This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings. The realization that there is a limit to our supply of domestic mineral and fuel resources, which have been taken for granted until recently, has stimulated the need for conservation and optimum utilization of the Nation's minerals, metals, and fuels-resources critical to our national economy. The mission of the Bureau of Mines is to develop new technology, improve existing technology, and disseminate information related to mineral resources and industries. Fulfilling the mission is necessary to insure a continuing, adequate supply of minerals and alternative supplies of energy from reliable sources at the lowest possible cost to society and the environment. Established in 1910, the Bureau of Mines under the Department of the Interior is the Federal Government's primary research arm in the mineral field. Since the transfer of the fossil fuels portion of the energy research program to the newly organized Energy Research and Development Administration (ERDA) in fiscal year 1975, Bureau research has been concentrated on increasing mineral production, decreasing energy usage through more efficient processing, and decreasing material losses caused by corrosion. Concurrently, research is being addressed to improved coal-preparation techniques, especially to expanding utilization of low-grade coals and coals difficult to beneficiate, which are essential for reducing the need for petroleum and natural gas supplies and for redirecting our energy consumption. Fluctuations in the availability of foreign sources of minerals, metals, and fuels due to political and economic variability among nations have necessitated intensified investigation into coal mining, uranium-ore processing, and geothermal energy sources-three alternatives that can help to alleviate the dependence of the United States on foreign sources of energy.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. WELCOME to the world-class Cripple Creek district where gold exploration and production continue 95 years after the initial discovery. More than 21 million troy ounces of gold have been recovered, valued at greater than $7.8 billion using today's gold price ($371/oz). The Cripple Creek district is localized within and around the margins of a silica-undersaturated alkalic diatreme-intrusive complex. The diatreme appears to be comprised of three sub-basins: 1) a sub-basin east of the Cresson (Fig. 1); 2) a southwestern sub-basin between Victor and Cripple Creek; and 3) a northwestern sub¬basin within which the Globe Hill and Ironclad pits (Fig. 1) are located. The recognition of three separate basins was made by G. F. Loughlin and A. H. Koschmann (1935, Fig. 8) who prepared a contour map on the floor and walls of the composite Cripple Creek basin. The northwestern and southwestern sub-basins are apparent due to the discontinuous exposures of a partially exhumed ridge of Precambrian rocks (Fig. 1). The separation of the eastern and southwestern sub-basins was recognized in mine exposures where a fault-bounded ridge line extends from the vicinity of the Ajax mine toward the Precambrian "island" (Fig. 1).

More than half of global cobalt reserves are located in the Southern African Copperbelt, stretching over the northern tip of Zambia and southern area of the Democratic Republic of Congo. In these areas, cobalt is not typically produced as a primary product but as a byproduct of copper production. Ores from this region often contain uranium, which is readily leached under typical copper leach conditions and enters the process. Uranium does not pose a challenge to copper production, but it becomes a significant problem when it follows cobalt to the cobalt precipitation process and results in unacceptably high levels of U in the final Co product. This paper evaluates the existing process technologies that can be used to remove uranium from cobalt-bearing process streams, including phosphate precipitation and ion exchange. Advantages and disadvantages of the uranium removal processes are discussed, and important design considerations are highlighted.

Advances in the technology of abrasion resistant irons and steels, which could help in combating abrasion and wear in mining operations, are reviewed. Nodular irons alloyed with nickel or copper and molybdenum, with acicular, bainitic or bainitic-martensicic microstructures are described. These alloy irons combine excellent castability and relatively easy machinabilitv with good resistance to wear. Recent progress in the development of high chromium molybdenum alloy irons is outlined, by which high temperature heat treatment of massive castings can be eliminated, alloy costs can be reduced and cracking problems avoided. Data is also given on the erosion-corrosion resistance of these irons. Trends in the development of improved cast steels are outlined. Factors influencing the toughness and abrasion resistance of manganese steels are considered. The 6% Mn 1% Mo manganese steels are shown to have a useful combination of toughness and abrasion resistance. Composite castings are seen as a means of com- bating abrasion in applications involving severe impact. A brief appraisal is given of recently developed martensitic wrought steels with improved weldability.

