During incineration of municipal solid waste (MSW), various environmentally harmful elements and heavy metals are liberated partly into bottom ash, and partly carried away with the off-gases and subsequently trapped in fly-ash. If these waste incineration residues are not properly processed and immobilized, it can lead to secondary environmental pollution to the air, soil and water. The stricter environmental regulations require a higher immobilization efficiency of the waste incineration residues, which is the main objective of the present cooperation research. Within the present project, a systematic scientific research on various MSWI residues has been carried out, including sampling, low or high temperature processing and leaching tests. In the present paper, the major results have been summarized. The research results reveal that through appropriate combined pre-processing and high temperature vitrification, the bottom ash and fly ash can be efficiently stabilized. The results achieved provide a valuable alternative route to treat the solid residues from incinerators, and to make efficient recycling and safe utilization possible.

This paper and slide presentation is a brief rundown on what is probably the worst natural devastation I have ever witnessed. The epicenter of the quake that so violently shook Mexico City occurred 230 miles away near Mexico's west coast. The first calculation placed the quake at 7.8 on the Richter scale. This was later upgraded to 8.1. Each unit increase on the Richter scale indicates about a 30 fold increase in energy released. The quake was felt in much of Mexico and south Texas and damage occurred in many other Mexican cities. On the morning of September 19, 1985, at 7:18 A.M., the ground went into motion and shook for approximately 2 to 4 minutes. During this period most of the devastation occurred. At 7:38 P.M. the following day, the second quake hit and more buildings fell from this 7.5 quake. The ground in Mexico City moves like jello since it is a dry lake bed 7,350 feet above sea level.\

Cyanide heap leaching is the predominant technology used in processing low-grade gold ores. During closure ora heap leach operation, residual cyanide must be removed from the process and waste solutions, as well as the heap. Biological cyanide oxidation is a proven, economical technology for destroying cyanide in process and waste waters and spent heaps; The use of biological cyanide degradation eliminates the need for toxic or corrosive chemical oxidizers and has- been implemented at full scale at treatment costs usually <$0.50/1,000 gal. The Applied Biosciences biological cyanide destruction (BCND?) process has been demonstrated to effectively treat cyanide, concentrations up to 350 mg/L. Treated process solutions and wastewaters also contained other contaminants such as arsenic, copper, iron, silver. selenium, mercury, nitrate and zinc, much of which was removed in the cyanide degradation process. Under optimal conditions, microorganisms can rapidly oxidize free cyanide in some process solutions from over 250 mg/L down to 0.1 mg/L in 4 to 5 hr. Cyanide is degraded to ammonia and carbon dioxide, with 50%ofthe cyanide carbon liberated as C02. In general, carbon tank based bioreactors degrade cyanide at significantly higher rates than process or wastewater pond configured treatments, which usually degrade cyanide-more rapidly than in heap treatments. Investigation of cell-free enzyme preparations as an alternative to live microbial cyanide degradation shows promise. Advantages of enzymes over live microbes for cyanide degradation include: (I) the ability to tolerate and degrade higher cyanide concentrations (> I ;000 mg/L), (2) nutrients to support live microbial cells are not required, (3) the effects of other toxic contaminants, such as metals, found in mining waters-are eliminated and (4) the potential for greatly increased kinetics.

"In 1979 Chevron Standard Limited and Irving Oil Limited intersected a thick, high-grade sylvinite zone in the Windsor Group in the Chevron Irving Malagawatch No. I well in central Cape Breton. This well was the third and final hole of a program designed to evaluate a non-commercial oil discovery made by Chevron Standard&apos;s Mineral Staff in 1978 while carrying out base metal exploration. Nine holes were subsequently drilled to evaluate the significance of the potash discovery. The delineation drilling proved the Malagawatch structure to be complex with the potash zone showing erratic grade and thickness distribution. Based on the drill information the potash accumulation at Malagawatch is uneconomic, however, other salt ""structures"" in the Bras d&apos;Or Basin may in time prove to have better potential.History of DiscoveryIn 1972 Cuvier Mines discovered the Gays River lead-zinc deposit (MacEachern and Hannon, 1974) which prompted Chevron Standard&apos;s Minerals Staff to carry out a study of the Windsor basins in Nova Scotia (Figs. I and 2). As a result of this program several carbonate-hosted lead-zinc prospects were identified in the basal Windsor carbonate; one of these was at Malagawatch on Cape Breton Island . In 1978, after preliminary exploration surveys, a diamond drill program commenced consisting of 5 BQ holes (Fig. 3), three of which tested the basal carbonate. Instead of the reefoid bank facies of the Gays River Formation (Giles et al., 1979), the favoured host for economic base metal mineralization, this carbonate was developed as a laminated, pelletoidal, lime packstone more characteristic of the facies equivalent Macumber Formation (Schenk, 1967). While drilling one of these holes, No. 3-78, oil scum was intermittently detected on the drilling mud. The hole was abandoned at 191 m in anhydrite, without having reached the basal limestone."

