NORTH-CENTRAL United States is now, and will continue to be, a natural market for Canadian crude oil. This area is a natural market for many basic reasons. There are no physical barriers along the border of our countries. This market is in dose proximity to Canadian production. This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

This Bureau of Mines report describes laboratory and field experimentation in building mine ventilation stoppings, air-door frames, and fan bulkheads with a civil construction technique. Shotcrete is applied to a free-standing, three-dimensional wire-truss panel, which is easily cut and rapidly erected. In mines where shotcrete equipment is available, this technique should be faster and cheaper than conventional block-and-mortar or monolithic concrete construction.

"The Sutter Butte Flood Control Agency initiated the Feather River West Levee (FRWL) Program in 2010 to bring 35 miles of levee along the Feather River into compliance with applicable Federal and State standards for levees protecting urban areas. A combination of soil-bentonite cutoff walls, soil-cement-bentonite cutoff walls, and seepage berms will reduce flood risk by correcting under and through seepage deficiencies and remove more than 34,000 properties from the FEMA Special Flood Hazard Areas. The FRWL program includes a combined total of 7,744,803 square feet (SF) of cutoff wall planned to be constructed between 2013 and 2015. Cutoff wall construction methods to meet the design depths included conventional excavation to a depth of 85 feet and deep soil mixing for depths up to 120 feet. A key component of the FRWL program was the development of site specific mix designs using the design boring logs to evaluate the expected backfill gradation and permeability results. Issues that required a partnership between Contractors, Owner and Engineers included substantial Archaeological and Cultural Resource delays, significant depth changes due to a change in competent key, right of way acquisitions for abutting land, and the magnitude of the project in a resource limited industry.IntroductionThe Feather River watershed basin is located 50 miles north of Sacramento, CA and incorporates the agriculture producing communities of Yuba City, Live Oak, Gridley and Biggs. These communities are protected from flooding by levees that contain under-seepage and through-seepage deficiencies and were the cause of major failures in 1955, 1986 and 1997. The Feather River West Levee (FRWL) program was initiated by the Sutter Butte Flood Control Agency (SBFCA) in 2010. The long term objective of SBFCA is to correct the levee deficiencies and provide 200 year flood protection to more than 34,000 at risk properties located within the FEMA Special Flood Hazard Areas.Although FRWL contained a variety of construction components such as earthwork and pipe replacement, the slurry cutoff wall is the primary construction element for addressing under and through seepage deficiencies. From 2013 to 2015 approximately 6,649,210 SF of cutoff wall were installed using conventional excavation and deep soil mixing (DSM) techniques leaving 1,095,593 SF to be completed in 2016. The work was designed, solicited and constructed under two separate contracts, titled Project Area C and Project Area B&D. A summary of the contracts and cutoff wall quantities is presented in Table 1."

Recently, there has been much debate as to the relevance of reporting financial results using the conventional accounting systems, which is based on historical costs, during a period of rapid inflation. In the following paragraphs , the symptoms, if not the causes, of inflation, its detrimental effect on the financial soundness of business in general and the financial reporting changes being advocated to overcome perceived weaknesses in the present financial reporting system in accounting for the effects of inflation will be reviewed. Finally, a course of action as a sound approach to the financial reporting problem will be recommended.

During the course of the cooperative smoke abatement investigation carried on by the Bureau of Mines , the city of Salt Lake and the University of Utah during 1919-1920 , a study was made as to the suitability of Utah coals for by-product coking with particular reference to low temperature coking . was done because it was realized that a smokeless fuel for domestic consumers was the best remedy for this class of smoke producer . A report of the technical side of the work was included in the final report of the cooperative investiga- Since this report was written (June 1 , 1920) further work has been done by other investigators .

The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Face and haulage accidents can and will be reduced materially if the individual miner takes all precautions necessary to protect himself and if the management

