ALTHOUGH the first colonists in the area that is now the A United States, whether Spanish, French or English in nationality, were usually keenly interested in the possibilities of mineral wealth, it is a curious and interesting fact that none of them happened upon the mineral deposits that eventually were to make this the greatest mineral-producing country; up to 1800 it would probably have been rated as rather poor in minerals. Spanish explorers traversed the southeastern United States with- , out finding the Appalachian gold deposits that aroused so much interest in the early nineteenth century; Coronado sought in vain for the seven golden cities of Cibola; and the important gold \ deposits of California were not discovered until the political sovereignty of the region had passed from Mexico, which had held it for three centuries. The French also held Canada for nearly two centuries (and the British for another century) without finding the mineral deposits in Ontario and Quebec that now are so important. Though they knew of the copper of the Keweenaw peninsula, the lead ores. of Wisconsin and Missouri, and the coal of Illinois in the seventeenth century, these deposits were all too remote for exploitation. In the area held by Great Britain, iron smelting was planned at Jamestown as early as 1619 and was actually begun at Lynn, Mass., in 1643. The industry grew slowly, at first, but had reached considerable importance before the Revolution. Commercial bituminous coal mining began about 1750 in Virginia but anthracite mining in Pennsylvania was not started until 1800. As a result there was naturally little interest in the technical aspects of mineral prodnction here before 1800 by any except the few people who were actually engaged in it. The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. Slag dumping and water granulation are the most commonly used slag treatment methods in the metallurgical industries. In both processes, water is present (by desire for cooling and dispersion or as a result of rain accumulation) and thus equipment and operations are designed to minimize and mitigate the risk of steam explosions resulting from the inappropriate contact of slag with water. Slag handling practices have, therefore, never been inherently safe; even good design, operation, and maintenance are not sufficient to prevent explosions or other related injuries from occurring. For slag handling to become inherently safe, our industry must eliminate the potential contact of water with molten slag. This is today feasible with the advent of dry granulation technologies, a review of which is presented, and it thus falls to us, in the metallurgical sector, to lead the way in their final stages of development and adoption. Furthermore, while slag dumping and water granulation offer some metallurgists the means of valorizing their slag as a by-product, for most, this is not the case. The energy in slag is lost through dumping and water granulation processes, and where slag is sold as a by-product, it is for its chemical content only. Here, dry granulation processes also offer advantages including the production of by-products which hold value in both their chemical content and physical properties and heat recovery. Dry granulation, therefore, augments the methods by which slag may be valorized over traditional processing methods.

Real economic growth for 1988 may fall short of the 3.3% projected by the U.S. Department of Commerce in August 1988 be-cause the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up com-pared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. [ ] Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those for the corresponding period in 1987.

THE tabular statement accompanying this note shows the money cost in each of the three departments of manufacture, of 17 leading items, and also the proportion (expressed in a decimal fraction) which each of these items bears to the total cost. The statement can hardly be taken for more than an average illustration of the clear showing of ratios and of results which may be made by such an arrangement, for not only will these items vary from month to month in any given works, but the methods themselves of manufacture differ widely in different works. In today's economic environment, Canadian mines can ill afford to neglect their ventilation systems as they can consume 30- 40% of the electricity used in underground mines. In addition, Canadian mines can incur significant heating costs. For mines to be their most cost efficient they must embrace existing and emerging technology to optimize the use of their air; namely, maximizing its work in diluting and removing pollutants, limiting leakage, and avoiding the unnecessary consumption of costly fan pressure all the while ensuring the health of their workforce. Furthermore, in Canadian mines which are heavily dieselized there is great interest within the industry to convert from a rigid quantitative approach to ventilation, based upon engine size, towards a more flexible qualitative approach that provides credit for Clean engine technology" and permits ventilation supply to be driven and based upon pollutant demands. In the future, there is even the possibility that ventilation will only be required to supply oxygen to diesel equipment as the underground hands-on workforce is replaced by surface workers and tele-operation. Such changes will allow mine operators to minimize their electrical usage and operating costs, for in its simplest form the cost of running a fan is proportional to the quantity3; therefore, reducing current ventilation demands or limiting increases brought on by more stringent legislation, can produce very significant cost savings. CANMET, through ventilation surveys and use of its modern 3D-CANVENT ventilation simulator, have been demonstrating to the mining industry how ventilation can be optimally delivered at reduced costs. El-Equip with their leaky-feeder communications and MultiVENT monitoring and control system have facilitated mines to control fans and hence costs, and also monitor such ventilation parameters as pollutant concentrations. These two parties are now combining their efforts to develop an integrated air management system which will be demonstrated at CANMET's Experimental Mine Val D'Or, Quebec. With such an air management system, the ventilation engineer will have: 1) a simple to use simulator to design and test ventilation scenarios; 2) remote controls of fans, doors and regulators to implement changes; and 3) real-time monitoring of airflow, pollutant concentrations, and both vehicle identity and location to show whether changes are necessary. It is only when all three are available, that a mine's ventilation system can be operated at minimum cost.

