The Fresnillo unit of the Mexican Corporation, S. A., is situated at the old historic mining town of Fresnillo, Zacatecas, Mexico, 33 miles north of the city of Zacatecas and 750 miles south of El Paso, Tex. It is connected with the Mexican Central Railroad by a broad-gage spur 5.5 miles long, belonging to the company. Fresnillo is surrounded by a broad semi-arid valley on the Mexican plateau at an elevation of 7300 ft. The monotony of the valley is broken by a number of low hills. Near the town of Fresnillo is the " Cerro de Proano," an elliptic-shaped hill of gentle slope, rising out of the plain to a height of 325 ft.; the base has a major axis of 4500ft. and a minor axis of 3000 ft. In this hill is the silver-bearing mineralized zone, which comprises past and present mining operations. (In this paper money values are expressed throughout in American currency and the dry short ton of 2000 lb. is used.) The discovery of ore at Fresnillo is credited to the Spaniards, soon after the conquest of Mexico. There are, however, no authentic records to show the amount of work done by them. In 1832, the State of Zacatecas took possession of the property and operated it. Evidently the rich ore above the horizon of the plain had been fairly well exhausted, as an old record states that thirty shafts were used for unwatering, requiring 300 men and 1500 animals. The cost of pumping alone amounted to $150,000 a year. In spite of the fact that cheap convict labor was used, mining costs were reported as $20 and treatment charges as $20 per ton. In 1835, the state was obliged to seek foreign capital, and a company formed in London secured a controlling interest in the property. This new organization sank two shafts, one 11 by 19 ft. and the other 10 by 15 ft., to unwater the mines and extract ore. Large Cornish pumps were purchased in England and hauled overland from Vera Cruz; engines also were installed to operate the arrastres (grinding mills) in the patio process of ore treatment. Abstract Golden Manitou Mines, Limited, nine miles east of the town of Val d'Or in northwestern Quebec, are presently milling, at the rate of 1,000 tons daily, a relatively complex 3.11-phide ore and producing, in decreasing order of value, zinc, silver, gold, lead, and copper. The products are a zinc concentrate, a silver-lead-copper concentrate, and a silver-gold precipitate from cyanidation. Although several independent pre-production metallurgical investigations into the treatment of the ore were carried out, current practice is different from any of the recommended methods and, while still leaving room for improvement, is considerably more effective than earlier performance. Flow-sheet developments from the commencement of operations in 1942 are dealt with briefly, showing the reasons for making numerous changes, the shortcomings of the various schemes tried, and, finally, covering data pertinent to present-day practice. From the recovery standpoint, silver has presented the greatest difficulty. The writer's association with the Company coincided with the start of production. Characteristics of the Ore The predominant metallic minerals present in the ore, in decreasing order of their abundance, are: pyrite, sphalerite, galena and chalcopyrite, with lesser amounts of argentiferous tennantite-tetrahedrite, arsenopyrite, covellite, bornite, and chalcocite. The sphalerite is mostly light in colour, sometimes colourless, and practically free from combined iron. Some of the sphalerite is very closely associated with minor amounts of pyrite, chalcopyrite, and galena. Pyrie is abundantly disseminated as medium to fine grains; more rarely it is massive and contains occasional grains of sphalerite, galena, and chalcopyrite.

Tonnage oxygen plants are or can be made available in sizes ranging from 150 to 1,000 tons per day. Capital requirements are estimated from $5,400 to $14,700 per daily ton, depending upon size of plant, cycle employed, and purity and discharge pressure of the product. Similarly, operating costs before return on investment will range from $4.80 to $10 per ton. INTRODUCTION Several processes4 5/ that can be used to convert coal to synthetic liquid fuels, synthetic pipeline gas, or hydrogen require high-purity oxygen as one of the basic raw materials. Depending on the and product and its specific use, the oxygen required will be of 95 or 99.5 percent purity. The quantity required, in turn, depends on the process for which the oxygen will be used and the size of the processing plant and will range from 150 to 4,000 tons per day.

THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in. the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. OBSERVATIONS on man exposed to unusual temperatures and humidities, and studies conducted under accurately controlled environmental conditions, have supplied information regarding the physiological responses of the human body which may occur incident to such exposure. These investigations also indicate the relative importance of temperature, humidity and air motion-the three physical air factors that affect human comfort. Many and diverse were the conclusions of early investigators who associated the discomfort observed in crowded and ill-ventilated spaces with changes in the chemical constituents of the air resulting from presumably poisonous exhalations from the body. These are of interest today only because, as a recent editorial in the British Medical Journal1 states, there is still an inclination to believe in the old view that there is some injurious quality of the air in ill-ventilated and crowded rooms, quite apart from dust, microbic infection and heat stagnation. There is a tendency to fly to some mysterious unknown agent such as "deionization," which even certain American engineers are now discussing. This editorial denies the existence of the least proof of any subtle poison being exhaled by human beings or of the ionization of the air having any influence in making open-window ventilation better and more stimulating than mechanical methods which propel heated and conditioned air through ducts. Until proof is forthcoming that certain changes, with which we are not now familiar, occur in the transmission of air from the exterior to the interior of enclosures, the responsible known factors which initiate the physiological responses in human beings are limited to the combined conditions of temperature, humidity and velocity of the air. While some mention was made as far back as 1880 that high temperatures and humidities were undesirable, Hermans,2 of Amsterdam, is credited with suggesting in 1883 that the harmful effects noted in ill-ventilated rooms were due to the fact that the increased temperature and moisture of the air prevented the body from maintaining a proper thermal balance.

A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

INTRODUCTION The degree of success of any new project will ultimately depend on two factors: (i) the underlying economic strength of the project; and (ii) how successfully the parties involved can coordinate their interests to establish a financing structure which indeed capitalizes on the project's inherent economic attractiveness. A project's underlying economic attractiveness is determined by its inherent comparative advantage in accessing the factors of production, combining these factors of production to create a product and marketing this product. Initially, the decision regarding whether to go ahead with the project - the go/no go decision - has to be based on its total ability to generate cash flow returns to project participants to compensate them for resources committed and risks undertaken. The extent to which project sponsors will actually benefit from the project's inherent economic attractiveness is fundamentally dependent on their ability to establish the long-term financing arrangement which best meets the objectives and constraints of each project participant and sources the most advantageous funding. The decision regarding the financing of the project, the "how-to-go" decision, is then an attempt to find the capital structure, consistent with market terms and conditions and sound financial management policies which will best: (i) match planned outflows with cash inflows; and (ii) maximize the return for project sponsors. This article makes use of a case study to illustrate the analytical process involved in dealing with the go/no go and the how-to-go decisions on a project. Though most commonly applied to project finance situations, the guideline described herein is equally applicable to other financing situations, such as leveraged buyouts and debt restructurings, where timely repayment of debt depends largely on the future cash flows to be generated by the entity being financed. Our case study is of a hypothetical expansion of an existing copper mining operation in Latin America. The company, Latin American Copper (LAC) currently has 147 million metric tons of proven sulphide ore reserves. The existing mine complex consists of an open pit mining operation and a conventional flotation plant with a processing capacity of 20,000 metric tons of ore per day. LAC sells copper concentrates primarily to Japanese custom smelters. The mine has been in operation for 5 years, fine copper production last year was 108,240 metric tons, and LAC currently has assets of $175 million and net worth of $135 million. Due to a recent increase in proven reserves, LAC is considering doubling the treatment capacity of its flotation plant to 40,000 tons per day, and expanding its mining capacity to meet the additional concentrator capacity (the "Project"). Project capital expenditures and incremental working capital have been estimated at approximately $210 million. The construction period is expected to cover one year, including a three-month start-up phase. The Project is to be funded by a combination of equity, senior debt, including both supplier credits and/or commercial bank term loans, and subordinated debt. LAC's shareholders are willing to commit a maximum of $50 million to the Project. A government development agency, which is also a minority shareholder, might be willing to lend approximately $40 million to LAC in the form of subordinated notes, depending on the ability of the Project to generate foreign exchange reserves. Commercial banks cannot be expected to offer loans with maturities longer than ten years. The Project is expected to increase the value of the firm because: (i) It will solidify the Company's position as a low-cost copper producer by taking advantage of economies of scale. As a result of the expansion, cash production costs are expected to decrease 7.0[c]/lb. and all-in costs 11.0[c]/lb; (ii) The potential earnings stream from the sulphide ore reserves will be realized