FREE energies of formation of zinc sulfide and magnesium sulfide had previously been estimated to an accuracy of ± 5.0 kcal per g mol. In the present work, these values were determined experimentally. As the determinations of the free energies of formation of zinc sulfide and magnesium sulfide presented different problems, separate experimental procedures were employed for each. ZINC SULFIDE It is difficult to measure the free energy of formation of either zinc sulfide or magnesium sulfide by measuring their decomposition pressures directly, as they are very stable compounds. An attempt was made by Jellinek and zakowski3 to study the equilibrium. zns(s) + H2(g) = Zn(g) + H2S(g) [I] They passed hydrogen over zinc sulfide and analyzed the gases leaving the reaction zone for H2S. They were unable to determine the true partial pressures of the H2S by this method, as some of the H2S on being cooled from the reaction temperature, reacted with the zinc in the gas to produce ZnS. Consequently, they were unable to establish any true equilibrium data for reaction [I]. More recently,&apos; the equilibria ZnS(sphaledte) + Fe (s) — FeS(s) + Zn(g) [2] and ZnS(sphalerite) + 2Cu(s) — Cu2S(S) + Zn (g) [3] were studied. As the standard free energy of formation of Cu2S is known to * 3.0 kcal, and of FeS to ± 1.0 kcal, it should be possible upon performing equilibrium studies on reactions [2] and [3] to deduce the standard free energy of formation of ZnS (sphalerite). However, as both of these equilibria involve 2 solid sulfides, and as it is possible for these sulfides to dissolve in one another, it is necessary first to ascertain the activities of the various sulfides in these solid phases.

THE rapid development of the Portland-cement industry implies that the country is being very carefully searched for material suitable for its manufacture. Such material can be found at a great many places ; but deposits thoroughly satisfactory in chemical composition, and at the same time meeting all the other requirements connected with the economic production and profitable marketing of the product, are exceedingly few, if I may judge from the investigations which I have had to make in a number of States. The raw mixture which by its clinking and grinding forms Portland cement contains approximately 75 per cent. of carbonate of lime. This is found in nature as limestone or marl. The natural rock commonly carries either more than the required percentage of carbonate of lime (in which case it has to be reduced by suitable admixture of clayey ingredients) or less-in which case purer lime carbonate has to be added. The controlling ingredient, therefore, is carbonate of lime, or limestone of the right composition. Among the most serious difficulties is that of finding limestones low enough in magnesia to meet the exacting requirements of certain specifications. All engineers recognize that there is a limit beyond which it is not safe to let the magnesia go; but within that limit there is considerable difference of opinion. Until that difference is finally settled, no one would be willing to invest the large sum of money necessary for a Portland-cement plant, if it were not certain that the usual requirements in this particular could be satisfied. The usual limit in well-established specifications is 5 per cent. of magnesium oxide in the finished cement, but many specifications limit the amount to 3 per cent. These figures

