In the first place, let me thank you for inviting me to appear before you today to speak to you on "Mineral Industry Problems - Present and Future". It is a distinguished honor for me to have this opportunity, and I am highly appreciative of this distinction. The beautiful surroundings of Gatlinburg and the pleasantness of a summer occasion are a wonderful tonic for all of us, yet they should not blind us to the seriousness of our Industry's problems No doubt, because of my past appearances before members of the Society of Mining Engineers, at which I discussed wholly scientific topics, or research in the Applied Sciences, you may be expecting me to revert to these subjects. But I intend to venture in a field that is new to me, yet old to all of us, the field of Economics.

I recently gave a talk at a seminar on mine development in the Eighties. I had to present CRU' s long-range market outlook for copper, lead, zinc, nickel, molybdenum and silver. In reviewing the recent history of each metal, and our projections, I tried to find some common pattern of behavior that could prove a guide in projecting future market behavior. When you sweep aside your input-output models and econometric equations, what you seem to be left with is this: "When a market goes through a prolonged period of price weakness, you can usually look forward to a period of considerable improvement. " "When a market goes through a prolonged period of price strength, you can always anticipate a prolonged period of price weakness." Stated another way, "The better things are, the worse they will get."

This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. Secretary's Note.—Mr. Bramwell was born in 1846, at Liverpool, England, his father being English, and his mother American, of Scotch ancestry. Brought to the United States in early childhood, he was educated at the public schools and graduated from the College of the City of New York. He subsequently studied his profession as a mining engineer at the Royal School of Mines, Berlin, Prussia, and was for a short time in the service of the Prussian government at Konigs hutte. Returning to this country in 1871, he was employed during succeeding years as mining engineer, chemist, and manager at various fnrnaces and iron works in Pennsylvania and the Southern States until, in 1883, he became actively engaged in the development of the Flat-Top coal-field of southwestern Virginia, in which region the town of Bramwell was named after him, in recognition of his services as a pioneer of the great industry which he did so much to promote. After prolonged and fluctuating ill-health, he died, July 13, 1894, at Paris, France. At the opening session of the Bridgeport meeting, the Secretary announced his death, and Mr. Pechin, being called upon, made the remarks reported below.— R. W. R. Widely as Joseph Herbert Bramwell was known, I. think I knew him somewhat better than any one else. After finishing his studies abroad, he came to this country, a very young man, seeking an engagement. This was about the beginning of 1871, as I remem ber, and I was then trying to make iron at Dunbar, at the foot of the Allegheny mountains, in Fayette county, Pa. His engaging manner and charming personnel, combined with his letters of intro duction, made me more than satisfied in securing his services as my chemist. At the outset we lived a sort of pioneer life, and for many months he was practically a member of my family, and the affection then formed remained unbroken to his dying day. I vividly recall the circular of April, 1871, signed by Eckley B. Coxe, R. P. Rothwell and Martin Coryell suggesting a meeting at Wilkes-Barre, Pa., for the purpose of forming the American Institute of Mining Engineers. At the last moment, prevented from going, I sent Bramwell; and I am more than glad that his name appears among those whose sagacity established an Institute that has become illustrious by reason of its numbers, the character of its members, its invaluable papers and its enormous influence for good

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

For the more economical excavation of tunnels in underground mining activities, the selection of mechanised excavation machines (such as roadheaders, electro-hydraulic drills, etc.) and the analysis of performance prediction that can be used in estimating machine energy consumption have been subjects of research from past to present. One of the parameters to be considered in studies examining these methods, is the grinding process. The success of increasing efficiency in grinding is expressed by a reduction in energy consumption. The goal of a grinding process is to maximise the grinding amount at the appropriate grinding size while minimising the energy consumption per tonne of the fragmented material. Today, the depletion of high-grade ore deposits has largely directed the mining industry towards low-grade but large reserve ore deposits. This shift has particularly increased the importance of the grinding process, as it is dependent on particle liberation. Grinding is a critical step in reducing the mineral to the appropriate size, and energy consumption poses a significant challenge in this process. As a result, researchers have conducted various studies focusing on energy efficiency and cost optimisation in this field. In this study, the grindability of 7 different coal environment rocks (sandstone, siltstone) from the Zonguldak Basin, Uzulmez Region was investigated. For this, Hardgrove Grindability Index and Bond Work Index tests were conducted. While determining the relationships between grindability and other parameters, the results obtained from the Hardgrove Grindability Index (HGI) test were used. The energy values found in the Bond Work Index (BWI) test were used to evaluate the excavatability of the rocks. Additionally, tests for strength, hardness, drillability, and abrasiveness were conducted to observe the impact of other parameters on grindability. Considering the results obtained from the experiments, significant relationships were found between the grindability of the rocks and other parameters.

