THE methods that may be applied to the treatment of slurries and water, as these are related to practical coal-preparation problems, are concerned essentially with the movements of solids suspended in water. It is assumed that there are no fundamental differences between the principles involved in the treatment of coal slurries and the phenomena encountered in general mineral-dressing practice, and the latter are-presented in some detail. Basic principles are correlated with present practice for both the anthracite and the bituminous coal fields, and methods are discussed which are designed to utilize best all the material subjected to treatment and suggest a sound approach to the solution of problems relating to the return of clear water to process or to streams. In order to approach the practical phases of the subject with sufficient understanding of the basic principles, it is necessary to discuss two types of phenomena that are applicable. The first is flocculation and the second is sedimentation. Descriptive matter is given covering the various methods and types of equipment employed to conduct these operations, with emphasis on their application to water and coal-slurry treatment. DEFINITION OF TERMS Definitions of terms are consistent with modern developments, and conform, in general, with their usage in mineral-dressing practice. Because of variations in coal-preparation methods, it is impossible to define a rigid upper limit of particle size for a coal slurry or sludge which will apply generally. Limits vary somewhat with the particular treatment method employed at a given plant. For purposes of definition, this limit is chosen as the particle size for which preparation methods such as Chance comes and jigs are usually dispensed with, and other methods, such as the Hydro-tator, tables, and froth flotation, are employed. Generally the limit will be 10 to 6 mesh.

This paper offers for consideration certain somewhat radical modifications in the iron-carbon diagram, these modifications being the result of the presence of notable amounts of alloying elements. When only small amounts of alloys are present, the standard iron-carbon diagram (Fig. 1) can be used with but insignificant changes; when larger amounts of alloys are present, however, it assumes a distinctly altered appearance. No comment is offered for the present except to call attention to the delta area, A4BM, which represents a region of mixtures of austenite and delta iron, just as area A3SP represents mixtures of austenite and alpha iron. The literalure on the binary alloys of iron and silicon has been reviewed by Stoughton and Greiner.1 Another even more extensive and detailed survey of the present knowledge has been prepared under the auspices of the Alloys of Iron Research Committee by Greiner, Marsh and Stoughton. Since the latter surrey has already been issued in its preliminary form, it will be unnecessary to review the literature in the present article. However, in this connection there should be noted the important work on the crystal structures of the iron-silicon alloys by Phragmén,2 who investigated the entire system, identified the various phases and determined the homogeneity ranges of these phases. It was evident in the surveys cited above that in the range from 0 to 15 per cent silicon, which includes the commercially most important, alloys, the results obtained by thermal analysis, microscopic examination and the determination of electrical, magnetic and mechanical properties were extremely confusing. From time to time various compounds between iron and silicon have been postulated to account for the results yielded by the classical methods, and much argument has ensued. It was presumed that if compounds occurred which are sufficiently diverse in their properties to account for the characteristics of the alloys, they should be recognizable as separate phases but satisfactory proof of this sort has not been found by thermal or microscopic methods. Contributing to the confusion is the fact that the electrical, the magnetic and some of the mechanical properties are "structure sensit'ive"; i. e., they are influenced to a marked degree by the presence of minute amounts of impurities, the specific characters of these impurities, the grain size, the character of the grain boundaries, small general or local strains, etc. Thus interpretations of the discontinuities in the various property versus composition curves that identified these discontinuities with phase changes or compound formation have always been open to question.

