In the development of the ultimate pit limits for a narrow ore body, pa¬rameters necessary in the design of a functional, or working, pit become highly sensitive factors in the determination of ore reserve levels and their associated waste to ore stripping ratios. Through the use of geologic cross sections, ore reserves can be roughly calculated by utilizing a straight line approximation for pit wall slopes. The optimum position of the pit floor can be substantially altered from such a preliminary design though with the introduction of functional mining parameters, such as a ramping network, and working bench heights, berm widths, and bench to bench wall angles. Originally a computer program was developed to quickly evaluate changes in cross-section pit design with minimal alteration of input data. After developing a satisfactory technique of cross-section evaluation which incorporates working mine parameters, an optimization algorithm, or procedure, was developed and included in the program to eliminate much of the tedious manual decision-making required in determining the optimum location of the pit floor on each cross section. Optimization in this case implies the maximum profit pit. When pit and processing costs are defined or hypothesized, this computer program can be used to design the maximum profit pit, constrained by the recognized functional mining parameters. A second way of stating the optimization is that the program can be used to develop a pit design which minimizes waste stripping at any desired ore reserve level. The basic method of cross-section evaluation parallels present manual methods. Program input is a combination of data obtained directly from cross sections developed for, geological interpretation and pit design parameters selected by the mine planner. As a result it is easy for the mine planner to comprehend what the program is accomplishing, and thus participate in the development of the computer assisted design.

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. AN acute current shortage of copper, with the prospect that conditions may become worse, indicated by Office of Production Management information. Present estimates of copper requirement for defense indicate that nearly all the available metal will be required in the future for this purpose. Severe dislocations are, expected, but the objective is to distribute the copper available for civilian use in such a manner as to minimize these dislocations. The advisory committee on metals and minerals has been asked for a suggestions which may be helpful in meeting this situation.\

Gold has been known and mined in Australia for over 150 years. It occurs and is mined in all States and the Northern Territory. In the past 30 years approximately 8300 t of gold has been mined and gold exports have contributed over $106 billion to the Australian economy. In the first three quarters of the Australian financial year 2006 - 07 (ending 30 June 2007) gold exports were valued at $7.3 billion, which was 13 per cent of the value of all minerals exported and five per cent of AustraliaÆs total goods and services exports over the period. Clearly gold has been and remains a very important component of the Australian economy.

At FHC Gold Company's Paradise Peak Mine gold and silver are produced. Precious metals recovery rates are very satisfactory along with the recovery and production of a relative high volume of mercury. At Paradise Peak precious metals are recovered via the Merrill-Crowe process and delivered to the refinery area as a mercury-bearing precipitate cake. The recovery of mercury is then obtained through a vacuum retort system. The balance of the material is mixed with fluxes and then melted and cast into dore' bars for shipping. Issues of retort capacity and concerns over efficiency led to research into the retort process itself.

Coal carbonization, the basis of a major industry, consists in heating coal in the absence of air at various temperatures (ranging from 500° to 1,000° C.) that are selected according to the kind of products desired. During this treatment, the complex organic substances that comprise the major part of the coal are converted into several useful products that are quite different from the original material. The principal products of coal carbonization or distillation are coke and gas. These products, as well as others of which lower yields are obtained (light oil, tar, and ammonia), occupy an important place in present-day commerce and civilization. This paper is concerned with the composition of the tar and light oil, which, as complex mixtures of organic compounds, are the source of many important dyes, inter-mediates, medicinals, resins, etc. The volatile products obtained when bituminous coals are destructively distilled or carbonized are tar, aqueous liquor, and gas. These products vary in composition and properties, depending on the nature of the coal and the temperature and conditions of carbonization. The tar is a dark, rather thick and viscous liquid at ordinary temperatures, becoming semisolid when cooled to the freezing point of water. The aqueous liquor (chiefly water) contains several inorganic substances and certain organic compounds, which, because of their solubility characteristics, have been extracted from the tar. The carbonization gases consist chiefly of carbon dioxide, carbon monoxide, hydrogen, hydrogen sulphide, ammonia, methane, ethane, ethylene, and several hydrocarbons of higher molecular weight. The hydrocarbons of higher molecular weight (benzene, toluene, xylene, etc.) may be re-moved as liquids from the gas by suitable means. This liquid and the first fractions obtained on distilling the tar are known as light oil.

