In the United States each year it has been estimated that expansive soils cause approximately $9.0 billion in damage to buildings, roads, airports, and other facilities. This figure alone exceeds the damage estimate for earthquakes, floods, tornadoes, and hurricanes combined. Unfortunately, some cases of expansive soil damage (swelling) are blamed on rock blasting operations if the blasting operations are located within the immediate area. While simple tests, such as the Atterberg limits test, can characterize a soil as expansive, it does not necessarily answer the question whether the foundation soils are causing distresses to a structure. In particular, it appears that once a soil has been labeled as nonexpansive it is no longer considered as a problem soil, in which case blast vibrations become the prime suspect.

1. The purpose of the National Research Council as organized for war purposes is twofold, to stimulate those outside its own personnel to conduct researches of importance for winning the war and to carry on such researches through its personnel to a limited extent. How this is clone is explained in Section 10. "Research" is used here in a very broad sense, including, for instance, inventing and developing mechanical and physical devices. The need of this work arises from the inevitable concentration of most of the governmental war agencies on the production and transportation of war materials of. the types now adopted, as distinguished from devising new kinds of instrumentalities, such as armor, guns, aircraft, and apparatus for detecting, locating, observing, signaling, transporting, and many other military purposes. But it is important that we should devise new agencies. The war came near being won by an invention, the submarine, and its course has been affected greatly by two other inventions, tanks and aircraft. In spite of our numerical superiority victory may well be snatched from us by an invention, if we allow Germany to outstrip us in inventing. Hence the importance of the Council's work in mobilizing and organizing the services of the patriotic civilian experts throughout the country, so as to bring their powers to bear on important war problems and on inventing war devices, as an adjunct to the development work of the regular governmental bodies. 2. Status of the Council.-Though President Wilson's request caused the Council to be created by the National Academy of Sciences under its congressional charter in 1916; though his executive order of May 11, 1918, directs the heads of "Governmental departments immediately concerned" to "continue to co-operate with it in every way that may be required;" and though the Government has contributed largely to its financial support (Section 12, page 10), it is not a department of the Government but an independent research body, aiming to evolve the necessary mechanism for the novel work of systematic stimulation and guidance of research. Thus the Government, which instigated the creation of the Council, recognizes and collaborates with it, and in part supports it. The Council acts moreover as the Department of Science and Research of the Council of National Defense.

Éléonore project is a gold ore processing plant at a mine site located near James Bay, Quebec, Canada. SNC-Lavalin was mandated by Goldcorp to perform EPCM services on the ore processing plant and permanent infrastructures of the project following an internal pre-feasibility study. The project incurred considerable challenges due to fast-tracking from a pre-feasibility to detailed engineering and construction. The paper reviews how the EPCM was carried out. Some of the challenges resulting from skipping the feasibility study stage are discussed. The paper also presents how multiple offices across Canada were used for the engineering design.

HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

HISTORICAL BACKGROUND For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water which seperates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peacable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic. A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British Parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

We rejoice that the world-war is ended. We are proud of the part played by the English-speaking peoples-all doing equal honor to the traditions they share in common. One of the compensations for the calamity of the past four years is the fact that the Briton and the American, striving together in the cause of human liberty, have learned to understand and to respect each other. The mother country entered the fight resolutely at the beginning, while yet unready to meet the carefully prepared onslaught of the enemy; then the sons from the overseas dominions rallied to the old battle-cry eagerly and effectively; and last, but not least, the stepsons came from across the Atlantic, speaking the same speech, playing the same game, and fighting in the same clean way. It was a great foregathering of those that use the language of Shakespeare and idealize the principles of liberty for which the friends and associates of Shakespeare stood sponsor three centuries ago. At a time like this it is pleasant to dwell upon the fact that the liberal Englishmen who organized the Virginia company were the pioneers of self-government on the American continent. The Virginia Assembly, convoked in 1619, was the first example of a domestic parliament to regulate internal affairs on this side of the Atlantic.2 The Governor of Virginia, Sir Edwin Sandys, had been a pupil of Richard Hooker at Oxford and from that political teacher he and his friends had imbibed the idea of combining civil liberty with constitutional order. To this group of large-minded Englishmen, the American colonists owed their liberal charters and their successive triumphs over the royal prerogative. Let it be noted that the American colonists had to deal with James II and George III, the two smallest minds in the list of British kings. Another historical note more pleasant to record, is the connection between the two principal groups of American settlers. In 1608 when the Pilgrim fathers, William Brewster and John Robinson, led their Separatist congregation to Holland and there prepared the expedition to America, they were assisted by Sandys and the Virginia Council, who were willing to share their privileges with them. When the Pilgrims set sail in 1620 they had the promise, obtained by Sandys from King James, that they should have freedom of worship,

