AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

This presentation will compare actual work site results for the loading and transport of shot rock for two major tunneling projects in North America. "SCARMAR" (the Canadian subsidiary of S & M Construction) is operating a rail bound Hagglund continuous gathering arm loader in combination with a Hagglund nine car shuttletrain system at the West End of Table Mountain on the B.C. Railway project near Tumbler Ridge, Canada. Al Johnson Construction is operating a Hagglund rubber tired continuous gathering arm loader in combination with haul trucks at the Rocky Mountain Pump Storage Project near Rome, GA. This paper will compare: 1) tunnel and ground conditions, 2) the total work cycle as it relates to mucking and haulage 3) efficiencies and related problems with the two systems 4) mucking and haulage rates 5) operating costs, and 6) recommendations for future large tunnel excavations. It provides a starting point for personnel who have received or are receiving professional training, but do not have specific experience in laboratory procedures. With guidance, it also has application as a resource for technician training. The publication contains chapters on laboratory safety, feed-sample preparation, leaching, solids-liquid separation, and recovery from solution.

This publication describes the construction of 43.64 miles of underground tunnel to be used as an aqueduct, known as the West Delaware aqueduct. In the past, the accident history of tunnel operations has not been favorable, the "rule of thumb" being a death for each mile of progress, according to the meager accident statistics available for the tunnel-driving industry. The accident experience at this project and the use of modern equipment established safety and progress records that were accepted by tunnel people as a record at the time. The city of New York comprises 5 boroughs, with a total population of approximately 8 million people, and uses about 1,210 million gallons of water each day. The water supply for the city is the responsibility of the New York City Board of Water Supply. This organization has constructed an extensive aqueduct system, the Delaware aqueduct, to convey water to the city from the distant mountain and river sources in the Catskill Mountains in the Southern Tier areas of New York State (figs. 1 and 2).

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. "Bauxite has been the almost universal ore of aluminum for about 100 years, with most of the world's reserves oc¬curring in the developing countries. As a result of fiscal and political activities prompted in part by the energy crisis, the formation of the IBA combined with increasing freight and labour costs, these reserves are no longer as competitive or as secure as they once were. This has given fresh impetus to the development of processes for alumina production that utilize raw material other than bauxite. Canada has no bauxite and it is prudent to look for alter¬native raw materials within our own boundaries suitable for one of these processes.Of the three igneous rocks that have been used as a source of alumina, only anorthosite is considered as a potential source in Canada. The Al content would be extracted by a sinter process, which currently requires a raw material with a. minimum of 28% Al2O2. Thus, about 4 tons of anorthosite and 10 to 12 tons of limestone are needed to produce one ton of alumina. There are two petrologically distinct types of anorthosite, one containing the plagioclase andesine-labradorite and around 26% Al2O3, and the other containing upwards of 30% Al2O3, in by¬townite-anorthite; for our purposes they may be con¬sidered as low- and high-alumina anorthosite respectively. The high-alumina anorthosites are somewhat rare; the low-alumina anorthosites are much more common, partic¬ularly in Eastern Canada. Geologically speaking, there is no shortage of anorthosite in Canada. The reserves are im¬mense, although their low Al2O3 content coupled with con¬siderations of location, access and proximity to limestone could be constraints to their development. Fly ash from coal-fired thermal power stations and nepheline syenite can also be used in a sinter process, but neither is likely to be utilized in Canada in the immediate future.The H+ process utilizes an acid attack to leach Al from a raw material with at least 20% Al2O3. One of the best raw materials is kaolinite-bearing clay; not only is it high in Al, but most of it can be extracted. With the possible exception of the Whitemud clay in Saskatchewan, Canada is apparently deficient in clays with sufficient reserves to support an alumina plant utilizing the H+ process. Low-alumina clays with illite and montmorillonite may also prove to be a suitable raw material if advantageously sited with respect to industrial centers. The average shale con¬tains only 15% Al2O33, much of which may be contained in minerals, such as feldspar, not amenable to acid leaching. If shale is used as a source of alumina, it will be because it contains some other valuable commodity, such as oil or uranium, the extraction of which leaves the spent shale upgraded in extractable Al2O3 and lowers the over-all costs to a point where it is economic, Thus, rejects from coal washing plants are most commonly considered as a source of alumina; they are already mined, are available in large and ever increasing amounts, and may contain significant amounts of combustible material which upgrades the Al2O3, content of the resulting ash. Coal rejects from existing and developing coalfields in Alberta and British Columbia are a possible source of raw material, but present data indicate they may contain insufficient Al2O3."

The required reclamation of land disturbed by surface coal mining often results in the creation of some over steepened slopes which are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has indicated that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations will be summarized in this paper and field results shown.

THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. Members, selected because of both knowledge of the current topic of mine ventilation, and diversity of occupation, are: Carel Robinson, consulting engineer with an operating background; T. G. Fear, chief engineer for the Hanna Coal Co., an operator of varied experience in mine ventilation; E. H. Denny, chief of the coal mine inspection division of the U. S. Bureau of Mines, obviously well qualified; and C. M. Smith, editor of Mechanization with a background of mine ventilation study as a member of the mining department of the University of Illinois, at present retained as a ventilation consultant by the Climax. WITH an estimated production of over 936,000,000 for the first six months, the gross value of mine production for 1937 in British Columbia should exceed $70,- 000,000. This figure, if attained, will establish an all-time record for the Province. Great changes have taken place in the different divisions of the mining industry since 1929, the previous peak year of mineral production. A brief review of the earlier history of mining in the Province will also be given.