THE discussion on Dr. Chipman's paper, Mapping by the Topographical Survey, centred mainly on the urgent need for aerial photographic reconnaissance of unmapped portions of the country as an initial phase in the provision of suitable topographical maps for use as a guide in geological mapping, prospecting, exploration, and development work in the areas concerned. This, ir was pointed out, would necessitate an expansion of the topographical work of the Bureau of Topography to keep pace with the photographid work and to meet the demand for maps for use by geologists of the Bureau of Geology and others. A resolution requesting Institute Council to make representations to the proper authorities, urging that aerial photography and topographic map-ping be greatly expanded to meet the pressing needs of the situation, was moved by DR. W. F. JAMES and seconded by MR. L. G. SMITH, and carried unanimously. The full text of the resolution appeared on page 221 of the May BULLETIN. Others who spoke in support of the resolution were MESSRS. E. S. MOORE, L. B. ROCHESTER, F. D. SHEPHERD, and W. J. WRIGHT. Dr. Hansen then presented his paper, Mapping by the Geological Survey, discussion on which is summarized below. MR. FRANK EBBUTT(l) spoke of the very valuable service the Geological Survey bas rendered the mineral industry, and indeed the whole nation, in its century of existence, despite the very inadequate financial support it has received. Now, more than ever before, a strong and expanded Geological Survey is essential if the Industry is to continue to prosper. Our known ore reserves are being depleted very rapidly, and we are finding no new orebodies to take their place. As an aid in prospecting and exploration, and also in the development of orebodies when they have been found, we must have geological maps of the vast sections of the country which at present are unmapped or inadequately mapped. The Institute should make every endeavour to have the Geological Survey strengthened so that such maps may be made available as soon as possible.

It is widely accepted that particles stabilise flotation froths and that stable froths result in improved flotation performance. Predicting the effect of particle addition on froth stability is, however, challenging. Dynamic surface tension measurement using maximum bubble pressure presents an attractive technique to investigate the effect of surfactant and particles at the air-water interface. The range of bubble lifetimes that can be studied (typically 0.1 to 60 s) is analogous to variations in air rate in flotation cells, and the corresponding changes in surface tension give an indication to the diffusion and adsorption rates of particles at the interface. In this paper, we use dynamic surface tension measurements to investigate the effect of particles on bubble surfaces at the microscale and link this to bulk froth stability measurements carried out using a froth column. Using the maximum bubble pressure method, the results show that the addition of particles results in lower surface tension, both at the dynamic (i.e. short) bubble lifetimes and towards equilibrium (i.e. 60 s bubble lifetime). This corresponds with the bulk froth stability measurements, where the three-phase system yielded more stable froths than the surfactant only system. Furthermore, increased particle loading at the air-water interface, whether through higher surfactant concentrations or lower air rates (longer bubble lifetimes), gave lower surface tension and higher froth stability. This demonstrates the link between bubble loading and froth stability. It is proposed that the maximum bubble pressure technique can be used to predict froth stability for two- and three-phase systems, enabling the effect of particle loading to be accounted for and quantified. Moreover, the technique has the potential to allow rapid determination of particle and surfactant diffusion at the air-water interface and prediction of the corresponding effect on bulk froth behaviour.

