This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

"The rare earths industry started in Austria in 1887 by Carl Auer von Welsbach (1858-1929) Professor of Chemistry at the University of Vienna. The process was based on monazite sand transported from Brazil as shipping ballast free of charge. This made possible producing thorium, cerium, and other rare earths at a low cost, thus permitting the growth of the industry. However, once the Brazilian authorities realized the strategic importance of the sand, shipping was stopped. Brazil then started its own processing of the sand in 1949. The background for Auer’s work, the role of Robert Bunsen in Heidelberg, and the invention of the spectroscope will be presented. INTRODUCTIONHeidelberg on the Neckar (Figure 1) was the meeting place for chemistry students from all over Europe in the nineteenth century. Her university founded in 1386 had already a famous professor of chemistry and medecine in the Faculty of Medicine by the name Leopold Gmelin whose three - volume Handbuch der theoretischen Chemie appeared in 1817-1819, that became later a multi-volume monumental work. As successor to Gmelin came Robert Bunsen (Figure 2) in 1852 who made this university town the Mecca of chemistry students. One of his students, the English Henry Roscoe (1833-1915) who became later a distinguished professor in Manchester, described him as follows: ""As an investigator he was great, as a teacher he was greater, as a man and a friend he was greatest""."

Applications of three experimental design techniques to smelting operations are explained. The report describes a factorial design using three variables at two levels, a fractional factorial design which investigates seven variables, and response-surface methodology for optimization of electric- furnace smelting processes. These methods may be applied with a minimum of trials and at little expense. Further, the writer knows of no reasons why the same methods could not be applied to other operations as well, such as steelmaking.

A lignite from Milam County, Tex., has been oxidized by air at temperatures from about 27° to 300° C. for varying lengths of time. The oxidized coal was carbonized at 500° C. in a laboratory assay unit, and the products of carbonization were measured and analyzed. The data presented suggest that, as lignite is progressively oxidized, tar yields are decreased and gas yields are increased in a ratio approximating 1:1. It is surmised that tar-yielding structures in the nonoxidized coal produce gas, principally, when the coal is oxidized. Char-yielding structures of the nonoxidized coal give rise to additional water of decomposition after oxidation and pyrolysis. As lignite is subjected to greater oxidation, the gaseous product evolved on pyrolysis becomes almost entirely carbon dioxide. Tar yields decrease with an increased degree of oxidation, so that the reduction in tar yield may be used as a qualitative measure of oxidation. Pilot-plant drying and carbonization, where air is used as the transport gas and where some air is included in the drying and carbonizing gases, induces some oxidation of the coal particle. The short residence time in a fluidized system with reference to the oxidation environment limits the oxidation.

"Treviicos-Soletanche Joint Venture (JV) and the US Army Corps of Engineers (USACE) have installed a 3800-foot long, 275-foot deep and minimum 2-foot wide secant pile barrier wall at Wolf Creek Dam in Jamestown, KY. This paper describes the methodology employed by the JV and USACE to evaluate the overlap, thickness, and position of the barrier wall. It addresses the contractual requirements, positional uncertainty, and evaluation procedures.These procedures evolved over the course of the project as various issues were identified and procedures developed to evaluate these issues. During the project, it became clear that the JV and USACE could ascertain that the wall thickness and overlap requirements could be met if the overlap based upon Koden data was at least 0.7’ in the left-right direction. For a small number of piles with overlaps between 0.5’ and 0.7’, the piles are contractually compliant yet contain a minor degree of uncertainty in the overlap. Initially, the USACE assumption was that the amount of uncertainty of verticality measurements would require more than a 1-foot measured overlap in the left-right direction to confirm an actual, contractual 6-inch overlap. With time and experience, the limit of measured overlap was reduced in accordance with greater understanding of the equipment capabilities and tolerances. Other lessons learned include the need for Quality Control/Assurance personnel to collect data at the same starting point for every pile.For every pile the JV and USACE compared analog and digital data to provide confidence that the correct digital data was used for overlap calculations. Perhaps the most important lesson learned was the importance of the JV and USACE working together and sharing all data. Overlap analysis was performed by the JV’s Barrier Wall Specialist and a small number of USACE personnel. The wall was installed through a 6-foot wide Protective Concrete Embankment Wall (PCEW) which was installed two feet into rock. The PCEW protects the embankment from erosion of drilling fluids during subsequent operations. Below the PCEW the piles were installed to a specified elevation (staggered at 475’ and 473’ below the 748.2’ work platform). The Ordovician limestone and shale bedrock is flat lying with few vertical fractures. These conditions facilitate the advancement of pilot holes with very low deviations (with considerable credit to the JV’s drillers and steering engineers). The pilot holes were spaced on 31.5-inch and 35-inch spacing. Subsequent enlargement of the pilot holes to 50’ resulted in a continuous wall. This paper addresses the requirements and procedures to assure that the wall was as wide, deep and continuous as specified."

