To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

The natural vertical fracture system in bituminous coalbeds is called cleat. Cleat orientation commonly controls the direction of mining with major development paralleling the face cleat. Previous researchers have categorized the origin of cleat as endogenetic, relating the origin of cleat to compaction and coalification, and exogenetic, relating the origin of cleat to tectonic forces. In the coalbeds studied for this report it was found that tectonic forces were the controlling factor of cleat formation. Face cleats were formed as extension fractures during structural deformation, and butt cleats, as release fractures during erosion and uplift. The face cleat of the Pittsburgh coalbed rotates from N 80° W in north-western West Virginia to N 57° W in southwestern Pennsylvania; the face cleat maintains a perpendicular orientation to the shifting axial trend of local structures. Cleat orientation in other bituminous coalbeds in Virginia, Utah, Oklahoma, and Central Pennsylvania showed a similar relationship to local structure. Directional permeability of coal is directly related to cleat. Holes drilled perpendicular to the face cleat yield from 2.5 to 10 times the amount of gas released as compared with holes drilled perpendicular to the butt cleat.

"DEVELOPMENT of the underground mine is carried out from a main ramp driven from surface to the 800 and 1200 levels and from a shaft sunk to 3050 ft. Sub-levels at approximately 100-ft vertical intervals, starting 300 ft above the 800 level, were collared from the ramp as it advanced and a considerable amount of development work was pursued. The lateral and ramp work provided an opportunity to train drift crews, test equipment and methods, assess ground conditions and advance the initial stope development. The development of an exhaust ventilation raise system closely followed the extension of the level development to the south end of the orebody (Fig. 26) . On completion of the shaft, temporary lip pockets were installed at the shaft stations on the 800, 12.00, 1600, 2000 and 2400 levels. The permanent loading pocket had been installed on the 2860 level as part of the shaft-sinking contract and the level had been connected to the 2800-level station by a small muck transfer raise. Development of the 2800-level area was given top priority at this stage. This included a 1000-ft cross-cut to the crusher location, the crusher excavation, storage bins, conveyor ways and a ramp to connect the 2800 level to the loading pocket, the rope changing station and the shaft sump. The development and installation of the rock handling system between the 2400 level and the shaft bottom was contracted to Macisaac Mining and Tunnelling Company, of Sudbury, Ontario."

As a public agency, the MSDGC -Serves a population equivalent to 10 million people which is composed of 5.5 million people and an industrial wasteload equivalent to an additional 4-1/2 million people. -Provides 400 miles of intercepting sewers and tunnels ranging in diameter from 12 inches to 24 feet. -Operates 71 miles of navigable waterways and channels conncecting the Atlantic Ocean and the Great Lakes with the Gulf of Mexico and 6,000 miles of inland waterways. -Maintains the largest water reclamation plant in the world. -Processes 1,380,000,000 of used water daily and removes approximately 1,000 dry tons of organic solids each day. -Has spent approximately 700 million dollars in capital improvements to date, and will require expenditures in excess of 3 billion dollars (including over one-half billion dollars in tunnels) to meet existing federal and state water quality standards.

A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. These approaches involve basic mining design, effect of fill placement density, optimization of curing time and of cement content, variation of fill particle grading, use of flocculants and of pozzolans, fill placement and dewatering, and or blasting and handling practice.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. The manganese ore of Groote Eylandt is a shallow sedimentary deposit of Cretaceous age. There are a number of deposits which vary greatly in ore texture, density, percentage of matrix and thickness. The thickness in the present five operating quarries varies from 1-5 metres. The mine output in 1973 was 3 million tonnes of which 60% was blasted, the remainder ripped and bulldozed. The shallow deposit and its varying thickness create rather unique blasting problems which must be overcome in order to produce a minimum overall mining cost but not necessarily resulting in a minimum drilling and blasting cost per tonne. Future planning envisages the introduction of site mixed slurry explosives following test work and the application of a twin boom single operator rotary percussion drill. The paper outlines the overall developments,present and envisaged practices and the reasons for these changes.

This Bureau of Mines report describes the development of a pyrometallurgical process for the recovery of the zinc and lead contained in brass smelter flue dusts, which constitute a recycling or disposal problem. Tests on brass flue dust from several sources were made in a quartz tube, heated by an electric furnace to temperatures as high as 1,050° C. The dusts were mixed with carbon and heated in an oxygen-free atmosphere. It was demonstrated that 98 pct of the zinc and 12 to 25 pct of the lead, both in the metallic state, could readily be removed from the dusts. It was also found that 75 pct of the zinc could be recovered, with less than 0.1 pct of the lead, in the absence of chlorides. Pelletization techniques were investigated and 0.6 inch pellets were found to be optimal. Pelletizing results in a tenfold reduction in volume.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. Modern tunnel boring machines are subject to excessive cutter wear and bearing failures when used in hard and abrasive rock. In very hard rock, the high cost of cutter and bearing replacement, combined with slower excavation progress, make it more economical to drive tunnels by conventional drill and blast methods. The use of high pressure water jets to break rock provides a promising alternative. Experimental data indicate that the specific energy (the energy expended per unit volume of rock broken) decreases as the water jet pressure increases. Continuous jets are generally limited to pressures below 100,000 psi, whereas pulsed jets from a water cannon can attain much higher pressures. Therefore, the Federal Railroad Administration of the U. S. Department of Transportation has sponsored the design (Ref. 1 & 2) and the fabrication and testing (Ref. 3 & 4) of a water cannon to determine its effectiveness in rock disintegration at very high pressures. This paper reports the results of laboratory tests with pulsed jets against large rock samples at pressures of 125,000 to 650,000 psi and field tests against dolomitic limestone and granitic gneiss at pressures near 450,000 psi. Although initial tests were made with a small nozzle, operating at off-design conditions (Ref. 4), this paper only covers results with the full-size nozzle, including 55 laboratory test shots and 67 field test shots.

Wettability measurements and laboratory waterflood tests were compared under a wide variety of conditions. Experiments were conducted with synthetic and natural crude oils, treated and untreated outcrop and oilfield sandstone cores, and synthetic brines with and without caustic, detergent, or phosphate additives. Measurements were made on equilibrated and unequilibrated systems at 77° and 150° F. Wettability was evaluated by the Bureau of Mines method from capillary pressure curves determined with a centrifuge. The waterflood data were fitted by empirical curves; the parameters of the curves characterize primary and subordinate production and also give the ultimate oil recovery. Results showed that wettability measurements at 77° F were useful predictors of recovery efficiency in waterflood tests run at both temperatures. Oil recovery in the early stages of waterflooding increased with increasing water wettability; however, the ultimate recovery was highest at a slightly oil-wet condition. The oil displaced at highest speed in the centrifuge was correlated with ultimate recovery in waterflood tests. Chemical additives to the brine sometimes lowered wettability and also sometimes improved waterflood recovery, but wettability and recovery were not correlated with additives present. The effect of additives on recovery in waterflooding was best seen in water-oil ratio curves.

A novel two-stage froth flotation process to remove pyritic sulfur from fine- size coal is described. The process consists of a first-stage, standard coal flotation step in which high-ash refuse and some of the pyrite are removed as tailings. The first-stage clean coal froth concentrate is then repulped in fresh water, and a coal depressant, a pyrite collector, and a frother are added to float the remaining pyritic material. Laboratory and pilot plant flotation results with coals from the Lower Freeport and Pittsburgh beds are given. The pilot plant test results show that up to 80 percent pyritic sulfur reduction was achieved with the Lower Freeport bed coal and up to 50 percent with the Pittsburgh bed coal. Laboratory and pilot plant results were in excellent agreement, indicating that the process is a viable means of removing much of the sulfur from some coals.

Electromagnetic methods used in geo- physical prospecting for conductive ore bodies have proved successful in Canada,Sweden and other countries. In Australia however the depth of weathering generally exceeds 30 metres. This introduces a problem of highly conductive overburden and renders equipment useful elsewhere virtually ineffective. A discussion of several EM prospecting techniques is presented and a new system under development at James Cook University using V.L.F. transmissions capable of indicating changes in impedance (not only highly conducting media) is outlined.

Poor performance in the several stages of the magnetite recovery circuit, coupled with poor desliming through inefficient and over- loaded desliming screens, led to excessive magnetite consumption. An accurate and reliable sampling programme was established covering all outlets of the plant. Emphasis was placed on frequency of increments in an endeavour to detect extreme conditions of short duration. Systematic checking of the entry points to these outlets than identified those sections of the recovery circuit at fault, namely magnetite recovery separators and the heavy media cyclone product rinsing screens. More product rinsing water was provided, and modifications to the rinsing screens improved the efficiency of these units. Consistency of operation through automatic control of level eliminated the sudden massive losses in the magnetic separators. Load on the recovery circuit was then reduced by improvements to the raw coal desliming screens. A 50 per cent reduction in magnetite consumption was achieved.

In response to the Coal Mine Health and Safety Act of 1969, mandatory noise standards have been developed that specify time-noise limits of mine personnel exposure. Most affected by elevated noise levels is the pneumatic roof bolter operator, both in terms of levels near or in excess of 115 dbA and in terms of length of exposure. Therefore, the principal emphasis of this Bureau of Mines report is on pneumatic drill noise control. It is not the intent of this report to suggest any drill redesign; instead, methods are suggested to reduce the noise level by complementing existing machines. An integral muffler system and a separate muffler system were tested in an attempt to lower pneurnaric drill noise levels. Pneumatic drills, when new, operate at about 115 dbA when drilling in sandstone. Using the drill muffler systems, it was possible to decrease the noise level of a 115 -dbA s rope drill to approximately 100 dbA.

The primary purpose of this paper is to review the fire and explosion hazards associated with hydrocarbons heavier than methane. Methane is the classical hydrocarbon encountered in mines whose presence is generally due to bacterial decomposition of organic debris. The higher hydrocarbons are more likely to be found during tunneling when petroleum products either natural or man made are encountered. Fires may be defined as rapid gas phase oxidations accompanied by the rapid evolution of light and heat. Explosions may be defined as uncontrolled fires. The rapidly expanding gases resulting from combustion exceed the speed of sound and generate percussive forces. The essential elements for a fire or explosion are shown on Figure 12: (1) a gas phase explosive mixture and (2) an ignition source. The paper will attempt to review various aspects relative to the explosive mixture; The concentration and composition; Techniques for detection; Techniques for ventilation to reduce concentration below explosive limits. The ignition sources are also listed on Figure 12. An arc originates from an electrical source such as electrical switches, relays and motor brushes.
