IF THE engineer is to go into politics, as I think he should, I believe the curriculum of every engineering school should be amended to include a good stiff course in public speaking. My observation has been that the engineer in private conversation can scintillate as brightly as a life insurance agent or an oil stock salesman, but before an audience, with rare exceptions, he is a total loss. He will not get up and talk. He hides his light under a bushel, and sits on the bushel as dumb as an oyster. I have seen meetings of the Utah Section at which some topic of general interest to the members was up for discussion, and where an animated debate was the logical thing to expect. After the chairman states the subject and invites discussion, there is dense silence. Finally a member, bolder than the rest, gets up and with trembling voice and knees makes a motion. The motion carries, the meeting adjourns, and then the members gather into groups and begin to discuss the question seriously -and intelligently, giving cogent arguments on either side and embellishing their remarks with appropriate or inappropriate epithets illustrations and figures of speech. Now, I am not pleading for more speechmaking. The good Lord knows we have too much of this great American indoor sport already. But I think every man ought to be able and ready to express his opinions at the proper time. Some men have a reputation for wisdom because they do not talk much. We speak of the wise old owl because she never speaks, but in my opinion the owl's reputation for wisdom is vastly overrated. silence is more apt to be a cloak for stupidity than for wisdom. The person who has ideas can- not exert any influence by keeping them locked up in his own mind. The great motive force of the world is not muscle, but ideas, and ideas in order to get in their work must be released.

H. H. Campbell, Steelton, Pa. (communication to the Secretary) : I wish to thank Mr. Webster for the copious quotations he has made from my writings, as he has given nearly all the arguments I wish to advance. It is necessary to note, however, his statement that most of his experiments were made on universal-mill plates, and that these were not subject to my condemnation of irregularity. I think this is a mistake. It is well known that universal-mill plates are finished under very different conditions of temperature, with the express purpose of regulating the tensile strength. This is a perfectly legitimate practice; but it renders almost worthless any calculations on the relations of the chemical and physical equations when the influence of such finishing is omitted. Another important point Mr. Webster has not answered at all. I have shown by an excerpt from his own table that two entirely different formulæ may be constructed; and it is undeniable that one is as valid as the other, since Mr. Webster started with no premise at all save an assumption that the effect of carbon was constant. This was an assumption pure and simple, and hence has no special virtue. The whole result of Mr. Webster's investigation is not that the effect of carbon is a constant, and that those of phosphorus and manganese are variables. On the contrary, there are two answers, with nothing to show which is right. We learn that if carbon is a constant, then phosphorus and manganese are variables; but that if phosphorus and manganese are constants, then carbon is a variable. This is a distinct advance over complete ignorance, but it is not final and satisfactory from either a mathematical or metallurgical standpoint. Regarding my own formulæ, I would say that they are used regularly in the testing-laboratories of the Pennsylvania Steel Company. The tensile strength of every heat is calculated

Cook, Pottstown, Pa.:—Many friends and acquaintances seem to be under the impression that the Warwick Iron & Steel Co. received a' license from Mr. Gayley, free of cost, as an inducement to adopt the process. This impression is not correct, since the license was paid for, and I think it was the first payment that Mr. Gayley received for the use of his process. As president of the Warwick Iron & Steel Co., I am responsible for its earnings, and with only the experience at the Isabella furnaces as a guide, the directors of the company considered that there was a great risk in expending the large sum of money required for the plant. They, however, acted favorably upon my recommendation, and to this extent I am responsible for the installation at the Warwick furnaces. I made the best agreement possible with Mr. Gayley, and naturally our company received certain advantages. It will be contrary to all experience if subsequent plants do not show some improvements and economies in construction. It is to our indirect benefit that all subsequent licenses granted by Mr. Gayley should be charged at a much higher rate than we paid; and I trust that he will see to it that all such licenses granted, especially to companies making merchant iron, shall be at a maximum figure. The Warwick Iron & Steel Go. is not interested in any way in exploiting the merits of the Gayley dry-blast process; on the contrary, looking at the subject from a narrow and selfish standpoint, it is to the advantage of our company that no merchant blast-furnace competing with our iron-product should be equipped with a dry-blast plant. (communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year's costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner's point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. ROSWELL H. JOHNSON,* Pittsburgh, Pa.