Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Seals are barriers constructed in underground coal mines throughout the United States to isolate abandoned mining panels or groups of panels from the active workings. Historically, mining regulations required seals to withstand a 140-kPa (20-psig) explosion pressure. However, the Mine Improvement and New Emergency Response Act (“MINER Act”) requires the Mine Safety and Health Administration (MSHA) to increase this design standard by the end of 2007. This report provides a sound scientific and engineering justification to recommend a three-tiered explosion pressure design criterion for new seals in coal mines in response to the MINER Act. Much of the information contained in this report also applies to existing seals. Engineers from the National Institute for Occupational Safety and Health (NIOSH) examined seal design criteria and practices used in the United States, Europe, and Australia and then classified seals into their various applications. Next, the engineers considered various kinds of explosive atmospheres that can accumulate within sealed areas and used thermodynamic calculations and simple gas explosion models to estimate worst-case explosion pressures that could impact seals. Three design pressure-time curves were developed for the dynamic structural analysis of new seals under the conditions in which those seals may be used: unmonitored seals where there is a possibility of methane-air detonation or high-pressure nonreactive shock waves and their reflections behind the seal; unmonitored seals with little likelihood of detonation or high-pressure nonreactive shock waves and their reflections; and monitored seals where the amount of potentially explosive methane-air is strictly limited and controlled. Figure 1 is a simple flowchart that illustrates the key decisions in choosing between the monitored or unmonitored seal design approaches and the three design pressure-time curves. For the first condition, an unmonitored seal with an explosion run-up length of more than 50 m (165 ft), the possibility of detonation or high-pressure nonreactive shock waves and their reflections exists. The recommended design pressure-time curve rises to 4.4 MPa (640 psig) and then falls to the 800-kPa (120-psig) constant volume (CV) explosion overpressure. For unmonitored seals with an explosion run-up length of less than 50 m (165 ft), the possibility of detonation or high-pressure nonreactive shock waves and their reflections is less likely. A less severe design pressure-time curve that simply rises to the 800-kPa (120-psig) CV explosion overpressure may be employed. For monitored seals, engineers can use a 345-kPa (50-psig) design pressure-time curve if monitoring can ensure that (1) the maximum length of explosive mix behind a seal does not exceed 5 m (16 ft) and (2) the volume of explosive mix does not exceed 40% of the total sealed volume. Use of this 345-kPa (50-psig) design pressure-time curve requires monitoring and active management of the sealed area atmosphere. These design pressure-time curves apply to new seal design and construction.

"Uranium is a unique commodity. It is both a metal and a fuel, It has both commercial and military uses. It yields ""clean energy "" but presents environmental concerns. All of these factors have an impact on the commerce of uranium.Being a metal, uranium is extracted from ore like many other metallic minerals. As a fuel, it is subject to the vagaries of energy commodity market forces. The history of uranium in the first nuclear weapons has led to nation al governments carefully controlling production and sale of uranium. The spectre of radioactive contamination of the environment adds further to the public concern over the disposal of low-level radioactive wastes from uranium processing and use.There have been a number of excellent reviews on the commercial aspects of the uranium industry. In this discussion, these aspects will be briefly summarized to provide a general picture of the strengths of the Canadian uranium industry and the pressures to which it is being subjected currently. The principal thrust of this paper will be to outline Canada's resource strength and to identify some factors which will affect Canada's ability to continue holding a sizeable share of the world uranium market."

O presente trabalho avalia o efeito das camadas de conversão a base de CrVI e CrIII aplicadas na superfície de arames galvanizados por imersão a quente. As bitolas testadas foram 1,24mm, 1,65mm e 3,00mm, utilizando os ensaios de Névoa Salina e Câmara Úmida, avaliando o aspecto superficial dos arames após 1, 3, 6, 24 e 28 horas de exposição ao ambiente agressivo. Pode ser observado que o ensaio de Névoa Salina é pouco indicado para avaliar a oxidação superficial do arame em função de sua agressividade. Os resultados foram melhor interpretados utilizando o ensaio de Câmara Úmida. Inicialmente os arames recobertos por uma camada de conversão a base de CrIII apresentaram desempenho levemente superior àqueles recobertos por CrVI, considerando os mesmos tempos de exposição. Após seis horas os arames galvanizados apresentaram comportamentos semelhantes. O arame galvanizado com maior resistência a oxidação foi aquele protegido com CrIII, porém com o passar do tempo os dois tipos de revestimento se equivalem.

