Future nuclear reactor systems such as a sodium-cooled fast reactor are being designed under severe conditions in terms of operating temperature and irradiation fluence compared to current commercial reactors. For realization of such systems, it is necessary to develop an advanced structural material having both high strength and irradiation resistance at high temperatures. Oxide dispersion strengthened (ODS) steel is considered as one of the most promising structural material because of its excellent creep and irradiation resistance on the basis of uniformly distributed nano-oxide particles with a high density. Up to now, ODS steels have been intensively studied and developed to apply these materials to the in-core structural component of future nuclear systems. Several advanced ODS steels were designed and fabricated by a mechanical alloying, hot isostatic pressing and hot extrusion processes. This study focuses on the effects of heat treatment parameters during the fabrication process parameters on the microstructures of ODS steels for future nuclear system applications.

Much information on oxygen production and the manufacture of synthetic liquid fuels has been published during the past several years. From time to tine the investment and operating cost of oxygen plants of various sizes has been estimated. Surveys have been made so that the various processes by which oxygen is produced commercially might be compared. The gas-making processes in which oxygen is employed, which wore used in Germany during the war, have been described in T.O.M. reels, and this information has been published. Descriptions of pilot-scale or proposed commercial plants for the production of synthesis gas or hydrogen and their conversion to synthetic liquid fuels also have been published. In general, each of these publications has dealt with a particular phase of the over-all problem. The present paper will discuss the relationship between these phases: The factors that affect oxygen manufacture and costs, the methods for the use of oxygen and for the production of synthetic liquid fuels, and, to some extent, the economic factors that must be considered.

The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

IN every co al mine the hazard of fire in the underground workings is always present. This is a natural condition, because the mineral wrought and the supports normally used are themselves combustible and because underground fires may originate in many ways. The main causes of such fires are: (1) Open lights igniting gas, wood, or the coal itself. (2) Explosives igniting gas or coal. (3) Spontaneous combustion. (4) Electric sparks or short circuits igniting gas, wood, or coal. (5) Frictional heat igniting wood, coal, or oily material. (6) Explosions of gas or coal dust igniting wood or coal. The relative importance of these causes, and others less frequently met with, varies from district to district and depends to a great extent on the equipment and supplies used, on the training and discipline maintained among the workmen, and on the liability of the coal to heat spontaneously. It follows, therefore, that open lights should not be used and that, wherever there is the least possibility of methane being encountered, only locked safety lamps of an approved type should be allowed underground. It follows, also, that only 'permitted' explosives should be used and that the it use should be confined to conditions under which they are ?permitted?. Similarly, electric equipment should be of an approved type and all such stationary equipment should be housed in well-ventilated fireproof rooms. Such rooms, as well as entries to stables and oil houses, should be provided with doors which can be easily and tightly closed and which should be constructed of fireproof material.

Asphalts from. Wyoming "black oils" are being studied at the Petroleum Experiment Station of the Bureau of Mines at Laramie, Wyo., in cooperation with the University of Wyoming. These black oils are characterized by their high-asphalt, high-sulphur, and low-gasoline content and are difficult to refine by present methods into high-octane motor fuels, burning oils, and lubricants. Accordingly, their principal use, at present, is for the manufacture of road oil and asphalt. The present production of black oil could be increased to meet a greater demand. During 1937 the daily production of these crude oils in Wyoming was slightly over 13,000 barrels, while the estimated potential production from existing wells was 56,000 barrels.

Attempt has been made to determine the nature of charge on activated carbon surface by studying the electro-kinetic properties of the carbon in the presence of cations, anions and aurocyanide solutions. The zeta-potential measurements were made in the presence of individual ions and also in combinations. The cations and anions chosen were those commonly associated with gold bearing ores in Kalgoorlie area. It was found that the iso-electric point of Norit Carbon was at pH 4.45; below this pH the charge was positive, while above, it was negative. In the absence of gold cyanide solutions and in the presence of individual cations the i.e.p. shifted to the alkaline range (pH 7.2-8.5) while in the presence of anions the i.e.p. was shifted to less than pH 3.5. In the presence of aurocyanide solutions, the iso-electric point was still in the acid region irrespective of whether anions or cations were present. The probable mechanism for such a behaviour has been attempted after measuring the specific conductivities of solutions before and after gold adsorption, by studies using the electron- probe-mirco-analyser, and S.E.M. on the carbon surface.

