Methods of accounting for the feed size in analyzing the size distribution shift during comminution have been discussed in a number of papers.1,2,3 Based on experiments which charles2 performed with single Pyrex specimens, Schuhmann4 pointed out that the size modulus of an assembly of particles should be determined by the energy expended per unit volume (or mass), independent of the size of particle being comminuted. In this same paper, Schuhmann derived the Charles energy-size reduction relationship by considering that complex comminution operations can be considered to be the summation of many individual comminution events, each of which must be governed by Were 6wi is the mass of a particle receiving the impact, 6Ei is the energy delivered to the particle, ki is the size modulus of the product resulting from the impact, a is the distribution modulus of the assembly of particles, and A is a constant. Recent experiments on the compression loading of Pyrex spheres ranging in size from 1/8 to l-in. diam have shown that the size modulus of the fragments is determined by the strain energy at fracture per unit mass, independent of sphere diameter.' The objective of the present investigation has been to determine experimentally whether the size distribution of the product from such a complex comminution process as rod milling is determined only by the energy expended per unit mass independent of feed size. Samples of each Tyler sieve fraction ranging from 4x6 to 48x65 mesh were prepared from crushed Brazilian quartz crystals. One kilogram of each fraction was ground at 60 pct solids in an 8x9 1/4-in. mill containing 17.5 kg of rods (26 rods, 5/8-in.; 10 rods, 3/4-in.; and 5 rods, 7/8-in. diam). In each test, the mill was run at 77 rpm for 15 min. Size distributions were determined by a wet-dry sieving technique. Table I presents the size distribution of the products obtained by grinding each of the size fractions. Because the size distributions are so nearly alike, they are plotted in Fig. 1 by shifting each size distribution for the different feed sizes one screen fraction to the right. Thus, the lowest point in each size distribution represents 400 mesh and each of the other sieve sizes must be shifted accordingly. Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it

IN examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found apiece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstättian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). The final 26 tables of this chapter, tables 25-50, extend and expand the statistical series on production that was started in the 1963 edition of the "Area Reports: International" volume of the "Minerals Yearbook" and that was subsequently updated and expanded in the 1965 and 1967-89 editions. Continuing the practice started in 1989, a column has been included in each of these tables providing a 5-year average for 1986-90, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1990. With the inclusion of silver and uranium in the 1988 edition of this chapter, this group of tables now includes each of the crude minerals that ranked from 1st to 19th in 1983 terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93% of the estimated value of world crude mineral production in 1983. In addition, world output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-are included because of their significance as products.

There is a difference of opinion among engineers on the subject of depreciation in general, and still more on its application to any given case The committee which was appointed by the American Society of Civil Engineers to make a report on Valuation of Public Utilities, states "There is no subject connected with valuation about which there are more diverse views than those relating to depreciation;" and in the discussion which took place upon the presentation of the preliminary report of this committee in January, 1914, that part of the report dealing with depreciation called forth more discussion than any other. From this discussion it was evident that the word "depreciation" was not always used in the same sense, so it is quite important that some definition be adopted. As this paper relates to the proper method of treating depreciation by corporations or individuals operating oil properties, both of which must make a return of annual net income to the government in connection with the income tax, it will be in order to adopt the definition of the Internal Revenue Bureau. Under date of Mar. 29, 1910, the Commissioner of Internal Revenue of the Treasury Department stated "Deduction on account of depreciation of property must be based on lifetime of property, its cost, value and use." Again, on Form 1035, "Return of Annual Net Income" for miscellaneous corporations (Section 2, Act of Congress approved Oct. 3, 1913), a deduction from gross income is allowed for "Total amount of depreciation for the year." This item is defined more particularly as follows: "The amount claimed under Item No. 5 (b) for depreciation should be such an amount as measures the loss which the corporation actually sustains during the year in the value of buildings, machinery, and such other property as is subject to depreciation on account of wear and tear, exhaustion, or obsolescence. The amount taken credit for on this account in order to be allowable should be so entered on the books as to constitute a liability against the assets of the corporation. The amount claimed under this item should not cover losses in the value of stocks and bonds. Decrease in the book value of securities owned, so far as such decrease represents a decline in the actual value of such securities, should be deducted under item 5 (a) of the return. (written discussion *).-The writer would first call attention to the fact that the mid-Continent field was credited from 1900 to 1915 with a production of about 641,000,000 bbl. of oil with-out any burdensome water troubles being reported. In fact, the authors say the conditions were not acute until about two years ago when the unusual conditions in the deeper oil fields were first encountered. The writer disclaims any personal knowledge of the district mentioned but, from the experience he has gained in directing drilling in various fields by both the cable-tool and the rotary methods and also in plugging and cementing wells, he fails to see how the analysis of water trouble given in the paper under discussion could be of any practical assistance in solving the problems so vaguely outlined. Possibly it might induce academic discussion, if not limited to practical operating conditions. A recent bulletin of the Bureau of Mines gives definite and practical statements that can be easily understood by one skilled in the art of drilling wells and heading off water troubles. From an operating standpoint subsurface knowledge must be based on logs of completed wells. Absolutely no one can have such knowledge as that indicated in Fig. 1 of the paper in question without drilling wells, and no one can question such facts when disclosed by the drill. Under classification of water the paper states "This water (primary) cannot be exhausted from the sands, but its encroachment can often be checked and so directed that wells need not be abandoned, until most of the available oil is secured." This is a live question to the writer. A couple of years ago he had some wells drilled and found the conditions comparable with sands A and D of Fig. 1 with B and C left out; but nothing in the paper, so far as can be found, indicates how this water encroachment is or can be checked or directed particularly under the High heads named.

