(Wilkes-Barre Meeting, June, 1911.) THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

IT is said by some that the occurrence of a deposit of sulphide of antimony in Southwestern Arkansas has been known for fifteen or twenty years. Whether or not such is the case I am not prepared to say, but I am not able to find any record of such a discovery, or any analysis of antimony ore obtained from that section, published at so early a period. The present discoveries, that seem to be attracting some attention, date back to the winter of 1873-74. At that time a vein of ore was found by Mr. Robert Wolf, in honor of whom the vein was named, and still is called, "the Wolf lode." At the time of the discovery the ore was unknown to the prospector, and its composition was not thoroughly understood in that locality until samples were sent to several analytical chemists, who pronounced it sulphide of antimony-stibnite. Since the discovery of this ore there have been three mines opened, and a number of interesting minerals of the antimonial series have been found. I have had an unusually good opportunity to collect specimens from these mines; and it is owing to the constant inquiry concerning the character of these ores that I have collected for publication the results of quite a number of analyses, sufficient I trust to clearly point out their composition. This is one of the few localities in the United States where antimony ore is found in workable quantities; I say workable quantities, because two different shipments of ore have been made to English reduction works, and in both cases excellent returns were made. The discovery of these deposits will, it is hoped, give rise to a prosperous and remunerative industry at no distant day, and when fully developed they may yield ore in sufficient quantity to supply the regulus for the home demand, thus adding wealth not only to those interested, but also to the State of Arkansas. The three mines are situated in the northern part of Sevier County, and may be reached by the St. Louis, Iron Mountain and Southern Railway to Fulton, thence by wagon-road to Columbus, Nashville, Centre Point, and to the mines. Until its closure in 1999, the Antler was North America's only active chlorite mine. The mine is located 25 miles (40 km) southeast of Butte in the Silver Star district - an old Montana gold mining district. In 1975, two prospectors searching for talc re-examined a prospect showing a green, fine-grained mineral resembling talc. Following identification and testing of this magnesian chlorite (variety clinochlore), Cyprus Industrial Minerals began processing ore from this deposit in 1976. Chlorite veins ranging up to 30 feet (9 m) in thickness were formed by essentially complete replacement of Precambrian (Archean?) quartzofeldspathic gneiss. Chlorite replacement was controlled by near- vertical faults. These chlorite veins, typically surrounded by envelopes of sericitic alteration, were formed by the introduction of magnesium-rich hydrothermal fluids, probably related to the Proterozoic talc-forming event in southwestern Montana. Luzenac America, Inc. acquired Cyprus' talc operations in 1992, and continued to mine this deposit until the ore body was mined out in March 1999, and the mine was reclaimed. Total sorted ore production from this deposit is about 250,000 short tons (st) (227,000 metric tons [mt]). Chlorite from this deposit was primarily used in ceramic and paint applications.

The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

THE principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 57'2'E. Development of the Drumlummon vein soon showed that its strike was about N. 15 E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Figs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. "The Apex Mine is currently scheduled to be brought back into production by Hecla in the first quarter of1990. Its projected productivity rate will be exceptionally high for a small underhand cut and fill mine.The ore mined at the Apex Mine occurs within a pipe-like structure as a series of iron oxides containing both gallium and germanium, plus significant amounts of silver, zinc, lead, and copper.Ground conditions in and around the ore zone have dictated that unique approaches be utilized. To date, these have included a prototype 0.5 cu. yd diesel LHD, and the use of fibrous shotcrete in 4ft by 7ft headings, and the first pneumatically-placed cemented backfill in North America. Above all else, it is the combination of new technologies with a small and dedicated workforce which has allowed for the successful development of this ore body.IntroductionThe Apex Mine is an example of the typical small underground project. It has high grade, but low tonnage and is deposited in poor ground. In such cases, conventional planning and thinking generally results in an uneconomical evaluation and negative production decision. Fortunately, some unconventional thinking was allowed to take place during the planning and evolution of the Apex Mine development. The result now serves as an example of how such unconventional thinking can lead to the type of innovations described below.The job necessitated the development and use of new equipment and materials to execute a highly flexible underhand cut and fill mine design/pneumatic backfill concept, that must be constantly modified as different than assumed conditions become evident in and around the ore zone."

The Apex property, mined in the early Twentieth Century for direct shipping copper, also contains gallium and germanium in iron oxide minerals. In 1982, Musto Explorations Limited began an exploration program to define reserves. A metallurgical process was developed, and a production decision was reached in late 1983. This text describes the process development and design. The Apex mine, located near St. George in Southwestern Utah is owned by St. George Mining Corporation, a subsidiary of Musto Explorations of Vancouver, B.C. Musto acquired the property in early 1982. A pilot plant was operated by Hazen Research, Inc., Golden, CO later in 1982. In late 1983 sufficient information had been developed for St. George to proceed with the project. The final process design was prepared by G. M. Swinkels of Vancouver, consultant to Musto, and Hazen Research. Process engineering was done by Hazen Research, and St. George acted as its own contractor. Commissioning of the plant began in October 1985.

The kinetics of the oxidation of uranium(IV) by oxygen gas in aqueous systems is dependent on acid concentration, oxygen partial pressure, and temperature. In order to better understand the relationship between these variables and the speed of oxidation, a series of experiments have been conducted where each parameter has been varied in turn. Data were collected continuously using UVVis spectroscopy, allowing for a detailed examination of the reaction rate over the course of each experiment. The data fit an overall apparent rate law that is 1.5order in uranium(IV), -2order in H+, first order in oxygen, and unaffected by uranium(VI). This relationship does not appear to hold for solutions with <0.2 mol/L initial acid, where a different kinetic mechanism appears to be dominant.

Particle size analysis is a fundamental measurement utilized in the mining industry, especially in comminution, hydrometallurgy, and mineral processing. While sieves and cyclosizers are the standard methods used to determine particle size distributions, in recent years alternative instruments have been developed that claim to provide more rapid and equally reliable results. Newmont Metallurgical Services has implemented the use of two such instruments, along with traditional methods (sieves and a cyclosizer), on a daily basis. The Malvern Mastersizer 2000 laser analyzer is a wet sample system that can analyze particles in the size range 0.02µm to 2000µm, and the Horiba CAMSIZER® is a dry system that can analyze particles in the size range of 30µm to 30mm using digital image processing. A comparative analysis has been performed to determine the applicability of each particle sizing method in laboratory testing.

Decline shafts are an attractive option to both new and existing mining operations where there is a need to access an inclined orebody deposit via on-reef development so as to generate a return in the shortest possible time. There are many different technologies that are available to transport men, material and rock in incline shafts. This paper focuses on the applicability of two hoisting technologies for decline shafts, namely endless and direct rope systems. The pros and cons of each system are reviewed. A common concern with direct rope haulage systems is the possibility of generating slack rope during deceleration. This paper illustrates the issues involved in designing a system so as to avoid the possibility of slack rope. In conclusion, the key factors relevant to the selection of endless or direct rope haulages for a particular decline application are reviewed. I-Introduction The possibility of adapting low-temperature reduction methods to the treatment of iron ores has been suggested on numerous occasions. Papers published on the subject include, notably, Bulletin 270 of the United States Bureau of Mines on The Production of Sponge Iron, the Symposium of the American Electrochemical Society (1927) on The Gaseous Reduction of Ores and Other Metallic Compounds, and Les Procédés Actuels de Traitement Direct du Minerai de Fer, by A. Mayer (Revue de l&apos;Industrie Minerale, Nov. 15th, 1932) (1). The present paper contains the results of an investigation of the reducibility of some Ontario ores. The concentration of these ores and of the products of reduction has also been investigated.

For over a century, the Sunshine Mine in Idaho has been a major producer of silver. An estimated 335,000,000 troy ounces of silver has been mined. This has established the Sunshine Mine as the largest single source of silver in the world. Because the dominant silver containing mineral is tetrahedrite, a copper and antimony sulfide, normal metallurgical treatments to recover the precious metal are not practical. Thus, over the course of the company&apos;s history, novel, hydrometallurgical technologies have been developed on-site to handle complex, precious metal containing materials. Recently, the use of Sunshine technology has been extended to the recycle of secondary materials. As well, the use of Sunshine technology by other organizations for treatment of both primary and secondary feedstocks containing precious and base metals is an area of growing interest. This paper will provide an overview of Sunshine hydrometallurgical technologies including the applicability of Sunshine technology to the recycling of precious and base metals.

DURING the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that &apos;can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by, bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. Drill monitors for rotary blasthole drills have been available to the mining industry since the 1970s. The early monitors were pen strip chart recorders that were developed for the oil drilling industry and adapted to mining. They recorded drilling parameters such as depth, pull-down pressure, torque, RPM, and hailing air pressure. While these recorders could generate a large volume of paper, the amount of useful data was minimal. The data was not summarised and required an engineer to interpret the chart traces. Being a mechanical recorder, the devices were also susceptible to frequent failures. Modem electronics, and the development of the personal computer and its associated software have radically changed the type of instrumentation that is now available for blasthole drills. Perhaps more important is what can be done with the data. The PC allows the logged data to be analysed, summarised, and a variety of reports to be generated. The reports can be customised to meet the specific requirements of the mine and reduce the amount of time that is required to interpret the data. There is also an increased awareness in the mining industry of the importance of production drills. Blasthole drills have typically been the piece of production equipment that received the least amount of attention in a surface mine. Management focussed on the trucks and shovels or draglines. This situation is changing, and therefore the benefits that can be derived from monitoring drill performance are being recognised. Potential economic benefits of installing drill monitors have been documented in previous papers (Peck and Vynne, 1992). Mines are finding that pay-back periods of less than twelve months and rates of return in excess of 30 per cent are not uncommon. These benefits include the following: 1. Reduced overdrilling; 2. Increased rate of penetration; 3. Helping to locate coal seams; 4. Identification of weak and strong zones; 5. Reduce geophysical logging; 6. Optimising blasts; 7. Improved fragmentation and diggability; 8. Decreased coal dilution; 9. Increased bit life; 10. Reduced maintenance costs; 1 I . Improved accuracy of data and reports.

"As demand for copper and precious metals continues to grow, the need to develop new supplies increases. In the imminent future, the new large global ore bodies are more complex, with enargite, tennantite and tetrahedrite as the abundant contained mineralogy. These resources also contain considerable gold and silver. As such, direct treatment by conventional smelting is prohibitive due to the potential environmental impacts and copper quality issues. This paper outlines the effective application and associated economics of industrially proven Alkaline Sulfide Leaching (ASL) hydrometallurgical technology to an enargite concentrate for selective removal and recovery of arsenic, antimony, gold and silver, leaving a clean high-grade copper concentrate. The fundamentals behind the technology are described, along with those of hydrometallurgical arsenic fixation and stabilization. Flowsheets and unit operations are elucidated, along with an in-depth economic analysis. INTRODUCTION Hydrometallurgical methods can be employed for treatment of gold-, arsenic-, antimony-, tin- and mercury-containing materials, concentrates and ores, as well as complex ones containing any number of metals (Conner & Anderson, 2013). The alkaline sulfide leaching (ASL) system is one of these. It is essentially a mixture of sodium sulfide and sodium hydroxide with other meta-stable alkaline species as required. This is a unique hydrometallurgical system beause it is a very selective lixiviant for the distinct leaching of tin, gold, antimony, arsenic, tellurium, silver and mercury (Anderson, 2000, 2001a, 2001b, 2002, 2003, 2012, 2014; Anderson & Twidwell, 2008a, 2008b, 2010; Anderson et al., 2004, 2005; Glazkov & Tseft, 1961; Gnatyshenko & Polyvyanni, 1961; Nadkarni et al., 1975; Nadkarni & Kusik, 1988; Polyvyanni, 1963). Worldwide, ASL technology has been employed industrially in the former CIS, China and the United States for the production of antimony (Anderson et al., 1992, 1994; Anderson & Krys, 1993; Holmes, 1944; Kaloc, 1967; Nordwick & Anderson, 1993; van Stein, 1971)."

The art of flotation may be divided into two distinct branches, namely:-1. Collective flotation.2. Selective flotation.(1) Collective flotation is applied when all the valuable minerals in an ore are required in one concentrate, leaving ,only gangue minerals in the tailing. The method is applicable, for instance, to such ores as auriferous copper sulphides associated with gangue minerals only, or to silver lead ores low enough in zinc and other valuable minerals.(2) Selective flotation is applied when there are present in an ore two or more valuable sulphides, which cannot be subsequently efficiently treated unless they are separated from one another as well as from the gangue. For example, a silver-Iead-zinc ore, or a copper-gold-iron ore; where the iron is not required with the copper gold concentrate.In order to make these operations practicable chemical reagents have been developed, having power to exert definite actions on the various minerals when brought into contact with them in a water pulp.COLLECTIVE FLOTATION.In order to bring about collective flotation it is generally necessary to add to the pulp a frothing agent and an activator or activators for all the minerals which it is desired to float.SELECTIVE FLOTATION.The object of selective flotation is to activate the mineral which is to be floated, and at the same time to prevent all other minerals from floating.
