The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? The U.S. Bureau of Mines investigated the availability of platinum, palladium, and rhodium from 16 deposits in four market economy countries (MEC's). Major recoverable products include 164 Moz of platinum, 80 Moz of palladium, 13 Moz of rhodium, 24 Moz of ruthenium, 4 Moz of Iridium, 2 Moz of Osmium, and 10 Moz of gold. The 12 deposits in the Republic of South Africa are estimated to account for 96.7 pct of total recoverable platinum. The base-case scenario estimates the long-term cost of production including recovery of capital, but provides no return on the investment or O-pct discounted cash-flow rate of return (DCFROR). The total production costs in January 1990 U.S. dollars ranged from $325/oz to $1,288/oz of platinum compared to an average January 1990 price of $492/oz. Approximately 83 pct of total recoverable platinum was economic at a cost level of $4S0/oz or less. At the IS-pct DCFROR, only 26 pct of total recoverable platinum was economic. For platinum-group metals (PGM), attention has been focused on the ratios of the three primary metals: platinum, palladium, and rhodium. Sensitivity analyses were performed to determine the impact long-term rhodium price increases could have on the total cost of production for platinum and palladium.

Today, with a stringent economic and environmental climate prevailing in the copper business, there is increased interest in evaluating new processing alternatives for production. Hydrometallurgical pressure oxidation of copper concentrates is one of the more viable approaches and several technological candidates have emerged. Of these, an overlooked but, ironically the first industrially proven methodology, utilized nitrogen species catalyzation in the oxidizing pressure leach system to produce copper via SX!EW. Given its many inherent process advantages, this may prove to be a feasible process alternative for the future. In this paper, the history of the system and its application to chalcopyrite concentrates will be outlined. In particular, a novel methodology for effective recovery of precious metals from chalcopyrite concentrates will be discussed. Finally, the perceived economics of this unique industrially proven process will be delineated.

"Electron spin resonance (ESR) and cytotoxicity measurements were made on newly fractured silica to examine specifically the role of the fractured-induced, siliconbased radicals (Si· and SiO·), and silica-generated hydroxyl (·OH) radicals in the mechanism of the cell membrane damage by silica. The concentration of the Si· and SiO· radicals was controlled through decay processes, thermal annealing, and boiling, while that of the ·OH radicals was varied by using catalase, superoxide dismutase, KMnO4, Ha2seO3, ascorbic acid, and metal ions, and monitored via ESR spectroscopy. The dust's cytotozicity potential was evaluated by measuring the silica-induced hemolysis and also by determining lipid peroxidation (using linoleic acid). Prom the comparison of hemolysis and ESR results it is deduced that the radicals play little· or no role in the silica-induced hemolysis. However, the lipid peroxidation data indicate that the radicals might be involved in the initiation of an oxidative chain reaction leading to the macrophage membrane damage through lipid peroxidation. INTRODUCTIONThe biochemical mechanism of Quartz-related pneumoconiosis is still not fully understood. It is believed, nevertheless, that one event of primary importance is the perturbation of cell membranes by the dust particles (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Parazzi, et al., 1968; Reiser and Last, 1979; Shi et al., 1989; Summerton et al., 1977). The ensuing cell-membrane damage unleashes certain lytic enzymes resulting in additional cell injury and eventual fibrosis (Nolan et al., 1981; Summerton et al., 1977). Thus considerable effort is currently being made towards the understanding of the processes by which quartz particles disrupt the membrane of a red blood cell (RBC) or a pulmonary alveolar macrophage (PAM). A simple but important method of evaluating the membrane damage potential of a dust is the hemolysis test (Harington et al., 1971). Even though this test is used routinely for screening dusts for their cytotoxicity potential, the biochemical mechanism underlying the cell lysis by many dusts, including quartz, is still controversial (Kilroe-Smith, 1974; Singh and Rahman, 1987), and this provided us the impetus for the present undertaking."

