An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it

The response of feldspar flotation to tallow diamine dioleate collector in the presence of sulfuric acid is studied using batch flotation experiments. Application of this non-hydrofluoric acid (non-HF) reagent system in the flotation of mineralogically and chemically different feldspar ores is compared with that of the conventional hydrofluoric acid system. The dependence of flotation recovery and concentrate grade on feed particle size distribution, conditioning time, pulp density, and pH, combined variation of collector and acid addition rates, sodium hydroxide concentration in the collector solution, and initial pulp pH prior to conditioning is studied. The results have been discussed in relation to applicability of the non-HF system to plant trials, and the nature of the collector adsorption in the selective flotation of feldspar.

Las unidades sedimentarias mesozoicas que afloran en las subcuencas Apurímac, Vilcabamba y Santo Tomás se encuentran asociadas a una clasificación hidrogeológica (acuíferos o acuitardos fisurados sedimentarios). La caracterización litogeoquímica de estas unidades sedimentarias se basó en los 15 elementos (As, Cr, Cu, Fe, Mn, Ni, Se, Zn, Be, Cd, Hg, Pb, Sb, Sn, Ti) que utilizan los estudios de línea base geoambiental del Ingenmet. Los resultados han sido comparados con los valores de la UCC (Wedepohl, 1995), lo cual ha permitido caracterizar el comportamiento químico de las unidades hidrogeológicas asociadas a las unidades sedimentarias. Se determinó que son tres los factores que controlan el comportamiento químico de las unidades hidrogeológicas: tiempo geológico, espacio y litología. Estos factores son importantes para la integración de información con los análisis de sedimentos y aguas de los estudios de línea base geoambiental, porque permitirán comprender el origen de posibles zonas anómalas de los elementos descritos en los sedimentos y aguas.

There is a difference of opinion among engineers on the subject of depreciation in general, and still more on its application to any given case The committee which was appointed by the American Society of Civil Engineers to make a report on Valuation of Public Utilities, states "There is no subject connected with valuation about which there are more diverse views than those relating to depreciation;" and in the discussion which took place upon the presentation of the preliminary report of this committee in January, 1914, that part of the report dealing with depreciation called forth more discussion than any other. From this discussion it was evident that the word "depreciation" was not always used in the same sense, so it is quite important that some definition be adopted. As this paper relates to the proper method of treating depreciation by corporations or individuals operating oil properties, both of which must make a return of annual net income to the government in connection with the income tax, it will be in order to adopt the definition of the Internal Revenue Bureau. Under date of Mar. 29, 1910, the Commissioner of Internal Revenue of the Treasury Department stated "Deduction on account of depreciation of property must be based on lifetime of property, its cost, value and use." Again, on Form 1035, "Return of Annual Net Income" for miscellaneous corporations (Section 2, Act of Congress approved Oct. 3, 1913), a deduction from gross income is allowed for "Total amount of depreciation for the year." This item is defined more particularly as follows: "The amount claimed under Item No. 5 (b) for depreciation should be such an amount as measures the loss which the corporation actually sustains during the year in the value of buildings, machinery, and such other property as is subject to depreciation on account of wear and tear, exhaustion, or obsolescence. The amount taken credit for on this account in order to be allowable should be so entered on the books as to constitute a liability against the assets of the corporation. The amount claimed under this item should not cover losses in the value of stocks and bonds. Decrease in the book value of securities owned, so far as such decrease represents a decline in the actual value of such securities, should be deducted under item 5 (a) of the return. Preliminary safe distances for blasting wiring from typical electromagnetic sources are presented. The distances are for underground coal mines and electromagnetic sources in the frequency range below 10 MHz. The distances are based on measurements performed at 3 locations in each of 3 coal mines. The measurement apparatus, measurement procedure, measurement results and the rationale used in the calculation of the safe distances are all described. The safe distances presented are dependent on the measurement results and their interpretation. More measurements are clearly necessary to establish the validity of the suggested distances.

I. N. KNAPP, Ardmore, Pa. (written discussion *).-The writer would first call attention to the fact that the mid-Continent field was credited from 1900 to 1915 with a production of about 641,000,000 bbl. of oil with-out any burdensome water troubles being reported. In fact, the authors say the conditions were not acute until about two years ago when the unusual conditions in the deeper oil fields were first encountered. The writer disclaims any personal knowledge of the district mentioned but, from the experience he has gained in directing drilling in various fields by both the cable-tool and the rotary methods and also in plugging and cementing wells, he fails to see how the analysis of water trouble given in the paper under discussion could be of any practical assistance in solving the problems so vaguely outlined. Possibly it might induce academic discussion, if not limited to practical operating conditions. A recent bulletin of the Bureau of Mines gives definite and practical statements that can be easily understood by one skilled in the art of drilling wells and heading off water troubles. From an operating standpoint subsurface knowledge must be based on logs of completed wells. Absolutely no one can have such knowledge as that indicated in Fig. 1 of the paper in question without drilling wells, and no one can question such facts when disclosed by the drill. Under classification of water the paper states "This water (primary) cannot be exhausted from the sands, but its encroachment can often be checked and so directed that wells need not be abandoned, until most of the available oil is secured." This is a live question to the writer. A couple of years ago he had some wells drilled and found the conditions comparable with sands A and D of Fig. 1 with B and C left out; but nothing in the paper, so far as can be found, indicates how this water encroachment is or can be checked or directed particularly under the High heads named.

Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead & Smelting Go., in Platterille, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Heat content and entropy data at high temperatures were obtained for cuprous oxide (Cu2O) and cupric oxide (CuO). Experimental results and smooth values are reported. Equations are given for heat content increments and heat capacities above 2980 K. Low-temperature heat capacity data were obtained for cuprous oxide. Evaluation of the 2980 K entropy gave, S°298.15(Cu2O) = 22.08 ± 0.10 cal/deg mole. Heat of formation values were determined for cuprous and cupric oxides. The values are: AH°298.15(Cu2O) = -40,830 ± 300 cal/mole, and AH°298.15(CuO) = -37,230 ± 150 cal/mole.

The 23d annual survey of the peat industry by the Bureau of Mines, United States Department of the Interior, revealed that 75 producers in 17 States re-ported commercial production of peat in 1956. Forty-seven producers reported humus production, 19 reported reed-sedge peat, 17 reported moss peat, and 1 reported muck. This total exceeds the number of active operations, but several producers reported recovering more than one type of peat. Fifty-five percent of the total production was reported as peat humus, 30 percent as reed-sedge peat, and 15 percent as moss peat. A negligible amount was reported as other types. More than one-fourth of the total output was raw peat with no preparation, other than having been air-dried. The remainder consisted of processed peat prepared for use by cultivation, shredding, or kiln drying.

The purpose of this investigation is to determine the reserves of columbium (niobium) minerals in Arkansas and to develop metallurgical methods for concentrating the minerals and extracting the metal. The columbium resources of central Arkansas were explored by drilling and trenching, and a number of samples were taken. On the basis of this exploration the known reserves of the metal were estimated to be over 78,000,000 pounds. The reserves could possibly be extended by additional exploration to 150,000,000 pounds.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

A spectrophotometric method for the determination of small amounts of copper in tungsten metal powder using the principle of solvent extraction has been developed by the Federal Bureau of Mines. The metallic sample is dissolved in hydrogen peroxide, tartaric acid added, the pH adjusted, and the excess peroxide destroyed by boiling. Copper is reduced to the cuprous state, and the reagent neocuproine (2,9-dimethy1-1,10-phenanthroline) is added to form a colored complex with the copper. This colored complex is then extracted into chloroform and the absorbance of the separated chloroform layer measured on a spectrophotometer. Copper contents as low as 1 p.p.m. (parts per million) can be determined. The method is limited to finely divided tungsten powder. The interest of the Bureau of Mines in developing more sensitive methods for the determination of trace impurities in high-purity tungsten prompted an investigation of the possibility of using solvent extraction-colorimetric methods. The organic reagents now commercially available make possible many extremely sensitive colorimetric methods for the determination of metallic ions. Extraction of the colored complex into a small volume of organic phase can be used to further increase sensitivity (4) .4/ This general approach has the added advantage that no special equipment beyond that normally found in an analytical laboratory is required.

INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model

Storm King Mines began with the concept that the resource potential of thick and steeply pitching seams of the Grand Hogback region of Colorado could be mined profitably. Two large tracts of private land (fee coal) were acquired; approximately 23.8 km2 near Glenwood and 16.2 km2 near Meeker. Figure 1. Although both properties have substantial coal reserves, one has several distinct advantages in developing a competitive mining operation. Table 1 illustrates these advantages. Among the most important considerations from an economical point of view are proximity to railroad, highway, labor force, quality of coal, seam thickness, and source of water. As can be seen, Storm King Mines' property is adjacent to the main line of the D & RGW Railroad, 1-70, and the Colorado River. The cities of New Castle, Glenwood Springs, Silt, Rifle, Carbondale, and Parachute are within short commuting distances and have available skilled labor.

Rigid inclusions were used to support roadway fills and mechanically stabilized earth (MSE) walls for the South Capitol Street Corridor project. The first phase of this two-phase, nearly $1 billion project will include the replacement of the Frederick Douglass Memorial Bridge, including two approach ovals east and west of the Anacostia River, the replacement of the I-295/Suitland Parkway Interchange, and the construction of several traffic ramps. The bridge itself carries over 70,000 drivers daily and is expected to open in 2021. Ground improvement is required over a portion of the project footprint. Within the ground improvement area, the construction includes MSE walls up to 35 feet high and embankment fills up to 28 feet for which CMC rigid inclusions (RIs) were used to mitigate settlement and stability. The proposed construction runs over multiple old, in-service utilities that the project requirements indicate could not tolerate any stress or settlement due to the construction. As such, solutions that spanned the utilities were required. A concrete slab of varying thickness was used to span a fragile 108-inch-diameter sewer pipeline and 48- inch-square-precast-concrete box beams were used to span twin utilities that were buried just a few feet below current working grades on site. Unreinforced RIs were used to support these structures. The center to center spacing of the RIs perpendicular to the pipe run was 26.5 ft for the concrete slab and 62 feet for the precast--concrete box beams. The axial forces on the RIs were up to 267 kips. The RIs were not structurally connected to the slab or box beams. A single-element load test was performed to confirm the load-carrying capacity of the RIs. This paper will focus on the utility protection slab over the twin utilities and provide an overview of the design of the structural and geotechnical solutions and will present the results of the load test performed. INTRODUCTION The new Frederick Douglass Memorial Bridge (FDM Bridge) and reconstruction of the Suitland Parkway/ I-295 interchange (South Capitol Project) is a part of the Anacostia Waterfront Initiative (AWI) Program, whose goal is to transform the shores of the Anacostia River. The existing FDM Bridge is approximately 70-years old and has been classified as “functionally obsolete”. The completed South Capitol Project will improve the multi-modal transportation options, increase pedestrian and vehicular safety and provide additional green space. The proposed FDM Bridge, a rendering of which is shown in Fig. 1, is designed to become a landmark bridge in the Washington, D.C. area.