The Bureau of Mines conducted laboratory tests to devise a procedure for extracting copper from low-grade discarded mill tailings. A solid extractant consisting of an organic solvent extraction reagent adsorbed on granular activated carbon was investigated and proved to be satisfactory for extracting copper directly from leach pulps. When this material was used in a cyclic leaching, stripping, and electrowinning pro-cess, 95 pct of the acid-soluble copper was recovered from oxidized mill tailings. The weathered tailings contained 0.24 pct Cu (total) and 0.20 pct acid-soluble Cu. The copper was recovered as cathodes containing, in parts per million, 1.6 Pb, 3.6 Fe, 0.5 Sb, 1.5 AI, 1.9 Mn, and <1 Mg.

The record of safety in the use of permissible explosives in United States coal mines has been excellent, due in great measure to the persistence with which research has been carried on in the Bureau of Mines, to the development of permissible explosives, and to the cooperation of mine operators and workers in using permissibles in a recommended manner and in the effective though gradual replacement of black powder and other nonpermissibles. The demand for increased rate of coal production, changes in mining conditions and minim methods, and introduction of new mining machinery have resulted in modified or new blasting practices. To keep abreast of these developments the Bureau of Mines conducts investigations under actual mining conditions at the Experimental coal mine near Pittsburgh, Pa. Several years ago an extensive study was complete to determine conditions under which the allowable charge limit for permissible explosives per shot hole might be raised from 1.5 to 3 pounds without undue risk of gas or coal-dust ignitions. As a result of the study, this increase in the charge limit was authorized under certain specified conditions in 1948,5/ greatly facilitating production schedules.

Feldspathic deposits occur widely throughout the United States, but North Carolina, California, Connecticut and South Carolina accounted for over 80% of the total domestic feldspar output for the year 1973.1 Pegmatites and granites constitute the major feldspar reserves of the United States,2 and in addition, feldspar is produced as a by-product by firms whose major products are spodumene and mica.3 Feldspar is concentrated by hand-cobbing and flotation; the latter forms the major method of separating and concentrating feldspar. Feldspar flotation is practiced in the United States, Mexico, Finland, Norway, West Germany, Japan and the USSR. According to the U. S. Bureau of Mines estimates, the production of feldspar in the United States and rest of the world were 704,000 tons and 2,514,000 tons respectively. Feldspar is principally used as a flux in making glass, pottery, porcelain, enamel,-tile and other ceramic products. In recent years, the domestic feldspar industry is faced with a number of problems. As a result of increased cost of energy and the introduction in 1972 of new legislative programs relating to air, water, and noise pollution, land-use restrictions, and mined-land rehabilitation, the production costs have increased. Apart from the increased cost of operation, an operational problem exists with the feldspar producers in North Carolina, especially those in the Spruce Pine area. This problem is concerned with the use of hydrofluoric acid in the feldspar flotation. Feldspar producers in Spruce Pine, North Carolina have been discharging process waste water into the North Toe River. The mill waste water contains active fluoride ions. Fluoride in excessive concentrations is undesirable in waters used for drinking. It is stated that water

IN the olden days the making of alloys was au art, and the secrets of the craft were jealously guarded. To-day it has become a science, though the old ideas in regard to the secrets and formula are dying hard. Modern progress may be attributed to scientific research and testing of materials, and the substitution of chemical analytical control for " cook-book " methods. We know to-day a great deal about the constitution of alloys, the reasons of the change in structure and physical properties by heat and mechanical treatment; and this new knowledge is due for the most part to the physical chemist and metallographist, who have shown us that alloys are simply solutions, and as such obey definite laws. The application of the theories of solutions and of the phase rule tells us what ought to happen when our alloys are in a state of equilibrium. The working-out of the temperature-composition diagram (thermal diagram) for numerous alloys has thrown a light on the structure and constitution which has dispelled most of the darkness in which we labored before the advent of metallography. The work began with the determination of the freezing-point curves, and here the research of Le Chatelier,1 Gautier,2 Roberts-Austen,3 and the other pioneers broke the ground. Next the physical chemists, Tammann,4 Rooseboom,5 Bancroft,6 and their colleagues, showed us the complete thermal diagram and its meaning. Then the researches of Heycock and Neville 7 on the Cu-Sn series and of Shepherd 8 on the * Associate Professor of Metallurgy, Columbia University in the City of New York.

