Large quantities of solid by-products are generated by the steel industry and other important activity sectors in Europe (power plants, car dismantling companies, urban incinerators) with no or very limited potential for direct recovery. In the frame of a multi¬national project supported by the European Union, a consortium has been created to develop a treatment process able to turn these by-products into valuable metallic and mineral products. VAI has been responsible for the design, erection and start-up of the pilot plant for the new metallurgical process and for the execution of the test campaigns, with the targets defined together with the partners. Up to now, 9 campaigns comprising 60 heats have been performed successfully. By-products from C-Steel and stainless steel plants, as well as fly ash and auto shredder residues, have been used and defined products such as hydraulic binders for cement, metallurgical powders for De-S practice and recycled metal phase have been produced. The mineral products were positively assessed under industrial conditions. Results from cement tests and secondary metallurgy are reported, as well as a detailed characterization. The economic value of the products, credits from avoiding dumping and significant savings on CO2 emissions make the new process economically very attractive.

The word "engineering" should not be considered as all-inclusive. Perhaps it should be redefined at this time. Various fields of learning that are indispensable to the locating, beneficiating, processing and using of minerals cannot be classified properly as engineering. For example, in locating deposits, the sciences of paleontology, stratigraphy, mineralogy, petrology, petrography, geo- chemistry, economic geography, and mineral economics might be involved. Beneficiating, processing, and using go beyond the normal scope of engineering to include fuel technology, physical and organic chemistry, physical and atomic metallurgy, and ceramics. Fifty-eight institutions of higher learning in the United States offer curricula in one or more subject-matter fields of the mineral arts and sciences. Thirty-four curricula are offered in mining; 42 in metallurgy; 17 in petroleum and natural gas; 13 in ceramics; 1 in fuel technology; 23 in geological engineering; 8 in geology; 4 in geophysics; 2 in mineral preparation; and l in mineral economics.1 Under given conditions, some of these curricula probably could be eliminated without the slightest retardation in the rate of advancement of knowledge concerning the science of mineral discovery, extraction and utilization, but it is no credit to mineral industries colleges that five departments of mining per-

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

RECENTLY, we were asked to name the greatest contribution to progress in mining technology during the past 25 years. Immediately, the introduction of the pneumatic hammer for making blastholes came to mind because it can be credited with speeding the excavation of rock and the elimination of hand drilling. Possibly this answer was so spontaneous because we were working on this "drilling issue" Of MINING ENGINEERING. Present drilling tools have devel¬oped so rapidly, that a great deal of engineering is. required in the selection of bits, steel, and machines for the drilling conditions at each mine. Formerly a modicum of engineering was utilized in selection of equipment for it was purchased from manufacturer preference. With the development of alloy drill steels, tungsten-carbide bits, throwaway bits, and the jackleg drill, mining companies began doing more experimental work before making selections. It is unfortunately true, that each operator must begin at the beginning by doing his own test work before choosing his drilling method, and tools. Some of this work has been done very well-under controlled conditions and obtaining proper data on the variables. Such data should be accumulated from the various mines, tabulated, and published. Such a volume would be of tremendous help to the small operator in selecting equipment and would permit the research departments of the larger companies to formulate some measure of rock drillability and to undertake more specialized research on the different phases of drilling.