Why did it fail? My first reaction when assigned this topic was to say: because somebody "goofed"--then thank you all for letting me say those few words, then promptly sit down. All of you have been bandying this problem around for many years--so all of a sudden I should come up with the solution. Well, While I might not provide you with your particular answer, I think I can show you some of the resolutions to it. Somewhere along your path of experience you may have discovered that a good formula for starting a fight is to tell a group of dedicated (Nordberg Crusher) users they should be using (Allis-Chalmers), or a group of (Allis-Chalmers) 'users they should be a (Traylor). Now, if you really want a melee, get both groups together and tell them they should be using a (Stedman Cage Mill). This is one sure way you can learn how great minds arrive at logical, well thought-out conclusions, based on all the relevant facts. Why did it fail? I could go on for hours giving you specific reasons why. One of my engineering professors used to start his new class off each year by writing on the blackboard--four and two, then turn to the class and ask: What is the problem? One brave scholar would venture to answer 8. His head would shake no. Another would dare 6. Again, a head shake. Now that the ball had gotten rolling, a number would vocally decide it had to be two, which produced only another shake of the head--no. All of them had missed the question he had asked : What is the problem? What he had gotten ,were some of the possible answers to the problem.

On June 25, 1876 Lt. Colonel George Armstrong Custer led the Seventh U.S. Cavalry Regiment., comprising 31 officers and 637 enlisted men, into the valley of the Little Big Horn River in southern Montana. His assigned mission was a reconnaissance-in- force to locate the Indians reported to be assemblying in that area. Custer was extremely successful in locating the Indians. Unfortunately he located more than 3000 Cheyenne and Sioux under the leadership of the great war chiefs Crazy Horse and Gall. Custer's entire battalion of more than 200 men was annihilated; there were no survivors. While I don't seriously suggest that things will be all that bad in the uranium industry, I do suggest that some very fundamental changes have occurred in the uranium market. Conventional thinking based on past truths will no longer suffice. Geology, economics, politics, nuclear growth pat terns, technology, and utility attitudes have all changed. New thinking is in order. It is at this point that I would offer my usual disclaimer. My views regarding the future are simply that--my personal views. My belief that certain events will come to pass does not mean I view those events as appropriate, wise, good, equitable, or economic.

Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems.

RIGHT NOW the Canadian oil business is suffering from growing pains brought on by developments outside our borders. I would like, therefore, to place our industry in perspective for you in two ways. I would like first to describe it briefly and let you see it in relation to the world oil industry. Then I would like to bring it back and place it into perspective against a strictly Canadian background. Naturally, in such a discussion, it is necessary to use a certain amount of statistical material. I'll endeavour, however, to keep it to a minimum. Eleven years ago, before the discovery of Leduc, Alberta could boast of having 21,000,000 barrels of crude oil reserves. Five years ago we had 1,810,000,000 barrels. At year end, 1957, our remaining recoverable reserves totalled more than 3,000,000,000 barrels. In 1957, our potential production in Alberta reached an all-time high of 756,000 barrels a day. Unfortunately, our actual average daily production dropped from 393,000 barrels per day in 1956 to 376,000 barrels per day in 1957. And in 1958, to date, it has dropped sharply to around 300,000 barrels per day.

MANY years ago, I expressed the opinion, in writings and otherwise, that it was possible to desulfurize zinc blende autogenously, i.e., without the use of extraneous fuel, and that at some time this would be accomplished. This opinion was based on thermal calculations and also on observations of the behavior of blende during roasting in different ways, all of which observations tended to confirm the theoretical calculations. Among such observations were things like the following: Once in carrying out the stall roast of cupriferous pyrites as a regular metal-lurgical operation, I was minded to charge a stall with lump blende, ranging from walnut to egg size, as I recollect, following the same procedure as with pyrites, and setting fire to the kindling wood, observe what would happen. The blende charge ignited well enough and bravely began to burn, quite actively the first day, at a diminished rate the second day, while on the third day burning ceased and the charge quickly became cold. It was just like trying to set a grate full of anthracite afire with insufficient kindling wood. The volume of air drawn through the stall was too great, quickly cooling the entire contents below the ignition temperature, which means, of course, that burning ceased.