"ALTHOUGH I SHOULD FIRST REVIEW the state of the mining art as it is today, because of the shortness of time I will confine myself to a re-view of the more important advances in that art which have been made in the past two to three decades. Then, a look at the opportunities and the challenges which now present themselves will be more meaningfulFirst, some of the more impor-tant developments in underground mining:(1) The recognition that good ventilation, visibility and working conditions are essential preliminaries to efficient production has resulted in their incorporation as a matter of practice in modern mine planning. (2) The introduction of the car-bide bit and the re-introduction of the airleg drill, and the resulting sharp rise in productivity, were early postwar developments. (3) The recovery of the coarser fraction of mill tailings for use as mine backfill also is an important cost-reducing development of recent years -and this has led to cemented backfill, which, al-though more expensive, meets certain specific needs and has tremendous potential. (4) Great strides have been made in improving explosives' materials and explosives' accessories. Millisecond-delay electric blasting caps, which improve fragmentation and reduce the seismic effect of blasting, and the development and •application for underground use of explosives are but two among many such improvements. (5) Trackless mining methods, using quarry-type equipment in some instances and specially de-signed low-headroom trucks, loaders and carrier-mounted drills in others have been successfully applied. (6) Dual-purpose load-haul units are now in use loading and hauling from open stope drawpoints, and smaller versions of this type of unit are in use in cut-and-fill and other types of stopes."

"IntroductionThe stages of development for bringing a mill into production demand that a flowsheet for the process be developed at an early stage. Detailed engineering of the mill may then proceed without duplication of engineering effort on alternative processes. In the case of gold and silver mills, several process alternatives exist which must be evaluated before the flowsheet is finally fixed. The recently developed Carbon-in-Pulp process has added to this choice.Clearly, the major factor in determining the most suitable process is the amenability of the particular ore to a given treatment. Other factors that will also influence the choice are location, climate, power and water supplies, and available capital.Gold and silver milling processes can be divided into three main types:Gravity Concentration;Flotation;Cyanidation.Combinations of the three are frequently used; i.e. flotation followed by cyanidation of the concentrate, or gravity concentration in the grinding circuit with cyanidation of the classifier overflow. The following are the salient advantages and disadvantages of the three main alternatives.Gravity ConcentrationGravity concentration is suitable for free-milling gold ores, i.e. ores in which the gold is relatively coarse and free from sulphides. It should be noted that just because an ore is high grade, it is not necessarily free milling.Gravity concentration methods include jigs, shaking tables, spirals and more recently Reichert cone concentrators. All methods exploit the density difference between gold, which has a specific gravity greater than 15, depending on how it is alloyed, and the gangue, which usually has a specific gravity range of 2.7 to 3.5.A concentrate grade of several hundred ounces per ton might be produced, but recoveries by gravity alone are generally low in comparison to other methods. For this reason, gravity circuits are usually used in combination with flotation or cyanidation circuits."

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer&apos;s experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. Measures taken by mining companies around the world to reduce their carbon footprints are becoming increasingly important in the sector securing its social licence to operate. The options for measures reduce to three categories of activity: i) demand reduction by avoiding unnecessary waste of supplied energy, ii) improving the utilization of energy that does have to be consumed and iii) adopting low carbon energy production options?including renewable energy. As well as the environmental imperative, as the prices of electricity, gas and liquid fuels increase, so the economic case for activities i) to iii) gains higher priority, especially in such an energy intensive industry. The specific energy consumption for certain upstream minerals industry operations in Canada is reported to be as follows: underground mining: 99.5 kWh/tonne mined; surface mining: 11.7 kWh/tonne mined; base metal processing: 81.4 kWh/tonne milled; gold processing: 99.6 kWh/tonne milled. Around 508 kWh/tonne (slag) of heat is reported to be available in cooling slag from 1500°C to 25°C; an amount that is simply indicative of the energy intensity of downstream smelting and refining operations. Low carbon, energy saving technology options that are available to mining industry companies lead to projects with return rates that must compete alongside other capital intensive projects considered by mining company boards. Energy projects frequently involve longer payback periods and lower rates of return than those of competing bids for capital, such as those for development of new mineral properties. For energy services companies (ESCOs) that specialize in the financing, construction, and the efficient operation and maintenance of energy projects, the same returns and payback periods may be considered acceptable or even attractive. For the ESCO, the key commercial risk mitigating factor is a securing a long term contract for the supply of energy.

