Although, mining of minerals such as polymetallic nodules and sulphides from the deep sea floor has been delayed due to the combination of factors such as current availability of Cu, Ni, Co, Mn (and other metals) on land and their fluctuating prices; these deposits are still considered as the alternative source for metals in the 21st century. Exclusive rights for exploration in the ?Area? (beyond the national jurisdictions of any country) given to eight countries and consortia by the International Seabed Authority and the estimated resource of 300 million tonnes in a typical area of 75,000 km2 is expected to yield about $17.5 billion (at December 2008 metal prices) in 20 years life span of a single nodule mine-site. In order to recover 3 million tonnes of nodules, an area of 300 sq km only will be mined annually (i.e. <1 km2/day) for an optimum abundance of 10 kg/m2. However, during mining, large quantity (22 tonnes/day) of sediments associated with nodules would be resuspended that could lead to certain environmental impacts on the benthic ecosystem. Several small-scale benthic impact experiments in the Pacific and Indian Oceans, have given some insight into the possible environmental impacts and the restoration processes, but the possibility of extrapolating these findings to a commercial mining scale remains an issue to be considered. An estimated capital expenditure of $1.05 billion and operating expenditure of $4.2 billion for a single deep-sea mining venture will have to be weighed against the availability of mineral ores on land as well as the metal prices in the world market. None-the-less, development of technologies for mining and metallurgical processing, as well as formulation of regulations and guidelines for potential ?contractors? to mine these minerals have been progressing consistently. These coupled with recent efforts by certain ?entrepreneurs? to initiate mining of seafloor massive sulphides in the EEZ of certain countries, indicate the continuing interest and support the perception that such deposits could well be the future sources of metals. This paper analyzes the current status and discusses the economic, environmental, and technical issues that need to be addressed for sustainable development of deep-sea minerals.

Single-crystal thin films of molybdenum have been grown. by the pyrolytic decomposition of molybdenum hexafluoride in a hydrogen ambient on various insulating substrates at temperatures front 650° to 900° C. Single-crystal discs of various orientations of magnesium aluminate spinel, a aluminum oxide, magnesium oxide, and the natural facets of beryllium oxide were all observed to exert epitaxial control on the depositing film. Determinations of the crystallographic relationships existing between film and substrates have been made, using X-ray diffraction three-circle goniometry and Laue back-reflection techniques. Using these data, crystallographic overlays have been constructed which suggest a possible interfacial geometry on the basis of a match between metal deposit atoms and metal ion sites in the substrate. A continuing program has been in effect in the Auto-netics Laboratories over the past several years aimed at the development of electronic materials in new and useful forms using chemical vapor deposition techniques. During the course of these investigations, the epitaxy of silicon1"5 and tungstenep7 on single-crystal metal oxide insulators was studied extensively. The deposition of molybdenum is a logical extension of the tungsten work since the crystal structure is identical and the lattice dimensions differ by less than 1 pct. The pyrolytic decomposition of molybdenum hexafluoride in hydrogen was used to grow molybdenum films on the oxide substrates AlzOs, MgA1~04, MgO, and Be0 at from 650" to 900°C, depending on the substrate material. Under the experimental conditions to be described, monocrystalline films of controlled orientation were obtained. The materials investigated and their crystal structure are listed in Table I. EXPERIMENTAL The molybdenum depositions were effected by the hydrogen reduction of molybdenum hexafluoride (MoFe) in a flowing system of hydrogen at atmospheric pressure. The schematic of the apparatus is shown in Fig. 1. The hydrogen, purified by passage through a heated palladium thimble, was mixed with the vapor of the liquid MoFe maintained in a steel bottle at room temperature (25°C). THe necessity of adopting improved methods of bituminous-coal cleaning at many collieries is recognized by all familiar with the requirements of the various bituminous markets, the approaching exhaustion of the relatively small areas of inherently high-grade coal, and the difficulties encountered in maintaining a uniform grade of shipped coal. Many coals lose much of their market value by degradation in size, and, in any event, if the cleaning .process is to contemplate wetting the coal the minimum amount of fines should be produced to prevent sludge losses and the difficulties resulting from the moisture content of the wet fines. Hence, it is desirable to bypass the finer coal dry, if this can be done without too great increase in impurities in the final product. This procedure has given excellent results