In 2001, the Minntac Division of US-Steel retrofitted one of their Grate-Kiln Iron Ore Pelletizng lines with a Ported-Kiln Air Injection System (PKAIS) the first of it’s kind in the world for oxide pellets. The Ported Kiln System injects air under the bed of pellets in the rotary kiln, causing rapid oxidation of the magnetite pellets. This rapid oxidation allows for lower kiln temperatures, reducing fuel demand; less heat load on the annular cooler; and higher pellet quality. Both the process and the equipment are patented developments by Metso Minerals. This paper discusses the process, the key equipment, and the benefits to the pellet plant and the downstream blast furnace operations.

Oscar Johnson—In my opinion, the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. Comparing the entire groups of operators with those who have had the opportunity to make slow-speed mill studies, I think you will find the latter small in numbers. Most managers want the equipment worked to its maximum output. There are, however, some installations where plant and mill sizes are such that they can do the job with reduction of mill barrel speeds. The past and the present installations of the industry are laid out to get the most capacity for the least capital outlay. This is the case even with the plants of Chile Exploration, International Nickel, Morocco, and Anaconda, now under construction or being changed. The industry recognizes that most all equipment it buys today is good and can be depended upon for efficient performance. Under this scheme of things, I am doubtful that slow-speed ball mill operation will be generally applicable. With reference to the U. S. Bureau of Mines laboratory tests, I think table II could have been omitted. It is inconclusive as to maximum efficiency for the low-pulp level mill on hard ore. There should be no question about this point. However, data on mill speeds can be found to substantiate various theories as well as refute them. Gow, Guggenheim, Campbell and Coghill, in their paper on Ball Milling,' believe their 2 x 2 ft laboratory mill reflects results that can be expected from large mills. If so, then referring to their table 11, they state, "The conclusion to be drawn from this second series is that high speed, not exceeding 72 pct of the critical, favors capacity, as before, but that with proper conditions of operation high speeds may give as good efficiency values as low speeds. In this case the efficiency values are nearly constant. A horizontal curve would indicate that the amount of grinding was directly proportional to the power expended, and these tests suggest that such a coildition can be made to exist in commercial operations." But, one must realize that there are many variables that effect the efficiency of grinding mill operation, and too much must not be assumed as to the effect of some specific change. Possibly with changes in mill speed, the results might be more consistent by also a change in ball rationing, type of ball, volume of ball charge,. p.ulp level and amount of pulp in the mill, pulp consisting, design of liner, circulating load, etc. Also, changes in ore character must be reckoned with when evaluating grinding performance. At present the Climax Molybdenum Corp. is running at much reduced capacity. Mr. James Duggan informs me that at mill speeds of 17 rpm, they save a $0.025 per ton on liners and $0.025 per ton in power, but, if the demand for molybdenum increased, he would go back to higher speed to obtain maximum tonnage, as the values from the increased tonnage would far more than offset the one half saving at the slower speed. The Jnspiration ran a six months' test between mills running 21 rpm and 23.5 rpm. The slower mills ground 10 pct less ore with a slight saving per ton, but when the reduced plant tonnage was checked back into the actual cost figures of concentration, the high-speed mills with their greater tonnage showed considerable advantage. To be convinced of possible practical results from the predictions in the conclusions, I think we would have to rely on the analysis of expert cost accountants to furnish the necessary proof figures. Hardinge and Ferguson are to be commended for the work in preparing this paper. I am convinced that our Massco engineers should go into higher speeds with our equipment. It was on this basis and for this reason the paper was written. Mr. Johnson, on the other hand, takes the position that, on the whole, low speeds are not justified from the economic standpoint, basing his principal reason on the fact that lower mill speeds cut mill capacities and hence reduce the gross income from the product produced. There is no denying this point. It is almost axiomatic. It is for this very reason that the overall advantage of lower mill speeds has been discounted and even overlooked. It was for this reason mainly that the paper was written in the first place. It is one thing to plan an efficient operation at the outset, basing one's figures on the tonnage requirements at the time, and it is quite another to be confronted with the problem of increasing the output of an existing installation at a minimum of capital expenditure. Economic consideration of a new installation is greatly influenced by referring to an old one. Too often, the analyst assumes that if this practice is followed in the new installation, one would not go wrong. It is just here that he may be wrong. Past practice and low capital expenditure are all too frequently given priority over the engineer's analysis of operating costs. When we are able to start fresh, we should give proper weight to other economic factors which do not exist in an old installation. It is these economic factors that make it possible to spend at the outset just a little more money and get it back in a matter of months and effect big savings for years to come. F. C. Lightweight polymer grids have recently been introduced to the mining industry. They are currently being used for roof and rib control, longwall shield recovery, safety guarding or barricade, highwall screening, internal reinforcement of gunnite/shotcrete applications, sub-base reinforcement, construction of steepened slopes, retaining walls, mine reclamation (i.e. erosion control, turf reinforcement), and in numerous mining waste related projects. These polymer mining grids utilize a strong, lightweight polymer, usually special grades of polypropylene or polyethylene. High tensile strengths are achieved by molecular orientation of these polymers in the manufacturing process. The first step in the manufacturing process is to extrude the polymers into thick continuous sheets. These sheets are then punched, and drawn into open grid structures. Aperture size and configuration are controlled by the geometry of the punched hole and the degree to which the grids are stretched. The drawing process is the key to the molecular orientation required for the tensile strengths. These long chain polymer molecules in their natural state have a random orientation. When stretched, the molecules are pulled into a parallel alignment, thus creating a lightweight product with tensile strength comparable to Steel.