It is common to blame irregular assay results upon volatilization and much has been written upon the subject, but there is no real evidence that, in a properly conducted assay, the loss of either gold or silver by volatilization is sufficient to affect appreciably the result, even when arsenic or antimony may be present. Bulk assays of flue dust from assay muffles have been published, but the data given are totally insufficient to even approximate the volatilization from a single assay; and such figures as we have indicate the volatilization to be extremely small. Diligent search in the literature and wide inquiry among assayers and instructors have failed to produce a single case where the litharge volatilized in making an assay has been collected and assayed for gold and silver. Having attempted to do this, with most indifferent success, I am not surprised that this has not been done. While various textbooks give volatilization as a cause of loss in cupella-tion, it may safely be said that in the rare cases where this volatilization is sufficient to affect appreciably the result it is due to excessive temperature. Percy&apos; says "The loss of silver by volatilization during cupellation is very slight (unless the temperature has been much too high), and may be disregarded." This statement is repeated by the Beringers2 and Smith,3 who includes gold with silver. Mitchell4 says the litharge fume rarely contains over one ten-thousandth of silver. Campredon5 ays that at a proper temperature no silver is lost by volatilization. Primarily, excessive temperature may be due to too high general temperature in the muffle; but it may often be due to temperature localized within the bead by oxidation of the metals and this may be influenced by other causes than the general temperature. The Massachusetts Water Resources Authority is currently improving its primary water supply system for the Boston Metropolitan area. The improvements planned by the Authority, which provides water for 46 communities and over 2.5 million people in eastern Massachusetts, include the MetroWest Water Supply Tunnel (MWWST) to provide redundancy in the transmission system, a large capacity water treatment plant and extensive covered storage facilities. The 28.3 km (17.6 miles) long, mostly 4.3 m (14 ft.) I.D. MetroWest Water Supply Tunnel will allow repair of the aging Hultman Aqueduct, which for 56 years has served as the transmission main from the water supply reservoirs to Boston. On completion of the tunnel, the old pipeline aqueduct will be repaired and brought back into service as a parallel, redundant transmission main. This paper describes design considerations and the design process for pressure tunnels in general and the MWWST in particular. It provides an overview of how the design of pressure tunnel and shaft components progresses.

Investigation into the expressions of the field produced by a loop over a conducting half space or in an infinite conducting half space are well documented. Reasonably complex descriptions of the effects of stratification also are reported. However, a model which must contain all of these complexities because of transmission to depths of 15,000 feet and also include the pertibation of the field by a verticle cylindrical steel casing loses its facility in the field or for quick, accurate approximation to field magnitudes and phase. This paper describes the results of two field tests to determine the attenuation and phase versus depth and frequency of an electromagnetic wave (induction field). A simple two-layer model is postulated to predict the magnitude and phase of the induced field which does not require sophisticated computing tools. Correlation of the model with experimental results show agreement of most amplitude measurements to within 3 db and most phase measurements to within five degrees. The tests were conducted in a 7400 foot deep well in Nevada and an 11,000 foot deep well in Wyoming which had conductivities ranging from .0025 mhos/m to .25 mhos/m. The surface transmitting dipole had an area of ~ 10 6 feet squared and constant frequency signals of 1.5 Hz to 20 Hz were transmitted through the earth utilizing less than 65 watts of power. Model Description The magnetic field intensity components generated by a magnetic dipole immersed in an infinite homogeneous medium can be expressed in spherical coordinates as: [ ] where N, I, and (p a ) are the transmitting antenna turns, current, and effective area, respectively, and r is the range from the loops circumference to the measurement point. Y.-That this paper deals with a real problem is illustrated by a statement made to the speaker a few months ago by the manager of a silver-lead property: "Our ore contains 60 per cent. silica on which the smelters are penalizing us heavily, and they are not able to take all our stuff even then. We have simply got to find some method other than smelting for getting the silver and lead out of our ores. We have had experts down here and have investigated flotation, leaching and volatilization, of which processes the latter is by far the most promising. We are continuing investigation." I was somewhat concerned in certain chloride volatilization experiments which we carried on in Denver in 1903, working on a carload of ore from Butte. Now being connected with the Cottrell process, by which method the fumes will undoubtedly he recovered if they solve the volatilization problem, I have looked into the matter again, and believe it can be developed into a commercial process. On a laboratory scale, working With silver-lead ores, experimenters have obtained a volatilization of over 90 per cent. of the total values in 30 to 60 min, on quantities of 1 to 5 lb., using a roasting dish and a muffle. That looks very good, and would be entirely commercial. On attempting to duplicate these results in a reverberatory furnace, they found that it is more likely to take 8 hr. firing to yield 75 per cent. extraction, which is not commercial at all, as it requires too much time, labor, and fuel, and the whole process is too slow. Of course it can be done, because we have done it in the laboratory.

