WILBER JUDSON is one of that fairly large group of mining engineers that graduated at an Eastern college, worked his way up in various jobs in the West and in the Latin-American countries, and finally came to New York as an administrative officer of a large mining company. Since coming to New York he has been a loyal friend and counselor of the A.I.M.E., and is now serving a second term as one of its Directors, his first term covering the period 1935-1938. Mr. Judson was born in the capital city of Michigan on July 26, 1880. Probably it was his roving spirit rather than professorial urging that was responsible for the fact that four colleges were responsible for his education: Northwestern, University of Michigan, Harvard (S.B., 1901), and the Michigan College of Mines (graduate study). In his first ten years of professional work he might have been found serving as mine foreman at Catamarca in the Argentine, as superintendent of the Inter Ocean mine at Sunshine, Colo.. as foreman for the Cerro Prieto, Magdalena, Sonora, as superintendent of the Hudson Iron Co. in New York, or as manager of the Dolores mine in Chihuahua for the Mines Co. of America, or in Spain, or in Panama.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

Seventy years ago a period of prospecting and mining activity began in the Eastern Townships of Quebec that seems to have been quite equal to that of recent years in the Rouyn field. In the following six or seven years a large amount of work was done over a widespread area. About fifty deposits gave some shipment of ore, from a few tons upwards, and as many as five hundred occurrences of copper were made known in the district by official records. Comparing the scale of commercial undertakings of that time and of the present day, these developments must have occupied quite as large a share of the capital and man-power of the Province as northern Quebec employs today. Working conditions at that time were not very favourable. The country was then only newly opened for settlement, and colonists were few and widely separated. Roads of the class built today were unknown. A single line of railway, the Grand Trunk, crossed the district from east to west. Colonization companies controlled large blocks of land on which they owned mining rights and usually reserved these rights in whole, or in part, when selling the lands. Then, as now, the precious metals belonged to the Crown. Yet the work was not without its successes. One of the first deposits discovered, the Acton, was, for a few years, one of the most profitable producing copper mines of its time. Another, the Eustis mine, has been in almost constant operation ever since, and is now vigorously pushing further development. At least two others, now quiescent, proved profitable operations, and several made considerable production. The manufacture of sulphuric acid in Canada was begun by the founder of the Nichols Company at Capelton, on a deposit that is now being re-developed, after a long and creditable career.

Ferrochrome (FeCr) is a vital ingredient in stainless steel production and is commonly produced by smelting chromite ores in submerged arc furnaces. Silicon (Si) is a componrnt of the FeCr alloy from the smelting process. Being both a contaminant and an indicator of the state of the process, its content needs to be kept within a narrow range. The complex chemistry of the smelting process and interactions between various factors make Si prediction by fundamental models infeasible. A data-driven approach offers an alternative by formulating the model based on historical data. This paper presents a systematic development of a data-driven model for predicting Si content. The model includes dimensionality reduction, regularized linear regression, and a boosting method to reduce the variability of the linear model residuals. It shows a good performance on testing data (R2 = 0.63). The most significant predictors, as determined by linear model analysis and permutation testing, are previous Si content, carbon and titanium in the alloy, calcium oxide in the slag, resistance between electrodes, and electrode slips. Further analysis using thermodynamic data and models, links these predictors to electrode control and slag chemistry. This analysis lays the foundation for implementing Si content control on a ferrochrome smelter.

In order to evaluate the ability of a Hydrafrac treatment to effect a sustained increase in well production, data were accumulated on the first 65 wells in 26 fields treated by Stano-lind. Since these data were obtained from such a large number of fields, it is felt that individual well or reservoir characteristics do not affect the overall picture, as might be the case if the study were made in one field or one group of wells in a field. These data are tabulated in Table I and plotted on Figs. 1 and 2. An analysis of Fig. 1 shows that at the end of six months, 75 per cent, or 45, of 60 wells on which data were available showed a sustained production increase. At the end of two years, data were available on 25 wells. Of these, 15 wells, or 60 per cent, showed a sustained production increase. At the end of three years, 55 per cent, or 10, of 18 wells had a production rate greater at that time than before Hydrafrac treatment. The lack of information on additional wells at the end of the third year is primarily a result of the small number of treatments conducted in the early stages of field application

