"Srnoky River Coal is capable ofprocessing 3 million tonnes per year ofrun-of-mine coal at the Smoky River Coal preparation facilities to produce 2.1 million tonnes of high quality, low volatile coking coal for export markets. Multi-seam surface and underground mining operations are scheduled to maintain raw coal feed to the plant. Two beneficiating circuits wash the coal. A heavy medium cyclone circuit cleans the plus 0.5 mm coal and a froth flotation circuit cleans the minus 0.5 mm coal. Clean coal is thermally dried, loaded into unit trains, treated for dust suppression, and transported to west coast port facilitiesf or export. Plant by-products are used as thermal fuel Jn an adjacent power station. Quality control procedures ensure efficient resource recovery for a yield of uniform specification product, at a 7% ash level. Introduction Smoky River Coal operates surface and underground mines in the Smoky River coalfield. Approximately 3 million tonnes per year (mt/ a) of run-of-mine (ROM) coal can be processed at the coal preparation plant to provide 2.1 mt/ a of clean, high quality, low volatile bituminous coking coal. Coal is processed by heavy media and froth flotation cleaning circuits and is thermally dried.Raw Coal Characteristics The characteristics of the ROM coal, both in terms of quality and size consistency, vary with intrinsic seam qualities and mining methods employed. The two seams mined (No. 4 and No. 10) show distinctly different washability characteristics. Seam No. 4 contains relatively few middlings and can be readily cleaned by dense-medium cyclones and froth flotation to give a clean coal at specification ash content. Seam No. JO is more difficult to wash, and the ash content of the clean coal is higher than No. 4 seam at the same operating conditions. However, when the upper I m is excluded from the plant feed, the remaining lower section has washability characteristics similar to No. 4 seam. Coal mined by underground means sometimes contains caprock and consequently tends to be dirtier than similar coal mined by surface means."

"Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. Chamber pressures can reach 3-5 bar yet the vast majority of testing is performed under atmospheric conditions. This paper illustrates how pressure influences foam stability and conditioned soil behavior, and how atmospheric test results must be viewed in the context of expected chamber pressures. Torsional shear strength, compressibility and abrasivity of foam conditioned sand were found to be ideal when the void ratio was above the ASTM-determined maximum void ratio, achieved by sufficiently expanding the soil grain structure with foam, herein when the foam injection ratio at pressure exceeded 45%. Otherwise, the engineering properties of foam conditioned sand were not ideal, i.e., appreciable torque and abrasivity, low compressibility. INTRODUCTION Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. The formation soil at the cutterhead must be transformed into a highly compressible, low shear strength and low permeability medium within the excavation chamber to allow effective EPB performance. This behavior must be maintained for a certain residency time while the soil is in the chamber and screw conveyor. The vast majority of published studies on conditioned soil behavior have been performed under atmospheric conditions (Quebaud et al., 1998; Bezuijen et al., 1999; Psomas and Houlsby, 2002; Vinai et al. 2008; Thewes et al., 2012; Peila, 2014); however, the desired soil behavior must occur under chamber pressures that can reach 5-7 bar. The influence of pressure on conditioned soil is significant and is dramatically different than behavior under atmospheric pressure (Williamson et al., 1999; Mori et al., 2015). This paper illustrates how pressure influences conditioned soil behavior and how atmospheric test results must be viewed in the context of expected chamber pressures. The influence of pressure on foam bubble size (including with time) is shown through digital image analysis. The influence of pressure on foam half-life is also investigated. The compressibility, shear strength, and abrasivity of conditioned soil under pressure is presented and explained in terms of density, soil and air compressibility and porosity."