Today, systems and machinery usually are designed to meet only one specific customer?s requirements. One reason for this is that underground automation and smart functions are often developed tightly together with a customer. This is natural, since risk and cost can be shared between the customer and the supplier. Nevertheless, when the automation product develops and the market increase this will cause problems: The highly specialized products will not fulfill the next customer?s demands. In order to cope with this problem, Atlas Copco works towards a common platform. Instead of designing solutions for specific customers, we will lift the abstraction and focus on standardized modules. These modules, or function blocks, can then be combined in a large variety of configurations. The benefits of combining modules into products are, for example: increased flexibility when options are available for many machines; easier commissioning and maintenance since less different spare parts and tools are needed; and easier operation since the user interfaces have a similar look and feel. This paper will present the ongoing work towards standardized modules. We will discuss how our Rig Control System (RCS) allows for modular design at Atlas Copco. RCS has number of standardized modules that are used in different surface and underground mining and tunneling equipment. These modules are also used for optional products such as, drilling, radio-remote control, and telematics systems.

To properly understand industrial conditions in Spain it is necessary to consider the early history of the country. Spain is very backward in many lines. They use the sickle for cutting grain, and plows for cultivating the land, which resemble those of Biblical days. In the great mining camp at Bilbao only one steam-shovel is in use, although about two hundred million tons of ore has been produced, and this almost entirely from open cuts. It is the lack of industrial development, such as is found in many other countries, which permits large mining enterprises to be controlled almost entirely by foreign capital, although Spain is such an old country, and which permits mines opened in the days of the Phoenicians to still operate. Such deposits in America would be exhausted in a comparatively few years. The Phoenicians are supposed to have reached Spain about 1100 B.C. and to have worked some of the properties in the Rio Tinto district. The Carthagenians invaded the country about 236 B.C., and they were driven out about 205 B.C. by the Romans. The Romans ruled until 483 A.D., when they were overthrown by the Visigoths. Then, about 711 A.D., the Moors from Africa became prominent and they were finally expelled by the Spaniards in 1492. Spanish power reached its zenith under Phillip II, during the latter half of the 16th century, and since the close of that century the country has lost its prominent place among the nations. There are some evidences of revival in the development of good roads, the construction of a satisfactory network of railways, and the building of magnificent thoroughfares through the capital city, Madrid.