at washeries at Steelton and in the Birmingham district. If the raw fines are too impure to permit admixture with the washed coal, it may be desirable to use dry methods, such as the pneumatic table, rather than to wet an excessive amount of such fine material. The bituminous-coal cleaning plant should therefore: (1) Treat the raw coal in as large lump as possible and without sizing; (2) eliminate degradation of pure coal in the washing process; (3) avoid wetting the fines, if possible; (4) produce washed coal practically free from mechanically included impurities; (5) crush the refuse and retreat, if much intergrown coal and refuse are present, rather than precrush the entire feed. Ordinary gravimetric methods of concentration, whether hydraulic or pneumatic, will not meet all of these requirements, as the large lump includes those sizes now sent to the picking tables, if it is desired to treat material of such size. I do not know of any prior commercial method, based on the falling velocity, coefficient of friction or resistance to fracture, that permits the production of clean coal varying in size from, say, 10-in. lump to 1/16-in. mesh. The effect on the specific gravity of any given coal as a result of variations in ash and pyritic sulfur content is well known; in fact, it has been made use of in commercially ascertaining ash content by deter-

In all, 127 producing oil wells, 8 producing gas wells and 212 dry holes were drilled during 1936 in the Central Texas area; 76 wells in Bexar County, 62 in Caldwell County, 44 in Guadalupe County, 22 in Williamson County, 20 in Navarro County and 20 in Frio County. Less than 20 were drilled in each of the other counties and none at all in Ellis, Hill, Bosque, Coryell, Lampasas, Burnet, Llano, Kennedy, Mason, Real, Kinney and Uvalde Counties. The Pearsall-Austin chalk field in Frio County and the Zoboroski field in Guadalupe County were the only new discoveries and there were no important extensions to old fields. In this report Corsicana, Mildred (Elm Ridge), Angus-Edens-Hodge, Burke, and Rice-Oil Ridge, all shallow Navarro County stripper fields, are grouped together under the name of Corsicana. This grouping follows that of the Railroad Commission of Texas, thus facilitating the gathering of production data. A map showing the location of the oil and gas fields in the Central Texas Area was published in Volume 114 of the A.I.M.E. TranBactions, page 380. New Fields Pearsall-Austin Chalk.—The Amerada Petroleum Corporation completed 13 Austin chalk wells during 1936 on the large Amerada-Rycade block in Frio County. Other companies drilled two dry holes to the Austin chalk in this vicinity. Not enough wells were drilled to give control of the structure but it appears to be a nose plunging in a west-southwest direction. A second deep test is being drilled in the Pearsall area and at this writing has cemented off a show of oil and gas in the Edwards limestone. The Humble Oil and Refining Co. is building a 6-in. pipe line from Lytle, Tex., to serve the Pearsall field. Zoboroski.—Actual discovery of the Zoboroski field was made by W. J. Walton et al. in 1931. The discovery well, Anton Zoboroski No. 1, was a small producer making but from 3 to 5 bbl. per day, which was used locally for fuel oil. THE subject of the flow of air through a mine under the influence of natural ventilation has proved an elusive one. To my knowledge only cut and try algebraic solutions have been used where multiple paths are involved. The object of this paper is to present a method for the graphical determination of the flow induced by the natural ventilation pressure (N.V.P.) alone or in combination with a fan. The N.V.P., measured in pounds per square foot, induced by two columns of air between two horizontal planes at different elevations, is equal to the difference in weight of the two columns, assuming each to have a cross-sectional area of 1 sq. ft. Pressure in pounds per square foot is converted into inches of water by dividing by 5.19. Methods of calculating the N.V.P. have been discussed in the literature. In this paper, for simplification of exposition, the change in pressure due to the weight of superimposed air will be assumed directly proportional to the length of the column. The actual methods of calculating the N.V.P. do not affect the solutions to be presented. It must be realized that the precision to be obtained from the small- scale, inked diagrams presented is not as great as would be obtained from large-scale, penciled curves that would be used in practice. The accuracy of the curves does not warrant reading "volumes" closer than the nearest thousand cubic feet per minute. CASE I. DUCTS IN SERIES The simplest type of problem is to determine the flow when two shafts are connected by a crosscut, as shown in Fig. 1. In this example, the resistance of the shafts is to be taken as 0.0001 in. of water for a flow of 1000 cu. ft. per minute for a length of 1000 ft. The resistance of a crosscut is to be taken as 0.0005 in. of water for a flow of 1000 cu. ft. per minute. The small pressures necessary to cause changes in velocity will not be considered, because the accuracy of other obtainable data does not warrant their consideration.