The sulfation rates of magnesium oxide and calcium oxide (molar ratio 7:3) contained in calcined CMA ( calcium magnesium acetate) by SO2 were measured. The experiments were carried out in the temperature range 700 to 1100 °C and under the SO2 concentrations of 0.3 to I mol % (5 % 02). In the low-temperature range below 830 °C the reaction produced CaSO4.3MgSO4 and unreacted MgO, but no MgSO4 phase. The formation of CaSO4.3MgSO4 phase has a significant implication in that it allows the utilization of MgO for SO2 removal whereas the sulfation of MgO from conventional sources is so slow that it is of no practical interest. Thus, the calcined CMA can remove SO2 at lower temperatures than conventional SO2 absorbents and at a greater capacity. Above 950 °C only CaO reacts with SO2, but at a much greater rate than the calcined Ca(OH)2, which is one of the most reactive SO2 absorbents.

We have studied optical properties of fluorescent nanoparticles. These particles consist of a metal (gold/silver) core, an empty and a dye labelled silica shells. The different dye molecules with moderate quantum yields (about 0.3) has been used. Almost all of types of nanoparticles show fluorescence enhancement. This enhancement is strongly dependent on the degree of the overlap between the surface plasmon band of the metal and the absorption/emission band of the dye molecules. The results are interpreted in terms of competition between local field enhancement and quenching of fluorescence by the metal surface.

In an on-going study of the chemistry of base metal sulphide flotation, the effect of the inclusion of cyanide in the reagents suite has been studied, with special reference to ore from Pasminco Mining's Elura mine. Cyanide has been variously described as an iron sulphide depressant, a preventor of sphalerite activation and as an activator of galena. In the case described here, the cyanide appeared to act as an enhancer of the galena flotation performance, raising the lead recoveries by 25 per cent but leaving the sphalerite and pyrite responses unaffected. The lead rougher flotation performance with and without cyanide was investigated over a wide range of redox potentials (0 mV to 400 mV SHE). In all cases, the inclusion of the cyanide brought about an increase in the galena recovery and was responsible for a faster rate of galena flotation during the initial stages of the beneficiation. A surface characterisation study (XPS) of the lead flotation stage, with and without cyanide, indicated that the reagent interacted specifically with the galena and pyrite minerals. It was possible to correlate the surface absorption of the cyanide on the lead and iron sulphides with improvements to the flotation performance using the combination of surface spectroscopy and laboratory flotation Testwork.