As you see, all those things, according to. their limits, are conveyed .by the ordinary senses to the mind, by whose distinctions all their species, both harmful and beneficial, are discerned. Then they are reviewed by the judgment in all their degrees of perfection and imperfection, so that whoever seeks them with careful study or with experience often finds them. Now, in order to shorten this discourse, since I wished to speak to you of lodestone and its properties, I tell you that it is one of those things that show their apparent effects to our sight by a particular virtue hidden in such a way that its cause, as far as I know, has never been known to the very wise natural speculators who have spoken on every other subject. Thus one who considers its actions carefully must surely marvel, for it appears that Nature has put into this stone a certain spirit of vivacity, so that it seems to have-I would like to say-hands, although they are not seen. For I see that it not only attracts iron but also takes hold of it and keeps it attached to itself. This action is certainly great enough to bear certain witness to the virtues possessed by other created things that do not manifest their powers to the external senses. I DESIRE to say that, owing to the number of papers which have been more or less crowded at this session of the Institute, and the fact that, as one of the Local Committee, I have the distinguished honor to feel somewhat like one of the hosts, I should not tax the patience of members at this late hour, but would have my paper read by title were it in any way possible to do this. But the task I have set myself this evening is to present to the eyes of the members of the Institute certain objects which have occupied more or less of my time during the last eighteen months or two years. The objects I allude to are some of the igneous rocks of this country, which, until quite recently, have been less understood than any others. It will be well known to some of the members that some of the cooled lavas of a previous age of our planet, when not directly coarsely crystalline and granular, were considered and spoken of as " natural glasses," or perfectly uncrystalline, vitreous, or hyaline masses of matter. Among the first results of the use of the microscope was the dispersion of this fallacy. Sir David Brewster, Mr. H. C. Sorby, and William Nichol (the discoverer of the celebrated calcite prism, which bears his name), had, with greater or less success, examined sections of various rocks and minerals, both by transmitted and reflected light, and also in the form of powder. But, until the genius of Vogelsang undertook the subject, these investigations had no permanent value, nor did they constitute an independent line of mineralogical and geological research. Since the close of his labors, by Vogelgang's premature and much-lamented death, the subject has been made one of renewed interest by his brother-in-law, Ferdinand Zirkel, as well as by Rosenbusch, Tschermak, and many others abroad, and at home by the commencement of a systematic study of the traps of Connecticut by Messrs. E. D. Dana and G. W. Hawes, of New Haven, and by the splendid set of described sections of the traps of the West which have been furnished by Zirkel to illustrate Clarence King's report. I had the honor of presenting a large number of thin sections of our traps at the Washington meeting, for the inspection of the mem¬bers, with the aid of a table microscope belonging to the Smithsonian Institution. Thermodynamic information on the solubility of hydrogen in exothermic metals is limited. Thus, the overall solubility decreased as the temperature rose, which suggests the heat of solution of hydrogen in the metal is negative; yet the terminal solubility in the metal phase increased, which suggests an endothermic reaction. A thermodynamic analysis, therefore, was made of the several equilibria involved when hydrogen dissolved in the metal. Equations were derived expressing the solubility, terminal solubility, and decomposition pressures of hydrogen in terms of the heat, entropy, and free energy of solution of hydrogen in the given phase. The relations between the thermodynamic functions for the a-zirconium and 8-hydride phase were developed. The thermodynamic quantities were determined experimentally by the measurement of the decomposition pressures over a broad composition and temperature range. Two new methods of analyzing the experimental data were developed for determination of the terminal solubility. STUDIES', ' of the impact strength of zirconium at room temperature indicated that small quantities of hydrogen, of the order of 10 parts per million, embrittles the metal. Micrographic' and X-ray diffraction' studies showed this embrittlement to result from the precipitation of a second phase upon slow cooling. These studies suggested that the terminal solubility of hydrogen in the metal phase increased with increase of temperature. This behavior appeared to contradict the effect of temperature on exothermic hydrogen occluders such as zirconium. For these metals, the solubility of hydrogen should decrease with increase of temperature. Before these facts could be understood, a thorough analysis of the several equilibria was essential. It was the purpose of this paper to consider the several equilibria involved when hydrogen was reacted with zirconium from both the theoretical and experimental points of view. Since the overall solubility of hydrogen in the metal has been considered by a number of workers, it was proposed to study the composition range 0 to 6 atomic pct H in detail. Literature Schwartz and Mallett' determined the terminal solubilities of hydrogen in the metallic phase from diffusion studies. They extrapolated concentration-penetration curves to the boundary between the solid solution phase and the hydride phase at the surface. Their results showed values of 2.6 atomic pct at 400°C and 5.2 atomic pct at 500°C. Extrapolations of the data to room temperature suggested very low values for the terminal solubilities. This study confirmed the hydrogen embrittlement results and indicated that the terminal solubilities increased as the temperature was raised. The solution of hydrogen in zirconium over the complete concentration range was studied by Hall, Martin, and Rees3 and by others. The results showed that hydrogen was absorbed up to a maximum composition of 66 atomic pct or ZrH This composition represented the t-hydride phase. The maximum amount of hydrogen absorbed increased with pressure and decreased with temperature. Due to this temperature behavior, zirconium was classed as an exothermic occluder." In 1930 Hägg studied the crystal structures of the Zr-H alloys over a broad composition range. Four hydride phases were found. However, the range of homogeneity of the several phases was not studied. Gulbransen and Andrew" recently studied the phase diagram of this system by X-ray diffraction methods and by a thermodynamic method based on decomposition pressure measurements. The results showed that only two hydride phases existed for low temperatures, the 6 and the .