In making a glass model of mine-workings, each mine will present some little individualities, to meet which will call for the exercise of special ingenuity. Having made several models, I offer the following details of the model of the Montana-Tonopah mine-workings, believing that with small changes for different conditions the method described can be successfully used in making a glass model of the workings of any mine. The model, Fig. 1, has the top, one end, and the front removed. The case is made of kiln-dried pine, painted with several coats of dead-white paint. It is made to take sheets of glass 24 by 42 in. in size, and is 18 in. high, the workings shown being on a scale of 1 in. = 40 ft., or 4800 : 1 scale. The base is made of four pieces of 2-in. material, well pinned and glued together. The back, of material 1 in. thick, is secured rigidly to the base by screws and countersinking. The four posts, 1.5 in. square, are so cut that the front and two ends of the model fit in flush with the outside edges of the posts. The top rails, 1 in. square, are fastened rigidly to the front and back posts by means of small iron braces. The ends, front, and top of the case are of 0.5-in. material; the ends and front are held in place at the bottom by pegs fitting into the base ; at the top the ends are held by buttons and the front by cupboard-hooks on the inside. Hinged hasps on the cover, fitting over staples in the end-pieces, make it easy to lock the entire case. Before the back is fastened to the base, it is cut with horizontal and vertical grooves to receive the horizontal and vertical sheets of glass, shown clearly in Figs. 1 and 2. The horizontal grooves, spaced to scale, represent the vertical distances between the levels at the shaft. The vertical grooves are placed wherever cross-sections of the workings are desired.

"Holographic interferometry is a non-destructive technique to detect small deformations1 of an object. It is a whole-field technique· with an accuracy of a few microns. An adaptation of holographic interferometry is time-averaged holographic interferometry which is particularly useful in detecting small vibration amplitudes of an object under investigation. Its application to biological tissue is especially difficult due to the combination of (a) the high sensitivity of the technique, and (b) the tendency of these objects to deform excessively, or move during the testing period. (This is also compounded by the changing moisture content of the tissue surface.)Ideally, a pulsed laser and fast-acting thermoplastic film camera could be chosen to overcome these difficulties, but the total equipment cost could exceed $75,000. In this paper we describe our relatively economical method to apply time· averaged holographic interferometry to an excised animal lung, utilizing holographic plates and a mechanically-shuttered continuous-wave Argon laser.EXPERIMENTAL METHODThe schematic of the experimental setup is shown in Fig. 1. The holographic equipment, including the laser, is fixed on a 3 ft x 6 ft x 4 in. honeycomb holographic table. This table is functionally similar to one described by Mark and Horsch2 which can be constructed for about one thousand dollars. The holographic table itself rests on six inner tubes to absorb floor vibrations. All unnecessary vibrations must be reduced to preserve the quality of the holograms. A laser beam from a 0.5-watt continuous-wave Argon laser is split by a circular variable beamsplitter (Newport Corporation Model 50GOOAV.1) into two beams, i.e., an object beam and a reference beam. The object beam is again split into two beams of equal intensity by a 50150 beamsplitter (Newport ·Corporation Model BS.1). These beams are optically filtered and expanded by spatial filters (Newport Corporation Model 910) to cover as much area of the object as possible. Soft biological tissues exhibit low reflectives, resulting in a relatively high reference to object beam ratio of roughly 5 : 1 at the holographic plate."

"The agitator design for nickel high pressure acid leach autoclaves (HPAL) is critical with regard to the process result, i.e., the recovery rate. Further considerations during the design phase are the avoidance of acid hot spots which reduce the lifetime, due to corrosion of the wetted parts, including components manufactured from titanium. Besides the process knowledge to design HPAL autoclaves, tools such as, Computational Fluid Dynamics (CFD) supplemented by lab testing allow the design of optimized agitation systems. This paper describes the effect that different feed point locations have on instantaneous blending of the reactants. Furthermore, experiments and CFD show where abrasion issues might occur and how to obtain information about the static and dynamic forces acting on internals. We show how simulations can be validated by lab testing to ensure that the CFD models are applied in an appropriate way.INTRODUCTIONAgitated systems in hydrometallurgical processes have to comply with multiple process tasks and in many cases have to withstand extreme operation conditions such as pressure up to 50 bar, elevated temperatures of up to 250°C and exposure to very acidic or alkaline environments and abrasive ores. The process tasks range from instantaneous mixing of reactants, homogeneous suspensions of up to 65% wt. solids with coarse and heavy particles, enhancing the solid-liquid mass transfer for leaching, dispersing large volumes of reactants (gas-liquid, liquid-liquid mass transfer) and moreover to transport generated heat e.g., from exothermic reactions through the vessel walls or internal heat exchangers if required. For economies of scale, agitator systems have reached sizes of 5000 m³ for large open leach tanks with impeller diameters of approx. 6 m, while autoclaves nowadays have exceeded 5.5 meters in diameter with a power demand for a single compartment drive between 300 - 400 kW. In parallel all process industries require a more efficient use of resources, to generate less by-products and higher yields, while ore-bodies tend to be less qualitative and new process routes (e.g. direct leach) are developed. Besides all these facts the mixing solution must be robust and economic. In this paper we want to address our approach in the development and designing of HPAL agitation equipment."

THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. MONAZITE has had a Cinderella-like history. Although nearly go per cent pure rare-earth compound (rare-earth phosphate) it was sought at first not for the rare earths but for the sake of a minor constituent-thorium. The thorium, essential for the Welsbach gaslight mantle, was present in only small quantities and the principal constituents, the rare earths, were largely discarded. Gradually, however, the rare earths have developed uses of their own and today have left the thorium far behind in value. OCCURRENCE Monazite was first produced commercially about 1886, in North Carolina, where it was collected in small sluices by farmers who found it in stream beds on their land. The deposits were later exploited on a larger scale, but were mostly abandoned in a few years, when monazite from Brazil came upon the market in far larger quantities. Domestic production ceased entirely in 1906. The Brazilian source is still active, together with Indian, Dutch East Indies, and Australian deposits. Several other localities in the United States have yielded monazite, but none of these has produced commercially as yet. Monazite occurs originally in pegmatites and gneisses, through which, unfortunately, it is scattered in highly dispersed form. All commercially useful deposits consist of transported monazite sands liberated by erosion and concentrated by the action of water, which has sluiced away lighter materials and concentrated the heavy (D = 5.0 to 5.2) grains of monazite, together with ilmenite, zircon, garnet, and other dense minerals. The Carolina deposits were in stream beds; most of the other deposits mentioned are on or near the seashore, where the action of the waves has served to concentrate the monazite. In most cases today, the sands are worked to obtain the ilmenite and zircon, as well as monazite. The minerals are separated by means of sluices, dry tables, and magnetic separators, and each is finally obtained nearly pure. No crushing or grinding is necessary. The concentrates are shipped in fiber bags. COMPOSITION OF MONAZITE As Table I illustrates, monazite is the anhydrous orthophosphate of the cerium [ ] group of rare-earth elements. Interest in the corrosion problem seems to continue without abatement and is bringing practical results. At least four important conferences on this subject have been held during the last 5 months. Those interested in steel-frame structures are taking steps to study vulnerable points on account of the failure of some minor parts in certain buildings after 35 years of service. The steam power-plant group, including the railroads, realize the importance of a better knowledge of corrosion, especially under modern high-temperature boiler operations. The chemical and refrigerating industries have already conducted a systematic study of depreciation of metals by corrosion, for which they have spent considerable money and time during the last 2 years with encouraging results. More has probably been done to control corrosion in the atmosphere and in closed water systems, because the work on these phases of the problem started over 15 years ago and the important factors are now fairly well understood. As a result of all this work, there is now little excuse for corrosion in water conduits, recirculating condensers and cooling systems, since economical means of prevention have been worked out to meet nearly all situations where such corrosion occurs. The entire Baltimore water supply was treated with lime at a cost of only 35 c. per million gallons and the rate of attack on the pipes has been reduced to not over 20 per cent. of what it was before the treatment. Yearly damage to water mains in Baltimore is estimated at $300,000, and in New York City at $5,000,000, not including damage to water conduits in buildings. In some cities corrosion is now recognized by water works' engineers as a major problem. In the oil industry, there are evidently three general classes of corrosion, relating to: (I) Production, (2) transportation, and (3) refining. (1) Production.