IT is not my purpose to write a lengthy article or to attempt the solotion of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably bee treated, at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see acid estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that, the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. INTRODUCTION. IN a previous paper upon the enrichment of mineral veins by later metallic sulphides,† the writer has shown that certain masses of rich ores, such as are found in many mines, either near the water-line or as bonanzas in depth, are of secondary origin, and are due to a leaching of lean ore and the concentration of the material by reaction between the solution and the unaltered ore below. The geological and mineralogical evidence is believed to form an adequate basis for a chemical and physical explanation of the phenomenon. In the present paper the writer will give a brief synopsis of this theory, and will apply it more particularly to deposits of the precious metals, laying special emphasis upon the dependence of such enrichments upon the presence of iron sulphide (as pyrite, etc.) in the primary ore, and upon structural features which control the circulation of the enriching solutions below the water-level. It is believed that many, though not all, of the bonanzas and pay-shoots of rich sulphide ores, especially those carrying gold and silver, which are encountered in ore-deposits, are of such secondary origin. Apparently it is essential that the occurrence and structural relations of such ore-masses should be understood, as the success of the mine is often dependent upon the finding and extraction of these ores. A legitimate deduction, too, is that such ore-deposits decrease in value with depth. As my own studies have been mainly in Montana, my illustrations must be drawn from the ore-deposits of this and adjacent States, with such as I have noted in hurried visits elsewhere. The spent catalyst is one of solid waste resources, which contains precious metals with considerable recovery value. However, due to the different compositions of catalyst, the recovery process is difficult. Most of the catalysts are supported by alumina which has good alkali-soluble properties, while platinum is insoluble in alkali. Platinum is enriched by pressurized alkaline solution which is a kind of hydrometallurgical process. The novelty of this study is the separation of alumina and platinum from the spent catalyst and the enrichment of platinum in the solid phase. In this study, a leaching process using NaOH as leaching agent under high temperature and pressure was employed. The effects of alkali concentration, leaching temperature, leaching time, and liquid–solid ratio on leaching efficiency were investigated. The optimum process conditions were determined as follows: alkali concentration of 240 g/L, temperature of 200℃, pressure of 1.20 MPa, time of 1 h, liquid–solid ratio of 5:1. It was concluded that the leaching rate of alumina can reach 99.69%. The content of platinum increased from 0.1749 to 21.12%, the loss of platinum was 3.39%, and the enrichment ratio of platinum increased by 120.82 times. The leaching kinetics of alumina was studied based on the shrinkage core model. The activation energy of alumina leaching is 19.53 kJ/mol, and the leaching process is controlled by chemical reaction. Pressurized alkali solution can not only efficiently leachate alumina from the spent catalyst and enrich platinum, but also reduce the reaction time and increase reaction rate.

With the advancement of industrial science and technology, more and more catalysts are used. The spent catalysts produced are solid waste products, which cause environmental pollution if they are not treated. At the same time, the spent catalysts contain some precious metals such as platinum in concentrations that are often higher than in their ore resources. Therefore, the recovery of valuable metals in spent catalysts is a hot research topic at present. However, due to the complex structure of the spent catalysts, dealing with them is a lengthy process. The first step of recovery, enrichment of the spent catalyst, becomes particularly important. In this paper, a pressure solution method is investigated for this purpose, in which the alumina carrier is dissolved and platinum is enriched in the leaching residue.

"We have conducted analytical and technological evaluation of sepiolite containing clay. The possible areas of application of the sepiolite have been investigated and complex methods of enrichment of natural sepiolite have been identified. It was determined that for preserving the structure of minerals after processing the most effective method of the natural agglomerates disintegration was the soft abrasion of the clay fraction up to 0,5 mm. Disintegration of sepiolite clay along with using high energy-stressed effects on the matrix can deteriorate the rheological properties of clay suspensions and reduce the yield of drilling mud and sorption properties. To improve the quality of clay powders we used combined gravity-modifying method of wet enrichment. After the wet enrichment the yield of drilling mud increased up to 12.7 m3/t, with the addition of MgO up to 20,3 m3/t. It was noted that drilling muds contenting more than 50% of sepiolite are stable in mineralized (salt) waters. Based on the studied activated sepiolite rocks we obtained the effective heat-insulating materials with relatively low thermal conductivity – 0,165 W/m·K, average strength – 7,29 MPa and water absorption-49,0%.INTRODUCTION The modern development of the Russian economy requires the implementation of scientific and technical tasks. The solutions of it involves a radical reduction in energy, heat losses and material consumption of products, rational and efficient using of all types of resources, as well as the using of new types of mineral raw materials and materials based on it. An example of a new type of mineral raw materials for Russia is sepiolite containing rocks, due to unconventional conditions for their soils accumulation in the climate of the Far North. Sepiolite is a unique type of nonmetallic mineral. It is formed in soils, marine and saline basins, occurs in carbonate and carbonate-clay rocks in the form of lenses and lens – shaped layers, rarely nodules, loose powdery masses, shell-like concretions. Sepiolite may have a soft porous macroscopic appearance or less often the structure of the fibrous mass. Color of sepiolite is from white to cream with gray, green, pink and even crimson shade depending on the degree of pollution. Sepiolite can be in two forms - a-sepiolite (parasepiolite), which occurs in the form of large packets of crystalline fibers and ß-sepiolite, which occurs in the form of amorphous aggregates or small flat rounded particles. The sepiolite fibers have a length of from 0.2 to 2 Å, width from 100 to 300 Å, the thickness from 50 to 100 Å (Geological dictionary, 1973)."