Carbonaceous material (CM) from the Barrick Goldstrike Mines, NV, was characterized with respect to its gold sorption (preg-robbing) and gold recovery behavior. The breadth of graphite peaks measured by X-ray diffraction were used to calculate crystallite dimensions (002) of the CM. The (002) dimension was found to vary inversely with preg-robbing activity and directly with gold-recovery behavior, indicating that the degree of graphitization (maturation) experienced by the carbonaceous material is correlated with gold-loss during ore processing. The inverse correlation of preg-robbing activity was improved when percent preg-robbing was regressed against (002) crystallite size and carbon content. The (101) crystallite dimensions of all samples were calculated from laser Raman analysis, and were not found to correlate with preg-robbing behavior of the CM. BET surface area and micropore size distribution results were affected by grinding history, negating comparison of these characteristics between samples.

A General Meeting and Colloquium was held in Kelvin House, Johannesburg on Wednesday 29th September, 1971. The theme of the Colloquium was "The Ferro-alloy Industry". Prof D. D. Howat (President) was in the Chair. The meeting was attended by 106 delegates and was opened by the President at 10.05 a.m. OBITUARY The President: "It is my sad duty to announce the death of G. C. Needham, Fellow, who joined the Institute in 1966 and passed away on 27th September, 1971. Selmer-Olsen, Consulting Metallurgist, Amcor Limited, on 'Trends in Ferro Alloy Production' was published in the May issue of the Journal and comprised information and data relating to new developments in ferro alloy production in various parts of the world. This was followed by a paper-'Conductivity and Viscosity Properties of Slags produced in ferro-alloy manufacture' by D. 1. Ossin et al. This was a record of laboratory test work on slags containing both lime and magnesia, corresponding with the composition of slags encountered in the production of ferro chrome alloys when a dolomite flux is employed. The third paper-'Review of the work of the Pyrometallurgical Research Group of N.I.M. and Metallurgy Department, Wits.' presented by Dr P. R. Jochens, leader of the Research Group, outlined the progress made on ten different research projects presently under way in the Department of Metallurgy. These projects range from studies of the kinetics and mechanism of the reduction of chromite ores through the determination of the activities of MnO in slags to phase studies and melting point determinations in the alloy systems Cr-Fe-Si-C and Cr-Fe-Si. A new feature of this Colloquium was the introduction of the discussion panel composed of four or five individuals known to have special knowledge or interest in the subject under duscussion. Mr J. J. Coetzee was chairman of the first panel, Professor D. D. Howat of the second and Dr R. E. Robinson of the third. During the discussion of Mr Selmer-Olsen's paper an interesting contribution was made by Mr Jack Hayley of Transalloys (Pty.) Limited who pointed out that the lowest power cost in the U.S.A. was that from the TV A at 6 mils per unit (0,43 cents S.A.) while costs from other sources were 7 to 8 mils per unit (0,50 to 0,57 cents S.A.) He also referred to the use of 'pile sintering' of ore fines plus coke at certain ferro alloy plants in the V.S. and to the recent practice of 'graphitising' the paste used for Soderberg electrodes. The last session in the afternoon was devoted to a group discussion on 'Practical problems in Arc Furnace Operation', Mr H. R. Reid of Middelburg Steel Alloys (Pty) Limited occupying the chair, members of the panel being Mr J. Meintjies (Rand Carbide Limited), Mr J. Benn (Amcor) and Mr E. J. Jackson (Transalloys (Pty.) Limited). Mr Reid initiated the discussion by talking of the design and composition of electrode shoes, mentioning the use of the 85/15 Cu/Zn alloy and the comparison of hollow shoes and shoes cooled by tubes. Mr Meintjies discussed electrode management with particular reference to breakages, and dealt with casing and fin design and the welding of fins. Mr Benn dealt with aspects of closed top furnace operation with particular reference to the control of eruptions in the furnace and indicated that preheating of the raw materials might be well worth considering together with the development of a system for the detection of the water vapour present. Mr J ackson was concerned with shells, linings, refractories and tap holes. He deprecated the use of oxygen for opening the tap hole emphasising how uncontrolled use of oxygen led to loss of shape of the tap hole and quite severe burning out of the front hole resulting in time and labour in repairs. A notable feature of the Colloquium was the free discussion 'from the floor' of the hall. Many valuable and highly pertinent contributions were made spontaneously and usually in reply to some controversial topic raised by the discussion group.