THE general subject of accurate pyrometry, its great development in recent years, and the importance of its application in arts and manufactures is so ably treated in other papers that this paper will bee confined to a resume of some research work on certain temperature effects in carbon and other steels, some of which appear to, be new. The results of these researches are embodied in several papers presented to&apos; various scientific societies during the last few years, most of them under the general title of Spontaneous Generation of Heat in Recently Hardened Steel.1 Several years ago, when studying the behavior, tinder certain conditions, of specimens of hardened tool steel, I observed that they all spontaneously generated a small quantity of heat, the rate of generation diminishing from day to day for several weeks before generation became imperceptible in the sensitive calorimeter used. In each case the steel had been hardened only a few days prior to its use. It seemed highly probable that the generation of heat was associated with some sort of "seasoning" or incipient annealing process, perhaps accompanied by slight changes of volume, and that it would be most rapid immediately after hardening. I subsequently investigated this curious phenomenon more fully. Twelve ½ in. round bars of tool steel, 5 in. long and with machined surfaces, were hardened by heating to high cherry red in a reducing atmosphere of a gas furnace and quenched in cold water. The bars then had a thin strongly adhering coating of black oxide. They were next stirred in a large quantity of water at room temperature, to acquire that temperature, wiped dry, and oiled with heavy, neutral mineral oil to prevent generation of heat by further surface oxidation, wiped free of excess of oil and placed in the copper cylinder of a heat-insulated box.

Three titanium alloys, known to provide a mechanically unstable p structure after quenching, were selected as material for a study of the Origin and nature of stress-induced transformation. Data from hardness and tensile tests were used to study the initiation of marten site and the effect of the transfornation and transformation products on the mechanical properties of B titanium, particularly the stress-strain relationships. With the exception that the materials investigated showed a natural aging reaction in the P condition, their behavior is analogous to that of&apos; stress-transforming stainless steels. The transformation starts after initial yielding and is essentially complete just prior to .maximum loading. Once initiated, the martensite itself is capable of propagating the transformation. The deforn-ing materials show low strength, high ductility, and a high strain-hardening exponent. In metallic systems which undergo a diffusionless transformation on cooling, it is possible to produce a similar transformatiorl by plastic deformation under special conditions. Dewez&apos; in delineating Ms temperatures for the titanium-rich end of most titanium binary systems:, established the point of intersection of Ms with room temperature for those particular alloys. Alloy compositions which would quench to mechanically unstable p were established from these data. The first investigation into the possibility of stress-induced transformation occurring in titanium met with little success. It was concluded that such a transformation in titanium was possible only under very special conditions. Continued effort in this direction, however, showed certain Ti-Mo binaries to be highly susceptible to this phenomenon. This fact was utilized by Liu to study the habit planes of martensite and by Machlin and wenig5 to study the effects of stress and plastic deformation on the P to a prime transformation in titanium alloys. The first investigation of the mechanical properties of these alloys was conducted by Holden and his coworkers at Battelle Memorial Institute.&apos; The potentiality of the alloys i3s sheet-forming material was recognized, and the data reappeared in a survey of this type of titanium material.? The initial optimism was tempered by the difficulties in obtaining homogeneous 2i-Mo alloys in commercial-size ingots. The increasing need for good sheet-forming material kept investigation in this direction active, resulting in the development of a commercial alloy of this type.&apos; This study was undertaken to obtain a clearer picture of the mechanism of stress-induced transformation in titanium. MATERIALS AND TEST PROCEDURE Three alloys were selected for this investigation: one a Ti-Mo alloy; another a Ti-Cr-Mo alloy, known to deform martensitically; and the third, a Ti-V alloy with an Ms below room temperature and an Md above room temperature, but known to contain w phase in the quenched condition. The compositions of these alloys are given in Table I. These alloys were cast as 5-lb experimental ingots, employing skull melting. The ingots were hot-forged into 1-in.-round bars. Two 72-in.-thick slices were cut from each bar for hardness testing; the remainder was cut into 0.252-in. tensile blanks. The tensile blanks and one hardness disc from each bar were heated in salt to a temperature 100°F above the 0 transus, held 2/2 hr, and brine quenched. X-ray analysis showed the pieces to be 100 pct 8.* *Omega cannot be distinguished from p by the technique employed. Tensile blanks were machined to size after this treatment. Centrally located with relation to the largest iron- and steel-producing districts of the United States, the fluorspar-deposits of Kentucky possess increasing interest and importance. As typical of the numerous fluorspar-mines of Kentucky and Illinois, I have selected for description the Memphis, because it and others of its immediate group exhibit the conditions characteristic of all. I. The Memphis MiNe. This mine lies 5 miles NW. of Marion, in Crittenden county, Kentucky, a station on the Chicago and Nashville division of .the Illinois Central R. R. For the first mile and a half out of Marion we see only Birdsville or Middle Chester sandstones of Mississippian age. Then we cross a fault of about 850 ft. displacement, and the Ste. Genevieve oolite sets in. Beyond the fault, oolite is the predominant rock, except that the hills to the north have a capping of Cypress or lowest Chester sandstone, 80 ft. below which is an outcrop of from 6 to 10 ft. of Ste. Genevieve (Rosiclare) sandstone. Occasional sink-holes are noticed, and as the mines are approached evidence of faulting is again seen. A line of .crude head-frames and open-cut dumps, extending for more than a quarter of a mile, marks the Klondike vein. The open-cuts are from 15 to 20 ft. deep, and in most of them, from the surface down, was found the reddish gravel which is really fluorspar—some of it white or purple and crystal-clear (if the red clay is washed off), and some carrying iron and silica, and stained by waters from the decaying limestone walls. In one of these cuts, at a depth of 20 ft., white and purplish honey-combed fluorspar was found, in which the larger cavities are due to the leaching of limestone and calcite, and the minute ones to the leaching of zinc-hlende.

