SECOND only to the February Annual Meeting of the Institute are the Regional and Divisional meetings held in the fall of each year. Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.

"The aim of this study was to investigate the effectiveness of ascorbic (C6H8O6) / oxalic (C2H2O4) acid as a reductant for the simultaneous recovery of zinc and manganese from a spent and mixed zinc-carbon and alkaline battery powder in sulphuric acid leaching. The effects of sulfuric acid concentration, ascorbic/oxalic acid dosages, reaction temperature and leaching time on the zinc and manganese dissolutions were investigated according to 2k full factorial experimental design; then, a simple optimization study was carried out for the best reductant. The optimum reductive acid leaching conditions were determined at 3 hours leaching time, 70°C leaching temperature, 0.5M sulfuric acid concentration, 13 g/L ascorbic acid dosage, 1/20 g/mL solid/liquid ratio and 200 rpm stirring speed. Under these conditions, the dissolution efficiencies were 99.9% for Zn and 99.3% for Mn. When our results were compared with the previous results, our findings were better than previous studies.In addition, the manganese dissolution kinetics was undertaken, and the activation energy was found to be 7.04 kJ/mol. Selective precipitations of Zn and Mn from acid solutions were carried out using NaOH and KOH. Using 3M NaOH as precipitating agent at room temperature and at pH 8; 95.4% of Zn and at pH 10; 93.7% of Mn were precipitated from the leaching solution. Under the same conditions, using 3 M KOH at pH 8; 91.6% of Zn and at pH 10, 96.4% of Mn were precipitated. Based on the experimental results obtained, an appropriate flow sheet was proposed to recover zinc and manganese."

The subject of haulage and heisting hazards is one that merits the attention of everyone engaged in mining. The purpose of this circular is to the importance of such hazards as are shown by Bureau of Mines accident figures, to give some examples of recent accidents and briefly analyze the immediate contributing causes, and to discuss some general means found by metal- and coal-mining companies to minimize those hazards. Haulage and hoisting accidents collectively constitute the second most common cause of accidents in and about coal mines and the third most common cause in and about metal mines. In both these types of mines falls of ground cause more accidents than haulage, and in metal mines falls of persons in raises and similar openings also exceed haulage accidents in number.

This paper presents the application of a simple genetic algorithm (SGA) to a coal slurry grinding process in order to find the optimum set of conditions under which the desired slurry properties can be attained. The operating parameters of the process were; slurry % solids, dispersant dosage, ball size, and mill speed. The optimization algorithm, which is based upon the mechanics of natural genetics, was used to find near-global optimum points specific to responses measured In terms of fineness, specific energy consumption, viscosity coefficient, and viscosity exponent. In order to minimize the viscosity of the slurry and simultaneously achieve a condition of maximum packing density, optimization was carried out by the penalty method using an overall objective function incorporating several responses. Computer results and analysis demonstrate the ability of the genetic algorithm to perform better than a traditional technique such as response surface methodology (RSM) and to rapidly locate "the global optimum".

Flotation of the carbonate, oxide and silicate minerals of copper (malachite, azurite, chrysocolla) has been the subject of much research in recent years, but few effective solutions to this problem have been found. With decreasing reserves of sulfide minerals, the economic recovery of these "oxides" appears to be an important source of copper for the future. Xanthates have been known for many years to be malachite collectors (1), but only at very high dosages, or at lower dosages following activation of the mineral by sulfide ion. Dewitt and Batchelder (2, 3) found that chelating agents such as certain oximes were collectors for malachite and azurite, but also required high reagent dosages. Fuerstenau (4) has suggested, for example, that potassium octylhydroxamate may be an effective collector for malachite, On the other hand, Balberyszski (5) has found that oxide minerals may be completely sulfidized at high temperatures with gaseous sulfur or H2S, and then floated with conventional collectors. None of the above approaches appear to offer an economically effective method for the direct flotation of these oxide minerals.