Stress-vuptuve data for several of- the refractory metals are frequently found to yield a linear relationship between the Larson-Miller parameter and the logarithm of the applied stress. In such cases linear stress-rupture isotherms result with slopes bearing a definite relationship to the temperature. It also follows that the stress to produce rupture in a certain period of time will be linear in temperature. Data for several refractory metals have been reviewed and excellent linearity is shown in this type of isochronal plot. In addition, the af ore - mentioned lineavity leads to a linear relation between the log of the stress to produce rupture in a certain time and the homologous temperature. This has been illustrated for the Group VI-A metals, tungsten and molybdenum. EXTENSIVE use has been made of the Larson-Miller' parameter in the interpolation and extrapolation of stress-rupture and creep data. In those cases where this particular parametric approach is applicable a convenient and fairly straightforward procedure is made available for the correlation of experimental stress-rupture data. It is quite common to employ this parameter in the form of a master rupture plot in which the parameter, T(C + log tr), is expressed as a function of log stress. In many cases this functional relationship in log stress is linear within acceptable accuracy and hence the following relation results: where P is the parameter, C is the Larson-Miller constant, T is the absolute temperature, t~ is the rupture time, a is the stress, and a and b are constants. Examples of such a relationship are contained in the work of Green, Smith, and 01son2 dealing with high-temperature rupture behavior of molybdenum and in the work of Green' dealing with the high-temperature behavior of tungsten. In addition, pugh4 has shown a similar linearity for some fairly low-temperature data for molybdenum. It can be shown that when the relationship in Eq. [I] is exhibited certain generalizations can be made concerning the form of the stress-rupture isotherms. For example, rearranging yields: For a given material (constant C) at a given temperature the first term on the right-hand side of Eq. [2] is a constant and hence this equation defines a straight line when log stress is plotted as a function of log-rupture time. This is recognized as the standard form usually employed in this type of data presentation. Such linearity then suggests the linear form of the Larson-Miller parameter. Or, in other words, the linear parametric relationship in Eq. [2] results only when the stress-rupture data are linear on a log-log plot of stress vs rupture time. Another interesting observation can be made in regard to Eq. [2]. It can be noted that the slope of the stress-rupture isotherms is given by - T/b and hence a direct calculation of the constant b is available. It also follows that since the value of b is the same for all temperatures the slopes of the various isotherms on the log-log stress-rupture plot cannot be the same. Indeed, the existence of the relationship in Eq. [2] precludes a system of parallel lines on this common stress-rupture plot. As a matter of fact it further specifies that in addition to being nonparallel the slope of these isotherms must decrease (i.e., become more negative) with increasing temperature. Such a condition is indeed found to exist in the case of the stress-rupture data reported for molybdenum.' As a corollary to the above, it may be stated that stress-rupture data which do not lead to a linear log-log stress-rupture plot or whose isotherms do not exhibit a decrease in slope as the temperature increases will not yield the linear relationship of Eq. [I]. Applying Eq. [2] to two different temperatures and solving for C yields: Eq. [3] affords a simple and rapid method for calculating the Larson-Miller constant from the log-log stress-rupture plot. The slope of a given linear isotherm is measured and the value of "b" calculated based on Eq. [2] as: slope = - -Tb Then at an abscissa value of 1.0 hr (making log tr in Eq. [3] equal to zero) read the stress corresponding to rupture for two different temperatures. Substitution in [3] yields: A value of the Larson-Miller constant can thus be calculated from a few simple mathematical procedures employing data read directly from the log-log plot of the stress-rupture data. Of course, it is not to be overlooked that the above reasoning has been based on the linear relationship of Eq. [I] being applicable. However, if as mentioned above the log-log plot is