Metallurgically, the term agglomeration is used to describe processes whose goal is to form balls, briquettes, nodules, flakes, or other sized shaped particles from loose, usually fine, incoherent particles. In practice it includes such varying processes as the briquetting of coal dust and other substances, the balling and induration (heating) of such nonmetallics as cement, fluorspar, lightweight aggregates, etc. It includes such widely used processes as the sintering of nonferrous concentrates, such as those copper, lead, zinc, etc. The agglomeration of specific nonferrous metal concentrates is discussed in detail in the section of this handbook devoted to that particular metal. Agglomeration processes are of particular value to the iron and steel industry where the nature of the primary reduction process, the blast furnace, requires for best results a burden essentially free of fines. This is a change that has taken place since about 1960. Prior to that time many fine unsized ores were fed to the furnace. The development of the pelletizing process gave to the industry a chemically controlled closely sized product that increased the produc¬tion rate and reduced the costs so much that unsized fines are seldom used in modem furnaces. Steel plants produce many fine sized waste products such as fine dust (fine ore coke and gangue) and mill scale. These products, which have a valuable iron content, are usually sin¬tered directly at the plant for reuse. Fine sized ore concentrates are usually pelletized at the mine and shipped as pellets to the steel plant. Common practice in some areas producing natural high grade ores is to screen the ore at the mine to about 3/8 in. The oversize is shipped "as is" and constitutes blast furnace feed. The / in. may be shipped to the steel plant where it may be sintered or otherwise agglomerated. At some mines the fines may be pelletizied prior to shipment. With the development of large ocean ore carriers, and with the transportation of slurried concentrates or fines, a trend has developed of constructing large pelletizing plants or other types of agglomeration plants near large consumption centers (i.e., in the Netherlands or Japan) where ores of many types are brought together, ground if necessary, blended, and agglomerated. As an indication of tonnages of agglomerated materials produced, for iron materials alone (the largest share of the total) production in 1970 in the U.S. was Million gross ton Sinter 40.7 Pellets 43.1 Briquettes, nodules, & others 0.1 Total 83.9 During the 1960s, U.S. production of sinter rose from 40.3 million gross tons in 1961 to a high of 48.7 million in 1964, then settled back to almost the 1961 figure in 1970. Pellet production rose steadily from 14.4 million gross tons in 1961 to the 59.9 figure for 1975. Worldwide, sinter production in 1966 was estimated at 340 million mt (mainly in Europe, Russia, Japan, and the U.S.) and pellet produc¬tion the same year at 64 mt (primarily Canada and the U.S.). World pellet production capacity rose to 200 million tons in 1976.

THE paper on "Specific Efficiency of the Blast Furnace" by Richard Franchot, which was pub-lished in the September issue of MINING AND METALLURGY, was presented for discussion at the Pitts-burgh meeting. The session opened with a discussion among S. P. Kinney, Mr. Franchot, and J. N. Reese as to the methods and results in sampling for cyanides in the blast furnace. This is covered in detail in writ-ten discussion below. T. T. Read objected to the use of the term specific efficiency as likely to be confusing. The blast furnace has to perform the function of reducing Fe, 03 to Fe as well as that of fusing the metal and, since the reduc-tion of Fe, 0? involves a CO equilibrium, it seems mis-leading to calculate efficiency on the basis of burning the , all carbon to CO? since it is not possible. Mr. Franchot replied that he used the term in the sense defined by Richards in his "Metallurgical Calculations;" but a subsequent search failed to reveal the term in Richards, who says (page 245, 1st edition): The practical conclusion is that a blast furnace generates in itself not much over 40 per cent of the calorific power of the fuel used, and rejects nearly 60 per cent; by using part of the waste gases to heat the blast, however, some of this rejected heat, to an amount representing net 5 to 10 per cent of the calorific power of the fuel used, is returned to and injected bodily into the furnace, thus rendering available for the purpose of running the furnace about 50 per cent of the calorific power of the fuel as a maximum. The efficiency with which the furnace applies this 50 per cent usefully to the objects of the reducing and smelting is another question for investigation.

"The Western Research Centre (WRC) of CANMET located in Devon, Alberta, is a modern research facility offering services ranging from fundamental research to pilot plant investigations. Recently, a 0. 76 metre diameter by 7.9 metre high Flotaire column flotation cell was installed as a demonstration unit for Canadian coal producers. Because the column cell is intended to be used for research, development and demonstration, WRC recognized that additional sensing equipment and improved process control would be required to generate good data for subsequent column scale-up and engineering design.A low cost, personal computer based control system was, therefore, designed and installed. This paper describes the stepwise procedure in developing the control strategies, selection of system software and hardware, and installation and configuration of the system.Preliminary performance data on a western Canadian coal sample are also presented. Future testwork is planned on additional coal samples to expand upon existing database."

The embrittling effects of oxygen, ozone, nitrogen, air, and surface residues, on NaCl has been investigated. The embrittlement by ozone and oxygen was found to be associated with the formation of a NaClO3 surface compound. In these cases the initial crack that was responsible for fracture (in a bend test) always nucleated at the corners between the tension and side faces. The behavior of air was very erratic and on certain days did not produce enzbrittlement. During these periods, crystals that had become embrittled by the ozone treatment completely recovered their ductility after a short exposure to the ambient atmosphere, It was established many years ago1 that considerable ductility could be obtained in NaCl single-crystal specimens if the crystal surfaces were dissolved in water either during or immediately prior to the test. The original interpretation of this effect by Joffe attributed the enhanced ductility to the removal of surface microcracks by dissolution. Later investigations2'3 have suggested that the exclusion of air from the specimen surface is the criterion for extensive plastic flow prior to fracture. The air em-brittlement in this later work was attributed to the diffusion of gaseous atoms into the surface layers of the crystal, thereby impeding the movement of dislocations. This model satisfactorily accounts for the reembrittlement observed after further air exposure subsequent to the water dissolution treatment. However, the situation has recently become more complex by the observations in several laboratories4-t that under certain conditions air exposure does not impair the ductility of NaC1. It has also been recognized5 that improper drying operations after water dissolution can leave surface precipitates that lead to embrittlement. Cleavage defects on as-cleaved crystals can often be another source of embrittlement. In the present work the effect of the gaseous atmospheres nitrogen, argon, air, oxygen, and ozone, on the ductility of rock salt was studied extensively. The embrittlement resulting from oxygen and ozone exposures was found to be associated with the formation of a NaC1O3 surface film. It is suggested that certain atmospheres, one of which often can be ambient air, which inhibit the formation or favor the decomposition of this compound, can promote ductility. Thus one aspect of the Joffe effect is certainly related to the removal of surface compounds or complexes by water dissolution. The effect of surface precipitates that remain after drying operations and of cleavage defects were also studied. In neither of the latter cases was the embrittlement as severe as that found with a NaClO3 surface layer. PROCEDURE AND SPECIMEN PREPARATION The nature of the embrittlement produced by the agents mentioned above was studied by means of microscopy, mechanical testing, and X-ray diffraction. Specimens were cleaved from large crystals of optical quality sodium chloride obtained from the Harshaw Chemical Co., and, except for those tested in the as-cleaved condition, were given a 15- to 20-sec immersion in distilled water followed by a rinse in absolute methyl alcohol. The specimens were then blotted on a soft, absorbent paper, and dried by a few seconds exposure to a stream of warm, dry air. Such a procedure was found to give a control surface which was microscopically free of residues. (A few crystals were intentionally painted with a concentrated NaCl solution in order to investigate the effect of surface residues). All specimens were of 0.140 sq in. cross-section. Crystals prepared in the above manner were immediately placed in a gas train where they could be exposed to the desired gases for preselected periods of time. For the oxygen and nitrogen exposures, pure reagent-grade gases were employed. The ozone was provided in the form of an ozone-oxygen mixture (approximately 10 pct ozone) prepared by passing commercial grade oxygen over a strong ultraviolet light source. All gases were dried prior to their introduction into the train. Since argon was found to be completely inert in its behavior (i.e., residue-free specimens that were exposed to argon were not embrittled), it was periodically utilized to check the control specimen surfaces as well as the condition of the gas train used for aging the specimens. After exposure to the gaseous media in question, the crystals to be used for the measurement of the strain to fracture were transferred from the gas train to a protective oil bath (without further exposure to the atmosphere) where the tests were conducted in three-point bending. "The size, morphology, surface texture, per cent mineral inclusions, and bulk chemistry (Ag and trace elements) of placer gold particles vary systematically according to transport distance from source rocks, as indicated by a case study from the Pioneer district in Montana, and data from the literature.Placer gold samples show a rapid decrease in mean and maximum particle length, and a gradual increase in flatness index (F.I. = length + breadth/2 x thickness) from about F.I. = 2 in bedrock deposits, to as much as F.I. = 45 over transport distances of several tens of kilometers. Primary mineral inclusions (mainly quartz, sulfide minerals, and iron oxides) are mostly lost within 10 km to 20 km of fluvial transport; this loss of quartz and trace metals causes a major change in bulk chemistry of placer gold samples. Following the loss of inclusions and the development of flakes, edges of flakes are folded and the mean number of folded edges in a sample increases with distance. When viewed under the electron microscope, surface textures of placer gold particles also become progressively more pitted with distance.Analysis of placer gold particles can be used to help evaluate placer source-area problems (placers with no known hard-rock gold deposits). For example, coarse placer gold containing abundant inclusions indicates a proximal source. On the other hand, an abundance of thin flakes is evidence of a long transport distance and possible reworking from older gravels. Placer gold characteristics can therefore provide information on distance to mineralized source rocks."

The Research,Division of The New Jersey Zinc Company (of Pa.) has conducted, over a period of years, numerous tests of the reducibility of various zinc ores and the reactivity of various kids of coal, using a number of different experimental methods. Most of these tests have involved the reduction of mixtures of ore and coal. In such cases the following simultaneous reactions are believed to be mainly responsible for the production of zinc, as was shown by Bodenstein' some years ago: ZnO + CO = Zn + CO2 [i] C + COj = 2CO [2] Each of these reactions is dependent upon the other for the supply of CO and COz, respectively, and the over-all rate of formation of zinc vapor will be determined by the slower of these two reactions. An analogous pair of reactions sometimes of importance is: ZnO + He = Zn + HZO 13] C + Hz0 = CO + He U3 While it is possible to obtain an indication of the relative reducibility of various ores, or of a fine versus a coarse Ore, by testing them with a given coal, and while coal reactivities may be measured in a corresponding manner, a more direct determination of relative reaction rates is possible by carrying out the desired reactions, such as I and 2, separately and under reproducible conditions. It is one purpose of this paper to present some of the results that have been obtained by the latter method. C. G. Maier2 discusses the relative rates of reactions I and 2 and concludes that while at relatively low temperatures reaction I is faster than reaction 2, this difference becomes less with increasing temperatures, although at smelting temperatures reaction is still the faster. He also says (p. 48), "At temperatures . . . be- -tween 1100' and 1300°C., . . . the zinc oxide reduction reaction is intrinsically more rapid than its physical limitations; that is, it is limited by gas diffusion rates.'' In the course of numerous reactivity tests involving the separate use of reactions and I and 2, we have obtained data that show by direct experiment, we believe for the first time, the correctness of Maier's statements concerning these reactions. We also include data on the relative rate of reaction 3, involving reduction by hydrogen. Finally, some interesting results obtained by carrying out the reduction of ' a zinc ore-coal briquet in streaming atmospheres of nitrogen, carbon monoxide and hydrogen, respectively, are presented.*

Beads of metal frequently appear at the ends of cast-copper wire bars and on the sides of wedge cakes near the top. These are richer in cuprous-oxide than the rest of the casting. A micrographical study of these exudations has been made. 11 is suggested that the materical is forced through the surface while the copper is solidifying. If not eliminated in process of manufacture, it shows on the finished polished sheet copper in patches differing in color from the main body of the shad. Figures 1 to 4 show the copper exudations, at different magnifications, as they appear on the ends of cast wire bars, and on the sides, usually near the top, of wedge cakes. Sometimes the exudations are in fine "drops;" at other times, large masses of the material are found. Microscopic examination of the copper exudation indicates that it is high in oxide and of eutectic proportions. Because of the difficulty of securing a suitable sample, the protuberances have not been analyzed chemically; but the spectroscope shows no indication that there are any more metallic impurities present than in the balance of the copper. The lowest copper plus silver content of the coppers studied for this paper was 99.914 per cent.; the highest, 99.966 per cent.; so the oxygen content of the whole casting would be well under 0.07 per cent. Structure of Protuberances The segregation of oxide between grains in the interior of the cast bar, not far from the "set," is shown in Figs. 5 and 6. In general, the amount of cuprous oxide begins to increase at a point about 0.01 in. below the normal surface of the casting, i. e., the base of the drop; but it does not attain maximum concentration in the main body of the metal. Vertical sections, Figs. 7 to 12, show that there is a definite line of large cuprous-oxide globules at the base of the drops. "AKITA ZINC Co., Ltd. (Iijima Zinc Refinery), jointly owned by DOWA METALS & MINING Co., Ltd.(DMM), has used the company’s own hematite process for iron control since the beginning of operations in 1971. The hematite process consists of reductive leaching with SO2 gas and iron removal in autoclaves by high temperature hydrolysis. This process enhances not only zinc recovery but also the recovery of gold, silver, copper, lead and rare metals, which is carried out at another DOWA metallurgical plant. All by-products produced in the hematite process are marketed and sold. This paper presents an overview of the hematite process and the recent process improvements made.INTRODUCTION DMM carries out mining and smelting activities for precious metals, PGMs, rare metals and base metals such as copper, lead and zinc. It owns KOSAKA SMELTING & REFINING, producing copper and lead, and the AKITA ZINC Co., Ltd. (AZC) in Akita Prefecture. DOWA is a specialized smelting company which has established a metallurgical complex for copper, lead and zinc, including a recycling business. AZC was established in 1971 at a production capacity of 72,000 t/y zinc; it is jointly owned by DMM and five other non-ferrous metal companies. AZC has increased its capacity continuously and now produces 210,000 t/y of zinc. Figure 1 shows the changes in zinc production and capacity at AZC."

Introduction Slope angles are one of the major factors affecting the shape of the final pit and the location of the walls Due to differences in geology, the optimum slope angles vary from pit to pit and within different parts of the same pit. Indeed, it is not unusual to have different slope angles for the top and bottom portions of the same cross section. The optimization of these slope angles is a major study in itself and this chapter is intended as a general introduction to the subject. It is not intended to be a comprehensive text for the absolute beginner The objective is to put the various aspects of slope stability analysis into relative perspective by describing the vari¬ous analytical techniques available and indicating when each may be most appropriately used References are made to the many excellent texts and papers on slope stability for the reader who does not have a formal training in soil or rock mechanics. In writing this chapter, an assumption has been made that a tentative mining plan has been drawn up, includ¬ing a preliminary estimate of the slope angles. It has also been assumed that all the necessary field and laboratory data has been collected and reduced to a form suitable for input into the stability analyses.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. A field test was conducted by the U.S. Bureau of Mines at the Cyprus Plateau Starpoint No. 2 Mine. near Price. UT. to study the support rock interaction mechanics. Twelve instrumented. fully grouted roof holts and eight sagmeters were installed in the roadway of a two-entry gate road to measure load changes and roof movements. Readings were taken during section development and as each longwall panel passed the test area. Loads that resulted from development of the en- tries were higher than would be expected if simple suspension of the roof rock was the sole cause of loading. When the first longwall face passed the test section massive beam behavior was exhibited over the entry and adjacent pillar. However, no significant localized bending was detected at any of the strain gauge locations. After the first panel passed the test section. all the roof bolts had at least one zone where the steel had yielded. Loading continued to increase. and when the face from the second panel was adjacent to the test section. 70 pct of the strain gauges at the 6-. 1%. and 30-in locations had passed the yield point of the steel roof bolt. However, even at these high load levels, the supporting pattern was sufficient to provide adequate reinforcement to the mine roof.

The Durham Iron Works of Messrs. Cooper & Hewitt, near Riegelsville, Pa., occupy a site which has been almost continuously the scene of iron-manufacturing industry since 1727. Doubtless if Anthony Morris and his thirteen associates, who in that year erected a blast-furnace on the Durham Creek, a short distance above where the Durham Iron Works now stands, could have had a vision of the improved and enlarged apparatus of their successors, they would have been not less astonished by the huge stack, the hot-blast ovens, and the blowing-engines of the modern blast-furnace, than by the railroad which now follows the bank of the river on which their clumsy " Durham boats " once floated pig-iron to Philadelphia. In one particular, posterity must confess their snperiority. We are told that in November, 1728, they shipped three tons of Durham iron to England. The proprietors of the Durham Iron Works are not now shipping iron to England. The present Durham furnace was built (in place of two smaller ones) in 1874 and 1875, and made its first blast in 1876. A description of it, with other works of the same proprietors, at Trenton, N. J., by A. L. Holley and Lenox Smith, was published in London Engineering for January 31st, and February 21st, 1879. Since that time, a number of improvements, dictated by experience, have been made in the details of the furnace and fittings; and the recent roilclusion of a long and successful blast presents a convenient opportunity for a description of the works and a statement of the results of practice. The accompanying drawings will show the general arrangement of the works. The furnace, Plate I., Figs. 1 and 2, is 75 feet high by 19 feet bosh. The hearth is 11 feet 4 inches in diameter, with seven tuyeres 5 feet 6 inches above hearth-line.