Recent work on computerised mineral resource databases at the Institute of Geological and Nuclear Sciences Limited has concentrated on the development of the GERM, REGCHEM, and MINLIT databases, and their integration in a Geographic Information System using MapInfo software on an IBM-compatible microcomputer local area network. GERM (GEological Resource Map) is a mineral deposit inventory with national coverage and more than 10 300 entries. REGCHEM (REGional Exploration GeoCHEMistry) is a database of stream sediment analyses from open-file mining company reports, containing more than 14 000 sample sites from the Coromandel and west Nelson regions. MINLIT (MINeral LITerature bibliography) is an annotated bibliography of literature on topics relating to the exploration and geology of mineral deposits in New Zealand, and includes more than 5000 entries for published books and papers, and unpublished mining company reports, university theses, and government reports. Master sets of GERM and MINLIT continue to be maintained on a VAX mainframe network but REGCHEM is operated only in the PC environment using the Microsoft ACCESS database management system software.

The estimation of local recoveries, such as the local recovered tonnage of ore and its corresponding grade at a given cutoff grade, is an important problem in a selective mining operation. Multigaussian kriging provides a simple solution to this specific problem. The solution is also complete in the sense that local recoveries are estimated together with their estimation variances. It is thus possible to assess confidence limit intervals on the estimated recoveries. Multigaussian kriging has been applied to the Jerritt Canyon deposit in a most realistic situation. The various steps of the estimation procedure are presented in detail and the potential of the method is demonstrated in view of the results. The obtained results show that the estimated recoveries are in good agreement with the actual recoveries and the actual estimation errors are correctly predicted by the estimation variances. Multigaussian kriging thus appears as a useful and fully operationable tool for the mining industry.

US 4,185,078-In the recovery of rhenium values from an aqueous sodium molybdate solution contained in the hydrometallurgical processing of roasted molybdenite, improved results are realized by using a described extractant consisting of a quaternary ammonium compound and benzene or other highly aromatic solvent which dissolves a quaternary ammonium-rhenium complex Essentially all rhenium is recovered from the solution and the extractant can be regenerated and recycled. Camel Creek Mine operated by Lynch Mining Pty Ltd is located 65 km west of inghain and 160 kin north west of Townsville in North Queensland. (Figure 1). The Camel Creek gold mineralisation was discovered in mid-1987 in an area previously known for its tin workings. Mining commenced in January 1989 after an oxide reserve of 1.2 million tonnes @ 2.1 g/t gold had been delineated. The first gold pour was in May 1989. The mine developed into a medium sized open cut operation, with full site facilities. The initial mining rate was 500 000 tpa utilising run-of-mine (ROM) heap leaching to recover the gold. By the end of 1990 the wider orehodies were mined and efforts were focused on the narrow orebodies, of width typically less than three metres. Smaller earth moving equipment was employed to selectively mine the narrow orehodies leading to a decrease in the mining rate to 200 000 tpa. The Red Gold deposit (80 000 tonnes « 3.0 g/t to 18 in vertical) was mined in mid-1990 and ore was hauled approximately 8 kin to the Camel Creek heap leach operation. The ore was hauled in a dedicated campaign after being stockpiled. The cost of dedicated ore haulage ensured that only the more exceptional of the remote orebodies could be mined in this manner. The Golden Cup orebody, some 20 km from Camel Creek, was too distant to permit ore haulage. However, this prospect contained sufficient gold (initially 90 000 tonnes @ 3.0 g/t) to warrant the installation of a small mobile adsorption facility. Construction of the second heap leach operation commenced in late-1990. Gold production commenced in early April 1991. Mining of several smaller orebodies remote to the second heap leach facility has been undertaken and further mining is planned. This paper outlines heap leaching practice at Camel Creek Mine and summarises the success of the Golden Cup heap leach.