-phases of Hagg.' Both phases had broad regions of homogeneity. The lower limit of the two-phase region of a and d-phases suggested a terminal solubility of 4 atomic pct at 500°C. This value was in agreement with the results of Schwartz and Mallett.' THE use of color adds a new beauty, power, and versatility to metallography. This has been amply demonstrated in a number of public exhibits and on the walls of corporate, government, and university metallographic laboratories around the world. Indeed, in a number of cases, the color not only is of esthetic value but is scientifically essential to the competent examination of particular samples and systems. Optical strain analysis,' determination of true grain size in U-A1 alloys: phase identification in Nb-base alloys,3 analysis of transformation rates in heat-treated Nb-Zr alloys,4 measurement of solidification segregation in cast Nb-Zr alloys,' study of the intermediate phases in Nb/Sn diffusion couples,6 investigation of the oxidation kinetics at various surface orientations in single crystals,7'8 and a number of other research efforts9'10 would have been vastly more difficult without the extra clarity and distinction introduced by color—either the colors resulting from particular polarized light techniques or the interference colors obtained by oxidation. It is unfortunate that the beauty of colored micro-structures cannot be shared more widely, but the economics of publishing a technical magazine apparently prohibits color plates except under extraordinary circumstances. It is doubly unfortunate that no convenient, general method exists for communicating the information available in colored microstructures to the scientific community. True, in some instances the color changes observed are dramatic enough that direct black and white photography is adequate. In photoelastic stress analysis, several orders of interference fringes may be produced and it is frequently desirable to suppress the color effects (use monochromatic light) to simplify interpretation. On the other hand, relatively minute color variations may be readily detectable by eye, be of considerable assistance in interpreting a structure, and yet be enormously difficult to reduce to an unambiguous black and white print. In order to illustrate a possible compromise or solution to the above problems, we wish to show three black and white photographs of the same region of an Nb/Sn diffusion couple whose interpretation depends heavily upon use of color techniques. These micro-structures were obtained from a section through a rod consisting of commercial-purity niobium tubing filled with 99.995 pct Sn (melt-filled in 10"6 Torr vacuum). The composite rod, measuring 500 mm long, was bent into a hairpin shape and inserted into water-cooled copper grips in a vacuum high-temperature furnace. The rod was outgassed for 2 hr at a furnace temperature of 800°C and was further heated by self-resistance using a 2.2-kva ac power supply. The rod was raised to 1910°C over a 4+-hr period, held for 15 min, slow-cooled to 1500°C over a -hr period, and free-cooled to room temperature (all temperatures were measured with W5Re/W26Re thermocouple). Throughout the heat treatment the ambient pressure was kept below 8 x lo-' Torr. Metallographic preparation of the sample was completely conventional except that it was necessary to extend the grinding steps to remove damage in the brittle NbsSn phase introduced by sectioning. No satisfactory chemical or electrochemical etch has been found for these diffusion couples; of those which have been tried, any that attack the niobium-rich phases at all attack the tin-rich phases disastrously. However, the final polishing steps did produce a slight relief effect and this, coupled with anodizing, yielded excellent clarity in the microstructures for direct observation. The anodizing voltage was chosen to give maximum change in color per unit change in composition. In this case, indeed normally, this maximum sensitivity occurred in the blue-to-red color range. RichaRd PeaRce, Argo, Colo.: This contribution upon the very interesting subject of the origin of the gold of certain lode-formations offers many subjects for thonghtful consideration. The explanation, for instance, of the perplexing features of thin lava dikes seems to me to be in harmony with facts as I have myself observed them elsewhere. At Marshall basin, near Telluride, Colorado, there is an extensive lava-flow. The material of this formation contains a large proportion of fragments of foreign matter in the form of angular pieces of rock. The latter show no signs of having undergone metamorphism, such as would be expected to be due to the direct effects of heat; and the evidence in this particular case would certainly lead me to suppose that the flow was due to causes analogous to those suggested by Mr. Rickard. It was, I believe, a moving mass of material, having a temperatrire considerably below the actual melting-point of the rock of which it is composed. In regard to the theory which the author has built up from the existence of the iodide of gold in sea water, I cannot consider it untenable ; but I would put the question whether any investigations have been made with a view to determining whether gold and silver occur in the beds of rock-salt, formed, as is generally allowed, by the evaporation of bodies of salt water. At Stassfurt, in Germany, there is a very remarkable series of alternating beds of rock-salt and anhydrite, the uppermost members of which are covered with deposits of potash salts. The question occurs to me, why should not gold and silver have been discovered in these deposits? Iodine and bromine, I believe, have been found in the salts last deposited by
