Para comprender la necesidad del cobre en Chile, es necesario conocer el significado del mineral en la formación socio-política de dicho país. Por ello, el presente trabajo refiere la importancia de producción cuprífera en la economía del país sureño a través de la implementación de un programa basado no solo en el aumento de producción del mineral, sino en la participación del Estado y de la integración de la industria. Asimismo, se realizaron tres programas que complementen esta política de desarrollo. El primero, buscó la expansión del mineral y su inversión, el segundo, se basaba en la implicancia del Estado en la propiedad de las empresas productora y el tercero estriba en la integración de la industria del cobre a la minería nacional y así generar una mejor calidad del mineral mismo. Paralelamente a estos programas se desarrollaron programas de expansión de la pequeña y gran minería, asi como reforzar los patrones de chilenización a la nacionalización en la minería.

Monitoring and control of conventional industrial wet grinding circuits is conceptually straightforward. However, since production objectives and operating constraints can vary widely from plant to plant, there is probably no single overall grinding circuit control strategy which is "best" in all cases; in-variably some compromise is necessary between performance desired under ideal conditions and performance achievable in practice. The recent advent of relatively low cost, reliable, high speed small computer systems is revolutionizing daily operations in increasing numbers of metallurgical processing plants. Of special power and capability is a hierarchical computer network like that currently in use at the Pinto Valley Operations of the Cities Service Company. Several satellite processors for key plant areas communicate with a master computer operating under a powerful multitasking real-time operating system. Hardware and software structure is such that downtime on one of the processors -including the master -does not have a major impact on overall system operation. Admittedly, the powerful, core efficient table driven satellite software, which handles process/computer communication, calculation of nonmeasured process variables, and basic Direct Digital Control functions, is difficult to modify. However, important high level process monitoring, report preparation, graphic display, and supervisory control functions -including economic optimization -can be implemented by project engineers at the plant site. Thus, for example, new control strategies can be quickly examined and rapidly evaluated. Such computer monitoring capability also permits use of short duration process pulse tests for approximate dynamic modeling and rapid calculation of controller tuning constants for single loop dominant systems. Following a brief back-ground discussion of the Pinto Valley Project, we present some of the more interesting results and conclusions of our work over the past year.

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. The textures of the ores, the fine mineral intergrowths, the complex distribution of the deleterious minor elements, and the low base metal contents in some ore types, pose many technological problems to the beneficiation of the volcanogenic massive sulphides occurring in the Iberian Pyrite Belt. In particular fine intergrowths of the base metal sulphides with pyrite impose extremely fine liberation sizes (Kao=15 to 25um). The mineralogical, textural and metallogenic studies have provided an understanding of the distribution of vertical and lateral metal zoning in the ore bodies. Mapping of the ore types, carried out by mine geologists, and the metal zoning patterns computed from data base have shown that ore types are distributed as ore lenses, and that vertical and lateral base metal zoning exists in several orebodies. Since ore processing efficiency is affected by ore textures, and because the same mineral often shows different textural features, a relationship between the textures of the feed ores and those of the middlings must be established for all ore types defined at the deposit scale. For supplying, on time, the information needed for the optimization of the concentration processes, empirical methods of determining the mineralogical and textural characteristics of the several ore types have been developed.

This paper is one of a series being prepared by the United States Bureau of Mines describing gypsum mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation so that there may be no misunderstanding of the scope of the cost tabulation. This paper deals specifically with the mining and crushing methods employed by Victor Plaster, Inc., Victor, Ontario County, N. Y. The maximum annual production capacity of this company is 150,000 tons of crushed gypsum. The methods and practices employed arc typical of those followed in the gypsum mines in western New York State. The shaft is, perhaps, the deepest and the thickness of the gypsum mined is above the average for the section.