The capabilities of SEM/image analyzers for determining quantitative mineral data which have a bearing on extractive metallurgy have given applied mineralogy a new dimension. The capabilities include automatic mineral identification, unattended operation, search for rare minerals, and measurements of (1) mineral quantities, (2) grain and particle size distributions, (3) liberation characteristics of minerals in ground ores, and (4) mineral associations. Data on mineral quantities define the distributions of elements among minerals, provide background information on characteristics of the samples, and provide a data base for a mineral-materials balance. Size analysis data of the minerals in unbroken ores are used to predict the grind required to liberate minerals. Data on liberation analysis can be used in many ways. One application is to process the image analysis data for feed, concentrate and tails by a materials balancing technique to calculate the recovery of liberated and unliberated grains at each point in a circuit. The calculated recovery data define the behaviour of an ore in a concentrator, pilot plant or bench test, and indicate whether recovery improvements are possible and/or feasible for a particular ore.

To aid the U.S. Army Corps of Engineers in their Resource Development Navigation Study of ten existing or proposed port sites in Alaska, the Bureau of Mines examined the potential for mineral development around three Alaska port sites: Iliamna Bay, Kotzebue, and Nome. The mineral deposits near Iliamna Bay include gold, copper, and iron. Development of minerals in this area will require the discovery of new deposits or the definition of additional are reserves at known deposits. The mineral deposits near Kotzebue are primarily gold, copper, coal, lead, and uranium. Based on the character of these deposits, it appears that development of a small-scale mine supplying coal for regional use is the most likely scenario in the near-term. The mineral deposits near Nome are primarily gold and copper. Development of small underground gold mines is possible, however it appears that expanded offshore gold dredging will have the greatest impact on the flow of freight and goods through the Nome port in the near term.

This paper investigates the design approaches taken and the philosophy employed during the construction of the Metropolitan Airport Commission (MAC) storm tunnels, part of the Phase 4 Segment of the MAC Trunk Storm Sewer Project at Minneapolis St.-Paul International Airport, located in Minneapolis, Minnesota. URS Corporation was retained to provide a design and Construction Management (CM)services for the MAC Trunk Storm Sewer Project. A case history of the design and construction challenges of the project is presented. The MAC storm tunnels consisted of the construction of twin 10-foot inside diameter (I.D.) tunnels within 7 feet of an existing 72-inch I.D. storm pipe at the base of a 70-foot high highway embankment. The analysis required during the design stage of the project is discussed. This analysis and our design approach provided a defensible framework and justification to make design decisions on relevant issues including: allowable spacing of new and existing structures; preferred order of construction; expected ground deformation behavior; response of lining types to adjacent construction; and effects of proposed changes to design at the submittal stage and during construction.

BRIDGMAN.-Owing to a misunderstanding, I did not see Dr. McAdam&apos;s and Dr. MacGregor&apos;s remarks on my paper on Flow and Fracture (Metals Technology, December 1944, Pp. 32-38), until after their publication. Both Dr. McAdam and Dr. MacGregor speak of my analysis for the stress distribution at the neck of a tension specimen as containing several assumptions; in particular, that the strain is uniform across the section of the neck, that there is no hoop tension at the periphery, and that the plasticity conditions of von Mises hold. As far as the mathematics goes, the situation is no different in this problem of plastic flow than in a conventional problem of elasticity. That solution is unique which satisfies the boundary conditions on the stresses, the stress equations of equilibrium, and in addition the constitutive equations connecting stress and strain in the elastic case, or a corresponding set of equations, of which the von Mises relations are a special form, in the plastic case. In the particular case of the necked tension specimen I have found that there is a solution satisfying the boundary conditions, the stress equations of equilibrium, and the von Mises plasticity conditions in which the strain is uniform across the section, and there is no hoop tension at the periphery. This is therefore the solution, and the uniformity of strain and vanishing of hoop tension at the periphery are to be described as discoveries, over which the operator has no control, rather than as assumptions. The only part of the solution that can properly be described as an assumption is the von Mises plasticity condition. With regard to this it is to be noted that the condition is needed only in a much weakened form, for the analysis uses the condition only at the neck, where the strain is approximately constant. Thus, in the extreme case referred to in a footnote of my paper (p. 37, Met. Tech. Dec. 1944) the actually measured strain across the section varies from 2.4 to 2.6. Obviously it is a much weaker assumption to postulate that the von Mises condition holds in the strain range 2.4 to 2.6 than to assume it to hold for the entire range of strain from o up to 2.6, which would be necessary if the solution applied to the entire tension specimen rather than to the immediate region of the neck only. Furthermore, it is to be commented that under the special conditions of this problem the von Mises condition becomes identical with the maximum shearing-stress criterion of plastic flow; this amounts also to a weakening of the restrictions imposed by the von Mises condition. Dr. MacGregor refers to actual experiments of his own in which the strain was found not to be uniform across the neck. It is to be emphasized, however, that these were experiments on bars of rectangular section, and that the nonuniformity established was a nonuniformity around the perimeter, not a nonuniformity from the surface toward the axis. My method of solution applies only to a circular cross section. It can be said that the solution that satisfies the boundary conditions, etc., would definitely not be expected to demand a uniform strain for noncircular sections. "A stream sediment geochemical survey covering an area of 13.000 sq. km near Churchill Falls. Labrador. was conducted for Brinex (British Newfoundland Explorations Ltd.) prior to partial flooding by the Churchill Falls power project. Stream sediments (minus 80-mesh) were analyzed for Cu, Pb, Zn, Ni, Ag, Mo. U and Mn, and the heavy mineral, nonmagnetic fraction (minus 60-mesh) for Cu, Pb, Zn, Ni, Ag, Mo, Ba and Mn. A binocular examination of the concentrates for sulphides and pyrope garnet was done on the heavy mineral concentrates. The concentrates were also examined for fluorescent minerals.Two distinct areas with high trace-element values indicate the need for follow-up studies. The first is in an area of gabbro erratics containing massive and disseminated sulphides (pyrrhotite, pyrite and minor chalcopyrite) on the western edge of the survey area along the Esker Road. The second, largest area (several hundred square kilometres) is anomalous in U and Mo and associated with felsic intrusives (Red Wine Complex?), syenites. granite gneiss and sedimentary rocks (Seal Lake Group?).The binocular study showed that almost 15% of the heavy mineral concentrates contained pyrite and no other sulphides. This indicates that this technique may be worthwhile in determining the presence of sulphide minerals in stream sediments from glaciated environments. The only fluorescent mineral observed in the study was zircon."

