"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. H. McD. Lorain says in regard to his son, Captain S. H. Lorain; "It might be of interest to you to know that, although but 23 years of age, my son is captain of Co. C 107th U. S. Engineers, Thirty-second Division. He landed in France about the middle of February, 1918, and was commissioned a captain on Sept. 5, 1918. He started for the front the latter part of June and was there continuously until the armi-stice was signed, on Nov. 11, being on the front lines in the Argonne at that time. He is, at present, in Coblenz, Germany, with the Army of Occupation. Although much of his work was clone under artillery and machine-blur fire, as well as airplane bombs and fire, he escaped without a scratch. Once, he was the only one of a group who escaped without a scratch from an exploding shell." Lieut. Bernard H. Lasky, on a post card received a short time ago, gave the following brief record of his military career. "I have been serving with the 316th Engineers in France and in Flanders and had the satisfaction of being in the last big drive in Belgium which sent the enemy beyond Avaenarde and did much to increase their gait on their way to Brussels. On Oct. 1, I received a commission as second lieutenant and was assigned to Co. C of the 316th Engineers."

J. Parke Channing, New York, N. Y. (communication tb the Secretary*):—Mr. Wright, in his introductory paragraph, says: "It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Go., this very question; and he held strongly to the idea that the copper in slag was in two forms—one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and eulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran

IN rock- or ore-crushing tests all data, in order to be valuable for study and comparison, should be obtained and tabulated under conditions as uniform as possible. The results of many such tests have no value for comparison, because of incomplete data and the lack of uniform conditions, screens and scale of sizing, etc. The purpose of this paper is to suggest a form of standard specifications which may be developed by the Milling Committee and approved by the A. I. M. E. for rock-crushing tests. It is not intended to discuss any theories of rock crushing. Reports of rock-crushing tests should include the following details: 1. Description of the machine employed (jaw or gyratory crushers, rolls, stamps, tube mills, Chilean mills, etc.). 2. Method and material (timber, concrete, etc.) of foundation. Much power is dissipated in the vibration of poor foundations. 3. Locality from which the rock or ore was obtained, and geological, mineralogical, and physical characters of the material. 4. The power consumption of the machine running with no load and with full load, the unit of power being 1 hp, per 24 hr. 5. The capacity of the machine in tons (of 2000 lb.) per 24 hr. 6. The duty in tons per horsepower-day. 7. The screen analysis of feed and product by the proposed A. I. M. E. standard screen scale. On the foregoing statement, the following remarks are offered.

The total crude production from the Dutch East Indies, and the British Protectorates of Sarawak and Brunei for 1932 is given in the following table: Production, which had shown a rapid increase from 1921 to 1929, has since been reduced. Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numerous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a, depth of 2332 m. (7650 ft.) before abandonment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin. The location and production potential of a large block of strippable reserves in North Dakota were determined by using published data as a base and adding new drill hole data or other data contributed by companies that presently own or lease coal lands. Only beds exceeding 5 feet in thickness, under less than 120 feet of overburden, and in large blocks of 5 million tons or more were included in the estimates. All such reserves are in the Fort Union Formation of western North Dakota and are lignite in rank. Sixteen large blocks of reserves evaluated in this study are estimated to contain a total of 4.1 billion tons of strippable lignite.

Although coal is found in several locations in Virginia, almost all recent mining has occurred in the southwestern part of the state. Potentially minable reserves are estimated at 2.6 billion tons, slightly less than one percent of the national total. Coal ranges from high- to low-volatile bituminous, and seams average three to four feet in thickness. Virginia produces coal with higher BTUs (British Thermal Units) and a lower sulfur content than the national average. Historically its high quality has made Virginia coal attractive for metallurgical coke production and for the export market. Coal production and related industries have a significant economic impact in southwestern Virginia. In the seven coal- producing counties, coal mining is the major industry. In the two largest coal-producing counties (Buchanan and Wise), over 40 percent of total earning is derived from the coal industry. Virginia's regulatory program was conditionally approved December 15,198 1, and received final approval May 8, 1984. Its Abandoned Mine Land Program was approved with the regulatory program December 15, 1981, with emergency program authority approved November 13,1987.

THE shipments of high-grade manganese ore, con-taining 35 per cent or more of manganese, from the mines in the United States in 1926 were slightly less than half as large as similar shipments in 1925, accord-ing to the United States Bureau of Mines, Department of Commerce. The shipments in 1926 by 45 producers amounted to 46,258 long tons as compared with 98,324 long tons by 42 producers in 1925. This decrease was due to the falling off of the shipments from Montana. The domestic production of metallurgical ore in 1926 was 26,530 tons; that of chemical ore, 19,728 tons. Montana was the largest shipper with 5713 tons of metallurgical ore and 17,904 tons of chemical ore. The largest individual shipper of metallurgical ore was the Crescent Mine in the Olympic Mountain Region, Clallam Co., Washington, from which the shipments for the year were 3162 tons. The mine was operated by lessees and reverted to the owners in July, and thereafter to the close of the year no .ore was shipped.

The use of water-cooled breast-jackets or cinder-tap blocks is a great convenience in lead-smelting, even when siliceous slags are made. If the charges are at all basic it is almost imperative. Jackets of riveted wrought-iron or steel are expensive; those of cast-iron are liable to crack; those of bronze are costly and not durable, being easily penetrated by tapping-bars or destroyed by streams of matte impinging against them. To overcome these objections I introduced at the Hanauer works, in April, 1886, castjackets of steel, which have been in constant use since that time and are to-day as good as new. These jackets were made for us by the Chester Steel Castings Company, of Chester, Pa., at a cost of ten cents a pound at the works of that company. The metal is 5/8-inch thick, and the jackets were cored and tapped for l1/2-inch bushings, affording two large holes for the removal of dirt and incrustations. The same holes are used for feed- and discharge-water through 3/4-inch pipe. I hope the successful introduction here of cast-jackets of steel will lead to their more extended use in all branches of metallurgy where water-cooled surfaces are severely taxed, and where the size and thickness of the castings are not unfavorable to the production of a sound article, impervious to water and of high tensile strength.

