By executive order of the President, dated June 25, 1918, the investigation of matters relating to gas warfare, which had been initiated by the Director of the U. S. Bureau of Mines early in 1917, and had been continuously maintained and improved since, that time, was transferred to the recently created Division of Gas Warfare of the War Department. On the occasion of this transfer, both the President and the Secretary of War took occasion to speak most highly of the efficient service that had been rendered by the Bureau of Mines. It gives us great pleasure to reproduce here a letter from the President and from the Secretary of War, bearing on this subject and also to append a brief review of the work of the Bureau of Mines, prepared by its Director, Mr. Van H. Manning. The White House, Washington. June 26, 1918. MY DEAR MR. MANNING: I have had before me for some days the-question presented by the Secretary of War involving the transfer of the chemical section established by you at the American University from the Bureau of Mines to the newly organized Division-of Gas Warfare in which the War Department is now concentrating all the various facilities for offensive and defensive gas operations. I am satisfied that a more efficient organization can he effected by having these various activities under one direction and control, and my hesitation about acting in the matter has grown only out of a reluctance to take away from the Bureau of Mines a piece of work which thus far it has so effectively performed. The Secretary of War has assured me of his own recognition of the splendid work you have been able to do, and I am taking the liberty of enclosing a letter which I have received from him, in order that you may-see how fully the War Department recognizes the value of the services. I am to-day signing the order directing the transfer. I want, however, to express to you my own-appreciation of the fine and helpful piece of work which you-have-done, and to. say that this sort of team work by the bureaus outside of the direct war-making agency is one of the cheering and gratifying evidences of the way our official forces are inspired by the presence of a great national task. PRESIDENT: In connection with the proposed transfer of the chemical section at. American University from the Bureau of Mines to the newly constituted and consolidated Gas Service of the War Department, which you are considering, I am specially concerned to have you know how much the War Department appreciates the splendid services which have been rendered to the country and to the Army by the Department of the Interior, and especially by the Bureau of Mines under the direction of Dr. Manning. In the early days of preparation and organization, Dr. Manning's contact with scientific men throughout the country was indispensably valuable. He was able to summon from the universities and the technical laboratories of the country men of the highest quality and to inspire them with enthusiastic zeal in attacking new and difficult problems which had to be solved with the utmost speed. I do not see how the work could have been better done than he did it, and the present suggestion that the section now pass under the direction and control of the War Department grows out of the fact that the whole subject of gas warfare has assumed a fresh pressure and intensity, and the director of it must have the widest control so as to be able to use the resources at his command in the most effective way possible. The proposal does not involve the disruption of the fine group of scientific men Dr. Manning has brought together, but merely their transfer to General Sibert's direction. The vapor pressures of FeCL2 and ZnCL2 in the FeCL2?ZnCL2 system were measured by the transpiration method at 873K and 9I7K, The vapor pressure data were interpreted to indicate the formation of complex ions in the FeCL2?ZnCL2 melts, It is presumed that the complex molecule FeZnCl4 as well as FeCL2 and ZnCL2 exists in the vapors in equilibrium with molten FeCL2-ZnCL2 mixtures, The activities in the FeCL2-ZnCL2 system are shown a negative deviation from Raoult's law. These results suggest the formation of complex ions such as ZnCL14 in molten FeCI2?ZnCL2 mixtures.

The North American-based mining engineer needs to understand the differences that exist between mechanical mining or boring machines built on this continent and those built in Europe. The differences Ere most clearly seen when machines for large-sized openings--about 15 feet high-are considered. This report will focus on the innovations of European origin. The rock-breaking tool, drag bit, or roller cone that is efficient for a particular project is related directly to the strength of the rock involved. This strength is generally stated in reference to the rock's unconfined compressivee strength in pounds per square inch (psi) although it is well recognized that a rock's shear strength is also important. Compressive strength has been adopted because it is simple to test for and provides a convenient comparison. Table 1 relates cutter type to compressive strength and indicates the general nature of the machine innovation devel¬oped in Europe.

Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.

As well as breaking and moving rock, blast energy sets up a seismic wave in the ground which can cause significant damage to rock structures and buildings and disturbance to human occupants. This seismic ground vibration is potentially most damaging when its dominant frequency coincides with the resonant frequency of a structure, leading to high amplification factors between the input ground vibration and the resulting structural response. This paper outlines methods of identifying the resonant frequency of structures. It also describes a practical numerical method for the modification of blast designs to reduce the ground vibration energy in critical frequency ranges. The method is illustrated with two recent case studies.

