Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

The market at present supplied by shipments from the phosphate districts of Quebec, Ontario, and New York State requires high-grade ore, carrying from 75 per cent. to 90 per cent. of phosphate of lime. In sorting out such material by hand, much valuable phosphate is necessarily left in the "culls" or refuse, besides which, much phosphate-rock of low-grade is not now mined at all, because it cannot be made available by the crude method of cobbing and hand-sorting. The utilization of such material, which would, of course, greatly benefit this industry, requires either a mechanical separation or a chemical process which would concentrate the phosphate in a form suitable for agriculture. Considering the rich phosphate now shipped as the first class, we may arrange the lower grades in three classes, as follows: Second Class.—Cull-ore from the first class, and the mass of deposits having, as gangue, pyroxene or hornblende. The following table gives the hardness and specific gravity of the minerals concerned: Hardness Spec. gravity. Apatite,....... . 5 3.1 to 3.25 Crystalline limestone (pink calcite),. 3 to 4 2.5 to 2.9 Pyroxene,..5 to 6 3.23 to 3.5 Hornblende,.5 to 6 2.9 to 3.4 Feldspar (orthoclase),. .. . 6 to 6.5 2.5 to 2.6 It is evident that when pyroxene and hornblende are present in large proportions, this ore cannot be successfully concentrated by crushing and jigging. It may be reduced to fine powder by successive treatment in a rock-breaker and a Sturtevant or Frisbee-Lucop mill, or other suitable apparatus, and in this condition it could be largely used by applying it freely upon exhausted clay soils, such as occur in Quebec and Ontario. In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

This paper provides guidelines jo1• analyzing and selecting electric power demand controlled. Error calculations, load selections and timing criteria are identified as the three key functions which affect the suitability of a demand controller for any particular application. The advantages of simulating the demand control application on a computer are described, and applications of a demand controller to an iron ore concentrator and a copper refinery are shown. Finally, the paper studies the return on investment for a demand controller.

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

The separation of Fe(III) from simulated Ni(II) solutions using different ion exchange resins was studied. The resins tested included cation exchangers with sulfonic and carboxylic groups and chelating resins with iminodiacetic, aminophosphonic, and mixed sulfonic and phosphonic groups. The dosage of resins was varied from 0.1 to 0.5 g/mL to study the impact of resin type and dosage on iron separation from simulated nickel leach solution containing 25 g/L Ni(II) and 25 g/L Fe(III) at pH 1.5. Also, the effects of different metal ion concentrations, Fe (III):Ni(II) ratios in solution, pH, and adsorption times were investigated. Experimental results demonstrate that all the chelating resins selected favored the adsorption of Fe(III) over Ni(II) with high Fe(III) loading. Soft cation exchange resins also favored the adsorption of Fe(III) over Ni(II), but no significant Fe(III) loading was observed. In contrast, strong cation exchange resins did not show adsorption preferences. The most efficient separation was observed using resin with aminophosphonic groups at resin dosage of 0.2 g/mL, having a Fe(III) adsorption over 94% and Ni(II) adsorption below 5%.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

The International Smelting Co. concentrator at Tooele, Utah, first operated on a custom basis for the treatment of lead-zinc-iron ores on Nov. 1, 1924, with a capacity of 500 tons per day. On May 1, 1925, the capacity was increased to 1000 tons per day by the addition of another 500-ton section. The concentrator has since operated on the two-section basis, each treating 500 tons per day entirely by flotation. Laboratory and Test Mill In connection with the concentrator, a well-equipped laboratory and small continuous testing plant are maintained. The flotation equipment in the test plant is of both the Callow and Mineral Separations Sub-"A" types, so that actual concentrator conditions may be duplicated as closely as possible. Purchasing of Ore A new shipper usually sends to the plant a 25 to 50-lb. samplc, representative of the ore to be shipped. Batch flotation tests are made on this sample to determine its amenability to the concentrator treatment flowsheet and reagent combinations. The results of these tests, which are accurately correlated with those obtained at the concentrator, both as to grades of products and recoveries, determine the actual value of the ore as submitted in the ore purchasing department's treatment schedule. Hearty cooperation has existed at all times between the ore purchasing and operating departments in the selection of ores as conccntrator feed. Ores Treated The basic tonnages for mixtures on the two sections come from the Park City and Bingham mining districts. This report presents results of recent Bureau of Mines research to establish the probability of spark ignition as a function of current (or voltage, for capacitor circuits) for resistive, inductive, and ca-pacitive circuits in 8.3% methane-air atmospheres. The data presented quantify the explosion hazard created when low-power electronic devices catastrophically fail in an explosive mine atmosphere. Previous litera-ture dealt with levels of probability between 10-3 and 10-4. This re-port extends the probability data to levels as low as 10-7. This study has verified that when the probability of ignition, PI, is plotted on a log-log coordinate system versus the current (or voltage), a continuous, straight-line relationship is formed. An interesting result that can be statistically hypothesized is that at some low level of igniting current the ignition process ceases altogether.