DURING the time I was in charge, of this mine, from 1914 to 1915, I had occasion to read the interesting papers by T. T. Read and C. M. Weld about these deposits, to find how far their observations corroborated mine. To quote from the paper on "The Mineral Production and Resources of China" by T. T. Read:' "The iron ores at Tayeh lie along the contact between a marble and an intrusive body of a dark gray syenitic rock. * * * * At one place it is slightly magnetic, apparently having been partly reduced to the magnetic oxide by the action of reducing solutions, which have deposited small amounts of copper and iron sulphides along the foot wall." To quote from the paper on "The Tayeh Iron Ore Deposits"2 by C. M. Weld: "I find the orebodies described as occurring along an approximately E-W contact between horn-blende-granite and limestone. * * * * The granite is a granitoid rock consisting essentially of quartz, potash-feldspar and hornblende." These quotations show the differences of opinion entertained by two observers. My own study of these interesting deposits has been intermittent amid the manifold duties devolving upon a superintendent. General Description of the Deposits The deposits are situated to the west of the Yangtse River, being con¬nected with the river by a standard-gage railroad of 56 li (16.16 miles, 26 km.) in length, as shown in Fig. 1. The general topography of the region is of mature age, showing broad valleys with sluggishly meandering streams. These deposits are worked as two mines, named the Tieh Shan Mining Department and the Teh Tao Wan Mining Department; the former consisting of three orebodies more or less connected, named Tieh Man Kan, Sha Mau Tze and Lung Tung, and the latter consisting of Chang Pei Shan, Sze Tze Shan, Ta Shih Men, Yeh Chih Ping and Tsin Shan, also more or less connected, as shown in Fig. 2.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Two techniques have been developed with which the applicability of pressure build-up analyses can be extended to include pressure data which previously have been considered virtually unusable. One of the interpretation methods makes possible the analysis of pressure build-up performance during the wellbore fill-up or after production period which occurs soon after a well is closed in. The other technique is an extension of a method for analyzing pressure build-up performance during the late-time portion of the pressure build-up which occurs after boundary eflects first begin to alter the shape of a conventional pressure build-up curve. With both of these methods it is possible to obtain estitnates of the kh product, the skin factor and the reservoir pressure. In addition, with the late-time analysis technique it is possible to obtain an estimate of the contributory drainage volume of the well being tested. This means that in some cases a check on reservoir limit test and (or) material-balance calculations can now be obtained from pressure build-ups. Both methods are slightly more time-consuming than conventional pressure build-up analysis methods because trial-and-error plots of pressure data must be made. The late-time method for analysis of pressure build-ups is in principle applicable to the late-time portion of a two-rate flow test or a pressure drawdown test. The interpretation formulas and procedures for these types of tests are also outlined. In these cases, as with pressure build-ups, it is significant that an estimate of the contributory pore volume is also obtained. On the basis of limited experience with the new techniques, it appears that satisfactory estimates of the kh product, skin factor, reservoir pressure and, for late-time analysis, contributory drainage volume can be obtained. INTRODUCTION The analysis of bottom-hole pressure build-up behavior in closed-in wells has been a a subject of interest in petroleum engineering circles for many years. In fact, few other subjects have received as much attention as pressure buildup analysis methods have. The cause for this interest is essentially twofold in nature. First, the pressure behavior of a well can normally be measured with a reasonably high degree of accuracy so that good data for analysis can be obtained. Secondly, over a fairly wide range of operating conditions, valuable information as to the quality of the reservoir rock and completion efficiency of the well can be obtained at a nominal cost. In recent years, numerous papers have been prepared on the effects of various operating conditions and reservoir heterogeneities on pressure buildup behavior. Very little work has been done, however, on extension of pressure build-up analysis methods to those pressure data which are not amenable to analysis by the present methods. The theory upon which the analysis of shut-in bottom-hole pressure build-up data is based is derived from the solution of the radial flow equation for a slightly compressible fluid for constant-rate conditions. It requires that the well be closed in for a sufficient period of time to obtain a clearly defined linear portion on the plot of observed bottom-hole pressure vs log (t + ?t)/ ?t (where At is shut-in time, and t is producing time to the instant of shut-in). From the slope of the plot and other normally obtainable data, the formation permeability, the well damage or skin factor, and the reservoir pressure at infinite shut-in time (if the reservoir were infinite) can be estimated. The successful application of this procedure depends on being able to recognize the straight-line section on the basic pressure build-up plot. The presently used pressure build-up interpretation theory also assumes that a well is closed in at the sand face and that no production into the well occurs after shut-in. In practice, of course, the well is closed in at the surface, and inflow into the well continues until the well fills sufficiently to transmit the effect of closing-in to the formation. This adjustment period is commonly referred to as the "afterproduction" or "fill-up" portion of the pressure build-up. During the period that the well fill-up effect is most pronounced, the basic pressure build-up plot is nonlinear. At later shut-in times after the effects of a drainage boundary have been felt at the well, deviation from the straight-line behavior of the pressure build-up plot also results. In many cases either of these effects or a combination of both can make the straight-line portion on the pressure build-up plot difficult to recognize. Obviously, an extension of pressure build-up analysis methods to include the afterproduction period and the period in which boundary effects are being felt would be desirable and might render valuable pressure data which for years have been considered virtually unusable. The principal reference of note concerning pressure buildup analysis during the afterproduction period is a paper by Gladfelter, Tracy and Wilsey.1 In the approach of these authors it is necessary to measure the rate of influx into the well during the afterproduction period. "For the last three decades, the application of network planning has provided a basis for a formal and general approach to the discipline of project management. For fixed activity duration, a very simple algorithm commonly known as critical path method (CPM), gives the length of time required for the total project as well as indicates the activities which are vital to the completion of a project. Project Evaluation Review Techniques (PER T) on the other hand, generalize the above approach to recognize uncertainty in the activity durations by allowing them to be random variables. One of the misleading aspects of current "" PER T"" solution method is, however, the implication that there is a unique critical path. In general, any number of paths could be critical, depending on the particular realization of the random activity durations that actually occur. In this case, simulation can be utilized to estimate completion time of a project.In this paper, the concept of criticality indexing is discussed, and a simulation model application which defines the critical path based on the criticality indexing concept, to a longwall development - extraction network, is presented. The model also provides suitable scheduling of resources based on the resource constraints and smooth s out period-t o-period assignments. IntroductionThe successful management of large-scale projects require careful planning, scheduling , and coordinating numerous interrelated activities. To aid in these task s, formal procedures based on the networks and network techniques (variously called PERT or CPM) were developed. In its original form the completion time for individual activities of a project was assumed fixed and known in advance: this in turn led to the familiar algorithms for computing the critical path, earliest start time, slack, and so forth. The unreality of such an assumption is, of course , apparent in many contexts. Consequently, attempts were made to introduce probalistic activity completion times, allowing representation of the stochastic nature of most projects."

