A good mining engineer is supposed to make a good mine. What then makes a good mining engineer? There certainly are a lot of answers to that question. The answers depend on whether you are one, work for one, or employ one. There are several cliches about mining engineers, and there is some truth in them-as there usually is in any stereotype. Hollywood chose Jeff Chandler to portray a mining engineer in Foxfire. The image here was of an almost one-man mining operation. When Chandler picked up a jackhammer, cradled it in his gut and started drilling out a tunnel round, it gave one the hives. I would have liked to see him finish just one round that way. There are limits to what even the most hairy-chested of us will try. We can assume that Hollywood feels it needs to over- draw any profession to add impact.

Mt Todd lies towards the south end of the Pine Creek Geosyncline, sandwiched between the Cullen Batholith and the Edith Falls Basin, in an area of regionally metamorphosed sandstones, siltstones and shales. The Batman deposit, some 3 km west of Mt Todd is a sheeted quartz vein system hosted within greywackes of the Palaeoproterozoic Burrell Creek Formation (Finniss River Group). The gold-bearing quartz veins, trending 010¦-020¦ and dipping 60¦-70¦E, are commonly 0.5 to 5 cm wide and occur at intervals which are from 10 cm to 1 m apart. Gold tends to be restricted to the quartz veinlets and immediately adjacent country rock. Grade Control utilises two 4 m 'collar' samples which are collected from each 8 m production blasthole. The irregular distribution of the quartz veins and erratic gold mineralisation has resulted in a disseminated 'salt and pepper' type of gold occurrence, with only a poorly defined footwall. Delineation of ore and waste blocks for mining uses an approach which combines the smoothing effect of kriging with a pragmatic view of the raw data. Large ore blocks with simple geometry help to minimise mining dilution, reduce block variance and give good reconciliations to interpreted ore tonnes and grade. Daily mine face advance is reported against truck counts and provides continual comparison with budgeted production. All data processing uses Gemcom software, together with Lotus spreadsheets.

For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. WITH an estimated production of over 936,000,000 for the first six months, the gross value of mine production for 1937 in British Columbia should exceed $70,- 000,000. This figure, if attained, will establish an all-time record for the Province. Great changes have taken place in the different divisions of the mining industry since 1929, the previous peak year of mineral production. A brief review of the earlier history of mining in the Province will also be given.

Mining is the oldest industrial practice on the planet with a history dating back over 3000 years. Since the early iron age ores have been extracted for use in a variety of contexts by humankind, from domestic to military, transport and more recently for complex industrial applications. Mineral exploration and extraction has evolved from the early exploitation of primary metal occurrences in relatively small quantities such as iron, gold, coal and copper, to the bulk mining and extraction of highly complex polymetallic oxides and sulfides today. Since the industrial revolution, mining practice has evolved substantially to support an increasing range and quantity of required metals and to accommodate the increasing scarcity of high-quality sources of these metals. A common response to the increasing scarcity of mineral resources has been to expand production through simple economies of scale, thus diluting fixed costs. This approach, however, is increasingly ineffective in the face of current trends, that include increasingly complex mineralogy, increasing pressure on environmental footprint - energy in particular, and increasing scarcity of capital for the construction of presently popular æmega-minesÆ. This paper examines historical trends and current practice in mineral exploitation in the light of the current global revolution in social, environmental and economic values as the projects move towards a vastly different topology for the industry for continued success in years to come.CITATION:Bamber, A S, 2012. NOVA SCOTIA is sharing in the rapid advance of the mining industry that is one of the remark- able features of Canada's recent progress. The production of coal and gypsum has increased rapidly, and there has also been a marked development in the mining of gold, salt, zinc, copper and other minerals. Coal, the basis of the principal mining industry in the Province, was discovered by the early explorers on the shore of Cape Breton Island, and used by the garrison at Halifax as early as 1749. The first government record shows total annual sales amounting to 1668 long tons in the year 1785, while last year production was 6,643,000 long tons. The principal mines are discussed in a separate paper by Alexander L. Hay1.

