten largest railroads in the united states and one of the ten largest coal-hauling railroads. ICG links the industrial great lakes region with the warm weather ports of the gulf coast. Some of the major points on our route map are Chicago; Indianapolis; Omaha; Kansas City; Memphis; St. Louis; and, of course, baton rouge and new Orleans.

This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

(communication to the Secretary*) :—Mr. Brown's paper on the complicated groups of veins exposed in the workings of the Bodie mine forme a valuable contribution to the literature of the structural features of ore-depoeits. It is much to be desired that managers should put into print the results of their observations of the mines under their charge. These observations, as well as data of production, kind of ores, etc., usually accumulate for years, and unless the mining geologists of the Geological Survey happen along before the mine is worked out, such data seldom get into print. About the year 1899 I went through the mines at Bodie with R. C. Turner, then superintendent, and made some notes on the veins and gangue-minerals, and collected some specimens. Mr. Brown refers to crystals of feldspar (albite) found on fragments of quartz on the surface. I collected a number of specimens of these crystals, mostly from Queen Bee hill, and

THE CHAIRMAN (EDWIN LUDLOW, Lansford; Pa.).-Mr. Wang's paper reminded me that some years ago I was asked if I would not go into the Tien Tsin district and take charge of Americanizing a Chinese mine. They said the trouble was that, while wages were only 9 c. a day, the coke cost $2 a ton delivered to the cars. Reading Mr: Wang's paper would indicate the need of a little Americanization in the Manchurian field. Wages are only 40 c: a day, yet the cost is $3.60 a ton. An efficiency engineer would have an excellent opportunity in that field. T. T. READ, New York, N. Y.-It is always true that low-priced labor is inefficient, wherever we find it; for example, in Japan, where wages are low, but not so low as in Manchuria, working costs are not relatively much lower than ours. Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and trucks at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between the shovel and trucks with the new truck cycle times.

DESPITE the war, the First Pan American Mining Congress, held in Santiago, Chile, Jan. 15-23, was attended by about 300 persons including the official delegates from sixteen of the American republics. The United States delegation consisted of Elmer Pehrson, of the U. S. Bureau of Mines; D. F. Hewett, of the U. S. Geological Survey; William H. Hobbs, of the Carnegie Foundation; and C. W. Wright, delegate of the Board of Economic Warfare and of the A.I.M.E. Mr. Wright was elected to head the delegation. Among the other members were Edward Steidle, of Pennsylvania State College and also an official A.I.M.E. delegate; John Huttl, of Engineering and Mining Journal; W. 0. Vanderburg, foreign mineral specialist from Lima, Peru; O. B. Hundley, of the American Cyanamid Co.; Horace Graham, of the Anglo-Chilean Nitrate Co.; and several officials and engineers from the Anaconda, Kennecott, and Bethlehem Steel companies' mines in Chile.

Interaction of sulfide minerals and native metals I with reagents in flotation is largely determined by particle-surface changes resulting from action of the medium and dissolved gases. A number of early studies were devoted to the selective action of various gases on minerals.' Mc-Lachlan' paid attention to oxygen as the most active gas affecting flotation properties of sulfide minerals. Opposing views were expressed concerning the influence of sulfide oxidation on xanthate flotation: Taggart3 recognized the positive influence of oxygen, and I. W. Wark4 rejected it. Shvedovh ffered the hypothesis of partial oxidation. As to the influence of such gases as hydrogen" and carbon dioxide on mineral floatability, opinions also differed. "I have come in contact with him occasionally and he is just the right type.' And that is the way Dr. Frederick M. Becket impresses everybody. The right type. Most Institute members of the western group of hard-rock minors do not know him, but then they meet him in his swing around the circle next year they will not require a long acquaintance to sense his kindly and outstanding personality, to realize that he is a gentleman in the bet meaning o1 that word, a man of wide sympathies and interests.

Conveyors constitute a critical artery, essential to the successful operation of most ore processing plants. Technological progress is permitting the recovery of metal from low grade ores which previously could not be worked economically. Significant in this progress are improved material handling techniques highlighted by the frequent and successful application of conveyors. From the standpoint of the plant manager the successful conveyors are those he never hears about. They continue to economically transport the loads applied to them, requiring only routine maintenance attention. When such conveyors are subjected to closer scrutiny you will find that they have been carefully selected and engineered to perform the required function under the anticipated conditions. Among the primary elements in a conveyor drive are the electrical motor and the speed reducer. The selection of these elements can be aided by the systematic consideration of several factors. These factors which focus attention on the critical operating conditions, will be individually evaluated and their effect upon the selection of the electrical drive system and speed reducer analyzed.

Jafet, who discovered the gold in Nome, Alaska, in 1898, is going to tell the story of the discovery and of his life up there-a period of some 25 years. Now. Jafet, let's start this off well back of that-start it of1 when you were in Norway and, briefly, tell about when you were born and where you were born, anti so on. Lindeberg: My home in Norway was Varanger in Northern Norway. I was born and raised there and our industry was lumbering, cutting cordwood out of birch, sawing lumber with water power, fishing and dairy work. Q: Did you have anything to do with reindeer? Lindeberg: I never had anything to do with reindeer. But reindeer were raised in the nearby county, called Kautokeino, and they used to come to the coast in the summer, but we had nothing to do with the industry.

Each installed rock bolt costs in excess of 520.00. High cost in conjunction with the primary purpose of safety makes it only logical to install the highest quality anchors possible. Each bolt has designed support capabilities in axial, shear and fluctuating ground condition, if installed to manufacturers recommendations. The quality of anchor is not; however, only affected by material specifications, but by transportation, handling storage, installation procedure, machine performance and geology. The quality is not only affected by many variables, but reliability should be assured. Non-destructive methods of testing reliability are only available for several types of bolts.

The Bureau of Mines studied toxic products produced by burning eight fire-resistant mines conveyor belts, a brattice cloth, and an electrical cable insulation obtained from laboratory-scale burning experiments under various air-flow conditions. Generally, CO product concentrations for most materials were noticeably higher then the NO2 and HC1 levels that were measured; also, no phosgene was detected. However, several of the fire-resistant belt samples yielded HC1 concentrations that were above the reported lethal level for 1/2 to 1-hour exposures, although these data were limited to flow conditions where air dilution effects were small; the belt materials that showed this behavior included samples of polyvinyl chloride, styrene butadiene, styrene butadiene blends, and a British neoprene which yielded the greatest amount of toxic vapor. In addition, some results are presented on the phosphoric acid concentrations that may be produced from the decomposition of ammonium dihydrogen phosphate when dispersed on a burning coalbed.