Barge traffic on the Nation's inland waterways over the past 15 years has been increasing at a rate much faster than intercity freight traffic by all modes, largely due to the growing consumption of mineral commodities, development of more powerful towboats and large and more specialized barges, improvements to loading and unloading facilities, and competition among bargelines for contract shipment of bulk commodities. The Bureau of Mines, in a study to determine barge traffic projections for inland waterways in the South-Central States to the year 1980, gathered data on origin-destination patterns by commodity, quantity moved, equipment used, and rates charged; the trend of each of these factors over time; and the extent of competition between water trans-port and other means of transportation. The Mississippi River and the Gulf Intracoastal Waterway, which together carryover half the Nation's barge traffic, are major carriers of coal, crude petroleum, steel, marine shells, sulfur, salt, cement, and alumina. Greater quantities of these products will be transported by barge; however, oil pipe-lines and unit trains for coal are expected to limit increased barge traffic of these two commodities. Increasing quantities of fertilizer materials will be transported upstream. Although congestion at certain locks is a current problem, the Mississippi River below St. Louis and other open-river stretches have the capacity to handle the increasing number of barges for the foreseeable future.

A gravimetric method for the determination of carbon dioxide, carbon monoxide, hydrogen, methane, and oxygen in blast furnace top gas is described. Nitrogen may be determined directly by volume measurement or by difference. The method is direct, permits continuous as sampling, and provides an averaged analysis over a selected range of sampling intervals from 1/2 to 24 hr or more. Neither expensive equipment nor specialized personnel are required. The method is suitable for routine analysis, and the results compare favorably with those obtained by established methods.

During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.

"Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.INTRODUCTIONGreat strides have been made recently in achieving an international consensus on mineral reserve and resource definitions and classifications. The Australasian JORC code, the CIM code in Canada, the SME proposal in the United States and even a proposed code from the United Nations have all brought the objective within reach.Unfortunately, this success has led to another problem for mineral valuators. Certain securities regulators, tax collectors and their ilk have begun to expound on the opinion that discounted cash flow projections carried out to calculate net present values that would form the basis for a valuation determination should be based solely on proven and probable reserves. The author disagrees with this position. This paper examines the subject from four points of view:"

The ferromanganese industry is under pressure to deal with the slag arising from the production of ferromanganese, which is discarded in landfills or slag heaps. This material poses an environmental and health risk to surrounding ecosystems and communities, and disposal costs are increasing. Ferromanganese slag contains an appreciable amount of residual manganese metal, which can be exploited. Previous work has shown that the slag can be leached fully, while rejecting the silica to a residue. The methods that were investigated to recover manganese from the leach solution included hydroxide precipitation to upgrade the leach solution followed by manganese carbonate precipitation to produce a pure manganese carbonate product or a manganese carbonate furnace feed material, which would be recycled to increase manganese recoveries in the production of ferromanganese. In addition, electrowinning of electrolytic manganese dioxide from the leach solution was studied. The methods were compared in terms of selectivity, costs, and product quality. Co-recovery of the leach residue, which is a potential cement additive, is discussed. Among the methods investigated to upgrade the pregnant leach solution, hydroxide precipitation utilizing ammonia to adjust the pH appears to be the most effective in removing major impurities such as iron, aluminium, and silica to less than 1 ppm. The manganese carbonate and impure manganese carbonate furnace feed products met quality specifications. However, although the production of these materials was technically viable, the large amounts of base reagent that were required to raise the pH, and the associated high operating costs, rendered the process uneconomic. An optimization study was therefore carried out with the primary objective to determine the ideal acid amount to be utilized in the waterstarved digestion stage, thereby decreasing acid and base consumption while optimizing the quality of the pregnant leach solution, and producing a leach residue that contained <1% Mn. The outcome was an economically viable process. Additional benefits included an increase in the manganese content of the impure manganese carbonate furnace feed material, and a substantial reduction in the dilution of the pregnant leach solution, thereby maintaining high manganese concentrations that rendered the solution viable for electrowinning of electrolytic manganese dioxide, the production of which yielded a current efficiency of 74%.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 25,640 acres of the 29,680-acre Devil?s Garden Lava Bed, 21,040 acres of the 28,660-acre Squaw Ridge Lava Bed, and 9,100 acres of the 12,600-acre Four Craters Lava Bed Wilderness Study Areas (OR-D01-D02, OR-001-003, and OR-001-022, respectively) in order to evaluate their identified mineral resources. The study areas are located in Lake County, OR, about 50 air miles southeast of Bend. No mineral resources were identified in the three study areas. The areas are almost entirely underlain by recent lava flows. Cinder cones occur in each of the areas; however, the best cinder occurrences are in the Four Craters Lava Bed study area. Slab lava, of facing stone quality, is scattered throughout the Devil?s Garden Lava Bed study area, and to a lesser extent, in the Squaw Ridge Lava Bed study area.