The study of synergistic reagents combination of mineral floatation is more and more important with the decreasing of bonanzas now. In order to determine the chemical reaction mechanism, here we present the synergistic reagents combination: amyl-xanthate, butyl-dithiophosphate and N,N-diethyldithiocarbamate ester, which dissolved by different organic solvents. The reagents were applied by an Anhui mine to float low-grade covellite as a substitute for ethyl-xanthate. One reaction products Na2HPSO3?5H2O (disodium hydrogen-thiophosphate pentahydrate) which was re-crystalized and measured by X-ray diffraction analysis. In its crystal structure, the two crystallo-graphically different Na ions are six-coordinated and are bridged by two covalent bonds with the O atoms of water molecules to give a basket unit. However, we can?t get Na2HPSO3?5 H2O by combining butyl-dithiophosphate and N,N-diethyldithiocarbamate ester under the same condition. This discovery may provides a intuitionistic evidence that in the process of reaction, the three com-pounds would cooperate with each other, but the decisive reaction may be the hydrolyzation of amyl-xanthate.

"The CONTOP® smelting cyclone is a water-cooled, upright, high-intensity smelting reactor. The technology for the reactor was initially developed and brought into industrial-scale operation in the area of non-ferrous metallurgy. The two largest smelting cyclones were built with a capacity of 32 tons per hour of copper concentrate mix.The newest industrial CONTOP® plant treats up to five tons per hour of zinc-bearing residues including EAF dust. The highly concentrated zinc-lead oxide produced is sold to the zinc industry. The slag fulfills the leaching criteria and is used in waterway construction. The heat transferred to the cyclone cooling system and the off-gas boiler produces steam from which power is generated in a turbine.V AI has erected a new CONTOP® demonstration plant at MEFOS, Lulea, Sweden. A zinc volatilization rate of 90% was achieved during hot commissioning with Swedish EAF dust.Treatment costs in the range of 85 to 100 EUR per ton were estimated in a feasibility study on the treatment of 73,000 and 57 ,000 tons EAF dust for a group of steelmaking mills in Southern Europe."

Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. These vessels are being designed as combination ore/oil (0/0) or ore/bulk/oil (OBO's) carriers. The oil industry has seen the need for terminals which can accommodate these supertankers. The dry bulk shippers, and particularly ore shippers, must now act.

The effect of selective dispersants as wet grinding aids for ores is demonstrated on laboratory scale batch and continuous grinding equipment. A complete characterization of behavior is performed on a given ore to demonstrate correlations involving torque, % solids, net production rate, and slurry weight and volume loading. The relationship between such laboratory data and industrial scale testing results is very consistent.

Gold has always been a crisis investment. For centuries gold has been considered globally the money of last resort. In time of war, inflation, financial uncertainty, political upheaval there has with few exceptions always been a flight to gold. The gold paradox simply is that even though we have gone through for the past handful of years all the kinds of. anxieties that would cause the gold price to rise, it has instead dropped drastically. Figure 1. illustrates the important factors that influenced the gold price significantly up or down before 1987. Obviously, since then, even though we have had wars, inflation, financial problems involving breaking banks and thrifts let alone collapsing financial institutions, the gold price has both in the long-term and the short-term trended downwards. Figure 2. depicts the gold price path since 1987. If the presence of time-honored and time-tested factors that should have driven the gold price up didn't do the job, then logic dictates that new factors to drive the gold price down and keep it depressed arose. And they did. But before addressing these depressants permit me to turn to the arcane art of gold price prediction and fore-casting.

"Large deposits of sodium sulphate exist in southern Saskatchewan in the brines or muddy crystal beds of alkali Jakes. Currently, more than 300,000 tons per year of sodium sulphate are produced from these lakes and sold as salt cake to the paper industry. Most of the production is obtained from the brines of a limited number of Jakes.The Saskatchewan Research Council was requested to develop a process for recovering sodium sulphate from the muddy crystal beds so that this type of deposit could be exploited in the future. A flowsheet was developed with the aid of phase diagram data and the process was studied on a pilot-plant scale using raw material from three different lakes. Satisfactory yields and product purities were obtained in all cases, and an economic analysis indicated that a 100,000-ton-per-year sodium sulphate plant could produce salt cake at a cost of $12.26 per ton for a rate of return upon investment of 16 per cent at current market prices."

This report stems from a study by the Bureau of Mines of the possibility of reducing coal filter-cake moisture by applying radiant heat directly to the filter cake while under vacuum during the drying phase of the filter cycle. One disk of a 4-foot-diameter vacuum filter was equipped with gas-fired radiant-heat generators and the effect of radiant heating on the moisture content of a variety of filter cakes was studied. The results of this investigation show that this process can best be described as a filter aid capable of increasing the effectiveness of conventional filtration approximately 6 percentage points of moisture. The operating cost of removing water by this method is somewhat lower than the average operating cost of thermal drying and is considerably cheaper when the total cost is considered. Removal of water from coal that has been wet-cleaned is an important part of the overall coal preparation process. Water is a contaminant, and it is foolish to wash coal to reduce its ash content and add inert water in the process. In some instances the removal of water is actually more important than the removal of ash-forming minerals; its weight adds to the cost of transportation, and its evaporation during burning or carbonizing absorbs useful heat. Fine coal that contains more than about 10 percent moisture is notoriously difficult to handle. A problem thus exists for which there are sound practical and economic reasons to seek a solution.