Knowledge of the behaviour of flotation machines had developed and increased considerably over the last few years. Although much work remains to be done on the study of the fundamental processes that influence the collection of hydrophobic particles at an air-water interface, there is enough information to permit the building of realistic models of the gross flotation behaviour of various ores. These models serve as an ideal base for the development of simulation techniques for the steady-state behaviour of entire flotation plants that consist of a large number of individual flotation machines. Simulation techniques have a very real role to play in assisting with the design of new plants and in improving the operation of exisiting plants. Recently, highly efficient data-logging systems have been introduced on flotation plants. These systems are based on the on-line measurement of volumetric flowrate, pulp densities, and metal contents, and they generate enormous quantities of information regarding the operation of the plant. Unfortunately, this information is largely wasted at the present time because efficient data-reduction techniques, although available10 are not in common use. Simulation techniques play a central role in such data reduction because they form the essential link between the fundamental kinetic flotation processes on the one hand and the plant data on the other.

CORNWALL, a Mecca for metal miners the world over, is easily reached from the southern coast of England. Passengers who land at Plymouth or Southampton can connect with a fast train from London called the "Riviera express," which traverses the beautiful counties bordering the English Channel. In Cornwall the traveler soon notices the pits and stock-piles of white china clay, and the metal mines, both placer and hard rock. The deposits are associated with granite batholiths, of which there are four principal ones, each a few miles in diameter. Tin mines are especially worked in the granite near its borders and also in the immediately surrounding Paleozoic slates. Copper and lead are no longer of importance here but tin is being produced steadily from several mines, with arsenic and tungsten as by-products. At the close of the war the man-power available. for these mines had been reduced to one-third of normal, and only now is it again reaching full strength. As mining in Cornwall antedates the Christian era, even a Nevada prospector would have to admit that "she's a permanent camp." SUB-TROPICAL CORNWALL Redruth and Camborne are industrial centers of the tin mining industry, but more tourist hotels are found in neighboring resorts such as St. Ives, a quaint fish-ing town on the Atlantic-side of the peninsula of Corn-wall, where the numerous cats descended from those mentioned in the ancient riddle-rhyme about St. Ives now occupy every doorstep and wall. Another charm-ing resort. Penzance on the shore of the English Channel, is known by name to the public through the opera "The Pirates of Penzance," but is of especial in-terest to students of nature for its palm trees and other subtropical plants, which thrive owing to the nearness of the gulf stream, although the latitude is that of northern Newfoundland, Winnipeg, and the northern end of Vancouver Island. Among the industrial plants at Camborne are those of Holman Brothers, Ltd., where drills and other forms of mining equipment are manufactured. At the Corn-wall School of Mines, which specializes on the district, the staff has assembled excellent collections of local ores, which repay study by a visitor.

DURING the spring of 1910 I visited a number of open-pit brown-coal mines and underground workings in the vicinity of Halle, Halberstadt, Leipsic, Cologne and Bonn. The notes which I took and the observations which I made at the time have been condensed and make up the principal part of this paper. Certain supplementary information has been taken from several sources which are given in the paper. The mining of brown coal is one of the important industries of Germany. The coal varies in color from dark brown to almost black and is soft like loam. Pieces of wood and strips of bark and, even parts of tree trunks are frequently encountered in the excavation although the coal for the most part consists of a pulverulent, more or less matted mass of small particles of vegetal matter. It is a product between peat and lignitic coal. An analysis, taken from Coal Resources of the World shows the approximate composition of the material: Moisture, 53.73 per cent.; ash, 4.98; fixed carbon, 18.08; volatile carbon, 23.31 per cent. The principal characteristic is the amount of moisture. This seldom runs less than 48 per cent. The ash is usually low and ranges from 5 to 10 per cent. The sulphur content is usually less than 0.5 per cent. The heating effect of the fuel ranges from 2,000 to 2,500 calories.