THE Myrtle group of mining claims is situated on Barkerville mountain in the Cariboo mining district of British Columbia, west of the old mining town of Barkerville. An 1,800-foot adit, known as the Shamrock tunnel, was driven in 1935-36 from the Barkerville road and in the general direction of the Myrtle group. It was proposed to enlarge this adit to more convenient section, extend it 2,500 feet int0 Myrtle ground, and from there drive a main entry 3,000 feet along the length of the group. Several laterals were also to be driven off this main entry as part of the tunnel schedule. It was thus originally proposed to drive 5,500 feet of new adit and 1,800 feet of laterals, a total of 7,300 feet of new work. Work was commenced with a bulldozer on April 21st, 1941, cutting a bench on the hillside for a plant site. The power plant was ready for operation on August 8th. Slashing and re-timbering of the old adit rook longer than was expected. It was found that 57 per cent of the length required timbering, chiefly by fore-poling, and there was also trouble in several sections with swelling ground. First round in the new face was taken on September 17th, when a 2-shift daily schedule was commenced. Due to delays in delivery of electrical equipment, it was not possible to add the third shift until November 14th. From then on, a 3-shift daily schedule was maintained with the exception of holidays and fortnightly change Sundays until August 1st, 1942, when shortage of labour caused the dropping of a shift. All work was suspended on August 14th. The ground through which the tunnel passed was such that the driving was often interrupted by the need of protective timber at the face. Further, crews were continuously employed timbering behind the face, and in maintenance of timbered sections in swelling ground. Roughly 980 feet of the new workings are now timbered, about 21 per cent of the total.

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

Dans certains cas, l?utilisation du remblai en pâte pourrait permettre de réaliser d?importantes économies telles que la réduction de la dilution, la stabilité des ouvertures, la récupération d?une plus grande partie du minerai par la réduction de la taille des piliers et l?entreposage de moins de résidus à la surface. L?ampleur des économies est parfois difficile à chiffrer mais il est tout de même important d?en tenir compte lors de la décision d?utiliser du remblai en pâte puisque ce sont souvent ces économies qui seront déterminantes. Différentes méthodes d?extraction avec remblai en pâte appliquées aux mines filoniennes seront présentées. "Ontario and Quebec taxpayers will have to dig deeper into their pockets to pay more tax, according to budget papers tabled in these provinces in May 1993. Individuals will be hardest hit, but corporations will also have to ante up in the face of higher rates, reduced deductions, and new taxes.Up, up, and away...Somewhere in the bleak picture of the 1993 Quebec and Ontario budgets, there is a bit of good news for the mining industry.Careful scrutiny reveals:• Ontario will correct a capital tax provision which inadvertently penalizes flow through share issuers;• Quebec's flow-through incentives will be extended to December 31, 1995; and • both Quebec and Ontario will allow deductions for mine site reclamation payments.The industry may also find some comfort in the fact that Ontario's new corporate minimum tax will be profit-based (unlike the federal minimum tax), so that non-producers should not face a liability for this tax. There is some concern though, about Quebec's announcement that the refundable credit mechanism in the Mining Duties Act will be reviewed."

SEVERAL years ago, I estimated the total stock of gold in the world to be about a thousand million ounces, of which rather over one-third was available for monetary uses. Robert H. Ridgway has estimated the world's production from 1493 to 1927 as slightly over this amount. Of this total, 1.5 per cent was produced between 1493 and 1850 (before the Californian and Australian goldfields began to flood the world with gold), 331/2 per cent from 1851 to 1900, and 511/2 per cent from 1900 to 1927. Allowing for loss by attrition and permanent consumption in the arts, and for loss of buried treas¬ure, my first-mentioned estimate is perhaps not far from the truth; but my estimate of the monetary stock was certainly too low. Of the total production stated by Rid-way. 28 per cent came from North America. 26.9 per cent from Africa, 1.6.8 per cent from Australasia, 12.4 per cent from South America, and 11.2 per cent from Asia. Excepting that from the African conglomerate beds, the ultimate origin of which is still the subject of controversy, by far the greater part of the total production was derived from alluvials. Weighing all contingencies, it is improbable that any such production as has been made during the last forty years will be repeated in any similar period, if the present price level is maintained. The gold standard today seems firmly established except for temporary digressions. Nevertheless, no well-informed mining engineer will venture to assert the probability that the material for its maintenance throughout future generations can be furnished.

The Bureau of Mines was created in 1910 largely to determine methods of preventing coal-mine explosions; the Bureau's studies have proved that coal dust, except possibly that of some grates of anthracite, can initiate an explosion in the absence of gas and that its ability to extend or propagate an explosion of either gas or dust has been responsible for nearly all of the widespread explosions that have taken place in bituminous and other nonanthracite mines in the United States in the present century. It is believed by many persons that all atmospheric dusts may be harmful if breathed in large enough quantities for long enough time; bituminous coal dust is generally considered to be essentially harmless physiologically, yet there is abundant evidence of definite damage from inhalation of bituminous dust mixed or unmixed with the dust of other materials. Attention un¬questionably should be given to allaying dust in bituminous mines, especially at principal dust-producing sources. This publication enumerates some of the sources of dust and describes practical methods of employing water as one of the most effective of the known methods to allay dust in bituminous mines.