"A general review of major problems concerning mathematical modelling of roof bolting problem is given. A mathematical model (MM) of interactive set Bolt - Resin - Rock and its discretization based on the Finite Element Method (FEM) is developed to calculate numerically course of displacement, stress and strain fields in this set. This new MM enables to get also course of the normal and tangential components of contact stress vector, normal displacement and then mutual tangential slip at the bolt - resin and resin - rock interfaces, respectively.Behavior of system on all interfaces is modelled in the MM as a ""unilateral contact"" governed by so called non-classical boundary condition of Signorini's type including Coulomb's law of friction between resin and rock, and ""a given friction"" law between bolt and resin (see Duvaut, Lions (1972) for mathematical formulation).Numerical example and some values of resulting stresses are shown and remarks on necessary and sufficient conditions for solvability of the problem are also given.IntroductionAs is well known roof bolting has become the primary support system in almost all underground coal mines. But the ""theoretical"" design criteria for roof bolt patterns are rather problematic because: "" ... real mechanisms by which the roof bolts reinforce the immediate roof of underground coal mine entry are still relatively unknown"", see Peng (1986).The aim of this contribution is to present brief description of fundamentals of mathematical theory (see Hlavacek et al., 1988) which could be, according to our opinion and knowledge, very helpful for numerical modelling of a such type of problems. THIS is a contribution for the proposed new discussion on the physics of steel. The former discussion on the subject started with the consideration of five papers presented at the Chicago meeting in 1893, and continued for several years. The Suggested Lines of Discussion, prepared by Doctor Howe, covered a wide field and added greatly to the success of the work. Naturally, the first step in a new discussion will be to remodel and bring up to date the old Suggested Lines of Discussion so as to embody all the important advances in the metallurgy of steel that have a bearing on the physics of steel and keep the papers and discussions within the field of work undertaken. This paper will be devoted to the practical application, in rolling steel, of the effects of carbon, phosphorus, and manganese on its tensile strength, with some suggestions on further research work. Dr. J. E. Stead, in his paper Influence of Some Elements on the Mechanical Properties of Steel,1 gave a complete review of all that had been done during the past thirty years. He gave full credit to all investigators who worked on these lines, also their results, with his views on same, and in many cases his own results. All of this data and much new valuable information were put in convenient shape for reference and study. To do this required a great deal of work, which is fully appreciated by the steel manufacturers and investigators. The variations in the values given by the different investigators for the increase of the tensile strength of steel for each 0.01 per cent. of carbon, phosphorus, and manganese were largely due to the steels they worked on, the large or small variations in the amount of the elements present, and the omission to take into consideration all the factors, from the blast furnace through to finished rolled material, that affect the character of the steel. For instance, a poorly made dirty steel requires considerably more carbon to give the same ultimate strength than a well-made clean steel with the same phosphorus and manganese content.

Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. The current financial climate has given rise to fears that falling mineral prices and tight credit will force mining companies to cut back on production and new project development in a bid to cut costs and conserve cash. However, a prolonged squeeze on global supply can have only one result: a massive and potentially explosive demand for metals in the not-too-distant future. A resurgent global economy will also generate dramatic new demand for oil and energy, with a return to higher oil prices likely. How then should the mining industry plan for the future? In-pit crushing and conveying (IPCC) could lead the way as a partial or complete substitute for trucks. In 13 of 15 studies undertaken by Sandvik and Snowden, comparing IPCC with truck-optimised pit designs, IPCC generated operating savings ranging from US$0.18 to US$0.82 per tonne moved, compared to trucks. Trucks have higher operating, maintenance and energy costs than conveyors. New emission standards on diesel engines may make them more emission friendly but less efficient in terms of energy usage. With far more efficient energy use and cheaper operating costs per tonne moved than trucks, conveying offers an attractive alternative for the bad times ahead and into the apparent energy depleted future. When evaluating alternatives, a reasonable first step would be to conduct a scoping level study which analyses the differences in capital and operating costs between a truck and shovel operation and an IPCC solution. The study can also determine what type of IPCC is best suited to the particular mining application. The results can then be used to decide whether a more detailed study is justifiable. IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations. Sandvik (as an OEM with a full suite of IPCC equipment) can undertake these studies in ten working days in conjunction with Snowden or any other independent mine planner who knows how to schedule for IPCC. Because most mining industry personnel have been æborn and bredÆ on trucks and shovels û this paper focuses on some of the practical considerations necessary to make IPCC systems work that the Sandvik Technical Services Group has encountered during these studies.

The following is a case study of how LuckStone Corporation improved their blast monitoring and documentation program. A number of resources already at their disposal have been utilized to improve the body of data collected from each blast. The tools being used include GPS, aerial photos, and a user-friendly push button format excel spreadsheet. The data collected include product by product records of materials used, distances to all concerned neighbors, seismograph data, etc: The spreadsheet has been designed to perform an ongoing analysis of blasting trends. The program has been carried out at a corporate level and is in use by blasters at each location. This paper addresses the advantages and drawbacks of this program. It also addresses the ways in which the various tools were integrated, Discussed as well is the need for simplicity when bringing “new” technology to the field and the steps taken in familiarizing the end user to changes.

This report presents the results of the Bureau of Mines' twenty-first semiannual survey of motor gasoline marketed in the United States. The 12 cities in which samples were collected have teen chosen as representative of the more important marketing territories, as it is obviously impractical to obtain a sample of every gasoline sold in the entire country. The survey reveals that the motor gasoline which is being marketed in the United States this winter is decidedly more volatile than that sold a year ago. Samples from all cities show a decided improvement in volatility except those from Laramie, Wyo., which show a small decrease in volatility.

Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the length of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel per day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel per day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. A calculation method has been developed for carbonated water flooding. This method takes into account the effects of oil viscosity reduction and oil swelling, due to carbon dioxide transferred to the reservoir oil from the carbonated flood water. It shows the effect of changes in carbonation pressure and carbonated water slug size. The method is based on a Buckley-Leverett-type linear flow model. The mathematical approach is similar to that developed by Welge, et al, for enriched gas drives. However, it contains a very important advance over the previous papers in its solution to the problem of injection of a "slug" of carbonated water rather than continuous injection of fluid of constant composition. The method also shows the chromatographic nature of the transport of Co 2 in a carbonated water flood. Sample calculations indicate that viscosity reduction is the most important source of incremental oil recovery. Swelling contributes to a lesser extent. Raising the carbonation pressure increases recovery, but this effect diminishes as pressure is increased. increasing the slug size also increases recovery, but again this effect diminishes as slug size is increased. INTRODUCTION In recent years there has been considerable interest in carbonated water flooding as a secondary recovery method. Several carbonated waterflood field tests are now in progress.1'3 Yet there is no published method for predicting the results of a carbonated water flood. This paper presents a method for predicting the oil recovery for ; carbonated water flood. In a carbonated water flood. a carbonated water slug is injected into the reservoir. Then this slug is driven forward by injecting plain water behind it. The field operator must choose the carbonated water slug size and the CO2:water ratio in the slug. The calculation method presented here shows the effects of both slug size and CO2:water ratio on oil recovery. The calculation assumes that the addition of carbon dioxide to flood water increases the oil recovery by two mechanisms: 1. Carbon dioxide transfers from the flood water to the oil, thereby reducing the viscosity of the oil. At the lower viscosity, the oil flows more readily and is more easily swept out by flood water. 2. The carbon dioxide which transfers to the oil phase causes the oil phase to swell. Assume that the residual oil saturation (volume per cent of pore space) is the same whether the oil is carbonated or not. Then the same volume will contain less stock tank oil if it is carbonated, due to oil swelling. The plain water driving the carbonated water slug forward will strip the CO2 out of this residual oil., causing this oil to shrink. This swelling-followed-by-shrinking leaves behind a lower residual oil saturation than would have been left behind by a plain water flood. Since some oils swell to almost twice their original volume at reasonable CO2 pressures, this effect may be large. Two additional benefits sometimes claimed for carbonated water flooding are: 1. Adding CO2 to flood water greatly increases the water injectivity in some cases.1 (Injectivity = BPD of water injected/ft of sand x differential bottom-hole pressure, psi.) CO2 forms a weak acid in water; injecting carbonated water is, therefore, somewhat like acid treating. If a formation responds to acid treating, it will probably have a higher injectivity for carbonated water than for plain water. Although the increased injectivity increases the profitability of a carbonated water flood over a plain water flood, it does not change the production curve based on total fluid injected. Therefore, the method presented here does not show any effect of increased injectivity. 2. It is claimed in one patent4 that carbon dioxide will react with some constituents of the oil to form detergents. These detergents are expected to increase the oil recovery. There is little data available to support this idea. The calculation method presented here takes no credit for extra oil recovery due to the formation of any such detergents.

THOSE who dabble in m.ining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the 'trade secrets,' at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge.The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted him. However, making a fortune and running a mine are twodifferent things.

The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. Caland Ore Company Limited, a subsidiary of Inland Steel Company of Chicago, Illinois, leased an iron ore deposit from Steep Rock Iron Mines Limited on January 1, 1953.. This deposit lay underneath a lake and was covered with 161,000,000 cubic yards of Jake bottom material, mainly silt. Removal of this material was done on a contract dredging basis. This contract was divided into a plant phase and an operating phase. The plant phase consisted of supplying two cutter-type suction dredges, each with two booster pumps in the discharge lines. All six pumps were centrifugal, had 36" discharges and were powered by 10,000 horsepower electric motors. Peak demand was 59,157 kilowatts. One hundred and forty miles of steel tower line were built to bring power to the site. The balance of the plant consisted of tugs, 12 miles of discharge line, varying from 36" diameter to 42" diameter and attendant land-based equipment. A number of interesting dams were constructed

During fiscal years 1967-68, the Bureau of Mines produced 185 technical papers and reports about petroleum and oil-shale research, which were published either by the Bureau or by others as referable scientific literature. Numerous other reports were prepared for Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau. Research performed during the reporting period by the Bureau on petroleum, natural gas, and oil shale was classified by 71 active projects. A basic appropriation of $3,575,000 was supplemented by $1,300,000 in fiscal year 1967, and that of $4,043,000 by $1,402,000 in fiscal year 1968, making the appropriated-to-supplemental fund ratios about 2.8 to 1 for fiscal year 1967 and 2.9 to 1 for fiscal year 1968. In fulfillment of the mission of the Bureau, through planned research programs, methods for producing and utilizing petroleum were improved. The continued conservation of this natural resource of petroleum, including crude oil, natural gas, and oil shale, was pursued through research performed by some 350 personnel at two petroleum research centers and two petroleum research laboratories supervised and supported by administrative personnel of the Bureau and the Department of the Interior.
