"The environmental effects of the mining and mineral industry include destruction of natural habitats, changes in river regimes and water tables, and other serious ecological impacts. In this century, it is likely that water will become a critical resource, and in most countries the mining industry competes for a share of this resource. The Kyoto Protocol may at first seem only relevant to the coal mining and power industry, however, it should not be forgotten that the mining and mineral industry is a significant consumer of power. Therefore the ratification of the Kyoto Protocol by most developed countries and the introduction of a carbon credit trading scheme will impact on the industry by potentially increased costs in utilities and waste discharges. It is clear therefore that the mining industry faces many challenges in the coming years. The mining industry?s commitment to sustainable development needs to continue to evolve, in order to meet these challenges effectively. With the advent of globalisation of the industry, it is now an opportune time for the industry to gain international agreement on how they want the industry to achieve sustainability in future years; such a progressive approach is necessary, otherwise government will force the industry to change, which may not necessarily be the best outcome for the industry.INTRODUCTIONThe Earth Summit in Rio de Janeiro in 1992 was an opportunity for world leaders to assemble and discuss strategies and initiatives that provide for further industrial growth without adverse effects on the environment. The World Summit on Sustainable Development held last year in Johannesburg, South Africa, was an opportunity to evaluate those initiatives implemented over the past 10 years, and to set a new and sustainable direction for the future. It is clear that industrial and technology development will continue at a rapid pace in order to serve the needs of a growing world population, but it is essential that the course of this development is well planned, well executed, and that it is sustainable. In reality, while government officials and politicians continue to debate policy and international protocols, the environment continues to suffer and the effects of climate change and global-warming become more real each day."

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. "Since early 2015, the price of nickel has dropped from the region of US$6/pound to current levels of around US$4.60/pound (March 2017), reflecting several market factors, but principally due to lower demand from China. Under such conditions, nickel companies have been under pressure to contain operating costs. In addition, labor and energy costs will continue to rise, while nickel ore grades will likely continue to drop. All major companies now accept the need for climate change action and consequently efforts are being made towards lowering carbon-based emissions. Nevertheless, meeting these challenges can also contribute to higher operating costs without parallel innovative developments - which at the same time, under current conditions, major companies are tending to curtail. In this paper, several productivity improvement opportunities to reduce unit operating costs at nickel sulphide and nickel laterite plants are reviewed. Opportunities include: (a) process technology and energy-type selection, production capability, optimization of process intensity and implementation of newer technologies; (b) improved productivity, equipment availability including maintenance best practice; (c) energy savings and recovery opportunities and use of energy surveys and, (d) process modeling and improved scheduling. Such improvements along with an uptick seen in nickel demand going forward should better position the world nickel industry.INTRODUCTION Nickel is an essential metal to modern society, primarily through its use as an important ingredient in stainless steel. Thus, stainless steel finds vital applications in food preparation facilities, as well as important uses in transportation and industrial applications. Canada has always played an important role in nickel production and nickel metallurgy. In the 1940s and 1950s, Canada supplied over 90% of the world’s nickel. However, this proportion has declined considerably to around 10% of the world nickel supply today. Still, Canada remains an important nickel supplier and contributor to nickel extractive technology. Due to the importance of nickel to society, nickel demand is expected to continually rise. On the other hand, nickel companies have been under pressure to contain production costs amid languishing nickel prices. While demand projections show nickel growth, there are uncertainties in actual levels of future market growth. Ore grades are dropping, while labour and energy costs, which are key cost contributors are rising, hence efforts to lower production costs will generally require innovative approaches."