Before 1950, hot working was simply deforming above the recrystallization point and gave a soft product compared to cold working. From 1960 onwards, improved testing in compression and torsion (stress, strain rate, temperature, quenching) provided valid specimens for microstructural analysis by polarized optical and transmission electron microscopy (TEM). Indeed, TEM was essential to uncovering the hot working mechanisms because it could distinguish between cold and hot substructures (dynamic recovery) in either initial or new grains (dynamic recrystallization). Over the years, teams at Concordia, McGill and UBC obtained NSERC support for students and equipment. CANMET built up a hot forming group having capabilities from high-rate cam-plastometer compression to rolling of experimental alloy billets; this was combined with latest metallographic instruments for fundamental research. Al alloys of every class (2000, 3000, 5000, 7000, 8000) were studied to understand the effects of solutes, precipitates, dispersoids and composites. The complex flow patterns in extrusion were clarified and modeled by finite element methods. Physical simulations of rolling schedules (up to 20 passes and reductions of 98%) by torsion provided evidence of microstructure development during both the passes and the softening intervals, thus clarifying development of texture in different alloys. (communication to the Secretary*) :—In order to throw some light on this interesting subject, a series of experiments were made with strips of mild steel, containing about 0.14 per cent. of C and 0.22 per cent. of Ma. These strips were thoroughly cleaned and brightened before use, salts were added to distilled water until it corresponded as nearly as possible to the analysis given by Mr. Lee, and in this water at different temperatures were placed four strips of steel; while four other strips, at corresponding temperatures, were placed in the water used at the Washoe Reduction Works. The latter plant has had no trouble from corrosion of furnace-jackets, pipe-lines or boilers. The analysis of the water used at the Washoe works is: Grains er U. S. Gallon. CaCO3........... 2.92 CaSO3........... 0.76 MgCI3........... 0.64 MgCO3........... 0.58 A1203........... 0.12 Fe2O3........... 0.12 SiO2........... 0.58 NaCl........... 0.35 Organic matter, etc.,........ 1.16 7.23 This water is neutral to litmus; while the artificial Copper Queen water was very slightly alkaline, which Mr. Lee informs us is also true of the water at Douglas. Both waters mere well aerated by pouring from beaker to beaker, and by blowing in air from the experimenter's lungs. The results of these tests, given in Table I., show that there is no significant difference between the effects of the two waters.

In fuel cell powered automobiles, hydrogen is required to be stored in materials that have a hydrogen storage density of over 4 mass%; further, these materials should be capable of supplying hydrogen by using the waste heat from a fuel cell, which is at a temperature of 373 K, in order to match the mileage of gasoline-powered vehicles. A Ti-Cr-V alloy, which exhibits a BCC structure and forms a solid solution, is a promising candidate for onboard hydrogen storage materials. Although it has a large hydrogen storage capacity of over 3.9 mass%, the rechargeable hydrogen capacity is limited to approximately 2.6 mass%. In this study, the effects of fine pulverization of the alloy on PCT (hydrogen pressure-composition-isotherm) characteristics were investigated in order to improve the rechargeable hydrogen storage capacity of the alloy. From the PCT measurements of the finely pulverized samples of the alloy, a plateau in the absorption curve was observed to begin at a hydrogen concentration of 0.5 mass%; further, a rechargeable hydrogen storage capacity of 3.3 mass% was obtained. This was greater than that obtained from the sample that was not finely pulverized, i.e., 2.5 mass%. However, the plateau width in the desorption curve was 2.5 mass%, which was the same as that observed for the sample that was not finely pulverized. The increase in the rechargeable hydrogen capacity during absorption is attributed to the precipitation of the -hydride phase (MH~2) directly from the metal phase (phase). The precipitation of the phase (MH~0.5), which should be formed in low hydrogen concentrations, is suppressed as a result of a possible reduction in the internal defects such as dislocations, vacancies, and grain boundaries by fine pulverization and annealing of the alloy.

To filly secure the environmental and social acceptability benefits of making a sulphide smelting facility and its ancillary sulphuric acid plant or other means for fixing sulphur, a virtually zero gas emission operation, it will be necessary to utilise exclusively technically pure oxygen. The strategy proposed for preventing the smelter from overheating involves highly efficient energy transfer by promoting sulphur trioxide formation at a relatively higher temperature than normal. A closed-loop gas circuit uses an eductor system actuated by the process oxygen to recirculate sulphur trioxide and unconverted sulphur dioxide back to the smelter, the endothermic dissociation of sulphur trioxide becoming a major contributor to the removal of excess heat. The only gases leaving the system relate to the bleed of nitrogen impurity introduced in the tonnage oxygen.

Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.