Flocculation is an important step in the treatment of coal preparation waste waters. The effects of polymer charge and molecular weight and solution pH and ionic strength on the adsorption and flocculation characteristics of a series of polymeric flocculants on some typical waste water constituents have been studied experimentally. The results indicate that the nature and extent of flocculation are strongly system-dependent. For the case of coal, both adsorption and flocculation behavior can be correlated with the polymer conformation in solution. For the mineral constituents, on the other hand, adsorption and flocculation depend also on the surface properties of the solid.

The strategic importance of the metallic minerals in our industrial economy, and the declining rates of discovery have focused attention on means of exploration for new mineral deposits. A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geophysics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining. Geophysics in Petroleum Exploration During the past twenty years, the petroleum industry has established an effective exploration technique. Geology is the basic tool in those areas where reliable predictions can be made from surface conditions. In the other areas, where the geological studies are inadequate, they must be supplemented with geophysics or direct exploration, such as drilling. Since geophysical work is far less costly than any form of direct explbration, it is used almost exclusively as the means for obtaining the desired subsurface information. The geological and geophysical techniques are credited with locating sites which yielded one producer for three dry holes during the year 1947.' For the wells located without geology or geophysics, there is a ratio of one producing well to sixteen dry holes. From these figures it is seen that the geological and geophysical techniques are more than four times as successful as the nontechnical exploration. It will be in order to consider further this ratio of one producer to three dry holes. The geophysical methods in use today† do not pretend to locate oil directly; their function is to locate anomalies or structures favorable for the accumulation of oil. For a producing oil well we must have not only structure, but also other favorable conditions, namely: petroliferous source beds, the required porosity and permeability in the reservoir rocks, an impermeable cap rock over the reser- voir, and the necessary water or gravity drive to force the oil into the bore hole. Since the geophysical work can only detect and sometimes delimit the anomaly, these other necessary conditions can be determined only by direct exploration. The success of modern geophysical work in locating and limiting the structure itself is remarkably high, probably over 95 pct accurate. Geophysical work renders an important service in the delineation of the structurally unfavorable areas and their elimination from the drilling phase of the exploration program. When attempting to locate any material of scarce occurrence in the earth, it is of paramount importance to know where not to dig. This elimination of barren areas is the least appreciated but is of great economic importance. For illustration, the difference between one producer to three dry holes, and one producer to sixteen dry holes, represents a saving of thirteen drilled wells, which would require an expenditure many times the cost of the geophysical work that might have revealed the nonfavorable structural conditions. The technique of linear kriging as a grade estimation method of mining blocks is reasonably established in the mining industry. Because of the nonbias condition imposed in kriging which requires that the kriging weights (?i) add up to one, negative weights are sometimes used in kriging. The use of negative weights is not justifiable from the practical standpoint. Also, negative block grades can be obtained in some extreme situations which makes no practical sense. To guarantee non-negative weights an additional constraint is required in the kriging system of equations. Unfortunately, the nonnegative weight constraint results in a set of non- linear system of equations. In this paper, a derivation of the resulting set of nonlinear equations is presented and a numerical algorithm is developed for the solution of the equations. Because the algorithm developed does not remove negative weights arbitrarily, optimal nonnegative weights are always guaranteed. Results obtained using the developed algorithm were compared with those using the standard linear kriging, in terms of computer time and the estimation results. Both the computer time and the kriging variance were found to be higher with nonnegative constraint, as expected. However, some systematic pattern was observed in the kriged values (i.e., over or under estimation) with or without the nonnegative constraint. The study also demonstrated when one should generally expect negative kriging weights in practice, and what practical impact the negative weights can have on the kriging estimates.