Mr. Grieves' paper on "Shaft Sinking Today --A Boring Business Tomorrow" in the Dec. 1981 issue of MINING ENGINEERING is an excellent description of recent improvements in speed and costs of shaft sinking. However, shaft boring techniques are not a recent development. In 1935-36, the Idaho Maryland Co. (gold), Grass Valley, CA, bored the vertical 1.5-m-diam Idaho No. 2 ventilation and supply shaft to a depth of 346 m. The equipment was designed and perfected by Branner Newsome and was, I believe, described in "Transactions." Pickands Mather later bored a 1.8-m-diam shaft to a depth of about 305 m using Newsome's design. The Idaho No. 2 shaft cut through hard gabbro, diabase dikes, soft serpentine, very incompetent ankeritized serpentine and a strong fault zone. The completed shaft did not require timber support; the fault zone was cemented. Equipment consisted of a rotating 1.5-m or 3-m core barrel with a slotted bottom which cut a 76-mm kerf. The cutting agent was chilled steel shot introduced into the slot as needed. The driving mechanism and core barrel were lowered into the shaft, the former secured to the wall and the inshaft "engineer" operated the motors which controlled core barrel rpm and advance. After an advance of 1.5-3 m the equipment was lifted out of the shaft, a half(?) stick of powder cut off the drilled core, and it was hoisted to the surface with a cable attached to an eye bolt at the tope of the core. A "shift" consisted of three men: hoistman, equipment operator (down the shaft), and a surface laborer. Advance was variable as equipment and techniques were perfected. Near the end of the job advance was, as I remember, 1.5-3 m per shift. Costs were, as I recall, about $115/m. Up to 4 m cores were lifted out in one piece and swung to the dump by a stiff leg derrick. The Newsome equipment was relatively inexpensive to build and operate and his method should be (more than?) competetive with the methods described by Grieves.

For many years mining men have sought for a portable device that would be direct reading and permit more positive detection of methane than was possible with flame safety lamps, which depended so largely on the training, skill, and personal ability of the user. Through the years, after the discovery that methane contributed to many mine explosions, considerable effort and large sums of money have been expended in searching for and developing instruments that would be practical, and, at the same time, reliable and safe to use. Very early in the history of the Bureau of Mines, some of its engineers were unsuccessful, after many trials, in attempts to develop such an instrument. Commercial firms, however, persisted in research until today a number of instruments are on the market that have proved to be practical in coal-mine service. It is hoped, however, that further research will bring about improvements in accuracy and other desirable features. BUREAU OF MINES STANDARD FOR METHANE DETECTORS The Bureau of Mines recognized the need for establishing minimum requirements on which to base official approval of suitable Instruments. This standard was prepared as Schedule 8. It was revised before being issued in printed form. The revision was published as Schedule 8A in 1920 and was revised on two other occasions. The present edition, known as Schedule BC, was issued October 31, 1935.

This report on methods employed for dehydrating oil-field emulsions, is the second of a series prepared as a result of a study of oil-field emulsions recently completed by the writer. The first paper2 dealt with the factors responsible for the formation of emulsions. A third paper will discuss the physical chemistry involved in the formation and resolution of such emulsions. In the early development of the oil fields of Pennsylvania, no emulsion troubles of any consequence were encountered, nor to any serious extent in the oil fields of other Eastern States: However, with the development of fields west of the Mississippi in Oklahoma, Kansas, Texas and California, where heavier oils of different characteristics were found, the problem of dealing with cut oil soon became of great importance.

Absorption, emission and reflection techniques for the study of [molten] inorganic materials at high temperatures have been critically examined. In general, the reflection technique is the most satisfactory for tine study of pure materials, while the absorption, and possibly also the emission techniques, may be useful for studies of certain dilute solutions. In the present investigation infrared emission spectra for sodium nitrate and silver chloride were obtained together with absorption spectra derived from reflectivity data by the method of Robinson and Price for sodium nitrate, silver chloride, lithium and potassium fluoride and their 1:2, 1:1 and 2:1 mixtures and for solutions of zirconium tetrafluoride in lithium-potassium fluoride (1:1) and sodium-potassium fluoride (1:1). It is concluded that vibrational spectroscopy cannot give unambiguous information concerning the existence of complex ions in fused salt, mixtures.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of Project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the Project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, developing geostatistical reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mecha¬nics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.