The paper presents an overview of the mining industry of Papua New Guinea. Although the Bougainville problem is still unresolved, new mines like Ok Tedi, Misima and Porgera, which have come on stream during recent past, have raised hopes of sustained growth period in the industry. Kutubu Oilfield is also being developed in the Southern Highlands and the oil production has commenced from July 1992. Government revenue from these mega projects will increase five-fold during 1993 and 1994. A new mine which is being planned is the fabulous Lihir Deposit, on an island renowned to be full of gold. Gold occurs within a volcano which still contains high temperature ground water because the system which created the deposit is still geothermally active.In Papua New Guinea, problems of environmental management are far easier to tackle than those of a socio-political and economic nature involving compensation payments to the landowners and the distribution of royalties and taxes between the national and provincial governments. At the socio-political level, the country has not been able to resolve the problems of land rights versus mining rights. Whenever mining starts in a big way, it raises people's expectations to a very high level, which then becomes the focal point of dispute between landowners, provincial governments, national government and mining companies. A new system called 'Forum' has been tried to bring all parties together and son out the issues. The system appears to be working well in new mines like Ok Icdi, Porgera, Misima and Kutubu Oilfields.

"The mining and mineral industries have been, and remain, a major component of the Canadian economy. There are approximately 560 producing mining establishments of which there are some 130 metal mines and an equal number of non-metal mines, the balance being quarries for stone, sand and gravel. For 17 metals and minerals, Canada ranks within the top five as a world producer. There are 29 metallurgical plants. Employment in mining, smelting and refining was about 150000 in 1990. Mineral production, including coal, is about $20 billion. Exports up to the metal stage amount to $15 billion providing a positive trade balance of some $10 billion.The producing industry has a wide diversity of products. The companies range from small single mining operations to large multinationals. In terms of technology the industry has always been in the forefront of cost-effective practice, either using home-grown innovation or freely importing technology from around the world,The Mining Industry Technology Council (MITEC) makes an annual survey of the exploration and R&D expenditures of the senior mining industry that is the mining companies that are involved in mineral production from their existing mines. It does not include those companies solely involved in exploration using funds raised through equity sales.Table 1 shows the actual R&D and exploration expenditures as a per cent of sales. R&D shows a rising trend since 1988although the drop in value of output due to lower prices must be recognized as contributing to the increase. The point about this compilation is that the mining industry re-invests some 4070 of its sales in both exploration and R&D in order to sustain itself. Exploration for the renewal of metal inventories for future mining is a process unique to mining. It is not classified as R&D, and the necessity for this investment goes unrecognized by those who state that the industry does not do enough R&D."

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

IT is well known that the excellent mica from Brazil played a most vital role in World War II. Increased production from Brazil was necessary and with the assent of the Brazilian Government engineers from the United States went down to study the problem. One of the means advocated by a former Chief of Metals and Minerals Branch of the Board of Economic Warfare, Mr. Carl Schwegler, was the use of stripping machinery. On a pegmatite dike favorable for stripping, a small number of miners could produce as much mica per day as an underground mine employing many times the same number of men. TYPE OF DEPOSIT FAVORABLE The most favorable type of pegmatite for stripping is that which lies more or less parallel to the surface of the slope of a hill. Pegmatite dikes that cut directly into a hill are not suitable for stripping except where a long outcrop extends along the slope. Then just the outcrop could be stripped to some advantage. The ratio at no time should be greater than I:3; i.e., I cu. m. of pegmatite to 3 cu. m. of waste, unless the pegmatite was extremely rich throughout the dike. THE ECONOMICS OF STRIPPING When a mineral is badly needed to win a war, not too much heed can be paid to costs. The object is to produce rapidly and in quantity. Again, a deposit containing a superior grade of mica may be worked although the pegmatite is more costly to work than another deposit containing a considerably greater amount of poor-grade mica. For example: one deposit may have a little mica that will run II per cent good stain and better when trimmed and contain 2 kg. of crude mica per cubic meter of pegmatite, while another may run 0.2 per cent of good stain and better, and have a mica content of 10 kg. per cubic meter. A number of stripping projects were found in the vicinity of Raul Soares, Minas Gerais. These were sampled in the various old workings by cutting out a cubic meter of pegmatite and saving the usable mica. Because of the proximity to the surface of most stripping projects, about 34 per cent only of the mica is good for trimming. The other 66 per cent is too badly weathered to be of use. In Table I are given data collected on five properties near Raul Soares. In Table I, "value per cubic meter of pegmatite" means the value of the qualified mica obtainable. This does not include the half trimmed and splittings. By "value per cubic meter of matter" is meant the value of the qualified mica per cubic meter of material excavated; i.e. both waste and pegmatite. This is the figure that should he used to determine whether the operation will be profitable or not, as the cost of stripping is about $0.I4 per cubic meter. A brief overview of industrial mineral exploration and exploitation in Chile is given. World class deposits of salt, lithium, nitrate, and iodine are present in northern Chile. The potential for further exploration and exploitation of these deposits, as well as the substantial reserves of other mineral commodities such as gypsum, anhydrite, volcanic rocks, and borates are discussed. In conclusion, industrial minerals mining in Chile has considerable potential, particularly as joint ventures between foreign and domestic companies. This has been demonstrated in the extraction of nitrates, lithium, iodine, and diatomites. However, as outlined in this paper, a number of factors need to be overcome before the true potential of the Chilean industrial minerals industry can be realized.