"To realize complex shaped pieces, like turbine blades, superalloys are cast with the lost-wax process. The end properties of these parts depend upon their microstructure as well as upon the occurence of casting defects such as micropores and hot tears. Such features are governed by the local solidification conditions which may be describe by the calculation of thermal transfers between alloy and mould. It needs the evaluation of numerous parameters which are fitted from experimental measurements in real castings. In further simulations, any parameter may be changed, in order to determine its influence. Such a single modification is quite impossible to realize in real castings, which shows that numerical modeling is a very good way to study casting processes.This modeling technique of casting is applied here to the real study of a typical low pressure turbine blade of a civil engine.IntroductionAircraft engine manufacturers use superalloys to produce turbine blades. They have to obtain a given microstructure and to avoid solidification defects to give good mechanical properties to theirs castings. For example, microporosity is induced by a large shrinkage that cannot be completely fed with the remaining liquid alloy .The optimization of casting processes needs a good Knowledge of the solidification process, that must be controlled at every place in the casting, and at every time of its freezing. Material and heat transfers that occur during the solidification, can be estimated from rather complex calculations. To model these physical phenomena, the evaluation of many parameters must be made. In this aim, some casting experiments are fitted with numerous thermal captors. The identification of experimental and computed thermograms let us estimate these parameters.A long-range scientific cooperation between SNECMA and INPG has enabled the realization of such studies on this topic. From all of them, this paper describes an experimental and computed investigation which has been led on a typical low pressure turbine blade of a civil engine."

WITH the object of adapting high-school vocational courses to the industrial needs of the community, a few high-school officials in West -Virginia working with the School of Mines of the State university decided to try an innovation this year. The purpose of this experiment was to teach coal mining in two high schools situated in mining communities. We thought that if a course in coal mining would be included in the list of optional courses offered in the high school, it might interest some of the boys, and if the course were properly taught it would undoubtedly be of inestimable value to those boys who later decided to take up mining work as their vocation. This coal-mining course was started last September in the Berwind and Gary high schools in West Virginia. The high-school officials in their conferences with' us decided that we should work up the outline of this course and they would assign the science teachers of the schools as instructors, with ,the understanding that we would help 'these instructors with this work. We consented to all this and submitted -an outline to the school officials which they are following this year.

Las Naciones Unidas iniciaron sus actividades dentro de la minería a través de la formación del Fondo Especial que ahora se denomina el Programa de Desarrollo de las Naciones Unidas (UNDP). Antes de la formación del Fondo Especial, la colaboración técnica de las NN.UU. era mínima y se limitaba tan sólo a prestar servidos de asesoría. Sin embargo, su impacto fue mayor debido a factores como los limitados fondos que poseía, el corto período de duración de las misiones, la incapacidad de los asesores de ajustarse a la realidad, la variable capacidad de los asesores y la falta de continuidad. En ese sentido, el presente texto señala el pronóstico de las actividades mineras de las Naciones Unidas después de la Segunda Guerra Mundial respecto al campo de la exploración y etapas técnicas posteriores, así como se muestra los errores de no contar con un apoyo técnico en los inicios del programa de exploración.

DaVIES and Richardson1 have measured composition changes for Mn1-Owith variation in the equilibrium partial pressure of oxygen at 1500°, 1575°, and 1650°C, where 6 is the deviation from the simple stoichiometric ratio. No trend in this relationship with temperature was observed, so these remarks apply to the whole temperature range. The experimental values and their spread are shown by the bounded straight-line segments in the figure. Davies and Richardson assume that the stoichiometric oxide shows Frenkel disorder, given by the equation Mn2+Mn2+ + Mn" [1] where Mn2+ is a normal lattice ion which moves into an interstitial site (Mni2+) leaving a vacancy (Mn,"). The superscript dashes indicate that there is an excess charge on the anions surrounding the vacancy. Schottky disorder, in which a perfect crystal acquires equal numbers of cation and anion (Ov") vacancies according to leads to equations of exactly the same form in the analysis below. In view of the neutron diffraction results of Roth,2 which shows extensive Frenkel disorder in Fe1-o, Eq. [I] seems more appropriate. The deviations from stoichiometric composition, MnO, result from the addition of oxygen according to In effect Davies and Richardson ignore the variation of Mn3+in constructing equilibrium constants. This approximation might not appear to be very serious if the excess positive charges are really free posi- tive holes (P+) and if the intrinsic conductivity is high as a result of the reaction where e- is a conducting electron. However, the calculations of Buessem and Butler3 indicate that the partition functions of the free charges make a large contribution to the equilibrium constant, and this approximation would not be a desirable one. Furthermore, Morin4 shows that the positive holes are probably localized in MnO and therefore are described better by the mass action principle than by a degenerate gas model. Davies and Richardson's considerations require that activity corrections be applied beyond a 6 value of about 0.005. It is proposed to show here that the dissociation pressure curve can be calculated reasonably well over the whole composition range studied without activity corrections by choosing appropriate equilibrium constants for reactions 1 and 2. As stoichiometric composition The mass action constant, Ks, for reaction [I.] and the equilibrium constant, K,, for reaction [2] are given by where the concentrations which do not change significantly have been absorbed into the constants.
