"A study was undertaken to develop a flowsheet for treating a high grade silver/gold ore body by cyanidation, CCD and Merrill Crowe precipitation, with tailings detoxification to meet stringent limits for cyanide and thiocyanate concentrations in the final discharge. In one of the flowsheets examined, free cyanide in the final leach liquor was recycled to the mill where it was hoped that it might react beneficially with fresh ore to reduce the cyanide makeup by an equivalent amount. However, laboratory results suggested that most of the cyanide recycled to the mill reacted with iron forming a soluble ferrocyanide complex. This would have had a negative impact on cost, not only because the cyanide recycled to the mill could not be claimed as a credit, but also because the presence of ferrocyanide in the final tailings meant copper sulphate had to be added to the SO2/air cyanide detoxification process to precipitate the iron cyanide. In an alternative flowsheet that was examined, recycling of cyanide to the mill was abandoned, and this allowed the milled slurry to be pre-aerated in a single mixing tank before cyanidation. During alkaline pre-aeration, any ferrous ions that are generated in the mill are oxidized to ferric ions, which, unlike ferrous ions, are inert in cyanide solution. This significantly reduced cyanide consumption and lowered costs in the detoxification of the tailings. In this paper, the cost implication of these two circuits is compared.INTRODUCTIONMost of the gold that is produced by hydrometallurgical processes is recovered by cyanide leaching. The reason for that lies in the superior thermodynamic stability of the gold cyanide complex and the favorable economics this confers on the process (Fleming, 2014). However, the gold in most of the gold-bearing ores processed is a very minor component, and therefore, the leaching response is often dominated by that of the host minerals.Many gold ores treated by the cyanidation process contain iron minerals. Cyanide reacts readily with some iron minerals forming ferrocyanide as one of the compounds. Ferrocyanide is stable when solutions are exposed to air and does not retard the dissolution of gold. In fact, it has been claimed that potassium ferrocyanide in the presence of oxygen is a weak solvent for gold (Hedley & Tabachnick, 1958). The main problem with the formation of this compound is the consumption of cyanide. Ferrocyanide contains six molecules of cyanide for each atom of iron {Fe(CN)64-} so the wasteful consumption of cyanide is greatly increased by its presence. Thiocyanate is also often produced during the reaction of certain iron sulphide minerals with cyanide, and contributes to the wasteful consumption of cyanide. In addition, environmental regulations in certain countries demand that thiocyanate be removed from the tailings, and this adds significantly to the cost of tailings treatment."

At some magical point, there is presumably some balance to be struck between legislation which is equitable and unambiguous on the one hand, and at the same time is efficiently complied with and administered. It is becoming increasingly clear that the legislation is not in balance, and that there is a pressing need for some simplification of the income tax rules and regulations especially in areas of critical importance to the resource industries-even though such simplification will likely involve some sacrifice of equity and certainty.Introduction""I would wish that ... the superfluous and tedious statutes were brought into one sum together, and made more plain and short, to the intent that men might better understand them."" Edward VI, King of England 1547-1553.Regal decree notwithstanding, the legislation of most developed nations continues to become more complex, lengthy, and confusing than ever before. Canada's income tax system cannot escape the accusatory finger pointing at examples of this serious problem which plagues all of us today.Although many areas of our tax law could easily warrant some degree of simplification, for those who are involved with this country's resource sector, that horrendous, almost unreadable, part of our tax legislation which deals with resource taxation must be regarded s a prime candidate for simplification. In recent decades, but particularly in the past ten years since tax reform in 1972, budget after budget, both federal and provincial, have amended, massaged, modified, and manipulated the resource tax rules to the point where not only are taxpayers totally lost in their attempts to make some sense of the entanglement of rules, but also the draftsmen themselves acknowledge that the outer limits of complexity are being reached, and that the whole set of rules is on the verge of grinding to a groaning halt under its own weight of nonsense and frustration."

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project's revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with 'its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and from the data developed, to determine: (a) Which coals either as mined or after beneficiation by conventional preparation are chemically suitable under present standards for producing metallurgical coke; (b) Which coals require special and more intensive treatment in preparation than is now practiced; and (c) Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation. This report is one in this county series that describes the preparation characteristics of the coals of Perry County, Ky.