The economically important issues of the Arctic mine that will be addressed include: permafrost and the active zone in general terms; road building in and over permafrost; Arctic geotechnical mine design considerations; pit dewatering techniques in sub-zero temperatures; and blasting frozen materials with techniques to obtain optimal results. THE Northwest Territories covers a very large area-more than one-third of all Canada-and its most northern point, Cape Columbia in Ellesmere island, is distant only 500 miles from the Pole. Our first knowledge of the Arctic Archipelago, of which Ellesmere island forms a part, resulted from a gold-mining venture in Queen Elizabeth's reign. The English navigators of that time were eager to find a north-westerly and shorter and Jess hazardous route to the riches of China and Japan than that which Magellan had discovered, but they were unaware that the continent then known to bar a direct route extended in great width far to the north. Frobisher was one of these navigators. He reached in 1576 the bay in Baffin island now named after him, convinced that he had found a passage connecting the Atlantic with Asiatic seas. Forced to re-turn after ordeals in which ice, wind, and Eskimos flayed formidable parts, he brought back, among other novelties, a piece o black stone which had been picked up casually by one of his officers, and gave a little of it to the wife of one of the venturers, or financial backers of the enterprise. To quote now from Hakluyt: ? 'She by chance threw and burned it in the fire so long that , at length being taken forth and quenched in a little vinegar, it glistered with a bright marquesset of gold. Whereupon the matter being called in sorne question, it was brought to certain goldminers in London to make assay thereof, who indeed found it to hold gold and that very richly for the quantity." On the strength of this, the venturers, anticipating much profit, launched a second expedition to secure more of this stone, and 143 persons, including 14 miners and finers, set forth in 1577 and returned the same year, with, however, 200 tons of another mineral. Influenced by glowing accounts of veritable mountains of this mineral and by assays made after "additaments"-that is how "salting" in those days was described-the venturers, including Elizabeth, supplied funds for erecting a smelter and refinery at Dartford and outfitting a stilllarger expedition. And so, in 1578, fifteen ships departed with the Queen's blessing, for the same remote shores. After many mishaps, they returned with over 1,000 tons of the mineral, but when it yielded very little of value at the works in Dartford, the? Company of Venturers was forced into liquidation. Though our first prospector and miner was rather inconsiderate of the investors, he proved the existence of an archipelago, hitherto unknown, and secured much information about the new land and its dwellers.

SALKOVITZ1 has given a number of useful angles between planes for use with the Laue method in determining the orientation of bismuth single crystals. Bismuth is usually considered as having a face-centered-rhombohedra1 structure with its axial angle 87°34', Fig. 1. A similar figure given by Sal-kovitz appears to be in error in that the angle there marked as 87°34' should be 92°26. The primitive cell is a single rhombohedron of axial angle 570 14. The structure is almost face-centered-cubic and hence high accuracy in measurements is essential if there is to be no confusion in indexing poles or zone axes. It is easier to get this accuracy if zone axes are plotted on the stereogram because they will lie near the basic circle where the net has a more open scale. The zone axes can be read from the film, using a Greninger chart, and can be plotted more accurately than poles. Also, the angles between points near the basic circle can be read more accurately than those between poles near the center. In order to use the zone axes the angles between directions have been calculated from a formula given by Niggli,2 and are given in Table I. Miller indices