The flotation froth structure and motion determines the amount of entrained gangue that is collected to the concentrate. Despite this important role in the overall performance, the behaviour of the froth is still ill understood. To date, predominantly empirical models have been developed to describe entrainment. A fundamentally based model is described and used here in an attempt to improve the understanding of entrainment. This general froth simulator (UMIST FrothSim) allows the modelling of a wide range of flotation conditions, as it takes account of a large number of the physical phenomena that occur within flotation froths. The model firstly describes gas motion and bubble coalescence, and the water motion based on gravitational, viscous and capillary effects. The motion of the solids distinguishes between various solids classes based on hydrophobicity, particle size and density and models them by including the effects of Geometric and Plateau border dispersion, particle settling and the motion of the water. The aim of this paper is to show the applicability of this model to explain the observed entrainment and collection of gangue. This is done by comparing model predictions with the experimentally observed relationship between the gangue and water recoveries. The model predicts the identical trends, which are explained in terms of the interaction between the linear effects of water motion and hindered settling and the non-linear effect of particle dispersion.

Jet fan (ductless fan) ventilation in underground mines and tunnels is a subject requiring further attention. At present there are no accepted procedures or guidelines for this type of ventilation. The main reason has been the absence of sufficient general data, which has hampered the development of rules. There is great potential for using jet fans in terms of both effectiveness and economics because they eliminate the need for ventilation tubing. In the present studies a procedure is described and results are presented from a jet fan modeled in a square section wind tunnel. The major purpose of the studies was to provide fundamental data on jet fan performance after it was realized that previous work had been limited and too site specific. The jet fan position in relation to the tunnel walls was varied in order to study the influence of confining walls on entrainment rates and the resulting aerodynamics. A clearer understanding of the fundamental principles of jet fan applications was obtained.

This paper addresses the challenge to define a concept of entropy (state of order) for a textured particle system. Both the particle texture, the intergrowth respectively, and the particle size influence the order of a particle system. The smaller the particles become, the more particles form the solid system and the more permutations of the structure of the particle bed are possible. The texture within a particle is fixed, as long as it is not subjected to changes due to comminution, flocculation or agglomeration. The paper will present a definition of entropy, which is able to reflect qualitatively and quantitatively the intergrowth and the size (distribution) of the particles. Theoretical examples will show how different breakage mechanisms can be identified using the entropy definition. "1. INTRODUCTIONMy talk today will discuss a new development in the thickening of slurries and clarification of waste water - the Enviro-Clear thickener. Several industrial installations of the thickener have been made in North America in the following applications:1.,water clarification in sugar beet processing plants.2.,separation of pregnant liquors from solid wastes following acid leaching in uranium mills3.,clarification of waste water from coal treatment plants as described in a paper in the June 1975 transactions of the SME entitled ""Application and Utilization of the Enviro Clear Thickener in a U.S. Steel Coal Preparation Plant"" by A.A. Terchnik, D.T. King and J.S. Anderson.2. HISTORYThe application of the Enviro-Clear thickener can be traced back to the filing of U.S. Patent 3523889 in 1970 by the inventor F. Eis. The claims of this patent are shown in Slide 1.The new concept was developed for sugar beet processing by the Spreckels Division of Amstar Corporation, and several such thickeners have subsequently been installed in various sugar beet plants. The Enviro-Clear Co. or New York took over the world-wide manufacturing and marketing of the thickener. Experience in the sugar beet industry indicated that the Enviro-Clear thickener volume requirements could be reduced to as low as one tenth that of a conventional type thickener. Various coal samples were supplied by U.S. Steel Research Laboratories for testing. The tests indicated that feed rate loadings of 3 gpm/ft.2 could be obtained by the Enviro-Clear thickener. Such results led to several industrial applications in the coal industry. Subsequently other branches of the mineral processing industry have come to learn of the possibilities of using this thickener. Slide 2 shows a list of commercial Enviro-Clear installations at the end of 1975."

The environmental control program at Cassiar Mine is an active one involving government, unions and company personnel all working together to achieve a goal- "A clean and safe working environment". This can only be achieved by utilizing three of Cassiar's most important resources; i.e., people, time and money. Past environmental programs have more than proved that the goal can be reached and. with the future programs now in progress. Cassiar Asbestos will achieve its environmental goals.