INTRODUCTION. IN a paper read by title at the Washington meeting of the Institute, May, 1905,1 discussed at considerable length the geological relations, node of occurrence, and the genesis of the lead- and zinc-ores of the Virginia-Tennessee region. The present paper treats of the purely economic phases of the zinc-ores of the district; such as methods of mining the ores, their preparation and treatment. The Albemarle county mines and plant were discussed in the paper referred to above, and will not be considered here. METHODS OF MINING. Until very recently the mining of lead- and zinc-ores in Virginia was limited wholly to the surface belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of methods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.-Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;-the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular "chimneys"

This Bureau of Mines publication comprises a compilation of the state of the science in Pacific Ocean manganese nodule mineralogy and elermental composition. The report is divided into three sections: morphology, mineralogy and elemental composition. The nodule morphology section defines what is considered a nodule for the study, and details the external characteristics and internal structure. Nodule mineralogy is discussed in three sections: manganese minerals, iron oxide minerals, and accessory minerals. The major manganese minerals discussed are todorokite, birnessite, and vernadite. The iron oxide minerals are less well known and include feroxyhyte, goethite, and lepidocrocite. Accessory minerals present include quartz, clays, and other silicates and nonsilicates. A discussion on moisture content is also included. The elemental composition section presents data on 74 elements occurring as cations or anions. Summary data, histograms, and interelement correlation coefficients are presented. The elements are grouped as follows: major and minor elements of potential economic interest (8), other major and minor elements (9), elements of environmental interest (8), rare-earth elements (15), precious-metal-group elements (6), radioactive elements (3), other trace elements (17), and anion-forming elements (8). Cross sectional determinations of Ni, Cu, Zn, Co, Pb, Fe, Ce, and Ba are given for a single nodule to show the general tendency of different growth patterns within a nodule because of different element associations and composition.

Fluorescence is of growing interest to the mineral industry because certain minerals may be detected thereby and because, as shown in figure 1,4/ many minerals (natural or synthetic) are needed in tubes and lamps. The use of fluorescent lighting is expanding, and large numbers of lamps of many sizes and shapes are being made and used in works, factories, stores, offices, homes, and in photography. Fluorescent tubes, as distinguished from clear tubes filled with neon, argon, or other rare gases through which a current of electricity passes, fluoresce owing to specially, selected and prepared minerals placed in the tubes. Luminous chemicals and paints also contain special minerals and are used in similar applications; therefore, these also will be considered in this report. Although the quantity of minerals (in tons) that are used for fluorescent purposes is small, and probably will continue to be so, this use is significant because it exemplifies a requirement for "pure" minerals in which a trace of contaminant as" minute" as one part in ten million may distinguish between the acceptance or rejection of a particular material. This extreme purity makes synthetic minerals almost essential, and natural mineral's are now little used.