The Outokumpu Oy flash smelting furnace was designed for a capacity of 69,5 mtph of concentrate. The history of developments on the flash furnace, from the original operating capacity of 55 mtph to a proven capacity of 115 mtph of concentrate, is summarised. The new feature of operation at BCL Limited is ?the use of screened lump coal reduction in the settler region of the furnace. This paper considers the effects of settler bath reduction on the furnace smelting capacity, the condition of the furnace ?lining and bath, and ,the slag losses generated from the flash furnace and ultimately to discard. By using the settler bath reduction technique the capacity of the furnace for smelting new concentrate has been increased by 15% and hearth accretion has been eliminated by direct reduction with coal, which has also allowed the generation of a substantial protective lining on the furnace walls and roofs. As a result of improved slag losses from lump coal charging the metal recoveries on the flash furnace have increased from 70% to 87% for nickel, 68% to 82% for copper, and 28% to 45% for cobalt.

Magnesium was discovered by Davy in 1808. The production processes as they exist are not economically competitive with aluminum The electrolytic magnesium process is divided into two steps; one to make the MgCh feed and the other to apply large amounts of electric current to dissociate the feed into magnesium (450 g) and chlorine (1200 g). The production of fuJIy anhydrous, pure cell feed is a major problem Recently, there has been a growth of thermal processes, mainly the Pidgeon silicothermic production process using FeSi to reduce dolomite in horizontal retorts. Pechiney has a large vertical electrical furnace process that also uses FeSi to reduce calcined dolomite in a molten bath containing alumina. Work is proceeding to develop new or modified processes that will greatly improve magnesium production. The present methods and the research and R&D will be reviewed in this paper.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of a 26,598-acre study area which includes the 23,702-acre Mt. Limbo Wilderness Study Area (NV-020-201). The study area is 65 miles northeast of Reno, NV, and is underlain mainly by Cretaceous granodiorite that comprises the Selenite Range. Tertiary basalt, rhyolite, and sedimentary rock as well as Quaternary alluvium and lake deposits are exposed near the study area boundary. Mines just north of the area in the Hooker mining district produced tungsten ore in the 1940&apos;s and 1950?s. Similar deposits are not known in the study area. Disseminated gold is in sinter about 6 miles west of the study area and at several other locations regionally.