The Chaucha porphyry copper/molybdenum deposit was discovered by a United Nations team of geologists working with a ?counter- part" team of staff of the Ecuadorian government&apos;s General Directorate of Geology and Mines (DDGM) in July 1968. The exploration program formed the latter part of phase I work plan of a two-phased exploration project financed by the United Nations Development Programme and initiated in late 1964. The author was a team geologist during the period 1965-1967 and subsequently project manager for the period 1968-1972. The Chaucha property lies some 10 km (6 miles) east of the north- south-running western boundary of what was known as Operation Area No. 5. This area of some 10 500 km2(4050 sq miles) is a square truncated to the southeast and centered on the city of Cuenca, the major provincial capital (Azuay Province) of southern Ecuador. The eastern half of the exploration area is dominated by the Cretaceous- Tertiary sedimentary valley (basin) of Cuenca (Caar-Azuay) and its related drainage area. The western half, in which Chaucha lies, is dominated by the high Cordillera Occidental volcanic plateau and the western erosional valleys of the Andes draining to the Pacific. The valley that dominates the eastern part of the area [I500 m (4920 ft) above sea level] is transected by the Pan-American Highway. Because of increased agricultural activity associated with the Cuenca Valley, the area is reasonably well covered by a road network of varying quality. The high western area up to 4000 m (13,120 ft) in altitude is largely barren and completely inaccessible by vehicle. The geological reconnaissance map of the region is shown in Fig. 1.

A DOCUMENT of progress and of great interest to engineers is the report of the Military Affairs Committee of &apos;the Engineering Council, which has just been accepted and sent to the secretary of War. It provides .a plan whereby civilian engineers holding commissions in the Reserve Corps may; with their con- sent, be called into service of the army during peace at any time, either with troops in the field or in a consulting capacity on any government engineering work. The Military Affairs Committee finds ample authority in the military bill passed by Congress on June 4, 1920, for this arrangement and also for extending the privilege to military engineer, officer-s of the regular army to engage in civilian work during times of peace. It is hoped that the Secretary of War will adopt the suggestions and put the program outlined into effect. This is a constructive piece of work comparable to the efforts of the military Committee before the war which developed so much in the way of preparedness, particularly in the program of military lectures which, held in the auditorium in the Engineering Societies Building, became so popular that each lecture had