The Pueblo Viejo Mine, a 7, 250 mtpd (8,000 stpd) gold-silver cyanidation plant built by Rosario Dominicana S. A., was described in Volume I of this monograph. At the time of writing that volume, Pueblo Viejo had not yet gone on-stream and operating data or costs could not be presented. Since that time this information has been obtained and several interesting modifications and an expansion have been made to the plant. Because Pueblo Viejo is the largest open-pit gold mine in the world and one of the world's leading gold-silver operations with production of approximately 31 kg (1,000 oz) gold and 125 to 155 kg (4,000 to 5, 000 oz) silver per day, the authors have updated the previous data and flow sheet. The Dominican Government, which held a 4670 interest in Rosario Dominicana S. A., completed purchase of the mine to gain full control in 1979. Rosario Resources will continue to manage the mine, at least until the end of 1980. Gold was produced at Pueblo Viejo almost 500 years ago with initial production in the year 1505. Rosario Resources became interested in the property in 1969 and found surface oxidation had rendered the upper portion of the ore body amenable to direct cyanide treatment. The treatment of the underlying gold-bearing sulfide zone is still undergoing metallurgical studies. The ore is considered to be a laterite; and because there appeared to be few boulders in the ore zone, only a 400 m (16 in. ) square grizzly was initially installed ahead of the mills when the plant went on-stream in late 1974 at a design capacity of 7,250 mtpd (8,000 stpd). Operation also proved the ore to be harder than was originally anticipated. During 1967 a 1. 25 m by 1. 5 m (48 in. by 60 in. ) jaw crusher was installed to -feed the 1, 000 mt (1, 100 st) mill bin. Minus 200 mm (8 in.) crushed ore is fed directly to two 5.5 m by 1. 8 m (18 ft by 6 ft) semi-autogenous mills re-powered with 750 km (1,000 hp) motors and 50 mm (2 in.) grates. Each mill product is screened at 13 mm (1 /2 in.) by a vibrating screen. Screen oversize from each mill is combined on a single return belt equipped with a magnetic head pulley for grinding ball removal. The non-magnetic oversize is then split into two fractions for return to the primary mills. Originally, a minus 6 mm (1/4 in ) product was made on each screen and fed to a 300 kw (400 hp) 2.6 m by 3. 7 m (8-1/2 ft by 12 ft) regrind mill. The process of crushing ore in cyanide solution was first used at the Crown mine, New Zealand, in 1897, by Mr. F. R. W. Daw; and, two years later, Mr. John Hinton tried it experimentally at the old Dakota plant, Central City, South Dakota. To Mr. Hinton belongs the credit of introducing this important modification in the Black Hills, this being its first successful application in the U. S., and its results have been so satisfactory that it has become established as the proper manner in which to treat the dense oxidized siliceous ores of this district. Five mills are now crushing ore in cyanide solution, namely, the Horseshoe, 120 stamps (60 in operation); the Dakota, 30 stamps; the Maitland, 40 stamps; the Hidden Fortune, 60 stamps; the Lundberg, Dorr & Wilson, one 6-ft. Monadnock roller-mill; and several others intend to adopt this practice. The dry-crushing process still holds its place for the treatment of the more porous and open siliceous ores; and two mills continue to dry-crush dense siliceous ores. Character of the Ores. The occurrence of the ores of the Cambrian strata in the northern Black Hills has been frequently described.' In practice they are classified, according to their appearance, into " red " and " blue " ores, the former being oxidized and the latter unoxidized. At the present time, usually the red ores only are treated at the mills, although occasionally small quantities of blue ore, which have become intimately mixed with the red in mining, are included. Generally the extraction of values by the direct treatment of raw ore is from 70 to 75 per cent. for red ores, and from 25 to 50 per cent. for blue ores. "INTRODUCTION For many years protective grounding of electrical equipment has been advocated as a means of safeguarding equipment against damage and of minimizing shock hazards to persons. Several codes are in effect covering in considerable detail the items to be observed in obtaining effective grounding in and about industrial plants. Although the coal-mining industry does not have a comprehensive code of its own covering the grounding of electrical installations, a number of States and individual coal-mining companies have issued codes, standards, or rules that include certain requirements with reference to grounding. As early as 1916, 4/ and again more recently, 5/ the Bureau of Mines recommended grounding, particularly as a means of preventing shock to men working on or around electrical equipment.It is common knowledge among electrical engineers of public utility and mining companies that connecting a wire from the frame of a machine to a rod or pipe driven into the earth does not necessarily assure desired protection of surface equipment. In fact, it has often been found necessary to use several interconnected rods and to treat the surrounding earth with salt or other chemicals before the connection to earth would have sufficiently low resistance to give satisfactory results. Even these expedients have not produced the desired results in some localities. It has also been found that ground connections initially having a low resistance may attain high resistance during some seasons of the year. In spite of such difficulties with surface equipment, it has sometimes been assumed that a mining machine resting on the floor in a coal mine is grounded by virtue of its contact with that floor. It has also been assumed by persons endeavoring to comply with grounding requirements that a peg or rod driven into the mine floor would provide a sufficiently low-resistance contact with the earth to be satisfactory as an electrode for connecting the grounding wire from frames of equipment. That both assumptions may be wholly untrustworthy has been proved by the authors in actual tests with underground machinery."