THE possibility of using unidirectionally solidified eutectic alloys as high-strength composite materials has been investigated by several workers. Unidirectionally solidified lamellar and fibrous eutectics have been shown to have good short-time structural stability at temperatures close to the eutectic melting temperature.&apos;-4 Several investigations of both short-time high temperature tensile properties and creep properties of eutectic alloys have been carried out,3-" with promising results. Little work has been reported, however, on the thermal stability of eutectic alloys which have been unidirectionally solidified and subsequently deformed in compression. Since processes such as rolling and grinding introduce compressive stresses, and since the properties depend on the spacing and perfection of the composite structure10,11 this aspect is of definite importance if unidirectionally solidified eutectic alloys are to be considered for commercial use. A Cd-Zn alloy made from 99.999 pct starting materials was cast into a graphite boat and zone levelled12 to obtain a completely lamellar structure at one end of the bar. Sections from this region of the bar were removed, recast into 6.5 mm I.D. Pyrex tubing, and solidified unidirectionally upwards at a rate of 2.8 cm per hr. Specimens were cut from the solidified rods, heated in air at 200°C (0.88 of the eutectic melting temperature) for various lengths of time, and examined metal-lographically. Compression specimens were also cut from the solidified rod carefully machined to a length of & in., and deformed with the compressive axis parallel to the original growth axis to produce a total longitudinal strain of 12 pct. Some of these specimens were examined metallographically; others were heated in air at 200°C for various lengths of time and then examined. Metallographic examination of the deformed specimens showed the two types of deformation previously described; slip lines13 (smoothly bent lamellae) and kinks13,14 (sharply bent lamellae). Very close to the specimen ends there were a large number of deformation bands, but at a distance of about -re- in. the deformation was very localized, as shown in Fig. 1.

IN a recent paper Kuczynski&apos; studied the rate at which the crack between a metallic plane and a spherical particle of the same material is filled up gradually when heated at temperatures near the melting point. If x is the radius of contact between plane and sphere (fig. I), Kuczynski shows experimentally that x5 = At [1] where t is the time. Assuming that the mechanism of transport of matter is the volume diffusion of vacant lattice sites, he is also able to prove Eq 1 theoretically. The constant A contains as a factor the self-diffusion coefficient of the metal and he shows that the values for this coefficient deduced from his experiments yield the same activation energy as that calculated by other methods, which is a confirmation of this point of view. Kuczynski has also considered theoretically the law of growth of x which would be expected if surface diffusion were the important mechanism. He suggests that x should then obey a law of the form x7 = At, and claims to be able to decide the mechanism involved from the observed law of growth., The purpose of this note is to prove this incorrect. On the contrary, when the mechanism is surface diffusion Eq 1 is also obeyed, but with a different constant A. Following Kuczynski, we suppose the bottom of the crack (surface A A) to have an average radius of curvature p. As a result of this curvature the concentration of adsorbed atoms in this surface, n(p) per cm2, will be smaller, and the concentration of vacant lattice sites in the neighborhood, N(p) per cm3, will be larger than the corresponding concentrations, n(w) and N(w), for a flat surface. At the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " bucltshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separatetl from the mass, they could be flattencd under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it containetl much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surfacc, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure mas applied; but enough was obtained to undertaltc quantitative determinations. They were found to consist of two portions—one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results: Magnetic Portion. Non-magnetic Portion. IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.