SANTA Rita del Cobre Grant, as the present Chino property was known in the early part of the nineteenth century, was the scene of the first copper-mining operations of consequence in the territory now included in the United States. As early as 1801, the mines afforded the principal supply of copper for coinage by the Mexican Government. According to an estimate made from old records by H. A. Thorne, now superintendent of mines for the Chino company, about 41,000,- 000 lb. of copper had been produced prior to 1845, when the exploitation of the native copper deposits of the Lake Superior district was started for the first time by white men. B. S. Butler, in Mineral Resources of the United States for 1913, estimated the production from Grant County, New Mexico, from 1845 to 1913, at 134,353,963 1b.-an amazingly precise figure, considering the character of the data that he must have used. As "Grant County" may be interpreted for practical purposes as the Santa Rita district, it seems fair to credit the Chino group with a production of 165,000,000 lb. of copper prior to the time when the modern operations commenced. Unlike Morenci, which, by the way, lies only about 80 miles westerly across the Arizona-New Mexico line, Chino offers no problem as to when its production might properly be classified as coming from a Porphyry Copper. The time is definitely fixed by the starting of the new mill at Hurley in October, 1911. The interval from 1903 to 1913 had witnessed little production of any kind; and prior to that time operations had been confined entirely to the mining of narrow veins or lenses of ore assaying 10 to 15 per cent copper or even more. Some specific observations might be appropriate concerning the reporting of Research and Development results. Each report is usually directed towards a particular group, such as technical, operational financial, or marketing. The requirements and background of the group receiving the report must be considered, and the emphasis and coverage geared to the training of people concerned. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. (A check list prepared in conjunction with the various users of the report is sometimes useful to prevent omissions.) Typical points listed might be: Financial- (1) capital requirements, (2) timing of capital expenditures, (3) tax implications, including depreciation, depletion and investment credits, (4) changes in working capital.

The prevent paper contains a method which combines the material balance equation' with the water influx equation' to obtain reliable values for the active oil originally in place and a quantitative evaluation of the cumulative water influx. The method is illustrated by an application to a reservoir without original gas cap. In the absence of an original gas cap. results may be obtained using only field production and pressure data, PVT analyses. and a minimum of subsurface information. CHARACTERISTICS OF RESERVOIR AND RESERVOIR FLUIDS Production in the field under review is obtained from the top of the Wilcox formation of Eocene age, at a depth of approximately 8,100 ft subsea. The structural map, Fig. 1, shows that the accumulation, half elliptical in shape with the long axis in east-west direction, is trapped to the north and on the upthrown side of a normal fault. A number of east-west faults with additional minor faulting in random directions are found in the general area, and seismic information and production performance indicate in this particular case the existence of a second fault a short distance downdip, with a strike more or less parallel to the fault controlling the accumulation. It is estimated that 1,830 acres were originally underlain by oil and that the maximum thickness of the original oil column, about 37 ft, was only slightly greater than the maximum thickness of the oil-bearing sand. Maximum net sand thickness was estimated at approximately 26 ft. From logging and subsurface information the gross sand volume has been placed at 37.400 acre-ft. which reduces to about 27,500 acre-ft after probable non-productive intervals have been deducted. The first discovery of gold in Montana is credited to François Finlay, a half-breed, from the Red River country, in Canada; he went to California during the early days and learned there how to wash the gold from placer deposits; then, on his return, he crossed Montana and found gold on the western slope of the Rocky Mountains, on Gold creek, a minor tributary of the Hell Gate river, in what is now Deer Lodge county. That was in 1852.* Finlay did not find enough gold to induce him to continue at work, but six years later a group of miners, led by the brothers James Stuart and Granville Stuart prospected on this same creek, obtaining about ten cents to the pan. They, however, were harassed by the Blackfeet Indians, and they were also handicapped by lack of proper tools; so they too desisted from further operations. Two years later, in 1860, Henry Thomas started to work on Gold creek with three sluice-boxes hewn out of green timber that he cut on the spot. With this simple apparatus he won from $1.50 to $2.00 per day. This may be considered the fist instance of systematic mining in Montana. Meanwhile the Stuarts went to Fort Bridger, in southwestern Wyoming, where they remained as traders until 1861, when, again lured by the gleam of gold, they returned to the valley of the Deer Lodge and resumed prospecting, using 10 sluice-boxes that were brought from Walla Walla, in Washington, 425 miles distant. Thank you, Tom, I appreciate that generous introduction - and your generous welcome. When Doris Finnie asked me to speak here today, my decision to join you couldn't have been easier - for two reasons. First, I can't say no to an opportunity to return to Steamboat Springs. My family has wonderful memories of skiing here. And this time of year, golf in the mountains is so good you almost don't miss the skiing. The second reason this was such an easy decision is that The Rocky Mountain Coal Mining Institute is such an important forum for the coal industry, and it's certainly important to Peabody. We have mines in five western states - Arizona, Colorado, Montana, New Mexico and Wyoming. Last year, our western mines produced more than 110 million tons of coal. That's about two-thirds of our total domestic production. So western states are obviously critical to us. A couple of weeks ago, the west became even more significant to Peabody. Of course, I'm speaking of PacifiCorp's planned acquisition of The Energy Group - including Peabody - announced the middle of this month. Admittedly, when I agreed to speak here - some months ago - I had no idea just how much change Peabody would face in this relatively brief period. Still, not knowing then about the PacifiCorp announcement, I chose change as the subject for this talk. I'll update you on our recent news. But, first I want to establish a broad context for the PacifiCorp/Energy Group announcement and other change in the electricity business, change here in the United States and all over the world. ? We'll see how change is driven by two major trends - privatization in emerging markets and deregulation in mature markets, In turn, those two trends will cause ever-increasing consolidation - in both the coal industry and the broader power industry. ? After outlining those trends, I'll discuss the change that will dramatically affect Peabody following the announcement a week ago that PacifiCorp and The Energy Group intend to join forces to create one of the world's largest international integrated energy companies - an event that adds considerable credibility to the prophesies I'll outline in my remarks today. ? Finally, I will discuss an issue that threatens our industry's future - and, indeed, the economic future of all Americans. That issue is the inappropriate response to the unproven possibility of global climate change. Let's set the stage for change. And let's begin with the first trend I mentioned - the trend to privatization in developing economies. What drives the trend to privatization? Economics. It's all about the supply and demand of capital. And the engine that drives the supply/demand ratio is growth in electricity demand - tremendous growth in demand in developing economies. The U.S. EIA projects worldwide growth in electricity demand at 63 percent between 1990 and 2010, most of it in developing countries. This strong growth means that a new 500 MW power plant will be needed every three and one-half days until the year 2010. Now, if we say that a 500 MW plant will cost about $500 million dollars, we're talking about a bill of about $1 billion dollars a week - through 2010. That voracious demand for capital drives the trend to privatization. It means countries in Eastern Europe and the former Soviet Union want to sell generating assets. And Asian countries - for example, India, Indonesia and the Philippines - want to find private investors to build power plants. Privatization already is well underway. In the future, it will grow, with countries in South America, Central America, and Africa joining the trend. Bottom line: The privatization trend means rich new opportunities for companies willing to think beyond "business as usual." Meanwhile, developed economies face a different but no less fundamental change. Western European countries, the United States and Australia face deregulation. Why does deregulation represent such a big change? Consider a few basic facts about the U.S. electricity market to see what a big change -