The continuous balling? operation whereby a moist particulate mass is tumbled in a horizontal revolving drum with recirculation of the undersize product can be extremely unstable. Product and recycle rates are subject to wide fluctuations. Although the problem seems to be well-recognized, there is little published information or quantitative data readily available, especially in relation to industrial-scale circuits. Probably the best available published results are in the Russian literature, an illustration of which is given in Figure 1. These data, taken from a study') of some of the factors which influence the stabilization of the pelletizing process, illustrate the wide variations in circulating load and circuit productivity which may be encountered over a period of operation. The problems of balling circuit stability may be traced to random seed or nuclei generation and uncontrolled agglomerate growth. The situation is analogous to that in crystallization processes where (4 considerable attention is given to nucleation control. For the first time in the history of the Venezuelan petroleum industry production exceeded 200 million barrels. The total production for all fields amounted to 205,430,869 bbl., which is more than 9 per cent of the world's 1939 total. This is an increase of over 15 million barrels or 8.0 per cent above the 1938 figure, which, compared with the slightly less than 2 per cent increase of the 1938 figure over 1937, shows the marked activity in Venezuela during the past year. The Maracaibo Lake fields are still the predominating factor in Venezuelan production, showing an increase of approximately 9½ million barrels over last year's figure and accounting for 71.8 per cent of Venezuela's total. Lagunillas continues to hold precedence as a single field, having yielded 47.1 per cent of the accumulative total and 39.4 per cent of 1939's total. This field showed an increase of slightly more than 3½ million barrels over 1938. Tia Juana, the second largest field, attained a record production, increasing its percentage of the Venezuelan total from 23.4 in 1938 to 23.7 in 1939. The La Rosa field, which includes Punta Benitez and Ambrosio, declined from 13.7 to 12.0 per cent; Bachaquero, the southernmost Lake field, which came into regular production at the end of 1938, contributed over 31/3 million barrels. Quiriquire, in eastern Venezuela, ousted La Rosa as the third largest producing field, and, although production increased by 11/3 milliorl barrels, percentage of the total declined from 13.2 to 12.9. Mene Grande, the oldest field, declined from 6.6 per cent in 1938 to 5.9 in 1939. Tem-blador produced for a whole year for the first time and yielded 3,647,867 bbl. The Colon district, in the Maracaibo Lake area, comprising the Tarra-Los Manueles fields, showed slight increases, as also did Cumarebo and Pedernales. Construction of the 16-in. pipe line from Oficina to Puerto La Cruz (Guanta), the longest line of this size in the world, was completed toward the end of the year and this new field in eastern Venezuela started shipping oil in December. "Brazil is among the few countries with potential for developing all sources of renewable forms of energy. In particular, the country is leading the world efforts of substituting petroleum based fuels for biofuels, such as ethanol and biodiesel. Most of the Brazilian petroleum, which has now achieved self sufficiency, is extracted from offshore wells located at the north region of the state of Rio de Janeiro. In view of the future depletion of petroleum, the State University of the Northern Rio de Janeiro (UENF) has created a Center for Alternative Energies (NEAL) to carry out R&D programs on renewable forms of energy. Today, the main project of the NEAL/UENF is a model park for generation of renewable forms of energy. The objective of this work is to present the structural concept of the park and discuss its contribution in terms of scientific, technological, economical and environmental benefitsIntroductionEnergy is presently a key issue in the world agenda for sustained development and environmental protection. It is of common agreement that the existing status of increasing use of fossil fuels, mainly petroleum, natural gas and coal will not only cause depletion of these resources with a consequent elevation in price but also climate changes, especially global warming. In fact, the humankind may be already facing an irreversible situation of climate alterations as well as reduction of conventional sources of energy. The worse predictions foreseen by specialists, still for this coming century, are dramatic disasters due to catastrophic weather in association with a profound energetic crisis. This scenario may, however, be avoided by actions that could effectively tackle the core of the problem. These actions have been suggested and discussed by scientists and leading authorities, especially in international symposia [1-3]. In particular, the Kyoto Protocol proposed goals for reduction of greenhouse gas emissions as well as a mechanism of carbon credits to allow for decreasing CO2 content in the atmosphere without affecting industrial production [3]."

The role of geology in coal exploration, mine planning and mine development has, in the past, been relatively small. The primary reason for this lies in. the simplicity of geologic concepts that were necessary to bring these operations about. These concepts can be briefly stated as follows: 1) coal occurs in the beds or layers and is overlain and underlain by shales, sandstone or limestone in varying porportions, 2) each coal bed has been given a name and certain quality characteristics can often be associated with a named bed and 3) coal beds (and their adjoining rocks) are often folded into broad anticlines or synclines and, in some places, displaced or faulted. In actual practice, however, these simple principles have been found wanting. Thickening, thinning, pinch outs or changes in coal quality occurred but the occurrence was apparently unpredictable and the only real solution to such problems seemed to be practice and experience. This combined with ingeneous engineering solutions have provided answers to most questions. Perhaps a more fundamental reason that geology could offer so little input to coal mining is that the thickest, most persistant and best quality coal seams followed the above stated rules fairly well. In many areas, however, such seams are now nearing exhaustion and the increased demand for clean, non-polluting, safe energy is quickly bringing a need for techniques of exploration and mining procedures that will make development of formerly unminable seams a profitable venture. For the past 20 years some considerable body of knowledge has been added to the framework of the geology of sedimentary rocks and it is the purpose of this paper to present some of these newer ideas that will be useful in solving some of the present problems of coal exploration and development.