A surface expansion was found to occur sometime after etching in Ti-A1 alloys containing 9.5 to 12.5 wt pct Al. The structure formed, grew, and disappeared with tzrrze. The surface expansion was followed by microscope observations and interferometric and lattice parameter measurements. Activation energy measurements for the growth of the "expansion structure" and chemical analysis indicated that the phenomenon occurred as a result of hydrogen pzckup during etching. It is proposed that hydrogen initially enters octahedral sites of Ti3Al coherent with a Ti and later shifts to the tetrahedral sites. It is postulated that expansion occurs when hydrogen enters the tetrahedral sites. The expansion structure disappeared, it is proposed, because of diffusion of hydrogen from the surface into the body of the alloy and because of loss of coherency of Ti3Al. In examining Ti-A1 alloys, Ence and arolinl observed markings on the surface of specimens. These markings did not appear after electropolishing only, but rather appeared only after etching. The markings appeared to grow as a function of time after etching and later seemed to disappear. Although the markings had some similarity to precipitates, showing, frequently, a Widmanstatten type of arrangement, the observation that other microstructural markings continue to be seen within the new structure suggested that it was actually not a precipitate. The source of this structure was unknown and an attempt was made in the present investigation to develop some understanding of its nature. It has been labeled expansion structure. 1) EXPERIMENTAL PROCEDURE A) Alloys. Alloys in the range 6.5 to 14.5 wt. pct A1 were studied. Bars, 4 in. sq, forged from Bureau of Mines (73 Bhn) titanium consumably arc-melted 4-lb ingots,' as well as 50-g arc-melted buttons of desired aluminum contents were used. The 50-g buttons also used Bureau of Mines titanium (73 Bhn) and aluminum of 99.99 pct purity. Buttons containing up to 8.5 wt pct A1 were hot-rolled from a furnace at 900' . Those with higher aluminum contents were hand-forged on a titanium anvil, and heated with an oxygen-hydrogen torch in the region of 1200" to 1300°c. Frequent reheating kept the samples at the desired temperature range. After a reduction of about 30 pct, the samples were water-quenched. To eliminate any contamination picked up either during hot rolling or forging, at least 1 mil of the surface of the sample was taken off. B) Heat Treatment. Prior to heat treatment all alloys were vacuum-annealed to remove hydrogen. Samples were annealed at 900' until a vacuum of 10'5 mm Hg was established. After this treatment, the samples were wrapped in molybdenum sheet and heat-treated in argon-filled quartz capsules, which were broken under water or iced brine at the conclusion of the heat treatment. All heat treatments under dynamic vacuum were performed in a rapid-quench furnace. This consisted of a molybdenum-lined quartz tube attached to a vacuum system and through a stopcock to a beaker of water. At the completion of the heat treatment the vacuum stopcock was closed, the furnace shut off, and dropped below the quartz tube. Then immediately the inlet stopcock was opened and water admitted until the tube was filled. The steam formed was allowed to escape through the inlet stopcock. This method was used in heat treatments up to llOO°C. C) Metallography. Specimens for metallographic examination were ground, then electropolished using a Disa Electropol machine with a perchloric acid electr01te. Specimens were etched with R-etch.3 A standard etching time of 3 min was used, with the specimen being agitated during immersion. D) Sample Preparation for X-ray Analysis. Samples 0.2 to 0.5 mm in diam were produced from heat-treated rods which were turned to 2 mm diam on a lathe and then rotation-etched. An etchant consisting of 1 pt HF, 7 pt HN03, and 12 pt HzO was satisfactory. With the rod rotating in a vertical position at 50 to 100 rpm, a needle with uniform dimensions could be obtained. Care had to be taken to insure that the rod was at the center of rotation, otherwise cavitation developed. If a small unevenness developed, it was possible to grind it off with a fine emery paper. E) X-ray Diffraction. All X-ray work was done on a North American Phillips X-ray diffraction apparatus and a Jarrell Ash microfocus X-ray unit. The Phillips unit was used with a copper target and nickel filter. The Jarrell Ash unit was fitted with a cobalt target and iron filter. For the Phillips unit 35 kva and 20 ma were used, whereas for the microfocus unit with the 100-p fixed-focus gun 40 kv and 1.5 ma were used. It was found that alignment of cameras on the Jarre11 Ash unit was very critical. The X-ray beam contains an intense area which is not the beam center. The cameras were aligned with the intense region by monitoring the beam coming out of the camera with a Geiger counter. Adjustments were made until a maximum intensity was obtained. A Phillips diffractometer with a Brown chart recorder furnished some of the lattice parameter data. The divergence slit up to 80 deg 28 was I deg; above 80 deg, a 4-deg opening was used, while the scatter slit was1 deg and the receiving slit had a 0.003-in. opening. The general scanning rate was 1 deg per min, while peaks of special interest were rescanned at -j deg per min. While coal seam gas is considered to be an unconventional gas, the proliferation of areas under exploration and development mean that it is rapidly becoming main stream. The potential of New Zealand's coals to produce coal seam gas has been recognised for some time. However, key market drivers have not been suitable for the progression of this potential into reality. Kenham Holdings Ltd and CRL Energy Ltd, recognising the potential for the gas in New Zealand have initiated what is the largest ever assessment of New Zealand's coal seam gas potential. The premature demise of the giant Maui field has raised the focus of new gas developments and has increased interest in what we are doing. Over the past couple of years Kenham Holdings Ltd and CRL Energy Ltd have approached the assessment of the coal seam gas potential in a staged programme. Preliminary assessment of the data on the permit areas indicates that the potential resource may be up to 500 PJ. To date, preliminary appraisals have been completed or are underway on a significant number of fields. Exploratory drilling has been completed or initiated on several of those fields, with results from this work being fed into the preliminary modelling as it has become available. Given that in many of these areas there is no pre-existing information concerning their gas potential and world wide experience with lignite is practically nonexistent, it has been a steep learning curve with many surprises. However, initial gas content results and preliminary gas flow models have been on the whole, rather pleasing, with the commerciality of some developments already apparent.