This study was made to find methods of preventing back strains, among workers in brick plants, however, the information should apply to other industries that employ hand labor too process materials. The report is based on information in letters from. Bureau of Mines engineers and other safety men in the United States who visited numerous brick plants. Back strains, as wall as hernias and other muscular strains, result when certain body structures are subjected to strains greater than, they can withstand. Such breakdowns may be prevented simply by not straining these body structures. This is simple in theory but complicated in practice. It requires primary education of new workers and reeducation of older workers in the best method of lifting, preemployment physical. examinations to select employees for the jobs that require constant lifting, all possible mechanization of material-handling operations, relocation of machinery, and elevation of working surfaces to reduce to a minimum the muscular effort the workers must exert to perform operations impossible to mechanize. Accidents of any kind are a total bee for the American economy and decrease productivity; whereas mechanization raises the level of productivity and constitutes progress toward total safety. Heavy lifting should be done mechanically whenever possible, saving the men to direct the machines. This is an essential step in preventing strain accidents.

"A central composite experimental design was used to determine empirical relationships between the operating variables of a ball mill and the characteristics of the ground products. The independent variables selected for the study were the work index and size distribution of the feed material, the feed rate and the pulp density. The measured responses included product size distribution, product surface area, viscosity of pulp discharge, weight of dry solids in mill, mill time constant and emitted sonic vibrations. The ball mill was operated continuously in open circuit during each experimental run.Multivariable regression techniques were used to derive linear empirical models from the experimental results. Of the four factors studied, the grindability of the feed material significantly affected every measured response. The size distribution of the ground product was affected significantly by the feed rate and the size distribution of the feed, but not by the pulp• density. Feed throughput capacity and pulp density were significant to the viscosity of the pulp discharge, the weight of solids in the mill and the mill time constant. Significant first-and second-order models are given for the above relationships. The relation-ships between the characteristics of the sonic vibrations of the operating mill and the various dependent variables have not as yet been established."

Determining the change of stress in rock based on measurements of the deformation of a drill hole is a procedure that is increasing in popularity. A closely related procedure involves the applicat10n of this principle to determine the existing stresses in a rock medium, by cutting free (core drilling) an annulus containing the drill hole. In this Bureau of Mines report, expressions are derived from which one can calculate the stress ellipsoid--the three-dimensional change of stress, or the existing three-dimensional stress field, as the case may be. Study of these equations shows that the stress components in three dimensions can be determined by measurements in only two drill holes, and yields general principles that are useful in planning an efficient program of drilling and measurement. Procedures are given for calculating the least squares estimates of the stress components and their standard errors, and for evaluating or comparing calculated values by means of standard statistical inferences.

Large scale mining of Mesabi taconites may have moved nearer to realization with the arrival of the latest model Linde Jet-Piercing machine at Reserve Mining Co.'s Babbitt, Minn. property. When the machine is placed in operation it is expected to pierce blast holes in the hard taconite beds up to 10 times faster than is possible with existing drilling equipment. The new primary blast hole drilling machine has been designated the JPM-3, and is the successor to the JPM-1, in operation at Erie Mining Co.'s taconite mines at Aurora, Minn. The size of primary blast holes which can now be pierced has increased from a nominal 61 in. diameter to 71 in. diameter and maximum hole depth has increased from 35 ft to 47 ft. Development has progressed to where 71/2 in. holes can be pierced with the same speed as 61/2 in. holes. Piercing progress is controlled by electronic blowpipe descent controls. Other features of the JPM-3 include: automatic burner ignition from the operating cab; heated and air conditioned operating cab designed for all-year operation; mechanical improvements for sub-zero operation common to the Mesabi, and redesign of wearing parts for longer service with minimum maintenance. The 40-ton machine is self-propelled. Power, oxygen, and cooling water lines trail from the machine. Jet piercing is based on combustion products of oxygen and a liquid fuel such as kerosene. The flame, jetting from a burner at speeds of about 6000 ft per sec, disintegrates layers of spallable rock. The burner is cooled by water which is then directed through orifices around the periphery of the burner. The water changes to steam and carries the spallings out of the hole. The equipment used in Jet-Piercing is essentially a tractor-mounted blowpipe containing a combustion chamber and nozzle, which is in effect a miniature rocket motor, from which the supersonic combustion gases emerge to do their work.
