NO matter what position we hold, workman, foreman, superintendent, manager, president, or what not, let us fail to give or to make good products, then see how quickly we'll be called to account for- our work by the buying public. The waves of progress taught us that millions were wasted in unnecessary strikes-we also learned that many losses were due to neglect on the part of manufacturers to give the same consideration and attention to the human element of their factory as they gave to their machinery. The employees learned also that the employer was their agent who found purchasers for the product of their labor. So between the two we learned that many years of labor were needed in order for a worker to recover his wasted savings, or for the manu¬facturer to replenish his loss. Treat 'em rough, and tell 'em nothing, was not very far from the true relationship between management and employees in manufacturing plants in the early days. Today just exactly the opposite views are held by executives whose function is the handling of employees. Men today want to know what it is all about. They are intelligent enough to comprehend the facts, and to use them constructively, and it is good business to give them the information.

IN reviewing the aerial cameras produced in different countries, it becomes apparent that in nearly all of them an attempt has been made to secure the greatest possible angle of view. This angle, of course, is determined by the objective. The objectives most commonly in use in aerial cameras have a maximum angle of 65°. The objective developed for this new Zeiss camera combines freedom from distortion and brilliant definition, with an angle of 95°. Aerial mapping, it is claimed, has been placed on a different economic basis, and new possibilities presented, par-ticularly in connection with automatic stereoscopic plotting instruments, to which some short references are made. One way of enlarging the angle of view is to couple several instruments with their axes convergent, thereby producing a multilens camera. Typi-cal of cameras of this sort in the United States is the Bagley four-lens camera, which later was developed into the five-lens camera (T3-A) of the U. S. Air Corps. More recently, in order to get away from the unfavorable Maltese cross image field of the five-lens camera, and to obtain a more practical form, two five-lens cameras were combined. By using them in tandem and rotating them by 45° relatively to each other, a ten-lens camera was produced, covering an octagonal ground area, with a total angle of view of 140°. Similar designs have been evolved in other countries. In all of them, however, a number of difficulties have arisen, quite apart from their large weight and high cost. Because of their complex mechanism, numerous shutters and magazines, and the high precision with which these parts must be interadjusted and synchronized, these cameras are far from dependable. Moreover, a multilens camera by itself does not yet constitute a complete outfit for producing pictures suitable for photogrammetric survey. Because all the component pictures, except the central one, are obliques, it is always necessary to employ rectifying apparatus which transforms the marginal views to the perspective of the central one. Tits establishment being now in full working order, it has seemed of considerable professional interest to collect together, in a concise form, the various points as to its plan, method of dressing, and equipment. The data contained in this paper have been largely drawn from the able paper of E. Kutscher, constructing engineer. of the works, contained in the Zeitschrift fur Berg-Hütten-und Salinenuesen im Preussischen Staate, 1873, supplemented by some personal memoranda made while the works were under construction and by memoranda on the works appearing in various German technical papers from their completion up to date. This is probably the largest dressing works in the world devoted to the beneficiation of argentiferous lead ores, and it is doubtful if any establishment for the concentration of mineral of any description can compare with it in size. As showing the final practice adopted in an old and very conservative mining region, in which the concentration of ores has been a matter of constant practice and experiment for a very long period, these works are of peculiar interest. The fact that the Clausthal ores strongly resemble a very large and abundant class of ores found in the United States has always attracted the attention of American mining engineers and mine owners to the methods employed in dressing and smelting them. EITHER the 2300 people who came to the Annual Meeting were in a better frame of mind or they were resigned to their fate, or it was a better meeting than usual. Whatever the reason, at the 1nstitute?s 148th meeting the attendance was better than ever before, things went more smoothly than in some previous years, and complaints appear to have been almost entirely absent. Patience was sometimes reauired but. almost without exception, it was forthcorning the well-known recession seems to have given many members enough leisure time to come to the meeting without depriving them of the tangible wherewithal to come.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

IT will hardly be worth while to spend time over the discovery of this mine, how lumps of galena, were picked up and brought to town, and how legends were told of an old mine from which Revolutionary bullets were made. This is an entirely new mine, with no evidences of former or ancient workings in its immediate vicinity to guide or attract the prospector. The first pit was opened in May, 1874. In August I made a visit to this pit, which was 6 feet wide in the northwest direction, 12 feet long north 80° east, and 6 feet deep. About 4 tons of a galena carrying gray copper, siderite, and quartz, had been taken fron this pit. The lumps were all of them evidently float specimens, and varied from 8 to 12 inches thick, and showed very distinct indica- * An abstract of this paper was kindly presented by Dr. T. The hoisting system at the Newcrest Telfer mine is designed for a final duty of 7.35 million tonnes per annum at a hoisting distance of 1450 m. In terms of hoisting capacity (t/h) times hoisting distance it is one of the largest friction hoist installations. Initially, the hoist will be equipped for hoisting 6.5 Mtpa from 1100 m depth. This new drive technology is now well proven by ABB for mine hoist applications with the first installation in commercial operation since July 2001. To date 17 systems for medium voltage drives and another five for low voltage drives have been purchased from ABB for mine hoists. This paper will also deal with skip design and powerful data loggers with diagnostics for local and remote monitoring that are installed in the Telfer mine hoist.