Downhole survey uncertainties observed at various De Beers operations prompted an investigation into their possible effect on deposit shape and volume. An accurately surveyed artificial æboreholeÆ was constructed and different downhole survey instruments tested. In this way an empirically determined error range of 0.1 per cent to ten per cent was derived for downhole survey data. These survey errors were applied to an orebody model at an existing mine. Visualising the sphere of uncertainty associated with a borehole trace using a general mining package (GMP) gives an indication of possible volume variance. The resulting orebody maximum and minimum volume scenarios for three different depths (200 m, 500 m and 800 m) are presented. For certain instruments and borehole angles, the 3D positional error can be as high as 100 m at 1000 m down the hole. At depths below 200 m the resulting volume deviations can become significant for borehole survey errors exceeding 0.35 per cent. At 800 m depth the volume difference can approach 25 per cent. These figures assume that the error is compounded. The impact of these downhole survey errors is greatest for pipe-like orebodies such as porphyries and kimberlite pipes. Subhorizontal sill-like orebodies (and coal seams) will not be significantly affected by these errors. The impact of this type of survey error needs to be stated (and quantified) and is significant in JORC classification.

I wish to call the attention of the Institute to a peculiar variety of anthracite which occurs in the Buck Mountain vein at our collieries at Drifton, and in the same and other veins in different localities in the anthracite coal-fields. It is known among the workmen as iron-gray or cast-iron. It has a dull, greasy appearance, as if a piece of ordinary anthracite had been rubbed with a dirty and greasy rag and allowed to dry. It was formerly considered a very impure coal containing a high percentage of ash, and was picked out of the coal and thrown away. But the following analysis of it and of its ash, made by Mr. J. Blodget Britton, of Philadelphia, shows that such is not the case, the percentage of ash not being much higher than that of the ordinary anthracites as they are prepared for market. ANALYSIS OF COAL. We found that it burned with intense heat, and apparently as freely as our other coal does. Mr. Britton is probably right in his view, that the difference in appearance is not due to impurities in the coal, but to the fact that the carbon is in a more or less graphitic form, as many of the standard coals are no purer. I bring this before the Institute as I know that a large quantity of this valuable fuel is thrown away every year, on account of its supposed impurities.

Pit lakes may form when open cut mining leaves a pit void that then fills with ground and surface waters. This often replaces terrestrial ecosystems that existed prior to mining with an aquatic ecosystem, affording an opportunity to improve regional aquatic biodiversity values through targeted aquatic restoration (McCullough and van Etten, 2011). Restoration theory provides guidance when restoring disturbed systems towards landscapes that are of regional value and relevance. But how do we identify a restoration target for a novel aquatic habitat that only exists in the new post-mining landscape? This paper presents a process of first identifying and then surveying local representative aquatic systems, to provide a direction for pit lake restoration efforts and achievement criteria for pit lake relinquishment, using a case study from a sand mining operation amongst wetlands in south-western Australia.The company mines silica sands following mechanical removal of topsoil and then extraction of the ore from below the watertable by dredging. Assessment of wetland and riparian vegetation was achieved through the establishment and measurement of temporary monitoring transects across five natural wetlands in the Kemerton area. Several more regional wetlands were also visited and observations made to supplement and validate these data.Distinct vegetation zonation was found across each wetland, although typically wetland basins were unvegetated or filled with younger woody plants with patchy distributions. Fringing riparian vegetation consisted of few species (commonly the paperbark Melaleuca rhaphiophylla and the sedge Lepidosperma longitudinale), but community composition and structure were variable between wetlands.