-The industry, I think, has suffered very severely from the lack of just such work as has been done by Messrs. Lewis and Beal. I think we owe a great deal to the Bureau of Mines for at last undertaking this much needed work, even though it is so belated. It could have been of very great assistance in so many properties where its usefulness has now passed. I think it is perhaps well to sound a note of caution, owing to the fact that so much of this information was derived from eastern Oklahoma; but with the new bulletin giving the decline for many fields, there will be far less danger of falling into error through assuming too much uniformity. The cumulative percentage curve seems to 'me to be a. particularly splendid idea. It should have a very important -influence, especially as the authors have themselves pointed out several variables that ought to be taken into consideration. The thickness, I think, is going to be an especially important one to work out along the general lines of method that they have advanced. Probably the most surprising thing in the paper is the general rule that the decline of a well is more correlated with its size than with its age. I can't help but think that that generalization, important as it is, is rather rough and will not apply so clearly when we have a larger number of fields before us. Still the generalization, rough as it is, is of very great importance, since the industry has been very largely basing a great many of its ideas on the ignorance of that principle. It leads to certain corollaries that are of great consequence. The first is that the undrilled portion of the property must be appraised on a. different basis from that used for the drilled portion.

J. H. Schlobohm (Joy Manufacturing Co., New York) —This paper has been read with a good deal of interest; however, there are several salient features which Mr. Mitchell has overlooked. The initial emphasis on selection should be placed on type of material to be loaded and method of mining involved. There is no possible connection in the comparison of scraper or Joy Lohite loaders with loaders of any other type. Neither can an operating comparison be made between "Rocker type" loaders and those equipped with loading head and gathering arms. Each unit has its application, but the application depends on material and the mining system involved. Mr. Mitchell's compilation of data on various loaders, while it represents a great many facts, does not represent true operational data, i.e. Table I, column heading "Max. Rated Capacity for 7 hr;" these figures are meaningless inasmuch as little or no time at all is allowed for tramming or switching or moving the loader from place to place. Table I, column heading, "Best Reported Field Shift," would be a better source of operational data, assuming of course that conditions, applicable to each class of loaders, were average to avoid enthusiastic performance figures. Table I, column heading, "Repair Parts Cost per Ton," is still another item which will not stand up under comparison unless the loaders involved are put into type classes, i.e., there are simply no means possible to show the repair costs of scraper loading versus a caterpillar mounted loader in abrasive material. The source of information here is also important. Actual field tests have proved that these costs are of a constant nature. Manufacturers are striving to hold them to a minimum and many interesting studies have been made. A fairly recent example of this in a large United States gold producer has proved that Joy HL-3 loaders can be consistently average, less than $0.025 per ton mucked. MR. GIBSON (continuing): In connection with the coal from this mine, I will say that it is not a very dirty coal. The vein where most of the coal comes from is about eight feet thick, and two feet from the bottom there is a small boney band about two inches thick. The breaking shot has to be placed over the, band, therefore breaking the boney into fine particles which goes off with the slack. This coal is a very good domestic coal and the slack is in great demand for various power, plants, such as sugar plants, smelters and other industries, but where this, boney is broken up and goes into the slack, it is very injurious in effect and retards the sale of the slack. Therefore the Spring Canyon Coal Company went to the expense of' building this plant, costing over $250,000, just in order to get that, two inches of boney coal out of the rest of the vein. The market in, Utah is very critical, and in order to sell coal, the product must be thoroughly clean in every way and, as Mr. Murphy says, I believe they have succeeded in making a very good commercial product. In any event the Spring Canyon Coal Company put out more coal than any other one mine during the last year, 1924, they had the largest production. I thank, you. (Applause). THE CHAIRMAN (G. H. CLEVENGER, Stanford University, Cal.).¬I would like to ask Mr. Pyne if he has had any experience inn the use of chromite as refractory under conditions that are highly reducing? I am reminded of an experience I once had with an electric furnace. I imagined that chromite would form a splendid lining, but it soon disappeared; hence it seems probable that, under highly reducing conditions at a high temperature, chromite is a very poor refractory. F. R. PYNE.