BECAUSE of the two distinct stages in the solidification of rimmed steel, segregation in the rimmed ingot is more complex than that in the killed or semikilled ingot. In the earlier stage, chemical reactions, resulting in evolution of gas and vigorous stirring of the metal, effect a degree of negative segregation unique to rimmed steel. The composition of this zone constitutes the principal quality advantage of this type of steel. In the later stage of solidification, after the evolution of gas has ceased, the segregation follows the general pattern of a more completely deoxidized steel. However, the composition of the liquid remaining after the first solidification stage varies markedly from that of the original melt, some constituents having been partially removed as reaction products while the concentration of others has been intensified by rejection from the metal solidifying in the first zone. The aim, from the standpoint of segregation, in rimmed steel of high quality is to effect a maximum negative segregation in the rim zone without excessive concentration of undesirable elements at the center of the ingot. To achieve this aim, the composition of the melt may be varied and the furnace and pouring practice may be adjusted within certain limits. It is the purpose of this study to discuss segregation in rimmed steel from the standpoint of the mechanisms that produce it and to survey the phases of open-hearth practice that influence those mechanisms. MECHANISMS PRODUCING SEGREGATION The mechanisms that determine the degree of segregation in the rimmed ingot are closely interrelated, making it difficult to select the primary factors and to determine a satisfactory order for presenting them. For instance, the question of sulphur segregation is relatively simple, since sulphur is not directly involved in chemical reactions in the ingot; but its concentration in the rim zone is dependent not only on its original analysis in the melt, its segregation coefficient, and the freezing rate, but also on the rate of its removal from the impure film on the solidifying surface. This washing action involves all the factors (such as freezing rate, the carbon-oxygen product, pressure, etc.) that determine the rate of gas evolution and hence the efficiency of film removal. Sulphur distribution between the rim and core is affected by the volumetric ratio between the two zones, and its segregation in the core is a function not only of the freezing rate of the core but also of all the foregoing factors that determine its concentration in the metal when solidification of the core starts. To simplify the presentation, it is proposed to treat the mechanisms affecting segregation independently in this section, reserving a discussion of their over-all effects for the section in which actual segregation data are given. The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. The temperature and oxygen concentration dependence on the reaction of sphalerite in oxygen at pressures from 6 to 640 mm Hg have been investigated in the temperature range 700° to 870°C. Sphalerite has been found to oxidize linearly over this entire temperature and pressure range. At higher rates, considerable self-heating was observed. The dependence of the oxidation rate on the oxygen concentration may be expressed by: Rate = k' where k' is the specific rate constant and 0 = K1[O2]/(1 + KI[O2]), where K1 is the equilibrium rate constant for the adsorption of oxygen on sphalerite. Values of the activation energy and the enthalpy of adsorption were found to be 60.3 and —59.6 kcal per mol, respectively. Data have been presented that indicate conditions under which either a sulphatizing or an oxidizing roast may be obtained. ROASTING processes have been employed in the metallurgy of a great number of basic metals in use today. Until recently, however, little attempt has been made to deduce the fundamental mechanism by which oxidation takes place. Structural changes upon oxidation have been investigated1 = and thorough work has been performed with regard to the reaction products and the thermodynamics of the oxidation reactions. The objective of this investigation was to determine the rate of oxidation of sphalerite and to apply the absolute reaction rate theory in the theoretilcal interpretation of the experimental results." "O Description of Apparatus The apparatus contains the following features: 1—a furnace with gas system, 2—an autographic weighing system, and 3—a temperature control system. Furnace With Gas System—The furnace was mounted by a yoke on each end and was free to travel up and down on steel guide rods, permitting the introduction and removal of samples from the apparatus with minimum difficulty. The furnace was heated by three sections of Kanthal wire wound externally on a zirconia tube and insulated with Fiber-frax. Pure gases or mixtures of gases were introduced into the lower end of the furnace through two flowmeters, a mixing chamber, and a gas-tight sparger, Fig. 1. The gaseous products of the reaction and the unused gases were prevented from escaping to the atmosphere by maintaining a small negative pressure on the system. This procedure permitted air from the outside to enter through the small an-nulus around the quartz suspension fiber and prevented the escape of the internal gases. Autographic Weighing System—The autographic weighing system consisted of an adapted gold balance, a photoelectric circuit, and a weight recorder, Fig. 2. The sample was suspended from one end of the balance beam by means of a platinum chain outside the furnace and a long thin quartz fiber on the inside of the furnace. On the other end of the balance beam, the necessary weights were added to counterbalance the sample. In addition, a calibrated chain was added to the balance which was linked directly to the weight recording unit. Control was effected by means of a photoelectric circuit." A parallel beam of light from a strong source was directed onto a small front-surfaced aluminum mirror mounted in the middle of the balance beam and then