The new ship-submersible system with R/V Ka'imikai-o-Kanaloa as a mothership and the PISCES V as the submersible completed its first season of dives. The dives involved deployment of the PISCES V in the Hawaiian Islands between the months of July and October 1996. Submersible deployments up to depths of 2,000 meters in sea states up to a high three were made. The new hook and clasp deployment and retrieval connection for PISCES V to the telearm was shown to be an effective system for handling the PISCES V with the A-frame. The shipboard multibeam survey and seawater sampling capability proved to be especially effective in re-mapping the summit of the submarine volcano Loihi following a major volcano-tectonic event and for following the source and configuration of the new hydrothermal plume. Following the earthquake swarm of July 17 to August 18,1996, major changes in the geological setting of Loihi submarine volcano took place. Prior to the seismic event, the geology and structure of the summit of Loihi was represented by a platform-like area 8,100 meters long and 5,400 meters wide enclosed by the 1,200-meter depth contour. The summit was characterized by the presence of two prominent pit craters and eastern and western crater located at water depths of 1,100 and 1,370 meters, respectively. A hydrothermally active volcanic cone, named Pele's Vents, was located at a depth of 960 at the southern edge of the summit. The floor of the summit of Loihi was largely covered by prismatic talus, with interstitial hydrothermal clays. Pillow and tube lavas with volcanic cones 5 to 50 meters high were exposed along the axes of the southern and northern rift zones. The inner margin of the summit displayed fissures and normal faults with the downthrown component towards the center of the summit. The pre-earthquake structural data suggest a pre-caldera structural stage for Loihi. Maximum sustained hydrothermal activity observed on Loihi over the past 10 years existed at Pele's Vents with other sporadic venting occurs along the summit platform and along the south rift. Following the earthquake swarm, the hydrothermally saturated Pele's Vents cone gave way and slid into the inner pit crater. Subsequently, the observed above- bottom hydrothermal plume source deepened from 960 to 1,160 meters, possibly emanating from the same intrusive heat source as Pele's Vents. The observed inward collapse of the summit structures and subsequent opening of fissures gave rise to diffuse venting from the newly formed caldera-like depression with the bottom-hugging hydrothermal pool located at depth between 1,250 and 1,220 meters at the sites of the pit craters.

In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

THE smelting of galena in the ore hearth has been practiced in many countries for several hundred years with varying success. In the United States the water-jacketed American hearths and the Jumbo hearths have found some favor, in the Missouri lead belt, where large quantities of non-argentiferous galena concentrates are produced. In form and method of operation the ore hearth has changed but little since its earliest conception. A detailed description of the furnace is not needed here; it has been fully described in most works on the metallurgy of lead and in many technical papers. Since its field is restricted to non-argentiferous galena, containing over 68 per cent. of lead, its .use is limited to a few districts; and, on account of certain disadvantages attending its operation, modern sintering and blast-furnace practice has nearly driven it out of the Missouri field. It is not generally known that the cost of producing pig lead is smaller by the hearth method than by sintering and blast-furnace smelting. Yet it is doubtful if any metallurgist knowing this to be true would recommend an American hearth installation-by reason of the disadvantages which will be briefly enumerated. The furnace has been limited to a length of from 4 to 5 ft., requiring for its operation two men working an 8-hr. shift as a maximum. The product per man is small; the work is hot and laborious; and the difficulty of completely removing the dust and fume has made it a notorious source of lead poisoning. Although suitable, for, operations on a small scale a large number of hearths would be required for a plant smelting 10,000 tons of 68 to 70 per cent. concentrates per month; and the number of semi-skilled laborers would be six times the number of hearths-a condition which is prohibitive. On account of the high percentage of dust and fume produced, a large flue and bag-house installation is required and, in the past, the handling and re-treatment of. this dust and fume has been a serious problem.