"It has been more than 10 years since Montana Resources’ copper/molybdenum mine has had a lost-time injury at its site in Butte, MT. With more than 350 employees and an average production of about 15.5 Mt/a (17 million stpy), which includes 29.5 kt (65 million lbs) of copper and 4 kt (9 million lbs) of molybdenum, the mine’s journey to a decade of exemplary safety is an impressive feat that has required hard work, commitment and, most of all, leadership from every level of the operation.It has not always been an easy journey, nor has it been one without scrapes and bumps along the way, but it is one that has produced stellar results. Mike McGivern, vice president of human resources, and Pete Steilman, safety manager at the mine, spoke with Mining Engineering about how the operation transformed from a site that was accustomed to collecting citations for safety violations to one that is now collecting awards for its safety record.Simply put, Montana Resources has made safety a value and the people its top priority.The operations faced many predictable challenges in 2003, when the mine was being brought back online after three years of sitting in care-and-maintenance status. It had been shuttered in 2000 because of low commodity prices and high operating costs, and, in the three years that the mine was idled, the equipment became dilapidated, and some of it was no longer in compliance. Less than half of the workforce returned to the site for the restart, and the team was challenged with getting the gears turning again to produce copper and molybdenum. But the most daunting challenge of all of was keeping the workforce safe during the transition.In the first few years of operation the mine racked up citations from the U.S. Mine Safety and Health Administration (MSHA) at an alarming pace, so much so that in May 2006, Montana Resources received a letter from the MSHA District Office informing the company that the operation was being placed on the Potential Pattern of Violations list due to its excessive citation history and high rate of significant and substantial citations. It was clear that something significant had to be done to change the course of action at the mine."

This discussion was prepared by members of the Phelps Dodge Corpn. staff who were designated to review the minutes. It is confidential but permission has been granted to distribute copies among those who attended the Conference. The minutes of the above conference contain numerous references to the plants and practices of Phelps Dodge Corporation. As many of these references are inaccurate, the following notes are made covering such points: Construction Magnesite Brick in Reverb. Arch (1) An.18" arch, 20 feet long, was built on one furnace with 5 feet on each side of magnesite brick, the center portion .being of silica brick. The furnace was put in operation February 13, 1930 and on April 23rd after 68.8 days' operation it was replaced due to failure of the silica brick forming the center of the arch. At this time, while the silica brick had completely gone, there was 14" of magnesite left. Bridgewall Tapping (2) Tapping matte through the burner wall was first tried at the Copper Queen Smelter in April, 1925. At that time, a copper casting with 1 ½ extra heavy pipes for water cooling cast in it, and having one taphole block was used. Later, on the other (old) furnaces, similar castings, but equipped with two tapholes, were used. We found with these furnaces that we could tap through the burner wall at the beginning of a campaign, but would subsequently have to go back to side wall tapping. This was the case until sometime in 1926. The new furnaces, that went in operation at the beginning of 1927, each had water. cooled castings with two tapholes. These have been used entirely and have been quite successful. Sometime after the furnaces were put into operation sidewall tapholes were put in, simply for the removal of any accumulation of matte that might be temporarily retained at the front end by bridges or dams in the furnace formed by overcharging locally.

FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

The recognition that surface mining need not be viewed as a permanent dedication of the land but rather as a temporary non-renewable use in a series of land uses has caused greater emphasis on the re-use of surface-mined lands. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. have been studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Indian Head Mine, which is located in Mercer County, North Dakota, has been studied. The Indian Head Mine is presently operated by The North American Coal Corporation -Western Division and has been in operation since 1917 under various ownership. The status of current reclamation and postmining land use planning was reviewed. In addition, the relationship between mine planning and public planning in an area impacted by energy development was investigated. Finally, key factors affecting site potential realization for western surface mines have been identified.