Rock-dusting of coal mines is a most important safety measure for preventing or limiting the propagation of explosions. The Bureau of Mines has recommended for many years that rock dust be distributed on the top, ribs, and floor of mine entries and other workings of all bituminous coal and lignite mines in sufficient quantities to maintain the incombustible content of the dust above the minimum requirements. Rock-dust barriers constitute a secondary safeguard used occasionally to complement generalized rock dusting at entrances to panels and side entries or at other locations. In general, rock dust can be applied effectively with modern rock-dusting machines. However, in thin coal beds, in certain back entries, and in some other areas, rock-dusting machines cannot be used conveniently. Furthermore, many small mines find the purchase of machines costly. In such cases, rock dust is not used at all, or else it is distributed by hand, a relatively slow and costly procedure. In recent years some coal mines have started applying rock dust with the aid of permissible explosives. This may be done in various ways. One method consists in placing a stick of explosive on the floor of a room or entry midway between the ribs and covering the stick with two bags of rock dust that are slit on top and set crosswise one above the other. The explosive is then fired, causing the rock dust to be distributed on the nearby roof, rib, and floor surfaces. The procedure is repeated at desired intervals until the entire area is rock dusted. The method is claimed to be rapid, safe, and inexpensive.

At the outset of the war the uncontrolled production and possession of explosives obviously became a serious menace to the safety of persons and property and the successful conduct of military opera- tions. Even in the years immediately preceding the entrance of the United States into the Great War explosives were employed in attempts to wreck munitions plants as at Eddystone, Pa., or to inter- rupt transportation and conveyance by demolition of munition-laden cars as at Black Tom Island, N. Y., or by attacks on ships, bridges, and viaducts. Outrages with explosives, such as that which Holt inflicted on the Senate reception room, United States Capitol, were not infrequent, and often caused serious loss of life and injury to persons as well as destruction of property. The regular manufacturers of explosives were keenly alive to this menace and early took such steps as lay within their power to meet it as is shown by the following letter:

An absorption-desorption model of particle reactivity was employed to describe the observed relationship between two apparently diverse phenomena which have been the subject of considerable study at the U.S. Bureau of Mines: (1) coal-rock dust reflectance and (2) coal-rock dust explosibility. The model accounts for heterogeneities in particle-size and material properties; however, in the present report, only particle-size distribution is considered. A mean particle-size parameter, appropriate to the explosion extinction process, is derived, and then taken as appropriate to describing optical reflectance. The derived form-to-function relationships for the two processes, when compared with experimental data, suggest that a problem exists with previously derived theory relating optical reflectance to rock dust concentration. A reexamination of that theory leads to a new theoretical expression, changed by a factor of 2, for the variation of rock dust concentration with reflectance which is in quite good agreement with experimental results. The current work offers justification for measuring and establishing rock dust requirements for specific coal dust size distribution(s) found in the mine-distributions that undoubtedly depend on the mining method and the type of coalbed.

This report contains the results of an investigation into the feasibility of periodically measuring parameters of the insulation for a mine electrical power system in order to detect incipient faults. The variety of insulation parameters evaluated included insulation resistance, dissipation factor, power factor (vs. applied voltage), current harmonics, leakage current, infrared radiation, as well as certain circuit breaker parameters and tests. In order to augment field tests a program of accelerated life testing was also carried out. Apparent inconsistencies in data were identified as the result of environmental effects, primarily temperature and relative humidity. A series of environmental tests were conducted to develop correction factors that allow one to refer measured parameters to standard conditions. A portable data collector was develop-ed to aid in the accurate collection and analysis of laboratory and field data. The primary conclusion is that insulation deterioration can be measured and failure predicted with reasonable confidence. The secondary conclusion is that most of the tests are impractical in the field although useful in the laboratory. Infrared sensing, insulation resistance and dissipation factor are the best insulation field tests when portability is taken into account.

Five LANDSAT lineaments in the coal mining region of southwestern Pennsylvania were investigated by the Bureau of Mines to determine their geologic character, relation to subsurface conditions, and the means of discriminating one from another. The investigation included earth resistivity and very low frequency (VLF) electromagnetic traverses, soil moisture sampling, and a correlation with coal mine roof conditions. The lineaments could not be detected by the methods used, suggesting that they might be a surface phenomenon unrelated to subsurface geologic structures or roof stability in coal mine workings beneath.