The irregular shape of the Rosebery orebody, coupled with the inconsistencies in grade over short strike lengths, has meant stoping blocks have had to be small to combat dilution and stability problems. In the past, each lens was divided into regular block sizes and developed up to five years before production commenced. There were two major drawbacks to this practice; firstly, existing development deteriorated over time therefore requiring rehabilitation prior to production. Secondly, the pre-determined blocks could not be easily changed to incorporate changes in mining technology or economic circumstances. Bearing these problems in mind, it was evident that any new lens development had to be designed to allow maximum flexibility. The lens being currently developed is J lens. It represents approximately 50 per cent of the current reserves tonnes, and 65 per cent of the zinc metal. Its importance to the mine's future cannot be over emphasised. At its core the lens is up to 25 m thick at grades of over 30 per cent zinc. The practice of dividing the orebody into levels and sublevels, with consequent crowns was no longer acceptable because of restrictions in stope design and potential loss of ore. To assist in the development planning of J lens, a geostatistical block model was applied in long section to graphically represent the lens. Areas of high zinc concentration, as well as zones of uneconomic material were identified by using the model. This has meant that the development could he targeted, enabling stope delineation to occur in the lens without significant ore loss. Because of limited development resources, and the need to bring J lens on-line in the near future, the development strategy has had to focus on 'just-in-time' principles, rather than accessing the whole lens from bottom, and progressing upwards. Tight development schedules have required individual stoping block to be developed on such factors as grade and available tonnes rather than as a vertical sequence.

The last few years have been eventful ones for Manitoba in connection with mineral development. Perhaps the past year has been the most important of all. It is therefore a suitable time to review the mining situation in the Province. In order to obtain, in the following paper, a proper set ting from which to discuss the trend of recent developments, a brief review of the story of mining will first be given. This will include a summary of a few of the outstanding facts regarding prospecting, discovery, and operations in the several known metalliferous areas of the Province. Following this will come a more detailed description of activities during the past year or two. Special attention will then be paid to the outstanding enterprises, such a~ those associated with the names of Flin Flon, Sherritt-Gordon, and Central Manitoba, names which have been attracting the attention of the mining world to Manitoba. And last of all will be presented a brief summary of mineral production, which, so far, has largely been credited to non-metallics. HISTORICAL To aid a proper comprehension of the recent trend in mining, it is well not to lose sight of the history of development in the different metalliferous areas in Manitoba. This Province seems throughout to have been more or less dependent on mining interest excited by discoveries in the neighbouring province of Ontario. The first interest came as an effect of the Lake of the Woods mining boom, when small adjacent parts of Manitoba were prospected. Several discoveries were made, but no mining industry resulted.