Electrostatic separation of ores in its present form is generally known as the Huff process, from the name of Charles H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead & Smelting Go., in Platterille, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. The subject of transverse fissures in steel rails has been discussed very thoroughly in recent years from various points of view and the final opinions expressed may be roughly classified into two groups: That these fissures are the result merely of fatigue of the steel and are independent of the quality of the metal. That the quality of the metal and the mill practice must have something to do with them. The first point of view was most ably and logically presented by J. E. Howard,' and in the discussion of this paper, as well as in several other preceding publications, Dr. P. H. Dudley, Consulting Engineer of the New York Central Lines, has strongly defended the other opinion.2 The steel makers of the country have naturally rallied under Mr. Howard's banner, hoping to place the entire blame for these failures upon the railroads with their high wheel-loads, hard steel, heavy traffic, and sometimes inferior road-bed; while the railroad men, on the other hand, have been busy accumulating statistics and records in the effort to find an actual reason in the rails themselves that would account for the seemingly haphazard occurrence of transverse fissures under varying conditions and at widely separated points. The view that these fissures were due merely to normal fatigue under alternating stresses seemed most reasonable to the writer until quite recently, because from work done in this laboratory, as well as the work of other investigators, of the problem, no structural differences, in the vast majority of cases, were found between metal at the nuclei of transverse fissures and metal at similar positions in the same rails or in other rails that had not developed fissures. The Bureau of Mines conducted studies on four makes of Japanese automobiles, three 1981 and one 1982 model years, received from three manufacturers to determine if their materials composition would present problems to the current technology used to process junk automobiles for metal recovery. One of each make of automobile was hand-dismantled to determine the materials composition. In addition, two nearly identical automobiles of each make were shredded at a commercial operation where all metal products and rejects were collected for analysis to determine metal and nonmetal distribution. The average weight of the four automobiles to be dismantled, less batteries, tools, and fluids, was 1,938.3 lb. The weight was distributed as 1,472.9 lb. ferrous and 115.6 lb nonferrous metals, 275.2 lb combustibles, 72.3 lb noncombustibles, and 2.3 lb electrical components. The dismantled automobiles, less gas tanks, fluids, tools, wheels, tires, and batteries, which were all removed from the automobiles that were shredded, contained an average of 1,389.1 lb ferrous and 101.6 lb nonferrous metals, 305.7 lb nonmetals, and 2.3 lb electrical components. In comparison, materials collected from the shredded automobiles averaged 1,304 lb ferrous metals, 80 lb nonferrous metals, and 341 lb landfill materials. There were no materials used in the manufacture of the late model Japanese automobiles that should present handling or processing problems to the steelmaking or secondary metal recyclers.

Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to 'natural' leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.

INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model

Since December 10, 1945, the Mount Weather Branch, Mining Division, Bureau of Mines, has been maintaining detailed performance and cost records on the diamond coring bits used throughout the United States by the Bureau of Mince. Figure 1 is a copy of a typical master record sheet showing the scope and type of information recorded for each bit. It is the intention of the Bureau of Mines to issue analytical reports covering the effects of diamond size and quality on the cost of core drilling in different rocks as the information on a significant number of bits used in any one type of rock is accumulated. This report is the first of such a proposed series and is based on the diamond loss and bit costs incurred in the use of 539 AX bits in coring operations on 10 different projects involving 6,097 feet of drilling in gneiss. The 10 projects were located in New York, Pennsylvania, and New Jersey (fig. 2). As a result of the information accumulated on the use of diamond-coring bits in drilling in gneiss, it has been found that the type of bit, the matrix, the percent of core recovered, and the size and quality of diamonds used have a definite effect on the cost of bits per foot drilled.