Mills Day left a journal of his travel to Ohio and return by way of Pittsburgh in 1810. He left this comment about western Pennsylvania: "June 19. As I proceeded toward Pittsburg, (From Washington and Canonsburg) the country grew more populous. The hills appeared to consist of strata of freestone, iron, coal, and slate. June 20. Its (Pittsburg's) water communication with a vast extent of country and the immense beds of coal in its immediate vicinity render it a place peculiarly adapted to manufactures. Coal may be obtained of a good quality, ready delivered at 5 cents a bushel."1 Until within a year or so of this period, coal was used for domestic purposes, brick-making, by blacksmiths, etc.; now the industry entered a period of rapid growth caused by the introduction of the steam engine. As manufacturing was increasing due to the settlement of the western country, the additional facilities created by mechanical power were welcome. Apparently the first engine was installed in Pittsburgh, in a steam grist mill, in 1808; it is described in the Navigator of 1811: "The water of the boilers are heated by large fires made of stone coal, which is introduced at one end into a grated fire place as long as the cylinders themselves; the quantity of coal consumed daily by these boilers is said to be about twenty bushels, which cost one dollar." Silicon carbide coated boron fiber (Borsic) reinforced aluminum composites were made which exhibit strength and modulus values predicted by the rule of mixtures. A successful technique for fabricating these composites consists of plasma spraying of monolayer filament reinforced tapes and subsequent diffusion bonding of these tapes into composites. The elastic properties of the composites were given by the rule of mixtures in reinforced directions. (The modulus parallel to the fibers was 32 x 106 psi for a composite with 50 pct by volume fibers. The other elastic properties for a composite with 50 pct fiber were transverse modulus = 14 to 16 X 10 psi, G = 9.5 x 106psi, and v,, = 0.23. Tensile strengths of over 190,000 psi were measured for the composites with 50 pct fiber and the average strength for these composites was 162,000 psi. These same composites had interlaminar shear strengths of 12 to 15,000 psi. Multidirectionally reinforced composites demonstrated the same reinforcement efficiency in strength and modulus as the uni-directimlly reinforced composites. Comrpessive strengths of composites with 50 pct by volume fiber were found to be greater than 250,000 psi. STRUCTURAL filamentary composite materials are being considered for use where high strength, high modulus, and lightweight materials are required. Metal matrix composites have been considered for use at temperatures ranging from cryogenic (aluminum stainless steel) to 6000°F (plasma sprayed tungsten plus tungsten fiber) and other requirements have been similarly diverse. Metal matrix composites offer high modulus and high strength in unreinforced directions, the ability to be joined by brazing or welding, and greater fracture toughness compared with the more easily fabricated resin matrix composites. This paper deals with the mechanical properties of aluminum boron composites, a system which is being considered for applications where lightweight, high modulus, and high strength are required at temperatures including those above the normal operating temperatures of resin composites. The boron fiber used in this investigation had an average room temperature strength of greater than 400,000 psi, a modulus of 58 x 106 psi, and a density of 0.09 lb per cu in. (2.6 g per cu cm).' The fiber used in the composites had a coating of silicon carbide to retard degrading reactions with the matrix at elevated temperatures. The coated fiber, which is sold commercially as Borsic: has been reported to have excellent resistance to degradation at temperatures up to 600°C in air and in aluminum2 and the same mechanical properties as the standard bare boron fiber. Fabrication of Composites. The composites were diffusion bonded from plasma sprayed monolayer tapes. These tapes were fabricated on a substrate of aluminum alloy foil which is incorporated in the composite matrix. The technique consists of winding a layer of fiber on the foil, and plasma spraying the balance of the matrix alloy over the windings which bonds all of the components together. Advantages of this process include the ability to achieve good fiber spacing, Fig. 1, the formation of a good bond between fiber and matrix (achieved during the plasma spraying), and the adaptability of the process for forming large and complex parts. This is particularly true when used with brazing foil backing which alloys low pressure bonding of the structural shape. PROPERTY EVALUATION TECHNIQUES Tensile test specimens, 5 to 7 in. long with a reduced gage section and ,030 to ,040 in. thick, were cut from composite sheets with a diamond saw. The gage section was .200 in. wide, while the gripped section was .240 in. wide and over 2 in. long in each grip. The standard gage length used was 1 in., however, transverse specimens (i.e., specimens with the fibers oriented 90 deg to the loading axis) were tested without a reduced section. Twelve specimens were also made with a 3-in. gage length but no significant effect of gage length was measured. The tensile test specimens were mounted in a fixture and aligned in friction grips using a 10X microscope. Unbonded foil doublers (0.010-in.-thick aluminum) were used to insure firm gripping with a minimum of damage to the fibers. The test specimens were transferred to the testing machine in a rigid fixture and mounted in the self aligning loading train. THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

THE primary objective of the young graduate, after the war, will be to obtain a suitable position within the Industry, with adequate pay and opportunity to advance. The positions available to meet this demand will depend on the magnitude and organization of the industry. The size of the mining industry, in particular, will depend on a number of factors, including depletion; new discoveries of mineral deposits; beneficiation of new kinds of mineral deposits, based on research; technical improvements, also based on research, enabling the mining of lower grade deposits; and complex social factors. The organization of the industry will depend on its control and management, which may be greatly affected by social conditions and changes, and may include a wider or a narrower use of technical services. The corresponding training or qualifications of graduates, to meet these conditions, calls for a consideration of educational requirements and facilities in relation to the conditions that are likely to occur. Some forecast of the probable future of the Industry, after the war, based on consideration of. the above factors, is necessary as a basis of discussion, since the graduate must find his place in the industry of that time, and find his work in maintaining and improving it, within the existent social framework. Social factors are pressing and? important at present and their future impact is uncertain. In considering these, a few quotations and extracts may be in order. "A new economic order, based on free access to the sources of raw materials, means free use of the world's wealth by all civilized nations" (The Pope. Also advocated by Churchill and Roosevelt in the Atlantic Charter). "Every citizen should have a voice in the conduct of business or industry which is ?carried on by means of his labour" (Archbishop of Canterbury).