&apos; Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. The Mount Gibson goidmine is located at the southern end of the Retaliation greenstone belt within the Murchison Province, approximately 300 km northeast of Perth, Western Australia. Economic gold mineralization occurs in the upper part of a Tertiary lateritic surface; its ultimate source presumably being Archaean greenstones. Gold is present in the laterite profile over a distance of 4 km in four separate prospects, from north to south, Mount Gibson Well, Midway, Orion and Tobias Find, the two last constituting the Mount Gibson mine. The area has&apos;low relief. A low ridge to the west of the mineralized zone is formed mainly of rubble with minor outcrops of mafic volcanic and intrusive rocks. The terrain slopes gently to the northeast, and the maximum relief, in the vicinity of the mineralization, is about 20 m. The weathering profile comprises, from the surface: (i) soil, windblown sand or colluvium (thin), (ii) laterite; hardcap (including ferricrete and lesser silcrete and calcrete) is overlain by loose nodules and pisolites, and passes downwards into a mottled zone of variably ferruginized clay, (iii) clay; mainly pale brown, cream or yellow in colour, but in places contains relic quartz veins or dark ferruginous zones, (iv) clay with fragments of altered rock; normally grey to pale green in colour but sometimes includes an oxidized iron-rich horizon just above the weathered/fresh rock interface, (v) bedrock. The complete profile varies from 10-100 m thick, averaging 20 m. Zone (ii) is commonly 3-5 m thick. Loose pisolites of this zone fill cavities in the massive ironstone left by former tree roots, and cover irregular depressions which may represent former stream courses. Samples, representing 3 m intervals down the holes, have been collected from cuttings taken from rotary drill-holes along each of four traverses; one traverse at each-of the northern prospects and two traverses in the Orion part of the mine area. These samples have been submitted for X-ray diffraction analysis and for chemical analysis for a wide range of elements. Bedrock lithologies have been determined from microscope studies of bottom-of-hole chips.

For many years there have been small scale tests available for evaluating the toxic fumes production by capsensitive explosives (DOT Class 1. l), but these could not be used with blasting agents due to the large charge sizes and heavy confinement required for proper detonation. Considering the extensive use of blasting agents in construction and mining, there is a need to determine the quantities of toxic ti,tmes generated by blasting agents. At the International Society of Explosive Engineers Twenty Third Annual Conference on Explosives and Blasting Technique in 1997, the authors reported on a facility for detonating large (4.54 kg), confined blasting agent charges in a controlled volume that had been constructed at the National Institute for Occupational Safety and Health’s Pittsburgh Research Lab’s Experimental Mine. Since 1997, this facility has been used to collect data on toxic fumes produced by the detonation of various ammonium nitrate/fuel oil (ANFO) mixtures and several cap-sensitive explosives. ANFO composition ranging from 1 to 10 percent (pet) tieI oil have been studied. As expected from previous studies, with an increase in fuel oil content the carbon monoxide production increases, while nitric oxide and nitrogen dioxide production decrease. The detonation velocity varies from 3,000 to 4,000 m/set for the 1 to 10 pet range of fuel oil content, suggesting that ANFO mixes with improper fuel oil content may appear to detonate properly, while their fume production differs significantly from optimum. The study also considers such factors as degree of confinement, water contamination, and aluminum content on blasting agent fume production. Results indicate that water contamination of the ANFO has little effect on carbon monoxide production, but causes significant increase in nitric oxide and nitrogen dioxide production. Decreasing confinement from Schedule 80 steel pipe to 0.4~mm thick sheet metal also has little effect on carbon monoxide production, but significantly increases nitric oxide and nitrogen dioxide production. Adding 5 and 10 pet aluminum to the ANFO had no clear effect on carbon monoxide, nitric oxide, or nitrogen dioxide production.