This report describes the washability characteristics of 18 coal samples taken from 11 drill hole cores from the San Juan Basin area of New Mexico and Colorado. The ash content of these coals could generally be substantially reduced by removing the heavy impurities. The coals were characteristically low in sulfur content; only one sample contained more than 1 percent sulfur after removing the sink-I.50 specific gravity material. The coals ranged in rank from subbituminous C to high volatile C; 11 of the samples were subbituminous A. Many of these core samples came from areas where very little fieldwork has been done; consequently, an outgrowth of this work has been an increase in known coal reserves of the San Juan Basin area.

QUANTITATIVE knowledge of the time element involved in austenite transformation in a particular steel provides a sound basis for understanding and planning heat-treatment. Such knowledge is conveniently obtained by measurement of austenite transformation as it occurs at each of a series of temperature levels. The results of these measurements usually are summarized in the form of the now familiar isothermal transformation diagram (I-T diagram, TTT diagram, or S-curve). Although a considerable number of such diagrams already have appeared in the literature, there remain many compositions of commercial importance for which no I-T diagram is available. The diagram for many such steels may be predicted from published data with sufficient accuracy for most practical purposes, but for others no satisfactory prediction can be made because the effect on austenite transformation of one or more of the important alloying elements present is not well enough known. Such a steel is Nitralloy, Type 135-Modified, which, containing about 1.25 per cent aluminum, differs from any whose I-T diagram has been published. This paper presents results of a study of the isothermal transformation behavior of a sample from a commercial heat of this aluminum-chromium-molybdenum steel, together with pertinent supplementary data including the equilibrium transformation temperatures (Ae3 and Ae1), the temperature range of martensite formation, and the end-quench hardenability. These data are directly applicable to the heat-treatment of this type of steel and are of interest in revealing some of the fundamental effects of aluminum as an alloying element in steel. MATERIAL All specimens were prepared from a 13-in. diam bar forged from a 5 by 5-in. billet from a commercial heat made in an electric arc furnace. The composition of the bar was; C, 0.41 per cent: Mn, 0.57: P, 0.016: S, 0.005: Si, 0.24: Ni, 0.17: Cr, i.57: MO, 0.36: Al, 1.26. The forged bar was normalized from 1750°F (955°C) and then tempered for one hour at 1200°F (650°C), this tempering treatment having been given to facilitate the machining of specimens. EQUILIBRIUM TRANSFORMATION TEMPERATURES In hypoeutectoid steel the minimum temperature at which austenite is completely stable, Ae3, and the maximum temperature at which austenite is completely unstable, Ae1, are of great significance in heat-treatment. The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, “Method for producing metallic iron powder from iron ore concentrate, ” July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing “super’ ‘-concentrates prepared from magnetite or “blue dust” into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloye to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free ) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. The Mariposa estate, a grant made by the Mexican Government to Juan 13. Alvarado, during the time when California was still under the dominion of Mexico, was purchased in 1847 by J. C. Fremont, and the United States patent issued to him in 1856. By sale, or its equivalent, money advanced, the property came into the hands of the Mariposa Company, June 25th, 1863, and through a varied existence of work and temporary inactivity, has as yet been kept as an undivided property, and rests at present with the Mariposa Land and Mining Company of California. I pass over this period of 15 years without giving the history of the ups and downs of the estate, partly because it is familiar to many, and also because I think in such a case this paper would assume too much the character of a narrative. The estate is situated in Mariposa County, California, about 170 miles southeast of San Francisco. It begins in lat. 37' 26' 38'' north, and long. 119' 55' west, and runs 6 miles north; thence 69 miles west; thence 5 miles northwesterly towards the Merced River; thence 84 miles southerly; thence 3 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 2 miles southerly; thence 2 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 1 mile northerly, and thence 2 miles easterly to the place of the beginning; embracing 44,387 acres (70 sq. miles) more or less. To describe this vast estate in detail as to its full geology, its numerous quartz veins, its many facilities to exploit them and work them by cheap methods, would lead me further than I intend to go at present, and I will content myself to describe the latest workings of the company and its immediate field of operations. As long ago as 1860 the late Dr. Adelberg advised the running of an adit from the northwestern edge of the estate at Benton Mills 011 the Mereed River. His object was to undercut the deepest workings of the then paying mines on the estate—the Pine Tree and Josephine. Following this advice, the tunnel known as "River Tunnel " was commenced. Ore deposit models are defined largely by physical geologic features that relate conveniently to remote sensing. New Landsat, SPOT, RADARSAT and other multispectral and hyperspectral sensors with improved spatial resolution are currently in development. Near-infrared and thermal airborne hyperspectral scanners hold outstanding promise for both mineral exploration and feasibility stage mapping at potential new mining projects. These scanners are capable of identifying silicification, differentiating silicate alteration types, and mapping compositional variations within igneous and metamorphic complexes. Research in 'mineral and rock spectrometry is helping to advance applications of remote sensing. Hyperspectral scanners are capable of differentiating compositional variations within individual mineral species. Innovative data processing techniques continue to enhance computer software applications and facilitate imagery analysis by the geologist. Today, . remote sensing imagery is commonly integrated with multiple data sets in GIS format to form the core data base for regional exploration programs.