The two primary goals in underground coal mining are to improve safety and to lower mining costs per ton through increased productivity. However, as evidenced by the drastic decrease in. productivity since the enactment of the 1969 Coal Mine Health and Safety Act, (the Safety Act), these goals appear to be mutually exclusive. Millions of dollars have been spent in the res, arch and development of systems to solve this problem. Before the Safety Act, "productivity had experienced a 25-year history of continued increases ...? (Douglas, 1980). But since its enactment there have been dramatic decreases in productivity accompanied by phenomenal increases in mine costs. Labor trends, depletion of the more readily minable underground coal reserves and other factors have contributed to this situation, but the dominant factor is undoubtedly the Safety Act itself. To illustrate, prior to 1969 underground coal mine production was much greater than surface mine production but since then underground mine production has been declining at a rate greater than the overall growth rate of total coal production.

SILICON is used in almost all commercial steels; up to about 0.20 pct in killed wrought steels and 0.50 pct in steel castings. Above about 0.50 pct in wrought steels and 0.70 pct in cast steels, silicon is considered an alloy. As an alloy, silicon is useful for several purposes: (I) for its effect on magnetic properties of parts for electrical apparatus; (2) for increasing the yield strength of carbon and low-alloy steels without too much sacrifice of ductility and weldability; (3) for adding hardness and toughness to spring and chisel steels; (4) for adding resistance to scaling and carburization to heat-resistant steels; and (5) for its graphitizing effect in graphitic steels. In acid electric steels for casting we are principally interested in the effect listed second; i.e., increase of strength with minimum sacrifice of ductility.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

The velocities of the three possible modes of elastic wave propagation have been calculated for single-crystal copper at 1-deg intervals throughout the standard stereographic triangle. The results are presented as isospeed contours. The deviations between the direction of maximum energy flux and specimen axes are presented as arrows drawn on stereographic projections. The orientation factors associated with dislocation motion on the primary slip system only and also on all twelve slip systems have been calculated for all three elastic waves. The orientation factors associated with a longitudinal standing wave resonant specimen have also been calculated. The results of these calculatians are compared with earlier calculations on aluminum crystals and the relevance of these results to ultrasonic attenuation measurements is discussed. GREEN and inton' have recently outlined a procedure for determining the orientation factors for dislocation damping in single crystals. The stress field associated with a given mode of elastic wave propagation is resolved on the slip systems in which it is assumed the dislocations are vibrating due to this stress field. Since, at room temperature, slip has been observed on a limited number of systems in fcc and hcp metal crystals, it is assumed that these systems are the appropriate ones to use for the resolving process. This procedure has been applied to aluminum crystals by Hinton and hreen' and to zinc crystals by Henneke and Green.3 In the present paper the modes of elastic wave propagation have been calculated for copper crystals possessing orientations at 1-deg intervals throughout the standard stereographic triangle. The deviation of the energy flux vectors from the specimen axis have been calculated for each mode. The stress field associated with each mode has been resolved on the (111)(110) slip systems in order to determine the orientation factors for dislocation damping. MODES OF ELASTIC WAVE PROPAGATION For any direction in a linear homogeneous aniso-tropic material three elastic modes can be propagated. In general, each of these modes has both longitudinal and transverse particle displacements associated with it and thus are not "pure" modes. However, there is always one component which is greatest in either a longitudinal or transverse direction and hence the mode may be referred to as quasi-longitudinal or quasi-transverse, accordingly. Bauxite residue known as red mud (RM) is a by-product produced in massive quantities during alumina production by the Bayer process with a utilisation rate of less than 5%. A large amount of RM accumulated and produced continuously has had a seriously adverse impact on the surrounding ecological environment. The application of RM in building materials is considered to be the most effective and thorough way to make RM harmless and recycle resources for the reason that adding RM to concrete as a mineral admixture could not only consume a lot of RM, but also save cement and other energy-consuming industrial products. In this paper, the adaptability to cement and aggregate of RM was studied. The results showed that the compressive strength and flexural strength of concrete using ordinary Portland cement, slag Portland cement or fly ash Portland cement as cementing material showed different trends with the increase of the amount of RM. The influence rules of RM on the compressive strength of Portland cement, slag Portland cement and fly ash Portland cement concrete were similar, whether for silicate aggregate or carbonate aggregate. RM has a negative correlation to the flexural strength of silicate aggregate-ordinary Portland cement concrete, but a positive correlation to silicate aggregate-slag Portland cement, silicate aggregate-fly ash Portland Cement. RM promoted the formation of calcium carbonate crystals and inhibited the formation of ettringite and calcium hydroxide crystals in the matrix while ordinary Portland cement, Portland cement and fly ash Portland cement were used as cementing materials. This study provided support for the use of RM in concrete, the reduction of solid waste storage, and the saving of high energy consumption cement as well. The American Concrete Institute defines "shotcrete" as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity unto a surface." This definition thus includes what is traditionally known as "gunite," which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this paper. In 1914, following the invention of the mortar gun in 1907, the then Chief Engineer of the U.S. Bureau of Mines, George Rice, developed the guntie process for underground test work at the bureau facility at Bruceton, Pennsylvania. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto Tunnel in California. The greatest development was In Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Intially, shotcrete was used to reduce manpower requirements for forming; and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately niter the opening had been made. The incorporation of wire mesh into the shotcrete led to the New Austrian Tunnel Method, or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the U.S. reliance on wood or steel supports in main line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to the new and seemingly unrealistic lighter shotcrete support.