-In copper smelting the atmosphere is generally neutral, or slightly oxidizing; we do not use highly reducing atmospheres at all, not even in the matting furnace. You can take the chromite brick and treat it as you would an iron ore, obtaining ferro-chrome very readily, from which the copper will separate. We have done this; in fact, at one time we considered installing a small electric furnace for the production of ferro-chrome. FOREST RUTHERFORD, New York, N. Y.-During the time I was general superintendent at the smelter of the Copper Queen Consolidated Mining Co., at Douglas, Ariz., a great many experiments were made on the furnaces and settlers with different kinds of brick, and I agree with Mr. Pyne's statements about chrome brick. Their power to absorb metals is very great, and as they cannot be smelted at any temperatures obtainable in a copper furnace, to get rid of the bats and extract the metal from them is quite a problem. We finally got down to using chrome brick only for lining the settlers, out of which we often got a life of upwards of 2 years, and for lining the blast-furnace bottoms, for the reason that chrome brick can be heated and wet, or wet after being heated, without going to pieces, whereas under these conditions magnesite brick will break down very rapidly. We also used a layer of chrome brick above and below an 18-in. band of magnesite brick put on the slag line of the reverberatories, in order to separate the magnesite from the silica brick, fearing that they would slag each other and let the wall drop. The idea worked, but became unnecessary on account of a change made in the method of feeding the furnaces. Chronic brick will not stand up under pressure so well as a good Grecian or Austrian magnesite brick, on account of the poorer bonding properties of the materials from which the chrome brick is made.

Operational experience has been gained at the Castlemaine Goldfields Ballarat gold mine. In near-continuous operation since 2008, the Ballarat plant treats unclarified concentrate leach solution. The phase behavior of a number of binary systems consisting of parafin hydro-carbons has been determined in recent years. In addition, the composition of the coexisting phases of mixtures of crude oil and natural gas has been investigated.~ However, the latter study did not include information concerning the influence of the concentration of a component upon its distribution between two coexisting phases. Owing to the paucity of such information it was considered desirable to investigate in some detail the composition of the coexisting phases in the methane-propane-n-pentane system throughout the greater part of the two-phase region at a tempera-ture of 100°F. Information of this nature also permits the establishment of the critical behavior of this ternary system. Method The compositions of the coexisting phases in this ternary system at 100°F. were deter-mined by withdrawing samples from a pres-sure vessel containing a heterogeneous mixture of the three components that had been brought 10 equilibrium by mechanical agitation at the desired pressure and tem-perature. The samples were withdrawn under such conditions that the equilibrium was not disturbed and the composition of each of the phases was ascertained by means of the conventional low-temperature fractionation procedure. The apparatus employed in this investi-gation was nearly the same as that utilized in an earlier study of the methane-pentane system.~ Several minor modifica-tions in the arrangement of the apparatus were made in the interest of simplifying the procedure and avoiding the possibility of condensation in the tubing connecting the equilibrium apparatus with the analyti-cal equipment. The pressures were meas-ured by means of a pressure balance with a precision of 0.5 lb. per sq. in. It is believed that the equilibrium pressure was ascer-tained with an uncertainty of not more than 2 lb. per sq. in., even though small varia-tions in pressure obtained during the withdrawal of the samples. The tempera-ture of the equilibrium equipment was maintained by use of an automatically controlled oil bath. The bath temperature was determined by means of a copper-constantan thermocouple, the electromo-tive force being determined by means of a potentiometric circuit of such a nature as to reduce the uncertainty of the tempera ture to less than O.I f. The fractionating column employed in the determination of the composition of the gas phase had a diameter of 0.12 in. and was approximately 4 ft. long, while the column employed in the analysis of the liquid phase was 0.18 in. in diameter and about 5 ft. long. Each column was equipped with the conventional constant-volume receivers, which were maintained at a constant temperature by means of an automatically controlled oil bath. WE are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, "The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell-no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography-in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hundreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, " The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell—no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography—in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. "Building retaining walls in