M OST operators of open-pit mines in the Lake Superior iron ore district are quite familiar with the use of fuel oil in the heavy-duty Diesel engines commonly used in truck-haulage service but some operators, including my own company, Pickands Mather, have had butane-engine trucks in service for several years, and less is known of their operation. One of the first installations of trucks for iron-ore haulage was in 1939 at a deep open-pit mine on the Cuyuna Range. These superseded standard-gauge steam haulage. Trucks then obtainable were equipped with 150-hp Diesel engines, and the speed of these units on an 8 % grade would have been so slow, considering the depth of the pit, that plans for an all-truck haul out of the pit were rejected. Professor ArnolD, of the Sheffield Technical School, who has done so much excellent work in metallurgical research, recently produced, with the aid of aluminum, a sound ingot and bar from the purest known Swedish brand containing 99.8 per cent. of pure iron. The concept of adsorption or separation of platinum anions from base metal cations in chloride media using native or chemically modified activated carbons has been discussed in various journals within the context of batchwise systems. In our research work, a fixed-bed column, loaded with native and amine-immobilized activated carbon pellets (Norit RO 0.8), was used to study selective adsorption of platinum ions from chloride media at different flow rates, bed depth and initial metal concentrations. The kinetics, mass transfer characteristics, breakthrough data and separation factors (ß(Pt/Fe) and ß(Pt/Cr)) were quantitatively analysed and modeled. The bed-depth service time (BDST) model was used to model the breakthrough curves successfully in fixed-bed columns and also the dispersive diffusion in the radial and axial directions of the bed were evaluated. The inner diameter of the column was 3 cm and the bed depth was between 1.0 cm and 2.5 cm. Concentrated 4 M HCl acid solution was used to elute the fixed-bed column. It was demonstrated that amine-treated activated carbons provides superior separation factors between platinum and base metals (Fe, Cr). Results showed also, that 95% saturation was reached within 10~26 hours depending on the nature of ACs at a flow rate of 11 mL/min and initial concentration of 5 ppm.

Blast fragmentation size distribution and thus blast design have been found to have a direct impact on the load and haul cycle through excavator dig time and bucket payload. Previous studies have demonstrated that by reducing the excavator dig time and increasing bucket payload, significant improvements can be made in both productivity and unit cost. Simulation work reported in the literature indicates that a 20 per cent improvement in dig time may result in only a three per cent improvement in load and haul productivity and unit cost. At the same time, a ten per cent improvement in bucket payload will directly translate to a ten per cent improvement in load and haul productivity and unit cost. Based upon these findings, extensive laboratory and field work have been undertaken in the past to correlate blast fragmentation distribution to bucket payload. In contrast, the literature reports limited studies quantifying the impact of blast fragmentation on excavator dig time. Field work was conducted at Placer Dome Asia PacificÆs Granny Smith Mine (Wallaby Pit) in Western Australia, concentrating on quantifying the impact of blast fragmentation on the dig time of a Liebherr 994 hydraulic excavator (shovel attachment with 14 m3 bucket). Fragmentation was assessed for each truck load of material using the Split Desktop system, while the excavator cycle analysis was conducted manually. Measured fragmentation P80 (fragment size at which 80 per cent of material passes) values ranged from 200 mm to 1200 mm. The field study investigated the impact of various fragmentation parameters (P20, P50, P80, cumulative per cent passing 250 mm size fraction, and uniformity index) on the average and total dig times. The results indicate that the fragmentation P80 provides the best correlation to average dig time (total dig time divided by the number of bucket passes to load a truck). The total dig time was found to be dependant upon the fragmentation P80 and the number of bucket passes to fill a truck. Monte Carlo simulation results, based upon these relationships, indicate a 26 per cent improvement in average dig time and a 12 per cent to 46 per cent improvement in total dig time (bucket passes ranging from 4 to 8), with a change in fragmentation P80 from 600 mm to 200 mm.