The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of the California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

First in a projected series on the use of flexible liners for support of underground mine openings, this report presents information obtained from an extensive review of the literature on this subject. It also includes results of some preliminary test work by the Bureau of Mines. Investigations thus far indicate that flexible liners offer numerous advantages over rigid-type sup-ports, By deforming in the direction of the applied stress, the stresses are redistributed from the liner to the surrounding material. The corresponding buildup of passive resistance in the direction of diametric extension causes an equalization of stresses around the liner, thereby enabling the liner to carry loads in a more efficient manner. However, additional experimental data are needed to establish design criteria that will permit maximum utilization of the flexible liner concept in mining. Testing of small-scale models, accompanied by measurement of free-field stresses in material surrounding the model, is recommended as the most suit-able approach to the problem. The experimental procedures necessary to such an approach are outlined in detail and a statistical design for the experiments is proposed. The report also describes a device developed by the Bureau for measuring free-field soil pressures to 1,000 psi and a technique for evaluating the response of the device.

The selective recovery of nickel and cobalt from impure raw materials is being investigated by the Bureau of Mines as part of a program to develop improved procedures for preparation of pure metals. A combination solvent extraction-electrolytic process has been developed in the laboratory that enables preparation of high-quality nickel and cobalt from nickel oxide containing, in percent, 76 nickel, 0.8 cobalt, 0.5 magnesium, 0.2 iron, and lesser quantities of copper, zinc, and other metals. The oxide was smelted, using carbon as reductant, and cast into anodes. These anodes subsequently were dissolved in diaphragm-type electrolytic cells. Nickel and cobalt were deposited separately from appropriate electrolytes, concurrent with dissolution of the impure anodes. Anolyte containing nickel and cobalt in the form of chlorides and sulfates was treated for removal of impurities and separation of nickel and cobalt. First, iron and aluminum were removed as hydroxides by adding nickel hydroxide to raise the pH of the anolyte from 2.3 to 4.5. Next, the pH was adjusted to 2 by adding hydrochloric acid, and the solution was treated by solvent extraction to separate nickel and cobalt.

THE production and inspection of the materials of war involves thousands of observations. Logical action is generally based on the interpretation of many observations. The success of such action depends upon the accuracy of the observations and the soundness of the interpretation placed upon them. There are countless instances where the observer 'sees but perceives not'; that is, the significance of a group of observations is lost, due either to faulty interpretation or to no interpretation at all being placed on the results. This condition is being partly corrected in the United Kingdom and the United States (1) by the promotion of certain principles by Ordnance officials. The term Quality Control has been adopted to describe a system of studying and controlling industrial products by methods of handling observations. In these pages an attempt is made to outline in a non-technical manner some of the ideas used in the handling of observations. Of course the authenticity of the observations determines the worth of any decisions based on them. No matter how brilliant is the theory built on unreliable sampling, it is usually of little practical value. n some fields it is almost impossible to obtain observations free from bias. Let us suppose that observers of speed in miles per hour were available for judgment: (a) a bystander, (b) a motorcycle policeman, and (c) a motorist accused of speeding. The bystander might be unbiased but probably would be very inaccurate. The motorist is usually biased on the low side. The policeman is the only qualified observer and, if over-zealous, he might be biased on the high side. Conclusions drawn from large numbers of biased observations naturally would be of little value.

Introduction The purpose of coal preparation is to improve the quality of coal to make it suitable for a specific purpose by (1) cleaning to remove inorganic impurities; (2) sizing-crushing or screening, or both; and (3) special treatment, such as dedusting. The properties and quantities of impurities in coal are of major importance in the design and operation of steam generating equipment. Although boilers are often designed and equipped to use a wide range of coals, no boiler will perform equally well with all types of coals. All coals have certain properties that place limitations on their most advantageous use. These limitations are especially stringent for many of the older installations. Because of a general lowering of quality of raw coal in recent years, the need for coal cleaning has significantly increased. Among the factors contributing to the need for increased coal preparation are (1) increased demand for quality brought on by market and environmental requirements; (2) increased extraneous dilution caused by mine, health, and safety laws; and (3) depletion of the higher-quality coal seams. The major characteristics of coal and impurities from the standpoint of mechanical cleaning are particle size composition, generally called size consist; density differences; the relative friability of the coal and its associated impurities; hardness; and strength. Some of the other factors related to preparation are petrographic composition and rank. RANK CLASSIFICATION Coal is a general designation for a great number of solid organic minerals with different compositions and properties; all are rather rich in carbon and have a dark color, generally black. Next to mineral oil and kerogen, coal is the most important reservoir of carbon in the world. Carbon is an indispensable necessity of life as well as the main source of energy. Coals are found in stratified deposits, sometimes at great depths. All coals owe their origins to slow decomposition and chemical conversion of immense masses of organic material. As found in seams, coal is a heterogeneous mixture of organic and inorganic materials. Not only are there large differences in the properties of coal originating from different seams, but also in coal removed from different locations in a single seam. A genetic relationship exists between peats, brown coals, lignites, biturninous coals, and anthracites. As a whole, the process of coal formation, or coalification, proceeds as a continuous transformation of plant material, each phase characterized by a degree of coalification, or rank. As a measure of this rank, the carbon content or some related parameter can be used.