When Eugene Bailey asked me to contribute to this session on "Canadian exploration - 1976", it took a little coaxing before he got me to agree. My immediate reaction was, what could i say about Canadian exploration that already had not been said a hundred times in the past few years; secondly, why include a banking person in such a discussion? Everyone knows banks only come into the picture after the discovery has been made and feasibility well established and validated. Rather than wrestle with these misgivings, I decided to take the easy way out and go on blind faith in Eugene - that is, he asked me so he must think that I could come up with some useful thoughts and at least touch upon some of the pros and cons of exploration in Canada. The object of the whole exploration exercise is to Find economic deposits, once they are found, one cannot really move them elsewhere to mine them. It follows, therefore, that we should really be speaking about the pros and cons of mining In Canada and my treatise will eventually lean in this direction. In any event and before getting down to the pros and cons, let us take a quick look at the history of mineral resource development in our country since the end of world war II. At that time, we were producing well under one billion dollars worth of mineral products including hydrocarbons.

"The mechanism of bleomycin-induced pulmonary fibrosis is not ye: clear. Recent studies have shown that alveolar macrophages (AM) can be stimulated by bleomycin in vitro releasing inflammatory cytokines, suggesting that the interaction of bleomycin with AM is an important step in the drug-induced fibrotic process. Bleomycin is known to bind DNA and generate oxygen radicals through complexation with Fe2+ and oxygen. To provide,more insight into the cellular oxidative property of bleomycin, v.s have developed a fluoromicroscopic method using 2',7'-dichlorofluorescin diacetate (DCFHDA) as an oxidative fluorescence probe to study the deomycin-induced intracellular oxidation in rat AM and the inhibition of the oxida¬tion by taurine, a compound known to inhibit the bleomycin-induced fibrosis. Bleomycin at 5 to 20 ug/ml has a moderate stimulatory effect (1.87- to 2.66-fold) on the secretion of superoxide anion. A high concentration of bleomycin (20 ug/ml), however, inhibits cell response to zymosan-induced secretion of superoxide anion. At 4 ug/ml, bleomycin has no effect on cell membrane integrity or morphology but results in a significant increase in intracellular oxidation. This oxidative process is Fe2-,-dependent and is accompanied by an increase in intracellular calcium (35 nM). Both the intracellular oxidation and calcium rise induced by internalized bleomycin are inhibited by pretreatment of cells with varying concentrations of taurine (25, 125, and 187.5 uM). The inhibitory effect on intracellular oxidation .vas found to be 36, 57, and 60%, respectively. These results demonstrate a stimulation-inhibition relationship between bleomycin and taurine on re cellular oxidation at a subcytotoxic dose of bleomycin, suggesting that the oxidative effect of the intracellular bleomycin-Fe2 complex is important in the initiation of the fibrotic process. — Environ Health Perspect 102 (Suppl10):91-96 (1994) IntroductionThe pulmonary system is most susceptible to oxygen radical-induced diseases due to its constant exposure to the highest oxygen tension, and the potential encounters with oxidant gases such as ozone, nitrogen oxides, and toxic doses of dust particles. Reserve Mining Company completed construction on a major process modification project in June of 1980. These modifications enabled Reserve to reduce and control its final iron ore pellet silica content from 9.0 20.77 percent to 5.0 50.26 percent. The paper outlines the implementation of neutron activation on-line analysis and associated computer control loops for measuring and closely controlling the silica content of the iron ore concentrate at Reserve Mining Company. It contains a general overview of Reserve's taconite processing facilities and a presentation of the theory and operation of the neutron activation analysis equipment coupled with the computer silica control loops.

A method was developed by the Federal Bureau of Mines for evaluating viscosity data from slurries obtained in leaching sinters from the lime soda sinter process for extracting alumina from aluminous silicates. The logarithm of the viscosity was observed to be a linear function with time. The slope of the plotted line provides a means for evaluating viscosity behavior in a lime soda sinter blurry and also a means for comparing gelation characteristics directly with other variables in the lime soda sinter process. This report presents one aspect of a continuing study by the Bureau of Mines on methods for treating siliceous aluminum ores. It is one of the many programs of the Bureau concerned with conservation, development, and use of our domestic minerals resources. Previous investigations of lime soda processes, both by the Bureau4-7/ and industrial concerns, have demonstrated that sintered materials containing CaO, Na2O, A1203, and S102 in various combinations exhibit a tendency to gel or set when mixed with water or other extraction solutions. Gelling prevents satisfactory recovery of alumina and in extreme cases prevents operation of an extraction plant.