The general distribution of metal deposits in the Canadian Cordillera can be related to its tectonic evolution. The Canadian Cordillera is naturally divisible into five longitudinal tectonic belts within which rocks are broadly similar in type, age and history. From west to east they are the Insular, Coast Crystalline, Intermontane, Omineca and Eastern Marginal belts. Seven classes of metal deposits in the Canadian Cordillera are defined and their characteristics described. These classes are skarn, porphyry, massive sulphide, stratiform, magmatic, copper in basic lavas, and vein deposits. Maps showing the distribution of medal and metal-group concentrations serve to illustrate the relations in space and time between mineralization and geologic evolution.

The term" sandstone" is applied to a rock composed of mineral grains smaller than pebbles, cemented together more or less firmly. "Conglomerate" is the name given to a rock composed of pebbles, or pebbles and bowlders, of various sizes cemented together. If the pebbles are large and well rounded the rock is sometimes called " pudding stone." Although the term "sandstone" includes all varieties, certain specific terms are applied to types characterized by particular compositions, colors, or uses. "Quartzite" is a variety in which the individual grains are so firmly cemented together with quartz that the rock will fracture as easily through the grains as through the cement; "ferruginous sandstone" is one rich in iron as cementing material, or as grains, or both; "micaceous sandstone" is one in which mica is prominent; " arkose" is a feldspathic or granitic sandstone composed of angular grains; "calcareous sandstone" is one containing considerable calcium carbonate; and" argillaceous sandstone" is one containing considerable clay. The term "flagstone" is used for a rock that splits readily into sheets suitable for flagging; "freestone" for rock than can be cut or carved readily, and with equal ease in all directions; and" ganistel'," in the United States, for sandstone suitable for the manufacture of refractories. Others are named from their characteristic colors such as " bluestone," " redstone," or " brownstone."

HOWARD N. EAVENSON, acting for the last time as president of the Institute, presided at the annual business meeting on Tuesday afternoon at 4 o'clock. He spoke briefly of his visits with Local Sections last fall, and read a scholarly address on "Mineral Fuels and Civilization," scheduled for early publication in these columns. Karl Eilers presented the Treasurer's report, showing last year's income to be $134,967.44, compared with expenses of $133.266.51. Comparable figures for 1933 were $121,689.90 and $115,462.60. The Institute's peak income was in 1923 about $208,000. Newell G. Alford read the report of the Membership Committee showing 750 new members elected and placed on the rolls in 1934, compared with 328 in 1933. Losses by resignation last year were 81, compared with 262 in 1933; and 691 were suspended for non-payment of dues, compared with 747 the year before. Total membership, including 579 Student Associates, was 7742 at the end of 1934. Applications for membership have been coming in freely the last few months.

The prominence of her mineral resources makes Canada a most fitting place in which to hold the Second Empire Mining and Metallurgical Congress, since in all probability the Dominion has more diversified mineral wealth than any other part of the British Empire. This paper is concerned with nickel, an important factor of Canada's mineral production. The richness and quantity of her nickel ores have made Canada the world's most important source of supply of the metal. Its history and diversified uses are, therefore, particularly interesting at this meeting. Early History Probably the first use of nickel by man was in the fashioning of implements, and later swords, from nickel-bearing meteorites, masses of metal that have fallen from time to time at many points on the earth's surface and which consist normally of iron carrying substantial amounts of nickel. Meteorites were perhaps the first metal known to man. The falling star, sought out with fear overborne by curiosity, was found to be a better stone than the earth-given, truly a boon from the gods. Archaeologists tell us there is good evidence that the ancient oriental peoples learned at an early date to make these stones into useful implements. The invincible blades of the great warriors of old, in China, Persia, and in northern Europe, were Heaven-sent, a fable which sounds significant of meteoric iron. Probably some of the ancient swords of Khorassan and of Damascus were of meteoric nickel-bearing iron.

P.T. Freeport Indonesia currently operate a 600,000 t/d mining and 125,000 t/d milling operation in the remote highlands of Irian Jaya, Indonesia. The isolated location and generally difficult working conditions make for challenges not encountered in most North American operations. In spite of this, the mill technical groups have been able to develop and maintain a highly effective level of plant wide automation. This has been achieved through the appropriate selection of available technologies and the implementation of innovative management practices. This paper provides an overview of the control systems currently installed and focuses on those practices which have resulted in the long term success of process control at Freeport.