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company&apos;s Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department&apos;s Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

Platinum group elements (PGE) are often found in arsenide and sulfarsenide minerals as inclusions in copper-nickel bearing gabbroic rocks. Major losses of platinum in flotation have been attributed to the poor recoveries of the arsenic minerals. Flotation characteristics of a synthetic nickel arsenide and arsenopyrite were studied through rest potential and oxidation rate determinations, surface analyses, and micro-and batch-flotation tests. The use of nitrogen during grinding and flotation together with copper activation improved the PGE recoveries from Duluth Complex ores. The flotation behaviors of the sulfarsenide minerals are still unresolved. The role that electrochemical interactions play among arsenides, sulfarsenides, sulfides and grinding media on their f10atabilities is discussed.

In the present paper," as in earlier publications, V1&apos;2"1 the authors present experimentally obtained relations for the free energy of solution of oxygen in various metals as a function of temperature. The relations are linear and given in slope-intercept form. The authors give values for the "probable error" of the slope and intercept, citing Birge&apos;s method17 for obtaining these quantities. Birge discussed these methods as early as the period 1929-32.25726 In Ref. 25 the probable error is defined as "the numerical value which the true error is as likely to exceed as not", i.e., 50 pct probability. Ref. 26 is even more detailed and includes a lengthy discussion of the applicability of the Gaussian distribution to experimental data. However, the use of the "probable error" has come under some question. For example, Ezekiel&apos;~ states that "the use of the probable error tends to make the results appear rather more accurate than the standard error". Moroney28 stated (in 1951) that "the term &apos;probable error&apos; was used in former times to denote 0.67450 (50 pct confidence using the normal distribution)....the term, a poor one, is now very much obsolescent. It has been said that &apos;it is neither an error nor probable&apos; ". Bennett and Franklin in 1954" in discussing statistical confidence levels mentioned that "the customary use of the 5 and 1 pct levels is not completely a matter of chance; these levels probably represent a balance between the desire to be correct and the desire to be specific. Also in most people&apos;s minds the borderline between something that could possibly happen and something that is not likely to happen is somewhere in this region. Certainly 5 or 1 pct confidence limits are to be preferred to limits such as the &apos;probable error&apos; which has only a 50/50 chance of including the correct value." It may readily be seen that the 95 pct confidence level, which is given by 1.960 (assuming large sample size), thus corresponds to approximately three times the "probable error". Indeed, limits of one standard deviation correspond only to about 68 pct probability. Even if we triple the tolerances given by the authors in the equations of their Table 111, the deviations do not become excessive and would not detract from their excellent results. It could then be said with a high degree of confidence (95%) that the precision of the slope and intercept values is about *3-5 percent of their absolute levels rather than the 1-2 percent implied in Table 111. This is then compatible with an earlier suggestion of Gokcen~&apos; of a probable accuracy of 5 pct in dissolved oxygen measurements by the technique employed. Alternatively, the authors could have