In this scenario, the need to improve asset operational performance, makes complex studies involving technical knowledge and asset life behavior, become important tools to support companies strategic accomplish. These studies allow consider performance, costs and operational risks relationship in the decision make process. The Asset Management approach support these studies in order to observe the whole asset life cycle, understand value chain through all company process and optimize the asset economic life. In this context, the present technical work has the purpose to support asset management decision making regarding ArcelorMittal Vega cold rolling drive motors, through the motors fail behavior modelling and estimated the risks involved in asset management decision. Through the Reliability, Availability and Mantenability (RAM) analysis, simulations were performed considering the failure, repair cost data and investments to build options to mitigate the operational risks.

At the outset, I believe reference should be made to comparatively recent world developments in copper which have an important bearing upon the Canadian position. COPPER SITUATION No one can doubt the marked change for the better compared with not so long ago when less than adequate attention was paid to marketing and to uses of the metal. I need not show you graphs of world copper prices, which except for relatively brief periods and war conditions were, until about three years ago, not unlike the topography of the Canadian Rockies. There remain, of course, some non-industry factors who yearn for the old days of "roller-coaster" copper prices.

Mining industry requires constant adaptation to its practices in response to the dynamic change of the societal demand. Little information exists regarding how the US metal mining engineering education is prepared to meet with its industry needs due to the increase in critical minerals driven by the green energy transitions. This study aims to provide industrial perspectives on the current US metal mining engineering education and areas for improvement. An online survey with both closed- and open-ended questions were designed to seek opinions from the US mining industry. Findings indicated a shortage of qualified graduates from the current US metal mining engineering education system. The qualifications need to be improved include engineering sciences underlying mining methods, mining design experience, mining feasibility study, the connection between theory and practice, and understanding of the overall mining operation. The survey also identified future desired qualifications. The most desired ones in the next 5 years include an ability to acquire and apply new knowledge as needed and sufficient experience in the field. Respondents, regardless of the nature of their affiliated mining companies, unanimously recommended that collaborations between the industry and academia should be enhanced. The analysis of the results concluded four recommendations: (1) involve more multiple stakeholders in reforming mining education programs, (2) reinforce field experiences as a key part of mining engineering education programs, (3) enhance a closer collaboration between academia and industry, and (4) integrate emerging technologies (e.g., artificial intelligence/virtual reality) guided by pedagogical theories into new mining engineering curriculums.