DOUG HALBE: The kickoff speaker, and my unanimous choice, is Joe Keane. Joe was born in Butte, Montana, and began his association with the mining industry as an under- ground miner at age 16. Currently he is president of KD Engineering and Metcon Research. He had it lucky when he went to school because there were only 44 elements in the periodic table, I understand. [laughter] Here's Joe. JOE KEANE: I'm doing this under protest. Maybe we can start the slides. Mr. Halbe gave me this topic, but I don't like it. I don't like Mr. Halbe either [laughter] because of the way he shanghaied me into this. He called me up on the phone and said this is what you're going to speak about: "Five Things I Never Want to See Again in Plant Design," and I said, "Huh!" Then I started getting stuff from SME about how to make a presentation. I have decided to change the title to "More Than Five Things I Never Want to See in Plant Design," since you can't have a completely negative speech; you have to have other topics. So we will have some other, not completely nonrelated, topics to sort of break the tension. I tried to find a joke to open with. I talked to Omar Mutati. All of his jokes were either about Bill Clinton, our beloved President, or they were too filthy to say in a mixed group. [laughter] So I decided to start this out with a profound statement. The pro- found statement is, "The meek shall inherit the earth, but not the mineral rights," [laughter] by J. Paul Getty. J. Paul Getty was one of my favorite guys because when a real obnoxious reporter asked him one day, "How can I become wealthy?" he said, "Drill for oil and find it."

Morwell Open Cut is a continuous mining operation employing 5 buck- etwheel excavators, I bucket chain excavator and 54 conveyors. The combined bunkering capacity at both client Power Stations represents less than 12 hours maximum coal demand. This creates an extremely dynamic operating environment, which is further complicated with significant variations in both excavating and transportation plant capabilities. To achieve set objectives, including- I adequate reserves, 2 coal supply reliability, 3 cyclic plant maintenance, 4 minimal cost of coal, scheduling of the operation requires constant monitoring and reappraisal. Investigations are in progress to develop a computer based scheduling tool capable of simulating the complex operating environment. A review of computer scheduling packages currently available within the State Electricity Commission of Victoria has found limitations making most unsuitable for the task. The type of package found to be most suited is a knowledge based system ('Expert System')capable of operating within a set of rules defined by the user. Work is proceeding on the development of a knowledge base to test the effectiveness of Personal Computer based `Expert Systems'.