"The Red-Chris porphyry Cu-Au deposit is located between Ealue and Kluea lakes, southeast of the village of Iskut on the Stewart Cassiar highway in northwestern British Columbia. It was explored by Texasgulf Inc., in a joint venture with Great Plains Development Company of Canada, Ltd. and Silver Standard Mines Ltd., during the period 1973 to 1980. Exploration resumed in 1994, following acquisition of the interests originally held by Texasgulf and Great Plains Development by American Bullion Minerals Ltd.Prospectors were first drawn to the area by prominent limonitic stain zones exposed in creek gullies in the western part of the property. These zones are developed on the alteration halo at the western periphery of the deposit. The potential ore zones do not crop out and were first exposed in a bulldozer trench excavated in 1971. Subsequent exploration was by percussion and diamond drilling, guided to some extent by induced polarization surveys. In 1976, estimated resources contained within two crudely designed open pits were 41 million tonnes with an average grade of 0.56% Cu and 0.34 g/t Au, with a cutoff grade of0.25% Cu. New resource estimates based on a major drilling program completed by American Bullion in 1994 were released as this paper goes to press. These estimates were calculated using various copper cutoff grades; at the 0.4% Cu cutoff, the ""in-situ geological reserve"" is given as 100 million tonnes grading 0.58% Cu and 0.46 g! t Au (American Bullion Minerals Ltd., 1995).The deposit consists mainly of pyrite, chalcopyrite and increasing bornite at depth, in zones of quartz-vein stockwork hosted by an elongate body of altered monzonite porphyry of latest Triassic or earliest Jurassic age. The stock intruded volcanic and sedimentary rocks of probable Stuhini Group affinity and is in faulted contact with sedimentary rocks of the Jurassic Bowser Lake Group. Gypsum stockworks are developed in the higher levels of the subvolcanic porphyry system. Late-stage quartz-carbonate veins carry small amounts of galena and sphalerite. Complex faulting within the deposit makes drill-hole correlations difficult. Alteration assemblages include an early potassic phase, almost completely destroyed by later phyllic alteration, and surrounded by a propylitic assemblage dominated by ankeritic carbonates in altered sedimentary rocks.The deposit has characteristics of bath the alkalic and calc-alkalic classes of porphyry copper deposits. The development of quartzvein stockwork suggests a calc-alkalic affinity, but the hostrocks contain little or no free quartz, molybdenum is present in trace amounts only and gold values are significant. Copper grades vary between wide extremes with unusually high grades in some sections of the deposit. The weight of evidence available in the 1970s led us to place the Red-Chris deposit firmly in the alkalic family. The quartz-sericite alteration assemblage was attributed to breakdown of potassium feldspar in a near-surface alteration environment in which seawater may have had a significant role. These interpretalions are retained here, but preliminary conclusions from the most recent work suggest that they may require some modification."