"A process sample of old copper-containing tailings (-2.0+0 mm) from an iron-ore plant was tested in TOMS institute in order to develop a process for copper concentrate production. The study of tailings material composition indicated that -0.2+0 mm fraction was efficient and contained 97.26% of copper. Copper is predominantly concentrated in chalcopyrite which is present both in free form and in intergrowth with ore and rock-forming minerals. Study of chalcopyrite using an optical microscope and Qemscan SEM determined that the most grains surface was covered with oxide films. Additionally, a lot of grains had micropores on their surfaces that indicated a partial mineral leaching. The oxide films did not make it possible to float copper minerals from head material. It was recommended to apply an attrition operation to restore chalcopyrite floatability. In order to increase selectivity a regrinding stage for a primary copper concentrate was introduced to obtain P80 26 um. Taking these recommendations into account a flotation flowsheet was developed to process the old Cu-containing tailings. The flowsheet allowed us to obtain a concentrate with 23.5% Cu content at 71.5% recovery.INTRODUCTIONStudy of material composition is an important prerequisite for development of a minerals processing technology. Mineralogical study contributes to search for an efficient technology to recover valuables and for prospective methods of minerals processing.The use of such up-to-date analysis methods and equipment as Qemscan and Mineral-C7 allows one to determine minerals size, liberation degree, and mineral associations. Mineralogical data can reveal reasons for hard processing of minerals prior to development of the process.The advanced process mineralogical methods used to study Cu-bearing pond tailings indicated several factors that influenced development of the process. The first one is a barren size fraction which is to be removed from the process in order to considerably reduce the costs connected with grinding. The second is the presence of films on chalcopyrite surface; in this context, a preliminary attrition of the material was recommended. The third factor is finely disseminated Cu minerals in sulphide and in the rock, which predetermined selection of particle size for flotation. Of the 15 selected non fuel mineral commodities detailed in table 12, only 3 indicated increases in worldwide consumption in 1992. As in 1991, decline in consumption levels of the selected commodities can be attributed to reduced levels of use in the former U.S.S.R. and Eastern Europe. Of the remaining 12 commodities, 2 magnesium and cadmium, stayed relatively the same, while the other 10, including iron and steel, all recorded decreases. Global consumption of iron ore is estimated to have fallen about 3.5 % or about 30 million tons. This is a greater decline than what was estimated for production of iron ore, which is down only 2.7% or nearly 26.5 million tons, suggesting an addition to stocks. The consumption trend for iron and steel has been declining since 1989. This has mainly been due to the continued drops in use in the former U.S.S.R. and Eastern Europe. Even as the European economy begins to turn upward, there may only be a slight increase in consumption of iron, steel, and cement, considering the high cost of construction needed to modernize factories and buildings in Eastern Europe. Many feel that the economies of these countries are limited by the current status of their industries.

The first use of graphite is lost in the mists of time. It was used by primitive man to make drawings on the walls of caves and by the Egyptians to decorate pottery. As early as 1400 A.D. graphite crucibles were being made in the Haffnerzell district of Bavaria. Through the Middle Ages graphite was confused with other minerals, especially galena and molybdenite. Two common names that are still used for the mineral are "Plumbago," meaning leadlike, and "Black Lead." The latter name implied that graphite is either composed of lead or at least contains a large percentage of it. Gessner is credited with having recognized it as a separate mineral in 1565, but its composition was not determined until 1779, when Scheele demonstrated that graphite oxidized to carbon dioxide, thus proving its carbon constitution. In 1789, Werner named it "graphite" from the Greek word "graphein," meaning to write. The United States has long relied on foreign countries for its graphite supplies. This reliance has been due more to the lack of suitable domestic graphites than to any particular preference for buying minerals overseas. Ceylon (now Sri Lanka) graphites were imported as early as 1820, and Madagascar graphites have been imported since the properties on that island were opened up about a hundred years later. Mexico has long supplied the United States with most of its requirements for amorphous graphite. Physical Properties and Classification Graphite is found in laminated, flaky aggregates disseminated in schistose rocks. It also occurs in veins and exhibits a foliated or fibrous structure. Graphite is a black lustrous mineral that crystallizes in the hexagonal system, with rhombohedral symmetry. The crystals have tabular form and are six-sided; the faces are commonly striated. The flakes have perfect basal cleavage and are opaque. When well crystallized, the flakes have a black metallic luster while the amorphous material is black and earthy, with a microcrystalline compactness. The flakes feel greasy. Graphite is an excellent conductor of heat and electricity. It melts at approximately 3500°C and sublimes at about 4500°C. It is combustible in the presence of oxygen between 620° and 670°C, but is stable and chemically inert at ordinary temperatures.