"Chalcopyrite, a major source of copper, is commonly found associated with iron sulfides, particularly pyrite. The separation of chalcopyrite and pyrite by flotation is difficult due to the galvanic interactions between pyrite and chalcopyrite during grinding and flotation. Galvanic interactions may cause oxidation and dissolution of chalcopyrite, copper activation of pyrite and the formation of hydrophilic iron hydroxide coating. The overall effect may change the floatability of the components and lead to the misplacement of pyrite into chalcopyrite concentrate. The objective of this study was to investigate the effect of lignosulfonate-based biopolymers on the depression of pyrite in the flotation of chalcopyrite with xanthate as collector and the mechanism responsible for the selective depression of pyrite. The flotation results showed that biopolymers depressed the flotation of both copper-activated pyrite and chalcopyrite in single mineral flotation although to different extents. In the flotation of mixed mineral systems, biopolymers significantly depressed pyrite flotation but had a less influence on chalcopyrite flotation. The selective depression of pyrite by biopolymers was due to the preferential adsorption of biopolymers on copper-activated pyrite surface. Galvanic interactions between pyrite and chalcopyrite surfaces promoted copper activation on pyrite. Presence of cuprous ions on pyrite surface favored biopolymer adsorption by the formation of a complex between the cuprous ions and biopolymer molecules. The same galvanic interactions also facilitated chalcopyrite oxidation leading to the formation of hydrophobic polysulfide that enhanced the hydrophobicity on chalcopyrite surface. The biopolymer structure controlled the depression effect. The results showed that the biodegradable biopolymers are promising depressants for pyrite.INTRODUCTIONCopper sulfide minerals, such as chalcopyrite (CuFeS2), bornite (Cu5FeS4), chalcocite (Cu2S) and covellite (CuS), are the major mineral source for copper. They are often found finely interlocked with iron sulfides, especially pyrite (FeS2) (Owusu, Brito e Abreu, Skinner, Addai-Mensah, & Zanin, 2014). Pyrite, as the most abundant sulfide mineral, is perceived as gangue in most cases and should be removed from the associated sulfides to minimize its contamination of the copper concentrate (Owusu, Addai-Mensah, Fornasiero, & Zanin, 2013; Wang & Forssberg, 1991). The El Sauzal deposit is a classic, high sulfidation, epithermal gold system located in southwestern Chihuahua State, Mexico. The prospect was discovered by a Francisco Gold Corp. geologist in1995. El Sauzal was encountered as a result of an extensive grass-root exploration program in the rugged, dissected volcanic terrains of the Sierra Madre Occidental, around the historical Batopilas Silver Camp. At El Sauzal, high grade gold is hosted within a series of more permeable, low-dipping, lithic and fine-grained dacitic rocks of early Tertiary age. The mineralization appears to be both structurally and lithologically controlled. The alteration characteristics are typical of a high sulfidation system including kaolinite, illite, alunite, dickite and pyrophyllite. The deposit’s gold distribution, as recorded from drill-hole data and surface samples, varies from 0.2 to 650.0 g/t. The estimated geological resource, as calculated from an independent study completed in 1998, was 3.0 million oz @ 2.03 g/t including a minable reserve of1.8 million oz @ 3.3 g/t.