to a front-surfaced mirror mounted on the ceiling of the room. THE major portion of the work described in this paper was performed by R. W. Young,+ a graduate student in the department of Mining and Metallurgy, Sheffield Scientific School, Yale University, working under a cooperative agreement between the Hardinge Conical Mill Co., the Sheffield Scientific School, and himself. Since this cooperative scheme is at present in effect in the case of a considerable number of other students in the department and since it is the hope of the school that the privilege thus extended may be utilized even more freely in the future by mining and manufacturing companies, it may not be amiss at this point to give a summary of the general plan. Briefly it is as follows: A graduate student, whose undergraduate work in this or other universities shows promise of ability to handle research work, is chosen by conference between the company and instructor involved. The aim of the company in the agreement then entered into is to obtain the solution of one or more of the technical problems with which it may be confronted, or, at the end of 1 or 2 years, to obtain as an employee a man especially trained in its work. As. a means to accomplish one or both of these ends, the company furnishes the machine, apparatus, or material to be tested and pays the student during his graduate work a small salary, usually just sufficient to cover his living expenses, tuition and fees. The aim of the student is special training along a line in which he is particularly interested, the attainment of his advanced degree, and the chance to show to his future employer ability to handle such problems as may be presented to him. In return for the financial aid which he receives he agrees to devote at least half of his working time to the special problem submitted by his company. The other half is devoted to study of the collateral subjects required by the department for the granting of the degree which the student seeks. The student further agrees to enter the employ of the company in question at a wage not greater than that paid in like positions to recent graduates not specially trained and to remain with his employer at such wage for at least 1 year. If the student is to obtain a degree, the special work forming the basis of his investigation must be such as will involve real research and not mere routine manipulation. The subject is chosen by conference between the three parties to the agreement. The work is carried on under the direct supervision of the instructor involved. Nearly every community in the United States is dependent on aggregate (sand, gravel, and crushed stone) resources to build and maintain its infrastructure. Unfortunately, developing aggregate resources to meet societal needs causes environmental impacts. Most environmental impacts associated with aggregate mining are benign. Extracting aggregate seldom produces acid mine drainage or other toxic effects commonly associated with mining of metallic or energy resources. The most obvious environmental impact of aggregate mining is the conversion of land use, most likely from undeveloped or agricultural land use, to a hole in the ground. This major impact is accompanied by loss of habitat, noise, dust, blasting effects, erosion, sedimentation, and changes to the visual scene. Some of the impacts are short-lived, and most are easy to predict and easy to observe. Most impacts can be controlled, mitigated, or kept at tolerable levels and can be restricted to the immediate vicinity of the aggregate operation by employing responsible operating practices and available technology. The intensity of environmental impacts generated as a result of mining are determined in large part by the geologic characteristics of aggregate deposits (geomorphology, geometry, and physical and chemical properties). Mining deposits that are too thin, or contain too much unsuitable material, results in the generation of excessively large mined areas and large amounts of waste material. Mining aggregate can lead to serious environmental impacts in some situations. Some geologic environments such as active stream channels, slide-prone areas, and karst terrain are dynamic and respond rapidly to outside stimuli including aggregate mining. Some geomorphic areas and (or) ecosystems underlain with aggregate serve as habitat for rare or endangered species. Similarly, some geomorphic features are themselves rare examples of geologic phenomena or processes. Mining aggregate might be acceptable in some of these areas, but should be conducted only after careful consideration, and then only with extreme prudence. Failure to do so can lead to serious, long-lasting, and irreversible environmental consequences, either in the vicinity of the site or at locations distant from the site. Environmental impacts caused by irresponsible aggregate mining can compromise mining in an entire region.

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) "Synthetic lubricants have for many years documented extended service life and provided superior performance in temperature extremes. Increasing interest in synthetics' ability to reduce energy costs has resulted in laboratory and industry application evaluations. These tests have documented savings in functions such as worm gear drives, spur gears and in compressors. Energy savings data are presented as well as payback calculations as low as thirty days.The National Research Council of Canada has estimated that the Canadian economy loses over five billion dollars per year in friction and wear. Figures quoted were for 1986 during which it was estimated that nine hundred and forty million dollars were lost in the mining industry alone"" It has been further estimated that about 115 million dollars can be immediately recovered through improved tribology practices (Table I).The purpose of this paper is to present results and savings opportunities through the use of synthetic lubricants in various but common applications. Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation.