The heating operation to harden the cutting edge produces the effect shown in Fig. 3. The questions that naturally arise are: Will the cost of the extra heat treatment necessary to change this condition (annealing) be more than the saving that may be effected in the drill steel or will the extra heating be an economical as well as a wise thing to do? Is this condition necessarily detrimental to the maximum service of the drill steel? Can this annealing action be obtained in the hardening heat by heating more of the bit, say at least 5 in., to the hardening temperature but quenching only the end of the bit by a shallow immersion? Short Rock-drill Steels Reclaimed by Welding By W. T. Ober, Lynn, Mass. Experimental tests by the Thompson Company have shown that short lengths of rock-drill steels may be reclaimed by electric butt welding. The drills used in the experiments were hollow drills l1/4-in. in diametcr containing 0.95 per cent. to 1.05 per cent. carbon. The ends to be joined must first be ground off fairly square and the greater part of the rust, scale, etc. removed for 3 or 4 in. back in order to insure good electrical contact with the dies of the welder and countersunk, with an 80° countersink, approximately 1/4 in. The steels are then clamped in the copper dies of the welder, so that a length projects from the inside edge of each pair of dies equivalent to from one-half to three-quarters the diameter of the drill. The drills should also be brought into accurate alignment. The first step is to bring the ends into close proximity and then close the primary circuit of the transformer, slowly bringing the steels together until their ends lightly touch, when they will "flash," that is, minute

"In order to obtain basic data for the development of highly thermally conductive composite materials, the thermal conductivity of a resin composite material with an Aluminum Nitride filler was assessed. Several different measurement techniques such as the xenon flash and the temperature wave thermometric analysis method were employed to gather data on these composites. An excellent match between theoretical and experimental data was achieved by employing a predictive expression that takes into account the effect of percolation on thermal conductivity.IntroductionA thermal solution composite is made by incorporating dense inorganic fillers with high thermal conductivity into a resin. Because the composite materials have high thermal conductivities, they have been used in electrical products that generate excessive thermal energy during operation, such as inverters, amplifiers and motor drivers. They function as electrically insulating and thermally conducting parts of the electric modules. As the uses of thermal solutions are expanded, composites of higher thermal conductivities will be required. The aim of this work was to investigate, evaluate, and try to predict the influence of key parameters on thermal conductivity and diffusivity. This was achieved by analyzing the effect of both volume fraction and shape of Aluminum Nitride ceramic fillers and measuring the thermal conductivity. In addition, the influence of percolation on thermal conductivity is considered. The thermal conductivity of the composites is discussed by employing a predictive equation using literature data of thermal conductivities for both the filler and resin. As well as thermal conductivity measurements the effect of volume fraction of the filler was also explored.ExperimentalSpecimen PreparationThe composite samples were prepared from silicone resin and Aluminum Nitride (AlN) fillers. The AlN fillers with an average particle size of 20 µm are shown in Figure 1. The mean diameters of the AlN particles used are given in Table I. For comparison the AlN fillers with an average particle size of 5 µm are shown in Figure 2. A planetary centrifugal mixer was used for simultaneously dispersing the components uniformly and de-aerating the mixture. After mixing, these materials were placed in a silicone rubber case and cured at 150 °C for 1 hour."