Studies on the initiation and propagation of mine fires have dealt almost exclusively with coal. It has been assumed that the self-heating potential of carbonaceous shales and coal wastes is relatively low. However, in abandoned coal mines and waste banks, initiation and propagation of fires may be strongly dependent on the self-heating tendency of these materials. The purpose of this study was to compare the self-heating probability of carbonaceous shales and coal wastes to that of coals. This study utilized a modified differential thermal analysis method, in which the combustion furnace temperature was the reference to which the sample temperature was compared. Based on the distribution of the maximum temperature differential and the sample heating rate, a self-heating probability value (SHPV) was calculated that corresponded to observed self-heating behavior. In this study, several of the carbonaceous shales and one coal waste had relatively high SHPV. The SHPV did not correspond directly to heating values or to differences in sulfur concentration.

Discussion of the paper of H. H. STOEK, presented at the St. Louis meeting, October, 1917, and printed in Bulletin 129, September, 1917, pp. 1385 to 1419. J. B. WARRINER, Lansford, Pa. (written discussion*).-The figures on costs given at the end of this paper. are of particular interest and it is unfortunate that they necessarily cover such limited periods, as figures giving the costs over a period of at least a year would be of much greater value; for instance, it seems hardly probable that the performances credited to the various shovels for the months for which the costs are given would represent the average of the performances of these machines over a longer period. It would seem to me that the maximum of 4000 cu. yd. (3058 cu. m.) per clay given for the 225 B shovel is much greater than could be maintained for an entire year's operation. On the other hand, the 1500-yd. figure for the 150 B shovel would seem a low average for this type of shovel. In connection with the drag-line excavators, it will be interesting to know that the Lehigh Coal, and Navigation Co. is about to install one of these machines on a clay stripping at their Nesquehoning colliery to excavate an average depth of. overburden of 65 ft. (19 m.), which, due to local conditions, will require that part of the excavated material be handled a second time and a lesser quantity a third time. The results of this operation will undoubtedly be watched with great interest.

R. L. LOOFBOUROW 26.1-WATER FLOW, USE, EFFECTS, CONTROL Sec. 4 discusses ground water as a mineral resource. This section deals wits its control. 26.1.1-IMPORTANCE Flows of water have an important effect on the cost and progress of many deep excavations. The existence of water limits the methods which can be used in some and presents hazards in others. Lowering the water table may reduce the flow of springs and wells, with legal liability. Some mine water is used directly, some must he treated before discharge, and some contains dissolved solids which can be recovered profitably. Loss of life, property and production from flooding is grim, yet scores of mines have worked safely for generations under ground-water reservoirs, lakes and even the sea. The need for better control of mine water is measured by the severity of recent floodings, concern with the quality of the effluent, and direct and indirect costs of working wet ground. There are improvements in freezing in shaft sinking. pumps and their controls, treatment of mine water before it is pumped, bulkhead construction and certain efforts to reduce inflow. 26.1.2-PUMPING COST VS. COST OF WET WORK Direct operating and capital costs of pumping are more evident than indirect items, such as provision of extra standby power and maintenance facilities, The total of all these items is the cost of pumping water from an excavation. This is only a part of the extra cost of working wet as compared to dry ground. Less productive methods, less efficient equipment and more expensive explosives may have to he used in wet work. Wet rock plugs certain equipment. Maintenance is higher and labor less efficient. The cost of any means of keeping work drier should he weighed against the higher cost of working wet. The true difference in the cost of working wet ground, compared with dry, probably is known at only a few places (see checklist of cost items. Sec. 26.4.13). An extreme comparison of mining wet and dry ore is available from Ambrosia Lake, N.M. (Fig. 26-1). Between 1963 and 1967, a wet and a dry mine were worked by the same company under conditions otherwise comparable. Average operating cost at the wet mine, pumping 1,600 to 1,800 gpm. was $16.06 per ton of ore. The comparable figure for the dry mine was $7.50. Principal differences included the fact that the wet mine was worked from drainage levels below the, ore with rail haulage, the dry mine in the ore with off-track equipment loading and hauling to the shaft. In the wet mine, ore packed in chutes, cars and skips and froze in surface bins, stockpiles and trucks. Wet-mine costs included drilling drain holes, building and maintaining ditches and pumping water containing abrasive solids.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