Steel mill electric arc furnace dust is a RCRA listed hazardous waste and its treatment and/or disposal are regulated by a complex set of rules. These regulations were originally established to encourage recovery and recycling of valuable components. For EAF dust, the more valuable constituents include zinc, lead, cadmium and iron. In fact, current trends are in the opposite direction, as the regulations have complicated the ability to commercialize new treatment technologies and created substantial roadblocks and liabilities for processors. As a result, almost half of the EAF dust generated in 1997 will be landfilled. The problems are compounded by difficult processing requirements, less than sterling examples of technology development and mechanical and operating problems. This paper explores some options to simplify the processing requirements and thereby easing difficulties in commercializing new technologies and expediting the recycling of recovered metals. Dust processing usually includes a simple step followed by two complicated steps. The simple step is fuming of heavy metals away from iron and other residues. The complex steps are (1) separating and purifying the heavy metals and (2) upgrading the iron residue. The first complex step can be simplified by producing an intermediate product that is amenable to processing by zinc refiners. This route benefits from the currently underutilized (by dust processors) resource offered by refiners, who have experience in and existing processes for separation and purification of zinc-based heavy metals. Various processes and their associated product options are reviewed and compared. Future directions for dust processing developments are suggested.

The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

Thank you for your introduction and the opportunity to speak at such an important forum. I feel honoured to be the Tas McKee speaker for this yearÆs conference. I can honestly say that Tas McKee typified the spirit that has ensured the survival of the mining industry despite the modern-day challenges that we encounter. He was one of the most influential people in the New Zealand minerals industry. In 1938, with his father and brother, Tas established Lime & Marble Limited. Over its history, this company evolved from its original base of marble mining to diversify into gold mining and exploration for other industrial minerals, uranium, precious and base metals. He was truly a pioneer that persevered against the odds.   That leads me to the subject of my discussion today. I am going to delve into todayÆs challenges as they apply to gold companies. While we gold miners should be generating record returns, the gold industry shareholder return performance in this buoyant market has barely equalled that of the gold price. It is a dilemma but one that can be resolved with the right strategy.

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

The erroneous, but until recently widely prevalent, belief that iron castings were first made in Europe in the fourteenth century has been adequately refuted in a number of earlier papers;1, ll, l² but except for an unpublished metallographic study by the late William Campbell, and a phosphorus analysis by T. A. Wright of the metal of the Han dynasty cast-iron stove described by Laufer,2 nothing was known of either the chemical composition or the metallographic structure of the metal of any ancient iron casting, although data on castings of recent manufacture are abundantly available. The metal of the stove, which had been buried in a grave for at least 15 centuries, was so corroded that it seemed inadvisable to publish the results on it until morc and better specimens from other ancient castings could be obtained. During a journey through China, extending from Peking in the north to Canton in the south and Cheng-tu, Ssu-chuan, in the west, in the late summer and autumn of 1936, one of us (T. T. Read) was fortunate enough to obtain, and bring home for study, nine castings, all more than 1000 years old, of which the date of manufacture is precisely known because of inscriptions cast in them, another that lacks a dated inscription, but of which the date, as explained below, can be otherwise established, and a specimen from the largest iron casting ever made," which is also dated. The period covered by this suite of specimens extends from 502 to 1093 A.D. In addition, a sample was obtained from a casting of date unknown, but which was certainly cast before 1000 A.D. and possibly as early as the third century A.D. A detailed description of these specimens is as follows: I. 502 A.D. A pair [right and left) of recumbent lions (Fig. 1). Base 7¼ by 113/8 in., height over-all 5½in, weight 26 Ib. each. The tranblation of the inscription on the base is: "Made on the twenty-fourth day of the seventh month of the third pear of Ching Ming of Great Wei" (Sept. 11, 502 A.D.).

INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. Unfortunately, in a modern and complex world all other things do not remain equal. The statisticians will, no doubt, jump to their own defence by citing this

Heavy metal contamination from mining and metallurgical activities of aquatic systems poses significant risk to the environment and human populations. The investigation of the distribution and immobilization mechanisms of heavy metals in sediments and soils has recently attained high priority. Different remediation methods can be employed to suppress or eliminate these contaminants. A tailored approach using both commercially available and in-house made adsorbents to rem ediate a heavy metal contamination site due to historical metallurgical activities in north Belgium is studied in this paper.