—Some fields, those of California for example, have little corrosion trouble in the wells. In others this is a major problem and should be a strong incentive to the development of more resistant metals at a reasonable cost. E. G. "The usage of binders or pozzolanic materials in the production of concrete is not new. However, in recent years, the use of the pozzolanic siliceous material such as natural zeolite and coal combustion ash (CBA) has received re-attention due to the generated considerable interest in the economical use of both naturally occurring raw materials, recycling of the waste material and saved energy. In this study, the potential and utilization opportunities of natural zeolites and bottom ash (BA) in concrete applications were reviewed. Case studies, conducted to determine the possible usage of the natural zeolite and BA in concrete production, i.e. light weight concrete (LWC) were also presented. The physical and mechanical properties of cured concretes were examined to find out the competitive material usage on the final product properties. Autoclaved aerated concrete (AAC) with 1.1 nm tobermorite (5CaO 6SiO2 5H2O) as binder is a lightweight construction material that mainly uses in place of concrete to manufacture various building materials, including blocks, panels, slabs and the like. The material is a mixture of sand, lime, cement, gypsum, water and an expanding agent, which causes the raw material to rise like bread dough, with countless small air pores. AAC can be molded and cut into precisely dimensioned units and cured in an autoclave, which steam cures the concrete under pressure. During this process, the ingredients combine to form the calcium silicate hydrate gels that establish the special properties of the finished product. The process produces a material that is only one-fourth to one-third the weight of a conventional concrete block (bulk density of 400-800 kg /m3) of the same size. Regular AAC offers considerable advantages over other construction materials such as high thermal and sound insulation, excellent fire resistance, high resource and energy efficiency, low environmental impact, and finally outstanding structural performance (especially for earthquake zones) [1]. Its lightweight also makes it easy to use during construction, and its aerated structure gives it better thermal insulation and sound absorption properties than conventional concrete."

The gross production on the Island of Sahreirl during 1944 was approximately 6,700,000 U. S. bbl. No additional wells were drilled in the field during the year, but a number that were plugged off during the critical days of the war were brought back on production. This work is continuing. The construction of the extension of the refining plant was continued during the year and the new crude still was started in November. In Arabia, the production for the year 1940 was 5,074,838 U. S. bbl. Four wells were completed in Dammam field and all were commercial producers. Production for 1941 was 4,310,110 U. S. bbl. Seven more commercial producing wells were completed in Dammam field, and Well No. I at Abqaiq was complcted at 6180 ft. and was also a commercial producer. In 1942 production was 4,530,492 U. S. bbl. Abqaiq No. 2 was drilled to 5785 ft. but was left standing because of mechanical difficulty. The 1943 production was 4,868,- 184 with one well drilled, Abqaiq No. 3 completed at 6488 ft. and a commercial producer. Total production in Arabia for the year 1944 was around 7,800,000 U. S. bbl. and at the close of the year was running at approximately 40,000 bbl. per day. The small refinery, built in 1939, at Ras Tanura was in operation in the fall and a new refinery is being constructed. Only three wells were completed during the year—the El Jauf well in Northern Arabia (completed at 10,974 ft.) which did not bring in commercial production and Wells No. 4 (completed at 6270 ft.) and No. 5 at Abqaiq (completed at 6751 ft.), which were brought in as substantial commercial producers. Production for the year was entirely from the Dammam field. In this field, some of the wells that had been plugged off early in the war were brought back in production and this work is continuing. At the close of the year, one well was drilling in the Abqaiq field and an additional well was drilling at Qatif, the latter being a wildcat. Neither of the wells in question had reached producing horizons on the first of January.