Previously published experimental data showing that both collectable and non-collectable sulfide films may be formed on chrysocolla were analysed, and chemical mechanisms were proposed for the formation of the films. A special technique was developed by which the quantity of sulfur adsorbed was determined for samples sulfidized under different conditions of pH and soluble sulfide concentration. The data on sulfur adsorption were used together with the expression for the equilibrium constant for the proposed reaction to indicate the validity of the chemical mechanism theory. A recent paper 1 about contact angle studies on chrysocolla reported the effects of pH value and sodium sulfide concentration during sulfidization upon the character of the surfaces produced. In each experiment the surface of a specimen of chrysocolla was prepared by grinding it with fine abrasive and washing it in tap water. The specimen was then placed in the sulfidizing solution for 10 min, rinsed in tap water, treated for 15 min in a solution containing 30 mg of potassium amyl xanthate per liter, rinsed in distilled water, and tested for air adhesion in a contact angle apparatus. The results, when plotted as in Fig. 1, showed an island representing conditions giving air adherent or collectable surfaces surrounded by conditions giving non-collectable surfaces. Particular interest may be attached to the region of non-collectability to the right of and above the island in Fig. 1, and to the boundry curve separating these two regions. It is apparent that at any pH from 4.0 to 6.0, where a collectable surface may be produced, a sufficient increase in the sulfide concentration results in a non-collectable surface. Thus it appears that too much soluble sulfide has a depressing effect upon the mineral, just as it has in sulfide flotation. This paper presents some speculations regarding the chemical mechanisms by which the collectable and non-collectable sulfide films may be formed and reports on a physical-chemical study intended to support these speculations. THEORETICAL CONSIDERATIONS The experimental results presented in the previous paper were analysed in several ways in an attempt to understand better the chemical mechanisms involved. For several points on the boundary to the right of the region of contact in Fig. 1, molar concentrations of H+, OH-, HS-, and S= ions, as well as various ion concentration products, were calculated. In spite of advances in measurement techniques and an explosive increase in the volume of research, our understanding of human strength remains in its introductory stages. It is clear that muscle strength is a highly complex and variable function that depends on a large number of factors. It is not surprising, therefore, that large differences in strength exist not only between individuals, but even within the same individual tested repeatedly on a given piece of equipment. The issue is compounded by the fact that correlations of strength among different muscle groups in the same individual are generally low, and tests of isometric strength do not necessarily reflect the strength an individual might exhibit in a dynamic test. As a result of these and other influences, great care needs to be exercised in designing, evaluating, reporting, and interpreting muscular strength assessments. Traditionally, tests of muscular strength were in the domain of the orthopaedist, physical therapist, and exercise physiologist. Such tests are also an important tool for the ergonomist, however, because of the high strength demands on workers in manual materials-handling tasks. In some cases, task demands may approach or even exceed the strength that an individual is voluntarily willing to exert in a test of strength. In such cases, evidence suggests that the likelihood of injury is significantly greater than when the task demands lie well within an individual's strength capacity. Because the relationship among strength capabilities, job demands, and musculoskeletal injury has been established, it is apparent that tests of muscular strength may benefit the ergonomist both in designing jobs and in ensuring that individuals have sufficient strength to safely perform physically demanding jobs. Several strength assessment techniques have been employed for these purposes, each possessing unique characteristics and applicability to job design and worker selection procedures. Our main purpose has been to elucidate these strengths and weaknesses, so that tests of strength may be properly applied in designing jobs and selecting workers. One of the crucial points we have emphasized is that any test of strength used in job design or worker selection must be directly related to the demands of the job.(1) For example, if an occupational lifting task has a high dynamic component, a test of isometric strength is not likely to provide the data necessary for proper design of the job. Of course, dynamic strength tests would also be misapplied in assessing a job requiring isometric exertions. Another potential pitfall is using tests of strength on isolated muscle groups and assuming that they are indicative of whole-body strength. For example, one might mistakenly assume that dynamic trunk extension strength represents a person's capability to perform a lifting task. However, an individual's lifting capacity may be entirely unrelated to trunk extension strength. It may, instead, be limited by an individual's arm or leg strength, depending on the task being performed. A final point on strength assessment should be made. This paper reviews the chemistry of selenium and its compounds as it applies to the recovery of selenium from electrolytic copper refinery slimes. Based on this chemistry various processes for the extraction and recovery of selenium from refinery slimes are explained and developed. The optimum selenium technology processes is dependent upon many factors including copper refinery location, environmental and regulatory conditions, local markets for selenium or selenium chemicals, and other plant processes. For this reason there is no one best process but rather a variety of useful processes for winning selenium. Those which have demonstrated consistent utility in both ease of recovery and reliability are discussed in more detail. Recovery of selenium by Doré furnacing of slimes is the topic of a separate paper. The companies that have developed selenium extraction technology are not being cited in this paper for the following reasons: o Their current technology may be different o The actual inventor of a process is difficult to credit since many different organizations have pursued parallel inquiries in developing better processes. Finally, some selenium extraction processes have been omitted; not because they are unworthy of consideration but rather due to limitations of space.