THE determination of the orientation of metal single crystals and the studies of plastic deformation are greatly facilitated by the use of the stereographic projection. To draw a standard projection of the crystal it is necessary to have a tabulation of the angles between the various crystal-lographic planes of the particular crystal studied. Bozorth' has published such a table for the cubic system which can be found in many reference books; such convenient tabulation for the hexagonal metals, however, does not appear to be in the literature, although scores of workers have calculated these angles. Therefore, Table I of angles for magnesium, zinc, and cadmium has been compiled. Since the c/a ratio is different for each of these metals, three separate calculations are necessary. The angles 4 between (HKIL) and (hkil) were calculated by means of the formula: Hh+Kk+½(Hk + hK)1+~3aLl cos The c/a ratios were calculated from data given in the 1948 edition of Metals Handbook. Fig. 1 is a typical (0001) standard projection of zinc. For all practical purposes, it serves for cadmium as well, as can be seen from the table. A chemical process, based on laboratory investigations, is proposed for the production of high-purity niobium oxide from a pyrochlore-perovsk1te flotation concentrate produced from ore obtained at the Oka, Quebec property of Columbium Mining Products Limited. The method developed included the decomposition and dissolution of the flotation concentrate with hot, concentrated sulphuric acid. The dissolved niobium was purified and concentrated by a solvent extraction step, using methyl isobutyl ketone as the extractant. The niobium was recovered from the extractant with ammonium fluoride solution from which niobium oxide was precipitated with ammonia. Finally, the filtered and washed precipitate was calcined. Ninety-six per cent of the niobium was recovered in a product analysing 99.9 per cent Nzo.. The reagent cost was in the range of $1.00 to $1.25 per pound of niobium recovered. Success in implementing new technology for metallurgical processes is not a foregone conclusion: This paper includes a survey of 23 new technology-based metallurgical plant start-ups, in which the authors have identified 7 successes, 9 difficult start-ups, and 7 failures. Success is defined not only as meeting the schedule and budget to the end of mechanical completion; the key goal is a fast ramp up to the full design production level, with minimum plant and equipment modifications required after start-up. This paper sets out the key factors that underlie achievement of a quick production ramp up curve, as determined from the authors' project experiences and a quantitative analysis of over twenty metallurgical plant start-ups, both pyrometallurgical and hydrometallurgical. Thorough test-work and pilot plants, plus appropriate scale-up to the full commercial plant, are key determinants of success in implementing new technology in metallurgical processes. Another critical factor is the number of new elements and their interactions. Project phasing is also particularly important for new technology projects, with appropriate review after each phase to develop a risk mitigation plan for the subsequent phase. New technology projects need committed champions to advance the project in the face of sceptics, but also require dispassionate and unbiased experts to ask the hard questions. As a project evolves, it is important to periodically question the appropriateness of assumptions, as well as to re-assess the relevance and completeness of data from test-work I pilot plants I industrial analogues. Sufficient human and financial resources are required to complete the often arduous implementation phase. During the ramp-up period, the operation generates little positive cash flow; however, significant expertise and capital are required for the de-bottlenecking projects that are often necessary to reach the plant's design output level.

This paper reports on research examining disclosures from mining companies regarding their water usage in the Macquarie and Lachlan catchment areas, both parts of the Murray-Darling Basin in New South Wales, Australia. The objective of the research was to assess whether this disclosure is sufficient to allow communities to determine whether mining companies are complying with mining conditions of consent and abiding by the requirements of their water licencing agreements. These requirements are then compared to the water reporting requirements of the Global Reporting Initiative (GRI) and the Water Accounting Framework for the Minerals Industry (WAFMI). Communities are concerned about whether the mining industry?s use of water will have impacts on their livelihoods and lifestyle and thus require information concerning the quantity of water that will be extracted, how much water will be left for other stakeholders and whether the mining will affect water quality. This is an archival study. It has involved examining relevant publically available information released by mining companies and government regulators and determining if this is sufficient to meet the needs of the local communities. Additionally, it has involved looking at information indirectly provided by mining companies, via the use of intermediaries. Further, information availability concerning basic water accounting and regulatory breeches and whether such information is available at the mine site level has been considered. It is found that while NSW legislation places very little reporting requirements on mining companies, the development consent conditions for new projects and extensions to existing projects are quite significant and should be sufficient to meet the needs of local catchment residents though such information is not always easily accessible for the layperson.