THE Newport mine, located at Ironwood, Gogebic county, Mich., on the Gogebic iron-range, is owned and operated by the Newport Mining Co., for the mining of iron-ore. I. GEOLOGY. The general geology of the Gogebic range has been determined and recorded at different times by well-known geologists,) and their work will be referred to briefly in connection with the local conditions in the mine. The strike of the formation across this property is about 15° north of east. The, general dip is 68° to the north. At the base of the formation on the south lies the granite. Looking north, at right angles to the strike of the formation, we have the foot-wall of quartz-slates and quartzite about 400 ft. wide; the iron-formation about 800 ft. wide, and the hanging-wall of black slates. The iron-formation is composed of banded jasper and quartzite together with iron oxide and concentrations of iron-ore. In character the ore is a soft red hematite, with occasional masses of hard blue "steel ore." The formation is crossed in many places by diorite dikes, which cut through at various angles, the larger or main dikes dipping into the foot-wall in a SE. direction at angles varying from 15° to 30°, while numerous small dikes occur which strike through the formation in a vertical plane and at approximately right angles to the main dikes. There are various theories concerning these dikes, especially as to the time of their origin with relation to the ore-deposition. The commonly-accepted theory is that the dikes were there first, but there are some who contend that they were formed

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Our universities and other training institutions are doing just fine meeting the traditional skill needs required by the industry. But are the skill needs going to be the same in the near future? The answer may be NO!! Mining is changing: increased liabilities and costs of environmental and safety issues; lower grades of minerals in traditional mining activities; the advent of new bio-chemical processes and robotic equipment as more productive and economic alternatives; and, larger more sophisticated and automatic equipment. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs, and productivity. And we will be engaging in more undersea mining, possibly space bases processing, less human interaction, and more remote control of events than was ever thought possible in the past. This paper presents several of the systemic changes that are presently and will continue to change the face of mining. It will identify area where education and management will have to address these changes.

The mining industry has had lengthy experience with risk management involving technological situations imposing risks to people and property. In such situations the relevant parameters can be fairly well defined, the outcomes can be broadly predicted and probabilities of these can be estimated. Accordingly quantitative risk assessment can be applied. In recent years there has been increased emphasis in risk management on a broader set of potential consequences. These include potential impacts on the flora and fauna of ecosystems. These are typically poorly understood and this is especially true in Australia where the vast size of the continent and sparse population make gathering a comprehensive data base on biological resources a difficult task. The resulting scientific uncertainty and ignorance regarding the potential for serious or irreversible harm to the environment mean not only that quantitative risk analysis techniques are not appropriate, but also that the precautionary principle (PP) needs to be applied as a complement to qualitative ecological risk analysis. The potential for significant impacts is particularly high in Australian ecosystems. These comprise one of the 12 æmegadiverseÆ regions of the world in terms of biodiversity and, hence, have global significance. Moving from risk management to application of the PP by the mining industry provides a significant challenge. Application of the PP has no clear guidelines to follow and, to-date, has been highly unpredictable. However, there is much to be gained for industry in embracing this challenge and taking a pro-active approach in exploring methods that will provide for clearer guidelines and hence more certainty in outcomes of environmental management decisions involving precaution. As well, there could be considerable other advantages for the mining industry in terms of reputation assurance, community acceptance and greater certainty in terms of access to resources.

A meteoric rise in selling price has revived gold exploration activity throughout the world. In the United States the effort is, in large measure, channeled toward discovery of disseminated gold deposits such as the Carlin-type, i.e., with size and grade characteristics similar to Newmont's Carlin mine in Nevada. The subtle surface indications characteristic of Carlin-type gold mineralization have been examined by a number of geologists, and the more obvious prospects have been tested by surface sampling and drilling. It is likely that most of these readily recognizable deposits have already been found and, as a consequence, prospectors are now entering a new, second stage of exploration for Carlin-type and related disseminated gold deposits.

PC-Strand tendons, commonly referred to as cable bolts, have become a major rock reinforcement device for underground mining and civil applications. The most common configuration is a 1+6 strand, which designates a center king-wire, with six outer wires wound around it to form a 0.6-in (15-mm) diameter cable. The capacity of this tendon approaches 30 tons, but the performance is largely dependent on the anchorage medium and the ability of the system to transfer stresses back into the rock mass while reinforcing and suspending the immediate roof. Recent developments to improve the transfer mechanisms of the PCstrand via the anchorage medium by impregnating the individual wires with uniquely designed deformations have resulted in improved anchorage and subsequent cable bolt performance. This paper describes a series of laboratory tests used to develop the initial indentation patterns and numerical modeling simulations that were undertaken to refine and optimize the final designs. The new, indented PC-Strands, offered in both bright and properly galvanized, have been tested in the field and are being used effectively in two new cable bolt products. The results of the laboratory, computer modeling, field testing and in-situ installations provide a glance at the next generation of cable bolts. This suite of testing shows how they will improve the safety and serviceability of openings under adverse ground conditions.