Crystal-structure occurrences in binary phase diagrams of fifth- and sixth-period elements, zirconium through palladium and hafniun through platinum, are surveyed with the conclusion that average .group number GN is the dominant correlative. This is interpreted in terms of curves of enthalpy differences between competitiue structures that are continuous func -tions of GN. It is further reasoned that the absolute formation energies may also be continuous functions of GN and if so can be simply obtained from the regatives of the heats of sublimation of the elements. It is shown that from such a heat of formation-GN plot the heats of mixing of alloy systems can be quantitatively predicted. For example, for sixth-period alloys very large exothermic heats of mixing are predicted for systems that span GN = 6 (i.e., Hf-Pt, Ta-Os, ...). Thermodynamic data with which to test these predictions do not appear to be available. If in the latter transition (A subgroup) elements we eliminate from consideration the fourth period where magnetic terms contribute to crystal-structure stability, as shown in Table I, there is a very regular sequence of structures. Using the group number (GN) assignments of Table I, which differ from the usual assignments of 8 to the elements listed as 8 through 10, it is perhaps trivial to say that the phase occurrence is a unique function of GN. However, the interesting aspect of alloys from among these elements is that the alloy structures also appear to correlate with GN. The GN for an alloy is given as GN = SixiGNi, where xi and GNi = atomic fraction and GN of component i, respectively. It is difficult to credit anyone in particular with having discovered this correlation, so many people have implicitly or explicitly employed it in the last 10 years. However, Bloom and Grant&apos; in their correlation of s-phase occurrence with total number of d + s electrons were certainly one of the first to appreciate the correlation and Hume -Rothery2 appears to be responsible for the use of average GN as defined above. Only in the last few years have the phase diagrams of enough alloy systems been determined for this correlation to be surveyed with any degree of completeness. We shall here, in an abbreviated format, summarize the available phase-diagram literature and discuss some consequences of the GN correlation. BINARY DIAGRAM SURVEY In Figs. 1 to 3 the phase occurrences are summarized. In Fig. 4 the occurrence limits for the more common structures are summarized. That the GN of an alloy falls within the occurrence limits of a particular structure is a necessary but not a sufficient condition for the appearance of that structure. The preceding figures certainly illustrate that GN is a dominant correlative for structures of these elements. Many of the diagrams have complications, with ordering and other phase changes occurring in intermediate phases, that cannot be clearly accommodated in such a schematic survey and have hence been left out. Such omissions cannot, however, negate the GN correlations discussed here. Relative atomic size is also an important crystal-structure determinant and since atomic size varies quite regularly with GN for these elements it is possible that the apparent GN correlation is basically a size correlation. The organic act passed by Congress in 1910 instituting the Bureau of Mines provided that the director of the bureau should promulgate such investigations as might be necessary to determine the causes of mine accidents and the best methods of preventing them. With the object of accident prevention in view, Director Joseph A. Holmes, and others who were pioneers in the bureau, conceived the Plan of having first-aid and mine-rescue training as one of the major activities of the Bureau. Out of this plan grew the first-aid and mine-rescue contests, which have been featured as an incentive for men to take courses in this type of mine safety training. The first appropriation for mine-accident investigations became available on July 1, 1908, under the jurisdiction of the U. S. Geological Survey, with Dr. J. A. Holmes in active charge. During 1908 there had been some first-aid training in the Pennsylvania anthracite field and a start made in Illinois, although there appears to be no exact information as to when or where first-aid training in the mining industry first became a reality, it is generally conceded that the St. John&apos;s ambulance corps of Scotland was one of the first - if not the first - to make the work effective. In 1911, to celebrate the establishment of the Bureau of Mines and the formal opening of the Pittsburgh, Pa., station, a first-aid and mine-rescue demonstration was conducted on Forbes Field, Pittsburgh. President William Howard Taft and many other men notable in public life were 2 resent. This was the first general national contest of the kind held it the United States; and since then there have been a number of nation-wide first-aid and mine rescue contests, as well as some which have been international in scope. There are over one hundred first-aid and mine-rescue contests of various kinds held annually in connection with mining and the allied industries.

The ignition problem: for a layer of firedamp bordering on a cloud of detonation products is evidently considerably more complicated than in the usual laboratory ignition experiments, in which a well-defined volume of gas is heated and the occurrence of ignition is observed after an induction period. An atmosphere of firedamp exposed to the detonation of a high explosive is subjected to heating by shock-wave compression and thermal conduction and to intermixing at the interface of the firedamp atmosphere and the cloud of deto¬nation products. Although a reliable physical-chemical analysis of the problem is not yet possible, one may nevertheless form a general view of the role of compression waves and the processes of heat transfer and diffusion at the interface. Near the mouth of a shot hole, or near a freely suspended cartridge, the firedamp atmosphere attains very high temperatures by adiabatic compression, and it is certain that such temperatures are sufficient to initiate chemical reaction. The pressure wave pattern is reproducible from one test charge to another if the initial experimental conditions are held constant; on the other hand, experiments on firedamp ignition do not yield a reproducible threshold condition for ignition, but only an ignition probability. Thus, the induction periods are sufficiently long that there is time for the compressed&apos;, heated gas layers to undergo random changes that may quench or promote ignition. Therefore, the analysis of the ignition problem hinges primarily on the discovery of the random events that modify the chemical reaction in the activated gas layers.

Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration&apos;s estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.