The Ortiz Mine is operated by Gold Fields Mining Corporation, a subsidiary of Consolidated Gold Fields Ltd., one of the world's major gold producers. The Ortiz Mine is Gold Fields only heap leaching facility as well as being their first operating mine in the U.S.A. The hydrometallurgical processes utilized for recovery of gold and silver at Ortiz are discussed along with the several practical changes in operation adopted since start-up. Included are heap leaching by cyanidation, concentration of values on activated carbon, desorption, and the final electrowinning steps prior to shipment. Construction costs and pertinent technical data are shown.

Precious metal mineralization at Mt. Hamilton, NV is associated with a polymetallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shale, limestone, and dolomite. The skarn is developed around the Cretaceous Seligman and Monte Cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins contain gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of about 7 Mt (7.7 million st) that averages 1.7 g/t (0.05 oz per st) gold and 17.2 g/t (0.5 oz per st) silver. The project will have an estimated mine life of seven years, with a planned annual production rate of I t (35,000 oz) of gold and 9.3 t (300,000 oz) of silver.

Metal Mines Limited (Bancroft Division) was incorporated m 1964 to take over the assets of Faraday Uranium Mines Ltd., including their uranium deposit near Bancroft. Ontario. This paper outlines the geology of the Bancroft area, and. then go on to describe the principle rock types m the mine workings, especially the pegmatite, which is the host rock for the uranium mineralization. The structure and mineralogy of the orebodies are thoroughly covered, and, after a summary of the production and ore re-serve figures, the paper concludes with suggestions for further exploration work. Location and History M ETAL Mines Limited, Bancroft Division, is located in Faraday township, Hastings county, Ontario. The main production shaft and concentrator are about: Y2 mile north of Highway 28 and about 5 miles west of the village of Bancroft (Figure 1). The presence of radioactive minerals in the Ban-croft-Wilberforce area has been known since the early 1920's. Uraninite was found at the Richardson deposit near Wilberforce in 1922, and some attempts were made to produce radium from the deposits of the area between 1929 and 1931.

En ese sentido, el presente texto señala el manejo de relaves compactados en el depósito de Ramahuaycco, a través de desaguar los tóxicos antes de ser depositados. Así, los relaves filtrados son primero espesados y luego filtrados para el contenido de agua adecuado para su disposición. Por razones de estabilidad, los relaves filtrados requieren ser compactados a través de la desecación de relaves in situ.

Lonmin RoM ball mills are treating two types of feed ore produced by conventional mining and mechanised mining methods. It was reported that reduction in mill throughput was observed when treating the mechanised mining ore. Detailed grinding surveys were conducted for troubleshooting. Ore samples were collected for breakage characterisation using a JKRBT based on different particle density components. XRD analysis was conducted to investigate the association of minerals with density components. The plant surveys and the breakage characterisation tests all suggested that the two mining methods did not significantly affect either the ore breakage properties or the RoM mill performance. Instead, the mill discharge open area exerted a remarkable influence on mill throughput. The RoM ball mill operated at Lonmin K4 Concentrator has been proven to be a versatile mill that performed stably with variations in feed size distribution and feed ore changes by different mining techniques. The reasons are elucidated by the multi-component breakage characterisation and the plant surveys data.

Territory Iron has seen fit to revive the old Frances Creek iron ore mine some 30 years after it ceased operations in AustraliaÆs Northern Territory. The key to this revival has been the changes that have happened since market forces, infrastructure limitations and a cyclone combined to force its closure. As it breathes life into this old mine, the Company is serious about its responsibilities to its shareholders, to its workers, to local and regional communities and to the environment. This paper addresses how Territory Iron has approached technical, operational and regulatory issues that apply in Australia. Some insight may be gained into the myriad of tasks that mining companies face to revitalise an old mine. These tasks vary from employing the latest exploration tools, best practice drilling, sampling and modelling of orebodies, optimisation of pit designs and schedules, maximising product value by blending, optimising infrastructure usage and minimising capital and operating costs. All of this has to take cognisance of commercial, environmental and other issues including Native Title.

Nowadays nearly the half of the world zinc production is used for galvanizing. After their life span most of the galvanized products return as scrap to the steel mill During the steel process the zinc is collected in the flue dust It is astonishing to notice that between 40 and 50 % of the zinc produced is brought into the steel processing cycle by the coated scrap while only 3 to 5 % of the zinc production can be covered by the recycling of the zinc-bearing steel mill dusts. Responsible for this worse ratio is the fact that the established recycling technologies suffer from high energy consumption, low zinc yields, halogen problems and hardly any iron recovery. A development of new or an optimization of current recycling procedures for the dusts is unalterable because of increasing zinc amounts in these residues and the rising costs for the disposal. Different pyrometallurgical recycling technologies are tested in rotary kilns and vertical retorts at the Department of Nonferrous Metallurgy, University of Leoben, Austria. Various reducing agents from carbon monoxide to hydrogen and combinations are used. The results should make it possible to draw conclusions that allow an economical and ecological judgement of the different varieties. The goal is to support the affected industry to increase the low recycling rate and prevent a loss of high zinc values in the steel industry filter dusts.

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.
