In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

To minimize the equipment operator?s respirable dust exposure in enclosed cabs of mobile equipment by install-ing cab filtration and pressurization systems and by keep-ing doors and windows closed. Background Enclosed cabs are used on mobile equipment to protect operators from health and safety hazards. The primary health concern is overexposure to respirable dust. Examples of such equipment in mining include drills, dozers, haul trucks, and other equipment. When equipment is new, the operator?s dust exposure is normally at acceptable levels. As the equipment ages and gaskets and seals deteriorate, the air quality inside an enclosed cab can reach a point where it is no longer at acceptable levels for the equipment operators. In an effort to improve the air quality in enclosed cabs of older mining equipment, NIOSH has been performing research to retrofit cabs with new filtration and pressurization systems. Over the past few years, this research has shown that retrofit systems can substantially improve the cab?s air quality back to safe and acceptable levels. How-ever, this is only possible when a positive cab pressure is achieved and maintained. Thus, when a cab door or window is opened, the cab pressure drops to zero and the cab filtration and pressurization system is rendered ineffective. During a recent field study, the magnitude of this impact was noted when a drill operator repeatedly opened the cab door throughout the course of the drill cycle. Upon closer examination, it was determined that the cab door was being opened to manually guide the next drill steel into place each time an additional section of steel was needed to drill deeper holes.

To improve the level of hearing protection by providing workers with an inexpensive, easy-to-use device to check earplug fit. Background Approximately 30 million workers are exposed to hazardous noise on the job, placing them at risk of permanent hearing loss, tinnitus, and other disorders. Although the preferred solution is to eliminate noise through engineering controls or to reduce noise exposure through administrative controls, hearing protectors are critical when noise is unavoidable. Studies of hearing protector users have shown that average protection values in the real world are much lower than the labeled noise reduction ratings determined in laboratories with trained and motivated subjects. Even worse, many hearing pro­tector users get virtually no protection at all because of poor fit. The studies also show that users have a harder time achieving adequate protection levels with earplugs than with earmuffs. It?s difficult for users to tell if earplugs are working well just by looking at them. A more accurate approach is to check how much they block or ?attenuate? noise. Earplugs vary in their attenuation characteristics, with most providing a maximum of 20?35 decibels of noise reduction when worn correctly. Any earplug that?s suitable for use in noisy settings will attenuate noise by at least 15 decibels. Personal fit testing is an effective way to help hearing protector users improve the fit and protection levels of the devices. However, existing fit-testing systems are expensive and unsuitable for use at many industrial worksites.

Researchers with the National Institute for Occupational Safety and Health (NIOSH) have developed a training module to educate both new, inexperienced miners as well as veterans on important issues related to self-rescue and escape procedures. These include: (1) physical and environmental conditions that can be encountered in a mine after a major explosion, (2) knowledge of emergency meeting locations and escape routes, (3) the importance of using self-rescuers, even in seemingly clear air, to keep the lungs isolated from contaminants, and (4) why miners should not go off to look for others who are missing. In addition, the module may stimulate miners to think about and discuss mine explosions and the devastating effects of such an event.

Studies indicate that 70%?90% of all miners have a noise-induced hearing loss severe enough to be classified as a hearing disability by the time they reach retirement age. To address this problem, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software program. DOSES is designed specifically for use by mine management and safety personnel to simplify the record-keeping and analysis associated with time-motion studies, making it easier to identify and solve noise exposure problems.

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. The study also found that vibrating screens were one of the top five loudest types of equipment at these plants?as well as the most numerous?making them a key noise source to address.

The HSC Chemistry 6.0 contains 21 calculation modules and 11 databases for reaction, equilibrium, heat balance, heat transfer, petrological and simulation applications. Most of the calculation modules automatically utilize the same extensive thermochemical database which contains enthalpy (H), entropy (S) and heat capacity (C) data. This database has been expanded to include more than 20,000 species.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. The HB 2500 hydraulic breaker attachment from Atlas Copco Construction Tools features Krupp percussion technology and a service weight of 2,500 kg (5,512 lbs). This makes it ideal for demolition, tunneling, trenching, foundation work, rock mining and secondary breaking. Suitable for carriers in the 29-to 43-t (32-to 47-st) weight class, the HB 2500 accepts maximum hydraulic flow of 219 L/min (58 gpm) at 18 MPa (2,610 psi) of pressure, and delivers an impact rate of up to 550 blows per minute. Atlas Copco Wagner launched its ST1010 Scooptram load haul dumper. The ST1010 replaces the company’s Wagner ST-1000 Scooptram. The improvements to the Wagner ST1010 include increased reliability, ease of maintenance and driver comfort or ergonomics. The ST1010 has been redesigned and has added several new features and options not offered in the earlier model. These include anew boom design with side stops. Heavy reinforcements to the bogie offer better protection against the harsh working conditions in underground mining and tunneling. An auto lube system has also been added as has paint-on grip tread to reduce slips and falls during maintenance checks or repair work. Other features include a heavy-duty, auxiliary-fan motor, an isolated transverter, remote diagnostic pressure taps, a bolt-on battery box, raised air-intake, improved fuel-filter access for easier maintenance, larger wear-bars around the engine tub, and smaller, higher output batteries