Elemental sulfur was stockpiled at the Mount Polley Mine for use as a source of sulfuric acid as part of research into leaching copper from oxide ores, but the project did not proceed beyond an initial pilot- scale evaluation. Since placement, the sulfur has oxidized and some sulfuric acid leached into the underlying rock. The reaction of the acid with these underlying materials has been studied as part of an evaluation of the effects of leachate from the pile. The rock underneath the sulfur pile is composed dominantly of primary and secondary alumino-silicates with less than 1% carbonate (calcite) and iron sulfide (pyrite). In its unaltered condition, the rock is classified as non-acid generating. Conceptually, it was expected the sulfuric acid would be neutralized by the rock to varying degrees resulting in a series of pH-controlled weathering fronts progressing from leached near the contact with the sulfur pile (pH <3), to active neutralization by silicates (pH 4–5), to active neutralization by carbonates (pH >7). The rocks underneath the pile were sampled to determine the extent to which the rocks had reacted and their long-term stability after removal of the acid source. INTRODUCTION When rock is blasted and excavated to facilitate mining ore, it is typically placed and stored on the surface in piles. The resulting drainage may have a neutral to basic pH (i.e., non-acidic drainage) or a low pH (i.e., acid rock drainage, ARD) depending on the mineralogy of the rock being stored in the piles. Acid- base accounting (ABA) can be used to characterise the two types of rock: potentially acidic drainage generating (PAG) and not potentially acidic drainage generating (NAG) (Price, 2009). According to Price (2009), NAG is defined as having an excess of neutralization potential (NP) in the rock in the form of calcium carbonate-like minerals when compared to acid potential (AP), i.e., a Neutralization Potential Ratio (NP/AP = NPR) greater than 2.0, whereas PAG is classified as having an excess of AP (i.e., an NPR less than 1.0). This is a conservative estimate and may be slightly modified depending on the mineralogy at specific mine sites. Rock with an NPR of 1–2 is also capable of generating acid (Price, 2009) and, depending on the mineralogy, may also be classified as PAG. Drainage from PAG material can generate acid immediately, or many years after it has been exposed to surface conditions. Disposal techniques depend on the category (i.e., NAG or PAG) and reactivity of the rock stored in the piles.

This monograph presents a unified theory of adsorption and desorption of aurocyanide on activated carbon. This theory has proved useful for CIP/CIL carbon adsorption and Zadra and AARL elution process and equipment design; in accounting for the effects of various water qualities and process temperatures; and in the development of reagents to improve these processes. The theory presented is based on rigorous fundamentals : Classical Eyring theory links initial first order kinetics with Langmuir isotherm equilibria, and this isotherm is demonstrated for the first time to be a consequence of the activated complex postulate of Eyring theory. Simple extension to Freundlich conditions at high solution tenors is possible, but not presented. Supporting entropy data determined by the author includes practically all the pioneering CIP plants built in South Africa and Australia in the early 1980s.

The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970&apos;s, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.