There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause. Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

The Dempsey tract in Washington County, Mo., had a small production of lead-zinc ore from shallow workings. Old dumps from early-day lead mining contain about 25,000 tons of ore averaging about 3 percent combined zinc and lead. Because of the urgent war requirements for lead and zinc, the Dempsey property was examined by Otto Ruhl, formerly an engineer of the Bureau of Mines in August 1942 and selected for further investigation by churn drilling twenty holes totaling 1,309 feet were bored in the fall of 1943. The results of the work are presented in this paper.

Large areas of the anthracite beds in the Wilkes-Barre, Pa., region have been first-mined in such a manner that over half of the original coal has been left underground as pillars to support the overburden. To recover the maximum amount of this remaining coal, improved devices to support the roof while pillars are being extracted are needed. Also needed are suitable backfilling systems that will stabilize the strata during the mining and effectively limit the inevitable subsidence after pillars are removed. Accordingly, the Federal Bureau of Mines furnished 400 yielding steel props that had been purchased abroad, where this type of prop had been used successfully. The cooperating company arranged for concurrent tests with a mechanical stower designed and built by an American manufacturer. In the area in which the experiments were conducted, pillar removal, using conventional timbering, was most difficult because the roof fractured badly, the installation of timbers consumed a substantial part of the work effort, and some coal nearly always was lost. With the application of the yielding props, the time needed for securing the roof was reduced 33.9 percent; production per man-shift was in¬creased over 33 percent; coal recovery was improved more than 9 percent; and the convergence between roof and floor, during mining and backfilling, amounted to as much as 8.03 inches without any break in the roof. However, in September 1953 some roof rock fell in pillar 10 owing to insufficient props in a small area where the ends of three top holes drilled in the coal face extended up into the roof rock.

A static dew point technique has been used to evaluate the solubility of arsenic in ?slag and its dependency on P02 at temperatures of 1458 and 1523K. The ferrous-ferric ion ratio of the slags ranged from 3.9 to 23.8. These values correspond to partial pressures of 02 ranging from 10-8 to 10-12 atm. The solubility of arsenic in slag was found to be independent of? P02? The data indicate that elemental arsenic exists in silicate ?slags. This result was further substantiated by mass .spectrometric analysis of doped slag specimens.

The tests reported in this paper were made in the East Texas field in the summer and fall of 1932 as a part of the Bureau of Mines study of the operation of flowing wells and reservoir performance; and to determine, if possible, the minimum reservoir pressure necessary to produce the wells in this field by natural flow through different sizes of flow strings. The minimum reservoir pressure that would be required to Maintain natural flow through 2 1/2-inch tubing was determined experimentally for the existing energy conditions in the East Texas field. With the present available data, however, it is impossible to predict accurately or to determine by calculation the necessary energy requirements for maintaining the vertical flow of oil and gas mixtures under all conditions. Although some valuable data were obtained which seem to have application to the solution of problems involving vertical flow, this important research of the petroleum industry is so involved that more study of the complicating factors influencing the flow of oil-gas mixtures through vertical pipes is required.

In its program of investigation of deposits of strategic minerals, the Bureau of Mines did some development drilling at the Douglas Deposit in an attempt to find an additional source of supply of copper. The deposit, which was opened in 1878, was worked until 1883 and is reported to have produced between 2 and 3 million pounds of copper. Heap-roasting and smelting and later gravity concentration were employed in ore reduction. Old slag dumps and tailing piles from these operations still remain. In 1917, the American Smelting & Refining Co., purchased the mine, and in June 1918 production was started in a 125-ton mill, using both tables and flotation. The mill was closed December 31, 1918, and soon after the milling plant Was dismantled and removed. The mine has remained idle ever since. The deposit occurs in a mineralized zone that follows the schistosity. The principal metallic minerals are pyrite) chalcopyrite, pyrrhotite) arsenopyrite, sphalerite, magnetite) slight chalcocitel and cuprite. To search for additional ore shoots and to prove the known ore shoot at depth, the Bureau of Mines drilled seven holes, which totaled 2,117.4 feet. No additional ore was developed by this work.

In initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining. The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost. This report, is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges. Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage. In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested. Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes. Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows paral-lel to one of the series of joint planes. Methods of detonation made little difference in breakage; but the milli-delay caps produced the best conditions for moving the broken rocks.