This information circular describes the application of modern methods and equipment in sinking a vertical, 916-foot-deep by 16-foot-diameter, concrete-lined access shaft for the Harold D. Roberts tunnel near Montezuma, Colo. Although the access shaft was merely a construction facility to expedite completion of a 23-mile water-diversion tunnel, a circular shaft of this type would be equally adaptable for mine development or other purposes. Comparable sinking methods and equipment could be used for similar shafts within a wide range of sizes and depths. SUMMARY In addition to excavation and support of the basic access shaft to tunnel grade, the overall sinking project involved initial preparation of a surface site and plant, subsequent construction of a tunnel-level station and loading pocket at the shaft bottom, and ultimate conversion of the basic shaft into a hoisting and access facility for tunnel operations. The sinking period for the basic shaft approximated one year. Actual tunnel operations through the converted shaft began on April 3, 1958, approximately 19 months after the project was initiated.

This paper addresses some of the financial risk hedging mechanisms available to a corporation contemplating entering the mining business at a significant level of investment. The approach which I have adopted is that of a case study relating to the risk hedging aspects of Brascan Limited's acquisition of 46% of Noranda Inc., formerly Noranda Mines Limited, followed by some remarks on options open to mining companies for reducing financial risks. To appreciate the rationale for Brascan committing over (Can.) $800 million to the natural resource sector, some knowledge of Brascan's parent company, Edper Investments Ltd., is required at the outset. Edper Investments, prior to acquiring a 48% interest in Brascan, controlled Trizec Corporation, one of the world's largest property companies. Edper also was involved in the financial services sector through Continental Bank of Canada and Hees International Corporation. For some considerable time prior to Edper's investment in Brascan, Edper felt a need to provide a better balance to its portfolio of property and financial services. Brascan was rich in cash, relatively unleveraged, and with important existing holdings in natural resources and consumer products. The acquisition of a controlling interest in Brascan provided an opportunity to balance Edper's portfolio of property and financial services with world class acquisitions in natural resources, supplemented by consumer products and financial services. The end result of Brascan's activities over the last few years is illustrated by the following analysis of the book value of Brascan's assets at the end of December 1983. The large emphasis on natural resources came about from the fact that for Canadians operating mainly in Canada, natural resources were attractive. In addition, the quality of Canada's reserves looked good to us. The polymetallic nature of many of Canada's orebodies offered a hedge against risk relating to any one metal. Put another way, the by-product metal credits offered a net operating cost advantage with respect to many of the metals mined. Our energy costs also appeared to provide Canada's natural resource industries with an advantage. We considered Canadian mining expertise as amongst the world's finest, as were the exploration equipment and technology developed in Canada. In addition, Canada offered a stable political climate and one we knew. Further, we felt the Canadian Government's future role in the industry would, on balance, be benign, partly because the Canadian content of the mining industry was very high in contrast to the petroleum industry. Granted, we could find cheaper sources of copper; however, to do so would involve venturing into regions where country risks were higher.