T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

The U. S. Army Corps of Engineers Explosive Excavation Research Office (EERO) of Livermore, California, has been engaged in research and development of excavation techniques using both nuclear and conventional explosives since 1962. Prior to July 1971, this organization was designated the U. S. Army Corps of Engineers Nuclear Cratering Group. The EERO mission is performed as part of the joint Atomic Energy Commission -Corps of Engineers nuclear excavation research pro-gram. During the period 1962-1969, the Corps executed many cratering explosions using spherical charges of up to 85 tons of nitromethane to model nuclear excavation concepts and to develop design criteria for the nuclear cratering explosions. The experience gained in these modeling tests suggested that explosive excavation using large chemical explosive charges could be applied to excavation projects as an economical substitute for traditional excavation techniques. Consequently, the Corps' research program was broadened in 1969 to include development of chemical explosive excavation as a construction tool. The term "explosive excavation" denotes the use of large buried explosive charges to produce an excavation by fracturing the material and casting it into a desired configuration. In its simplest form, this technology involves detonation of a single explosive charge buried at the proper depth to produce a crater which is roughly hyperbolic in cross section. The types of craters produced by various depths of burial are illustrated by Figure 1. Single or Multiple rows of charges are used to excavate linear cuts required for water conveyance or navigation channels. .More complex explosive excavations include small craft harbors, railroad and highway cuts, and removal of W1denvater rock barriers to navigation. TWENTY million people in this country and Canada in nearly four million homes can give thanks to our Creator for natural gas, that most wonderful natural fuel with which Dame Nature has so bountifully blessed us. It is a clean, healthy and cheerful fuel, made up almost entirely of carbon and hydrogen. There is no residue, no waste and there are no objectionable constituents; an ideal fuel for the home. It operates like magic, open the valve and it is there for your needs, winter or summer, night or day. You are not required to place your order 30 to 90 days in advance and you do not need to pay for your winter's supply in advance. No ashes to worry about, no flues or chimneys to clean, nor kindling wood to store or bother the housekeeper. We who have been so blessed do not realize what it would mean to be without it. If in place of opening a valve we had to go to the woodshed or coalhouse and then build our fire-carry out the ashes-well, some of us I am afraid would be late reaching our offices and perhaps would miss our hot cakes for breakfast. One cubic foot of gas produced from the White Sand formation contains 1130 B.t.u. and weighs 47/1000 lb.; there are about 24,000 B.t.u. in 1 lb. of gas. Temperatures of over 3400 deg. Fahr. have been obtained with natural gas. Not only is it a superior fuel for the home but it has no equal for use in many large manufacturing industries, especially with the making of glass, pottery and open-hearth steel. In an open-hearth furnace, properly constructed, 5000 cu. ft. will melt one ton of steel. It requires 1/3 ton of bituminous coal gasified in a producer to do the same work, or about 40 gal. of tar or fuel oil, or 11,000 cu. ft. of by-product gas.

The first metal-mine accident-prevention course was prepared and published 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. There are many reasons to believe that we are, industrially, in a situation much like the European situation from 1935 to 1939; an impending war to the death with 'appeasement' as the only, unavailing, policy

In 1839, Gerard Troost,1 the first State Geologist of Tennessee, reported the occurrence of zinc ores in east Tennessee, in connection with the iron ores at Embreeville; in 1844,2 he refers to the zinc deposits of east Tennessee, especially the apparently rich deposits occurring in Jefferson and Claiborne Counties, while his ninth annual report 3 s a description of the zinc deposits of Jefferson County and a description of the most improved processes by which zinc is extracted from its ores. Yet, only during the last few years have these ores been successfully worked. As far as can be learned, prior to the systematic development of the Mascot district in 1911, no large-scale or successful operation of any of the zinc deposits was carried on. But in that year, after several companies had made considerable progress in developing the Mascot area and had proved a relatively extensive body of low-grade sulfide ore, the American Zinc Co. entered the field. It introduced modern methods of prospecting and mining and from the first was successful. Too great credit cannot be given this company for its pioneer work in a previously unimportant field. Throughout the history of its operations, the American Zinc Co. has confined its efforts to underground mining of the sulfide ore, sphalerite. This company has found that successful results in zinc mining in east Tennessee can be achieved only by expending large sums in prospecting and blocking out bodies of pay ore in sufficient magnitude for large-scale operations. At Mascot are located the mines of the American Zinc Co. of Tennessee, the mines being situated along the Southern Railway in the Ilolston River Valley, Knox County, about 13 miles northeast of Knox-ville. At first only open pits, which were worked for oxidized ores, were operated and the production was small. In 1900, the Roseberry Zinc Co. was organized and sank to a depth of 187 ft. what is now known as No. 3 shaft of the American Zinc Co. The upper 30 ft. was in residual clay,