an urban area is becoming more diffi cult due to right-of-way restraints. Using standard concrete cantilever walls requires a construction easement behind the walls for installation, which for the most part is unavailable. To install these types of walls in a limited right-of-way requires extensive temporary walls to minimize the construction easement. A multi-story Insurance Building and a large commercial Retail Center were located at the top of the cut. To prevent any impact on the buildings, the walls had to be placed within a limited area. Due to the height of the two walls and the variability of the underling rock line, contiguous caisson pile cantilever walls were contemplated as the only wall type that would be appropriate. The cost of the two walls was estimated to be very close or even higher than the cost of purchasing the two buildings. The Department believed that there must be a better way to deal with the problem. A vertically tied-down pile frame wall constructed from the top-down with a concrete facing was developed. This allowed the construction of the walls to be restricted to the available limited area and provided substantial savings for the State. The project includes 18 Retaining Walls and 13 Bridges. Two of the 18 Retaining Walls, refer to Figure 1, are to support two valuable properties, one being an insurance company housed in a multi-story offi ce building and the other a suburban shopping center which were appraised at $13.0 million and $5.0 million respectively. Due to the 31 ft. (9.5m) maximum height of each of the two Retaining Walls and the limited Right-of- Way of 15.0 feet (4.6m), a contiguous caisson pile cantilever wall was proposed for each of the two retaining wall sites with an estimated cost of $12.0 million each. The contiguous pile cantilever Wall is comprised of a line of caisson piles socketed into underlying competent bedrock. The design required that 4 ft. (1219mm) dia. piles be installed at 6 ft. (1.83m) centers, socketed into rock in order to provide lateral stability and restrict lateral wall movement to acceptable limits. The line of caissons would be fronted with a cast-in-place concrete face wall."

The Enquirer of October 13, 1835 carried a letter signed "G," calling attention to the great number of Virginians who were leaving the state and to the lack of enterprise shown in not developing the ample natural resources available. He mentioned coal in particular and in closing said: "Besides the coal mines owned by individuals, the Black Heath company of colliers are carrying on extensive operations. Owing to the derangement of the currency, and the immense expenses incurred in boring and sinking new shafts, I understand that their dividends have not yet been so large, as they may be confidently expected in future.-Another company, under the title of the Midlothian Coal Mining Company, is now about being organized by the Messrs. Wooldridges of Chesterfield, for the purpose of establishing an extensive coal business. Having examined the lands embraced in the charter and the principles upon which the company is designed to be organized, I am persuaded that more productive stock can no where be found. The charter embraces a space nearly equal to a mile square, adjoining the mines of the Black Heath company, those of Mr. N. Mills, and those of Stone Henge, which space must contain coal of great thickness of excellent quality, as the strata of coal of those other mines pass through it; exhibiting a field so extensive, that centuries may elapse before it is exhausted. A shaft has been sunk on these lands, from which a very large quantity of the best coal is being raised. The terms of the charter require the Proprietors to sell one-half of these lands and mines, from the sale of which they will appropriate $100,000 as permanent capital, to purchase hands and engines, and to sink other shafts to work the property and thus going into operation with such decided advantages, as to produce a profit as great as a reasonable man should desire. Here is an opportunity for investing capital, which I think should satisfy the wishes of many Virginians who speak of emigrating. Will they not embrace it?-I have confined my remarks to the coal mines, because they are in the heart of our State, and their operations are familiar to many who can verify the statements. "Solar generated power has long been considered a useful energy source only for low-energy density and non-mission critical use, such as providing electricity for residential applications. The success of Concentrating Solar Power (CSP) facilities, such as the 64 MW Nevada Solar- 1 near Las Vegas, have demonstrated that solar does have application to high energy density industries such as materials and chemical production. This paper will discuss the current operating con_guration of the Solar-1 facility and show how proposed modi_cations, such as addition of thermal storage and use of liquid salts as the working uid, can further improve the e_ciency and energy production of the plant.IntroductionThe United States as a nation is the largest consumer of energy in the world at an estimated 29 trillion kWh per year[1], which is roughly 15% of total global energy consumption[2]. On a per capita basis, the United States also leads most of the world, using an average of 96,000 kWh per person[3]. Roughly 40% of the energy consumed in the United States was produced