The piloting and eventual large-scale operation of fixed-bed carbon columns for the recovery of gold from plant effluents is described. A fixed-bed carbon pilot plant comprising three adsorption columns was used for the recovery of gold from clarified plant effluent at the Vaal Reefs Exploration and Mining Company (West Division). The effluent ,which contained 0,1 toO,S g/t of gold and less than 10 g/t of free cyanide, was adjusted to pH 8 prior to use. Daily acid treatment of the carbon circuit with 3 per cent hydrochloric acid was shown to have a most significant effect on increasing the gold adsorption. The acid treatment involved a plant downtime of only I to 2 minutes per day. High loadings of gold (up to 30 k g/t) and copper (up to 75 k g/t) were obtained on the leading column, while the gold recoveries averaged 98 per cent over 17 weeks of continuous operation. The subsequent elution of loaded carbon in a pilot elution column indicated the use of abnormally high amounts of the pretreatment reagent (caustic soda and cyanide) used in gold elution. This was attributed to the high loading of copper on the carbon. However, the elution of both the gold and the copper at 110°C with demineralized water as the eluant was satisfactory. In a similar large-scale operation, three fixed-bed carbon columns each containing 4,5 t of carbon were used to treat 80 to 120 t/h of plant effluent with a gold concentration of about 0,15 g/t. Gold loadings of 5 to 6 k g/t were obtained regularly, while the gold recovery averaged 97 per cent over a 12-month period. The capital cost of the plant was recovered in 2 to 3 months. The evidence presented strongly suggests that copper plays a significant role in the adsorption and elution of gold under the prescribed conditions, and in the subsequent precipitation of gold following acidification of the eluates. The formation of a highly insoluble gold-copper complex produced under acid conditions appears to explain many of the observations made in the investigation.

The ore that is being treated by the present plant lies between the leached zone, or capping, and the mixed sulfide and oxide zone. The principal copper minerals are chalcanthite (CuS04.5H20), brochantite (CuSO4.3Cu (OH)2 and atacamite, (CuC12.3Cu (OH)2). There are, in addition, some other minerals such as cuprite and kröhnkite (CuS04. Na2S04.2H20). These minerals, with many others, occur in a greatly crushed granodiorite rock. most of the copper-bearing minerals occur in the cracks and veinlets, but there are disseminated values and it is probably the relative proportion of these that accounts for some otherwise unexplainable variations in extraction. The entire mineralization of the ore is complex and varies with depth. This variation, the problems presented thereby, and the effect of various constituents of the ore will be taken up in detail. The total copper content needs no discussion. In Table 1, the values are weighted averages calculated from individual charge analyses. The acid-insoluble copper directly affects the extraction, as the present leach recovers practically no acid-insoluble copper. In Table 1 the values are unweighted averages of the analyses of monthly composite samples. The acid-making copper mineral affects the amount of copper that can be dissolved from the ore without neutralizing acid in the solution. The

DgIel-ential thermal, nretallographic, and X-ray paramzetric methods were used to establish the Yb-Pb phase dingram. The terminal solid solubilities in the system are less than 0.2 at. pct. Lead additions lower the 792°C transformation tewzperature of pure ytterbiun~ at 787°C by means of an inverted peritectic veaction. Ytterbium additions raise the 327oC melting point of lead to 329°C by means of a perilectic reaction. Three intermetallic compounds Yb2Pb, YbPb, and YbPb, melt congruerttly at 1246", 1116o, and 740°C. respectively. YbsPb3 forms by a peritectic reacliorz at 1250°C. YbzPb crystallizes in the PbCh (C23) type structure and the orthorhombic latliceo constants are a, = 7.478. bo = 5.225, aud C0 = 9.549A. YbsPbs crystallizes in the hfnsSi3 (D8a) type structure. The hexa~nal lattice constants for this phase are a, = 9.325 and co = 6.92d. YbPbl crystallizes in the cubic AuCU3 (Ll2) type structure with a: = 4.8628 + 0.0008A. YbPb is diwrorphic with the structure change occurring al 507°C upon healing. The crystal structures of the two forttzs were not determined. Eulectic reactions occur at 5.1 at. pct Pb and 769oC, 41.5 at. pct Pb and 1086oC, and G8.0 at. pct Ph and 717°C: RELIABLE information concerning the alloying behavior of most of the rare-earth metals is scarce. A systematic study of the rare earth-lead alloy systems now in progress is an effort to supply such information. Determination of the phase diagram of the Yb-Pb alloys is the first step of this study. Variations in the valence of normally divalent ytterbium may be studied by comparing the characteristics of the Yb-Pb alloys to those of the trivalent rare earth-lead and of the divalent alkaline-earth-lead systems. Of particular interest are the melting temperatures of the intermetal-lic compounds since these are known to be high relative to the melting points of the constituent metals. Crys-tallographic and magnetic susceptibility data for the rare earth-lead alloys are to be included in the comparative study. Results from this and subsequent investigations should provide a better understanding of alloy formation. EXPERIMENTAL PROCEDURE Materials. The major impurities in the ytterbium and lead used in this investigation are listed in Table I. The lead was obtained from Cominco Products, Inc., and was specified to be 99.99 pct pure. Evidence of the effects which high-angle grain boundaries and veining subgrain boundaries have on the yield phenomenon of zone-refined iron is reported. Room-temperature tensile tests on 50-mil wive at several gram sizes produced upon recrystallization at diffevent temperatures below 910C (a-y phase-transfornzatzon temperature) show that upper and lower yield stress decrease with increasing grain size. The upper yield point effectively disappears at grain sizes of 81 and 102 u in samples of this diameter. However, samples of 129 p grain size. produced during recrys-tallization at 950°C, exhibit a pronounced upper yield point and an increased lower yield stress. Possible causes of the reversal in the grain-size dependence of yielding are discussed. Veining substructure, detected with picval-HC1 etchant, but not with 2 pct nital, is formed during the a-y transformation, and is believed to account for the observed effecls. The strengthening associated with high-angle boundaries in zone-refined tron is discussed in terms of: 1) the stress dependence of slzp multiplicity, and 2) the stress dependence of dislocation emission from grain boundaries. WIDE use of transmission electron microscopy and dislocation etch-pitting techniques has led to a growing awareness of the presence of dislocation substructures in annealed pure metals. Whereas much speculation'-4 has developed about the influence which subgrain structures have on the mechanical behavior of metals, particularly the yield strength, only limited experimental evidence correlating subgrain structures with lower yield strength has been presented. 2,3,5-7 It is the purpose of this note to present experimental evidence of the effects which grain boundaries and subgrain boundaries have on both the upper and lower yield strength of zone-refined iron. Effects due to high-angle boundaries formed upon recrystallization below the a-y phase transformation are compared with effects due to veining subgrain boundaries formed upon "recrystallization" above the a-y phase-transformation temperature. These effects are further compared with the reported influence 2,3,5-7 which low-angle boundaries have on the lower yield strength of bcc transition metals. EXPERIMENTAL PROCEDURE The starting material for these experiments was a 1-in.-diam zone-refined ingot prepared at Battelle Memorial Institute. Initial purification of electrolytic iron by vacuum-induction melting was improved by a floating zone-melting treatment in ultrapure hydrogen.' Chemical analysis of this zone-refined iron appears in Table I. Tensile samples of 50-mil wire were prepared by rolling and drawing portions of the ingot. An intermediate recrystallization anneal at 625°C after rolling to a reduction in area of 85 pct was carried out in an evacuated Vycor capsule (10-=5 mm Hg). Further reduction in area of 91 pct was followed by recrystallization in evacuated Vycor capsules at temperatures between 600" and 950°C, see Table 111. All samples

WHAT I would like to do is to talk for a while tonight about the Canadian mining industry in wartime-at least, the Canadian mining industry as viewed through the eyes of the Metals Controller. There is nothing quite like the Canadian system in the system of controls in the United States, because the Canadian Controller combines the functions of a good many of the organizations here. I think the nearest counterpart would be the Divisional Chiefs of the WPB-although they have perhaps less authority and operate in a somewhat narrower field. My own field, as you know, is the metals and minerals-all of them, as a matter of fact, with the exception of steel and iron and coal and oil. And as I am responsible for supplies not only from domestic sources but also from foreign sources, I exercise most of the functions of the WPB and some of the functions of the Board of Economic Warfare. As my department is also responsible for stock-piling and for the financing of new operations, I therefore exercise some of the functions of the Metals Reserve and also of the Defense Plants Corporation. Being an administrator under the Wartime Prices and Trade Board, I also have the same function in relation w the price of metals as the OP A. The Canadian system of controls is compact, relatively simple, and I believe reasonably efficient. I think two of the reasons for that are that both the Controllers and the Directors of production are clothed with very wide authority, and also the fact that all the buying for the three arms of the service is done through the Department of Munitions and Supply, of which we are a part.

E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. I SHOULD like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches 'carried out in your own country-researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on, this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable .to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, .and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. Very few studies of the aluminum-sodium system have been reported. Heycock and Neville1 were unable to detect any solubility of sodium in liquid aluminum. Mathewson2 prepared an equilibrium diagram consisting of two horizontal lines at the melting points of the two metals. He was unable to detect solubility at either end of the system. Scheuer3 first developed a method for the chemical determination of sodium in aluminum and then studied the solubility of sodium in liquid aluminum. His method involved heating aluminum with excess sodium under hydrogen until the two liquids were at equilibrium, chilling the melt, and analyzing the aluminum-rich layer. He reported the solubility to be 0.10 pct sodium at 700°C, 0.115 pct at 750°C, and 0.128 pct at 800°C. This paper on the aluminum-sodium system is the twenty-first in a series from the Aluminum Research Laboratories describing equilibrium relations in aluminum alloy systems. Materials The alloys for this investigation were prepared from electrolytically refined aluminum (99.99 pct) and sodium of reagent quality conforming to specifications of the American Chemical Society. Chemical analysis of the aluminum showed the fol- lowing impurities: 0.002 pct Si, 0.002 pct Fe, 0.002 pct Cu, <0.001 pct Mn, 0.002 pct Mg and 0.001 pct Na. The sodium content of all alloys was determined by either chemical or spectro-graphic standard procedures5 No. IIA and No. SI I respectively. Determination of Miscibilitv The boundary of the miscibility gap was determined by a modification of the method of Scheuer3 and of that used by Henry and Cordiano. As finally developed the method was as follows: A fused alumina crucible 25 mm id with 75 mm depth and 1.5 mm wall thickness was placed on the bottom of a container made from a 4-in. length of 1 1/2-in. iron pipe and pipe caps. ?&apos;he space around the sides of the crucible was filled with 40 mesh crystalline alun-dum. A charge of 60 g of aluminum and 10 to 15 g of sodium was placed in the crucible, the sodium first being trimmed and rinsed with iso-pentane to remove kerosene. The container was tightly capped, filled with argon (99.6 pct pure), and heated to the desired temperature (between 670 and 800°C). A positive pressure of argon (about 8 mm of mercury) was maintained through a small pipe to the upper cap. After soaking for from 2 to 5 hr, the container was quenched by directing a stream of water onto the base, so that solidification of the aluminum-rich layer was rapid and essentially unidirectional. Newmont Gold Company has advantageously used the capabilities of mineral oxidizing bacteria to develop a process for pretreatment of low grade sulfidic and carbonaceous-sulfidic refractory gold ores. The biooxidation process results in the oxidation of the sulfidic minerals with increased exposure of gold for subsequent gold recovery. The biooxidized carbonaceous-sulfidic ores cannot be heap leached with cyanide because of the "preg-robbing" characteristics of the carbonaceous matters in the ores. An alternative heap leach process using ammonium thiosulfate was developed to extract gold from the "preg-robbing" biooxidized ores. The ammonium thiosulfate leach process has been successfully practiced both in laboratory and pilot plant testing. Satisfactory test results encourage the continuation of process development.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master&apos;s and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it&apos;s the one we see as a result of regulation, attitudes and culture from our nation&apos;s capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you&apos;re not likely to run into any friends. On Feb. 20, 1991, just over one year ago, President Bush presented to Congress his National Energy Strategy.