The value of the electric log as a means of interpreting underground structures has been increasingly demonstrated by its almost universal present-day use. It becomes important, therefore, to be able to evaluate the factors that affect the values obtained. By far the greatest number of electric logs are measured today in boreholes filled with rotary mud, the properties of which may exert an important influence on the electric log. In an effort to establish what the order of magnitude of such effects might be, a series of investigations was made in the laboratory and the field. Apparatus suitable for either field or laboratory use was designed and a procedure established for determining the factors that affect the resistivity of drilling muds over a wide variation in mud condition. Five muds representative of the types of clay-base muds employed in California were tested and the following observations were made: 1. The effect of raising the temperature from 8o° to i8o°F. is to decrease the resistivit~ of the mud or filtrate approximately 50 per cent. 2. The resistivity of the mud in most cases closely approximates that of its filtrate. 3. The change in the resistivities of muds caused by the addition of chemical is not the same function of the amount of chemical added for each mud. 4. The effect produced by increased sodium chloride content is to reduce markedly the resistivity of the mud and its filtrate. 5. Weighting materials, such as baroid and limestone, tend to increase the resistivity of drilling mud. 6. Cement and counteracting reagents reduce mud resistivity. The results of the investigation indicate that the mud resistivity is materially affected by the addition of electrolytes whether these are added for the purpose of conditioning the mud or enter the mud when salt beds or highly saline structures are penetrated. It should be observed, however, that the magnitude of the effect produced upon the electric log by changes in mud resistivity is also dependent upon the relative salinity of the water en. countered in the formation being logged. The laboratory data are supplemented by field data, which indicate that both the self-potential and resistivity curves are influenced by mud resistivity.

Several experimental programs were conducted at the Pittsburgh Research Center to investigate the level of mine fire detection and alarm capability possible using state-of-the-art technology. These programs involved comparison of the response and alarm time of optical and ionization type smoke sensors to smoldering and flaming coal combustion in a smoke chamber. Coal combustion experiments conducted in the smoke chamber demonstrated that a CO concentration of 5 ppm above ambient corresponded to an optical density of 0.022m1. For the four smoke sensors for which a continuous analog signal was available, a smoke sensor alarm was defined as the average background signal plus ten times the peak-to-peak noise. This alarm criterion resulted in the association of the alarm for three of the four sensors with a smoke optical density of 0.022m-1. and 0.033m-1 for the fourth smoke sensor. The smoke sensors used in the smoke chamber studies were incorporated into large scale diesel fuel fire experiments conducted under normal ventilation conditions in the Safety Research Coal Mine (SRCM) at the Pittsburgh Research Center. These experiments showed that a diffusion mode smoke sensor alarmed earlier than a diffusion mode CO sensor; and, based upon the measurement of the optical transmission at the location of a pump mode ionization type smoke sensor that a pump mode ionization smoke sensor alarmed at an average smoke optical density of 0.021m" for the twelve experiments conducted. A series of 30 and 330 kW diesel fuel fire intensity experiments were conducted under zero airflow conditions in the SRCM. It was determined that :(I) thermal sensors are inadequate at 30 m from a 300 kW fire;(2) a diffusion mode ionization smoke sensor can be more effective for mine fire detection than a diffusion mode CO sensor;(3) recommendations can be made for sensor spacing in a mine entry based upon the measured CO buoyancy induced spread rates along the mine roof and the time for a developing coal fire to ignite a conveyor belt.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

Talc deposits in the Precambrian of southwestern Montana (Beaverhead and Madison Counties) are unique within the U. S. A. in that large bodies of tremolite-free talc can be open-pit mined. All known deposits are in pre-Beltian dolomite units. The origin is suspected to be metasomatic, with the siliceous component having been contributed by an intrusive Precambrian granite gneiss. Precambrian deformation was extreme and is characterized by multiple periods of tight isoclinal folding and the flowage of less competent rocks, rather than by faulting. Post- Precambrian folding has been relatively negligible; the characteristic Laramide structure is block-faulting developed along northwest-southeast trends. The talc is thought to have been formed in Precambrian time; the high-angle block-faults probably have no significance with regard to the formation of the talc, but do tend to complicate mining operations. Tremolite-free talc ore bodies with horizontal widths of more than 200 feet, vertical depths of several hundreds of feet, and strike-lengths of as much as one-half mile are known in the Ruby Range and the Gravelly Range. Where dolomite is interbedded with tremolite-free talc in the Gravelly Range, the scale of this relationship permits the use of conventional open-pit mining methods with subsequent upgrading by hand-sorting techniques. Underground mining has been used in the past, but all current Montana talc-mining operations are on the surface. The hand-sorted ore, some of which is shipped overseas, is finely ground or micronized in roller mills and fluid-energy mills. The products are distributed both nationwide and abroad.