from petroleum, 23% from coal, 23% from natural gas, 9% from nuclear and the remaining 5% from renewable sources such as solar, geothermal, wind, and hydroelectric[1].Energy demands associated with the industrial-scale production of chemicals and materials is a signicant portion of the United States total energy consumption. Roughly 33% of the energy consumed in the United States is used by the industrial sector, with 22% of this amount used in chemical production, 16% used in petroleum rening, and 14% used in the smelting and rening of metals[1]. Energy costs are also a signicant, if not the most signicant, portion of the total production costs for many materials. For example, roughly 30% of the cost of producing aluminum is the electricity used in the Hall-Heroult process [4], while the cost of energy is roughly 15% of the total cost of producing steel products [5].The primary sources of power for the industrial sector have been coal, petroleum, hydro- electric and nuclear. "Large amounts of by-products are generated by the Swedish steel industry each year. The EAF-process generates about 400 000 ton of slag, from which 80% is deposit. An alternative to deposit is to use slag as road construction material. However, metal content in the slag can be a problem, due to the leaching. The aim of this work was to investigate how stable these materials are when ageing and kept outside. Five different EAF-slags from domestic steel plants were used in this study. The materials were characterised after 0, 6, 12, 18 and 24 month to evaluate the ageing process. Scanning electron microscope (SEM), x-ray diffraction pattern (XRD) and a standard test for leaching were used. The changes in behaviour differ between the five materials. The total leachability decreases with time for all samples. CaCO3 is formed on slag surfaces as CaO reacts with moister and CO2 in the air. Introduction The slag generation in the Swedish steel industry is about 1.5 million tonnes annually, of which more than 500 000 ton is generated in EAF (Electric Arc Furnace), AOD- (Argon Oxygen Decarburization) converters and during the refining of steel in the ladle metallurgy. Some of the slags are used in different applications, but most of the steelmaking slags produced in Sweden are landfilled today. The chemistry, mineralogy and physical characteristics of slags make it a suitable material in construction, replacing for example, gravel and rock [1]. In some respects, in road construction, it may even be technically superior to virgin material. Slag from scrapbased steelmaking is used for road construction in Europe. The reason for the low utilization in Sweden is mainly due to potential leaching of harmful elements, legislations and competition with easily available natural raw materials. Mr. President, Officers and Members of the Rocky Mountain Coal Mining Institute: This is my first attempt to prepare and read a paper before your association. The Rocky Mountain Coal Mining Institute, I understand, was formed for the purpose of increasing knowledge relating to coal mining in all its various branches by study, research and discussion. In writing my paper, I have tried to be as practical as I can, at the same time, present my arguments so that they can be easily understood. When I use the word science, I mean organized common sense. I humbly ask my hearers to be a little patient, while I read my paper, and be "to its faults a little blind, and to its virtues a trifle kind". Western Europe is said to be the cradle of the coal mining industry. We are told that the Ancient Britons were acquainted with the use of coal long before the Romans invaded and conquered their country. The Romans were never too proud to learn from the outer barbarians, and possibly acquired the precious secret from them: We are told that it was not until the 13th century, that the coal mining industry, assumed any noticeable importance in Britain, and on the Continent. In the year 1259 Henry the 3rd granted a charter to the freemen of New Castle on Tyne, allowing them to mine coal. For a long time it was used in the arts and manufactures only, wood continuing to be the common domestic fuel. As has been the case with almost every great benefit, the introduction of coal as a fuel was stoutly resisted at first, and we find its use prohibited in the city of London in the reign of Edward II, by Royal proclamation ; which was soon discovered to be injurious and foolish, and consequently withdrawn. It is interesting perhaps, to know how this Royal proclamation was brought about. A lady of the Royal household was riding in her coach one day through a village in which coal was burned as a fuel, and she suffered such a cough by inhaling the coal smoke that she decided to call a council of suffragetts, who ultimately decided that the burning of coal was injurious to their health and complexion. They drafted out a petition and presented it to the king, who speedily issued the order that no coal was to be burned in the city of London. The penalty for disobeying this order was death by hanging. We are informed of one poor man who continued to burn a lump of' coal on his fire in winter time; he was arrested, sent to prison and condemned to death; the judge in passing the sentence solemnly stating that if he was not allowed to get a fire that was hot enough in this world, he felt that he surely would be allowed one in the next.