The Bureau of Mines investigated the influence of a free gas saturation on oil recovery by water drive. A digital computer was used to calculate the combined oil recovery from solution-gas drive to various states of depletion. Results of these calculations are compared and optimum conditions for the maximum oil recovery are found for various fluid-rock systems. For most of the fluid-rock systems, the calculations show an optimum gas saturation other than zero. Using fluid and rock properties as parameters, graphs are plotted showing the optimum gas saturation and increase in oil recovery brought about by the gas saturation. The effects of fluid properties and relative permeability on the optimum gas saturation are seen in these graphs. The graphs can be used as guides in connection with other considerations in determining the optimum time to start a waterflood. They should also be helpful in determining the MER of a water-drive reservoir. The effects of compressibility and solubility of the trapped gas saturation are investigated for select cases using a backward difference scheme to solve the partial differential equation of three-phase flow. From these calculations, it is observed that some benefit of a gas saturation remains for injection pressures up to 1.5 times the original bubble-point pressure.

IN this paper an attempt is made to describe the sluicing operations on the tin fields of north-eastern Tasmania. No claim is made to completeness, for much of the ground has already been covered, and nothing is to be gained by needless repetition. On this account some portions of the subject have obviously received but scanty attention in order that others may be rather more fully dealt with; for instance, figures referring to the accuracy of various methods of valuing alluvial deposits, particulars of efficiencies, and water duties on both overburden and drift; also, the system of recording water distribution, &c.The plans of the tin-streaming shed, sluice and feed·race, and overburden tail-race represent types of the most modern design.The principal alluvial deposits being worked at the present time are situated either in the ancient or modern bed of the Ringarooma river or its tributaries. This river flowed in a north-easterly direction, receiving numerous tributaries on either bank, and finally emptying into Boobyalla harbour. The most important of these tributaries, from a mining point of view, are the Cascade, Main creek, Weld and Frome rivers (which unite just before joining the modern Ringarooma), Wyniford river, and Bradshaw's...

Ashton Mining Limited is currently one of the active companies undertaking gold exploration in Indonesia. Presently 7 Contract of Work areas are being explored for hard rock and alluvial gold. Hard rock exploration is focussed on the Tertiary volcanic arc terrains in which a variety of epithermal mineralisation styles have been identified. At the regional stage remote sensing techniques using Landsat, Spot and SLAR imagery where available, and photogeological studies are carried out in parallel with regional reconnaissance fieldwork programmes. These involve geological mapping and geochemical drainage sampling. Remote sensing techniques have proven useful in both the extrapolation of known geology and the identification of tectonically favourable settings as controls to mineralisation and volcanicity. The variety of mineralisation styles and settings is reflected in the highly variable geochemical signatures encountered. This has necessitated the refinement of sampling methods and sample preparation techniques for pan concentrate, stream sediment and soil samples in specific project areas. At the detailed prospect stage, mapping with particular attention to structural controls, wallrock alteration assemblages identified by petrog- raphy and XRD clay mineralogy, have proved useful in focussing drill targets. Drilling to date has utilised conventional diamond core drilling methods, the use of lightweight, man-portable "Winkie"-type rigs and hammer auger bedrock sampling systems. Geophysics methods successfully employed on various projects have included airborne magnetics and radiometrics, detailed ground magnetic surveys, VLF-EM and SIROTEM.