THE second award of the Saunders Gold Medal for "distinguished achievement in mining," of which the first was awarded last year to the late D. W. Brunton, has been made to Herbert Hoover. The main events of Mr. Hoover&apos;s life are so familiar to all through the numerous journal articles about him and his work, and the interesting biography written by Vernon Kellogg, that no attempt will be made here to touch on anything other than his achievements as a professional mining engineer, for which the award was made. He graduated in mining from Leland Stanford, Jr., University in 1895, but had served as an assistant to Dr. Branner on the Arkansas Geological Survey in 1893 and had also worked two sum-mers as an assistant to H. W. Turner and Waldemar Lind-gren on U. S. Geological Sur-vey work in the Sierra Nevada around Lake Tahoe, and on the American River. Immediately after graduation he got "a job" underground at Grass Valley, and soon rose to be night shift-boss. He then secured employment with the late Louis Janin and made such a good record as office and field assistant that he was soon placed in charge of a small mine at Carlisle, N. M. In 1897, Mr. Janin recom-mended him to Bewick, More-ing & Co., who were looking for an examining engineer for their staff in Australia. Two years were spent in hard work there which was done so creditably that his princi-pals held him and his judg-ment in the highest regard, and he came to the head of their local organization. Among the properties which he acquired for them was the Sons of Gwalia.

Discussion of Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the presentation of papers, and for discussions thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitals-ties which demonstrate the brotherhood due to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of&apos; a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most -members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a member of a great and worthy organization. Tile greater the value of tile contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made in papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers&apos;) ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers&apos; views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines.

The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.

"The paper is introduced by an examination of the factors which have led to the present world-wide interest in charging preheated coal to coke ovens. Various possible methods of preheating and charging the coal are considered and reasons are given for the adoption of the methods chosen. The design of the pilot preheating plant for the British Coke Research Association is discussed and its influence on the design of the commercial units for the South African Iron and Steel Corporation's plant at Pretoria and the British Steel Corporation's plant at Beighton are explained. Operating procedures on the pilot plant are described, particularly with regard to the charging of the preheated coal. Design features of the commercial installations, engineered by Simon-Carves Ltd., are explained with emphasis on the built-in safety of the control system of the preheating plant, and the particular problems associated with the erection of such plants on working coke oven batteries. Commissioning and operating procedures are described and the problems associated with the integration of the preheating plant into the normal pushing schedule of the plant are discussed. Preliminary operating results with regard to the effect of preheating on coal throughput on the commercial plants and on the properties of the coke produced are given."

David H. Browne was born June 8, 1864; at Hollymount, County Mayo, Ireland. At the age of 16, after going through the Londonderry Academy; he came to this country, and entered the University of Michigan, where he was graduated in 1885. He began his scientific practice as chemist, under F. A. Emmerton, in the laboratory of the Joliet Steel Co., after which he served some time as chemist at the Ludington mine, Iron Mountain, Mich. But in 1888 he went back for a year to his alma mater as instructor in inorganic analysis. Those who knew him feel sure that he would have been an efficient and popular professor; but his ardent temperament could not brook the rnonotony and confinement of the class- room; and in 1899 he went to work at the Andrews and Hitchcock blast-furnaces, at Hubbard, Ohio, where he remained until 1891, when he entered as chemist the service of the newly organized Canadian Copper Co., operating in the Sudbury district, Canada. This was the beginning of his special professional life-work. For twenty-six years he devoted himself to the numerous and complex problems successively arising in connection with the metallurgical treatment of the nickel-copper ores of Sudbury. One of his notable achievements was the development of an electro-lytic process for the separation of nickel and copper in the ores referred to. This method was successfully employed for several years; but when the Canadian Copper Co. was absorbed by the International Nickel Co., the cheaper Orford process owned by the latter was substituted. . A still more permanently important piece of metallurgical progress credited to Mr. Browne was the successful firing of reverberatory smelting-furnaces with powdered coal-a measure which had been desired, dreamed and attempted by others, but which he was acknowledged as first to put in practice on a large scale. The Engineering and Mining Journal of April 7, 1917, says editorially of this improvement:
