Introduction The federal government's declining role in funding research has created a critical dollar gap for university departments of mining engineering. Industry, too, is affected by the drought. Research is lagging. Hardpressed universities are going to the private sector for funding. Mining companies should not shower universities with philanthropy, but a research partnership should be contracted on a pay-as-you-go basis. A model exists at The University of Alabama (albeit not in mining) that could be adopted by the mining industry. An equal partnership arrangement between a university and an industry for conducting research is proposed. The concept is not that a corporation sponsors and a university performs the research. Nor does it call for educational contributions or giveaways from industry. Rather, the corporation and the educational institution enter into a cooperative research endeavor, a full and equal partnership. Both parties contribute and both share the benefits. A key to the relationship is that it has a single objective: it must generate profits or reduce costs for the company. Working Model Recent literature is replete with examples of proposals for joint research endeavors, involving both contracts and grants, between industry and universities (Bronwell, 1971; Bugliarello, 1978; Branscomb, 1981; Sanford and Holland, 1982). They are all good proposals and offer something to both parties. They are, however, not widely supported. Few have received a favorable nod from the US mining industry. Though it may be logical, for example, to remake the American Mining Congress (or some new consortium) in the mold of umbrella-type industry organizations to fund cooperative research with mining institutions, such proposals have never flown. What model, then, will work? First, look for a model that has worked in industry in general. Second, seek to apply it to mining specifically. There is a model project that satisfies the first of those criteria. It is a project complicated by a third party, in addition to a corporation and a university. In January 1983, the "Factory of the Future Project" was initiated between The University of Alabama (UA) and General Motors Corp. (GM). The United Auto Workers (UAW) is a third party to the agreement. The factory was GM's Rochester Products Division manufacturing plant in Tuscaloosa, AL, also home of UA's main campus (Fig. 1). Saving a Plant The agreement came about at the initiative of GM and the UAW. Faced with having to close the plant because of excessive production costs, company and union officials proposed to the university that an applied research facility be established at the plant. The university would operate the laboratory, dedicated to $470,000 a year cost reductions for the company. The school would lease the 5.1 km2 (55,000 sq ft) space for $470,000 a year for three years. Any savings effected by the university's research effort would be credited toward to the rent. GM said the small factory, which made replacement carburetors

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifica¬tions, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and via¬bility of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

Introduction The mining industry has been using computers since the late 1950s. Despite this early start, the use of mine planning software is not a common practice in many operations. But the trend might be changing because of the availability of relatively inexpensive personal computers (PC). The introduction of these machines has generated unprecedented interest by mine managers to computerize their planning operations. However, some managers have become disappointed with the PC's lack of adequate software and the inability to handle the massive amounts of information required for modeling. This paper is an attempt to shed some light on the future of computers in the mining industry. It will examine: • historical progress in the computer industry, • future advances in the computer industry, • historical usage of computers in mining, and • future alternatives available to mining. Historical Progress The computer industry has come a long way since the first full-fledged electronic digital computer Electronic Numerical Integrator And Calculator (ENIAC) was built in 1946. This machine weighed more than 27 t (30 st). It contained 19,000 vacuum tubes, occupied 139 m2 (1500 sq ft), and could perform 5000 additions per second. By contrast, today's fastest, commercially available computer is the CRAY-X. It weighs less than 5 t (6 st), has no vacuum tubes, occupies less than 9 m2 (100 sq ft), and performs over 100 million operations per second. This is an incredible advancement in less than 40 years. One person commented on the rate of advancement in the computer industry. He suggested that if the auto industry had advanced at the same rate as the electronics industry, we could buy a Rolls Royce for $2.75 and it would run

Introduction Opencast surface mining requires blasthole drilling to achieve mine planning. No single method of mining is right for all conditions. Occasionally, mine planners introduce a project with little regard to drilling and blasting. These costs are usually a significant percentage of total mine overhead. One drilling and blasting method that can be used to reduce overall mine expense is inclined or angle hole drilling. But inclined-hole drilling will not cut costs unless a set of required circumstances is met. Several conditions of mine design indicate the use of angle drilling. Geotechnical problems must first be analyzed. Primary considerations are safety, fragmentation, production, and maintenance. Secondary considerations are, in some instances, reduction in amount of explosives, which lowers blasting costs; reduction of practical fragmentation beyond blasting pattern limits; and reductions in overall costs due to reduced volume of excavation. Future trends in blasthole drilling may include incorporation of drill equipment designed to allow rapid change from vertical to inclined drilling. This will allow the operator to adapt to changing hole requirements with minimal production loss. Another improvement may be the ability to chamber holes at any elevation throughout the hole depth. This will allow more charge to be placed at strategic locations to improve fragmentation. Merits of Drilling Inclined Holes Drilling is performed to create voids for explosives. It is done either to recover minerals or to excavate a volume of earth. The manner of mining or excavation can greatly affect the economics of the overall project. Many innovations and methods have been tried, but the most practical and economical is still drilling holes and using explosives to fragment the material. To break up the material, the practice has been to place charges within the mass. This is done by drilling holes of a specific diameter and depth into the material. The holes are of such magnitude as to develop sufficient energy to break or loosen this material, providing for easier removal. In general, more open or exposed faces must exist to aid material breakage when blasting. Inclined drilling can be advantageous in open-cut mining with highwall depths of at least 24 m (80 ft). A minimum of two faces are open in open-cut mining and the material can be thrown outward to cover pre-mined volume. This cuts cost by eliminating the need to remove or relocate a large portion of material. Sometimes the material is of such a mass that more energy per unit is required to loosen it than can easily be done by blasting vertically. Inclined holes allow a more uniform loading of drilled holes. The unit of energy is raised, so little or no secondary blasting is required. This usually comes about only if the main plan calls for drilling holes deeper than 24 m (80 ft). For shallow holes, spacing and burden can be made closer to allow sufficient energy to blast the toe. There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers' concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers' ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers' projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers' use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. The agency has established a set of guidelines permitting the use of fly ash, and has approved several fly-ash-specific designs. The most current FAA fly ash projects

Introduction As the US and world population increases, so does the problem of supplying expanding energy needs. Early requirements worldwide were mostly met by abundant forest vegetation. Man's large scale use of minerals-energy resources is a fairly recent development. It occurred only during the past 200 years. Coal was the first mineral fuel to be used extensively. It was not a large factor in US energy production until the beginning of the 19th century. Petroleum and natural gas use is about 125-years-old. Electricity generation by falling water is about a century old. Atomic energy is only about 30-years-old. Extensive use of it is still in the future. Solar energy is in its infancy. Other energy sources such as wind, peat, and geothermal energy are minor and primarily of local importance. There were three main features of the fuel supply picture during the past 125 years. By 1900 coal replaced wood as the principal energy source. Since 1900, oil and gas have captured many coal markets. And after the mid-1970s, there was a resurgence of coal usage. (Figs. 1 and 2). Wood Until the advent of mineral fuels for energy, the major global energy source was wood. But populations increased and became centered in towns and cities. The problem of a sufficient energy supply first developed as nearby, easily obtained wood was exhausted. This problem became more acute as industries such as shipbuilding, smelting, and pottery making, became more widespread. Results of wood use as an energy source and building material are starkly evident in areas of the world where civilization is oldest. Entire forests were consumed and have never been replaced. In the US, wood supplied 90% of all fuel requirements until about 1850; and more than 50% until after 1880. By 1900, wood still supplied 20% of all energy uses. In the mid-1970s, energy costs increased, due largely to the oil embargo. This increase resulted in an increased wood demand for domestic heating. While large quantities of wood were being used, its share of the total energy market was still less than 3%. By 1983, wood was becoming increasingly scarce and more costly near most large US cities. Wind Wind powered ocean vessels for many centuries. Sailing ships were still common in 1900. Windmills provided an early, cheap energy source and continue to be used today on farms. Design and development of windmills for electricity generation is being conducted. Interest in wind power is growing worldwide where availability of wind currents warrants the investment. Also, US regulation requires power companies to "buy back" electricity generated by windpower in excess of that used by the windmill owner. Coal By the 1600s, England was producing, 900 kt/a (1 million stpy) of coal for heating and other uses. The first coal-fired blast furnace for iron smelting was developed in 1621. Coke-making was developed in 1755, and Watt invented the steam engine in 1769. Illuminating gas made from coal was introduced in London in 1800. During this same 200-year period, France and Germany developed coal production, but on a smaller scale than England. US, bituminous coal was mined near Richmond, VA, as early as 1748. Major bituminous coal-producing states in the early period were Pennsylvania, Virginia, Ohio, Kentucky, Illinois, and Maryland. West Virginia replaced Virginia as a major producer, when that state was formed in 1863. As the US expanded west, new coal deposits were found and exploited. Indiana, Alabama, Tennessee, Iowa, Kansas, Missouri, Washington, Colorado, Wyoming, Arkansas, Oklahoma (Indian Territory), Montana, New Mexico, and Texas had significant coal mining operations by 1900. Today the eight major coal producing states are Kentucky, West Virginia, Pennsylvania, Illinois, Ohio, Virginia, Wyoming, and Montana. These states accounted for about 80% of all coal (lignite, bituminous, and anthracite) produced in the US during the past several years.

C. Hertzler The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observing a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich II, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69 % Cu vs other rock types with .70 + % Cu; 86 % should be 98.6 %. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness. Miller After reading Ms. Hertzler's comments, it appears that the differences noted were basically semantics. If the paper is ever presented at a math symposium, some changes will be needed. When deciding the best way to present the data to mining engineers and geologists, I decided that presenting the probability that the two sample groupings came from different populations (reverse to the Null hypothesis) was easier and would require less verbage to explain. Hence, the 100(1 - p) difference which was noted. Ideally, I would have preferred to give the recovery and concentrate grades, then comment which ones had significant differences. Unfortunately, Kennecott Corp. did not grant permission to publish the ore body's actual recoveries and concentrate grades. The conclusion is that there was, as expected, a relationship between the ore's geologic properties and the metallurgical properties, and by determining this relationship, the overall mineral model was greatly improved.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. Introduction Before examining the current position of the asbestos industry and its market outlook, it is important to describe the product itself. If we are to understand the problems besetting this basic mining and manufacturing industry, and, more importantly, if we are to appreciate solutions to these problems, we had better view asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. As a result, asbestos has found its way - in fact, is welcomed - into hundreds of applications. Properties and Products World production capacity of asbestos fiber is about 6.5 Mt (7.2 million st). Major producers and their approximate percentage share of actual production are: USSR, 47%; Canada, 24%; South Africa, 5%; Zimbabwe, 5%; Brazil, 4%; Italy, 3%; and others (including the US, China, and Greece), 12%. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

Introduction Shotcrete, by the American Concrete Institute definition, is mortar or concrete pneumatically projected at high velocity onto a surface. The term gunite is still common in literature. It is a trade name established by Cement Gun Co. of Allentown, PA, around 1911 for a dry mix of fine aggregate material, hydrated at the nozzle, and pneumatically projected at high velocity onto a surface. This article will discuss shotcrete applications, ingredients, mix proportioning, batching and mixing, admixtures, testing, and steel fiber vs. conventional shotcrete. Applications Shotcrete is used primarily by the mining and underground construction industries to temporarily stabilize an excavated rock surface until a permanent cover can be installed. It may also be used as the permanent covering material. Other uses include refractory material, architectural finishes, slope stability, wearing surfaces, repairing existing concrete structures, fireproofing, and corrosion protection of steel. Wet Versus Dry Process In the wet process, all ingredients, including water but not accelerator, are mixed the same way as normal concrete before its placement by pneumatic projection. The accelerator is added in a liquid state through the nozzle at the point of placement. In the dry process, all ingredients, including acceleration in dry form but not water, are mixed just before placement by pneumatic projection. Water is added through the nozzle at the point of placement. Liquid accelerator may be added at the nozzle in the dry process. Ingredients Shotcrete consists basically of the same ingredients as concrete with some limitations. Type I, II, and III cements are used. However, Type II seems to be used most in underground applications. This can be attributed to ground water at most sites having slight to moderate concentrations of sulfates. Air-entraining cement or air-entraining admixtures are generally not used in dry mix shotcrete. It is generally agreed that it is impossible to entrain air due to the absence of the usual concrete mixing action, and the high velocity of impingement of the material on the application surface. Air-entraining cement or air-entraining admixtures are used in wet mix shotcrete. Their use, however, is not widespread due to the placement method and the fact that high velocity air drives off most of the entrained air. Test results are not conclusive in showing any durability increase of shotcrete to freezing and thawing by using entrained air. In spite of current practice, the trend is toward additional research, with more agencies and owners requiring the use of entrained air. The philosophy behind this is that some entrained air is better than no entrained air to increase durability to freezing and thawing. The aggregates used in shotcrete are the same as those used in concrete. However, the largest coarse aggregate presently used is 19 mm (0.75 in.). A typical gradation requirement is shown in Table 1. The water quality requirement for shotcrete is the same as that for concrete. Accelerators are by far the most important admixture in shotcrete.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. A glance at the accompanying table and a review of contributors' comments suggest that the industrial minerals industry is recovering from the recession of the past few years. Actually, the total value of nonmetal production in 1983 was $15.5 billion, up 10% over 1982. Nonmetallics still have not recovered to 1981's high of $25.3 billion, but at least it is on the way up. It is significant that cement (+20%), clays (+13%), gypsum (+16%), sand and gravel (+12%), sodium carbonate (+7%), and crushed stone (+11%) are up. These commodities are largely used in the housing and construction industries. Raw steel and steel mill products, iron ore production and castings, and purchased scrap are showing improvement and increased in value last year. They are, however, still not up to the high of 1981. These industries consume considerable amounts of many industrial minerals, such as limestone, dolomite, fluorspar as fluxes, and many types of refractories.

Weak demand for metals and consequent low metal prices resulted in continuation of the depressed state of US mineral exploration activity through 1983. Data collected by Resources for the Future Inc. and The Pennsylvania State University for a cooperative study on mineral exploration activity indicate that US exploration in 1983 fell by as much as 25% from 1982 levels. Precious metals remained the focus of most exploration efforts, as gold and silver prices remained attractive compared to base metals. Reports of 1983 domestic exploration and development activities in several industry journals indicates that about 85% to 90% of those projects were directed primarily at gold and silver. Gold exploration included work by several companies on Carlin- type disseminated gold deposits in Nevada, geological prospecting and drilling in the Wenatchee Gold Belt in Washington, and interest in lode and placer gold properties in California, especially by several small Canadian firms. Precious metals exploration projects were also reported in Alaska, Arizona, Colorado, Montana, New Mexico, Oregon, South Dakota, and Utah. There was also tome precious metal exploration activity in the eastern US. Development continued at the Ropes gold mine near Ishpeming, MI, and companies explored historic gold-producing areas in the Southeast. Some exploration for nonprecious metals took place last year. Stratabound copper-silver deposits were examined in western Montana, and US Borax continued exploring molybdenum resources in the Misty Fjords area in Alaska. Work on these projects during 1983 may have been stimulated by time limits on the availability of certain federal lands for exploration more than by projected improvements in metal markets. During 1983, several papers were published on mineral exploration strategies and the future of US exploration. David Watson of Raymond Kaiser Engineers, in a paper presented at the 1983 AMC Mining Convention, forecast increased exploration activity for gold and silver because of world economic conditions. He added that antimony, manganese, chromium, graphite, mercury, tantalum, tin, and barite are also likely targets based on their limited domestic reserve availability. He cited concern over reported subsidized mineral production by foreign producers and US regulatory and land-planning policies as retarding mineral exploration activity. Douglas Cook of Freeport Exploration Co., at the same meeting, presented a paper that showed that a 1950-75 period of vigorous exploration has been followed by a period where acquisition has replaced exploration as the predominant means of acquiring new mineral properties. At a December IIASA conference on "The Economics of Mineral Exploration," in Vienna, Austria, A. Rose and R. Eggert of The Pennsylvania State University pointed out that recent exploration decisions tend to rely more on evaluating production costs and comparing them with existing deposits, rather than on return of

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. The electric utility sector continued to expand its use of coal last year while lowering its requirements of oil and natural gas. In 1983, electric generation from coal increased 5.7%, while genera-

Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. The longtime rule-of-thumb for conveyors was that only one cleaner was needed to solve carryback problems and help keep belt replacement costs under control. That is now being rethought. Belt-cleaning systems manufacturers, designers, and users are shifting to the view that multiple cleaners, placed at key locations on the conveyor and properly maintained, are necessary to solve today's material build-up (carryback) problems. There are still not many statistics on conveyor belt cleaning. But some recent studies support this belief. One study contends that the plant maintenance engineer's biggest problem is keeping the conveyor system running efficiently. The study also said the conveyor itself is responsible for most plant shutdowns. An unscheduled conveyor shutdown can cost more than $100,000/hr and run into millions in lost production in a given year. Other studies pointed out that belt replacement is the greatest single cost of the conveyor system. These studies allude to an important fact: cleaner belts lead to reliability and longer belt life. They showed that a critical relationship exists between characteristics of material being moved and the design of all major conveyor components. In practically all situations this relationship is keyed to belt cleaners, which have long been considered "add-ons" or "accessories." At the Fifth International Coal Utilization Exhibition and Conference, the Sammis Station-Ohio Edison Co. said it installed four belt cleaners on each problem belt. The company found that under certain conditions, when the coal is wet and sticky, carryback can be so heavy that it will flow over two cleaners. Before installing the cleaners, it was necessary to schedule a cleanup crew of four men each day and rent a large vacuum truck for an eight-hour shift. In addition, the company dredged the harbor three times a year, to remove coal spillage. Once the cleaners became operational, however, cleanup costs were reduced to a few days labor every third month. Renting the vacuum truck crew was also eliminated, and harbor dredging became necessary only once each year. In addition, the Mechanical Handling Engineers' Association (MHEA) in London pointed out that standards for cleaners are sorely lacking in the industry. MHEA called for instituting such standards in the future. They also reaffirm using multiple belt cleaners for increased efficiency. MHEA pointed out that some conveyor belts can be cleaned by one device, provided that it is correctly installed and adequately maintained. But MHEA recommended that a system approach be adopted, since this has proved more effective in practice. There are two main reasons why one belt cleaner fails to solve most carryback problems. First, management often reasons that the design of the current cleaner has probably been around for years, so it "must be good." This logic leads to a continued investment in keeping the current model operating, which includes pouring substantial sums of money in "housekeeping" manpower hours because the cleaner does not clean. Second, most single-belt cleaners are specified too late in the design process (indeed, some after the system is operational). This complicates matters since cleaning efficiency is directly proportional to when they are specified: the later the specification, the less efficiency. Cleaning equipment should be taken into consideration before the conveyor's structure is designed and fabricated. Otherwise the space available to install adequate cleaning equipment at the head pulley may be inadequate. Instead of matching conveyor with proper cleaner (as would occur during the design of the conveyor itself), designing a cleaning system "after-the-fact" becomes a matter of matching cleaner to conveyor. This limits choices in cleaners and, therefore, overall cleaning effectiveness. This is why after-the-fact designs of single belt cleaners are costly and rarely successful. While it is always best to specify belt cleaners during early design stages, the multiple-cleaner systems approach makes the timing of cleaner installation less critical. Because of flexible mounting hardware, a well-designed system can lead to 99% efficiency in cleaning and put an end to carryback even after a system is operational. This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place.
